"Co-rich ferromanganese crust deposits exist on slopes, summits and platforms of seamounts and guyots throughout the global oceans, where deep-sea currents have kept the seafloor structures more or less free of sediment for millions of years. They form by direct precipitation from cold seawater under more or less oxic conditions and consist of thin layers (2 up to 25 cm thick) covering hard substrate rocks in water depths of 800 to 5000m (Halbach and Marbler, 2009; Hein et al., 2000). Besides Mn these crusts contain interesting concentrations of minor elements (Co, Ni, Ti and Cu) and trace elements (Mo, W, Te, Ga, Pt and REEs), thus they represent significant metal deposits and promise potentially valuable additions to the world’s metal resources.The prospects for mining of this marine type of metal deposits largely depend on the grades and the scale of the potential ore resources. However, only a few percent of existing seamounts and guyots have been mapped and sampled in detail, most of them in the Pacific Ocean. Therefore, a model to estimate the geological resources based on the global seamount catalogue of Wessel (2001; revised: Wessel et al., 2009) and the empirical parameters which control the metal composition and distribution was developed."

Much of the aggregate that is being exploited at present from these areas is a ?relic? deposit. It was originally eroded from primary source rocks and transported to a depositional centre by processes that are now either greatly reduced in effectiveness or are largely absent at the present time. Following the retreat of the Devensian ice sheet, the subsequent rise of sealevel and the drowning of large areas of the continental shelf along with the lower reaches of many rivers, a fresh sequence of sediment sources, pathways and sinks now exist. Sediment is being eroded from several, pre-existing source areas and transported along different, well - defined pathways to a number of new depositional sinks. Some of the present, licenced, aggregate dredging areas lie close to these sources, pathways and sinks with the consequent dredging activity being perceived by some as interfering with the ?natural process? that links the offshore and the coastal / littoral zones. With this perception in mind, the principal, sources, pathways and sinks between Flamborough Head and Beachy Head will be highlighted and the relationship of dredging activity upon them, evaluated. It will be demonstrated that offshore dredging activity has no effect upon supplies of sediment to coastal beaches.

