Few efforts have been undertaken to date to assess the quality of mandated coal mine health and safety training for new miners and for experienced miners. This study was concerned with the quality and effectiveness of existing classroom health and safety training programs. The study involved field data collection through pre- and posttesting of trainees, audio-taping class sessions, and administering short feedback forms with trainers and trainees at 14 sites in West Virginia, Maryland, Kentucky, and Pennsylvania. Results indicate that goals, methods, materials, and outcomes of existing training programs vary widely among trainers and sites. The report provides less by way of solution to problems, than it highlights the breadth of issues that relate to the question of training effectiveness and quality. The report concludes that additional work by industry, labor, government, and academia is necessary in order to improve health and safety training programs. Recommended steps are: (a) to develop performance standards and measurable criteria in each of the types of mandated training, (b) to develop better training of trainers, (c) to develop expanded training support services. and (d) to undertake further research and development in health and safety training in the mining industry

This paper, describing the operations of the Louisville Cement Co. in quarrying limestone for the manufacture of quicklime, is one of a series being prepared for and published by the United States Bureau of Mines on stone quarries throughout the United States. Those papers are designed to disseminate technical information regarding the methods used. The cost tabulations represent operating only and not total costs. It is recognized that publication of total costs might in many instances cause embarrassment to individual operators as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations shall ensue. Recent investigations in the United States and in other countries have produced considerable information on the nature and occurrence of minor elements in coal. The possibility of recovering certain elements, particularly germanium and uranium, from coal ash and other coal products has received considerable attention. Some flue dusts are potential sources of germanium, and certain lignite deposits are potential sources of uranium, but industrial recovery of these elements has been limited to small quantities for technical and economic reasons. Considering the large amount of coal mined annually, a small percentage of a rare element may have industrial significance if an economical method of recovery can be developed. In 1944 information on the occurrence of rare elements in coal was reviewed in Bureau of Mines Technical Paper 669 (46).3 This report is a revision of that paper with the view of summarizing published information available for United States coals, and pertinent information concerning coals of other countries. Selected references from the original paper are retained. New references do not include all preliminary reports when more permanent literature describing complete projects is available. Consequently, the list of references should not be considered complete.

In the absence of any subsequent enactment of mining legislation, the Turkish mining law in effect in 1914, when Iraq became a British mandate, is still operative. The Constitution, or Organic Law, of Iraq, adopted by the Constituent Assembly on July 10, 1924, in articles 113 and 114, provides that:3 Ottoman en laws date and thao remained and lave pub- lished on or after that date and which have remained in force in Iraq u to the time of the publication of this law shall remain in force in Iraq' so far as circumstances permit, subject to any modi- fication or repeal in conformity with the proclamations, regula- tions, and laws referred to in the following article, and until they are altered or repealed by the legislative power or the High Court issues a decision rendering them null and void in accordance with the provisions of article 86. (Art. 113.) All proclamations, regulations, and laws by the Commander-in- Chief of His Britannic Majesty's Forces in Iraq, the Civil Commis- sioner, and the High Commissioner, and those issued by the Govern- ment of His Majesty King. Faisal, during the period between Novem- ber 5, 1914, and the date of the coming into force of this Consti- tution, shall be considered to be valid as from the date on which they came into force... (Art. 114.) 4 According to a German authority, it is the Turkish law of March 26, 1906, that, with a few modifications, is still in force. This law (similar to the French law of 1810) is discussed in a separate section of this paper.

