Territory Iron has seen fit to revive the old Frances Creek iron ore mine some 30 years after it ceased operations in AustraliaÆs Northern Territory. The key to this revival has been the changes that have happened since market forces, infrastructure limitations and a cyclone combined to force its closure. As it breathes life into this old mine, the Company is serious about its responsibilities to its shareholders, to its workers, to local and regional communities and to the environment. This paper addresses how Territory Iron has approached technical, operational and regulatory issues that apply in Australia. Some insight may be gained into the myriad of tasks that mining companies face to revitalise an old mine. These tasks vary from employing the latest exploration tools, best practice drilling, sampling and modelling of orebodies, optimisation of pit designs and schedules, maximising product value by blending, optimising infrastructure usage and minimising capital and operating costs. All of this has to take cognisance of commercial, environmental and other issues including Native Title.

Geologists often classify ore textures on the basis of the origin of the rock in which they form and the grade of one or more minerals within the ore (Sinclair and Blackwell, 2002, pp 32-36).  Metallurgists, on the other hand, need to know how best to process the ore in order to extract the valuable minerals from it (Petruk, 2000). Geological classification has the following disadvantages:it requires the services of skilled economic geologists, of whom the supply has been dwindling for many years;it is subjective, depending on the perceptions of the individual geologists who make the classification; andit may relate only weakly to processing requirements of the ore. We describe methodology for automatic classification of ore textures from images of drill core. The images analysed are æclassifiedÆ images, in which a particular mineral (or mineral group) is assigned to each pixel. The new methodology is intended to:provide a quantitative and reproducible alternative to traditional geological texture classification,relate to process mineralogy of the ore, andimprove the ore-texture-related input to orebody domaining and geostatistical block models.

The Fimiston reserve is being depleted at the rate of one million ounces per year; most of which is processed by the Fimiston plant, with the remainder being stockpiled. As for most other large open cut mines around the world, Fimiston has an excellent dispatch and tracking system. Reconciliation is used to determine how the various models used in mine planning (such as a reserve, budget and schedule models) are tracking against production. It is also used to gauge the performance of grade control estimation against production; however, analysing the results of this can be complicated and, at times, misleading. The reconciliation process involves adjusting the monthly production data to equal the mill reported tonnes and grade, plus the change in stockpiles. This adjusted number is then compared to the grade control reported tonnes and grade, the scheduled model (monthly planning model) tonnes and grade and against budget (Reserve) tonnes and grade. This paper includes explanations of all assumptions made in the reconciliation process, including the end of month closing stocks balance, the application of adjustment factors to the dispatch data to create a new balanced set of production data and the monthly sign off to comply with the Sarbanes-Oxley requirements of the North American owners. The reserve is reconciled by proved and probable classification. This tool is used to assess the robustness of the classification scheme utilised and identify any reconciliation issues as they arise. Within the Fimiston deposit there are still issues that are clouded by the assumptions made concerning the scale of observation, poor data support and the mining of the narrow lode areas of the deposit. The declared ore mined (DOM) number (which is defined in the paper) can be significantly affected by these assumptions, and these need to be clearly stated and understood when looking at the reconciliation data. The DOM tonnes and grade is a good indicator of real mine performance as it adjusts mined tonnes and grade to take into account the milled tonnes and grade each month, and prevents cumulative errors from building up in mine predicted dispatch numbers or end of period stockpiles. This number allows monthly monitoring of the mine to mill performance and allows valid comparisons to be made back to budgets and reserves over a period of time. KCGM uses three month rolling averages to monitor performance against reserve and budget models. This ensures that monthly distortions in the figures due to stockpiling issues or over mining in a particular period do not lead to false conclusions. Reconciliation performance over a longer period (12 - 18 months) is used to adjust reserve models should significant variance be observed. By closely monitoring the reconciliation performance at the Fimiston operation, fine tuning of all aspects of the grade estimation process from reserve through to grade control can be made. This allows the most accurate data to be used when planning from reserve data for the Life of Mine Plan through to grade control data for short-term mill feed.

