In the last three decades various theories have been presented to allow the estimation of the force required to cut rock. These have generally relied on an hypothesised mechanism of chip formation.The paper presents results of an experimental program completed on an unjointed artificial rock in which the force and chip geometry were measured during deep cutting with a quarter scale bulldozer tyne. The program included various depths of cut and artificial rock of varying strength. The experimental results are compared with predictions based on three expressions for cutting force. Generally the measured forces are within the range of those predicted but none of the methods predicts the cutting force with any accuracy. It is considered that the discrepancies are due, in part, to the fact the that actual shape of the chip formed in deep cutting is quite different to that assumed in developing the theories and thus the theories cannot be expected to predict the cutting forces. It is concluded that Evans and Nishimatsu's theories predict lower bound estimates of the horizontal cutting forces. Deliac and Fairhurst's approach appears to over estimate the forces required to cut rock. New methods of prediction are required based on the observed mechanisms of failure.

Sasol Roche Blasting Services (SRBS) has undertaken a process of trialing and evaluating the use of the SMI electronic initiating system with the specific purpose of being able to fully quantify the benefits of the system over a pyrotechnic system. After an initial trial of three shots in mid-2001, it was decided that to fully quantify the system, a complete strip would need to be fired using the system so that any losses due to ramps or end walls would be the same for both scenarios. The results have shown a significant improvement over the use of pyrotechnic initiators in several key areas including percentage cast. Through the use of survey results, the increase in cast and subsequent net improvement in blasting has been quantified. These trials have set out to compare each system in comparable situations to determine the real benefits, if any, of the electronic system over the pyrotechnic one. As the percentage cast is relatively easy to quantify using modern survey techniques, it was decided that this would be the principle method of comparison. However, while the assessment only included survey results, any improvement in fragmentation size and consistency would have flow on effects on reduced running and maintenance costs.

At the Copper Concentrator of Mount Isa Mines, the largest diluent of the copper concentrate is liberated fine pyrite. Laboratory flotation tests carried out as a function of grind and flotation Eh in combination with surface analysis by X-ray photoelectron spectroscopy (XPS) have identified the major mechanisms of iron sulphide flotation. It was found that a significant proportion of the iron sulphide minerals had surface coverages of graphitic carbon, sufficient to impart moderate hydrophobicity in the absence of collector. A smaller, but economically significant proportion of chalcopyrite was also affected by the graphitic carbon coating. Two methods were tested to reduce the impact of the natural floatability of the iron sulphides on concentrate grades. 1. Depression through the use of organic depressants. 2. Preflotation to remove the "naturally hydrophobic" iron sulphides (flotation independant of Eh ) prior to chalcopyrite flotation. Preflotation was tested at the pilot plant scale. It was found that the amount of chalcopyrite reporting to the preflotation rougher concentrate could be minimised through flotation at a mildly reducing Eh by the use of nitrogen as the flotation gas to maintain the low Eh conditions resulting from grinding. The preflotation rougher concentrate was upgraded to an iron sulphide concentrate or a low grade copper concentrate.

Discovered in 1954 and mined since 1966, the X41 copper orebodies have produced over 143 Mt @ 3.3 per cent copper. By June 2002 the production from these orebodies had depleted the Mineral Resource to 36.6 Mt @ 2.8 per cent Cu (including 31.5 Mt @ 2.5 per cent Cu combined 2002 Ore Reserve). Mine production will ramp down to cessation beyond ten years. The 2002 Copper Business Study was commissioned to review the status of the Mount Isa copper business and to optimise the long-term strategy of the operations. The study resulted in a vastly improved geological and geostatistical model, and financial studies led to the optimisation of mine cut-off grades. Utilising these new models, a near-mine target generation workshop was conducted by the copper stream geology team. The workshop focussed on exploration for new ore sources and the extension of existing orebodies to supplement the Mineral Resource inventory for future conversion to Ore Reserves. Several prospective targets were identified and the Conceptual Northern 1100 Drilling program was subsequently designed. This paper shall discuss the practicalities of near-mine target generation in Mount Isa, the issues faced when locating and preparing drill sites in a mature mine environment, and the preliminary results of the drilling program so far.

