The Australian industrial relations system is in a state of constant change. We are undergoing a transformation from a compulsory arbitration and an award based system to one which is fundamentally rooted in the concepts of enterprise bargaining. This is true both at the State and Federal level. The structural changes which facilitate the movement away from the predominance of Awards to enterprise agreements has been fostered by both sides of the political spectrum and is a cornerstone of their respective industrial relations platforms.In determining what form or combination of forms of industrial instrument(s) should apply to the individual enterprise, employers must have regard to the viability and sustainability of each form in the changing industrial climate. In particular employers should have regard to the needs and agendas of their employees and unions which may purport to represent Them.

Gold was discovered in the Bendigo area of Victoria in 1851 (Willman and Wilkinson, 1993), and all the early gold mining of any note involved washing (puddling) the gold out of the regolith or alluvium. The waste material from this process was a semi-fluid mixture of rock debris, soil and water, referred to as `sludge'. Puddling machines were gradually introduced to speed up the puddling process (Cole, 1994), and by 1855 an estimated 2000 machines were in the district (Anderson, 1978). In 1859 it was estimated that approximately 2 293 000 m3 of material was puddled annually by the machines on the eastern side of the goldfield, whose waste drained into Bendigo Creek and its tributary gullies. It was also estimated that after the gold was removed, approximately one-quarter of the residue/sludge consisted of the heavier, coarse-grained material which settled out fairly quickly, while the remainder, approximately 1 720 000 m3, was the fine-grained material which flowed downstream for some distance (VPP, 1859 - 60). From these figures it can be assumed that for the ten years during which this volume of puddling was maintained (1854 - 1864) over 5 700 000 m3 of gravels and sands and 17 200 000 m3 of fine-grained sludge had been discharged into and around Bendigo Creek. This was enough to cover an area of over 400 km2 to a depth of 5 cm. By 1859 the problems associated with the sheer volume of sludge being discharged were such that a Royal Commission was appointed to `Enquire into the Best Method of Removing the Sludge from the Gold Fields' (VPP, 1859 - 60). The goldfields referred to were those in the Bendigo area around the township of Sandhurst (now known as Bendigo). The Report of the Commission (VPP, 1859 - 60) stated that: `... inspection of the country bordering upon the course of the Bendigo Creek, to a distance of about fifty miles from Sandhurst . . . ' had revealed that the sludge had ' . . . filled up watercourses and flooded pasture lands . . . '. It also noted that ' . . . even on the plains, thirty or forty miles away from Sandhurst, where the sludge flows thin, and is relieved from its heavier particles, we found it baked into a perfect concrete, and in thicknesses varying up to two feet or more . . . '. The italics were used for emphasis in the original text. As it was considered unlikely that the physical evidence for such widespread inundation would have disappeared completely over the intervening 130 or so years, a project was initiated to locate any evidence of the inundation in the current landscape. If such evidence were to be found, then an estimate could be made of both its extent and its effects on the topography, drainage, and land-use of the inundated area. Extensive field work has determined that over 700 km2 to the north of Bendigo was inundated by the sludge. The area has not been uniformly covered, but has occasional `inliers' which have obviously escaped inundation by being slightly higher than the surrounding areas. Today the sludge is readily identified as a very fine-grained, hard-setting, concrete-like `capping' overlying a well-developed, well-structured, pedal horizon, or in some instances, the gravels and sands of a creek bed. The thickness of the sludge capping varies between a few centimetres and three metres (Peterson, 1996). Laverton Gold NL (Laverton) is the first junior Australian mining company to establish a viable mining operation in Indonesia. It successfully commissioned the Rawas plant in Sumatra this year with an average anticipated production of 85 000 ounces of gold equivalent (as gold and silver) per year, a feat of which Laverton is justifiably proud.Working in Indonesia and South-East Asia generally is very stressful for juniors and stretches human and financial resources to the limit - more so than in medium to large companies which can absorb the workload in-house more effectively.

