The 1965 Lignite Symposium, the Louth in a series and the third sponsored by the University of North Dakota and the Bureau of Mines, was held at Bismarck, N. Dak., on April 29-30, 1963. These symposia provide a forum for those interested in the technology and utilization of solid fuels, especially lignitic coals. As part of the meeting, a 200-mile field trip was taken including; inspection of (1) the 200-megawatt, pulverized lignit-fired Leland Olds plant of Basin Electric Power Cooperative, under construction near Stanton, N. Dak.; (2) the site of the Glunharold mine of the Truax-Traer Coal Co., Division of Consolidation Coal Co., where a wheel excavator was being assembled; (3) the operating Beulah mine of Knife River Coal Mining Co., subsidiary of Montana-Dakota Utilities Co., near Beulah, N. Dak.; and (4) the 400-megawatt, hydroelectric Garrison Dam powerplant, near Garrison, N. Dak.

Results of a comprehensive investigation of the impact of underground mine waste disposal on the health and safety of miners are presented. Information was gathered through an extensive search of American and foreign literature and personal communication with professionals in private industry and government. All conceivable health and safety hazards directly or indirectly related to underground mine waste disposal are analyzed, catagorized, and ranked on an industry-wide basis. Positive health and safety effects are analyzed and ranked in a similar way. Both potential and known hazards and positive impacts are included. Recommendations on abatement techniques for the various hazards are presented. Case histories of a fill-related accident in a metal mine and a health hazard associated wtih coal waste backfilling are included and causes and possible abatement procedures are discussed. The rule of management in the promotion of health and safety in backfilling operation is discussed.

The Bureau of Mines conducted an environmental noise survey to determine the noise levels to which underground coal mine employees are exposed, to evaluate noise survey techniques and equipment, and to compare noise exposures using two criteria, Walsh-Healey and CHABA, for determining allowable exposures that were under consideration for the Federal Coal Mine Health and Safety Act of 1969- Time study techniques and Bureau-approved standard sound level meters were employed. The shift exposures of 20 percent of the miners studied were in excess of the safe standards established by both criteria. The shift exposures calculated using the Walsh-Healey criteria were greater than those calculated using the CHABA criteria owing to the intermittent nature of the exposure. Ultimately the CHABA criteria were rejected, and the Walsh-Healey criteria were adopted.

This Bureau of Mines publication consists of an overview of the mine waste management research currently being conducted by the Bureau. The following papers, given at a Technology Transfer Workshop, emphasize the increasing importance of research related to the safety and environmental considerations of mine waste disposal In recent years. Current work related to legislation passed in the last 10 years and their subsequent standards includes the development of adequate monitoring systems, development of stability and seepage prediction and control techniques, control of runoff water, and control of leaching solutions. Selected topics are included here that cover coal mine waste disposal, embankment slope stability monitoring, flow failures of mine tailings impoundments, and controlled burnout of abandoned coal mine fires. The projects described provide a current documentation of problems being addressed.

Engineers at the Bureau of Mines Denver Mining Research Center have been a research program investigating the theory and application of mine sampling. Part of this program is an investigation of the efficiency of sampling methods that involves development of sampling-method theory through simulating ore-deposit samples and assays, using - electronic digital computer. Theoretical developments are checked against actual ore-deposit sampling, assay, and production data by the commonly used polygonal and triangular methods of computing grade and tonnage of ore reserves. To speed the computing procedures, a program has been developed utilizing a medium-size digital computer for computing ore reserves by the polygonal method. This program calculates nine prismoids per minute at a total cost of $0.21 per prismoid. The complete program, written for an augmented IBM 650 computer, is described in detail; it can be used without change for computing ore reserves for a low-grade deposit. Modifications necessary to convert the program to compute ore reserves for virtually any other type of deposit or grouping of ore horizons also are given; however, the program is limited to using only vertical drill-hole data.

Methods and results of studies to determine friction and shock losses encountered in auxiliary face ventilation systems utilizing flexible, spiral-reinforced ventilation tubing are presented. The results, tabulated in graphic form, simplify fan selection and enable mine operators to design adequate auxiliary ventilation systems. Problem illustrates the use of graphs.

Wastewater from uranium mines in the Ambrosia Lake district near. Grants, New Mexico, U.S.A., contains uranium, selenium, radium, and molybdenum. The Kerr-McGee Corporation has a novel treatment process for waters from two mines, sections 35 and 36, to reduce the concentrations of the trace contaminants. Particulates are settled by ponding, and the waters are passed through an ion exchange resin to remove uranium; barium chloride is added to precipitate sulfate and radium from the mine waters. The mine waters are subsequently passed through three consecutive algae ponds prior to discharge. Water, sediment and biological samples were collected over a 4-year period and analyzed to assess the role of biological agents in removal of inorganic trace contaminants from the mine waters.

