The State Electricity Commission of Victoria (SECV) has been con- tinuously involved in the extraction of brown coal from open cut mines in Victoria's Latrobe Valley for over 60 years, but have not completed a major mine. Detailed consideration for rehabilitation at this stage has only been able to be given to overburden disposal areas. Increasing interest in rehabilitation in the 1980's led the SECV to review its existing policies and practices and to embark in 1985 on a public consultation process to establish an agreed and accepted policy. This was extended in 1986 to the consultation process for the rehabilitation planning for the Mor- well Open Cut External Overburden Dump. This paper covers the con- sultative process developed and the lessons learned by the participants.

Plenary SpeechI have given considerable thought about what I might say to such a group of professionals, given that I am not an extractive metallurgist. It was immediately apparent that I would quickly be out of my depth if I tried to present some technical aspect of extractive metallurgy. So, instead I thought it might be useful to review the subject from the minerals business management point of view in order to improve understanding for the extractive metallurgist who some times finds it difficult to comprehend directions being given by management.

Coal exports are forecast to grow strongly, so that coal is likely to remain very important to Australia for the foreseeable future. However there is no sign that prices or profitability will rise of their own accord. Therefore the intense squeeze on costs will continue for the foreseeable future. This will mean lower manning, more outsourcing and probably an increasing rate of company attrition. As well, the political pressure from the greenhouse debate is only going to intensify and the pressure on the Federal Government after Kyoto is likely to be irresistible.

Faced with low prices and weak demand in an oversupplied market, the Australian coal industry must seek to further reduce its costs. The paper examines minesite competitiveness of the open cut coal industry in Australia with some references to the coal operations of M.I.M. Holdings Limited. The make-up of F.O.R. mine costs is analysed in order to identify where efforts should be directed to maintain competitiveness. The scope for mine site improvements through changes to working practices, the application of new technology and cost management is examined.

The properties along Ida Avenue in Mosman stand 10 m above the road on an outcrop of Sydney sandstone. Access to the houses is generally via a long steep staircase. The owner of 22 Ida Avenue identified an opportunity to use the natural strength of the rock beneath his property to excavate an underground garage and to provide access to the basement of his property via a 10 m elevator shaft from the back of the garage. This paper will describe the design and construction of this unique and innovative urban development.

This paper describes the use of modelling and simulation techniques in the analysis of the heavy medium plant at the Lead/Zinc Concentrator of Mount Isa Mines Limited. The objective of the study is to determine how to increase heavy medium plant recovery at a higher than current rejection rate in order to achieve the desired throughput through the grinding and flotation sections of the concentrator. Three options were considered: 1. Install smaller aperture preparation on screen to enable the cyclones to be fed finer materials. Install smaller diameter cyclones. 3. Maintain low viscosity medium.

The key concepts relating to the calculation of recoverable reserves for selective mining in open pit gold operations are discussed. While the general concepts are relevant to a wide range of gold ore bodies, their application is specific to particular ore bodies.The important factors contributing to the recoverable reserves aregeology, mining method, dilution, ore loss, sampling methods and theultimate bench height used in production.The implications of current methods of computing recoverable reservesare reviewed and some alternative approaches to recoverable reservecomputation based on production experience are presented.

