INTRODUCTION It's a pleasure to be with you and to share in this opening session for the 27th Annual Institute on Mining Health, Safety, and Research. As we come together today, I would like to reflect for just a moment on the past Institutes. Much of the progress in Mine Health and Safety has been the subject of presentations and discussions at the previous Institutes, either by identifying the issues, proposing techniques to overcome the problems, or presenting new findings to address important issues for the mining industry. May I extend our thanks and congratulations to VPI and to the planners and organizers of all of these Institutes for their important contributions to our mutual goals of improving mine health and safety. In the time available today, I would like to accomplish two objectives: 1. Provide my assessment of the current status of the Mining Health and Safety Research Program; and 2. Share with you the continuing need and direction for the Mining Health and Safety Research. MINE HEALTH AND SAFETY RESEARCH TODAY Mine Health and Safety Research was conducted formerly at four geographical locations within the USBM, specifically: Pittsburgh, Spokane, Twin Cities, and Denver. Although the Twin Cities and Denver Centers were closed, we have been successful in relocatingfmaintaining much of the core competencies to conduct a responsive, multidisciplinary Mine Health and Safety Research Program. The current staff at Pittsburgh and Spokane directed toward Health and Safety Research totals 397. This includes Lake Lynn Laboratory, about 60 miles southeast of Pittsburgh, where large-scale mine fire and explosion research is conducted. With the closures and transition we have worked to maintain the core competencies necessary to address Health and Safety issues. In some cases we have made arrangements to provide the requisite core competencies through external organizations. An example is the reassignment of the diesel particulate instrumentation capability from Twin Cities to Pittsburgh. In the case of diesel emission control, due to the cost of relocating laboratories and the lack of the appropriate skills at Pittsburgh or Spokane, the emission control laboratory is now being operated in Minneapolis through a contractual arrangement with the University of Minnesota.

Introduction A wealth of information exists which deals with electrical grounding, both from a general viewpoint and from a specifically mine-oriented approach. Many parameters must be investigated in order to thoroughly cover all of the variables which govern the performance of electrical grounding systems. The emphasis of this work on open-pit practices re- presents a new development in the field of grounding research, and an exhaustive review of the relevant historical documentation is especially desirable. Grounding System Purposes What purposes are served by a grounding system? The answer is four-fold and may be summarized as follows. First, it must limit potential gradients between conducting materials in a given area (56). When a phase conductor comes into contact with a machine frame, current flows through the equipment, which tends to become elevated above ground by an amount equal to the voltage on the conductor. If a man were to touch the machine while he was simultaneously connected to ground in some manner, his body would also tend to become elevated in potential, possibly to a lethal extent. Thus, the grounding system should provide a low- resistance path for the fault current to return to the source. The maxi- mum potential to which a man could be exposed when touching a machine frame is equal to the voltage drop along the ground conductors inside the power cable, as shown in Figure 1 (54). As part of its investigation of methods of increasing the efficiency of fuel resources, the Bureau of Mines is continuing the study of the general problems involved in the economic use of fuels in gas pro- ducers that were carried on by the technologic branch of the United States Geological Survey. In the course of this study many inci- dental problems of prime importance have demanded consideration. Among them is the determination, under practically constant con- ditions, of the duration of gas-producer tests necessary to reduce the possible error to a minimum. A discussion of this proper length of test period forms the first part of this bulletin. An attempt to dispel some of the uncertainties that arise in an investigation or to account for some of the minor phenomena often necessitates a systematic and careful study of certain chemical, ther- modynamic, or physical laws, or a combination of these, which in turn may result in information or conclusions of great value. Fur- thermore, seemingly unimportant observations often prove to bear directly upon the design, construction, or manipulation of the machine under test. In attempts to improve the gas producer considerable attention has been given by manufacturers to such questions as fixing or isolating the combustible components of the tar, utilizing the waste heat of the producer for the generation of the steam required by the plant, apply- ing the suction principle to bituminous coal and other tarry fuels, and many allied subjects. Little study, apparently, has been given to the physical-chemical conditions most suitable to the formation of hydro- gen and of carbon monoxide, with a view to regulating the percentages of these gases in generators using fuels other than anthracite coal or charcoal. An attempt was made to introduce such investigations when the operations of the government coal-testing plant began at the Louisi- ana Purchase Exposition in St. Louis in 1904, but owing to adverse conditions these problems were abandoned until the plant was trans- ferred to Norfolk in 1907. The delay in beginning this line of inves- tigations, together with the short testing season at Norfolk, limit the second part of this report to preliminary physical-chemical studies, which, however, were sufficiently significant to warrant careful ex- amination pending more complete researches, which are being carried on at the station located in Pittsburg.

