Two examples of risk assessment and risk management in action are discussed. The first is in a management context in relation to Kingsgate Consolidated LtdÆs Chatree operation in Thailand. Kingsgate has conducted an over-riding risk management program to assess and manage risk across its complete business from the Sydney and Bangkok offices through to the Chatree Mine and the companyÆs exploration group. This example addresses how Kingsgate has applied risk management, particularly to the process operation, and the benefits that have been gained. The second is in an operational context in relation to Minara Resources LtdÆs Murrin Murrin operation in Western Australia. The subject is the methodology and outcomes of a risk assessment across the Murrin Murrin operation specifically to identify and assess risks with potential impacts from $1 M to $7 M. This section of the paper then shows how the outcomes of the risk assessment were integrated into MinaraÆs strategic plan to debottleneck the plant and increase nickel production.

The Goldfields extend from Norseman in the Eastern Goldfields to Marble Bar in the Pilbara; a distance of approximately 1,500 km. (Figure 1). Tailings dams are conspicuous on the relatively flat and featureless Goldfields' landscape. They impound wastes from mining and processing operations. Tailings dams interact dynamically with their environment and progressively consolidate as water is removed. Water recovery systems have been used over the last decade to improve water conservation, increase dam stability and to extend the service life of the dam. Without water recovery, dams would need to be significantly larger to permit the tailings to dry back sufficiently to support subsequent depositions. The paper reviews inter-relationships between the tailings dam and its environment and discusses water recovery systems, that are commonly used. The effectiveness of water management is illustrated by reference to seasonal water recoveries measured by Western Mining Corporation (W.M.C.) at their number 2 dam at Kambalda.

For many years it was realised that the methods used for unloading concentrates at Port Pirie were inefficient and labour intensive, therefore, when a decision was reached to standardise the east-west rail link from Sydney to Perth, the opportunity was taken to consider entirely new schemes for the handling of concentrates at Broken Hill and Port Pirie. After considerable testing and investigation, it was decided to install a completely new concentrates handling plant incorporating a tippler at Port Pirieòto replace the previous long established methods of unloading and dis- tributing concentrates to the operating plant.and the shipping berths. To achieve this, wagons of concentrates from the various mines are marshalled in a set order at Broken Hill and conveyed to Port Pirie in 56-wagon trains. On arrival at Port Pirie, the wagons are checked and moved to a position where they come under the control of the automatic wagon marshalling equipment.

A methodology for modelling dense medium cyclones is presented for cyclones operating under conditions which avoid particle interference or apex crowding. Particle interference and apex crowding are shown to result in less efficient separations and represent undesirable regimes of dense medium cyclone operation. In order to avoid apex crowding, suitable medium to ore ratios and apex diameters should be used. Cyclone density differentials should be kept below approximately 400kg.m 3 to limit loss of efficiency due to excessive particle recirculation within the cyclone. The relationship between size-by-size partition curves shows that the flow split and density of the medium within a cyclone can be related to two new parameters, the pivot partition number and pivot density. The parameters are common to each partition curve in any set of size-by-size data and are mathematically related to the familiar performance characteristics, ecart probable (Ep) and separation density. The resulting expression confirms that the Ep and separation density are directly related.

The highest grades of the Porgera gold deposit, Papua New Guinea, are contained in Zone 7 due to the presence of the Roamane fault, which acted as channelway of the gold-bearing fluids. Prior to the development and underground mining of this fault-controlled high-grade zone it was critical to provide grade estimates of relatively small mining units, and of the proportion of mining units above cutoff. To be applicable to Zone 7 of Porgera a grade estimation method should account for the following:1. the highly skewed and apparently lognormal distribution of the grades,2. the rapid drop off of the local mean grade and the variance as the distance to the Roamane fault increases,3. the presence of high grade pockets in the footwall, away from that fault, and4. the existence of variograms for the logs with sills parallel to the fault and without sills perpendicular to it.