The original bulk air cooling system at this particular mine made use of two water chilling refrigeration machines to produce peak cooling of approximately 12 MWR with a downcast air temperature of about 7°C; however, as the shaft is not used for transporting personnel, the opportunity existed to supply more cooling to the mine by lowering the downcast air temperature. An ice storage facility has been constructed and provides a range of opportunities in operating the system: colder air temperature sent to the shaft, enabled by using near-zero degree water produced by melting ice to cool the air; electricity time-of-use management, by shifting electricity usage out of peak tariff periods; and increased peak cooling capacity, by melting ice while chilling water. Ice is created in the storage facility at night while the ambient air temperature is low and then melted to produce cold water when required by the cooling process. An ice dam was constructed and serpentine stainless steel coils installed where the ice is produced; one of the refrigeration machines was converted to chill a glycol solution to subzero temperatures to create the ice on the coils; a plate heat exchanger was installed to allow the glycol chiller to act as a water chiller as well; and a third spray stage was added to the bulk air cooler to utilise the near-zero water. This paper describes the thermodynamic design, construction and performance assessment of the new system, which is unique, novel and represents the state-of-the-art of this type of cooling system and energy management.CITATION:Branch, A R, Wilson, R W and Pooe, T S, 2015. Henry Walker Eltin (HWE) are the mining contractors for Gloucester Coal at Stratford mine, which is in an environmentally sensitive area in the Avon Valley, NSW, Australia. Normal blasting at Stratford is done in a æstand upÆ or æbox cutÆ mode to suit the truck and shovel operations. Recently an opportunity of doing a throw blast became available when part of a ramp had to be blasted to accommodate changes to the pit design while not damaging the remainder of the ramp. The objective was to maximise throw into the void in order to minimise excavation costs by reducing the amount of overburden to be moved by the excavation fleet. It was necessary that the best result be achieved while staying within the vibration and airblast limits at a neighbouring property and nearby township. Both objectives were achieved through the application of OricaÆs knowledge of blast design, modelling and i-konTM electronic detonators. The i-kon system was used because of its known benefits in cast blasting and environmental control. The i-kon system provides the blaster with much greater accuracy, control and the flexibility to tailor blast designs. It has been found previously to enhance blast throw and provide cleaner high walls (Brent, 2002). The blast was a success, producing a muckpile with a high degree of looseness and consistent fragmentation, with an average throw to final spoil position of 37.5 per cent. This was achieved without any environmental exceedance. In addition, high speed filming showed that the coal edge had remained largely in place, indicating minimal coal loss. The results exceeded the expectations of HWE Stratford and the overall cost savings to HWE Stratford from this blast were recognised to be substantial. Further throw blasting opportunities at Stratford have been followed using the i-kon system to maximise benefits.

Over the past five years, dedicated tertiary mining engineering programs have become financially unsustainable in Australia on the basis of undergraduate enrolments alone. The situation is worse in other minerals related disciplines and extends to the technical minerals education sector. This paper reviews the causes for the current situation. Indicators are presented which suggest that enrolment trends can no longer be attributed only to business cycles in the minerals industry but are also reflective of a fundamental shift in student interest in the sciences and resources based engineering disciplines. Reactive responses to changing trends are diluting and compromising the quality of mining engineering education. It is unlikely that the trends can be reversed or resisted. Tertiary minerals educators need to position themselves so that they can be responsive to on-going change. Two proposals are offered which aim to anchor mining engineering in a long-term sustainable manner. The proposals have a common educational component which is concerned with restructuring how mining engineering programs are presented and providing more flexible access to such programs. However, the two proposals have significantly different commercial components. The commercial component of first proposal is concerned with working within the traditional education framework of universities to endow a critical number of core staff positions. It effectively equates to fund raising. The second proposal is concerned with developing a stand-alone commercial operation around the education and research advantages of the global and multi-disciplinary university system. As a shareholder in this business, a university department would earn dividends that it could then use to support its education initiatives. This proposal provides a performance-based mechanism for supporting university minerals programs and has the potential to be cost-neutral. Both proposals are suited to resource sharing with a select number of international mining schools and to the incorporation of the other tertiary minerals disciplines under threat.

