Seafloor massive sulfides have been a subject of interest for profitable commercial mining these ten years. Because of the higher Au, Ag, and Cu contents, they have received much attention as immediate commercial mining targets by private companies and nations. Some of them already proposed the technologies necessary for the commercial mining. However, the technologies for survey, excavation, lifting, and ore dressing have not yet well been examined from viewpoint of the economy. In this presentation, the authors present some key factors and improvements for better economy in the mining.

Polymetallic nodules are a widespread resource in the Pacific Ocean, particularly in the areas of Clarion-Clipperton (Cronan, 2000). The most abundant mineral phases are formed by iron and manganese oxides, with minor elements such as nickel, copper, cobalt, molybdenum and rare earths elements (Cronan, 1977; Cronan and Moorby, 1981; Iyer and Sharma, 1990; Mangini et al. 1990; Banerjee et al. 1991). In the Clarion-Clipperton Zone (CCZ), several authors mention that there are three main mineral species of manganese oxides, which have been recognized and which are associated with different processes of formation: todorokita (Mn2+, Ca, Mg) Mn34+ O7. H2), vernadite dMnO and birnessite enriched in Fe and (Na, Ca) 0.5 (Mn4+, Mn3+) 2O4. 1.5 H2O. In nodules of hydrothermal origin have been found todorokite, birnessite, vernadite, goethite and pyrolusite. Although there are many oxides and hydroxides of manganese and iron in amorphous and microcrystalline phases that make up the bulk of the nodule (Frondel et al. 1960; Cronan 1977; Dymond 1981; Calvert and Piper, 1984; Aplin and Cronan, 1985; Martin and Lallier, 1993; Achurra et al. 2009), identifying specific mineral phases is difficult due to the intergrowth of different phases and associated detrital material.

A number of Articles contained in the United Nations Convention on the Law of the Sea III (UNCLOS) bear directly on legal issues related to the recovery of mineral deposits on the ocean floor. Mineral resources of the continental margin other than oil, gas and hydrates include, sand, gravel, shell, coral, gemstones and phosphorite. Jurisdiction over the exploration and exploitation of these deposits is determined either by the Territorial Sea claims of a coastal state or their recognized sovereign rights in the Exclusive Economic Zone (EEZ). At least 33 coastal states have the right under Article 76 (Continental Shelf regime) to claim seabed jurisdiction beyond 200 nautical miles (EEZ limit). In addition, several states have "Pioneer Investor" status with regard to seabed resources in international waters (The Area). A global maritime boundary database (GMBD) has been developed as a basic resource identifying the current claims of coastal states. It provides detailed information on existing boundaries and limits determined by the UNCLOS accords or by multi-lateral agreements which affect mineral exploration and exploitation. This paper will describe the GMBD and its construction and maintenance.

"In July 2016 the International Seabed Authority (the “ISA”) released a first working draft of its mineral exploitation regulations as well as the standard contract terms for mineral resources in the Area, for which stakeholder input was sought in late 2016. In January of 2017 the ISA released a discussion paper on environmental matters related to these draft regulations. The ISA is now in the process of further developing its draft exploitation regulations and standard contract terms to ensure that seabed mining is carried out in an environmentally sound way for the common benefit of mankind.As the regulator of the “Area”, the ISA can draw lessons from onshore mining regulators and offshore petroleum regulators for their experiences in legislative drafting to smoothly and safely oversee project development, implementation, and closure. However, one of the unique challenges that the ISA faces in regulating private industry is its status as an international organization and not a sovereign nation, which results in a significantly different legal relationship between the regulator and the regulated. The result is that the exploitation contract is the sole legal connection between the mining proponent and the regulator for the exploitation phrase of the project.Accordingly, in the regulatory development process, the ISA must carefully consider which rights and obligations are set out in the exploitation contract versus the regulations. This decision will dictate the flexibility the ISA will have to modernize the conduct required of mining proponents in response to changing best practices in the industry, technological progress, and advances in the understanding of the marine ecosystem. As the first working draft of the exploitation regulations sets out an initial contract period of twenty years, it is crucial for the ISA to carefully consider the rights, obligations, and procedures it agrees to in the exploitation contract, as unilateral amendment will not be possible after contract execution."