Day-to-day operating practices at existing operations need provide high quality data for decisions that will impact directly on the potential value of the available resource, in addition to meeting standards of quality expected of data used in feasibility studies that will be completed to obtain additional capital required to finance operational improvements. Drill hole location, down hole survey and assay data standards of accuracy and precision have received considerable attention in recent years. The authors propose that geological descriptions of both cored and non-cored drilling warrant at least equal attention, considering their fundamental role in establishing the framework used for geological modeling and resource estimation. The iron ore deposits of the Middleback Ranges have been a major source of iron ore for almost a century. High-grade hematite-dominant ore is currently mined by OneSteel from three open pit operations supplying ore to the companyÆs integrated steelworks at Whyalla. A review of OneSteelÆs future iron ore resources, commenced in 2002, highlighted the need for more flexible and comprehensive management of all forms of geological data used in resource evaluation. Driving this program was the information needs of feasibility studies of the Iron Magnet deposit, located beneath the existing Iron Duke and Iron Duchess mines. Prior to the beginning of 2003, resource evaluation drilling data collected by OneSteel was managed using an in-house system based on industry standard relational database software. The system was demonstrably effective in ensuring the fundamental integrity of basic drilling data, but lacked necessary capabilities for the acquisition and management of geological descriptions, geotechnical and geophysical data obtained by down-hole logging. OneSteelÆs existing system for the management and interpretation of geological descriptions was restricted to storage of a single three digit code for each lithological description interval. The original logs for a large number of older drill holes could not be located, having been either poorly archived or culled from the database in the belief that they did not contribute to the understanding of the resources currently being mined. The three digit codes represented a combination of lithological and stratigraphic descriptions, including many subtle variations in iron ore colour and texture believed to be associated with variations in geochemistry, but subsequently demonstrated to be either incorrect or inconsistently applied. This resulted in the establishment of a plethora of codes for a relatively small number of distinct lithologies. Improvements implemented by OneSteel geologists addressed these shortcomings by ensuring the new data management system: facilitated the objective description of lithological characteristics; distinguished between obsevations and interpretations (eg lithology versus stratigraphy); promoted consistency between descriptions provided by different geologists; and helped to ensure data integrity by developing an audit trail for alterations made to data subsequent to its acquisition. The data used to develop interpretations of mineralisation distribution and characteristics are fundamental to the effective utilisation of a mineral resource: any mineÆs most important asset. Resource related risk is widely recognised as the principal source of technical risks affecting resource development projects, whether they are new mines or expansions of existing operations. A key lesson from this work is that most commercial or æin-houseÆ developed geological data management systems are able to handle basic data validation tasks effectively. Geologists, however, need to ensure that the data management system is appropriately structured to help promote the acquisition of objective and consistent data for interpretation.

"Geometallurgical variables often cause problems to conventional geostatistical workflows. There are many variables; some are compositional and some are non-additive. They often show: complex multivariate relationships undersampling relative to conventional grade variables unequal sampling; that is, all variables are not available at all data locations.A variety of approaches have been developed over the years, but geostatisticians remain mostly focused on modelling rock types and a few grade variables with an abundance of data. The problems are reviewed and a chained workflow is presented where appropriate techniques are employed in sequence to permit reliable spatial prediction of geometallurgical variables. The spatial models may be used to assess the value of additional data, for prediction of process performance, for improved mine planning and other optimisation tasks. The chained workflow will include data transformations such as ratios and normal scores that make the variables amenable to geostatistical modelling. Data imputation techniques to account for missing values are considered with special consideration to spatial correlation with the available data. Decorrelation techniques such as the principal components, min/max autocorrelation factors and projection pursuit multivariate transformation are employed to manage massively multivariate modelling. Full distribution modelling must be considered to avoid biases in the prediction of non-additive variables. The post-processing of geometallurgical models must be streamlined for robustness and efficiency. The precise workflow varies according to the specific purpose of the study. Minerals are valuable resources and critical elements for a broad range of biological and technological applications, including technological developments to improve energy efficiency and the global movement to promote a low-carbon economy. However, in order to extract these critical metals, large amounts of waste and toxic chemicals are generated, as well as the use of high energy and large amounts of water consumption. Froth flotation is one of the most commonly used processes to separate and collect high-value minerals, but it still has some limitations, including low flotation efficiency performances using existing collectors and other reagents. Therefore, there is an urgent need to design and develop new metal-specific collectors to more efficiently separate and recover valuable minerals and to allow bulk water recovery from flocculated tailings. In this research, we propose to use our newly designed and synthesised novel collectors derived from a type of vitamin E (α-tocopherol), a relatively inexpensive and non-toxic natural molecule. As a potential collector-building block, α-tocopherol has a long hydrophobic carbon chain that facilitates the attachment to air bubbles during the froth flotation process. In addition, the phenol group of this molecule can be easily modified to incorporate various functional groups for targeting different types of minerals. Furthermore, α-tocopherol can be converted into a monomer for polymerisation by the reversible addition-fragmentation chain-transfer (RAFT) process, which can provide us with polymer based-collectors with high precision control of molecular weight and architecture. So far, small-scale qualitative experiments on α-tocopherol-based collectors have been performed with good results, which indicates the feasibility of these compounds as novel collectors for improved froth flotation processes.

