The real gross national product (GNP) advanced at a annual rate of 3.1 % during the second quarter, following a revised 3.4% increase in the first quarter (see table 1). Export growth continues to play an important role in the rising output. Combined with the decline in imports, it resulted in a noticeably improved trade position. Imports of consumer goods, including automobiles and food, fell while exports rose. Imported cars have been losing ground to domestic cars. The foreign car share of the U.S. market fell from 36% in October 1987, to 29% in May 1988. Business spending for new plant and equipment contributed strongly to the GNP increase. Equipment purchases, particularly of computers, rose at a 14.8% annual rate, following a large first-quarter gain. Purchases of structures rose 11.8%. The other key component of business spending, change in business inventories, declined from the first quarter. Inventory buildup in late 1987 had been considered excessive.

The facts are generally accepted that an atmosphere containing large quantities of any dust is objectionable to breathe and that some dusts are more dangerous than others. Therefore, knowledge of the composition of dusts is important in evaluating the hazard entailed on exposure. At present, free silica, of which quartz is the most abundant form, is considered one of the most significant dusts, from the standpoint of pneumoconiosis, and one State5/ has established permissible limits of air dustiness on the basis of the free-silica content of rock. The amount of free silica in materials used for rock dusting also has been limited.6/ Determination of free silica or quartz, therefore, is important.

The Bureau of Mines has developed an interactive computer program that enables mine operators and others to identify the effect of cut-ting system changes on relative dustiness at the face. The program, which simultaneously evaluates machine parameters, coal seam parame-ters, and operator-controllable parameters, was developed for use on any microcomputer using BASIC programming language. The program allows the user to change one or more of the cutting system parameters at a time to see how these changes affect relative dustiness. A complete program listing and flowchart are included along with operating in-structions and sample outputs. An example showing how to use the program is also included.

Silica, the world's most abundant mineral compound, is composed of the two commonest elements - oxygen and silicon. In addition to being the life-giving constituent of the atmosphere and the major element in the waters of the earth, oxygen comprises almost half of all known terrestrial matter and occurs combined with most of the other ninety-odd elements in the solid crust of the earth; however, a large proportion of the oxygen is combined with silicon. Silicon is second only to oxygen in abundance in nature and constitutes more than one-fourth of all known terrestrial matter. In 1986, at the request of the Bureau of Land Management, the U.S. Bureau of Mines studied the 7,940-acre Southern Otay Mountain Wilderness Study Area (CA-060-029), and the 5,750-acre Western Otay Mountain Wilderness Study Area (CA-060-028) in order to evaluate their mineral resources. The wilderness study areas are located in San Diego County, CA, about 20 miles southeast of San Diego. No mineral resources were identified in the Southern or Western Otay Mountain Wilderness Study Areas, based on literature, field observations, and sample results. The wilderness study areas are underlain by a complex blend of Late Jurassic, moderately metamorphosed sedimentary and volcanic rocks. Evidence of mineralization is not obvious.

Crystallographic modifications and kinetics of solid-state phase trans-formations were determined for five rare-earth" sesquioxides--La2O3, Nd2O3, Sm2O3, Eu2O3, and Gd2O3. Oxides used for crystal modification studies were prepared by thermal decomposition of the following high-purity salts of the five rare-earth elements--carbonates, chlorides, fluorides, nitrates, oxalates, and sulfates. X-ray diffraction patterns of the cubic and hexagonal oxides were indexed by a graphical method and patterns of the monoclinic oxides by Ito's method. The kinetics of crystallographic transformation were determined by high-temperature X-ray diffractometry. The kinetic data were interpreted using a shrinking sphere model. All of the transformations followed first order kinetics. Activation energies were calculated by application of the Arrhenius equation. These solid-state phase inversions were concluded to occur by a reconstructive transformation mechanism.

Interim performance specifications are presented for carbon monoxide, methane, and air velocity transducers used in the Bureau of Mines intrinsically safe mine monitoring system. These specifications give quantitative values or qualitative descriptions of the transducers, including environmental parameters and monitoring system measurement and maintenance requirements as recommended by the Bureau of Mines. Commercially available transducer modules and prototype modules are listed together with selected characteristics.

