It is a great privilege to be invited to give this address at this centenary conference. A centenary is a time for recollection, for celebration and for looking ahead. The AusIMM has much to celebrate and many things to recall. I hope in this address to make some useful comments about Australia's future (and mindful of but not forgetting New Zealand), looking ahead for 25 years or so, and the mining industry's role in that future.

In July 1997 Macraes Mining Company Limited deferred a 9 Mtpa expansion of the Macraes Gold Project because of the uncertainty of the future gold price and its impact on equity markets.  Additionally delays in the resource consenting process led to further uncertainty.   It has subsequently announced that a study has been commissioned to recommend a staged approach to development of its New Zealand business. The best economic development path will be determined to maximise returns to shareholders.

Despite advances in technology, the Australian underground coal mining industry continues to have incidents involving spontaneous combustion. Managing these incidents relies heavily on understanding the state of the event as it develops and controls are applied. Gas analysis plays a major role in aiding this interpretation. This interpretation is based upon laboratory testing of coal samples under conditions very different to those found in an underground coal mine. This paper will explore the links between laboratory data and actual events. It will highlight the difficulties of using laboratory data. It will outline the relevance of laboratory data and how it can be usefully applied to manage spontaneous combustion events as well as in establishing relevant trigger action response plans to facilitate early detection and control of such events. The paper will identify some of the factors that need to be applied when adapting laboratory data to apply to the underground coal mine. It will outline the need for comprehensive knowledge of the local conditions and gas concentrations to be expected at all locations in an underground coal mine. Further, it will demonstrate the need for mine environment monitoring to go beyond simply measuring gas concentrations but also to include reliable atmospheric pressure, temperature and air velocity monitoring.CITATION:Cliff, D, 2013. On account of the increased work required from the assay office, owing to the large additions which have been made to the smelting and superphosphate plants during the last few years, it was found necessary to build a more extensive and up-to-date assay office than the one that had been in use since the starting of the works some twenty years back.A site was chosen adjacent to the main office, so as to be free from smoke and dust.. The building is constructed of red brick, the over-all dimensions being 109 ft. x 37 ft. The roof is of fibrous-cement slates, 31 ft. high, with a two-to-one rise, and overlaps the walls to the extent of 4 ft. 6 in. on all sides.Special care was taken to give light to all working benches, fume cupboards, and balance rooms. The main chemical room occupies the entire western end of the building, and the fire room the entire eastem end. Between these two rooms are the superphosphate, refinery, and gold-parting rooms on one side of the central passage, and three balance rooms, general office, and cloak room on the other side. The height of the roof affords ample space above these central rooms for storage purposes, and also maintains a fairly even temperature. The ceiling of the main chemical and fire rooms is carried immediately under the slates, which gives a total height in the centre of about 25 ft.

The Mt Whaleback orebody is in a complex geological regime. A good understanding of geological structure is essential during the design and implementation stages. The amount of information on the rock-mass condition available at the design stage is considerably limited. It is essential to validate the rock-mass properties used in the design during implementation. It is important to achieve integrity of the final pit wall during development and to maintain the integrity until the end of its designed life for safe and economical extraction of ore. The original geological model is updated by way of on-going detailed geological face mapping. Original design is reassessed and is modified based on any significant variations to the previously evaluated geotechnical conditions. Information gathered during design implementation provide tools for effective management of the pit walls. Controlled blasting techniques are employed in the final limits blasting. Presplit blasting is used in most limits blasts. Presplit helps to maintain the integrity of the wall by venting excessive gases from the limits blast. This helps to reduce bedding dilation by gas penetration. Also, it helps to define the design batter for the operators for final batter trimming. Pyritic shale needs special attention during blasting due to its reacting nature. Cablebolting is applied in selective areas to secure small-scale potential instabilities. During the development phase, pit wall monitoring instruments are installed. These instruments are used to monitor the performance of the wall during and after excavation of the slope.

