This paper describes the new legislative regime that will apply to the regulation of the minerals industry in New Zealand.The reform of New Zealands minerals legislation was initiated in January 1988 when the Minister for the Environment, Rt Hon Geoffrey Palmer, announced the Governments intention to review all the major laws governing New Zealands resources. The Resource Management Bill is scheduled for to the House in December 1989 and its date of enactment is scheduled for June 1990.With some matters still to be determined (at the time of writing), this paper cannot be a definitive review and description of the new legislation, it is instead an attempt to outline the major features of the Bill, to date, that are seen as important to the mining industry.

The word "mine" means different things to different people. To a professional in the mining industry, it may mean trucks and shovels, overburden dumps, headframes, mill buildings, and the other conventional nuts and bolts that constitute an operating mine. To an environmental- ist it may mean bulldozed trees and tailings dams. To a mining engineer who has spent a significant proportion of his career in mine and prospect evaluation, it can mean a hole in the ground with a liar at the top. The liar in this case is frequently not so through design but through ignorance. The purpose of this paper is to contribute in a small way to en- lightening that ignorance. In doing so, it will foster more effective deployment of the pool of risk capital available to the industry.

The Mine to Mill concept, as it has become known, is a philosophy which is being increasingly embraced by mining companies committed to increasing their profitability through better integration and global optimisation of their mining and processing operations. Autogenous (AG) and semi-autogenous (SAG) mills are the principal primary grinding devices currently in use, their performance is particularly sensitive to feed size distribution. Most efforts to-date have centred on modifying and controlling the run-of-mine (ROM) size distribution to maximise grinding mill throughput. The complexity of the interaction between ROM size distribution, primary crusher product and AG/SAG mill performance precludes the trial-and-error approach as an effective means of determining the optimum blast-induced fragmentation size distribution. To overcome this limitation, the Julius Kruttschnitt Mineral Research Centre (JKMRC) has developed modelling and simulation techniques that are able to accurately reproduce both the fragmentation processes during blasting and the subsequent performance of the comminution circuit. These models are tailored to suit local ore types, rock structure and comminution circuit design and calibrated using high quality field data. MIM Holdings Limited (MIM) have been particularly active in the Mine to Mill area and have instituted optimisation programs at three of their associated base metal operations viz Alumbrera, Ernest Henry and the Mount Isa Mines. This paper describes these programs with particular reference to the data acquisition and modelling phases, the predictions of potential productivity gains and the extent of the realisation of these gains to-date.

The use of operational research in mining is illustrated by simple examples of the techniques of simulation, linear programming, theory of sampling, and experimental design.Statistical simulation of the delays in answering telephones was used to compare the efficiency of alarm systems in collieries, and to determine stock control policy for a bin in mucking, filling, and tramming operations. Linear programming was used to help minimize transportation costs between collieries and washeries. The theory of sampling was applied to separate and balance the components of error introduced at the' various stages in the collection and reduction of routine samples of coal, and to the assessment of errors of estimates of grade in orebodies from drill samples. 'l'he principles of experimentaldesign were used to compare wear of different conveyor beltings and costs of battery and diesel locomotives in underground transport.INTRODUCTIONIn operational research some of the procedural techniques and professional attitudes of mind found among scientists and, in particular, mathematicians and statisticians, are applied to operational problems in industry ranging from policy making in the broadest sense to the humblest sampling procedures. These apply in mining equally with other industries.Anyone who reviews a procedure critically and in a systematic way may legitimately claim to be doing operational research. Titanium tetrachloride may be reduced to trichloride with hydrogen on a hot tungsten filament and other hot: surfaces. The effect of temperature, time and size of t.he filament on the rate of reaction has been studied. A laboratory unit for preparing a few pounds of trichloride at a time is described. The yield of trichloride is 2·2 - 2·4 gm/sq. cm. of hot surface/hour at 1,000°C. and the energy requirement 3'5-4 kWh/pound of trichloride produced.'INTRODUCTIONThe lower chlorides of titanium (titanium tri- and dichlorides) are amenable to electrolysis, being electrovalent in nature. In order to maintain an accurate survey underground, it is first necessary to connect all shafts used for the transferring of the survey to the levels below by a precise surface survey.This has been achieved at Mount Isa by a careful triangulation survey with stations adjacent to those shafts most suitably located for transferring the survey below.The precedure used is described herein.The Weisbach triangle commonly used is obtained by reading to swingirig wires, the theodolite being placed in line with them as nearly as is possible. The surveyor at the surface places the wires in the shaft as far apart as the size of the shaft will permit, with sufficient space between the wires and walls to ensure their swinging freely. The far wire is fixed in position, while the near one is movable by means of fine adjusting screws to facilitate its being brought into line with the fixed wire and the theodolite. When this is done the surveyor at the lower level is advised by pre-arranged signals and the survey can then commence.The surface portion of the survey is simple; all that is necessary being to read the angle from the backsight to the wires, measure their distance from the theodolite, and keep a check on them throughout the survey to make sure that no movement takes place.The lower portion of the survey is more difficult, the surveyor first qf all having to place his theodolite as nearly as possible in line with the wires.