The alluvial deposits of the Pacific Northwest have been investigated and worked with varying degrees of intensity since about the middle of the 19th century. Earlier efforts, of course, were centered about the placer-gold content of the deposits; later, the Oregon beach sands were exploited for their chrome content, and, still more recently, deposits in Idaho were worked for their content of monazite, a rare-earth mineral which also contains significant quantities of thorium. The composition of alluvial deposits seems to depend mainly upon the nature of the source rock from which the detrital material was derived and upon the resistance of the individual mineral grains to the agencies of weathering and transportation. The processes of crushing and concentration used in ore dressing are applied in a leisurely but nonetheless effective manner when exposed rock masses are eroded by natural forces. Weathering effects a continuous disintegration and chemical decomposition, wherein resistant minerals are set free as individual grains and new minerals are formed. Erosion carries these detrital products down the slopes into natural waterways, where a mechanical separation of heavy particles from light is accomplished by the running water. The accumulation of such resistant, heavy particles through the ages has resulted in formation of the black-sand deposits. In addition to the associated gangue minerals, heavy sand deposits in the Pacific Northwest may contain the following constituents of possible economic value: Gold, platinum, chromite, ilmenite, magnetite, garnet, zircon, monazite, columbite-tantalite, and radioactive blacks.

Coals may be divided into six classes-anthracite, semi anthracite, semibituminous, bituminous, subbituminous, and lignite. The first three cla~ can be distinguished by dHferences of composition, particularly the proportions of fixed carbon and the ratios of the fixed carbon to the volatile matter in the cools. The last three classes can be distinguished by di:fferences in physical character, chiefly in color and in manner of weathering. Lignite is brown, not black, and has generally a woody look, but it weathers in much the same way as subbituminous coals. On exposure to the air lignite slacks or crumbles. The lumps check and fall into small irregular pieces that exhibit a decided tendency to separate into extremely thin plates. Hence lignite deteriorates greatly during storage or long transportation. The most characteristic feature of the composition of lignite is a large percentage of moisture. '!his high moisture content reduces the fuel value of freshly mined lignite, and the partial evaporation of moisture, on expooure, causes th6 fuel to check and fall to pieces. Consequently, attempts to increase the efficiency of lignite as a fuel involve reducing its percentage of moisture and increasing its ability to endure storage and transportation. Both these results are accomplished by briquetting.

In its program of investigation of deposits of strategic minerals, the Bureau of Mines did some development drilling at the Douglas Deposit in an attempt to find an additional source of supply of copper. The deposit, which was opened in 1878, was worked until 1883 and is reported to have produced between 2 and 3 million pounds of copper. Heap-roasting and smelting and later gravity concentration were employed in ore reduction. Old slag dumps and tailing piles from these operations still remain. In 1917, the American Smelting & Refining Co., purchased the mine, and in June 1918 production was started in a 125-ton mill, using both tables and flotation. The mill was closed December 31, 1918, and soon after the milling plant Was dismantled and removed. The mine has remained idle ever since. The deposit occurs in a mineralized zone that follows the schistosity. The principal metallic minerals are pyrite) chalcopyrite, pyrrhotite) arsenopyrite, sphalerite, magnetite) slight chalcocitel and cuprite. To search for additional ore shoots and to prove the known ore shoot at depth, the Bureau of Mines drilled seven holes, which totaled 2,117.4 feet. No additional ore was developed by this work.

THE INJURY DATA and experience at coke ovens in the United States for 1952 are presented in this bulletin under the following general sections: (A) General injury experience: Tables 1 to 9: Contain current and comparable data on operating statistics, number and classification of injuries, frequency rates, and accident agencies involved in causing injuries. Data are given for the industry as a whole, for each type of oven, and for the States in which coke is manufactured. (B) Selected injury experience: Tables 10 to 15: Contain comparable injury data in the coking industry covering 5- and 10-year periods on the number of injuries, accident agencies, and severity of injuries. (C) Historic injury experience: Tables 16 to 19: Contain data on the number of injuries, frequency rates, and employment at coke ovens from the earliest records through 1952, Operating statistics from 1929 through 1952 are given in table 19.

