Resource rent taxes are taxes which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. Resource Rent Taxes have from time to time been considered for implementation in bothAustralia and New Zealand. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax.   The implications of the current form of additional profits tax for shareholder cash returns are that the tax burden on the operation may suddenly increase at some stage in the life of the mine if and when the threshold level of profitability for the tax to be triggered is exceeded. From that point in time onwards the cash return to the shareholders on the capital invested is greatly diminished. For mining companies in Papua New Guinea, the effective tax rate increases from 35% to 57.75% as a result of the onset of additional profits tax. This tax rate penalty is so severe that there appears to be merit in considering the concept of managing profitability through time rather than purely maximising annual pre-tax profits as is currently the case in most mining operations. This would have the benefit of deferring or perhaps preventing altogether the onset of the tax. One possible method for the effective management of profitability is through the control of average mining grade by cutoff grade manipulation.   Traditional cutoff grade theory has usually considered taxation as a direct cost at a fixed or variable percentage of annual profits. As a result of this most analyses are conducted on a pre-tax basis. If tax is included in analyses it is usually present as a time independent function of gross profit. Additional profits tax is both time, and rate of return dependent and therefore not adequately accommodated by currently accepted cutoff grade theory.   A review has been made of the effects of resource rent taxes on both the investment decision-making process as well as possible development and mining strategies which may be employed by mining companies faced with resource rent taxes. The review includes examples based on the structure of additional profits tax which is levied in Papua New Guinea.

Main geochemical problems concerning the environment and mining industry interrelation are connected with the transformation of natural water chemistry by mining wastes. The investigation of many mines in Primorye, the southern part of the Russian Far East, showed that their mining waters have high concentrations of heavy metals and aluminium. Water acidity is primarily connected with the amount of acid-forming sulphide minerals in ores and also depends on the neutralising capacity of rocks. Considerable quantity of metals occur in the waters in dissolved form. Metal concentrations in mining waters exceeds the natural levels by two to five orders of magnitude and can't be reduced to the background levels even after multiple dilution. It is necessary to develop and put into practice new technologies so that to reduce the geochemical impact upon the environment.