"In some underground mines it has been observed that the primary focus during feasibility studies is to determine the best way to mine the defined orebody. Some studies have been conducted without sufficient consideration of the ventilation and cooling requirements or the risk from exposure to associated airborne pollutants caused by the mining operations.Following the hierarchy of control to manage risk, numerous problems of the ventilation systems in some underground mines could have been avoided if sufficient consideration was given to the ventilation requirements to manage heat, airborne pollutants and leakage during the feasibility study phase. If the constraints and hazards were well defined and understood at the time of the study, efforts could have been made to eliminate or substitute the hazards to decrease the risk. Some of these problems include but are not limited to: primary fan locations heat loads diesel exhaust ventilation design based on the production requirement fire/emergency response strategies.This paper highlights areas in the ventilation discipline that are sometimes overlooked during feasibility studies. It will also highlight the importance of the Ventilation Specialist during these studies. Experience and knowledge of best ventilation practices must be applied in feasibility studies.As a result of adequate consideration to all ventilation aspects in the feasibility study phase, risks will become lower in terms of health, safety, production loss and equipment downtime caused by heat.CITATION:Kok, J, 2014. At BHP Billiton Iron Ore operations, run of mine ore from the several Newman Joint Venture (NJV) mines is railed in 12 kt rakes to Port Hedland. Rakes are processed sequentially, with the lump and fines components from each rake sampled after crushing and screening. The grade of ore from the individual mines varies around consistently different means. Although a discrete sample is attributed to each rake, the sample contains some material from the following and/or the preceding rakes due to dilution by ore from the neighbouring rakes during the dumping, screening and crushing processes. Individual rake grades at the port are therefore biased according to the mine sources of adjacently processed rakes. Dilution does not affect the grade of the overall NJV product or the accuracy of port stockpile grades; however, it does limit the ability to use port rake grades to review the quality performance of individual mines and provide meaningful lump-fines algorithms and port to mine biases for individual mines, information that is useful when scheduling ore for mining. A non-linear regression model has been used to estimate the average dilution from the preceding and following rakes. It has been shown that the lump and fines samples for 12 kt rakes are each diluted within the Port process with about 8.3 per cent of the sample coming from the preceding rake and about 3.6 per cent from the following rake. This can bias the reported rake grade by up to one per cent iron. The results of this analysis have been incorporated into the daily grade scheduling system to provide more accurate individual mine grade data and consequently better decision making.

The reality is that in today's world almost half of nearly six billion people on the planet do not have access to commercial energy and the services it brings. Based on UN projections, in 30 years time there are likely to be nearly three billion more people in the world, over 90 per cent of them in countries which are already economically poor. The World Energy Council (WEC), through its 102 member countries, monitors trends and developments and projects future trends. WEC is a non-governmental international body representing all forms of energy and is committed to the sustainable use of energy for all mankind. This paper is based on WEC studies and papers presented at its many conferences and congresses worldwide. Primary energy demand growth is dominated by the developing countries over the next 30 years. The world energy mix is projected to change very little over the next 30 years. Fossil fuel supplies (ie coal, oil and gas) are likely to decline from 77 per cent to 73 per cent, nuclear energy may grow from five per cent to six per cent and renewable energy sources (eg hydro, solar, geothermal, wind, tidal and biomass) could increase from 18 per cent to 21 per cent. World energy consumption is expected to grow by over 50 per cent over the next 30 years. The paper reviews changes in energy demand in the world, particularly in the Asia/Pacific region. Environmental issues are covered, as are developments such as solar energy from space and the status of renewable energy forms. Agendas for action to achieve change are also reviewed.

