This paper examines the occurrence of outbursts, coal bursts and rock bursts in underground mining. It then examines them from the viewpoint of the failure mechanism and velocity of particles. The presence of gas is extremely important as it can both act as the fluid pressure component of effective stress leading to failure, and as a substantial energy source in projecting material during a burst. For gas to drive a dynamic event it must be present as free gas held in voids within the rock or coal mass. This can pre-exist the burst event or be released from desorbing gas during it. The latter is typically part of a multi-stage outburst event which can reach very large proportions. Rock and coal bursts are driven by strain energy release and can vary in form. These tend to be single events associated with failure and strain energy release. It is also possible to conceptually have hybrid events where the failure of the mass and the energy release are due to both stress and expanding gas.

The emergence of affordable, portable and versatile wireless devices has enabled a new frontier in mine safety equipment. Existing solutions provide methods for tracking personnel and assets in underground mines but are not designed to optimally integrate into existing and emerging systems. Mine management are often required to coordinate primarily independent emergency, personal protective equipment (PPE), tracking and collision avoidance systems from multiple vendors. These systems involve a variety of wireless technologies that require separate integration projects that discourage adopting new services and policies.

As the global interest in sustainable energy sources has increased, lithium has emerged as a vital resource, playing a crucial role in the transition towards a cleaner and more efficient economy, but with this comes important challenges, especially associated to health, safety, and environmental matters. So, it is imperative for the lithium industry to prioritise HSE measures to protect workers, environment and surrounding communities. Implementing robust safety protocols and technology helps ensure the sustainability of mining operations and contributes to the overall responsible development of the industry. In this work we present how the Chilean lithium mining industry becomes a safer and more compliant industry using digital transformation (Cochilco, 2018; Bradley et al, 2013; Cabello, 2022).

Historically, key closure risks have been studied during operations and then further assessed as cessation of mining approaches. Only in the past couple of decades or so has progressive rehabilitation and closure become an integral part of regulatory frameworks, sustainable mine planning and more recently, new project and development planning. It is now broadly accepted that the best closure outcomes occur when rehabilitation and closure are properly considered upfront, during the early stages of a mine development project and well before mining occurs. Increasingly, regulatory processes are requiring more diligence on early closure planning, often as part of the environmental impact assessment (EIA) and approvals process, rather than later in dedicated closure study phases. There is an opportunity to use the information generated during this phase to make better decisions on project selection, design, mining methodology and all other facets of the mining operation.

Martabe gold and silver mine is operated by PT Agincourt Resources (PTAR) and is situated in northern Sumatra and comprises several deposits in steep terrain, and in a tropical climate, that are required to be developed in the optimal sequence for the best possible Net Present Value (NPV) return on the project. In addition, the waste rock from excavations and tailings from processing is a by-product to be scheduled and used for a number of purposes identified as part of life-of-mine planning. These uses include construction of the current integrated tailings storage facility (TSF) as well as future engineering construction and waste disposal projects which includes plans for a program of in-pit backfilling. These plans need to be aligned to ensure the waste rock and tailings can be contained relative to the production rate. Given that the site will have multiple open pit voids upon cessation of mining activities opportunities for integration of in-pit disposal of mine waste have now been assessed with technical studies to review the practicality of the approach with respect to operational challenges and conformance with closure planning requirements. This includes assessment of disposal of waste rock, tailings (including consideration of filtered tailings) and co-disposal of waste rock and filtered tailings.