Mineral policy is now generally regarded as a function reserved to government. Government is reponsible for the economic health and progress of nations, and must therefore interest itself in minerals as a basic national resource. Government should therefore identify objectives which it sees as suitable and necessary for the mineral industry so that the industry can play its part in achieving national goals. It should provide the legislative framework and policy guidelines to enable these objectives to be achieved. The essential objective of a national mineral policy should be rational development of the nation's minerals resources. To achieve this, it need not be too formal; broad guidelines are enough. But it must be dynamic, to keep pace with the changing circumstances of the mineral industry in the world scene and the changing requirements of government. It should be flexible, recognising that there is no such thing as a "typical" mineral deposit; above all it should represent the outcome of a continuing dialogue between government and industry. Both government policy and corporate planning need to be formulated on the practical understanding of the potential economic value of the mineral sector and what it can contribute to the nation's prosperity. There needs to be a common understanding of the wide range of the costs of risks that may arise through the exploration and development stages and of the uncertainties affecting ventures at the production stage. There needs to be a common understanding that the size and importance of the mineral sector is determined in the long run by the level of investment in exploration. The development of a continuing understanding between government and industry should lead to the formulation of ground rules which ensure the continuance of a strong industry able to adapt to the changing world scene and make its contribution to national growth and wellbeing.

IT is most remarkable and valuable property of mediurn and high carbon steels that they should be so susceptible to heat treatment, the wide range of variability in tenacity, ductility, etc, due to the normal influence of the carbon in the untreated material being enormously inereased thereby.The physical properties of steel and other metals are much more closely related to their structure than to their ultimate analysis.For instance, we may by chemical analysis determine the carbon content of a steel to be 0.5% ; but this information alone is insufficient to enable us to say what are the physical properties of the metal.Such a steel may possess 11 tensile strength of anything from 35 tons per sq. in., with much ductility, up to 80 tons per sq. in., with practically no ductility, according to its heat treatment. A microscopie examination, on the other hand, would show the structural composition of the steel, from which its physical properties could be approximately deduced. For several decades miners have been obliged to maintain a vast supply of sharp steels at the working face to meet the hungry needs of rock-drills. However, the research covers very wide fields and the findings drawn are so varied that at first sight they are confusing and there does not appear to be any major useful lead. I propose a discussion of a number of research findings to illustrate the variety and complexity of the human behaviour factors involved in considering safety. Such discuss- ion might point to some conclusions which could lead to an action programme to improve safety records.

Considerable confusion is to be found in the methods of estimating mineral reserves. The solution appears to be more cooperation between industry and government to agree upon a classification system with guidelines to overcome the problem of the many variable factors affecting reserves. The classification system proposed by the United States Bureau of Mines and the United States Geological Survey (USBM/USGS) together with the guidelines similar to those suggested by the Australasian Institute of Mining and Metallurgy/Australian Mining Industry Council (AusIMM/AMIC) is recommended for reporting mineral reserves to government.

Rehabilitation has been very effective in the short to medium term in providing a cost effective and reliable means of containing the side effects of land disturbance. However, there is still insufficient data to critically evaluate the sucess of rehabilitation in the long term. There is an urgent need to develop objective criteria to monitor the sucess of rehabilitation. The aim of rehabilitation in Australia has traditionally been to return disturbed land to natural vegetation compatible with the surrounding area. This objective has often been accepted instinctively without adequately addressing alternatives.

The paper describes the reasons for developing, specifically in South Africa, dense medium processes to allow baths to operate at low (about 1,35) and high (about 2,0) cut points. Low density processing was developed to meet the demand for low ash coals; high density processing was developed to enable heavily contaminated raw coals, destined to be burned in captive power stations, to be de-shaled without loss of combustibles. The anticipated and actual technical difficulties of operating baths at such density extremes are described, and the results from operating plants outlined.