Microindentation testing using the square–pyramid–shaped Vickers indenter is a well-established technique to determine the microhardness of minerals and materials. However there is a paucity of published microhardness data from Fe ore samples. It is acknowledged that an iron ore’s particle mineralogy and texture is critical to its processing properties, and it is therefore considered that the microhardness of different mineralogical/textural types may also relate to these properties. Mineral microhardness potentially provides inputs to the modelling of breakage characteristics during comminution, as well as the relationship between mineral chemistry and microhardness, and mineral microporosity and microhardness. Microhardness can be determined as single crystal microhardness, for more coarsely microcrystalline samples, or as ‘aggregate microhardness’ for cryptocrystalline or finely microcrystalline samples.Variations in the texture and mineral chemistry of common Fe ore minerals (eg martite and microplaty hematite, ochreous and vitreous goethite etc) are well established and this study provides microhardness data on different textural forms of Fe (oxyhydr)oxides from a variety of different Fe ore deposits. The data indicated that in general, the mineral grain size, microporosity and texture were the main influences on Fe (oxyhydr)oxide microhardness. There were no apparent systematic variations between microhardness and minor element mineral chemistry, with the possible exception of Al content in goethite (for goethites with Al content >0.5 wt per cent), and for goethite total element contents >90 wt per cent (determined by electron probe microanalysis, EPMA). Higher Al concentrations and lower total element concentrations in goethite EPMA analyses correlated with lower goethite microhardness. Microporosity and grain size were more important than texture to hematite microhardness. Different textural forms of dense hematite (eg martite, recrystallised interlocking hematite and specular hematite) with similar grain size exhibited comparable microhardness. Microhardness values for hematite and hydrohematite with little or no evident microporosity were also similar, whereas more porous forms of martite, microplaty hematite or hydrohematite exhibited lower microhardness.CITATION:Peterson, M J, Manuel, J R and Hapugoda, S, 2017. THE Taranaki oil-field is situated on the western side of the North Island of New Zealand, at about its widest part, and may be said to be the most compact and fertile part of the Dominion, for, with the exception of the upper half of Mount Egmont and of the ranges adjoining, which absorb 36,000 acres, the whole of the area, minus what is taken up by the rivers and streams is suitable for settlement, and certainly two-thirds is good land. The gross area of the district is 2,417,299 acres. The principle rivers are the Wanganui, Mokau, Waitara, Patea and Waiwakaiho. Mount Egmont, which is 8260 ft. high, used to be called Taranaki, and from it the district takes its name (the Maori meaning of which is "sloping peak ").THE OIL-FIELDThe discription of an oil-field now-a-days usually resolves itself into a mass of figures and statistics, of great interest and value to the engineer and commercial man, but practically indigestible to the general public. Paiam is a new township in the high mountains of Papua New Guinea built in association with the Porgera Joint Venture mine, one of the world's largest and most remote open cut gold mines. The Paiam town project is an interesting and genuine attempt at building sustainability into a community associated with a mine. A result of a tri-party agreement between a resource developer, government and land owners, this town is a good example of appropriate utilisation of benefits, obtained from resource development, directed at achieving a sustainable environment at local and regional levels.   Mining brought technology and income to the region, although as most mine staff fly directly in and out, local landowners considered there was a limited flow of benefits within the nearby townships. An agreement with government and mine was reached that more mine personnel and their families be housed locally. In 1998, we, a firm of Landscape Architects and Heritage Consultants based in Cairns, Queensland, were engaged to assist develop the fledgling town of Paiam into a livable and sustainable town and to produce material that would convey that information to stakeholders.   The design focused on establishing a sustainable town, with livability, urban form, aesthetics and opportunities for economic, social and cultural development. Aiming to be a livable town for locals and mine staff it included a market place designed as a focus for town life, essential for social cohesion and economic opportunities.   Located at 2200 m on steep rainforest clad topography, the town development has been laid out using an appropriate urban form based on organic village layouts. Clusters of houses allow for a common public area so children's play is monitored assisting with a sense of community similar to a traditional defensible village. Aesthetical consideration helps in developing community pride whilst maximising potential for development of a tourist industry.   Opportunities for ongoing economic development were incorporated in the design and construction process. These included developing skills and trades to service the region and to provide skills, development, income opportunities and infrastructure to last beyond mine closure. Administration procedures were set in place to form the basis of good governance.   The shift from traditional subsistence lifestyle to a sustainable community with traditional attributes was the project's goal and is being achieved.

The principle of personal safety is as old as the human race. The application of this principle to industry is of much more recent origin, and may be said to be almost exclusively the product of the twentieth century. The enormous strides in technique and production mode prior to the turn of the century had been achieved without any real regard for the crippled human by-products of that expansive era. It was accepted that. accidents were inevitable and formed part of the price that must be paid for production. It was not until 1885 that the first Workmen's Compensation Act was passed in Germany making the employer financially liable for injuries suffered on his plant.With awakening social conscience came the first organised efforts to reduce accidents in industry. Early 19th century literature dealing with the development of powerdriven machinery and the growth of industry in Europe contains many references to the unsafe and unhealthy working conditions that accompanied the change-over from the home workshop to the industrial plant. By the year 1900, there were in Germany - and a little later in England governmental regulations dealing with the guarding of hazardous machinery. American industry, now the acknowledged leader in industrial safety, admits freely that when an organised safety movement commenced in that country, there was already a considerable amount of information available to them from European experience. In Northland, New Zealand, localised large deposits of halloysite clay have been produced by in-situ alteration of rhyolite volcanics of Pliocene or Pleistocene age, which were erupted through pre-Pliocene sedimentary strata and locally through Pleistocene basalt; and which were subsequently onlapped by further basalt flows. Alteration to clay has been a result of both hydrothermal and of meteoric processes, and decreases in intensity of alteration with increasing depth. The raw material is crushed and fractionated to produce a product of less than two micron particle size, which is of exceptional whiteness and brightness. The unique properties of the clays render them highly desirable for specialised ceramic purposes.