Hawai'i is surrounded by a series of potentially valuable marine mineral deposits. These include manganese nodules between Hawai'i and Mexico, cobalt-rich manganese crusts and phosphorites in the Exclusive Economic Zone around the Hawaiian Island Archipelago, Johnston Island and the neigh- boring island states and sand and gravel deposits off the main Hawaiian Islands largely in State waters. Hawai'i has an economy that is very narrowly based on the tourist industry. In an effort to avoid the difficulties coming from such a vulnerable economy, significant efforts have been made toward economic diversification. The State has set up a range of programs looking to find new industries. New ocean industries figure prominently among these efforts as Hawai'i is surrounded by ocean. Naturally, among new ocean industries the potential for new marine mineral industries is significant given that Honolulu is the only full service port in the Central Pacific and Hawai'i is in the middle of the mineral belt. The port of Honolulu is now being actively used by mineral exploration vessels of several countries and with the current number of ship visits varying from 10-15 per year, this puts several million dollars a year into the State economy. It helps to fulfill the State's goal of dynamic growth in the ocean sector of the economy. Nonetheless, a major marine minerals industry, particularly one which would involve processing of minerals in Hawai'i, is controversial in a State whose main source of revenue is tourist expenditures based on the image of a pristine environment. In addition to the perceived threat to the hotel and fishing industry, is the whole highly emotional debate concerning preservation and development. To complicate the issue further, the major interest in developing a marine minerals is currently largely from Korea and China rather than from domestic U.S. industry. On the other side of the debate is the fact that the State's economy is hampered by many low paying jobs and a lack of technical jobs. This is further exacerbated by the fact that lower paying jobs are held disproportionately by people of Hawaiian and Pacific Island ancestry. Naturally, this leads over time to a certain amount of resentment. The higher paying technical lobs associated with a minerals processing industry could help to alleviate this problem.

The situation in the raw material market has brought into consideration the commercial exploitation of the mineral deposits on the deep sea bed and in particular the manganese nodules. They occur generally in depths of 4000-5000 m, partially covered or buried in bottom sediments. The deposits and their potential recovery have been intensively explored and researched during the past twenty years (Bischoff 1979, Halbach 1988, Padan 1990). Although the present market situation limits the rentability of deep sea mining on an industrial scale, the mining technology is being further developed in many countries. The stagnation phase in the deep mining issue allows sufficient time for conducting research on the precautionary protection of the deep sea environment and for consultation in the development of technologies with the least possible impact on it. The subject has gained in importance since autumn 1994, when the United Nations International Law of the Sea was signed. This also regulates human activities in international waters from the environmental point of view. As fields tests have shown in the past, even with the most modern technologies, mining of the manganese nodules will inevitably be accompanied by a resuspension of some bottom sediments. The generated sediment plumes will be further transported with the ocean currents and in the worst case form stable turbidity layers in different depths (Ozturgut 1981a, Baturin 1991). One of the problems of the environmental impact assessment is the estimation of the plume persistence before it eventually dilutes to approximately the ambient concentration level or settles at the bottom (Lavelle 1981a, Lavelle 1981b, Lavelle 1982, Thiel 1991a, Thiel 1991b). The aim of the research is to develop a numerical sediment transport model in connection with potential manganese nodule mining in a reference area located in the southeastern equatorial Pacific Ocean off Peru (Peru Basin, Discol Experimental Area). In this region, a German mining claim is registered and interdisciplinary field works of the TUSCH (German: TiefseeUmweltSCHutz, deep sea environmental protection) research group are carried out in order to obtain the required scientific background for evaluating of the deep sea mining impacts and to provide the necessary supporting data for the modelling (Thiel 1991a, Thiel 1991h).