This paper focuses on the impact of high pulp temperature on sphalerite flotation after the zinc regrind circuit in the Zinc Plant of Somincor, owned and operated by Lundin Mining Corporation. In the zinc circuit, the zinc rougher concentrate is reground with forged steel media before flotation with one stage of roughing and scavenging, and three stages of cleaning to obtain a zinc final concentrate (zinc grade >50 per cent). After regrinding, sphalerite flotation has been found to be seriously affected by high pulp temperature which may occur during the summer months. Mineral recoveries were found to be seriously reduced at pulp temperatures above 60¦C. At this high pulp temperature, neither elevated copper sulfate concentration nor a decreased pH alone appreciably increased Zn recovery. However, a combination of these two (eg a decrease in pH from 11.5 to 10.8, and an increase in copper sulfate dosage from 400 g/t to 800 g/t) was found to reduce Zn depression at high pulp temperature. At pulp temperatures below 45¦C, the negative influence of pulp temperature on mineral recoveries was minimal. A systematic series of flotation tests and solution/surface analyses were performed to reveal causes for poor sphalerite flotation at high pulp temperature after regrinding. The decrease in mineral recovery was shown to be associated with variations in the surface species on mineral particles in response to the increased pulp temperature. These variations in the surface species include collector desorption and superficial oxidation to form lead/zinc oxide/hydroxides on mineral particles. The influence of the type of regrinding media on sphalerite flotation at high pulp temperature was also addressed in this work.

Marvel Loch South Pit has had a number of stages of open and underground mining activities before acquisition by Sons of Gwalia. The historical pit had achieved a completed pit depth of 150 metres and the shaft and decline mine had reached approximately 220 metres in depth using open stope mining methods. The various mining methods reflect the various economics and industry practice at the time. The South Pit ore zones are medium grade (~2.5 g/t) but have a regular geometry and large tonnes per vertical metre. A number of studies have been completed up to a pre-feasibility stage looking at options to extend the pit depth and to lower the unit cost of gold production. The options considered were the re-optimisation of the pit to determine further cutbacks or the innovative use of an in-the-wall ramp. The in-the-wall ramp (tunnel) would permit the removal of the in pit ramp to expose additional ore that was within the footprint of the ramp design and to provide the opportunity to increase the final pit depth. Similar mining method has only been used at Three Mile (Coolgardie, WA) and Chalice Mine (Norseman, WA). The tunnel would serve as a gateway for further extension of the south mine and the central ore zone via underground mining methods. The ultimate depth of the South Pit has been extended to 310 metres below surface and significant additional ore has been recovered. This paper will give an insight into the various studies to optimise the Tunnel mining method, the determination of the various tunnel dimensions, and the phases of mining to arrive at the completed design.

THERE is available a considerable amount of literature concerning the practice, and, to a smaller extent, the theory of ventilation as it applies to coal mines. Publications considering the subject of ventilation of metal mines from a practical viewpoint are much less numerous, whilst the treatment of the theoretical aspect of the question (except in so far as is common to coal mining) appears to have been almost neglected. This may be due to one of two causes (a) That in many metal mines (especially those which have not attained a great depth), on account of the greater number of connections with the surface, as compared with coal mines, natural ventilation has sufficed.(b) That in metal mines where the foregoing is not the case the solution of the ventilation problem from theoretical considerations has been regarded as involving so many complications that any attempt at the determination of a set of concrete ventilation figures applying to and throughout the mine would be futile. Whilst it is freely admitted that the difficulties inherent in the application of theory to the ventilation of metal mines are numerous, it must also be admitted that few attempts have been made to overcome them. The ultimate aim, of course, would be the collection of sufficient data to enable the probable behaviour of the air-currents throughout the whole of the workings of any mine to be accurately predicted under any particular set of circumstances. Assessing the risks in a mining project is a key aspect of project evaluation. This is an exacting and demanding task because of the complexity due to the need to deal with uncertainty over long time periods. The way risks are assessed and managed is critical to the long-term success of the projects and the business. Discounted cash flow (DCF) analysis is commonly used for project and risk evaluation. A discount rate is selected that accounts for uncertainties in the cash flows. However, it is difficult to determine an appropriate discount rate due to the large number of factors that need to be considered and the complex relationships between risk sources. Using a proven framework, ævalue at riskÆ (VaR), this paper proposes to rigorously model and quantify ærisk at sourceÆ. The approach was first employed to assess financial market risks and is now widely used in the banking sector for risk assessment. In project evaluation, all risk sources are identified and estimated separately to ensure the overall project risk is quantified accurately. A bottom-up approach has been proposed. Estimates are first carried out for risk factors at the bottom of the project structure. The assessment is then applied at increasingly higher levels until the overall project risk is estimated. Value at risk is a versatile methodology and can be used in a local or integrated manner. The final value is objective and the calculation steps can be easily justified and followed. Four case studies have been included to illustrate how the proposed approach can assist management in decision-making.