The constructionhunnelling industry in Hong Kong has taken an upturn during the last few years due to the commencement of works to relocate the International Airport to Chek Lap Kok Island. The Airport Core Program consists of ten individual projects including roads, landfill, bridges and tunnels to build the airport and link it to the mainland of Hong Kong. Part of one of these projects is Cheung Ching Tunnel located on Tsing Yi Island. The proposed tunnel consists of a 1.6 km twin tube road tunnel through the island's central ridge, taking three lanes of traffic each way. Each tunnel is 16 m wide - (the widest road tunnel in Hong Kong) and are 10 m high. ICI Explosives (China) saw an opportunity to supply bulk explosives to the Cheung Ching tunnel and contacted ICI Australia to determine availability of a bulk system for tunnel blasting, and assist in its introduction. This paper discusses the methodology behind developing that bulk system to suit a large tunnel drill and blast operation. It also looks at the problems encountered along the way, from the development of the product to the application of the system in the tunnel and the eventual success of introducing a bulk system into a large tunnelling project.

Power ultrasound may be used in a number of ways to enhance the processing of minerals. It is both technically and commercially feasible to apply ultrasound to leaching processes in order to enhance the removal of contaminating minerals, or the rate and ultimate recovery of valuable mineral. When applied to the production of synthetic rutile from reduced ilmenite produced by the Becher process, its use proved beneficial to both the aeration and the final acid leach process. The enhanced performance is achieved through the very localised high energy release at the mineral surface from the collapse of cavitation bubbles produced by power ultrasound. This gives rise to two effects: initially, the rapid cleaning of mineral surfaces û of oxidation products and coatings of fine adhering gangue minerals û and the attenuation of the boundary layer at the mineral surface during leaching, which allows fresh leachant to contact the surface more readily.

When I consider the theme you have chosen for your conference I am also somewhat daunted: "The Twenty First Century - Mining for Mankind". It is indeed dramatic, challenging. But what, I ask myself, can a mere KCMG say to all you professional fellows and doctors and academicians? It is not for me to stray on to the more esoteric areas that you will be covering, thereby running the risk of teaching my grandmother how to suck manganese nodules. On the other hand it seems to me that you deserve more than the courtesies, not to say banalities, that are sometimes - sadly, and unjustly - regarded as the stock in trade of diplomats.

The mining industry often needs to operate in remote or climatically harsh locations. The industry has recently been forced to deal with extreme conditions including floods, heatwaves and droughts. As these are becoming progressively frequent occurrences, mines typically build ‘downtime’ into production schedules and expect to incur costs to manage the various risks arising from climate extremes. Importantly, many environmental conditions are becoming more extreme and consequently, risk management based on past data can become increasingly ineffective. Market and shareholder demand for fewer interruptions are another pressure on mines to avoid prolonged or frequent downtime. Hence, adaptation to climate is becoming an important strategic move for many companies, many of whom are using future climate scenarios and alternative risk evaluations.We present here a method that uses commonly available mine site data to assist decision-making for reducing vulnerability to sudden flood. The method, ‘climate-related adaptation from terrain evaluation results’ (CRATER), identifies a mine’s flood ‘hot-spots’ and presents them as a ‘traffic lights’ warning map. The process then requires a failure analysis process such as fault-tree analysis to identify both the cause of possible failures and a range of possible failure-avoidance adaptations. In the final stage, management can assess the most suitable option for the mine, based on the availability of capital such as time, facilities, labour and money in addition to social acceptability of the options. CRATER has been tested in an open cut mine environment and is now being further developed to identify how subsidence over underground mines may impact on flooding and ponding over the mining life cycle (CRATER II). In July 1994 the Premier, John Fahey MP, announced that the New South Wales Government would make available a total of $40 million over six years in new funding for the Department of Mineral Resources. These funds are to be applied directly to the generation of regional geological and geophysical information. The Government's initiative known as `Discovery 2000', is aimed at providing a major boost to the exploration industry. The Government expects new discoveries to be made and new mines to be developed because of the initiative and, perhaps, the first ever commercial oil or gas production in New South Wales. The Government's return will come from increased economic activity, and from the increased royalty return from higher levels of production. Quality information is the key to successful exploration. In the highly competitive business of mineral and petroleum exploration high quality regional geological and geophysical information improve both the efficiency and effectiveness of the area selection or project generation process. Using the `needle in the hay stack' analogy, Discovery 2000 will vastly improve industry's chances of finding the haystacks. It is up to the mineral and petroleum industries to find their respective `needles'. Careful target area selection is probably the most critical factor in mineral exploration. The ability to select the most prospective areas, or to identify prospectivity that others have failed to recognise, can make all the difference between success and failure. Government geological surveys clearly have a crucial role to play in providing the geoscientific information infrastructure that companies must have if they are to make the discoveries this country needs to pay its way in the world. It is the regional information generated by Governments that sets the scene for efficient exploration. This regional information includes regional aeromagnetics and radiometrics and gravity, regional geological mapping and tectonic analysis, and geoscientific databases. The New South Wales Department of Mineral Resources (by various names) has been providing such information for over 100 years and has led the way in many aspects of the generation and dissemination of geological, geophysical and metallogenic Information.