The recovery of most minerals, which are amenable to gravity concentration, is standardly determined by accurate sampling and assaying. .With respect to particulate - gold ores, sampling and assaying are still the convention, but the accuracy and reproducibility of these operations are much discussed and debated points. Evaluation of gravity concentrators by conventional sampling and assaying techniques is very time consuming, costly and may introduce a large amount of uncertainty into the results due to the particulate nature of placer gold. These problems are not unique to placer gold ores and apply to any low grade ore with particulate values. A gravity concentrator evaluation process developed by MIRL employs the use of neutron activated gold (198Au) and radiation detection circuits which monitor the concentrator's product pulp streams. Concentrator recovery is determined from the ratio of the number of gold particles detected as passing into the concentrate to the total number of gold particles detected over all monitored pulp streams. This system eliminates the experimental errors introduced by sampling, sample reduction, and assaying and allows recovery to be evaluated for gold particles of specific sizes, shapes, and flatness. This system enjoys its greatest utility where a large number of tests are to be run in order to evaluate a concentrator over a variety of operational settings, i.e. factorial designs, and allows accurate testing of concentrators operated in closed circuit systems. Beginning in 1984, MIRL conducted radiotracer studies of unit processes, which included jigging, static wedge wire screening, elutriation, and concentration with compound water cyclones.

Mineral exploration problems in the S.W. Pacific are not unique to that region, but a combination of favourable circumstances render it an ideal area to attempt to solve such problems. The land area of the S.W. Pacific island nations is only a fraction of the total sea area they can claim under current International Law. Hence, they have a great need to explore and evaluate their offshore areas. For the past ten years the focus of this work has been CCOP/SOPAC which has individually and jointly with other groups initiated and maintained far reaching marine mineral exploration programmes. In association with CCOP/SOPAC the writer has obtained and analysed approximately 650 sediment samples from the S.W. Pacific region for seventeen elements. Multivariate statistical techniques have been applied to the data set. The aim has been to identify chemically anomalous sediments reflecting either sea floor mineralisation and/or mineralisation on adjacent land areas.

Mining is a waste intensive industry, oftentimes producing hundreds of kilograms of waste rock and tailings for every gram of metal recovered. Disposal of mine tailings is a major concern in most mining operations. In Southeast Alaska the steep terrain and high seismic hazard province limits cost effective opportunities for land disposal of tailings. The lack of infrastructure and long travel distances generally limits secondary utilization of tailings, as well. Since the mines are located close to tidewater, submarine tailings disposal is an attractive option for tailings management. At the present time the EPA will not issue a permit that authorized marine tailings disposal from any mining process that includes flotation technology. Upland disposal is the "Best available technology" and must be used. Consideration of submarine disposal is generally precluded because the tailings are contaminated with fluids from the flotation process. However, when developing technological solutions to minimize environmental disturbance, destruction, pollution, and risk, submarine tailings disposal deserves another evaluation. In Southeast Alaska it may be the "Best available technology" based on an assessment of all issues and concerns in these mining projects.

Annual metal consumption per capita has increased several orders of magnitude worldwide since the turn of the 19th century, yet grades of terrestrial ores are decreasing as reserves dwindle. Consequently, deep sea metal deposits are gradually transitioning from identified resources to economically viable reserves. Deposits in the Red Sea deeps along the axial trough result from tectonic and local hydrothermal processes. Continental rifting and ocean floor spreading produce fresh oceanic crust; concurrently, seafloor evaporites flow into the spreading zone and form isolated deeps. The deeps are often filled with hot stratified brines maintained by locally discharged fluids during hydrothermal circulation. Metalliferous sediments precipitate from the brines within the deeps. The ongoing multipronged study at KAUST involves: (1) acoustic characterization of the metalliferous accumulations using advanced signal processing techniques that capture the physics of granular materials; (2) comprehensive mineralogical and textural characterization of sampled sediments using SEM, EDS, XRD, XRF, and ICP-OES; (3) multiphysics instruments deployed to measure undisturbed sediment properties in-situ; (4) development of a distributed seafloor observatory for monitoring field operations; (5) innovative concentration and separation technologies; and (6) new strategies for proper tailings disposal purposely conceived for the unique field conditions in the Red Sea deeps.