HORWOOD wrote: In view of the difficulty of obtaining accurate results when using plumb lines in shafts, owing to the effect of currents of air, the writer, over M years ago, devised a method of transferring oearings from the surface to, the underground workings independently of plumb lines.An attachment was procured for the theodolite consisting of a 45° prism enabling a view of a fine line stretched across the shaft at the surface to be observed from the bottom of the shaft. The instrument was set up in such a position that.a view of the portion of the surface line could be obtained as close as possible to the shaft timbers.By candle light signals an assistant at the surface moved his line so that the portion close to the side or end of the shaft coincided with the cross wires of the theodolite. The theodolite was then swung to enable the crosswires to traverse the surface line. It was a simple matter to transfer the bearing of the surface line to points in the drive extending from the shaft. Similarly the relation of the bearing of the surface line to the shaft, with which a connection was intended, was easily obtained.The success of this method was demonstrated at Broken Hill in making connections many hundreds of feet from the shafts from which these were driven.

The mining industry was one of the first industry groups to be confronted by and to respond to public and government pressure to improve its environmental management. Companies operating in New Zealand and the parts of Australia with firmer environmental and planning controls responded quickly with environmental staff appointments to their development and operating arms. Even in less demanding jurisdictions in Western Australia and Papua New Guinea environmental staff were added to the payrolls. The issues then and now were seen as pollution related with land and water housekeeping leading to progressive or eventual site rehabilitation. Increasingly, however, environmental issues are being recognised as being more complex. They are about equity and social justice. Pollution of water, air or land is seen by the public as a question of personal and public rights, more or less wherever the pollution takes place, on public or private land. Environmental issues in mining have become caught up in the global perspective and a more holistic approach to environmental management. Environmental issues touch every comer of the community and action is being demanded. Nowhere is this better illustrated than on Bougainville Island where increasingly militant demands by land- owners for redress for environmental degradation from the Panguna Mine, on close examination, revealed many years of disenchant- ment with the government and the mining company over a wide range of social, cultural and environmental issues. Failure to address this satisfactorily eventually led to a bloody rebellion and finally an act of secession.

In Australia 'there are hidden deposits of gold, copper, tin, lead and zinc which can be found by drilling at reasonable expense in view of the imp9rtance of the objectives. Exploration of the prospects in mind would mean about a million feet of drilling. The purpose of this paper is to outline, in a technical way, some of the geological thinking that has been given to this matter. To do this, it is necessary to unify the wider ranging thoughts into some sort of coherent perspective and also into some sort of logical sequence. This will be done by treating first the geological subject material which is in fact, at the foundation of the exploratory scheme. With this base, the argument will be continued through a sequence of prospect thinking and brought to a conclusion in regard to the practical employment of geology in the drilling planning. In this knitting together of ideas, the discussion will be given substance by welding into the argument the reasoning that has been applied to the Cobar prospect. The New Occidental Gold-Mines are operating three mines at Cobar, and the writer is indebted to the Company for allowing the reference to be made. Water retention, water loss and delay in tailings storage rehabilitation are major challenges for many Coal Mines. Work by Stewart, Backer and Busch in the early 1980s suggested that there were improvements to be made in tailings dewatering and density by the addition of flocculant. This prompted ACARP, in cooperation with Bulga Coal Management (Xstrata), to initiate a research project investigating the impact of flocculant addition on tailings deposition density, water retention and the tendency for tailings to form surface crusts suitable for subsequent rehabilitation. A polyacrylamide-based flocculant (200 - 250 g/tds) was injected into the tailings line immediately prior to disposal into the impoundment area. The flocculated slurry rapidly released clear water and created a beach due to the immediate increase in deposition density. The deposition density increased from 35 per cent w/w to 61 per cent w/w solids within 24 hours and continued to increase to 75 per cent, seven days after treatment. The water capture at the tailings storage facility improved by more than 90 per cent; water which would otherwise be lost from the circuit through retention and evaporation. The impoundment capacity had nearly tripled due to the improvement in initial deposition density from 420 kg/m3 up to 1163 kg/m3. Four weeks after disposal surface crusts were forming on the storage facility, suggesting that there would be less delay between cessation and tailings storage rehabilitation.