A retort was constructed in which fine particles of shale, entrained in steam or other gaseous media, could be retorted at controlled temperatures and residence times and the effects of retorting variables upon quality and quantity of products could be determined. Studies of the effects of temperature upon products obtained from Green River (Piceance Creek Basin, Colo.) and Chattanooga (Tenn.) oil shales were completed. The feasibility of using the retort to process a shale of extremely high moisture content from Brazil also was investigated. Air was used as the entraining medium in a series of studies in which combustion of some of the products of retorting within the retort tube supplied a major portion of the process heat. In another series, shale oil from a conventional retort was cracked thermally to obtain data for comparison with results of retorting en-trained shale. In still another series the effects of rates of steam flow and solids feed upon rates of heat transfer from the furnace to the process stream were studied. Crushed quartz rather than oil shale was charged to the retort in this series. A study was begun in which raw shale was partly retorted, the products separated, and the partially retorted shale recharged to the retort. The shale was to have been recycled until it was completely retorted in an effort to improve oil yield by recycle retorting; however, the project was terminated before the investigation was completed.

This report covers the final results of a two-phase contract study conducted between July 1974 and October 1976. A comprehensive summary of the initial phase of the study is included. Phase I of the study involved the investigation and evaluation of all potential candidate underground systems for mining the deeper deposits of oil shale and associated minerals in the Piceance Creek basin of northwestern Colorado. Phase II called for the refinement and the detailed technical and economic analysis of the most promising system, or systems, thus disclosed. Of the several systems initially investigated and evaluated, four showed considerable merit for exploiting the deeper deposits: (1) chamber and pillar mining with spent shale backfill, (2) sublevel stoping with spent shale backfill, (3) sublevel stoping with full subsidence, and (4) block caving mining using LHD's. Final refinement and analysis of these four systems indicated their technical feasibility over at least part of the range of conditions expected in the deeper deposits. Their economic feasibility also was indicated under certain operating and market conditions. A variety of engineering, production, and cost information is provided on each of these systems.

In 1978, the U.S. Bureau of Mines and the U.S. Geological Survey completed a joint mineral survey of the Chemise Mountain and King Range study areas as mandated by the Federal Land Policy and Management Act of 1916, Public Law 94-579. The U.S. Bureau of Mines examined all identified mineral prospects and deposits; the results of these examinations are included in this report. The U.S. Geological Survey studied the regional geology, geochemistry, and geophysics; the results of these studies are available in USGS Map MF-1196. No mineral resources were identified in either the Chemise Mountain or King Range study areas; however, a high-grade silver and base-metal occurrence, and minor manganese resources were identified in between the two study areas, within the King Range Conservation Area. The only mining activity in either area was a placer gold prospect on Honeydew creek in the northeastern part of the King Range study area. Three samples from this prospect contained no gold. The Chemise Mountain and King Range study areas are in a mountainous region along the coast of northern California, 230 road miles north of San Francisco, and 70 miles south of Eureka by way of U.S. Highway 101, through Garberville and Redway. The Chemise Mountain study area consists of 3,941 acres; it includes the 2,598-ft Chemise Mountain, and the cliff-lined seacoast southeast of Shelter Cove. a resort and fishing village. The King Range study area consists of 39.764 acres northwest of Shelter Cove, and includes the northwest-trending King Range with elevations above 4,000 ft. The Chemise and King Range study areas are underlain by deep-water marine sandstones, shales, and minor pillow basalts of the Late Cretaceous and early Tertiary Franciscan Subduction Complex. Mineral production was 1,650 tons of manganese ore within a manganiferous bed overlying pillow basalt at the Queen Peak mine southeast of the King Range study area. However, no significant manganese resources were found in the Queen Peak area. The Point Delgada area, directly south of the King Range study area, has prospects with high grade copper, lead. silver, and zinc. Exposures are inadequate to estimate resources; however, the metals may be associated with Franciscan volcanism (volcanogenic). The Chemise and King Range study areas may contain similar economic silver-rich, base-metal deposits.