Internal textures of manganese nodules from Clarion-Clipperton zone of northeastern Pacific Ocean are classified into five textural zones: columnar-textured layered zone, cuspate-textured layered zone, cuspate-textured massive zone, cuspate-textured porous zone and massive- textured massive zone. Vernadite is the main constituent mineral in the columnar- and cuspate-textured layered zone. Buserite sometimes occurs in the cuspate-textured layered zone. The cuspate-textured massive zone is mainly composed of buserite. Todorokite is also associated with buserite in the massive-textured porous zone, where cuspates and globes are partially replaced by massive texture. In the massive-textured massive zone, todorokite, buserite and birnessite occur together. The analyzed elements of all zones are also classified into four elemental groups by the cluster analysis of correlation coefficients: Mn group, Cu-Ni-Mg group, Fe group and Si group. Mn group consists of Mn and K. Cu-Ni-Mg group consists of Cu, Ni, Zn, Mg and/or Ca, Na. Fe group consists of Fe, Co, Ti and/or Ca, P. Si group consists of Si and Al. Each textural zone is composed of three or four elemental groups. These four elemental groups are correlated with mineral composition, such as, Mn group with todorokite, Cu-Ni-Mg group with buserite, Fe group with Co-bearing iron-oxyhydroxide minerals, and Si group with silicates.

Investigations of the Gorda Ridge within the proclaimed U.S. Exclusive Economic Zone off northern California and southern Oregon, and the Mid-Atlantic Ridge extending along the center of the Atlantic Ocean, have received new impetus from the discovery of hot black smokers, sizeable polymetallic massive sulfide deposits, and vent animals at the Mid-Atlantic Ridge by the NOAA VENTS Program in 1985. Prior to that time, the oceanographic community focused investigations of seafloor venting at the faster-spreading oceanic ridges of the Pacific Ocean including the East Pacific Rise, the Galapagos spreading center and the Juan de Fuca Ridge because a consensus held that the faster spreading rates at these ridges were necessary to supply the heat to drive black smoker-type venting. As the only oceanic ridge in the Pacific with slow-spreading characteristics, the Gorda Ridge is an outlier of the slow-spreading ridge system that extends through the Atlantic Ocean and western Indian Ocean comprising more than half the 55,000-kilometer-length of the globe-encircling oceanic ridge system. In response to recent discoveries at the Mid-Atlantic Ridge the oceanographic community is shifting more of its activity to investigation of hydrothermal venting and related processes at slow-spreading oceanic ridges. The United Nations Law of the Sea (LOS) Convention includes provisions (Article 76) for establishing the outer limits of a coastal State's continental shelf and for denoting the seaward extent of sovereign rights over natural resources. Determination of a coastal State's continental margin, according to Article 76, must consider eight factors: 1. The territorial sea baseline 2. The 2,500-meter isobath 3. The foot of the continental slope 4. A line 200 nautical miles seaward of the territorial sea baseline 5. A line seaward of the foot of the continental slope connecting the points where sediment thickness divided by distance to the foot of the slope equals .01 6. A line 60 nautical miles seaward of the foot of the continental slope 7. A line 100 nautical miles seaward of the 2,500-meter isobath 8. A line 350 nautical miles seaward of the territorial sea baseline Figure 1 shows the preliminary limits for each of the Article 76-based definitions for a portion of the U.S. Atlantic continental shelf. The additional areas gained beyond the 200- nautical mile Exclusive Economic Zone (EEZ) are highlighted. The first three factors are baselines from which the distance provisions of Article 76 are measured. Factors 4-8 are distance- from-baseline provisions for establishing the continental shelf limits. Factor 5, also known as the Depth of Sediment Limit or "Irish Formula", was calculated using sediment thickness data from seismic linesand isopach maps. All other factors were determined from digital hydrographic data. The Depth of Sediment Limit is the most advantageous method for the area shown in Figure 1. It is especially useful for introverted coastlines such as the Georgia Embayment and New York Bight areas. In 1983, the GEMINO research project (Geothermal Metallogenesis Indian Ocean) was initiated in order to locate and evaluate sites of recent or fossil hydrothermal activity in the largely unexplored Indian Ocean. During GEMINO cruises 1 and 2 with R/V SONNE in 1983 and 1986, the Central Indian Ridge between 21°S and 24°S was the subject of detailed exploration, including SeaBeam and magnetic mapping, hydrocasts, sediment coring, TV-grab sampling, and camera/video tows. Although hydrothermal sulfide mineralization was not located, a hydrothermal component in the sediment composition, hydrothermally altered basalts, and maximum concentrations of 27.5 nmol/kg Mn and 45.6 nl/l CH4 were discovered (Plüger and Herzig 1986; Herzig and Plüger 1988a). Leg 1 of the GEMINO-3 cruise in 1987/88 identified a neovolcanic ridge in the rift valley of a 30 km segment at 22°55'S as a site of weak hydrothermal activity and photographed smectite-like precipitates on basalt talus and a chimney structure on top of a ridge-parallel fault scarp. Water temperature data and the distribution of Mn and CH4 were interpreted as indicative of diffuse, low-temperature hydrothermal activity (Herzig and Plüger 1988b).