This Bureau of Mines research study found gas emission rates from an advancing face, and flows and pressure of gas from an exploration drill hole were dependent upon the geology of salt encountered in a domal salt mine. Normal production-grade "pure" salt adjacent to an anomalous' zone was found to have a methane emission rate of less than 5 ft3/ ton (0.1 m3/t) of mined salt from a room advanced by a continuous miner. Extremely low gas flows [less the 4 ft3/h (0.1 m3/h)] and lack of pressure buildup were also observed from this normal salt in a 154-ft (47-m) exploration drill hole. These data indicate that methane emissions should not be a problem when mining in this type of salt. In the adjacent anomalous zone, methane emission rates ranged from 15 to 70 ft3/ton (0.4 to 1.8 m3/t) of mined salt from an advancing face. Gas flows of approximately 42 ft3/h (1.2 m3/h), and pressures in excess of 900 psig (6,200 kPa) were observed in an exploration drill hole when the anomalous zone was encountered. This information suggests a greater methane emission hazard from the anomalous zone than from the associated normal salt. If this trend of increasing emissions problems associated with anomalous zones of salt is common with similar anomalous zones encountered or observed in other domal salt mines, then special control strategies should be employed to minimize this potential mining hazard.

The objective of this project was to collect information applicable to the design of ground support systems in deep mines to include in-situ rock deformations, deformation-modulus, stresses, and geology and laboratory physical properties. All data collected was to be integrated and evaluated using a finite-elements computer code. In addition, considerable professional "cross pollenization" was anticipated from the association of University and SMRC personnel. Scope of Investigation Before a ground supporting system can be evaluated, the loading conditions existing in the region of investigation, strength, deformation characteristics, as well as other engineering properties of the rock structure immediately surrounding the openings, together with the pertinent geological information, must be obtained and analyzed. It was for this reason the following items were included in this research project: (1) The selection of a suitable area for the investigation. (2) The mapping of the important geological features of the area of investigation. (3) The measurement of in-situ deformation of rock masses immediately surrounding an underground opening of the area of investigation. (4) The determination of ground stresses. The coal reserve base in the Western United States is presented for coalbeds amenable to extraction by underground mining methods. The Federal Bureau of Mines has abstracted data on the quality and quantity of coal resources/reserves from numerous State and Federal publications and modified such data as necessary to allow computer storage and retrieval. Tonnages are compiled by State, county, coalbed, and rank, and allotted to sulfur categories by statistical apportionment. The coal reserve base in those States west of the Mississippi River, amenable to underground mining, is estimated to be approximately 131 billion tons. Of this total, about 30.8 billion tons are bituminous coal, 100.2 billion tons are subbituminous coal, and 126.4 million tons are anthracite. Lignite is not considered for underground mining in this report. Included in this report is a glossary of terms applicable to a classification system for coal resources and reserves as jointly defined by the Bureau of Mines and U.S. Geological Survey. The purpose of this system is to provide for direct comparison or compilation of various resource/reserve data.

"The material known as coal has a highly variable composition. As a consequence, coals show a great variation in their physical and chemical properties as a function of coal rank. The situation is further complicated because the preparation engineer must deal with raw coal, as mined. This is an assemblage of coal, upwards of 30% mineral matter and, typically, several percent pyrite. The kind and amount of the mineral constituents is also highly variable from source to source. A knowledge of coal rank and source location, and the kind and amount of associated impurities, is the first step in evaluating the response of a raw coal to preparation procedures. The raw coal must first be characterized before information from one source can be extrapolated to that of another.INTRODUCTIONCoal is a black or brownish-black combustible solid, derived from a heterogeneous mixture of plant remains and associated mineral matter that have undergone chemical and physical metamorphic changes by biological and geological processes without free access to air. It is composed principally of carbon, hydrogen and oxygen with lesser amounts of nitrogen and sulfur. 'Its exact chemical and physical nature has remained poorly defined, because the term 'coal' refers to a broad range of coalified solids ranging in rank from anthracite to a variety of bituminous coals of differing volatile matter content, sub-bituminous coals, and ending with lignite and brown coals. The variation in chemical and physical properties through these ranks is massive. In summary, Luckie's (1988) assertion is apropos: ""There is no such thing as coal; there are coals"". The coal preparation engineer, and, most especially, those scientists and engineers from other disciplines wishing to work with coal, must constantly keep this admonition in mind because what is true for one coal seam is often not directly applicable to another."