The Utah International group of companies has a wide geographic spread of operations, including a significant interest inAustralia's largest coking coal operation in Queensland, steaming and coking coal mines in USA, a copper mine in Canada, a half interest in an iron ore operation in Brazil, a number of smaller operations, and a significant portfolio of undeveloped properties in South America, South Africa and South East Asia.The opportunity to acquire this group of companies presented an immediate problem to BHP in that it was regarded as too large for BHP to absorb by itself. In addition, there was a concern that such an acquisition would increase BHP's coking coal exposures to unacceptable levels. Despite these dilemmas, BHP was keen to acquire Utah.A plan was therefore developed and agreed to by General Electric (GE) (the then owner of Utah) which would give BHP nine months in which to put together a consortium to share in the ownership of the Queensland coal assets (plus coal assets owned by BHP), and to arrange a project financing for use by BHP and the consortium. BHP would own 100% of the rest of the assets.

Spatial modelling has been used to determine potential locations of granite-related nickel skarn mineralisation throughout eastern Australia. It is believed that during granite intrusion, fluid can leach nickel from nearby mafic lithologies and combine with sulfur to form nickel sulfides. Currently exploration for this style of deposit has been limited to the region around the Avebury Deposit in western Tasmania. As the lithologies near Avebury are not unique it is feasible that similar deposits could exist elsewhere in Australia. The weights of evidence spatial data modelling technique was used to evaluate the wealth of geological data available over eastern Australia and included known economic deposits as training data to weight the themes of the model. These weighted themes were combined to create a prospectivity map showing areas favourable for granite-related nickel deposits. Several regions were identified by the model to have good potential to host nickel mineralisation similar to the Avebury deposit. These include areas located throughout New South Wales, Victoria, Tasmania, the Tasman District of New Zealand and, in particular, the Rockhampton region of eastern Queensland. This paper addresses project commissioning, that is, activities that culminate in the transfer of a project from the construction phase to routine plant operation. These activities should be initiated early in the engineering and design phase to ensure that the plant design is operator friendly and that construction is scheduled such that pre-operational testing and hand over to the owner occurs in a timely and cost-effective manner. For the purposes of this paper, commissioning includes all activities related to pre-operational testing, no-load testing, water commissioning, and ore commissioning. That is, all activities from construction completion to practical completion of the prime contract. This process is facilitated in numerous ways dependent on the nature of the project prime contract and the size of the project. For small lump sum projects, the contractor's responsibility may include all phases of commissioning to practical completion, whereas, a managing contractor on a complex multi-contract project may only be required to bring the project to mechanical completion and hand over to the owner for ore commissioning. Estimation of operating costs in the nickel production industry requires a detailed analysis of material flows from mine to smelter to refinery. Despite the small number of nickel producers compared to other base metals, the existence of two very different ore types (sulphide and laterite) and a wide variety of mining and processing technologies make the identification of these flows of critical importance if an accurate global picture is to be obtained. Smelting and refining processes in nickel metallurgy have evolved with a high degree of adaptation to specific operating conditions in different locations. Overall costs are calculated by combining individual cost elements for each unit in production chains from mine to saleable metal product. The average cost of western world primary nickel production in 1995 was US$2.07/lb ($4560/tonne). Average operating costs remained virtually unchanged in the three years to 1995 after an 8.5 per cent fall in 1993, but a 3.9 per cent increase to $2.15/lb is expected for 1996. A major factor in this rise results from the lower prices of copper and cobalt this year, reducing the by-product credits available to major producers.

In this climate of increasing demand for commodities, it is becoming necessary to expand and optimise existing bulk material handling facilities in order to increase capacity to satisfy demand. Production capacity in these facilities is often adversely impacted during the expansion process. A successful and proven strategy to reduce this impact is to bring the additional capacity online in stages coinciding with routine maintenance or other short shutdowns. Compatibility of the automation systems with staged upgrades in capacity is the key to achieving a successful outcome. Since 1994, Hatch has been researching a generic, highly configurable product transport control system that can be reconfigured to cater for plant expansions or modifications without incurring significant risk to production capacity. In 2002, BHP Billiton Iron Ore (BHPB IO) recognised the need for such a generic Route Selection and Sequencing (RSS) system and engaged Hatch to build a generic RSS system as part of the $US351 million BHPB IO Products and Capacity Expansion (PACE) project. In 2004, Hatch successfully deployed such a generic configurable control system at BHPB IO Port Hedland Ore Handling Facility. This generic system is known as the Hatch Product Transport (HPT) System.