To develop a safety training module for surface miners and road construction workers exposed to the hazards of highwalls. Background Investigators collaborated to develop a new training module that would address the hazards of working around highwalls. Such a module would be applicable to surface mines and road construction sites, both of which require personnel to work under and on top of steep and often unstable slopes.

To reduce operator exposure to drilling noise from roof bolting machines. Background Noise-induced hearing loss (NIHL) is a prevalent occupational illness in the United States. Studies indicate that 70%?90% of miners have NIHL significant enough to be classified as a hearing disability. Mine Safety and Health Administration studies indicated that roof bolting machine operators are among those overexposed to noise. Field studies support the premise that, on average, drilling is the loudest noise source to which a roof bolting machine operator is typically exposed and contributes greatly to the operator?s noise exposure. The National Institute for Occupational Safety and Health (NIOSH) has further determined that the drill steel and chuck radiate a significant amount of noise during drilling. To address this noise hazard, NIOSH developed a collapsible drill steel enclosure (CDSE) to encapsulate the drill steel during the drilling portion of the roof bolting machine duty cycle. In addition, NIOSH is collaborating with J. H. Fletcher & Co. in the continued development of a CDSE.

The term "explosion-proof," as applied by the Bureau of Mines to an electric motor, refers to a motor inclosed by a casing so constructed that an explosion of a mixture of mine gas (methane) and air within the casing will not ignite a mixture of the same gas surrounding the motor. There are two classes of motors so constructed: First, a totally inclosed class built strong enough to withstand high internal pressures and so designed that the efficiency of all inclosing covers can be satisfactorily maintained; second, a class provided with relief openings or valves designed to relieve the pressure of an explosion within the motor casing and to cool any products of combustion dis- charged through the valves. A satisfactory motor of the first class is much more expensive to build than an equally safe motor of the second class. For this rea- son, attempts to make motors explosion-proof have been confined chiefly to motors of the second class.

Hydraulic cylinders a re used in several roof support systems, such as longwall shields and mobile roof supports, to provide critical ground control Many state-of-the-art hydraulic support systems operate at pressures as high as 7,000 psi to provide the necessary support capacities. Pressure in the upper stages of multi-stage cylinders can be intensified by a factor of 2 or 3 providing pressures of 20,000 psi or greater. A proper understanding of the operation of these high pressure systems is necessary to safely maintain and repair these support systems. Likewise, the performance characteristics need to be fully understood to evaluate the impact of design parameters on the capability of the support to maintain effective ground control. This paper examines the basic operating principles of state-of-the-art hydraulic cylinders and discusses relative issues pertaining to. (1) setting loads, (2) support stiffness, (3) yielding behavior, (4) errors in assessing support loading, and (S) hydraulic failure mechanisms and how to detect them

Reduce potential for steering errors during tramming of articulated vehicles, particularly when the operator is seated to the rear of the machine pivot point and is tramming in reverse. Approach Position-sensing and feedback cylinders were applied to the steering cylinders of two S&S cleanup tractors to cause the steering-control lever to match the orientation of the vehicle sections. The vehicles were tested in two working mines. How It Works A position-sensing cylinder (see Figure 1, Item A) is attached to one of the steering cylinders in the cleanup tractor steering system. As the steering cylinder piston rod is actuated by movement of the control lever, hydraulic oil flows from the position sensing cylinder to the feedbck-cylinder (B), causing the feedback-cylinder piston and rod to move. The outside end of the rod repositions the the steering-control lever until its angular position corresponds to the orientation of the vehicle sections.