A high-nugget effect and presence of coarse gold characterises many styles of gold mineralisation. The effective sampling of these deposits is often difficult because of the relatively low concentrations involved and erratic nature of the gold or other minerals. Geometric and/or metallurgical complexities often compound this effect. Underground development, in-fill drilling and bulk sampling/trial mining are generally required to delineate Ore Reserves. Similarly expensive definition strategies often apply to surface mining in complex orebodies of gold and other minerals, including precious stones. Development, particularly winzing is a historical technique that was used to gather geological, grade and metallurgical data during underground and near-surface exploration. It permits access to the mineralised structure below the surface datum to determine viability. Winzing has always been considered an arduous and dangerous task. Modern winzing technology has led to the development of the Mobile Supersucker – essentially a giant vacuum cleaner with underground and surface capabilities. By the elimination of shovel-loaded blasted winze material into a kibble and hoisting, this system permits safe and highly efficient winzing activities, and allows the collection of bulk samples for grade and metallurgical evaluation, as well as access to the mineralisation for geological and geotechnical mapping. Bulk samples from horizontal development have long been collected to help define mineable grade via pilot processing. However, when defining blocks below current development, there has been over-reliance on ineffective ‘small sample’ drill data. The Mobile Supersucker permits the development of winzes and off-winze sub-levels. These provide critical information to a mine technical team when trying to justify capital to go deeper or commence or deepen an existing open pit. CITATION: Biegaj, K and Dominy, S C, 2018. There is often a difference in opinion about the allocation of risk in the establishment of mine closure bonds or financial assurances. From the State’s perspective, protection is needed to ensure that the broader community is not left with the liability of properly closing a mine in the event of a default by the mine operator. Such a default might occur where an operator decides to abandon a site, perform incomplete rehabilitation, becomes insolvent or claims limited liability. On the other hand, mine operators who can demonstrate a strong financial position plus a record of social and environmental commitment and performance, argue that there should be some recognition of this in setting a bond that is less than the full cost of early closure. They argue that a mine rehabilitation bond based on the full cost of early closure is overly conservative and ignores the actual risk of the operator being in default. The electrification of Australian mine sites will see a boom in the use of batteries of all chemistries. Lead acid batteries, a traditional mainstay of the mining industry, are expected to nearly double by 2030, however their use will be eclipsed by the explosive growth in lithium batteries. By 2030 the lithium battery market is forecast to be nearly four times the size of the lead acid battery market. Unfortunately, this will result in a corresponding avalanche of waste batteries to be disposed of. Barely a day goes by without battery generated fires being reported in the media and they have become an increasing nightmare for waste management companies and waste facilities. The safe recycling of batteries will also become increasingly important for mine sites to achieve their sustainability goals and reduce their environmental footprint. What are the risks posed by waste batteries, what are the regulatory requirements and how can you manage or eliminate these risks? What current practises does your mine site currently have for the safe management and disposal of batteries from your site? How prepared are you for the coming avalanche of waste batteries?

The Ok Tedi copper and gold project, located in the Western Province of Papua New Guinea, commenced operations in 1983. The open cut mine has undergone several significant transformations throughout its project life including changes of ownership, mine life extensions and varying production performance profiles. As of today, the Ok Tedi Mine is a 100 per cent PNG owned company (67 per cent State and 33 per cent Western Province and Communities) and has a life-ofmine plan extending out to about 2032.

Changes in the stress field around faults due to the excavation of underground space or the extraction of underground resources induce fault reactivation. To understand the mechanism of fault reactivation, it is important to observe the deformation and sliding processes of the asperities, which is regionally contacted areas at the fault planes. In the laboratory, triaxial compression tests are commonly conducted to reproduce the stress conditions around faults and study their mechanical behaviours. The conventional measurement devices for triaxial compression testing (eg load cells, local deformation transducers, and piezoelectric sensors) uses sensors to measure changes in the physical properties of rocks, but the direct visual information for the sample condition inside the pressure vessel is limited and can only be estimated from the sample after the experiment. We recently developed a direct visual measurement system to observe the slip behaviour of rocks from the inside of the pressure vessel of a triaxial test apparatus. This paper introduces this visual measurement system and presents some preliminary experimental results. The visual measurement system consists of a steel housing with a built-in commercially available digital camera. The triaxial compression tests were conducted to visually observe the sliding behaviour of the pre-cut specimens and to measure its behaviour through the digital image correlation (DIC) method. The captured images and the DIC results show the displacement field of the specimens for different confining pressure. We verified the sliding behaviour and the failure at/around the triangular asperity under at different confining pressure.