A comprehensive field program was implemented to evaluate the internal structure and hydrology of two full-scale waste rock piles. The excavation of waste rock dumps for in-pit disposal at the two mine sites provided an opportunity to characterise the in situ properties of the dumps given contrasting geologic and climatic settings. The internal structure and materials within the dumps were observed and sampled as the waste rock piles were being excavated and placed in the open pits for permanent closure. The field program was designed to fully characterise the structure and material properties of the waste rock. The alteration of the material by physical and chemical weathering was also observed. Samples were analysed for paste pH, water content, grain size distribution and geochemistry. In situ density and matric suction were also measured. Soil water characteristic curves and saturated hydraulic conductivity were measured for representative materials. These properties were used to predict seepage pathways through the waste rock and the resulting outflow geochemistry using the finite element model SEEP/W. The materials in the dump at Site 1 were predominantly fine-grained in texture and highly weathered. The presence of dipping beds with alternating coarse and fine materials was evident throughout the profile of the dump. The structure of the waste rock appears to have an impact on the hydrologic pathways within the waste rock pile. The material in the dump at Site 2 was found to be competent and resistant to particle size breakdown. The particles range in size from clay size to large boulders with the median particle size being approximately 125 mm in diameter. The coarse-grained texture of the waste rock resulted in a loosely packed arrangement of coarse particles with little matrix material infilling the pore spaces between the coarse-grained particles. Seepage modelling for Site 1 was completed to predict seepage paths based on observed structure and hydraulic properties measured in the laboratory. The modelling showed that materials with a fine grain size distribution become the dominant pathways for flow through the waste rock pile. The modelling also showed that layers with high silt and sand contents are subject to the highest flow rates. Finer grained clay rich layers have a low hydraulic conductivity and do not convey large volumes of water. Alternately, coarse gravel and cobble materials are unsaturated under values of matric suction that approach the residual water content of the material and do not transmit liquid water. The seepage modelling together with the results of the geochemical analysis show that the dominant particle size that receives the most fluid flow and flushing ranges from fine sand to silt, corresponding to materials with air entry values ranging between 5 kPa to 50 kPa.

The blast furnace is a counter current reactor. The counter current principle of the furnace makes it very efficient in transferring the heat and mass required to drive the reduction reactions inside the furnace. However, this does impose a stringent requirement on the permeability of burden material in the furnace. Lump ore is one of the key ferrous feeds used in the blast furnace ironmaking process, often accounting for ten to 20 per cent of the blast furnace ferrous burden. As the lump ore descends through the blast furnace, it is dried, heated and reduced by the ascending hot reducing gas. To ensure good furnace permeability, generation of fines from burden materials including lump ore due to mechanical, thermal and chemical processes needs to be minimised. Unlike sinter and pellets, lump ore is subject to thermal degradation. To assess this behaviour of lump, the ISO decrepitation test (ISO 8371, 2007) is often conducted, and the result is calculated as a decrepitation index (DI). However, the DI values obtained from the existing ISO decrepitation test vary considerably between test portions and between laboratories, which makes meaningful comparison very difficult. In order to identify the sources responsible for the unacceptable repeatability, the effect of various testing conditions, such as particle size, heating rate, sample preparation and loading method, on the mean DI value was studied. Application of thermal oxidation is considered a promising technique in reducing fugitive methane gas from ventilation air methane (VAM). A typical thermal oxidiser operates with diluted methane and converts it to less potent greenhouse gases. However, having a thermal oxidiser in the vicinity of the coalmine exhaust shaft is a major safety concern as its high operation temperature increases the likelihood of accidental fire and explosion. The aim of this study is to investigate the application and effectiveness of side venting technique in reduction of deflagration consequences caused by methane gas. To address this importance a series of experiments were conducted on a detonation tube designed and fabricated as part of larger scale VAM Abatement safety project. The experimental work was carried out into two stages: examine the flame and explosion properties in a large-scale detonation tube to get reliable data; and then design and employ a venting system into the detonation tube to verify the effectiveness and performance of the venting against the flame and explosion.Results corresponding to this study show that the side vent duct with venting coefficient magnitude of 37 had a significant influence on methane flame deflagration and the explosion characteristics. The maximum pressure rise at the detonation tube reduced approximately 20 per cent to 32 per cent by applying the side venting duct. Also, the data shows that the venting damped the pressure oscillation after the flame deflagration which eventually reduced the system instability. The theme at this yearÆs AusIMM New Leaders Conference in Ballarat was æThe Minerals Industry û Future Directions for New LeadersÆ. There was a strong focus on the recruitment and retention of trained and skilled graduates and new professionals into the mining profession. This paper highlights some of the key findings and discussion points from the New Leaders Conference. While some of the main causes of the decline in attracting new geoscientists to the mining industry have been identified, there still remains a lack of accountability among a number of Australian mining companies. Some of the factors identified that are driving new graduates away from the industry include; the social and geographical isolation, the long hours in challenging conditions and a difficulty in obtaining work straight out of University. Often there appears to be no clear opportunities within companies for career development and advancement. The opinion also still persists that the mining industry is lagging behind in both environmental and technical developments, which makes entry to the industry unattractive. Solutions that some of the large players in the Australian mining industry are implementing to help reverse the trend include targeted marketing of the lifestyle, money, freedom and travel offered in the mining industry, the development of graduate recruitment programmes and much more emphasis on the quality and reputation of the companies themselves. Incentives to attract families have also been significant in attracting and retaining employees whom otherwise would have left the workforce. However, more still needs to be done to completely reverse this trend and the mining industry needs to continue to be proactive in marketing itself as a desirable employer and career choice option for students and new professionals.