"The Phelps lease in Jasper County, Missouri, was first examined by the Bureau of Mines3/ in December 1943, at the request of Thomas Phelps of Joplin, the lessee. Owing to urgent war requirements for zinc and lead and evidence of favorable geological conditions and past productivity of adjoining properties, it,considered justifiable to explore for extensions of known ore deposits and possible undiscovered ones. In August 1944, funds were allotted for this work, which was started January 5, 1945, under the direction of the author.The provision of facilities and storage space on the property by the lessee during drilling operations is gratefully acknowledged.The Phelps lease is on land belonging to the Rex Mining & Smelting Co. It lies immediately southeast of the city limits of Joplin, Mo. It may be reached by going cast from Joplin on paved 20th street to half a mile beyond Range Line road. Twentieth street is the northern boundary line of the property, which consists of approximately 145 acres and includes the W 1/2, NE1/4, and all of the E ½. NW1/4 except 15 acres along the west side of that quarter section, of sec. 18, T. 27 N., R. 32 W., as shown on figure 1.The property is part of a 1,000-acre tract owned by the Rex Mining & Smelting Co., Paul D. Porter, president, Joplin, Mo. The lease was acquired by Thomas Phelps of Joplin, in 1937. At present the lease is controlled by a recently formed association known as the Eureka Products Co., Charles W. Madison, manager, Kansas City, Mo.Dependable skilled mine labor is scarce in the district at present, but there seems to be enough transient mine labor for small operations. The prevailing wages of the district run from 55 cents to 95 cents per hour for various types of mine labor.Living accommodations and markets to supply all domestic requirements are available in Joplin.In its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the and that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocker, chief, analyzes samples and performs beneficiation tests. Both these branches are under the supervision of Dr. R. S. Dean, assistant director."

This bulletin is a revision of Bulletin 63 and is published by the Bureau of Mines in order that purchasers of coal for Government, State, municipal, or private use may be informed regarding advances or refinements in sampling coal deliveries and preparing specifications for the purchase of coal. The purchase of coal by the Government under specifications depending on the heating value of the coal, its content of ash and of moisture, and other considerations, rather than upon the reputation or trade name of the coal, was based on the fuel investigations begun by the Technologic Branch of the United States Geological Survey in 1904. The plan was first adopted by the Treasury Department in 1906. Since then the plan, variously modified in form, but the same in principle, has been gradually adopted by other departments until, at present, of the coal used by the Government, the total value of which approximates $8,000,000 annually, more than half is purchased under specifications. The Government publications dealing with the adoption by the Government of the specification plan, the number of contracts awarded on that basis, and the quality of the coal delivered under such contracts in the several fiscal years covered by the reports are given in publioations a listed at the end of this bulletin. Under the authority of acts of Congress making appropriations for analyzing and testing fuels belonging to or for the use of the United States Government, a laboratory is maintained at the headquarters of the Bureau of Mines, Washington, D. C., where samples representing deliveries of coal purchased under specifications for Government use are analyzed and tested. At this laboratory more than 1,200 samples have been analyzed and tested in one month. With the complete equipment and the efficient force employed, the analytical work has been so perfected that the analyses and heating-value tests of the samples received are as accurate as may be reasonably expected in laboratory work of this nature. One of the serious drawbacks to the general adoption of the specification method for the purchase of coal is the difficulty of obtaining at reasonable cost samples of coal that can be considered fairly representative of the commercial product delivered in wagons, railroad cars, or ships. Therefore the method of taking and preparing samples for shipment to the laboratory has been given fully as much care as the making of the analyses and tests, and a general plan of collecting samples fairly representative of the delivered coal has been evolved through various modifications and improvements based on experience and increased knowledge of the physical and chemical characteristics of the various coals that are purchased by the Government. The method that is in general use by the Government is described in the following pages. In connection with studies of the coal deposits of the country, of the best methods of preventing waste in mining, and of increasing efficiency in the utilization of coal belonging to or for the use of the Government, geologists and engineers of the United States Geological Survey and of the Bureau of Mines have visited more than 2,500 coal mines scattered through all of the coal-producing States and Territories. From each mine 2 to 8 or more samples were taken, the number depending upon the size of the mine and its output. The analyses and descriptions of the samples collected up to the end of the fiscal year 1913 are published in Bureau of Mines bulletins 22 a and 85,b and those of samples collected in the fiscal years 1914 and 1915 are presented in a bulletin that will soon be published by the bureau. A study of the analyses of these samples and of the samples taken from cars shipped from a number of the same mines shows that the mine samples are as a rule of higher grade than the average commercial shipments, particularly with respect to containing a lower percentage of ash and having a correspondingly higher heating value. This difference is due to the fact that the Government inspector, proceeding on the basis of what can be done by a good miner, usually removes more of the partings of bone, slate, and other extraneous matter from his mine samples than the average miner does in ordinary practice, the aim of the miner being to get the maximum number of tons past the tipple inspection, as his earnings are based on his output. The average miner, therefore, does not always take as much care as he might in rejecting the impurities. This report presents results of a series of tests on grindability of lignites and factors that influence grindability determination. All grindability tests in this investigation were made in the standard Hardgrove test apparatus. In addition to tests on standard samples of equilibrium moisture content, grindability determinations were made on air-and oven-dried samples of lignite representing the complete range of moisture content from normal bed moisture to nearly moisture-free conditions. Grindability index for all tests was calculated both by standard method and by an alternate or "corrected" method of calculation based on directly measured weight of fine-particle material produced in the grindability test. The second method of calculation allows more satisfactorily for loss of moisture during testing of high-moisture samples.