This study was investigated about physico-chemical parameter such as water temperature, salinity, inorganic nutrients and total organic carbon (TOC). CTD (Model: Sea-Bird 911 Plus) castings were carried out on two transects in the northeast equatorial Pacific Ocean. As a part of the Korea Deep-sea Environment Study (KODES), inorganic nutrients and TOC were determined at 41 stations located from 131° to 136°W along 10.5°N and from 17° to 5°N along 131.5°W (Fig. 1). We particularly chose KODES Long-term Monitoring Station (St. KOMO) to observe for the annually environmental baseline study in the contract area. [ ]

Over the past decade, sea-floor hydrothermal vent fields have been studied by many researchers because of their commercial potential of mineral resources and the origins of Earth’s life. Approximately 300 of these are reported as massive sulfide deposits near the mid-ocean ridge, most of which are located in the Atlantic and Pacific ridges. However, only fourteen deposits have been identified in the Indian mid-ocean ridges. The Central Indian Ridge (CIR) between 8°S and 12°S is composed of three segments with a slow full- spreading rate of 33-37 mm/yr. The hydrothermal activity at the slow-spreading center can be generated along the ridge axis attended by volcanism or along the tectonic features, such as oceanic core complexes (OCCs). OCC is an exposed mantle rocks composed of peridotite and ultramafic rocks uplifted through long-lived detachment fault processes which can also lead to extensive hydrothermal circulation near the slow-spreading center. Therefore, the identification of OCC’s properties will be an important indicator for finding the sea-floor hydrothermal vents. To study hydrothermal activity of the CIR, Korea Institute of Ocean Science and Technology (KIOST) have conducted expeditions using R/V Onnuri over four years (2009-2011, 2017). High-resolution bathymetry and backscatter data was obtained during expeditions using multibeam echo system of EM120 in 2009-2011 and deep-tow side-scan sonar system of IMI-30, which has more higher resolution than EM120, in 2017. In this study, we use these high-quality data for constraining location and size of OCC. We also analyze the geophysical and morphotectonic characteristics of OCC gathering high-resolution bathymetric map and backscatter image.