This Bureau of Mines report describes a technique for determining the confining pressures that must be provided for stabilizing underground openings in incompetent rock. The technique is adapted for use with a nonlinear finite-element computer code, NONSAP, to obtain stabilization pressures for linear or nonlinear stress distributions in the rock media around the excavation. This analysis permits a point-wise calculation of active rock pressures that depend on the values of shear stress and strength along the excavation surface. The approach is applied to the solution of several sample problems. The results show that both the magnitude and the distribution of stabilizing confining pressures are significantly influenced by rock and joint strengths, joint orientation, and biaxial nature of the load field.

"INTRODUCTION Of the phosphate rock deposits of the United States that are being exploited actively at present, the land-pebble area in Florida is the largest producer. In recent years the land-pebble district, in Polk and Hillsborough Counties, has produced about 80 per cent of the raw phosphate rock that has supplied the requirements of the several national industries based on this essential commodity.In the land-pebble deposits sizes finer than 16 to 22 mesh are below the commercial limit in phosphate content, and washing-plant practice has been directed to the recovery of the coarser material. Recently, more extensive control of the washery plan has resulted in the saving of additional amounts of phosphate, the loss of which had been considered unavoidable. However, strict requirements of the trade regarding the lowest acceptable grade of phosphate rock prevent the inclusion of more than a very small proportion of the low-grade phosphatic sands with the washery output of phosphate roe:. Further advances in practice resulting in larger recoveries of phosphate can only be effected by the application of processes that are based on other principles than merely a difference of particle size. Research is be conducted actively along these lines by the industry and by cooperating agencies.Flotation has been studied for several years by the International Agricultural Corporation and its allied company, the Phosphate Recovery Corporation. The effectiveness of an industry's safety activities can be gaged best by the accident records of that industry. In an effort to gage conditions in the petroleum industry, and with the objective of helping to reduce the number of accidents in it, the Bureau of Mines from time to time has tabulated, analyzed, and published pertinent statistical information.3/. These reports have dealt with distribution, causes, and costs and related phases of accidents for various and collective divisions of the petroleum industry in several sections of the country. This type of study aids the personnel of the Bureau in planning the course of its activities in accident-prevention work and gives useful data to persons engaged or interested in the promotion of safety in the petroleum industry, which will aid them in their efforts to reduce the number and severity of accidents. A majority of petroleum operators and "service? contractors have acknowledged their responsibility to provide their employees with safe working conditions and to their stockholders for greater economic value of invested capital by establishing safety divisions within their respective organizations. Such divisions have a primary duty, namely, to see that properly designed and guarded machinery and working equipment are furnished the employees and that they are trained in the safest practical methods of performing their work. INCREASED production and utilization of minerals fuels and power accompanied the overall expansion in U.S. economic activity during 1963, which saw continued advances toward higher production, employment, and purchasing power. During 1963, record levels of wages, profits, and consumption were attained, while costs and prices maintained the stability exhibited throughout most of the recovery period. Expanding industrial production, the average index of which went from 118.3 in 1962 to 124.3 in 1963, narrowed the gap of unused manufacturing capacity to an estimated 5 percent. Gross national product (GNP), another major indicator of economic activity, reached a record level of $583.9 million (current dollars) during the year, this being $27.7 billion, or 4.9 percent above 1962. These achievements were somewhat marred by unemployment, which remained at 5.5 percent of the labor force in 1963, and the continued deficit in the U.S. balance of payments. Against this general background, total national consumption of energy resources for the year was equivalent to 49,816 trillion British thermal units (Btu), an increase of 4.2 percent over 1962. This represented a somewhat lower rate of growth than for GNP during the year.

This inventory of the industrial mineral resources of the Pacific Northwest indicates that each of the States comprising this great region annually produces nonmetallic materials valued at mans million dollars. Commodities or their products that have a large, localized market predominate. These include Portland cement, sand and gravel, stone, clay, and lime. The region's output of magnesite, vermiculite, pumice, and diatomaceous earth is outstanding. The magnesite deposits of Stevens County, Wash., are the largest and most important in this country. Mast of the domestic vermiculite production is obtained from deposits in Lincoln County, Mont. Oregon and Idaho rank third and fourth, respectively, as domestic pumice producers. Production data for diatomaceous earth show Oregon second and Washington fourth among the producing States.

