The project is undertaken by Elgas Pty Ltd, a 50 per cent joint venture between AGL and BOC, to store 65 000 t of LPG in underground storage at Port Botany, NSW. The contractor, Concrete Constructions Pty Ltd, elected to use drilling and blasting techniques. The project specification called for the following works to be excavated: Access Shaft:122 m (out of 140 m total depth), 6.0 m diameter (selected by the contractor),Operation Shaft:125 m (out of 150 m total depth), 4.0 m diameter,Water Curtain Gallery:500 m (Later extended by additional 270 m), 4.0 m wide and 3.5 m high,Storage Caverns:910 m, 14.0 m wide, 11.0 m high,Top Heading:14.0 m wide, 5.5 m high,Bench:14.0 m wide, 5.5 m high,Connection Galleries:250 m, 5.5 m wide, 5.5 m high.A total of 156 000 cubm of rock to be excavated.

Over the last 15 years the silver/lead/zinc ore treated at Mount Isa became increasingly complex and lower grade. Metal recoveries dropped dramatically, causing a serious decline in profitability. The ætraditionalÆ response of increasing tonnage to reduce unit cost was unsuccessful, since the additional tonnage was even lower quality ore. A major technical and capital program in the 1990s restored metallurgical performance, but business return was still too low and ore quality continued to decline. In 1996 a new, holistic approach integrated the steps of geology, mining, concentrating, smelting, and refining. Previous assumptions about æfixedÆ and æmarginalÆ costs in mining and processing were shown to be wrong. Detailed analysis showed that some ore sources were reducing profit. This led to a fundamental redesign and downsizing of both Mount Isa and Hilton mines. The result was dramatic increases in head grades, metallurgical performance and plant stability without any capital expenditure. The business is now smaller, but more profitable.

This data is intended to provide a quantative cost comparison of one 40 800 kg. pull down rotary blast hole drill versus two smalter drills in the 18 100 kg. pull down class. While this cost analysis is affected by blast design, this paper is not intended to be a treatise on blasting theory and therefore places more emphasis on costs than on blast design. All costs, prices and production rates in this paper are estimates and should be used for comparison purposes only. The drills are sized in order to maintain a production rate sufficient to stay ahead of a dragline that is excavating in an average overburden (sandstone and shale). The large drill will use 270mm bit and penetrate at a rate of 0.012 m/s (scheduled basis). The small drill will use 170mm bit and penetrate at a rate of 0.010 m/s (scheduled basis).

Over the past 5 years, Bougainville Copper Limited has undertaken a number of major plant expansions to the copper concen- trate production plant at Bougainville in the North Solomons Province of Papua New Guinea. These projects have scheduled three additional ball mills, three new banks of Outokumpu flotation cells, four additional tertiary screens, two additional tertiary crushers, and more recently four high capacity 24.5m dia. tailing thickeners. The value of the five separate projects totalled more than A$100 million. A requirement of commissioning and bringing on line of each of these projects has been to minimise both operational losses and copper concentrate production. The commissioning has been successfully implemented by detailed planning of the commissioning work in conjunction with the plant operation. Planning has been detailed for each man involved on an hourly basis, highlighting the work required on each commissioning task that is to be undertaken and the time expected to achieve activity Completion.

Plenary Address Zinc is a trace element in all igneous rocks and its background geological occurrence roughly follows iron but at much lower concentration. Living matter reflects this abundance and zinc is an essential trace element for complex life forms. Thus, environmental issues include zinc deficiency in soils and/or water - and thus in local diets - and zinc toxicity evident in natural or modified ecosystems. Increased knowledge of the role of zinc in plant and animal metabolism emphasises the need to manage, within guidelines based on naturally occurring abundances, the concentrations of zinc in water, spils and in the food chain. Although recognition of the natural variability of zinc concentration provides some basis against which environmental protection standards might be set, the measure of environmental `pollution' is more commonly taken as the degree of change to natural, background levels, attributed to the particular land or water use activity. It is self evident that in many cases mining disrupts communities, however, community reaction to mining varies enormously. This is due to a whole host of factors, some physical, some financial, some political and some a direct result of the projected mining company attitude towards the community at large. Physical and political factors are increasingly being dealt with realistically and financial aspects are to a significant extent determined by profit margins. If the acceptable profit margin canÆt accommodate all necessary costs (which now includes a variety of community considerations unheard of even a decade ago), then the project is just not viable. Despite major commitments now made by many mining companies to their affected communities, corporate attitudes, and their projection, remain as the most outstanding factor in mining project development where real gains can still be made in effectively reducing social risk. This paper addresses both international and domestic experience gained in managing this aspect of mining development risk, including initiatives implemented by multilateral institutions.