Cerro Matoso (CMSA) in Colombia produces ferro-nickel from lateritic ore containing approximately three per cent nickel, using a Rotary Kiln - Electric Furnace (RKEF) process, in which the calcining of the mineral within the kiln is second in importance only to the smelting of the mineral in the Electrical Furnace. This article discusses the installation and operation of an expert system to control the kiln of CMSA. In the CMSA process, the run-of-mine ore is crushed, homogenised, dried and mixed with a small percentage of coal, before being heated up to 900¦C in a rotary kiln in the presence of natural gas mixed with air in a controlled proportion (air/gas constant ratio). The final objectives of the process are the following: ò To reduce to a minimum the iron and nickel oxides in order to convert these into metallic ions; this is a reduction process to facilitate largely the smelting in the electric furnace. Since the reduction is made with natural gas, it is much more economical than the subsequent complete reduction in the electric furnace, since electrical energy is much more expensive by unit of processed mineral. ò To heat the mineral as much as possible to facilitate the subsequent smelting. ò To eliminate totally the moisture content of the ore. An expert system with fuzzy logic was commissioned in 1994 for the control of the kiln and it has operated with good results ever since.

As an environmental "pollutant", noise is different. For one thing, it is localised (as opposed to transfrontier) and, for another, relatively low levels can trigger very strong human reaction. The reactions, which are annoyance-based, range from mild to violent and do not always correlate well with the levels experienced. This paper draws on technical aspects of noise to consider control and control principles and balances them with the subjective nature of the perceptions and reactions. It is critical to bear in mind that health effects resulting from noise are secondary to the primary human reaction. It is also important to appreciate that annoying noise levels are usually well below those which cause hearing loss. Large mines tend to be remote from cities and towns and the country surrounding such mine sites is often inhospitable. In general, residences near large mines are committed for use by mine personnel and annoyance from mining noise would be rare. Noise problems at long term operations are often a result of secondary activity or land use. As a pioneer mining community develops, secondary and service industries may be established and a township created. With changes in way of life, the perception of problems also changes. Therefore, it is never too early to plan for noise abatement, particularly because noise is only one of a number of environmental and community concerns. Ihny environmental problems are associat- ed with development or expansion of smaller open cut facilities such as hardrock quarries. There is an ever-present need to reduce product cost by mining or quarrying deposits close to the end user and many local authorities have to operate quarries for undertaking their civil engineering responsibilities.

This is a question that will be asked many times and by many individuals during the various evaluation stages of any new project. However, the question itself will often have different connotations to the different groups invariably involved in such an exercise. As examples, consider just three of the several different groups involved in the development of a new mining project - Financiers, Consulting Engineers and the Sponsors of the project (potential borrowers). To the Financiers, a 'bankable project' will be one against which they will be prepared to lend funds (but not necessarily all of the funds requested by the Sponsors). This usually means that in the first instance the technical information presented to the bank has satisfactorily covered all of the requisite areas to the levels of accuracy required. More importantly, the financial evaluation of the projected economic performance of the mine, as a whole, is considered sound and a set of arrangements under which the bank is prepared to advance loan funds have been structured which fully satisfy the bank's credit criteria. To Consulting Engineers preparing a feasibility study (or a part thereof), on behalf of the project Sponsors, the term 'bankable' invariably only refers to the technical completeness and the level of detail contained in the report which they are preparing. Their scope of work will not necessarily have been broad enough to fully satisfy a bank's requirements. It is unusual to see any specific references to overall project viability or profitability in Consulting Engineers' feasibility reports, other than those which are automatically associated with the use of the term 'ore'.

The Renison Bell Tin Mine on the West Coast of Tasmania has recently installed a new underground ore handling system incorporating underground crushing, conveying and hoisting facilities. Contracts for the sinking of the shaft and the development of the mine were let and managed by the operator, Renison Limited. Hardcastle & Richards was responsible for the design, procurement and construction management of the fixed plant and equipment including civil, structural, mechanical, electrical and instrumentation services. The system demonstrates worldÆs best practice in design and incorporates a state-of-the-art integrated control system allowing the entire system to be controlled by a single operator located in the underground crusher chamber. A rapid construction period was achieved, despite the difficult and constrained underground environment, without affecting the ongoing operations of the mine. The mine, which was established in the mid-1960s, had previously operated by trucking ore to the surface via a decline. Truck haulage distances and costs had increased as the mine became deeper over the years. By the 1990s it had become apparent that, in order to remain economically viable, it was necessary to reduce truck haulage distances and allow the mine to go still deeper to access orebodies such as Rendeep beneath the current workings. The Internal Shaft System achieved this by eliminating approximately 5 km of truck haulage. It allows the production rate to be increased to up to 1 Mtpa compared with a limit of 628 kt per annum by direct truck haulage to surface. The access it provides to the Rendeep ore and other deep orebodies greatly increases the amount of ore which can be economically mined.