Bureau of Mines contract entitled "Noise Abatement in Mining Machinery," Number H0122054. 2.1 Background Until the Congress of the United States created and passed Public Law 91-173, the Federal Coal Mine Health and Safety Act of 1969, there were no directly-applicable standards for noise exposure for underground coal miners.1 Section 206 of this law, approved December 30, 1969, provided for standards of noise to be applicable to each coal mine. A rock mass classification system has been developed for support estimation in mines using caving methods. The developed system (MBR System) accepts readily-obtainable geotechnical properties, and mining geometry, to develop a rating that permits recommendations for drift support in block caving mines. The data base includes major active United States caving mines. The method is intended to be used for planning and estimating purposes and for preliminary support design. The Manual explains the organization and nature of the MBR System, its derivations, details of required input data, methods for assessing the data and for developing rock mass ratings, and techniques for selecting the most appropriate mine support recognizing mine requirements and desired stability. A worked example is provided.

"INTRODUCTION In accordance with the outline of investigation described in a previous report 5 of the Bureau of Mines dealing with the use of acrolein for detecting leakage of methyl chloride from unit--type refrigerating systems, the work has been extended to include an investigation of its use in a multiple system, This report gives the results of analysis of samples of the gas from representative units of a multiple system charged with methyl chloride containing approximately 0.9 per cent acrolein by volume, The results furnish a basis for estimating the Warning that would be given in event of leakage. One of the safety and health research programs of the former U.S. Bureau of Mines Pittsburgh Research Center was the evaluation of technology that will provide remote-controlled operation of mechanized equipment in underground room-and-pillar mining. The purpose of this effort was to enable workers to be located away from the hazardous and unhealthful coal extraction area (the face). As part of this program, advanced machine navigation and control technologies were developed for underground room-and-pillar and highwall coal mining that can be applied to commercially available mining equipment. These technologies use off-the-shelf components and a flexible control software architecture to minimize the effort required to adapt them to mining equipment. An accurate, reliable navigation system that can provide the mining machine's heading and location is a critical requirement for a remote-controlled mining system. After investigating several different types of navigation sensors, researchers selected the Honeywell Ring Laser Gyro Inertial Navigation System (INS) as showing the most promise. It was installed on a continuous mining machine at our Mining Equipment Test Facility. Extensive testing at an open pit (OP) site was also performed. This report describes the INS as it was employed on the mining machine in the laboratory, in the field, and OP tests, and provides the accuracy and performance results of the OP and highwalltests.

So far as is known , there is no complete bibliography on sampling, therefore , this one should be of value . In it are nearly eleven hundred references , some dating back 30 years , on sampling at mines , mills , smelters , power plants , pumping stations and refineries . For convenience , there are included a few references to methods for sampling such materials as leather belting in mills , salt impregnated soils , and mine waters . All the important technical journals , - including some in foreign countries- and engineering society publications , also mining and metallurgical text - books , have been studied for anything concerning sampling , and while it is not claimed that every important reference has been listed , the bibliography is fairly complete . The arrangement is alphabetical by authors ' names , and the references are numbered serially in the crder that they appear in the bibliography . Anonyous references are listed under the name of the journal in which they appear , and are numbered like the references bearing an author's name . Patents are grouped in their numerical order , without index nu.bers . Under the heading , " U.S. Bureau of Mines Publications " , are listed all publications of the bureau that deal with sampling . While the serial number is omitted , these same references , of course , have serial numbers where they appear in the list arranged alphabetically by authors .

Mineral production was of little significance in the country's economy, and Bangladesh was not a world-ranked producer of any mineral commodity during 1977. Natural gas was the most important mineral exploited; however, reserves were sufficient to allow for much greater production, Economically, Bangladesh made some progress in 1977-782 in its struggle against poverty, underdevelopment, and rapidly increasing population. The gross domestic product (GDP) grew 8%, mainly owing to a 13% increase in food grain production, the key economic indicator in this highly agricultural nation. GDP at current prices dropped slightly in Fiscal Year (FY) 1976.77 to $6.6 billion3 and rose to $7.2 billion in FY 1977.78. The population rose from 81 million in FY 1975-76 to about 85 million in FY 1977-78, resulting in an increase of per capita GDP from $83 to $85 during the same period. The high annual population growth rate, over 3% in 1976 and about 2.8% in 1977, was recognized by the Government as the main problem facing the country. Average density was 525 people per square kilometer. A similar density would have the entire world population living within the continental United States.