Mine planners frequently face the challenge of mitigating the impact of climatic events on mining operations, such as floods and droughts. Specific water management infrastructure can be implemented to meet operational requirements in response to these events. However, the effect of flood protection, for instance, may reduce the resilience of the site to drought. The probability and duration of unfavourable climate sequences significantly influences the net present value (NPV) of implementing specific water management infrastructure.Good life-of-mine planning will consider the incremental development of the project, and provide staged development plans. Gekko Systems has developed an underground pre-concentration plant (Python) to reduce mine operating costs. Many ores liberate favourably using either high pressure grinding rolls (HPGR) or vertical shaft impactors (VSI). Using these comminution circuits for mineral liberation; rather than for the final recovery process and by utilising a high mass pull, high recovery process route (gravity/flotation), a narrow, low head, compact processing plant was developed that can sensibly be operated underground. The Python underground processing plant can provide a number of advantages for narrow vein mines including lower haulage costs, improved mine call factor and lower operating costs. The focus on fine crushing reduces the power requirement of the plant to approximately 8 kWh/tonne. The Python underground processing plant has been designed to be towed down the decline or lowered down a shaft, and is capable of being installed in sloping, non-linear drives for placement close to the working face. The overall benefit to mining companies of this concept has been estimated to be a saving in mining costs and a significantly smaller environmental footprint.

One of the regular tasks of geotechnical and mining engineers is the measurement and management of deformation in underground excavations. Although several methods are used to do so, the incumbent methodologies for monitoring deformation and ground support serviceability are limited to the use of visual observations or measurements at discrete points, resulting in a qualitative assessment only. The introduction of LiDAR technology allows a quantitative assessment across the entire excavation volume and its rock surface, by collecting a full three-dimensional image of the entirety of an excavation such as an underground drive, decline, or a tunnel. Comparisons between epochs of complete 3D data coverage allows for change detection over time that doesn’t feature otherwise typical omissions. The implementation of regular scanning has shown to be highly advantageous for mines with swelling or squeezing ground, but also at mines with rapid deformation. Despite the LiDAR potential, its adoption has been slow. A key reason for that is that working with point clouds is foreign to most geotechnical engineers. Point clouds have long been the realm of surveyors, but to fully adopt their use in geomechanics requires retraining, upskilling, and devotion by the individuals and the company. Sites are already stretched, so often there are insufficient resources to be applied to bringing the new technology into use. The solution to this hurdle is to partner with subject matter experts to achieve the desired high-quality outcomes without the commitment of time by geotechnical personnel. This paper presents a new solution of fully automated raw LiDAR point cloud data processing that not only enables geotechnical engineers to avoid having to learn unrelated skills by allowing for deformation monitoring without associated training or expertise, but it also provides instant reporting results as well as a sophisticated database with features otherwise not available. All data processing time and effort is completely replaced by an automated process which at the same time opens up the opportunity to monitor many more excavation volumes at a higher frequency than is possible with conventional tools and methodology.

Coal is a vital energy source and source of carbon for metallurgical applications, contributing significantly to the world economy. Coal mining and processing involve multiple processes that generate Respirable Coal Mine Dust (RCMD), one of the primary sources of health hazards for coal workers. Since 2000, the rate of Coal Workers’ Pneumoconiosis (CWP) has continually increased in the U.S, with severity of the cases also worsening. Increasing evidence shows that exposure to RCMD in coal workers is a high-risk factor for lung cancer, which causes more deaths than the following three major cancers combined in the US Recent observations show an increased incidenceof CWP or other lung diseases, particularly among young miners in the Appalachian basin. The CWP prevalence in Appalachia is four times higher than the national average. Although various regulations are in place, the resurgence of such disease among coalminers demands additional efforts to better understand all the possible facets of coal dust toxicity, taking insights from current interdisciplinaryresearch efforts. One such important field is the interaction of coal dust with moisture in underground mines. Although moisture is prevalent and dynamic in an underground mining environment, it has never been evaluated for its impact on modifying the toxicity of coal dust and transport or flow behaviour. However, research conducted in atmospheric sciences in the past decade makes it clear that moisture in the atmosphere can significantly alter the behaviour of mineral dust. This paper is a part of research aimed at understanding how moisture interacts and alters the characteristics of coal dust. Such insight is crucial in understanding the potential toxicity of coal dust and developing mitigation technologies.

