This paper addresses; land use, rehabilitation and the State/Federal regulatory process, in light of Australia signing various international conventions and agreements in the area of environmental protection. The conventions on biological diversity, climate change and the implications of the Rio and Agenda 21 declarations are examined. The implementation of these initiatives through the Inter-Governmental Agreement on the Environment, and through legistlative mechanisms at Federal and State level is explored.Particular attention is given to the biodiversity strategy in context of the need to integrate economic aspirations and environmental concerns as a basis for sustsainable development. The paper concludes with a brief comparison of the major approval processes in each State, relating to mining environmental issues.

The gold deposits of Kalgoorlie are the most important on the Precambrian shield of Australia. Gold was first discovered.'-:.V. ,,.,.-,..Kalgoorlie in June, 1893, and olthough`the original find was of ;:...;;small extent, the prospecting activity which stemmed from it 'led to'the ciscovery.of the lodes of the Golden Mile, some three miles to the south. The Wambo Rail Spur located near Singleton, New South Wales, Australia, runs for 14 km linking the Mt Thorley rail loop and running north-west alongside Jerrys Plain Road to the Wambo Coal Mine at Warkworth. A portion of the project is a 260 m long tunnel located where the rail line passes under Jerrys Plain Road. The tunnel has a low cover and is mostly within highly weathered to fresh laminated siltstone interbedded with coal seams, sandstone and conglomerate. This paper presents the design basis and construction methods used to achieve the 100 year design life of the tunnel required by Wambo Coal while also satisfying settlement and vibration limits imposed on Jerrys Plain Road.

On Wednesday 11th November, 1970, a series of violent explosions occur-- red within No.1 Basic Oxygen Steelmak- ing (B.O.S.) furnace at the Whyalla Works of the Broken Hill Proprietary Co. Ltd., (B.H.P.) when the furnace was moved immediately prior to tapping. Water from a burnt out flux chute had flooded the bath while the furnace was tilted slightly towards the tapping side waiting to tap. Although no one was injured, dam- age in excess of $54 000 was caused to the hood and superstructure. The water hydrated the burnt dolomite refractory lining some of which sub- sequently collapsed exposing bare fur- nace shell over part of the cone.

Kidston Gold Mines commenced mining in 1984 and currently mine approximately 10 million tonnes per annum of ore and waste using a conventional truck and shovel open pit method. The overall mine grade is a low 1.82 grams per tonne.The mineralisation is generally uniform within the ore zones and mining boundaries are staked out from blasthole assays according to pre-determined cut-off grades. Buffer blasting is necessary to minimise post-blast lateral movement of in-situ grade for digging control.The characteristics of the rock currently mined vary widely from soft oxidised to hard unweathered rocks. Blasting problems have been experienced during the initial mining phase in these harder rocks.

Because of the mineralogical complexity of nickeliferous laterites, most commercial and laboratory extractive processes require the ore to be blended to a feed of "constant" chemical composition. Even using the "constant" feed there are significant variations in processing behaviour within and between different feed lots. Chemical and mineralogical analyses of lumps of ore taken from the Yabulu stockpile of Queensland Nickel have highlighted the complex- ity of the ore making up the blended feed material. Each sample has been subjected to acid leaching and reduction/ammonia leaching tests and the results correlated with the mineralogical location of the nickel. The consequences of the variability in ease of leaching of the nickel are indicated.

The continuous copper drossing process operated at Port Pine since 1962 has had limited copper removal capacity as determined by a maximum tolerable Cu/S ratio in feed and the level of sulphur in blast furnace bullion. Recent process development has been to overcome these limitations to meet increased copper throughput requirements. A sulphur addition system was developed and installed in August 1987. The system has capacity to increase sulphur input by over 150%, meeting the increased copper capacity requirement and also allowing independence from the upstream process for sulphur supply. Developments in process understanding have been applied within the limitations of the existing furnace design with a 10% increase in the maximum tolerable Cu/S ratio.

The economics of gold differs from that for base metals mainly because a large component of gold demand is investment or stock demand whereby the metal is purchased and stored for monetary or anxiety motives rather than fabricated into industrial products.The second major component of gold demand is fabrication, principally into jewellery but also, to some extent, into industrial products.Supply to the Western private- gold market comprises non-Communist mine production, Communist sales (chiefly from the USSR), and, finally, net sales by the Western Central Banks, which have total stocks of about 35,000 tonnes and which are sometimes net buyers as well as sellers.The different components of demand and supply fluctuate from year to year.

Small scale trials of the smelting of a copper concentrate in the Sirosmelt submerged lance reactor are described. Pellets of concentrate were dropped into the reactor while injecting air-rich mixtures of oil and air through a lance into a bath of matte overlain by slag. This produced a discardable slag and a matte which was converted in sequential stages in the same reactor to white metal and blister copper. Difficulties were encountered in determining the end points of the converting stages but control techniques were developed to allow successful operations producing blister copper. Deportments of minor constituents of the concentrate to slag, matte,metal and fume for the three stages are reported and possible applications are Discussed.