Introduction Marine Autonomous Systems are making rapid progress from their early years as research tools for university departments & government institutes into having a growing number of real-world applications for industry, academia, statutory inspection, data acquisition and defence. Deep sea mining offers a distinct set of challenges that are very well suited to autonomous underwater vehicles (AUVs) and to a lesser extent for autonomous surface vehicles. Deeper, smarter, more capable Global demand for rare earth metals and high-grade ore will inevitably lead to exploitation of deep ocean resources as terrestrial reserves become depleted or remain unavailable for political or environmental reasons. Winning production licenses from the international seabed authority and especially gaining public trust to undertake deep sea mining activities and licenses will depend upon high quality pre-exploitation scientific surveys of the sea floor ecosystem, and subsequent monitoring of the impact of mining activity and remediation work. The actual area covered by the seabed mining operation may be quite small in terms of square kilometres, but still larger than can be patrolled by tethered ‘eyeball’ class Remote Operated Vehicles, so multi-spectral inspection, assessment and monitoring will be more effective when carried out by untethered AUVs. By using seabed recharging stations and data upload points the AUV can stay in situ in the deep ocean, rather than be repeatedly brought back to the surface.

The first hydrothermal mineral deposits found at a seafloor spreading center were discovered in the Red Sea by multi-national research vessels between 1963 and 1965. At that time, the deposits were considered a special case related to continental rifting and an early stage of opening of an ocean basin. Since that time, examples of almost all major varieties of volcanic- and sediment-hosted hydrothermal deposits associated with basaltic rocks in the geologic record have been found at present spreading centers. Review of over 100 hydrothermal mineral occurrences presently known at oceanic ridges and rifts indicates that a range of deposit sizes from small to large (> 1 x 106 tonnes) occurs at all seafloor spreading rates. However, larger deposits but fewer per unit length of spreading axis appear to form at slow- than at intermediate- to fast-spreading centers based on available data. Larger deposits are more common in sediment-hosted than in volcanic-hosted settings regardless of spreading rate. A spectrum of hydrothermal deposit varieties (stratiform, stockwork and disseminated sulfides; various forms of sulfate, carbonate, silicate, oxide and hydroxide deposits) occurs in almost all of the tectonic settings. High-intensity, ore-forming, subseafloor, hydrothermal convection systems that conserve heat and mass and concentrate hydrothermal precipitates are extremely localized by anomalous physical and chemical conditions relative to nearly ubiquitous low-intensity hydrothermal activity at and flanking seafloor spreading axes at all spreading rates. Activities of Brazil in relation to deep seabed mineral resources development are carried out in the framework of two main national programmes. They are: (1) the Program for the Assessment of Mineral Resources of the Brazilian Continental Shelf (REMPLAC) and (2) the Programme for Prospecting and Exploration of Mineral Resources of the Area in the South Equatorial and Atlantic Ocean (PROAREA). REMPLAC aim to research and increase knowledge of the seabed and sub-soil, as well as to collect the necessary information to allow integrated management of the Brazilian Continental Shelf. Among the various research projects undertaken or planned on the framework of REMPLAC are: geology of the Brazilian continental shelf and adjacent ocean areas, organized in geological information system; digital bathymetric charts of the inner continental shelf at 1:100,000 scale; systematic research for sands, gravels, carbonates; placers, phosphorites, coal, cobalt-rich crusts, polymetallic sulphides and Gas hydrates. The PROAREA was prepared with three initial projects starting in 2010. One of them, the Project Geology of the South Atlantic and Equatorial organized in a Geographic Information System, aims to collect, collate, integrate and make available in a single environment all geo-referenced data and information available in Brazil and abroad on geology and mineral resources of the South Atlantic Ocean. The other two projects are for the research of cobalt-rich crust and polimetallic sulphides. These programme are developed with the participation of various segments of government agencies, research institutions and public enterprises. Marine scientific research and other activities from REMPLAC and PROAREA are carried out in partnership between the Geological Survey of Brazil, national research institutions from several Brazilian universities and the Directorate of Hydrography and Navigation from the Brazilian Navy.