Further evidence is presented as to the widespread occurrence of Thiobacillus ferrooxidans in nature in association with sulphide minerals. Leaching rates are discussed in terms of the effect of environmental parameters, particularly Eh and pH, on the bacterial process.The methods used to investigate leaching phenomena are described and the advantages and limitations of each method are discussed. A theoretical treatment of the bacterial leaching process is given which indicates that the optimum conditions arrived at by traditional methods are compatible with those deduced from consideration of the mathematics of continuous culture and thermodynamics

The conclusion from the debate over the last decade in the mining sector is that, for grade control, reverse circulation (RC) drill sampling gives more reliable results due to less sampling problems than blasthole samples. However, by conducting the latter with well-controlled procedures there still exist fair possibilities to counteract the major blasthole sampling problems and achieve fit-for-purpose representativeness, especially if based on minimal loss of fines. In the present PhD study, extensive replicate experiments and variographic characterisations are conducted to evaluate the performance of manual blasthole (BH) sampling and sectorial segment sampling. The experiments were performed in Luossavaara-Kiirunavaara AB (LKAB)’s Leveäniemi open pit mine in the north of Sweden. The experimental area is an apatite-magnetite iron ore deposit of the Kiruna type, with the demand to exhibit a maximum of local heterogeneity to allow the experiment the largest possible conclusion powers. Gathering and splitting the complete BH drill cutting cones (fines cone, coarse cone) served as an authoritative reference on which to assess the representativity of the two BH sampling methods.Results show that manual BH drill sampling is able to produce samples with an acceptable accuracy and precision if performed properly and with insight. Based on variographic comparison, segment sampling shows similar precision for chemical grades as the manual sampling, while the particle size distributions were more deviating for segment sampling than for manual sampling at the high and low size ranges. Possible reasons for these partly surprising results are discussed.For further investigation of the performance of BH versus RC drill sampling, a second experiment has been planned on a parallel profile. This will result in an unprecedented opportunity for a full variographic comparison between RC and BH sampling, aimed at designing specific, fit-for-purpose sampling procedures as a function of ore quality, cut-off grades and important contaminant levels.CITATION:Engström, K and Esbensen, K H, 2017. A full-length paper was not prepared for this presentation.Low-sulfidation epithermal gold mineralisation at Ridge Mountain occurs within the Oligocene to Miocene volcanic rocks comprising andesite, porphyritic dacite and diatreme breccia. A diatreme breccia complex with a NE–SW elongated orientation covers an area of 3.0 × 1.7 km. Four main stages of mineralisation were identified, comprising: E–W- to NW–SE-trending quartz-chalcedony veins with disseminated pyrite, chalcopyrite and gold. N–S- to NNE–SSW-trending breccia veins with quartz matrix and disseminated pyrite and accessory sphalerite, galena, chalcopyrite and gold. NE–SW-trending quartz and calcite veins with disseminated pyrite and accessory sphalerite, galena, chalcopyrite and gold. ESE–WNW- to ENE–WSW-trending quartz veins with disseminated pyrite. This stage is only mineralisation that is hosted by diatreme breccia and clearly postdates.Quartz veins of the first, third and fourth stage are less than 2 m wide. Only breccia veins of the second stage are up to 10 m wide. Gold is present in all stages as microscopic inclusions in quartz and sporadically in pyrite. Macroscopic gold can be seen in the first and second mineralisation stages. An integrated mine system must be capable of displaying and reporting valuable information that can be used to easily understand, manage and take action on the key parameters being reported.One of the key aspects of integration is the standardisation of the mine information up to a level capable of adapting the main characteristics of past projects at the mine and enforcing the same or higher standards for newer projects being developed.At the El Teniente mine, photogrammetry is used to map the advance of horizontal developments, and the constructed 3D representation of each face is then used by the geologists to obtain structural information about the areas being photographed.The mine realised that valuable mining information could also be extracted from the photogrammetry being applied, with three possible areas of development envisioned.The first area was creating a link between the developments being planned on a yearly and monthly basis and matching them with plan sections of the 3D developments of the system to account for any deviations.The second area was to use vertical sections of the 3D developments to estimate the overbreak of the excavations in different areas of the mine.The third area was the provision of a more detailed analysis of the sections so that they could provide information on the thickness of the shotcrete being applied.This paper presents the different alternatives being used and examines how the project is currently being developed and managed at the mine. A study of the accessory opaque iron-titanium oxide minerals of the Oiles Complex, central Australia, was an Important complement to an investigation of the magnetic properties of the Complex. These minerals constitute no more than 10 per cent of the rocks sampled, and generally less than 1 per cent of the ultramafic rocks ("magnetite" concentrations were not sampled for magnetic investigation).Titanomagnetite is the main opaque mineral present, although ilmenite exsolution has been widely developed. High-temperature oxidation of these produced mainly titanohematite, pseudobrookite and rutile. Both exsolution and high-temperature oxidation developed along specific crystallographic directions (along {111}), and in Irregular patches. Low-temperature oxidation is generally not well-developed, indicating the small degree of weathering in the rocks sampled.Although the Oiles Complex is layered, no apparent overall preferred orientation of the iron-titanium oxide minerals was observed, other than crystallographically controlled alignment of very fine grains within pyroxene crystals. Other textural features of the opaque oxides are restricted to symplectic intergrowths mainly with the ferromagnesian silicates.