This report describes the sinking of No. 3 shaft at the Westvaco mine. It is one of a series of publications of the Bureau of Mines on mining methods and practices in the United States. The Westvaco mine is in Sweetwater County, Wyo., approximately 23 miles northwest of the town of Green River (fig. I), There are no permanent habitations in the vicinity of the mine, and employees live in Green River or Rock Springs, Wyo., 14 miles us t of Green River. The mine plant is on a windswept, treeless plain, from which low buttes and flat-topped ridges rise. The altitude at the collar of No. 3 shaft is 6,351 feet. The climate is arid, with temperatures as low as 40° below zero in the winter. Blacks Fork, a tributary of the Green River and a perennial stream, flows near the mine.

This U.S. Bureau of Mines report chronicles the historical development of longwall mining in the United States and speculates on future developments to the turn of the century. The involvement and contributions made by the Bureau during these developments are also discussed. Two major periods of history are analyzed: (1) from 1875 to 1950 when small advancing faces were operated manually, and (2) from 1950 to 1990 when mechanized extraction and powered roof supports provided a system to efficiently extract large coal panels. Five eras of technological development during the modern period are described and analyzed. These eras discuss the development of (1) mechanized extraction, (2) powered roof supports, (3) high-capacity roof supports, (4) shield supports, and (5) system automation. Current trends are analyzed in terms of longwall utilization, face production, support capacity, face widths, and new technological developments. From these analyses, the future of longwall mining to the year 2000 is speculated. It is concluded that longwall mining will continue to grow in importance during the next decade and that the next major technological milestone will be the realization of a fully automated longwall mining system.

"INTRODUCTION As a part of the investigation of domestic manganese deposits, examining engineers of the Bureau of Mines collected samples of ore from three from three properties in the general vicinity of Tracy, Calif.The Buckeye mine is 23 miles of Tracy, just inside the northeast boundary of Stanislaus County. The mine is owned by K.O. Winship estate of San Francisco and is leased by Verner Allen, also of San Francisco.The ore is principally manganese carbonate occurring in interbedded layers in white chert, with the original,carbonate mineral altered in place. Four samples, representing four types of ore, were submitted, as follows: A, black oxide; B, pink carbonate; C, gray carbonate.The Wilfred Murphy property (also known as the Murmac claims) is approximately 30 airline miles south of Tracy. The property can be reached by road from either Livermore or Patterson and is on the divide separating Santa Clara and Stanislaua Counties Calif. The ore occurs in lenses along a white-chert formation. A 2-ton sample of ore for testing was taken from a dump accumulated from assessment and development work. The Ladd mine, 13 miles from Tracy in San Joaquin County is owned by Pat J. Connolly of Tracy and is leased by Mack C. Lake of San Francisco. The ore is essentially a chert impregnated with manganese oxides and the association is therefore exceedingly intimate and complex. Samples from each of the three adit levels of the mine were submitted for ore-dressing study.As the samples differed widely in physical character and response to ore-dressing methods of treatment, beneficiation of ores from each property was considered as a separate problem. Hence results of the investigations will be prescribed in separate sections of this report."