The Argyle diamond mine is located in the East Kimberley area of Western Australia, some 100 km south of the town of Kununurra. The diamondiferous Argyle olivine-lamproite diatreme was discovered in August 1979. Production began in December 1985 at a planned throughput of 3 Mtpa to recover 25 million carats of diamonds. Presently, Argyle is the world's largest producer of natural diamonds and produced over 40 million carats in 1993 from seven million tonnes of lamproite ore treated. Two phases of evaluation have been carried out. The first in 1981-82 was designed to prove around 60 million tonnes of ore to justify the establishment of a mine with a minimum life of 20 years. The second phase, in 1989-90 involved drilling the orebody to greater depths to provide data on which to plan the final pit design. The final pit contained 120 million tonnes of ore at 5.3 carats per tonne (ct/t) grade. Mining of the planned pit will extend the mine life to around the year 2004, following which it is possible that a further cut-back could be mined. There is also the potential for future underground mining. A substantial amount of geotechnical work has been undertaken due to the fact that the pit will be nearly 500 m deep and is located in a mobile zone causing abnormally high residual stresses to occur in the pit walls. The occurrence of low strength rocks at depth in the pit walls further complicated the situation. Hydrogeological investigations were done to determine pit dewatering requirements and to assess the effect of dewatering on pit wall stability.

An important task therefore, is to create future attractive mining workplaces that engage and motivate young people to work within the industry. Our intention with this article is to illustrate a possible way forward for the mining industry to form such workplaces. We discuss different aspects of an attractive workplace and summarise our findings in a specification of basic demands dealing with safety, physical and psycho-social work environments and social responsibilities.

The Readymix Group have a Quarry Improvement Program - 'Building in Quality (BIQ) which has many parallels to the ICI Explosives' total quality management - 'Quality Improvement Program' (QIP). Both companies have for some time recognised that the 'do it right first time' principle means less wasted effort and materials, that efficiency breeds profitability and so actively promote the quality culture. To install the principles and generate the culture requires considerable commitment and effort from the top down and invariably spreads to the suppliers and sub-contractors. Understanding the component processes involved with the quarry operation, analysis of those processes and gaining a breakdown of the cost of non conformance then allows the astute quarry operator to make the necessary changes to improve the process to realise profits. This paper outlines the steps in such a process and the profitable outcomes of the commitment to continuous improvement at the Nickol Bay Quarry.

The Centre for Mining Technology and Equipment was established in 1991 to develop innovative technologies for the mining and processing industries, to introduce these technologies to the industry, and where appropriate, to co-operate with equipment manufacturers to transform these technologies into equipment products. It is an unincorporated joint venture between the University of Queensland, CSIRO and the Australian Minerals Industries Research Association. Base funding for the CMTE is provided by the Federal Government as a Co-operative Research Centre.

As world demand for various minerals increases the mining industry in its endeavour to satisfy this demand will, eventually,look to the extraction of orebodies which previously may have been uneconomical to mine. These orebodies may be of two types. Firstly, new low grade orebodies and secondly, remnant sections of previously mined orebodies. Some of the factors relative to remnant mining operations are discussed and the potent- ial of remnant mining in providing an important contribution to future world metal production is considered.

The valuation of resources companies is open to a huge amount of subjectivity. Not only are valuations subject to fast changing assumptions, such as commodity prices, exchange rates, ore grades, etc., but there is also no common agreement on the methodology to be used. To borrow from Malcolm Fraser, life wasn't meant to be easy for the resource company valuer. I will demonstrate three recent examples of valuations carried out but where the market or actual transactions done show very different results.