In recent years there have been many changes in mine ownership due to the on-going rationalisation towards larger mining companies. Larger companies inevitably find it hard to manage small mining operations and in many cases smaller mines do not fit corporate resource, production and profit criteria. Smaller companies are more suited to managing these medium or small scale mines and are tendering for the purchase or lease of mines that larger companies wish to dispose of. In addition to these factors there has also been a trend (especially in Western Australia) for mines to continue operating at ever increasing depths. This in turn has led to more mines operating in high stress environments and experiencing damaging seismicity. Assessing the viability of seismically active mines from a takeover or purchase point of view should involve analysing the risk profile of every aspect on mining that could be affected by adverse seismicity. This includes assessing current and alternative mining methods, mine designs, support systems, extraction sequencing, monitoring and blasting. This paper includes discussion on items that need to be assessed when considering the purchase of seismically active mines, with experience gained from some recent studies in Western Australia. In these cases it was apparent that quantification of previous seismic history on itÆs own was a totally inadequate method of assessing minewide seismic risk potential. A more holistic approach is required, taking into account all aspects of relevant data, all the minewide effects of seismic activity and all possible means of mitigating those effects.

Human-caused global warming has become the environmental cause celebre of the early 21st century. The strong warming alarmist camp currently includes the United Nations, most Western governments, most of the free press, many large corporations (including Enron, before it failed), the major churches, most scientific organisations and a large portion of general public opinion. This phalanx of support notwithstanding there is no scientific consensus as to the danger of human-induced climate change. There is, therefore, a strong conflict between the level of public alarm and its scientific justification. How can this be? In a democracy, the media serve to convey to the public the facts and hypotheses of climate change as provided by individual scientists, governmental and international research agencies, and NGO and other lobby groups. In general, the media have promulgated an alarmist cause for climate change; they have certainly failed to convey the degree of uncertainty that is characteristic of climate science, or a balanced summary of the many essential facts that are relevant to human causation. Climate change is as much a geological as it is a meteorological issue. Natural climate changes, both warmings and coolings, are indeed a societal hazard. We usually deal with geological hazards by providing civil defence authorities and the public with accurate, evidence-based, general information about events like earthquakes, volcanic eruptions, tsunamis and floods, and then by adapting to the effects when a damaging event occurs. As for other major natural disasters, the appropriate preparation for extreme climate events is to mitigate and manage the negative effects when they occur, and especially so for dangerous coolings. Attempting instead to æstop climate changeÆ by reducing human carbon dioxide emissions is a costly exercise of utter futility. Rational climate policies must be based on adaptation to dangerous change as and when it occurs, and irrespective of its sign or causation. The issue now is no longer climate change as such, the reality of which will always be with us. Rather, the issues are, first, the failure of the free press to inform the public about the true facts of human-caused climate change and of the dangers posed by natural climate change. And, second, the vested interests held by many of the groups of warming alarmists. These interests include not only the obvious commercial ones, but also the many scientists and science managers who have discounted or remained silent about the huge uncertainties of the human-caused global warming hypothesis because it suited them to do so. Public opinion will soon demand an explanation as to why experienced editors and hardened investigative journalists, worldwide, have melted before the blowtorch of self-induced guilt, political correctness and special interest expediency that marks the sophisms of global warming alarmists.