Geochemical exploration for marine placers involves the acquisition, processing, and interpretation of geochemical data. Recent technological advances such as in-situ analysis systems and microcomputers have greatly improved our ability to acquire and process data, but their full benefits cannot be realized until we also develop improved methods for reducing and interpreting large amounts of raw geochemical data. Toward this end, our research has sought to identify existing and/or develop new geostatistical techniques for use in marine placer exploration. Each technique has been tested by evaluating its performance in the analysis of existing data sets. The data sets typically include the results of chemical analyses of suites of sediment samples collected from areas of known or suspected platinum and gold placers along the Bering Sea coast of Alaska. Results to date indicate that three geostatistical methods (subpopulation partitioning analysis, comparative factor analysis, and end-member compositional factor analysis) are useful in identifying elemental groups which can serve as "pathfinders" in the search for marine placers, and are also helpful in discerning the generic geochemical basis under lying observed statistical correlations between pathfinder elements and placer minerals. A C-CORE study on behalf of the government of Newfoundland identified the inner continental shelf off northeast Newfoundland as having a relatively higher potential for hosting placer gold than other parts of the inner shelf. Under the auspices of the Canada-Newfoundland Cooperation Agreement on Mineral Development, the Geological Survey of Canada conducted a three-year project to map the distribution of surficial sediments and the abundance of placer minerals (particularly gold) from White Bay to Cape Freels. Much of the study area is a fjord coast, with steep rocky slopes and scattered gravel beaches. The extreme east, from Hamilton Sound to Cape Freels, has a wide, shallow inner shelf, sandy beaches, and extensive coastal dunes. Relative sea level was high in the late glacial period. It has fallen continuously in the west, but in the east it dropped to -19 m, before rising to within several metres of the present level by 3 ka. In terms of surficial sediments and processes, five zones are identified: (1) Deep offshore deep basins that contain thick postglacial mud overlying glacialmarine gravelly sandy mud. This zone is below a depth of 370 m in White Bay, 300 m in the Notre Dame Basin. 2) Basin transition zone in which the sea bed has been eroded by currents, so that glacialmarine sediments are exposed in places. Winnowing has formed an uppermost layer of muddy gravel. There is a slight potential for enhanced levels of fine particulate gold, but the gold would not be exploitable. (3) Iceberg impacted zone Above 200 m the keels of icebergs impact the sea bed, causing furrowing and pitting. Furrows predominate in deeper areas, and pits are concentrated at the inner boundary of this zone. Iceberg turbates have developed in shallow waters (60-100 m). Combined with winnowing, iceberg turbation could enhance the potential for concentration of fine particulate gold, but not into economic quantities. 4) Wave dominated zone Above approximately 60 m the sea-bed sediments are highly mobile due to waves, currents, and iceberg impact. The Marine Minerals Technology Center (MMTC) was authorized by an act of the United States Congress in 1996. The act established several marine minerals research centers in the U.S., including one at the University of Alaska Fairbanks. The Alaska MMTC is funded through the Minerals Management Service of the Department of the Interior and concentrates its research in the Arctic seas region. Recent research projects at the MMTC include, among others, application of a geographic information system (GIS) to the gold placer deposits offshore Nome, Alaska, development of a marine gold placer reserve definition model using a neural network, and development of an expert system model for submarine tailings disposal (STD) planning and decision-making. Although geostatistics remains the most prevalent method used today for ore grade estimation, researchers have made numerous improvements over the years for accurately predicting grades of ore using other estimation techniques. One such technique, the neural network, has recently emerged as an alternative to geostatistics for grade estimation purposes. A neural network is a non-linear, model-free estimator that is well-suited for noisy and/or sparse data environments. Neural networks perform best with non-linear spatial data, contrary to the stationary assumption of ordinary Kriging techniques. In the marine placer ore reserve definition model, the neural network technique was used to estimate placer gold reserves offshore Nome. This study demonstrated the utility of neural network modeling over other traditional ore reserve estimation methods, especially for high cut-off grades. Some of the relevant issues of neural network modeling were also addressed in the study. In testing, the neural network produced results that were close to those from geostatistical techniques including Kriging, polygonal, and inverse distance methods.

The recent discoveries of hydrothermal activity in the ocean off New Zealand have created interest in the business community in the commercial possibilities of mining associated marine polymetallic sulfides. This interest is more so, as this hydrothermal activity is in much shallower depths, between 120 ? 1800 meters, than the typical 2400m in other parts of the oceans. Mining for other ocean deposits around NZ, such as phosphate nodules and off-shore deposits from gold bearing river beds is also attracting interest. The question is: - how can these deposits be mined without spending the enormous sums of money required for specialized mining technology? There are no dedicated off- the-shelf systems designed exclusively for underwater mining. Such systems require expensive development and manufacturing processes and then, are most probably designed for only one specific purpose. The costs involved place such equipment beyond the means of smaller entrepreneurial groups and only the big companies have the resources required. However, large companies are normally reluctant to take the risk of investing large sums of money into deep ocean projects. Australia and New Zealand, until recent times, have been somewhat isolated from European and North American technical resources - especially in the field of underwater technology. Over the past century such isolation has often led to solving problems with what has become locally known as ? ?the number 8 gauge wire method?. This approach to problem solving entails using whatever is available to get the job done and keep costs down. In the old days with NZ technology being mainly based around farming, a piece of No. 8 gauge fencing wire, although not designed for the purpose, was often used to fix various problems ? hence the term.

