The Great South Basin is located beneath the northwest part of the Campbell Plateau, a+broad, nearly level, triangular shaped submarine platform, southeast of the South Island of New Zealand. It encompasses an area of 77 700 square kilometres and contains a sequence of Cretaceous to Tertiary sedimentary rocks which are up to 6000 metres thick near the centre of the basin (Shirley, 1983). The western boundary of the basin is adjacent to the steep Aucklands Slope. In the+ north it merges with the Canterbury Basin and to the south onlaps against the Pukaki Rise, a basement high. The eastern margin of the basin is bounded by the northeast - southwest trending steep linear Antipodes Scarp. In the extreme south the Antipodes Scarp curves westward and joins the north trending Aucklands Slope. The Campbell Plateau is dominated by tensional tectonics. The Antipodes Scarp represents a major region of transcurrent faulting initiated by Cretaceous rotation within the Campbell Plateau. Later movements are associated with the Alpine Fault of the South Island (Sandford, 1980; Anderton, Holloway, Engstrom, Ahmad and Chong, 1982).

The Government signalled its intention in the Economic Statement on 17 December 1987 to improve the fairness of the taxation system and to facilitate the process of economic adjustment by: removing tax concessions that benefit some taxpayers at the expense of other taxpayers,ensuring that those who can afford it shoulder their fair share of the tax burden,securing a revenue base which will provide sufficient resources to maintain effective social services,reducing artificial protection and concessions that discriminate against some sectors, and encouraging confidence through an economic environment with a medium-term orientation. The Government has clearly stated to all sectors that tax preferences will be phased out and businesses need to look inwardly to their investment policies if they are to survive in an open economy. This paper will address the effect of these Government objectives on the taxation structure for all forms of mineral exploration in New Zealand. The present tax structure will firstly be analysed, in particular setting out the tax advantages available to the industry. The effect of changes to the tax system within the recent past which relate to mineral exploration will then be examined. Finally the paper will address the question of possible future changes, particularly in the light of Government's intention to move towards a tax system which does not provide an advantage for any one sector of the economy.

The Greymouth Coal Project is a proposal to mine by the application of proven hydraulic, and room and pillar underground mining methods; and to process the equivalent of an average of 1.7 million tonnes per year over a forty-year period. The proposed mine site is located ten kilometres north of Greymouth, on the west coast of the South Island of New Zealand. Of the three separate mineable seam groups, the thick Main Seam Group, which makes up 77% of the total resource, will be mined by hydraulic mining technology.   It is proposed to market and produce a high volatile bituminous type coal with low ash (6%) and sulphur (0.4%). Because the inherent ash content is low, the requirement for coal treatment will only be the use of a single cell jig circuit to control the effects of rock dilution and partings. The resulting coal product is tentatively planned to be transported by rail to the port at Lyttelton for loading on to Panamax or Post Panamax size vessels.

Geographic Information Systems (GIS) are being increasingly used by the mineral exploration industry in the search for new ore deposits. A mineral exploration GIS links geological and geophysical data by virtue of their geographic location in a digital map setting. Geological and geophysical data are categorised into a number of themes or layers within a mineral exploration GIS. These layers may include polygonal information such as rock type and tenements, line information such as faults and fold axes, point information such as mines and mineral occurences, and images such as gridded geochemistry and aeromagnetics. A mineral exploration GIS is a powerful tool to help the explorationist comprehend the spatial associations and interrelationships of his/her data. These spatial associations can be integrated with a mineral genesis model, to create a mineral prospectivity map to more effectively target exploration. Arguably a competent geologist who has a good understanding of the genesis of the local ore deposit types and knows their local geology backwards could intuitively derive a mineral prospectivity map. However, in an era of rapid data accumulation from many different disciplines, the ability to assimilate and understand is a huge task for any individual. A mineral exploration GIS enables the explorationist to spend more time analysing data and testing ideas, rather than finding and manipulating data into compatible formats.

The combination of Stage 1 Geoinformatics legacy data intervention processes with the Stage 2 ultra-detailed airborne geophysical prospecting demonstrates a new approach to converting data to information to knowledge, and converting that knowledge into exploration results.   The Coromandel region of the North Island of New Zealand has long been know to host gold deposits of economic viability (Hauraki Gold Fields). To the SE of this area lies the Taupo Volcanic Region (TVR) where the geology and structural setting mirror the Hauraki Gold Fields, however mineral exploration in the past has been hindered by the blanketing volcanic ash deposits. Glass Earth Limited recognised that this whole potential epithermal gold province could be effectively explored utilising rapid, risk orientated processing to review legacy geoscience data: The Geoinformatics Data Intervention Process; which in turn directed ultra detailed airborne geophysical surveys over the TVR. Results have outlined 21 new drillable potential epithermal gold targets; and a plethora of other targets with high prospectivity.