Exposure to respirable contaminants in mine atmospheres has long posed a serious hazard to miners. The control of these hazards, some of which can have sudden and catastrophic effects and some others, slow and long enduring consequences, has been a major concern for labor, management and government alike. In order to meet export sales requirements from 1983 onwards, Amcoal developed a new underground mine in the Witbank area of the Transvaal. The mine was required to produce 5 million tons of run of mine coal per annum giving rise to 4 million tons of saleable products. A description of the coal processing plant is given with comments on design philosophy and design parameters. Main features of the coal processing plant are the raw coal handling facilities, centralised control and data capture and the loadout station. The management systems applied during the commissioning period are described. The difficulties experienced and their solutions are discussed. Commissioning was concluded with an independent plant performance test.

Kalgoorlie Consolidated Gold Mines Pty Ltd (KCGM) is a management company, formed in 1989, to manage the assets and operate the Kalgoorlie joint venture for the owner companies Gold Mines of Kalgoorlie Limited (GMK) and Homestake Gold of Australia Limited (HGAL). Mining is still in progress on the 'Golden Mile' and surrounding areas more than 100 years after Paddy Hannan's discovery adjacent to the active Mt Charlotte mine. From 1893 until 30 June 1995 the Kalgoorlie Goldfields has produced approximately 45 million ounces (-1400 tonnes) of gold from mining and treating about 179 million tonnes of ore. Many heap and dump leaching processes involve competitive, complementary and sequential reactions between multiple minerals and reagents. A comprehensive model has been developed to deal with these complex chemical interactions which is based on diffusion control of the reaction rates. All of the mineralogical and chemical data are obtained from representative samples of the ore or the chemical literature. These properties have been incorporated in a general way, making the model applicable to a range of ore-process systems. The simulation is used to predict the absolute reaction rates and can be used before any leach tests are carried out on the ore itself. The applicability of the model and some tests of its validity are presented.

A numerical model describing blast fragmentation and damage in three dimensions has been developed at the Julius Kruuschnitt Mineral Research Centre (JKMRC) and applied to numerous blasting operations in mines throughout Australia. The model combines the rock structure (summarised by block size distribution) with blast strain energy and uses comminution theory to calculate the resultant block size distribution. The model distinguishes between rock breakage and failure, the former being defined as size reduction and the latter as block dissassembly. The background and basis of the model are discussed in detail and three case studies presented describing the application of the model to explosive performance evaluation, explosive selection and drill selection in Australian mining operations.

The production of synthetic crude oil requires a suitable coal or a coal extract modified by hydrogenation for pyrolysis. Existing classifications are broadly based on historical and current needs. One, Seyler's, is based on a visual display which can be used to present petrographic bounds. The analysis of the coal extracts from solvent hydrogen-donor testing allows an experimental limit to be described and a plant limit to be indicated. Australian black coals are discussed within these petrographic and plant bounds and their limitations as a feed for the production of synthetic crude presented. Potential uses for the aromatic liquid products are suggested. The application of the diagram as a screening procedure for sub-hydrous coals is described.

Previous methods for the assessment of the explosive potential of gas mixtures have required the plotting of apeexplosibility diagram. These became cumbersome if a large -number of assessments of various sampling locations over a period of time wererequired. This may make the approach of a dangerous situation more difficult to predict. With the aid of a programmable calculator, a new method for the rapid assessment of the explosibility of coal mine sample gases has been developed. This method does not require that an explosibility diagram be drawn to indicate the explosive status of a gas mixture. Simple Cartesian co-ordinates representing the explosive potential of,mixtures are obtained, which may readily be plotted to show changes with time.

The paper reviews some characteristic features of feasibility studies and discusses the need for a wide scope at the pre-feasibility stage. The performance of recent Australian gold mines against the predictions contained in their respective feasibility studies is examined, resulting in a recommendation that feasibility studies need to be improved The advantages to be gained from having a feasibility study reviewed by an independent authority are discussed, and some of the reasons for using consultants are listed. Two examples of successful optimisations in the early stages of pre-development studies are described briefly and the benefits achieved are presented. The paper concludes that feasibility studies need improvement to enhance the confidence of investors in the mining industry.

The iron orebodies of the Pilbara region are formed by supergene enrichment of banded iron formation and rarely do such processes produce orebodies with uniform grade distrib- utions. The orebodies being mined or developed have to be worked to grade/quality constraints imposed by contractual agreement rather than natural characteristics. Hence it is imperative to use a non-biased ore reserve calculation method. The geostatistical study of a typical iron orebody is presented. Emphasised are the geological characteristics of the orebody manifested as a variable grade distribution of iron and impurities; the determination of variogram model; subsequent uses of the model for computation of ore reserves and kriged lock estimates; computation of dispersion variance and conditional simulation of orebody.

The surface treatment works in the Mount Isa Mines Limited copper stream consist of a concentrator and smelter with annual capacities of 5.6 million tonnes of ore and production of 155 000 tonnes of anode copper respectively. Both plants have been sites for process optimisation in recent years, the emphasis being to achieve productivity gains in each particular plant. The continued low real world prices for copper resulted in an in-depth review of the entire copper process stream. This indicated the need for developments within both the concentrator and smelter, and changes to operating strategy to ensure that the entire treatment stream could be optimised. The paper reviews these changes.