Management requires up-to-date information on the activities of an enterprise in order to maintain control and to assist in decision-making and planning. In today's environment it is essential that this information is immediately available and in an easily assimilated format. If this is not the case, management is forced to make decisions based on intuition and past experience. At Mt Newman Mining Co, a computer application has been developed and implemented with the objective of providing this type of information to management. The Key Parameter Reporting System (as the application is known) allows for daily (constant) on-line capture of selected production statistics, safety statistics and free format textual comments relating to topics such as industrial relations, major maintenance and other pertinent news. Information can be retrieved,'and displayed or printed in either a tabular or graphical format. All senior managers have colour visual display units in their offices for immediate access to the system. Access to selected sensitive information is controlled. All company staff are able to retrieve unsecured information from the system via visual display units installed in all company Locations.

This paper gives some insights into what to look for when reviewing feasibility studies. The review by a third party is an important element of the risk management process and may be the last remaining opportunity to uncover errors, or identify and reduce project risks on paper before they are converted to financial disappointments, steel and concrete monuments to process failures or cost overruns. The mining industry has had a spotty record in the area of estimating initial capital costs and operational performance, even though the standard of feasibility studies is generally acknowledged to have improved in the last decades. Third party reviews rarely have the luxury of enough time and unlimited funds, so where should the reviewers focus their efforts to be most effective? Assuming that the project already apparently meets investment criteria, the authors suggest where and how to look among fundamental project parameters for signs that serious flaws exist that have the potential to become project killers. We also give advice on how to review cost estimates without becoming lost in the details. The paper is supported with numerous actual examples.

The low-grade clay-rich -1.0 mm fraction of fine iron ores have often proved difficult to upgrade and capital intensive to process when using traditional wet beneficiation technology including single or two stage hydrocyclone desliming, wet high intensity magnetic separation (WHIMS), spirals and final dewatering using fine screens. Very fine (<0.010 mm) clay-rich slimes simply follow the water split to the hydrocyclone underflow where it often impedes the subsequent processing performance of any downstream spirals and can result in troublesome direct dewatering of hydrocyclone underflow. The -1.0 mm fraction in goethitic iron ores is typically considered as waste. A new two-stage wet gravity separation flow sheet, referred to as the ædesandÆ process, has been designed to overcome these issues for the upgrading of low-grade clay-rich goethitic or hematite-quartz fine iron ores. The desand process is designed to treat the -1.0 mm range from -8.0 mm natural fines, to recover a -1.0 +0.038 mm higher-grade fraction by rejecting to tailings any low-grade clay-rich ultrafines and low density sand-size fine chert/quartz gangue and shale.The desand process consists of wet screens with a nominal 0.7-1.0 mm cut point which direct the undersize to hydrocyclones. The hydrocyclone underflow is then fed to upcurrent classifiers where the classifier middlings is sent to spirals and classifier and spirals concentrates are then dewatered using vacuum belt filters or fine screens. The three product upcurrent classifier is employed to further deslime the hydrocyclone underflow, producing firstly a coarse final concentrate, and then a deslimed middlings for feeding to spirals as well as a 0.100 mm clay and fine quartz or banded iron formation (BIF) sand in final overflow for feeding to the residue thickener. The upcurrent classifier middlings provides the spirals with a significantly cleaner feed material than traditional methods, with the end result that the spirals do not silt up with slimes and therefore can continue to run at their optimum. The upcurrent classifier and spirals form a complimentary pair, with the upcurrent classifier better able to send coarser, acceptable grade particles to concentrate and fine slimes to tailings whilst allowing the spiral to better reject coarser, subgrade low specific gravity particles. Test results for the Mayoko-Moussondji iron project, Republic of Congo, using upcurrent classifier-Wilfley Table (simulating spirals) gave acceptable mass recovery from run-of-mine (ROM) and Fe recovery from hydrocyclone underflow for HEMCOL (6.2 per cent mass recovery from ROM/43.1 per cent Fe recovery) and HEMBIF2 (5.1 per cent mass recovery from ROM/22.3 per cent Fe recovery) mineralisation types. The desand process also enables improved dewatering of -1.0 +0.038 mm product from a clay-rich plant feed.A number of new wet plants in the Pilbara use the desand flow sheet including FMGÆs Cloudbreak and their two Christmas Creek plants. Many potential new applications are being explored, with new iron ore plants in India as well as those being proposed for West Africa. Operational experience has highlighted the importance of providing clean process water to the upcurrent classifiers as well as ongoing design improvements including increased wear life, reduced maintenance and enabling a more steady feed rate to spirals.CITATION:Clout, J M F, 2013. The Crown Minerals Act 1991 has introduced some significant changes to the New Zealand mining industry, not the least of which relate to the ability of miners to obtain access to land to conduct mining activities. This paper briefly reviews the relevant provisions of the Crown Minerals Act dealing with access arrangements, considers some typical features of access arrangements and examines a number of areas where problems may arise.