During the 20th century, the increased emphasis on worker health and safety and the advent of new mining equipment and methods led to many changes in mine face ventilation practices. Efforts by government and private industry to improve and modify ventilation practices resulted in better health and safety conditions for workers. This article focuses on U.S. Bureau of Mines (USBM) and National Institute for Occupational Safety and Health (NIOSH) research to examine factors that had a significant influence on mine face ventilation design during the past century. Several "milestone" events are discussed along with the impact they had on worker health and safety. Significant ventilation research efforts by government and private industry are presented. This brief ventilation history highlights innovative face ventilation designs and a consistent commitment to mining health and safety. Ventilation has always been a concern in underground coal mining. For many yeas, there was no appreciation of how ventilation could be used to remove harmful contaminants from the air or how to control airflow quantities. The first known problems with ventilation date back to the 14th century, when it was recognized that lack of air was a major impediment to the expansion of mines. The common method of solving ventilation problems at that time was to abandon the existing mine and start a new one nearby. Ventilation in the early days of coal mining was accomplished by means of a natural draft, created principally by a difference in the weights of columns of air between the intake and return openings. Later, in the 18th and 19th centuries, a furnace was introduced underground to increase the updraft in the return shaft. This allowed for a larger quantity of air in circulation. When mines went deeper and became larger, mechanical ventilation became necessary and was first accomplished by steam-driven fans. These fans became more prevalent as furnaces were prohibited in underground mines, especially after the Avondale disaster in Pennsylvania in 1869 (Roy, 1876). "INTRODUCTION A considerable part of the metallurgical work of the Precious Metals Section comprises ore-testing experiments on ores selected as representative of various mining districts on areas. Projects authorized by the Bureau and assigned to the Precious Metals Section generally include only those ores or tailings in which the precious metals are the main valuable constituents; however, there are also included ores that contain strategic or critical metals in addition to the precious metals. The recovery of strategic and critical minerals is the most important phase of the treatment of this latter class of ores. However, if a considerable percentage of the precious-metal content of such ores can be recovered without complicating the flow sheet too much, it may be possible to treat an ore for the recovery of strategic or critical metals that could not otherwise be treated at a profit.Standard testing procedure involving cyanidation, amalgamation, gravity concentration, and flotation, or a combination of these methods, is employed in the greater part of this work. However, as the complexity of the ores furnished for this work has increased, it has been necessary to include special applications of standard procedures in many instances, Standard methods of conducting tests and the purposes of the work as a whole have been discussed in previous reports 4/ of ore-testing studies. In the present report, whenever it has been necessary to apply some special phase of standard treatment, this has boon explained in detail in that particular section of the report."

This bulletin deals with prime movers, power-transmitting machinery, and the surface equipment and methods used to pump oil wells. It does not discuss geological problems nor the methods and equipment used in drilling or at flowing oil wells. Much of the presentation is by photographs and drawings which are described in the text. Underground equipment and methods for pumping oil wells will be discussed in a later publication of the Bureau of Mines.

This paper deals with roof bolting in Alabama coal mines and iron-ore mines from the time it was introduced in early May 1948 to May 1, 1953, a 5-year period. The Tennessee Coal & Iron Division of the United States Steel Corp. began systematic roof bolting in early May 1948 in a coal mine and in an iron-ore mine, which had some of the poorest roof conditions in the Alabama mines. After the efficiency of roof bolting had been proved by the Tennessee Co. it was gradually adopted by other companies throughout the State, until in May 1953 approximately 53 percent of Alabama's total coal production and 100 percent of Alabama's total iron-ore production, mined underground, was being produced from roof-bolted areas. Statistics in this report will show the advancement made in roof bolting in the 5 years and also the amount of roof bolting that was being done as of May 1, 1953. Significant progress has been made in the coal and iron-ore mines of Alabama in reducing the roof-fall fatality rates during the past several years by adopting systematic roof bolting. The groundwork was laid through successful experiments early in 1948 by the Tennessee Coal & Iron Division of the United States Steel Corp. in cooperation with the Federal Bureau of Mines. This experimental work was based upon the previous experience of the St. Joseph Lead Co.2/ in its Southeastern Missouri mines.

"This paper presents a review of the literature and is an epitome of work acne and articles published by Schurecht, Robson and Andrews', in the investigation of the feasibility of making basic refractories from dolomite, was carried on successively by these men, at the Ceramic experiment Station of the Bureau of Mines, Columbus, Ohio.Scope of the work.The dolomite refractories investigation of the Ceramic Station includes a study of the many fluxes which could be used to aid in the dead-burning of dolomite and also a complete survey of the iron oxide-alumina-silica field as fluxes. The temperature of calcination and the resulting properties have been carefully investigated, and the most desirable calcines chosen for further investigation in the making of dolamite bricks. Many binders and the several methods in common use of fabricating bricks commercially were tried, and a thorough study was made of the properties of the most successful ware,Previous Investigators.Even before the World War, considerable work was done on dolomite this war greatly accelerated the efforts of the many Investigators."