Technological advancements in mineral processing have increased the feasibility of refining low-grade ores. Because of this progression and continual depletion of high-grade ore deposits, much larger volumes of waste material are produced. At the same time, increasing environmental legislation and cost competitiveness dictate that these wastes be disposed of in a manner that is both environmentally acceptable and economically viable. To achieve these criteria, many mineral processing industries are dewatering waste streams in order to reduce the volume of tailings and increase water and reagent recovery. The subsequent dry disposal of these highly concentrated mineral tailings requires a thorough understanding of the effects of dewatering on the flow characteristics. Dry disposal represents a paradigm shift in engineering. The tailings are engineered to suit the disposal requirements, as opposed to engineering a facility to accommodate the tailings. It is therefore important to understand how the material properties and operational parameters can be modified to produce the desired tailings flow and deposition characteristics. As concentrated suspensions usually exhibit non-Newtonian behaviour, determination of the disposal plant operating conditions requires a thorough understanding of the rheological characteristics of the material. The implementation and optimisation of dry disposal methods involves three concurrent and interdependent rheological studies to determine:the concentration required to achieve the optimum spreading and drying characteristics of the tailings once deposited; the optimum conditions for pipeline transport; and the feasibility of dewatering the slurry to the required concentration. The paper presents an overview of the issues pertinent to management of the flow properties and processing of dewatered waste streams.

The 500 orebody in the upper levels of Mt Isa Mines in north-west Queensland was mined by sublevel caving and block caving from 1962 to 1969. The hot and reactive rock mass of this orebody provided significant mining challenges including ground temperatures above those resulting from the geothermal gradient. Recently Xstrata Copper has been studying the potential to mine this orebody by modern caving techniques. Part of the study process has included re-accessing the ore zones for diamond drilling and trial development. A cross-cut trial drive, the first primary development into the orebody in more than 30 years, encountered a temperature increase in development holes from low sixties to almost 80¦C in less than 10 m advance. The issues associated with managing this risk include sourcing suitable quantities of reactive ground explosives for a single small heading and the temperature limitations of the explosives and detonators. Risk management outcomes included controls to mitigate the safety and reliability risks relating to misfires. The control that dealt directly with the challenge of continuing development in elevated temperature ground was to cool the holes before and during charging. The most effective and practical cooling medium proved to be water. Rapid rock temperature recharge time meant cooling had to continue as close to firing as possible. Reticulation systems were constructed to allow cooling to take place up until withdrawal for firing. No misfires occurred with the cooling system and additional controls in place. This proved that developing safely and effectively in the elevated ground temperatures of the 500 orebody is practicable.