Large scale, profitable, offshore mining of cassiterite started in 1907 around the coast of south Thailand and continues today in Indonesia. The more complex marine mining of diamonds commenced in the early 1960?s and is now an established industry off the coast of Namibia in southern Africa. The activities have involved many diverse organisations, and have required the development of new marine mining equipment. De Beers Marine, more recently as contractor to Namdeb, has been the dominant producer since 1989. Smaller, public, mining companies, registered in South Africa, Canada and the U.K., have achieved mixed performance results, but the total annual revenue from offshore diamonds now exceeds about US$ 180 M. With the benefit of hindsight, there are some useful lessons to be learned from the experiences. Mining of placer deposits at sea is more difficult and more costly than on land. It justifiably commences in response to a market demand for a product that cannot be supplied in sufficient quantity from onshore sources, not because the marine resource exists. The high costs can be offset in places by submarine grades so high that they have not been seen on land for a century. Technical and commercial success requires a combination, and a sufficiency, of ore reserves, capital, experienced people, and technology. Economic viability is not achieved easily and some diamond mining companies have experienced a very short productive life, terminating in their acquisition or liquidation. The reasons for failure in marine mining, regardless of whether the product is diamonds, gold, or tin, invariably are similar and fall into two categories. Those outside a company?s control include the sea conditions, taxation and fiscal climate, security of lease tenure, and the diamond market. The others, assignable to the company, provide important instructions for those who may aspire to advance the cause of marine mining.

Managing sediment plumes under multiple jurisdictions Management of activities in the New Zealand EEZ can be characterized as a distributed basis of decision-making with each independent and separate decision-maker focused on specific elements of a proposal (environmental, work place safety, wildlife management, fisheries, navigation, oil spill). The New Zealand EEZ Act 2012 was intended as gap-filling legislation to address the lack of an environmental assessment lens for permissions to undertake certain activities in the New Zealand EEZ. These activities relate mostly to marine scientific research, dumping and discharges, oil and gas exploration and development, and seabed mining. The regulatory decision-maker for most EEZ Act marine consents is the New Zealand EPA. Since 2013 when this gap-filling legislation took effect, the EPA and its decision- making committees have processed three seabed mining applications. Two consents were refused, one consent was granted in 2017. A common feature of all consents has been the assessment and consideration of the scale, significance and effects of sediment plumes arising from the activity. One consent is for irons and mining in about 40m of water where the plumes reach the nearby coastal waters and shoreline, the second consent is far offshore but plumes extend far beyond the mining area (850 km2) in to rare coral habitats and in to a significant offshore fishery. A significant consideration for decision-makers is how the assessment and management of plumes under the EEZ Act interact with, and potentially overlap, management of such plumes under other legislation (Resource Management Act, Marine Mammals Protection Act, and Wildlife Act). This is in a statutory context where the EEZ Act requires explicit consideration of the nature and effect of other marine management regimes over the matter under consideration.

Studies on polymetallic manganese nodules and Co-rich crusts in the EEZ's of the Cook, Line, Ellice and Phoenix Islands between 0-20°S show that Ni and Cu reach their greatest combined abundances of over 2% between 2-8°S on the southern margin of the equatorial zone of high biological productivity, as a result of biological fluxing of Ni and Cu to the nodules at and just below the CCD. By contrast, Co reaches it greatest abundance of 0.6% south of 8°S in nodules on non-biogenic clays well below the CCD where little biological Co supply is likely. Nodule abundances are greatest (up to 30kg/m2) in the Co-rich area in part due to AABW flow, giving highest overall metal quantities per sq meter in the nodules there, particularly of Co. There are approximately 110 x 106 tonnnes of combined Ni plus Cu plus Co expressed as Ni equivalent in Cook Islands EEZ nodules, approximately 12 x 106t. in Phoenix Islands ones, and approximately 1.4 x 106 t. in Ellice Islands ones, in areas of greater than 5kg/m2 nodule abundance. In the Co-rich crusts, Co averages about 0.7% and crust thickness about 1.6cm, both related to metal fluxes in and adjacent to the 02 minimum zone in association with which both maximum thicknesses and Co grades occur. Within the Cook Islands permissive area there are about 930 x 103 t. of Co and 630 x 103 t. of Ni in crusts, in Phoenix Islands crusts there are about 69 x 103 t. of Co and 55 x 103 t. of Ni, and in Ellice Islands crusts there are about