Recently 30 men wore viewing the demonstration of a now portable electric arc-welding outfit. A few hours later 17 of the 30 men reported to the doctor for treatment. They were suffering from traumatic conjunctivitis. In two cases the gain was very severe and the symptoms were similar to those of iritis. orphine had to be administered to afford relief from pain. Only two men of the 30 wera not affected in some way from this exposure. These two men were thick-lensed orange-colored glasses. Several of the men wore orange-colored glasses with thin lenses, but the latter were not heavy enough to afford protection.against an exposure as long as took place. The distance of the eye from the are also in- fluences the possibility of injury. Conjunctivitis is an inflammation of the con- junctiva; the conjunctiva is the mucous membrane covering the inside of the eye- lids and part of the eyeball. Traumatic conjunctivitis is caused by foreign bodies in the eye, exposure of the eyes to high winds, dust, smoke, intense light from electric arc lamps, and from electric welding apparatus. In the instance mentioned above, the inflammation was due to the ultra-violet rays. The ultra-violet rays lie beyond the violet rays in the spectrum and are invisible to the eye. In some cases the effect is so severe that, in addition to conjunctivitis, an inflammation of the skin similar to sunburn is produced. The symptons of conjunctivitis caused by intense light or by the ultra- violet rays are marked photophobia (abnormal intolerance to light), excessive secretion of tears, intense starting of the lid, contraction of the pupil, some- times swelling of the lid, and small ulcers developing on the eyeball or cornea. Unless properly treated by a physician immediately, chronic inflammation of the conjunctiva, cornea, iris, or retina, and possibly blindness, may result. Under proper treatment most cases get wall in a few days. All treatments should be under the direction of a physician. That usually advised is to place ice packs on the patient's eyes three or four times daily. The pack should be left on from 15 minutes to an hour. The eyes should be irrigated with normal salt solution (a teaspoonful to a quart of sterile vater) or a saturated solution of boric acid several times daily. If there is a discharge of pus, a few drops of a 25 per cent solution of argyrol or a 5 per cent solution of protargol should bo placed in the eyes three to six times daily. The patient should be confined to a darkened room until his condition improves in order to avoid complications. These treatments will reduce the swelling, give the patient confort, and prevent the development of chronic conjunctivitis. In severe cases it may be necessary to administer morphine to relieve the pain.

In an effort to keep mine hoist accidents to a minimum and to impart to managers and workers the essential elements that enter into safe installation and maintenance of hoisting equipment, the Bureau of Mines presents this Information Circular as a guide. Hoisting of men and materials is an essential operation in many mines and has become so commonplace that some persons are likely to ignore day-to-day inspections or become lax in the operating phases. With proper maintenance and operation, hoists can be exceptionally safe. However, lack of strict attention can invite tragedy or costly shutdowns.

Science involves the study of the nature and behaviour of natural things and the knowledge we obtain about them. Scientific endeavour leads to the unfolding of new knowledge and adjustments to our understanding and our behavior. To indicate that we ‘know’ something may merely mean we do not feel able to, or that we do not wish to, disagree with others who claim to know; or it may mean we have either heard about it, or studied it, or understand part of it, or accept that it is true, or have seen evidence to be convinced of its veracity. What do we ‘know’ about the health effects of vibration? There are many unknowns in the field of human responses to vibration. Not all would agree on what is known and what is unknown. This paper seeks to summarize what we know that we know, what it is sometimes claimed that we know, and what we know that we do not know about the relation between exposures to vibration and our health. It also speculates on what we do not know that we do not know. Hand-transmitted vibration What we know we know We know that exposures to hand-transmitted vibration result in various disorders of the hand, including abnormal vascular and neurological function. Not all frequencies, or magnitudes, or durations, of hand-transmitted vibration cause the same effects. What we may claim to know To enable exposures to be reported and compared, they are ‘measured’ and ‘evaluated’ using defined (e.g. standardised) procedures. This involves identifying what is to be measured and specifying how it is expressed by one (or a few) numbers. Summarising a vibration exposure in a single value involves assuming the relative importance of components within the vibration (e.g. different magnitudes, frequencies, directions, and durations), so standards define ‘weightings’ for these variables. The importance of the weighted values may also be suggested, allowing ‘assessments’ according to a criterion (e.g. the probability of a specific severity of a specific disease). Standards for the measurement and evaluation of hand-transmitted vibration define a frequency weighting and time dependencies that allow the severity of vibration exposures to be assessed and the probability of finger blanching to be predicted 1. What we do not know We do not know that the frequency weighting in current standards reflects the relative importance of different frequencies and axes of vibration in producing any specific disorder. We do not know whether the energy-based daily time-dependency inherent in A(8) reflects the relative importance of vibration magnitude and daily exposure duration. Consequently, the relation between A(8) and the years of exposure to develop finger blanching, as in an appendix to ISO 5349-1 (2001), is not well-founded. We do not know, or at least there is no consensus on, the full extent of the disorders caused by hand-transmitted vibration (e.g. vascular, neurological, muscular, articular, central), or the pathogenesis of any specific disorder caused by hand-transmitted vibration, or the roles of other factors (e.g. ergonomic factors, environmental factors, or individual factors). The exposure of mine workers to diesel particulate matter (DPM) and gases is an issue of great concern to the underground mining community in the United States. Approximately 30,000 underground miners are potentially exposed to high concentrations of DPM. In January of 2001, the U.S. Mine Safety and Health Administration (MSHA) promulgated rules setting compliance standards for both underground coal and metal / nonmetal mine workers. As industry works to achieve compliance with these standards, mine operators are looking for feasible methods for reducing DPM concentrations in their mines. In addition, the industry needs methods to accurately measure DPM to ensure that the control strategies they adopt are working successfully. The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) conducts research to evaluate control technologies and monitoring instrumentation that can be used to reduce the diesel particulate matter (DPM) exposure of mine workers. An overview of the strategies being utilized in underground US mines to reduce DPM concentrations will be presented. Also, updates on the development of diesel monitoring instruments such as the continuous elemental carbon monitor or the Personal Dust Monitor for DPM measurement will be provided.