From 1980 to February 1991 the Rosebery concentrator purchased ore from Aberfoyle's Que River Mine. Following the termination of the contract the concentrator reverted to treating Rosebery ore alone. Since that time it has become apparent that the circuit configuration employed was no longer optimum for zinc metallurgy. The circuit was designed to treat a difficult, slow floating sphalerite; however, the opposite was now found to be true. The sphalerite is fast floating and the circuit was cumbersome. During 1992 extensive circuit changes led to the provision of a simple open circuit flow sheet. The circuit is now easier for operators to understand and lends itself to improvements in process control. Middlings streams have been minimised, which produces a far more stable circuit. Significantly, it must be noted that the key to achieving potential results must lie in reducing variations within the process. A significant ore characterisation program has been undertaken, providing an insight into the metallurgical compatability of the ore to be mined. Using the information collected in this program, metallurgical recoveries and grades can now be predicted with a geater accuracy. Ore characterisation data suggests that an improvement from a 54 per cent zinc concentrate to a 57 per cent zinc concentrate should be achievable. By understanding the size-by-size mineral assemblage, a strategy for concentrate grade improvement has been developed. The requirements of the customer must in all cases determine the quality of the product. Pasminco is a fully-integrated zinc producer and as such significant gains can result by tailoring the concentrates to suit the Smelters.

Soft sensors offer several practical advantages for the process control of comminution circuits by combining multiple conventional sensors and other data sources with real-time analysis using mechanistic, phenomenological or machine learning models. While there has been a growth in the use of machine learning techniques for developing soft sensors in minerals processing applications, this paper describes advantages and challenges of using soft sensor models developed on the basis of process knowledge. Recent experience with three new soft sensor technologies developed by the authors are discussed. The Mill Filling Inference Tool which has been implemented at several mine sites, compares SAG mill load cell and power draw measurements with outputs of a semi-mechanistic power model to estimate the mill ball and total filling in real time. The progressive wear of the mill liners is modelled, allowing the model to correct the load mass due to the mass loss automatically and to estimate the charge trajectory. This information enables the mill to be operated more confidently near its limits. A coarse-ore stockpile soft sensor as been recently developed using a 3D cellular automata-based model to track ore size throughout the pile, and estimating the live capacity and size at each stockpile feeder to the primary mills. Finally, a hydrocyclone soft sensor is being developed to monitor performance using available hydrocyclone models to estimate the size and flow balance around the cyclone in real time. The model-based soft-sensor approach aims to synthesise and analyse existing data and provide operators and engineers with process- and model-relevant information that can facilitate making better process decisions. Maintenance data has proven useful for model development as it allows soft sensors to automatically adjust and compensate for the effect of progressive wear, for example for mill liners, thus helping the models to maintain calibration throughout the equipment life.

Creative mine-designs are constantly being applied in the deep platinum mining industry in South Africa. Recently, this has resulted in deep hot mine-designs including room and pillar, bord and pillar or stall and pillar layouts and the use of in-stope trackless mechanisation. In these mines, the ventilation systems use refrigerated air and high fan pressures and as a result ventilation leakage can have a huge impact. Leakage is a serious impediment to cost-effective operation and potential leakage in future projects is a major factor in judging project viability. This paper describes certain mine layouts and quantifies the extent of the leakage. Based on typical field data, a range of seals from ævery poorÆ to ævery goodÆ was defined and used to estimate overall leakage. Within these mine networks the ventilation pressure, temperature and density all vary significantly and with the multiplicity of leakage paths it was necessary to make use of the VUMA-network simulation package. For the examples examined, the leakage was found to be up to 85 per cent for æpoorÆ category seals and up to 50 per cent for ægoodÆ category seals. The total air flow (and refrigeration) requirements grow exponentially with strike distance due to the compounding effects of higher pressure and more leakage paths. It is shown that beyond certain depths and strike distances the leakage will become so great that it will be impossible to operate cost-effectively û even with ægoodÆ seals. Indeed, in these examples the projects were not considered viable in their original format because of the high ventilation-cooling costs and the mine-designs were modified to include footwall drive systems û the cost of which was justified by the reduced strategic risk to operating ineffectiveness due to leakage.