As a direct result of the second World War, consumption of nickel in the United States has increased to such an extent that it has been considered timely to investigate undeveloped deposits of the nickel minerals. Funds were made available to the Bureau of lines in 1941 to investigate the extent, occurrence, and quality of nickel ores in the Mirror Harbor area. The Federal Geological Survey mapped' and studied the area during the summer of 1941 and Robert S. Sanford, an engineer of the Bureau of lines, made a preliminary examination in June 1942. A contract for drilling the deposits under the direction of the author was let in July 1942.

"INTRODUCTION Mica is found in Georgia from the Fall Line in the central part of the State to the Valley and Ridge Province in the northwest. During the past 3 years, Georgia has been one of the chief producers of dielectric mica in the United States. Since January 1945, when prices were reduced, mining has decreased until practically no sheet mica is being recovered at present.The main mica-bearing regions in the State may be classified into three districts: The Thomaston district comprising Upson, Lamar, and Monroe Counties; the Ball Ground district, comprising Cherokee and Pickens Counties; and the Hartwell district, comprising Hart and Elbert Counties. There are numerous mines and prospects in all of these districts. All have been visited from time to time by engineers of the Bureau of Mines and by members of the Federal Geological Survey. The Federal Survey has made detailed maps and reports on all of the most important ones.This report will deal with five of these properties on which the Bureau of Mines has diamond-drilled.ACKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. The permeability and flow capacity in unsaturated media are investigated by the U.S. Bureau of Mines for application to in situ copper leach mining. Moisture retention properties are derived and combined with scanning electron microprobe data to characterize the mineralogy, texture, pore size, distribution, and permeability of the host rock. Finite-element modeling is used to derive a saturated permeability, ambient degree of saturation, and assess various injection-recovery schemes. Recommended design modifications for optimization of solution distribution and maximum recovery from the rock matrix requires either (1) the injection pressures on the order of 1,500 psi and recovery wells operating in a suction mode, or (2) performing permeability enhancement, through in situ rubbling. Injection pressures can be reduced to 500 psi with improved recovery and containment of solutions.

The safety record of the mineral and mineral-fuel mining and processing industries in 1966 was improved slightly for the second consecutive year as indicated by reduced injury-frequency and injury-severity rates. The overall operating activity was higher in 1966, as measured by the increased number of men working and the total man-hours of worktime. Injury Experience.-The rate of occurrence of all disabling work injuries in the mineral industries was 17.38 per million man-hours in 1966. This overall rate comprised frequencies of 0.28 for fatal and 17.10 for nonfatal work injuries, compared with respective rates of 0.28 and 17.26 in 1965. Fatalities totaled 543; 5 more than in 1965. The total of 33.091 nonfatal injuries was 291 higher than in 1965. However, the larger number of disabilities was offset by the increased worktime in 1966. so that the fatality frequency was unchanged and the nonfatal frequency rate decreased from 1965.

One phase of Bureau of lines work in health and safety is promotion of the use of safe, satisfactory, and reliable respiratory protective devices. To insure that devices embodying these features will be available the Bureau has established schedules of minimum requirements for oxygen breathing apparatus, gas masks4/, supplied-air respirators (hose mask, air-line respirators, and abrasive blasting helmet hoods, or masks)5/, and dispersoid (dust, fume and mist) respirators6/. Approval test, of oxygen¬-breathing apparatus are conducted by the Safety Division; approval tests of other types of respiratory protective equipment are conducted by the Health Division. These divisions comprise the Health and Safety Branch.