It's my privilege to welcome you here this afternoon on behalf of the Sydney Branch of the Australasian Institute of Mining and Metallurgy. This is a most important gathering. You, the delegates, represent what is probably the most influential cross-section of the mining investment community and the oil and gas investment community to meet as a group during the last decade. We are meeting today and tomorrow to review two related issues that will have far reaching implications for the effective use of capital by the natural resources sector in the 1990's. The views which will emerge over the two days will almost certainly 'influence the availability of new capital to the companies in the natural resources sector for the decade ahead. The two principal themes of Minval '89 are, first, the valuation of mining and oil and gas assets and securities, and second, disclosure and reporting requirements in the capital markets which relate specifically to natural resources companies. This conference is taking place at a time when further consolidation and rationalisation appears likely within the mining industry. Although the base metals and other sectors of the industry are enjoying profitability not seen since the early 1980's there is caution about committing to new capacity which could bring about a return to the low prices and excess supply which prevailed during much of the last ten years. These conditions have led to increased takeover activity within the mining industry overseas, and similar trends are as evident here in Australia as they are elsewhere. Recognition of value is therefore likely to become more important than ever before in preserving shareholder wealth, for creating new wealth and for preserving the financial health of the resources industry in the future. Valuation therefore is the first theme of the conference.

My closest personal connection with the problems of rehabilitation comes from two years spent on a project at Weipa. At the beginning I am fairly certain that the engineers did not understand the mental processes of the ecologist they were dealing with. I am absolutely certain that the ecologist did not understand the minds of the engineers. This form of the two cultures problem is the root of some of the matters that lie behind this lecture. It is possible to establish a stabilising cover of vegetation on virtually any land surface, short of a cliff. While the biologist knows this he also knows that the physical and chemical nature of a given acre of land combines with climate to define quite sharply just what plants can be grown there. In the case of land after mining the range of plants may be quite limited. The engineer, and his masters in the accounting section, seem (in my experience) to expect that rehabilitation can be carried on with equal speed and facility in any location. This belief commonly leads to a situation where rehabilitation is not considered until mining is well under way. True, the mine must be proved as an assured profit- earner before money can be justified for the non-productive (to the miner) expense of rehabilitation. But when the miner finally starts rehabilitation he does not always get a convincing and speedy result. Furthermore, the failure may not be easy to overcome. This is even more likely to be the sequence of events if the miner wants, or is obliged, to specify the exact type of vegetation to be produced, e. g. commercial forest, pasture,' or the original native vegetation.

Existing production facilities are constantly looking at ways to increase capacity. Many recent solutions have focused on the implementation of capital and infrastructure projects. It is accepted that capital expansions are frequently necessary for production gains; however, in many cases existing assets have the potential to deliver substantially better throughput than they are currently achieving. By focusing on automation of production control systems, production reporting and business processes substantial gains can be achieved utilising existing assets. This potential can be realised quickly and has been proven across several sites and industries. In the Pilbara region of Western Australia throughput gains of between two per cent and 25 per cent (translating to millions of tonnes per annum) have been achieved from existing assets using the methodologies discussed. The improvement process involves evaluating the entire production chain from the time the ore arrives at the plant to the time it is dispatched. A technical evaluation of the performance of the control system and plant automation interfaces to upstream and downstream processes is conducted. The relationship of these processes to the business systems and the human interface to the systems is reviewed to ensure a complete picture of the system is understood. Technical evaluation targets include: individual equipment operation, the engineering level of control systems, feed controls, etc; managing recirculating loads, surge capacities, dynamic inventories as well as management of in-feed systems and integration into yard and out-feed systems; and communication flow between control and other systems, data alignment between rail and shipping schedules, yard systems, sales systems and maintenance systems including such fundamentals as truck dispatch links to plant control. In parallel with the technical evaluation, business system evaluation takes place, including analysis of the operational systems, methods and personnel.