BHP World Minerals (BHP) commenced development of the Cannington exploration decline in 1993 using Peabody Resources LimitedÆs Mining Services Division (PRL) as the contractor. Approval was given in 1996 to complete the mine development and bring the mine into production in 1997. The total mine development at Cannington by PRL has included 14 km of headings, 1040 m of shaft sinking for ventilation and ore hoisting and 990 m of raise boring for ore passes and vent rises. Hard money schedule of rates contracts were used for mine development from 1993 until early-1997. This took the mine development down to 570 m below the surface and developed six levels. Because of significant risks, the final phase of the mine development was completed in 1997 under a partnering agreement. This paper examines the factors considered in making the change to partnering, the issues involved in negotiating the partnering agreement to complete the Cannington mine development and the outcomes of the agreement.

The design of the 12 m diameter SAG mill installed at the Cadia Hill Mine in New South Wales followed after two years of extensive laboratory and pilot plant testwork. The testwork showed the Cadia ores to be hard and competent necessitating the use of both a variable speed SAG mill drive and pebble crushing. The grinding power requirements for the SAG mill was based on engineering in-house grinding software, pilot plant data and simulations using JK SimMet software. Surveys of the SAG mill operation during the first four weeks showed the feed size distribution, transfer size and pebble rate to be lower or less than those for which it was designed. To compensate for the lower pebble rate, the SAG ball load was increased. This resulted in the total comminution circuit power being some 0.5 kWh/t higher than predicted. The JK SimMet SAG model has been modified to take account of these variations.

Late Palaeozoic and Late Mesozoic phases of widespread overprinting have obliterated most of the primary magnetization signature of the Tasman Fold Belt. Palaeomagnetic programs of a regional extent offer best prospects for identification and interpretation of such secondary magnetizations and for isolation of any remaining primary magnetization. In 1983 the BMR initiated a regionally oriented palaeomagnetic study of the Tasman Fold Belt to obtain palaeomagnetic constraints on the tectogenesis of the fold belt. Particular attention is being paid to the analysis of possible differential movements between suspect or- tectonostratigraphic terranes within the Tasman Fold Belt and the respect to cratonic Australia. Work has concentrated so far on the Cowra Trough-Molong High region of the Lachlan Fold Belt and the New England region. Pilot sampling has been carried out in the Gympie region. In addition Palaeozoic sequences are being studied from the Amadeus Basin and the Ngalia Basin to refine the palaeomagnetic reference frame of cratonic Australia.

There is little doubt that the vision (Spectre) of Voisey's Bay has completely spooked the Northern Hemisphere view on nickel to the exclusion of considering any other future nickel project. Voisey's Bay orebody is of world-class and will influence world nickel and cobalt supply for a very long time - but - has the world yet started to consider the enormous cost of acquisition and development of this find or the nickel price it will need to attract to cover these costs and its operating costs and keep its bankers and shareholders happy. That price will be the critical factor in determining Voisey's effect on world nickel and will be critical in ranking other new projects aimed at making up the nickel short fall created by the on-going demand for austenitic stainless steel. In my view, there is little doubt that some if not most of these `other' new projects will be developed in the South West Pacific from lateritic Resources.

Gold deportment and ore characterisation studies are key tools in gaining an appropriate understanding of complex gold ores for process development and optimisation. These studies have historically involved imprecise chemical methods with slow and costly optical microscopy for gold identification. The traditional approach requires highly skilled petrographers, is prone to human error, and is not scalable, reducing the usefulness in practical analysis. The proposed methodology utilises a decision tree and knowledge base in a staged approach to gold ore characterisation, building up progressively more detailed information about the sample mineralogy, gold deportment and key mineral properties, as the process is followed. Whilst the automated QEMSCAN« system is used for mineral and gold identification, interactive and focused data analyses are used to give more efficient and accurate results. This is complemented by smart sample preparation and chemical methods to enhance and validate the data, making the staged approach methodology reliable, scalable and therefore practical and economical.

The Endeavor Mine, located to the north of Cobar, New South Wales, was purchased by CBH Resources Pty Ltd in September 2003. The operation has been producing lead and zinc concentrate continuously for over twenty-three years. In 2004, a water management program was instigated to improve the raw water use efficiency of the mining operation. The water management program involved the establishment of a Water Management Committee, a review and quantification of water use across the site, investigation and implementation of efficient water use practices, and workforce awareness training. The program has seen the amount of water used per tonne of ore milled reduced from an average of 1.08 kL/t in the March 2004 quarter, to 0.68 kL/t in the March 2005 quarter. This paper outlines the Endeavor Mine water management program and may serve as a model for other operations that are planning to improve their water use efficiency.

The strategy of adjusting operating conditions to maintain optimum process performance as the feed quality varies - adaptive optimisation - is being investigated by computer simulation of chemical processes for the treatment of ores. Those ore-process systems that are most likely to yield substantial benefits from adaptive optimisation are being identified as a guide to the selection and development of systems for practical application. The generalised mathematical representation of the cost structure, ore quality variations, process kinetics, reactor characteristics and operating variables for ore-process systems is described. Results are summarised for temperature, reagent concentration or residence time as the manipulated variable. For almost all systems, adaptive optimisation was economically beneficial, although a few exceptions have been identified where there is a significant synergistic effect between poor-performance and good-performance materials in a blended feed. The sensitivity of the benefits of adaptive optimisation to a range of economic and technical factors is summarised.