The heavy medium cyclone plant for the preconcentration of silver-lead-zinc ore prior to grinding and flotation was commissioned in August 1982. This paper details the measures taken to get the plant up to design performance which involved modifications to the medium densifying and slimes clarifying sections. Operating experiences to date are described with emphasis on the low medium consumption recorded and severe wear on process equipment.

Sophisticated pit optimisation software has allowed mine planning engineers to generate mining outlines that consider the numerous factors that have a major effect on the success or otherwise of a mine plan. The outlines are generally generated using a range of values for which one can assume a fixed mining cost and a variable revenue. During analysis, the expected costs and revenues are used to investigate the cashflow and sensitivities. Ultimately, the final pit and incremental outlines, or shells, are selected for a given expected price. This paper proposes an alternative method for incremental pit shell selection that considers the risk the mine be prepared to accept. The life of mine is divided into a number of Business Risk Periods (BRPs). The BRP represents the period of time over which the owner is prepared to invest capital. During each BRP, the mine will then operate at a selected investment cost which is generally equal to or greater than the minimum required to meet production targets. In this way, a robust mine plan can be produced which allows the mine to react to change without having to alter the incremental shell limits while maintaining a strategic risk profile. This paper will summarise factors to be considered in selection of the BRP and the incremental pit shells within the BRP.

Optimisation techniques, based on the block model, for solving the optimum pit limit problem were discussed in an earlier paper. Of the available techniques the one based on graph theory proved to be the most attractive. In the graph theory model the vertices represent blocks and the arcs represent the mining restrictions. For large ore-bodies direct application of the graph theory method poses considerable computational and storage problems. Techniques for easing the computational effort by reducingthe problem size were introduced in an earlier paper. Further, significant computational savings can be made by exploiting the structure of the graph. This is done by building the graph up level by level and successively applying the graph theory algorithm to reduce the number of blocks. In building up the graph in this way one needs what is called a "search pattern" to indicate which arcs are to be added as new vertices are introduced. Moreover, as it is essential to keep the number of arcs to a minimum it is necessary to establish a "minimum search pattern".The problem of determining minimum search patterns for any block model and for any wall slope restrictions has not been considered in the literature.The objective of this paper is to present a complete solution to this problem and to discuss, through typical case studies, the application of the associated software developed.

Natural Gas has been available in New Zealand for twenty years. During that time the gas share of the energy market has grown and now natural gas forms a significant part of New Zealand's energy scene, helping consumers to achieve a higher standard of living, and reducing dependence upon imported oil.Natural gas is now used for petrochemical manufacture and power generation in addition to direct supply to consumers.As concern for the environment continues to build, natural gas will have an increasingly important role to fill in these markets. This paper sets out the background to the development of natural gas in New Zealand and identifies the current markets. It then looks at those matters which are likely to influence the role of natural gas in the 1990s.

Members of The Australasian Institute of Mining and Metallurgy are engaged in locating, extracting, processing, marketing and converting the worldÆs mineral wealth for its consumption in a useful form. We have an ethical responsibility as professionals to carry out our roles in such a way that we seek to optimise the recovery of that wealth for the benefit of the community, not only now, but also in the future. To be able to optimise, we must be able to measure with confidence the value of the commodity through the various stages of treatment from discovery of a geological anomaly to the end use. This introductory paper will provide an overview of some aspects of the issue, including the possible extension of the coverage of The InstituteÆs Codes to production accounting and reporting.