The cave propagation behaviour of a jointed rock mass is strongly governed by the unique nature of joints and discontinuities, together with the intact strength of rock bridges that make up the rock fabric. A discrete finite difference (DFD) modelling technique has been developed to allow for the detailed consideration of the rock mass structural fabric at many scales and through many different stress paths that can be used for complex mine-scale analysis. The DFD methodology uses interfaces to explicitly represent large-scale structures and ubiquitous joints embedded within the simulated rock mass matrix to characterise intermediate structures. Through simulated testing of DFD materials, properties such as strength anisotropy and scale effects can be obtained. Ferruginous manganese deposits have been known at Ripon Hills since the late 1950s. The main group of deposits occur in an area 6 km by 5 km and these were extensively investigated by Longreach Metals N.L. during1971 and 1972 for possible commercial exploitation.Ripon Hills is a dissectcd fault plateau 350 m above sea level formed by the uplift of a block of gently dipping Proterozoic shales, cherts, and dolomite. The plateau consists of chert breccia which is underlain by massive dolomite. The shales which are ferruginous and manganiferous overlie the chert breccia but are now only preserved, in places, in the broad depression and valleys of the plateau.The ore deposits occur as supergene replacement of the shales and were investigated by geological mapping, grid percussion and diamond drilling, and bulk beneficiation testing. Iron and manganese oxides erraticallyreplace Shale accompanied by the leaching of other minerals. The ore is composed of fine grained pyrolusite intergrown with fine grained hematite and locally containing extensively altered bixbyite and braunite. Thegangue mineral is mainly kaolin.The average grade, using a 15 per cent Mn cutoff, was 19 4 per cent Mn and 25·9 per cent Fe for a combined drill-proven, indicated, and inferred tonnage of 56,000,000 tonnes. The average depth of this mineralization from the surface is 11 m. Using a cutoff grade of 20 per cent Mn the average grade was 24·6 per cent Mn and 23·0 per cent Fe for a combined tonnage of 12,000,000 tonnes to an average depth of 8 m.The substantial drop in reserves occurs because a high proportion of the mineralized material contains less than 20 per cent Mn.It was shown that whereas the lower grade ore, despite erratic fluctuations in grade, could be beneficiated to specification grade by crushing, screening, and conductivity ore sorting, the higher grade ore could be beneficiatedto specification grade by crushing and screening only. The utilization of the higher grade ore was considered to constitute a more viable operation.There is potential for high grade manganese ore to be discovered in the Ripon Hills area at the contact of chert breccia and underlying dolomite.

Iron Ore - Mineral Processing Overview Several years of iron ore price increases, coupled with a period of strong global demand for raw materials, presented iron and steel producers with unprecedented costs and difficulty procuring the demanded high quantities of iron ore. These conditions spurred many companies to investigate new ore bodies and also reassess past decisions (such as divestment of captive iron ore mines that ensured dedicated supply or a move to reliance on the 'spot market' instead of long term contracts with suppliers) and revisit alternative sources of iron units, including low grade deposits, tailings reprocessing, Ti-rich ores, and iron sands. To properly upgrade these iron sources requires a complete battery of mineral processing techniques. Within different regions around the world, operations and technology have developed to specifically beneficiate the local ore bodies. This paper attempts to bring these different general processing techniques together to allow insight into various common and proven methods of iron ore beneficiation. This paper further explores the current trend to develop global iron ore reserves, and discusses the methods to beneficiate and successfully reduce and smelt iron ore using Outotec's physical separation, direct reduction and smelting technologies for final production of pig iron and slag. Use of these various technologies may allow treatment of what was typically considered a tailings stream into a profitable product.

Gold mineralisation at the Macraes Gold Project is hosted in the Hyde-Macraes shear zone and can be traced for ~30 km along strike, although economic resources are confined to a seven kilometre section in the vicinity of the Macraes  township. The shear zone, which typically dips at a low angle (~20¦) to the NE, is bounded by an upper hanging wall shear and a lower footwall fault. Mineralisation occurs along the hangingwall of the shear zone as well as in low angle concordant shears and stockworks. Ore types include graphitic cataclasites with variable amounts of quartz veining, 'lode schists' and quartz-vein stockworks. Mine geology and grade control activities are designed to ensure accurate definition of ore and waste as well as the accurate prediction of ore grade. Grade control involves an integrated process of blast hole sampling, geological mapping and geostatistical modelling. Geological mapping is carried out post blasting by means of excavating trenches across are zones defined by assay data. Conditional Simulation is used to model raw assay data to define ore-waste contacts and estimate ore block grade, although, geologically defined contacts have precedence. Low angle ore zones impart a wedge shaped geometry to many ore blocks. These ore blocks are bounded by contacts that can be selectively mined to, thereby reducing misallocation of ore and minimising grade dilution.