Clark volcano is a large volcanic center on the active arc front of the intraoceanic Kermadec arc. It is one of the two southern-most Kermadec arc volcanoes (the other being Whakatane volcano) that sits on oceanic crust before the transition to continental New Zealand, and is underlain by the 17-km-thick Hikurangi Plateau, which is presently subducting beneath the southern section of the Kermadec arc. Unusual K-rich basaltic lavas have been recovered from Clark (1.5 to 2.25 wt.% K2O), together with more typical basaltic-andesite, andesite and dacite rocks. The total volume of the Clark volcanic center is ~90 km3, calculated from the summit of the volcano down to the 2,500 m contour (which marks the inflection point of the volcano flanks with the surrounding seafloor) and comprises two separate edifices similar in size; the northern one having a volume of ~4.57 km3 and the southern one 4.43 km3. The volcano has a maximum relief of ~1,645 m from the 2,500 m contour to the summit of the shallower northern edifice shoaling to 855 m below sea level. The northern edifice is comprised of twin peaks each consisting of a constructional cone, with evidence of sector collapse having occurred between the cones. A more recent, smaller cone again has grown on the eastern flank between these summit cones. Massive, blocky lavas and coarse talus dominate the summits of the cones, with finer-grained volcaniclastic material and sediments a feature of the volcano flanks. The southern edifice is noticeably more dissected than the northern one, having a pronounced horst in the centre of the volcano bounded by 5-6 km-long faults. There is no obvious constructional cone atop the southern volcanic edifice.

Dating seafloor mineralization at hydrothermal centres of submarine arc volcanoes is important for understanding deep-seated volcanic events that can produce deposits rich in base and precious metals. The activity ratios, 228Th/228Ra, 228Ra/226Ra (Bq.Bq-1) and 226Ra/Ba values (Bq.g-1) are used for dating barite- rich seafloor massive sulphide (SMS) in the age ranges 0.3 ? 12 years, 3 ? 35 years and 500 ? 15,000 years, respectively. Thus, the time elapsed to amass an economic deposit and, ultimately, its capacity for sustainable extraction, can be estimated. 226Ra/Ba and 228Ra/226Ra values have been measured in relatively young chimneys that were collected, 1998 to 2006, from hydrothermal sites at Brothers and Clark volcanoes (Kermadec arc) and East Diamante volcano (Mariana arc) to check these initial ratios, essential for calculating ages for older mineralization at the same sites, were not varying significantly. We found that the 226Ra/Ba value for fresh SMS mineralization at the Brothers NW caldera and East Diamante hydrothermal sites have been reasonably stable for 6 years and 2 years, respectively. At both sites, the 228Ra/226Ra value for fresh SMS has been stable for 5 years. This was established from young chimneys where the measured 228Ra/226Ra value could be corrected for radioactive decay using the age derived via the 228Th/228Ra method. However, long-term stability of the initial 226Ra/Ba and 228Ra/226Ra values has yet to be proven. These isotopes of Ra are used as a proxy for better understanding of the transfer of Ba from deep magmas to the seafloor, via the circulating fluids of the hydrothermal system.

A shipboard research system capable of operating in waters of up to 2,000 meters has been designed and implemented by the Hawai'i Undersea Research Laboratory (HURL) of the University of Hawai'i. It uses a remotely-operated ocean bottom survey camera system, an ROV, the Pisces V submersible, and a submersible emergency recovery system, all aboard the 222- foot R/V Ka'imikai-o-Kanaloa. All systems are operated from the stern of Ka'imikai with a mounted Caley telearm and articulated A-frame system. The system was designed for multipurpose use of the ship for launch and recovery of the Pisces V submersible on a lift recovery line (with or without diver assistance), or night-time operations with an electro-optical cable using either the HURL ocean floor sidescan or photo and video system operated at 10 meters above the ocean floor. The 1.14-inch diameter cable is also used to operate an ROV system. The garage/ROV system can also act as a submersible rescue system with a submersible lift capability. The ship is equipped with a SeaBeam and shallow penetration sediment profiling systems. This integrated system approach to deep ocean floor research will make it possible for HURL to carry out research pro- grams on seamount ocean resources and ocean chemistry and climate in Hawai'i and the equatorial Pacific.