The idea behind Grade Engineering is to exploit the natural heterogeneity of an orebody (spatial, temporal) in order to divert low-value waste out of the mining value chain. Essentially, this involves rejecting material at relatively coarse particle sizes (10 mm to 200 mm). However, lack of knowledge about the inherent particle grade distributions in these coarse particle size ranges limits the opportunities for optimisation. Particle grade distributions are essential for quantifying and modelling gangue liberation and yield curves. These curves can then be used to predict the mass and value flows that will go towards the accept and the reject streams. Particle grade distribution information for particles coarser than 10 mm can be collected based on chemical assays of sufficient number of individual particles. However, for smaller particles (1 mm to 9 mm), a significantly larger number of particles is required for assays. Moreover, in some cases, the mass of individual particles is smaller than the minimum mass required for chemical assaying. Also, other quantification techniques such as automated mineralogy, eg Mineral Liberation Analysis (MLA), require extended measurement times to analyse statistically representative numbers of particles at these size ranges. This work investigates the use of 3D X-ray microtomography to fill this quantification gap at these size ranges (1 mm to 9 mm). In-house image processing algorithms are used to estimate the mineral/metal content in each particle. Particle grade distributions, as well as density distributions, are thus produced without a minimum mass requirement and with each scan providing information about tens to hundreds of particles at a time. Mineralogical data from MLA analysis, of finer size ranges, is used to inform X-ray microtomography, so a simpler 3D mineral map can be obtained using the image intensity. Chemical assay information of the scanned samples is used to validate and correct the mineral phase segmentation.

One of the key challenges for the mining industry globally is the rehabilitation of mine waste, and Queensland is no exception. Out of pit waste structures including waste rock dumps and tailings storage facilities, create novel landforms which require ongoing maintenance and pose risks to the environment and sometimes to communities. Where multiple mines co-exist, such as parts of Queensland’s Bowen Basin, individual mines can often be constrained by adjoining operations. This presents opportunities for broader rehabilitation strategies to be considered, more than the current single mine focus, that may provide better environmental outcomes for a region. Given recent global disasters involving tailings storage facilities, and our team’s endeavours to drive Queensland to achieve leading practice in mined land rehabilitation, we are exploring the potential to maximise in-pit tailings disposal opportunities for coalmines through shared waste management strategies. A shared waste management strategy is where two (or more) mines, owned by different companies and operated under different environmental permits, transport tailings from one mine to the other in close proximity, for disposal in a disused pit. This would reduce the number of waste structures to be built, operated, rehabilitated, and managed in perpetuity. Our objectives are to identify and remove barriers to tailings transfers between sites to:  minimise environmental risk  minimise long-term liability of managing mining waste and associated structures  support improved outcomes for the local community. To determine the scale of coal waste disposal practices in Queensland, internal data and publicly available imagery was analysed by the Department of Environment and Science in 2022. Approximately 6500 ha of land in Queensland is utilised for coalmine tailings storage facilities or codisposal areas, with ≈ 3700 ha of this being out of pit.

Historical investigations of mineral flotation have highlighted the many factors which affect flotation. Some of these are related to the mineral, its degree of liberation (however defined), solution chemistry and flotation reagents. The complexity of the interactions between these factors often leads to uncertainty over whether the final grade/recovery results obtained in either laboratory or pilot scale tests are in fact the maximum recovery at a specific grade. The reason for this is that there has not previously been a general technique for establishing the floatability of an ore. This study describes the further development of the 'tree' flotation technique for minerals other than coal, and in particular its application to iron ores. Oxides have been chosen as a system of intermediate complexity between the simple coal system and sulphide minerals to illustrate the principles and develop the concepts. The 'tree' flotation procedure consists of the progressive flotation to completion of successive froth products, followed by reflotation to remove entrained material. It therefore represents an 'equilibrium' approach to floatability rather than a kinetic approach. By ordering the various products and tails in order of increasing grade, a cumulative curve of grade and recovery can be constructed against which an isolated batch or plant result on the same ore can be compared. In this investigation, a Jaspilitic iron ore was tested at various grind sizes to determine the 'best' flotation grade-recovery that could be obtained with a given set of reagent conditions. The separation characteristics of a process are best measured on a system which contains particles which behave as 'middlings' with respect to the process in question. For this reason a natural ore was chosen in preference to model systems in order to relate more readily to plant situations.