In the process of becoming of age, it overcame the challenges of operating in a locality which is young in geological terms, experiences very high rainfall and has a topography which gives rise to frequent landslides. Much interesting data on cemented carbides has been published over a period of years which, when classified and pieced together, gives a clear picture of this special branch of powder metallurgy. This is an attempt to present the essential information in an ordered account.THE HARD CARBIDES-THEIR PROPERTIES AND PREPARATIONThe so-called hard or refractory carbides are the carbides of a number of metals which are grouped together in the Periodic Classification. These metals are in groups IV, V and VI. They are titanium, vanadium, chromium, zirconium, niobium (columbium), molybdenum, hafnium, tantalum and tungsten. These carbides have attracted the attention of chemists because of their remarkable properties. They possess very high melting points, and are rather difficult to prepare in the pure state. Their outstanding propertyis their extreme hardness, which they share with certain other carbides, such as those of silicon and boron. In addition, these compounds possess distinctly metallic properties, such as lustre (in fused specimens) and high thermal conductivities.(l)t They are capable of forming alloys in two ways:1. With metals, particularly those of the iron group. 2. With each other (a case of solid solubility).The constitution of these substances is not that of ordinary salts, which obey the usual valency rules, but must be likened to that of certain intermetallic compounds. Actually they are "interstitial" compounds(2), that is, they are formed from the ordinary metallic lattice by the insertion of the relatively small carbon atoms in the interstices.. The energy required to fill the lattice completely is high, and this explains the difficulty often found in obtaining the exact stoicheiometric compound. Thus the carbides can have a range of composition, and can be considered as solutions of carbon in the respective metals.Physical Properties of the CarbidesThe hardness of these compounds is so great that it is difficult to compare the individual compounds on this basis. Becker(l) gives values on Moh's scale, which are not very accurate and are of no great value. Burden(3) has reproduced a diagram by Hatfield which indicates that the cemented carbides are between 1,400 and 2,000 on the Vickers diamond scale. However, the pure carbides are harder, tungsten carbide being about 2,200. Hoyt(4) describes a method of measuring hardness applicable to powdered specimenswhereby the powder is rubbed on a standard block of cemented tungsten carbide under standard conditions, and the rate of wear is determined. "Compared with conventional roasting and magnetic separation processes, higher reduction temperatures and stronger reducing atmospheres are used in reduction technologies to reduce iron oxides to metallic iron, which is often liberated during reduction and amenable to magnetic separation. Reduction and magnetic separation of an Australian refractory iron ore was therefore studied as a function of reduction temperature, time and coal addition. It was found that during reduction, the particle size of the reduced iron increased with reduction temperature and time. Subsequent magnetic separation tests were further conducted on the reduction products. A reduced iron powder with a Fe grade of 85.67 per cent was obtained at a Fe recovery of 87.82 per cent under optimum reduction conditions where a metallisation rate of 85.82 per cent was achieved. Computer applications are ideally suited to the day to day operations of grade control and short term planning on a mine site. By refining this part of the operation there is scope to increase profits by more accurately predicting ore grade and tonnage, and allowing the mining engineer more flexibility in his approach to scheduling. Large numbers of blasthole or ditchwitch samples need to be processed in a fast and efficient manner, and stored in a database for future reference. The mining engineer has to calculate tonnages and subdivide the blast or digging area into mineable areas of waste, low and high grade ore. New grade and tonnage information must be used by the mining engineer to update his short term plan. Answers must be obtained quickly and efficiently, but a high level of individual input is necessary in order that maximum use is made of the information. Geostatistical analysis of samples can be used to refine the interpolation techniques. Reconciliation between the original grade model, the newly sampled area, and the final product should be monitored continually.

A unique sluicing process for recovering tailing impounded in a valley was developed by Electrolytic Zinc Company of Australasia Ltd., West Coast Mines, Rosebery, Tasmania.Earthmoving equipment could not be used as most of the material to be recovered was semi-fluid. A conventional sluking method was also impracticable as there was no suitable working face from which the process could be commenced.Operations started from a flat surface, using special techniques for sinking through the tailing and establishing producing working faces as the sinking process continued.After about 2 years the bottom of the dam was reached and conventional sluicing methods could be used.