Increasing attention is being focused by regulators and industry on the residual environmental liabilities associated with mining projects following site relinquishment (termed surrender in Queensland). Even sites that have been rehabilitated to a high standard and to the satisfaction of the regulator are not completely risk free and may require some degree of ongoing management. As well as ongoing monitoring and maintenance costs, considerations should include how costs associated with potential risk event occurrence can be quantified and, if considered material, how provisioning should be undertaken to minimise the risk to the state and to taxpayers. In Queensland for example, once a resource site is fully rehabilitated and meets its environmental authority conditions or rehabilitation completion criteria, the tenure and environmental authority can be surrendered. During the surrender process any ‘residual risks’ resulting from the use of the site for the resource activity must be considered, and, if requested, a payment given to the government to cover any ongoing management and risk costs. Accent Environmental, in conjunction with Lane Associates, was engaged by the Queensland Government as part of the government’s financial assurance framework reforms to develop an innovative, ‘one-size fits most’ Residual Risk Calculator for the Queensland resources industry. The calculator is an Excel-based tool that uses detailed user inputs to estimate post-surrender management requirements and liability at resource sites. If residual environmental risks associated with rehabilitated mine sites can be identified, quantified and managed through pragmatic regulatory tools and effective provisioning, site relinquishment/surrender can be achieved without compromising environmental and social outcomes or exposing the state to unreasonable financial risk. The effective management of residual risk can also help facilitate operations as well as relinquishment/surrender of sites where a ‘walkaway’ solution may not be otherwise technically feasible.

The existence of metalliferous mineral deposits on the deep-sea floor has been known since manganese nodules were discovered in the Arctic Kara Sea in 1868. Modern exploration to define commercially viable base and precious metal deposits began in the 1970s and gained further momentum in the last decade. High grade deposits have been delineated but investors remain cautious, many considering deep sea mining projects to be riskier than terrestrial projects. This paper compares opportunities and risks presented by terrestrial mining projects with those presented by deep sea mineral deposits (Table 1). The Solwara 1 volcanic-hosted massive Cu-Au-Ag sulphide deposit, the Atlantis II Deeps sedimentary base metal sulphide deposit, and the Mn-Ni-Cu-Co nodule deposits of the north-eastern Pacific Ocean are used as examples. These are advanced deep-sea projects with published Mineral Resource estimates, on the cusp of development. Off-shore diamond mines in Namibia are also considered. These examples provide a basis for comparing exploration and geological uncertainty, the technical risks of proposed mining systems, and the potential environmental and social impacts. Contour banks and waterways are standard soil conservation measures to assist farmers reduce the impact of gully erosion on sloping cropping land by reducing the slope length to the interval between the banks. The Universal Soil Loss Equation (USLE) developed by the USA Department of Agriculture Soil Conservation Service in 1930s predicts the long-term average annual soil loss (A).The equation is the product of the rainfall erosivity factor (R), the soil erodibility factor (K), the topographic factors of slope length and angle (L and S) and the cropping management factors (C and P). Contour banks reduce the slope length (L) only.Contour banks are a constructed earth embankment, incorporating a channel on the upslope side, typically traversing a slope on or close to the contour to control and/or prevent the erosion of that slope. The banks are also referred to as graded banks, terraces, or bunds (DSITI 2015). Contour banks are either broad based or narrow based. Broad based banks allow the passage of the machinery over the banks whilst narrow based bank batters are too steep preventing the passage of machinery. Waterways are a stable, longitudinally sloping water disposal area of sufficient capacity used to discharge surplus runoff from the contour bank and to allow it to flow to a lower level without causing erosion (DSITI 2015).The mining industry must decide what the role for contour banks and waterways is in each operation’s rehabilitation and closure plan.CITATION:Merritt, J L, 2018. Understanding and quantifying residual risk is the key to the successful closure and rehabilitation of mines. An important aspect of residual risk is predicting the long-term chemistry of mine water and the long-term geochemical stability of mining wastes. This requires updating the characterisation data for mine wastes and monitoring mine drainage throughout the life-of-mine. The intrinsic properties of waste materials (ie the geology, mineralogy and the weathering processes, which in turn depend on the local climate and water balance in a waste storage facility) are the fundamental controlling factors of residual risk. In this paper, case studies of coal and metalliferous mines are used to discuss the definition of residual risk for a range of waste storage facilities and to highlight the benefits and limitations of current geochemical methods in predicting and quantifying residual risk. The SRS-1200 concept came about following the recommendations from the Board of Inquiry into the 1994 Moura No 2 mine disaster with the aim of having a system to remove personnel from an unsafe environment underground via a shaft where no other means of escape is possible. It is a mobile rescue unit that utilises a winding system to operate a man cage. It can descend the cage up to 1200 m into a vertical shaft. This operation is managed from the winder control compartment located on the non-driver side at the rear of the vehicle.