Realising that current roadway development performance levels were unlikely to sustain new generation high-capacity (15 Mt/a) longwall mines then being planned, the Australian Coal Association Research Program (ACARP) established a Roadway Development Task Group (RDTG) in 2005 to develop a research strategy targeted at improving roadway development performance in Australian longwall mines. The initial phase of the project identified a number of factors that differentiated best practice mines from others, and proposed a multi-faceted research strategy encompassing both short- and long-term research initiatives, including:conducting regular benchmarking studies across the industry to identify factors contributing to improved performance and to monitor performance trends,conducting regular industry roadway development operatorsÆ workshops to facilitate the transfer of successful roadway development improvement initiatives throughout the industry and facilitate networking between development practitioners,development of alternative skin reinforcement and containment measures that would eliminate the use of steel mesh and enable face support systems to be fully automated,development of automated bolting and mesh handling systems that would enable operators to be removed from the immediate face area,development of a body of knowledge of industry roadway development practice,development of a web-based information management system to capture and transfer emerging developments in roadway development practice and technology,reviewing the Australian civil tunnelling and underground metalliferous mining sectors to identify practices and technologies that could potentially be utilised to improve roadway development performance, anddeveloping a new generation high-capacity mining system capable of +10 metres per operating hour for 20 or more hours per day (CM2010). The paper reports on the progress of the above initiatives and outlines strategies to continue the pursuit for improved roadway development performance.

One of the challenges facing the gold industry in the 21st century is the continuing need to identify new reserves of economically treatable ores. Discoveries of large, metallurgically simple orebodies are becoming increasingly rarer, forcing companies to investigate options for the processing of ores which may present recovery, economic and/or environmental issues, requiring innovative approaches to their treatment. Ores which contain naturally occurring carbonaceous material (æpreg-robbing oresÆ) are an example of one such ore type. NewmontÆs Jundee operation contains zones of carbonaceous ore within the oxidised orebody. A program consisting of detailed laboratory work and extensive plant trials has been undertaken to assess the options of the processing of this material. Laboratory tests demonstrated the advantage of carbon-in-leach (CIL) over direct cyanide leaching and carbon-in-pulp (CIP) for treatment of these ores. The laboratory program identified several factors which would enhance overall gold recoveries where preg-robbing ore was being processed, including: keeping preg-robbing ore separate from non-graphitic ore; maximising gravity recovery; and ensuring the plant operates in æpureÆ CIL mode, ie no leaching prior to first adsorption tank. Several plant trials were undertaken to assess the economic sustainability of treating moderate preg-robbing ores through a modified gravity/leach/adsorption circuit. Results indicated that where good operational control of the circuit was maintained to ensure high gravity recovery, minimal leaching prior to carbon contact, and maintenance of good, active carbon inventory, then acceptable and sustainable overall gold recoveries could be obtained. Using these relatively simple plant modifications potentially allows a plant to treat ores with preg-robbing index (PRI) values up to one. The gold treatment plant of Great Western Consolidated N.L. is at Bullfinch, Western Australia, 22 miles north of Southern Cross, which is 100 miles west of Kalgoorlie. A railway to Southern Cross connects the mine with the main Perth-Kalgoorlie line.The plant, which commenced operations on the 31st October, 1952, was, designed by Messrs. Alex: Stewart & Co. in consultation with the technical staff of Western Mining Corporation Ltd. to treat 1,000 long tons a day, made up of approximately equal parts of quarry oxidized ore and underground sulphide ore, by moderately coarse grinding (2-3 per cent plus 65 mesh Tyler) and straight cyanidation without straking. The design had to allow for future treatment of all sulphide ore at the rate of 40,000 tons per 28-day periodand to make provision for the possible later inclusion of preaeration treatment.The test work on .which design was based was done on representative development samples, the mine being divided into zones for this purpose, to check possible local variations from average treatment behaviour. Proposed mill feed mixtures were made up from time to time for complete ore dressing tests, which were conducted in the Western Mining Corporation laboratory at Kalgoorlie.The chief feature of the design was that the plant had to handle the extremes of very soft, poor settling and filtering oxidized ore and very hard, good settling and filtering sulphide ore. On one hand, crushers and mills had to be large enough to handle the sulphide ore and on the other, thickeners and filters had to be large enough to handle the oxidized ores.The design is marked by simplicity, the use of large units of equipment, and flexibility to cope with a variety of ores.