The results of precious metal exploration carried out by Amoco Minerals New Zealand Limited over EL 33-137 in the Longwood Range, Southland, are described. Widespread gold and platinum in alluvial deposits on the perimeter of the range and anomalous gold in stream sediments on its southern and south western flanks indicates that the precious metals were probably derived from erosion of the mafic rocks of the Longwood Complex.

Improving Pelletisation of Pyrite Cinder by High Pressure Roller Grinding As an important secondary resource for ironmaking, pyrite cinder is characterised by coarse particle size, low specific surface area, high porosity and poor surface activity, which leads to high bentonite dosage, low strength and too high moisture of green balls and high roasting temperature. In this paper, a study of improving the pelletisation of pyrite cinder containing feed by using high pressure roll grinding (HPRG) was presented, which aimed to improve the quality of green pellets and reinforce roasting performance pellets. It is shown that pyrite cinder is characterised by complicated mineral compositions dominated by haematite and metal sulfides, porous surface and middle class ballability, leading to higher balling moisture, higher bentonite dosage and higher firing temperature for pellet hardening. The pelletisation of pyrite cinder can be improved by high pressure roller grinding and blending with magnetite in the pellet feed. The former is probably ascribed to the increase in specific surface areas of pellet feed from 850 cm2+g to 1690 cm2+g when the pellet feed passes through roller twice. Good quality green balls and fired pellets can be made from feed comprising 40 - 60 per cent pyrite cinder and 60 - 40 per cent magnetite concentrate at small scale under the following conditions: 1.2 per cent bentonite, feed passing through roller twice at 7 per cent moisture at 1.5 ton pressure, balling at 13 per cent moisture for 13 min, preheating at 1050¦C for 12 min and firing at 1300¦C for 8 min. Green balls possess such properties as drop numbers of 6.5 times, compressive strength of 19.1 Newton and thermal shock temperature of 533¦C. Fired pellets are imparted high compressive strength of over 3000 Newton per pellet. Small scale tests have been proven by pilot scale tests that high grade fired pellets are made, assaying 63 per cent Fe and minor other impurities, such as sulfur and phosphorus except for copper content. The fired pellets made of three blends possess excellent metallurgical performance, such as reducibility index higher than 65 per cent, reduction swelling index lower than 15 per cent and low temperature reduction degradation lower than2 per cent. Especially the compressive strength after reduction is higher 719Newton per pellet.

In the current tough mining environment with lower commodity prices, operators need to improve operational profitability. Optimised equipment asset management is a sustainable way to achieve this objective. The increased efficiency of installed process equipment positively contributes to the circuit performance, affecting metallurgical performance, plant availability and operating costs. Nui Phao Mining Company Limited (NPMC) operates a polymetallic mine located in Vietnam. The circuit produces four main products, tungsten, fluorspar, bismuth and copper. Tungsten is the major revenue producer. The operation experienced the following equipment inefficiencies in its copper and bulk sulfide flotation (BSF) circuits:• lower than expected metallurgical performance - the BSF rougher flotation tails contained coarse (+106 µm) sulfur minerals which affected the downstream tungsten gravity circuit. The unrecovered sulfur competed with tungsten minerals affecting both tungsten recovery and product grade. • structural integrity and safety - the flotation circuit structures experienced excessive vibration beyond the acceptable tolerance levels. The vibration was attributed to the flotation mechanism design and impeller tip speeds. • equipment reliability and wear life issues - the flotation mechanisms were being replaced every six months, with reported failures at three months. This resulted in high operational costs. A mineralogical evaluation of the ore indicated that the coarse sulfur minerals were well liberated and relatively rich in pyrrhotite and pyrite. It was predicted that these particles should be recoverable by flotation under optimum conditions. NPMC worked collaboratively with Outotec to investigate options to improve the metallurgical performance of both sulfur and tungsten. A review of the copper and BSF rougher circuit infrastructure was also undertaken and focused on reducing the structural vibration and improving mechanism wear life. Prior to the circuit upgrade, laboratory and pilot testing was conducted to validate the circuit improvements. The final solution included the installation of Outotec FloatForce® mechanisms in the existing copper and BSF rougher circuits, and a new flash circuit (SkimAir®) treating the rougher tails stream ahead of the tungsten gravity circuit. The flash circuit is unique, as typically these types of cells are installed in grinding circuits. By March 2016, all circuit upgrades were complete, however the initial metallurgical performance was below expectations. NPMC and Outotec worked together to investigate and improve performance through further equipment modifications. Since October 2016, the metallurgical performance has improved significantly. Coarse sulfur mineral recovery has improved, resulting in an overall increase in recovery of sulfur and tungsten of 4.7% and 2.7% respectively. The Outotec FloatForce mechanism has also delivered operational benefits, with a reduction in structural vibration to within acceptable levels (<4.0 mm/s) and an improvement in mechanism wear life by 150%. This paper discusses the BSF circuit upgrades and compares operational data before and after the upgrade to quantify the improvements in metallurgical performance, structural vibration and mechanism wear life. Plant based on the New Jersey refluxing process was installed at the Cockle Creek Works of Sulphide Corporation Pty. Ltd. to refine portion of the zinc output from the Imperial Smelting furnace.Refining of impure zinc is effected by distillation in two stages in vertical columns comprising a series of superimposed silicon carbide trays designed such that ascending zinc vapours and descending liquid metal are in intimate contact. In the first stage, portion of the zinc and its cadmium content are distilled from impure feed metal, condensed, and while still molten, fed to the second column in which zinc is boiled under controlled refluxing conditions to remove the cadmium content.The resultant zinc has a purity in excess of 99·995 per cent zinc.The availability of refined zinc has made possible the production of a number of zinc alloys for marketing in addition to the basic grades of zinc.