In earlier studies along a mining region recipient (the river VormbScken, northern Sweden), the fraction of certain trace metals recovered in the particulate phase has been found to increase with increasing concentrations of particulate iron. This study was conducted to see if the pattern could be reproduced by adding minor amounts of ferrous iron, simulating groundwater inputs. When the iron is oxidised in the near neutral river water, it will form iron oxyhydroxides and precipitate. Trace metals may be either co-precipitated along with the iron, or adsorbed onto the freshly formed precipitates. If this is the case, such a mechanism may be incorporated as a part of a final polishing step in a mine drainage treatment system based on natural attenuation processes. The experiments were performed at 0¦C and 22¦C, on authentic river waters collected during the winter and summer of 2002, respectively. In order to investigate the influence of particles and bacteria initially present, filtered river waters (4 solution were added to the experimental beakers, increasing the iron content of the waters by 0 - 1.5 mg/L. The oxidation and precipitation processes were followed by means of filtration (0.2 ¦m) for up to seven days. In order to be able to compare the experimental results with the actual field situation, on both experimental occasions, surface water samples were collected also from three stations situated along the river. The samples collected were analysed for iron, calcium, and trace metals by AAS and ICP-MS. The iron oxyhydroxides formed in the experiment did not influence the partitioning of As, Cu, and Pb to the same extent as the particulate iron encountered along the river appeared to do. Due to the haphazard application of static tests in South Africa, several methods and interpretations have been followed. This has resulted in confusion amongst practitioners and regulators in the use and validity of these methods. Research was done over a two-year period to define standardised methods and interpretation of results. This included laboratory testing and continuous consultation with all interested parties throughout the country. The research yielded a modified ABA, based on several existing methods. The methodology includes AP determination using hydrogen peroxide, and an analysis of the supernatant by ICP. This has the advantage of not only registering reactive sulfur, but also provides the NAG pH, that enhances the interpretation and QC of the tests. Analysis of the supernatant provides an indication of heavy metal solubilisation, should acid conditions arise. One hundred and seventeen samples were compared to Leco S analyses and provided a good correlation. The Leco values were slightly elevated due to the reporting of total S as opposed to æreactive SÆ. The NP method deviates from the usual methodology, in that H2SO4 is used (to provide a field analogy) and the fact that a 24-hour stabilisation period is allowed before back-titration. The latter modification appears to prevent psuedo-buffering by transient phases. These methods have also been tested for repeatability and prove to be robust. A very simple macro-driven spreadsheet, æABACUSÆ, was also developed. This spreadsheet allows the entry of basic data and provides a detailed interpretation and graphical display of typical ABA data. In cases where drill holes are used, the Pennsylvanian approach of volume calculation can also be done with ABACUS. The results of the research have been distributed to interested parties in South Africa and it is hoped that these methods and their application will find widespread acceptance.

THE slag from the blast furnaces having been granulated, a representative sample is taken to the sample mill. It is then dried, crushed through a 100-mesh screen, intimately mixed, and packeted for assay purposes.METHOD OF ANALYSISINSOLUBLEWeigh 1 grm. of the finely-pulverized slag into a 3t-in. casserole, moisten with a little water to prevent sticking, cover with a clock glass, and add 20 cc. of hot acid (1 HNOs, 3 HCI, 4 H2 0). Evaporate slowly to dryness on a hot plate and bake (without overheating) until all the gelatinous silica is dehydrated. Cool, add 20 cc. HCI (1-1), and boil gently for several minutes; filter into a 300-cc. beaker, cleaning out the casserole thoroughly with a rubber-tipped glass rod. Wash residue with hot distilled water and transfer it to a No. 1 porcelain crucible. Dry, ignite, cool in a desiccator and weigh as total insoluble matter. Dilute filtrate to 200 cc. and neutralize some of the excess HCI with NHa.OH. Warm, and pass H2S for 15 min. Filter and wash withhot water. Boil off H2 S, oxidize with 5 cc. HNOll , reduce bulk of the solution by evaporation. to about 100 cc., and transfer to a 250 cc. flask.SILICAFuse insoluble residue over a blast lamp in a platinum crucible with three or four times its weight of anhydrous carbonate of soda, for 10 to 15 minutes, or until decomposition is complete. Cool, and extract fusion in an 8-in. evaporating dish with HCI (1-1); rinse crucible and cover with distilled water, and evaporate to dryness over a water bath. Take up dry mass with 10 cc. strong HCI, and then.