In October-November 1993, the Centre for Cold Ocean Resources Engineering, Memorial University of Newfoundland and University of Victoria jointly carried out reconnaissance surveys at Pine Cove, Baie Verte, Newfoundland. Pine Cove is the site of a multi-year study examining the environmental impact of a shallow water small-scale marine placer gold mining operation. The reconnaissance survey data collected will be used to develop a multi-year environmental effects monitoring (EEM) program for Pine Cove, Baie Verte, but more generally an EEM protocol for shallow water small-scale marine placer mining, which meets the requirements of Canadian government regula¬tors such as Environment Canada and the Department of Fisheries and Oceans. The Pine Cove mining operation is currently scheduled for the summer of 1995, and will use two mining methods: a hydraulic suction dredge in shallow water (<10 meters) operated by a scuba diver, and a hydraulically actuated clamshell dredge in deeper water (-30 m). A centrifugal concentrator will be used to extract the heavy minerals from the mined marine sediments, and the tailings will be returned to the sea floor via a suspended discharge pipe. The reconnaissance work at Pine Cove included geophysical, geochemical, oceanographic and biologi¬cal surveys, providing data which will enable prediction of the potential environmental impacts of the proposed mining operation. This paper provides certain Southeastern coal-burning utilities with an economic strategy for complying with the sulfur dioxide emission standards set firth by the Clean Air Act Amendments of 1990. The strategy takes advantage of the occurrence of vast quantities of manganese nodules on the Blake Plateau offshore Georgia and the Carolinas, a commodity which as been proven to be a highly effective dry sorbent of sulfur dioxide. Using existing technology, manganese nodules could be mined and transported via barge directly to power plant sites, where they would be used as filter material for cleaning sulfur dioxide from the effluents of coal-fired power plants. Completely sulfated filter material could be treated for the extraction of by-product metals such as cobalt, copper, nickel, and manganese. The strategy may well be enhanced by the occurrence of ore grade phosphate rock in the same area of the Blake Plateau. This phosphate rock could be simultaneously mined to effect a reduction in production costs if it is found to be suitable for use as either a direct application fertilizer or as an acidulated superphosphate fertilizer. The manganese nodule-based strategy offers a retrofitting solution for existing power plants that would minimize the capital costs for compliance with the Clean Air Act Amendments and has the added advantage of providing a number of other metal or fertilizer by-products.