Since the early days of flotation, process technicians have known that the speed at which the froth is recovered over the lip of the cell has a very direct and consistent influence on the grade and recovery of the circuit. No plant would deny that, even to this day, one of the most important aspects of a process technicianÆs job is ensuring that the froth is moving at a desired and controlled speed over the lip. Unfortunately, process technicians cannot watch the froth throughout the entire shift, as there are always other problems to attend to. A considerable amount of work has thus been done to develop a æsystemÆ that automatically measures the speed of the froth. This measurement would then be used in simple controllers to emulate the steps taken by the process technician in correcting deviations of the froth speed from its desired level. Many of the earlier attempts to measure speed were ineffective, as they were unable to cope with turbulence on the froth surface. The FrothMasterÖ instrument makes use of machine vision technologies to measure the speed of the froth over the lip of a cell at a very high sampling rate. This instrument produces an extremely reliable and accurate measurement of the froth speed (as well as other parameters such as bubble size and froth stability). As we will show, the effectiveness of the speed measurement in controlling the performance of the plant is a testimony to its reliability. Three FrothMasterÖ units have recently been installed on the Cadia Hills Gold Mine in New South Wales (Australia). The objectives of this installation were:to control the mass-recovery of two Tank Cells in series on the same level where differences in the hydrostatic head between the two cells result in the cells pulling inconsistently with respect to each other; control of the concentrate grade (per cent copper) from the first rougher; reduction in the frother consumption in the rougher circuit by monitoring the froth speed. A simple controller was designed to react to disturbances in the same way that human operators react. This was done after consultation with the metallurgists and the process technicians at Cadia. The controller had two functions: Stabilisation: The stabilising controller made use of three manipulated variables (level, frother addition rate and aeration rate) to control the froth speed to a setpoint. Optimisation: The optimising controller adjusted the froth speed setpoint based on deviations of the grade (measured in real-time by the OSA) from a setpoint. The plant metallurgist adjusted the grade setpoint based on information about the ore. The results from a 21-day trial have shown the following:The ratio of concentrate mass-recovery between two cells in series on the same level has been successfully balanced, thereby overcoming problems due to differences in hydrostatic heads. It is possible to control the speed of the froth, in mm/s, to within five per cent of its setpoint using the aforementioned manipulated variables. It has also been shown that, for reliable control, it is necessary to control more than just one variable (eg level or air). The grade of the first rougher concentrate has been controlled to within 0.3 per cent of the grade setpoint for long periods of time, which has important implications for the circuit recovery. The frother consumption has been reduced significantly. This paper will thus show that substantial progress has been made to demonstrate the value of using on-line froth speed measurements in flotation plant control to obtain real financial benefits.