THE millng methods employed in the Mount Lyell Mining and Railway Company's mines are, perhaps, less known to the milling world than those of other important districts, due to the geographical remoteness and isolation of the Mount Lyell field,but they present many features which are unusual, and should be of interest to the mining engineer. Typical mining is carried out on an open-stope system, details of which are the result of local experience and evolution, and of which the outstanding feature is that the ground is so worked as to be largely self-supporting by virtue of domical form given to the stope roofs. It is locally termed "rill" stoping,' but differs widely from what is generally understood by that designation, chiefly in that the "rill" or slope is developed in every direction from a central focus, and not merely in directions followllig the strike of a lode or ore-body whose longitudinal dimensions are very much greater than its width. Such terms as "donie stoping" or "arched-back stoping" would be more appropriate and descriptive.The company's active operations' at the present time extend to the Mount Lyell and North Lyell mines, and, though the fundamental principles of stoping methods are the same in each, the dissimilarity of the ore-bodies, both in nature and mode ofoccurrence, necessitates considerable variation as to details to meet the respective conditions. The Mount Lyell pyritic body lends itself to the adoption of the .system in its simplest and almost ideal form, and a description of stoping in this mine willserve best to illustrate it, while later reference to details of practice in the North Lyell mine will indicate how it may be varied to meet more difficult circumstances.

The Mt Wright Underground Mine is located near the town of Ravenswood in North Queensland and is operated by Carpentaria Gold – a wholly owned subsidiary of Resolute Mining Limited. Following the evolution of the mine plan through a number of stages, the ‘sublevel shrinkage (SLS) with continuous fill’ mining method was implemented in 2010 to extract the Mt Wright orebody. The production front in this mining method is similar to a sublevel cave (SLC) operation; however, backfill is placed into the top of the production zone as opposed to requiring the overlying strata to cave.Continuous fill to replace the void created by extracting the ore was required to manage the potential risks associated with the proximity of infrastructure to the footwall, associated long-term stability and air blast potential due to the limited ‘cavability’ of the material within the cave zone. The available fill material was sourced from a disused waste dump from a previous open pit operation, which introduced further technical and economic risks associated with dilution from ‘no grade’ broken material. Procedures and processes to manage these risks have been incorporated into the operation of the mine.Despite encountering a number of challenges, the SLS method has been in use for approximately three years at Mt Wright and has proven to be viable economically, technically and operationally. Mineral processing plants have become large and complex, generally through progressive expansions. Addition of a pre-crushing stage to conventional Semi-Autogenous-Grinding (SAG) and ball mill - crushing (SABC) circuits has introduced a complex materials handling system coping with +200 mm particles. Application of High Pressure Grinding Rolls (HPGRs) and implementing hybrid comminution circuits (ie, HPGR-SAG mill) requires proactive control of the feed size distribution to each unit. Application of Vertical Tower Mills (VTMs) and other fine grinding equipment to achieve a finer grind size, while maintaining the throughput, requires splitting the feed evenly between parallel units. Many of the conventional comminution circuits (ie, staged crushing and screening followed by staged ball milling) must deal with the transition from open pit ore, which is generally altered and soft, to underground ore, which is intact and hard, requiring existing crushers to produce a finer product to unload the ball mills.This paper presents common process improvement opportunities which have been identified during a number plant process reviews conducted by the authors in Australian and international operations. The operation of comminution circuits to known and accepted standards, which is explained in this paper, could improve the performance of circuits by between 5 and 10 per cent, generally at no capital cost and often at a lower operating cost. The performance improvement can be realised as throughput increase, a finer product size, or reduced operating costs (ie, energy saving, low maintenance, less consumables).Process optimisation opportunities presented in this paper include: enhancing materials handling and storage to avoid segregation; standard operation of screens to reduce misplaced materials; proper feeding arrangement and control of crushers to increase their utilisation; preparing proper feed for SAG mills to reduce grind size; splitting the feed evenly between parallel equipment to improve utilisation, and controlling operation of classification units to improve energy utilisation.CITATION:Yahyaei, M and Powell, M S, 2018.