Recommendations have been drafted following an international multidisciplinary panel discussion organized at UNESCO/IOC by the Académie des Sciences d?Outre-Mer on 15 December 2010 conveyed, according to its mandate, to the French government and to an international pool of scientists and stakeholders. These take into consideration the relevant Provisions of the United Nations Convention on the Law of the Sea of 10 December 1982, the Rio ?Earth Summit? Convention of Biological Diversity of 5 June 1992 as well as the activities and recommendations implemented for the world?s oceans and seas, in particular by the International Seabed Authority (ISA) and the recent reports and scientific works (including those implemented by the ISA Kaplan, Ifremer, COI-Unesco). The recommendations integrate, for one of the ecosystems, the conclusions of the project of the conclusions of an IOC-UNESCO / Government of Flanders project (2004-2010) implemented by Dr. V. Brothers volcano (34°51.7?S, 179°03.6?E) is a large caldera volcano that forms part of the active Kermadec arc south of 32° S, NE of New Zealand. It is an elongate edifice striking NW-SE that is ~11-13 km long by 7-8 km across. The caldera has a basal diameter of 3-3.5 km and is surrounded by 350-450 m high walls with the floor 1,850 m deep. A volcanic cone of dacite composition rises 350 m from the caldera floor and partially coalesces with the southern caldera wall. Much of the caldera construction and the location of the hydrothermal vent sites are controlled by intersecting basement structures. Three hydrothermal sites have been recognized at Brothers; NW caldera, SE caldera and cone. Multiple hydrothermal plumes were mapped from the bottom of the caldera upwards to a depth of 900 m and originate from two of the sites; one on the NW caldera wall the other atop the cone. Analyses of these plumes show that the two vent sites are chemically distinct. The cone site itself hosts three distinct vent fields (summit, upper flank, NE flank) that in 1999 had plumes (mainly from the summit) containing relatively high concentrations of gas with a shift of -0.27 pH units (proxy for CO2) and H2S concentrations up to 4,250 nM, particulate Cu (PCu) of 3.4 nM, total dissolvable Fe (TDFe) of 4,720 nM, TDMn up to 260 nM and Fe/Mn values between 4.4 and 18.2. However, in 2002 plumes from the summit vent field had noticeably lower concentrations of PCu (0.3 nM), TDFe (175 nM), and Fe/Mn values of 0.8, although similar TDMn (220 nM) and shift in pH (-0.22) suggesting a state of flux for this site. By contrast, plumes originating from the NW caldera site have much less gas with a pH shift of -0.09 units and no detectable H2S, TDFe up to 955 nM, TDMn up to 150 nM, and Fe/Mn values of 6.4, and have not changed their composition over the same three year interval indicating a more chronic hydrothermal system. Plume d3He results show helium is decoupled from more near-surface vent fluid sources although a shift in R/Ra values from 6.1 ± 0.5 in 1999 for the combined vent sites to 7.2 ± 0.1 in 2002 indicates a less radiogenic input of helium over three years, suggestive of a greater magmatic input to the system.

In the western Woodlark Basin, propagation of seafloor spreading is occurring directly into the continental crust of Papua new Guinea. The spreading is not strictly in a back-arc tectonic setting, rather it appears associated with microplate rotations related to the complex convergence of the Indo-Australian and Pacific plates in the southeastern Pacific region. Volcanic rocks along the western Woodlark spreading axis range from normal mid- ocean ridge basalts to basaltic andesites with back-arc geochemical affinities. Rare peralkaline rhyolites also occur. Hydrothermal deposits occur at a basaltic andesite volcano located on the neovolcanic zone near its westernmost propagating tip. Franklin Seamount is a 250m-high cone constructed largely of pillow lavas and talus which sits astride a 450m-high ridge of similar lavas oriented subnormal to the spreading direction. At its crest, 2150m below sea level, there is a 100m-deep caldera.

Papua New Guinea has permitted its first underwater mine. Nautilus Minerals (PNG) Limited is the company permitted to operate the Solwara 1 project. The project is located 30km off the nearest island of New Ireland in the Bismarck Sea. The successful permitting of the activity was due to the existence of a broad legislative framework and the collaborative efforts of stakeholders. Challenges faced included the lack of specific guidelines or policies for underwater mining; lack of existing technology and/or mining method; lack of benefit sharing mechanism for such a project and management of the perceptions of local communities that fear environmental degradation by the mining project. This presentation shares the experience of Papua New Guinea?s first under water mine. A background of the country, the project and the legislative framework are presented. Followed by the challenges and approach taken to permit the project.

Traditionally, mining activities have been developed in firm land, but technological advances and human needs have opened in the last year?s new opportunities in the maritime field. This has happened not only in the oil or hydrocarbons industries, but also in relation to the exploration or exploitation of other minerals, metallic and non-metallic. This has forced several countries to complement or create legal rules that make possible its own development and the International Law, through the United Nations Convention on the Law of the Sea, to regulate this activity in the space of its own, the calling area. Chile, as country with a long experience in mining and great advances in large deposits exploitation, possesses a special juridical frame that regulates this economic activity according if it is the geographical or territorial area in which is realizes, and it has been complemented lately with the international normative.