The Floatability Characterisation Test Rig (FCTR) is a self-contained, highly instrumented, mobile pilot plant. It was developed as part of the AMIRA P9 project, primarily to determine ore floatability characteristics and to develop and validate flotation plant modelling, scale-up and simulation methodologies. This paper describes the use of the FCTR in validating the AMIRA P9 flotation model and modelling methodology. In 2001 the FCTR was installed and operated in parallel with WMCÆs (now BHP BillitonÆs) Kambalda Nickel Operation. The FCTR was operated using four different circuit configurations of increasing complexity. Metallurgical surveys, cell characterisation measurements and batch flotation tests were performed around each circuit. This allowed the calibration of a number of flotation models using a combination of data from one, two, three or four circuit configurations. The calibrated flotation models were then validated using predictive validation. To do this, data around a further five FCTR circuit configurations were collected (three of which are presented in this paper). The performance of each of the five circuit configurations was predicted using JKSimFloat V6.1 and the parameters from the various calibrated flotation models. The predicted performance was compared to the experimentally determined performance of each circuit. The validation of the AMIRA P9 model was shown to be largely successful except in the case where the reagent addition (depressant) to the validation circuit was different to that in the calibration circuits. The results also provided information regarding the required complexity of the calibration circuit and how many calibration circuits are required to obtain an accurate prediction of circuit performance. These results have increased the confidence in the AMIRA P9 flotation modelling methodology and have provided important information on what data must be collected to allow the accurate prediction of plant performance using the floatability component modelling approach.

Airblast overpressure legislative limits can be extremely difficult to meet throughout Australia, which has by far the most stringent limits of any nation in the world. As the difficulty in meeting the limits is strongly dependent on the scale of mining, it is not surprising that the Australian coal mining industry is experiencing particular difficulties in meeting these limits. Eight full scale overburden blasts have been modelled with respect to overpressure impact for a strip coal mine, involving both dragline (cast) blasting and pre-strip (non-cast) blasting. Overpressure levels in the range 100 to 125 dBL have been measured at distances varying from 2.4 to 5.7 km, and modelling has successfully estimated both the amplitude and shape of overpressure waveforms to within an average of 1.2 dBL. Typical errors of prediction are around 0.6 dBL. This accuracy of prediction has been achieved by considering the impact of only the face holes, and the accuracy of prediction of both shape and amplitude suggests that it is these holes which dominate the environmental overpressure impact at distances in the range two to six kilometres, for cast and pre-strip blasting operations. Modelling has been based upon the Elemental Overpressure Wavelet proposed by Richards and Moore (2002), incorporating actual hole coordinates, actual delay timing, and assumed delay scatter statistics. The incorporation of delay scatter statistics has been particularly significant, and allows the determination of the range over which the peak overpressure levels are expected to vary. To date, modelling has considered only the use of conventional pyrotechnic delays, though simple adjustment to the scatter definition would allow estimation of overpressure levels, and their variability, with electronic delays.

The amount of discarded dry batteries are presently found to be increasing globally and waste cathode active materials of the lithium ion battery industry are among them. Hydrometallurgical operations are being applied to recover the valuable metals from these waste batteries. To find an economic and environmentally friendly process, the bioleaching process was applied in the present investigation for recovery of valuable metals. Its principle is the microbial production of sulfuric acid and simultaneous leaching of metals. Bioleaching of spent lithium ion secondary batteries, containing LiCoO2, has been studied in this investigation. A new method for recovery of cobalt, potentially the basis of an economic and environmentally friendly process was examined. The present study has been carried out using chemolithotrophic and acidophilic bacteria Acidithiobacillus ferrooxidans, which utilises elemental sulfur and ferrous ion as the energy source to dissolve metals from spent batteries. Bio-dissolution of cobalt was found to be faster than lithium. The effect of initial Fe(II) concentration, initial pH and solid/liquid (w/v) ratio were studied in detail. Higher Fe(II) concentration showed a decrease in dissolution due to co-precipitation of Fe(III) with the metals in the residues. Similarly, at higher initial pH values and higher solid/liquid ratio (w/v) metal dissolution was found to be inhibited. The optimised conditions for bio-dissolution were solid/liquid (w/v) ratio û 10 g/L, initial Fe(II) concentration û 3 g/L, elemental sulfur û one per cent (w/v) and initial pH û 2.5. In the optimised conditions, cobalt dissolution was observed to be about 60 per cent, whereas that of lithium was ten per cent after 20 days. A first order kinetic model was derived to study the rate of dissolution of both the metals.