Before exploration programmes or minerals developments are formulated, a mining company ought to assess how capital can be returned if the project is successful. A fact not well appreciated by the minerals community is that it is often difficult to get money out of many Pacific Rim countries due to special foreign exchange controls or restrictions on dividend or capital repatriation. On top of this risk are factors such as creeping expropriation through administrative, fiscal, or corruption pressures; environmental regulations; terrorists; and organised labour and political activists. Political risk is much more than just expropriation or nationalisation.Political risk factors can make or break a project in many PacRim countries and just the cost of delays and negotiations can insidiously affect project economics. This unpalatable thought, however, can be readily addressed by either legal structuring e.g. offshore proceeds accounts, offset/back-to-back currency hedges, or political risk insurance for the equity as well as any subsequent project development debt.

This paper intends to give an insight into what is often considered to be a poor relation of the mining industry but is in fact an integral part of any community. Aggregate production accounts for more than half of the world production of minerals by weight. In New Zealand production of aggregates runs at around five tonnes per capita per year, making it a significant industry. The industry in this country is dominated by smaller operations close to the market due to the widespread population and relative abundance of aggregate. The Logan Point quarry is one of the largest quarries in the South Island with an annual production of around 250 000 tonnes. The market is mainly based around roading and building in the Dunedin area with some higher quality specialist aggregates being used allover Otago. The quarry has been owned and operated by Palmer and Son Ltd for 106 years with a fifth generation family member the current quarry manager.

In the early stages of the rift it is thought.that submarine basalts may have extruded up the .'tension .scar and spread across the floor of the opening rift. Thick clastic muddy sediments derived almost exclusively from the rifted block were then spread across the floor of the opening rift. Later ~ertiary lateral movements from east to west along the Markham-Ramu Fault appear to have bent the northern end of the Morobe Arc towards the.east,,causing the intense folding in the sediments of the Aure Trough.

Depending upon the probability one assigns to project go-ahead, up to $10 billion (1978 figures) could be required for resource based projects in Australia in the next decade. In the past major resource projects were readily financeable against sales contracts. In the future the complexities imposed by such matters as political risk, inflation, currency movements and environmental and other socio- economic considerations on project development costs and returns may require a different approach. This paper addresses itself to the ramifications of providing development finance for resource based projects in the future - and in particular examines such factors as project completion guarantees, sales contracts, protection against exchange rate fluctuations, interest rate structures and debt/equity ratios as each relates to the provision of finance. The United States Steel Corp. in cooperation with the United States Government is conducting a large-scale methane drainage field demonstration using stimulated vertical boreholes drilled in advance of mining. A grid pattern of 23 boreholes, isolating approximately 1.5 km2 of coalbed area, has been drilled to the lower bench of the Mary Lee coalbed, Jefferson County, Alabama. Upon completion of drilling operations, various hydraulic stimulation treatments utilizing nitrogen-generated foam, water, and gelled fluid were performed to enhance the rate of methane gas removal. Production from the grid pattern began in September 1977 and continued as the last borehole was placed on production during October 1980. To date, in excess of 33,800,000 m3 of methane gas has been drained as a result of this effort. Underground mining operations were approximately 3.2 km from the grid pattern when production began and have currently progressed to within 1.6 km. Underground interception of the grid is expected in 1986.

A bewildering array of process control instrumentation is currently available for mineral processing plants. For sequencing control, special purpose microprocessors or the process control computer can be used. Where continuous control is required, then the choice is between pneumatic controllers, electronic controllers, shared display micro- processor systems and direct digital control. The benefits of each system are discussed and the advantages of using direct digital control in mineral processing plants are outlined. The factors which need to be considered when selecting control systems for new plants are listed. Instrumentation systems designed by Fluor Australia are used as case studies to illustrate the selection process. For established plants, conversion to direct digital can be advantageous, and case studies are given. However, replacement of existing systems requires justification based on a productivity improvement which will allow the control equipment to be paid for within a specific time period. A Presidential Commission of Enquiry into the conservation of South Africa's coal resources was appointed in 1970. This Commission, in co-operation with the Chamber of Mines of South Africa, established a national inventory of South Africa's in situ and extractable resources and reserves of coal of various types and grades by several mining methods. South Africa's future demand for coal by all market sectors and the specifications of coal required, were also established by means of econometric models. A comparison of potential supply and anticipated demand indicated serious defi- ciencies of certain types of coal and the need for the conservation of others. This paper describes recommendations for alternate strategies for the optimum utilization of available resources. Con- sideration was given to various policies relating to pricing, exports, taxation and incentives, and to the possibility of the substitution of higher grades of coal by lower grades. The steps so far taken to develop a national coal policy in South Africa are described.