The data obtained from this study cover test areas that are gassy to ultragassy and pillared areas of different sizes and degrees of tightness. The methods of controlling ventilation, applying bleeders, and supporting bleeder entries varied in the different test areas. It was not possible to study all conditions likely to be encountered in coal mines. Undoubtedly, there are areas where bleeder entries, even though properly planned and maintained, might prove unsatisfactory. However, on the basis of this study, the following observations were made: 1. Tests showed that each bleeder system studied provided some movement of air through the pillared area; the quantities of air delivered to the pillar line, ranged from 23 to 82 percent, depending mainly on the extent to which bleeder re-turns were used as main returns from the section. 2. Pressure measurements taken across pillared areas showed maximum pressure drops ranging from 0.05 inch of water for a shallow gob to 2.69 inches for a very deep gob. The pressure differentials varied with the size and tightness of the gob but proved adequate to induce airflow across worked-out areas or through fringes of the gob to the bleeder return system.

Laboratory characterization studies have investigated the processing variability of carbonaceous uranium-bearing materials found in-sandstone deposits. This work was conducted by the Federal Bureau of Mines in support of its goal to maintain an adequate supply of minerals to meet national economic and strategic needs. Conventional processing produces only partial uranium recovery from these ore materials. Ore samples from New Mexico, Texas, and Wyoming were examined, and each responded differently. Using direct acid leaching techniques, some of the ores required acid additions of only 50 pounds per ton, while others required 300 pounds per ton of material. Maximum extractions ranged from 83 to 94 percent in the six ores tested. Roasting those ores prior to leaching improved extraction of the uranium to the 90 to 99 percent range. An oxidative autoclave treatment used with five of these ores resulted in extraction of 78 to 97 percent of the uranium. The experimental studies also showed that some carbonaceous materials can be concentrated by froth flotation. The flotation tailings were amenable to acid leaching, and up to 98 percent of the uranium was extracted from this type of material.

The natural vertical fracture sys tem in bituminous coalbeds is called cleat. Cleat orientation commonly controls the direction of mining with major development paralleling the face cleat. Previous researchers have categorized the origin of cleat as endogenetic, relating the origin of cleat to compaction and coalification, and exogenetic, relating the origin of cleat to tectonic forces. In the coalbeds studied for this report it was found that tectonic forces were the controlling factor of cleat formation. Face cleats were formed as extension fractures during structural deformation, and butt cleats, as release fractures during erosion and uplift. The face cleat of the Pittsburgh coalbed rotates from N 80° W in north- western West Virginia to N 57° W in southwestern Pennsylvania ; the face cleat maintains a perpendicular orientation to the shifting axial trend of local structures . Cleat orientation in other bituminous coalbeds in Virginia, Utah, Oklahoma, and Central Pennsylvania showed a similar relationship to local structure. Directional permeability of coal is directly related to cleat. Holes drilled perpendicular to the face cleat yield from 2.5 to 10 times the amount of gas released as compared with holes drilled perpendicular to the butt cleat.