Palabora Mining Company operates an integrated open pit mine, concentrator, smelter and refinery complex located in the Northern Province of South Africa. The Palabora open pit went into production in 1966, mining 30 000 t/d to produce some 62 000 tpa of copper. With continuous modification and improvement, a mining rate of 82 000 t/d, producing up to 135 000 tpa of refined copper, has been achieved. While these improvements have also enabled the mine life to be nearly doubled, the open pit will reach the end of its economic life by 2003. The Palabora orebody is vertical and the reserve extends to a depth of 1800 m over an area of 700 m by 200 m. Studies to assess the economics of mining the orebody by underground means began in the mid-1980s. These studies indicated that block caving is the lowest cost underground mining method that would generate a suitable return. In March 1996, a decision was made to develop a 30 000 t/d block cave mine that will extend the life of the Palabora Mining Company by a further 20 years. In terms of the relatively high rock strength and the resultant coarse fragmentation that is expected at the drawpoint, the Palabora cave can be considered rather unique when compared to other block cave operations. This paper describes the project in broad terms and details the mining method, particularly with respect to the cavability of the orebody and the design features to deal with the coarse fragmentation. The project commenced in July 1996 and final development of the undercut and drawbells is scheduled for completion in November 2003. This paper describes the status of the project and planning as of April 2000.

The methods employed in dressing 'the tin ore up to the required percentage of purity depend mainly on the type of ore crushed.These may be briefly divided into two distinct classes-viz., q, free: milling ore and a complex milling ore. In the former the ore is practically free from the common metallic sulphides, such as pyrites, mispickel, blende, galena, etc., and 1!' clean concentrate of 70 per cent metallic tin can be directly obtained in one continuous act of concentration; in the latter, however, in order to get a good extraction, it is only advisable to primarily concentrate up to 30 to 40 per cent. tin oxide, the rest being the sulphides of the metals. This concentrate is then roasted, re-ground, and re-concentrated up to 70 per cent. metallic tin on a separate set of tables.In the complex milling ore the tin is intermixed very closely with the sulphides, so that it becomes necessary to collect all the mineral present in order to obtain clean tailings. Stamp mills are the most popular machines for the primary crushing in the district, but whether they are invariably the best for the purpose is rather an open question. No doubt for some of the very tough chloritic ores they are the most efficient, but for a brittle quartzose ore, such as the free milling proposition usually is, the writer thinks Oornish rolls would well hold their own, especially when the tin occurs coarse, as is so often the case with this class of ore. Water is a defining feature of the Pilbara. Its management was and remains vital for the pastoral industry which European settlers established when they first came to the Pilbara, and for the mining industry which now dominates economic activity in the Pilbara. Water availability in the Pilbara is, however, problematic. Severe droughts and major floods can occur at close intervals. In response to this uncertainty, the Department of Water undertook a Prefeasibility Study to determine, at a high level, the water requirements and opportunities in the Pilbara region. This paper reports on the outcomes of this study and the water integration opportunities in the region, identifying the sources of water supply and offers possible options for managing this water sustainably for the present and future demand. A range of supply opportunities is reviewed including: dewatering from mining operations, surface water, and desalination. All opportunities were subject to order of magnitude costing, including capital, whole of life and retail unit pricing with preferred options receiving further interrogation through triple bottom line (TBL) analysis to prioritise solutions. Options were also subject to intangible quantification (IQ) including benefits from the reduction of carbon emissions to ensure that the preferred option is based on factors other than just the least cost. Demand analysis was undertaken to identify current and future requirements and were assessed through review and integration of regional and sub regional master plans and consultation with mining, agriculture, industry and the community. The paper concludes that the viability of a Pilbara integrated water supply scheme depends on the development of a financial mechanism involving both government and industry participation models. The agreed scheme formed the basis of a submission to Infrastructure Australia for funding assistance.