Scheelite mineralisation east of the main divide in' the Southern Alps of New Zealand was originally identified by Royden Thompson who is now a geologist with the NZ Geological Survey. This mineralisation was brought to the attention of CRA in 1978. Reconnaissance surveys were carried out in 1979 to delineate the extent of the mineralisation. This was undertaken using ultraviolet light examination of the sediments within the major drainages in the Southern Alps. This defined tentative zones of prospective mineralisation. As a result of this, preliminary reconnaissance, exploration licences were applied for -those areas in which indications of scheelite mineralisation were strongest. A total of 1737 km2 of ground was applied for within four exploration licences. These covered the main Southern Alps mountain chain between the Haast/Wanaka highway and the Mt Cook National Park.

Spectrum Resources commenced operations as a public listed mining company in August, 1983, with a variety of precious metal projects in New Zealand. At that time the outlook for most mineral commodities, with the notable exception of precious metals, was decidedly gloomy. Metal prices were depressed and demand forecasts were universally gloomy. Against this background the company reviewed the non-traditional metals sector to try and identify a 'new' metal with an above average demand growth and market value. Lithium, a commodity with exciting new applications in storage batteries and alloys, met both criteria. Annual world consumption of lithium is around 7000 tonnes; current prices are around $NZ40/lb for lithium metal and demand growth is projected at five to seven per cent per annum. Geothermal fluids at Wairakei and elsewhere contain anomalous amounts of lithium and in May, 1984, the Chemistry Division of DSIR was commissioned to carry out a literature survey on the possible recovery of lithium and other minerals from geothermal waters. The survey results were encouraging and the company subsequently negotiated exclusive access rights, for research purposes, to geothermal discharge fluids from the Wairakei and Kawerau geothermal fluids. Most of the subsequent investigations reported here were carried out by Chemistry Division, DSIR, under contract to the company with some assistance from the Industrial Processing Division, DSIR.

Since 1950 Stockton Open Cast Mine has excavated over 60 million tonnes of Brunner Coal Measures overburden sandstones and mudstones. The current operator, Solid Energy New Zealand, recognises that acidic drainage from this overburden and from historic underground mines has led to depressed pH levels and elevated levels of metals in streams draining the Stockton Plateau. These streams report to the Ngakawau River. To quantify the effects of mine site acid drainage remediation/mitigation on the lower Ngakawau River water quality, a catchment hydrogeochemical model has been field calibrated and ecotoxicology tests have been undertaken. The hydrogeochemical model indicates that pre-mining and present pH values in the lower Ngakawau River are similar but present aluminium and iron concentrations are elevated. Ecotoxicology tests have semi-quantified the critical metal concentrations and interim water quality targets to achieve ecological recovery are presented. Analyses of long-term total suspended solids (TSS) and turbidity monitoring in the lower Ngakawau River and St Patrick's Stream indicate that TSS of 120 mg/L and turbidity of 20 NTU are exceeded for <20% per cent of the time. Hence, specific criteria to protect migratory native fish from turbid water are currently met in the Ngakawau River and St Patrick's Stream.