"Reduction of mine accidents appears to depend upon essentially the same fundamentals, whether considered from the viewpoint of the mine operator, miner, State mine inspector, or safety engineer. Conditions of mine operation with respect to safety are governed in most States by a mining law, usually somewhat general in its provisions but more specific than laws dealing with other industries, Methods of mining development and practice evolved through experience have been handed down from generation to generation; many of these are intended to avoid injury to men and also loss of property. To carry out the intent of these bases of law and experience relating to safety supplemental measures and conditions are necessary. Among these may be: (1) Planned safety rules adapted to the mine and compliance by both officials and Miners with such of these rules as pertain to their work; (2) a supervisory force adequate and competent to ¬administer the mining laws and safety rules; (3) discipline adequate to secure compliance with safety measures; (4) safeguards against mechanical, electrical, falling, and other hazards; (5) mining operations planned with respect to safety of workers; (6) an active safety organization of officials and employees; (7) education of officials and employees in safety practices; and (8) an active sustained interest in safety by management and employees.This paper presents the viewpoint of the safety engineer, though a safety engineer connected with a specific mine or group of mines would be in a better position than the writer to present the industrial engineer's thought. The application of the mine safety fundamentals just outlined will be given consideration from observations of methods used by safety engineers and supervisors.The term ""safety engineer"" includes men of various duties, various degrees of experience, and various authority. Depending upon the size of the operation or the interest of the management in safety, the safety engineer may have accident prevention as his sole duty; he may be the head of a sizable safety organization; or he may be in part a claim agent; a statistician compiling figures for the enlightenment of the company, the public, or a mining institute meeting; a surveyor who must convince the miner that his scale of 10/10 equals 1 foot does not defraud the miner of 6 inches to every yard measured; or he may be by heaven¬ly gift an orator capable of assuring the employees that ""all's right with the world""; he may be a young engineer gaining, experience while checking the observance of company rules and investigating accidents; or he may have the physical ills frequently resulting from several decades of mining experience and instead of a pension, the position of safety engineer has fallen to his lot. He may have mine-operating authority to correct immediately a dangerous condition or practice or he may have his recommendations officially disregarded at the monthly meeting or when the bottom of the desk basket is reached. He is likely to find that his viewpoint on accident reduction is considered unsound today because of youth and inexperience and unsound later because of old age and senility. He is likely to find the easiest course to be that of attributing to Providence and the carelessness of the worker the mishaps that result in the removal of a man to the hospital or the morgue."

Although, an effort has been made to standardize and codify the mining law to apply to the entire German Nation, nothing has yet been accomplished. abstract, which applies only to Prussia, the largest and most important of the German States, is based upon the Prussian Mining Law (Preussisches Berggesetz) of June 24, 1865, which grants to certain provinces, communities, and districts special exceptions, of no particular significance, except locally.

The objective of this U.S. Bureau of Mines hydrologic-subsidence investigation was to evaluate the effects of longwall mining on the local ground water regime through field monitoring and numerical modeling. Field data were obtained from multiple-position borehole extensometers (MPBX's) that were used to measure subsurface displacements. Survey monuments were installed to measure mining-induced surface deformations. Numerous drawdown and recovery tests were performed to characterize hydrologic properties of the overburden strata. Coreholes were drilled above the study area to determine lithologic and strength characteristics of the overburden strata using the rock samples collected. Electronic recorders were installed on all monitoring wells to continuously monitor ground water levels in coordination with mining of the longwall panels. A combined finite element model of the deformation of overlying strata, and it's influence on ground water flow was used to define the change in local and regional water budgets. The predicted effects of the postmining ground water system determined by the model correlated well with field data collected from the field site. Without an infiltration rate added to the model, a static decrease of 3.0 m (10 ft) in water level would occur due to mining of both longwall panels and if an infiltration rate was inputted in the model, no predicted long-term effects would occur to the ground water system.

To reduce front-end loader (FEL) collision accidents by detecting obstacles in the rear blind area. The Problem Federal regulations require an audible backup alarm to activate when an FEL is backing. Since the device is constantly being activated, the warning soon becomes a normal part of the mine environment and is less effective as a warning device. Also, when several machines are working together, it is difficult to detect by ear alone just which machine is backing. Approach The Bureau defined the location for hazard detection to include an area extending 15 to 20 ft behind the rear bumper of an FEL. Then, existing surveillance and detection technology was assembled, ruggedness, and applied to the FEL's rear blind area to form a new discriminating backup alarm system employing either infrared light, ultrasonics or radar

This paper summarizes the cause and effect of induced voltages in multiple conductor cables supplying alternating current power to equipment in under- ground coal mines. The investigation of this phenomenon revealed that the electrical energy produced by the resultant electric arcing between the frames of mobile electric face equipment was of a sufficient magnitude to ignite explosive methane-air mixtures. The results of laboratory tests and field tests made between equipment frames during actual operation in numerous coal mines are discussed. Several methods of eliminating or suppressing the induced voltages to nonincendive levels are also described. It is the purpose of this paper to convey to the mining industry a knowledge of this problem and to recommend methods of eliminating or reducing these induced voltages or arcing currents to safe levels.