Kumba Iron OreÆs Sishen Mine is one of the worldÆs largest iron ore mining operations situated in the Northern Cape, South Africa. It produces 29 million tonnes of iron ore products per annum using a dense medium separation (DMS) beneficiation process. Kumba is currently commissioning the Sishen Expansion Project (SEP) which will produce a further 13 Mtpa product through a jigging beneficiation process. The products from the Sishen Mine are highly sought after and consumed by domestic and various European and Asian customers. During beneficiation iron ore slimes are generated and discarded as waste material to the slimes dams. A study was initiated in 2005 to investigate processes to beneficiate these slimes to saleable products û prompted by the current high demand for iron ore products and the high grade in the Sishen slimes thickener underflow of approximately 54 per cent Fe. Initial laboratory scale test work indicated that a 66.5 per cent Fe iron ore concentrate could be produced from the Sishen slimes thickener underflow through a process of classification, two stage wet high intensity magnetic separation (WHIMS) and five stage flotation. This process, however, did not produce the desired results during pilot plant testing and numerous alternative process routes were investigated. The process that did achieve the desired product grade of 66.5 per cent Fe at economically feasible product yields consisted of two stage WHIMS using SLON magnetic separators. Results achieved indicate that the thickener underflow slimes can be upgraded from 54 per cent Fe to 66.5 per cent Fe at a product yield of ca. 40 per cent. Product yield could be increased through the further beneficiation of the SLON tails. The Sishen slimes thickener underflow production rate is ca. 3 Mtpa û resulting in a potential concentrate production of ca. 1.2 Mtpa. The slimes concentrate will be fed to a pelletising plant that will produce 66 per cent Fe pellets destined for domestic and or export markets.

I have spent most of the past thirty-five years working as an economic geologist in the area of exploration and development of base and precious metals. Most of this period has been as an employee of Trans-National-Corporations (TNC's). I presently act as a consulting geologist to a joint venture company, bringing together two such TNC's: Anglo American' Corporation and affiliated companies De Beers (Diamonds) and Minorco (Metals mining outside of Southern Africa), and Normandy Mining Limited of Australia. Normandy is presently through its gold arm PosGold, Australia's largest gold miner and Anglo American can claim to be the world's largest gold company producing over 280 tonnes of gold a year, more than twice its nearest rival Gold Fields of South Africa. In addressing this topic, the role that Government can, and should play in mineral development, I will be drawing heavily on some examples from these and other TNC's experience in recent offshore mining Investment.

Key indicator hydrothermal alteration minerals formed from fluids of known fluid composition (neutral versus acid pH) and temperature have been mapped for New Zealand (NZ) geothermal fields by visible/near-infrared (VNIR) and short wave infrared (SWIR) reflectance spectroscopy. Smectite, interstratified illite-smectite and illite formed from neutral pH fluids have zoned distributions with higher temperature illite (>220ºC) in and around the upflow of chloride waters and low temperature smectite (<150ºC) on the margins (eg Ohaaki, NZ). In adularia-sericite epithermal deposits, Au-Ag veins are similarly surrounded by zoned clays, with mineralised veins enclosed by illite (eg Martha, NZ) or occurring at the illite/illite-smectite boundary (eg Favona, NZ). Reflectance spectroscopy is also highly effective in identifying minerals formed from acid fluids; both steam-heated acid-sulfate waters (eg kaolinite and alunite at Rotokawa, NZ), or magmatic-hydrothermal fluids (eg pyrophyllite and topaz at Ngatamariki, NZ). These same alteration minerals commonly show zoned distributions in high sulfidation epithermal deposits (eg Rodalquilar, Spain) and in lithocaps associated with porphyry deposits (eg Lepanto, Philippines). Thus reflectance spectroscopy permits the rapid identification of key alteration minerals that can be mapped at a high sample frequency and used as vectors towards mineralisation.CITATION:Simpson, M P, Bignall, G, Rae, A J, Christie, A B and Chambefort, I, 2015. Inefficient conveyors suffer carryback, leading to the build-up of materials on idlers, and other expensive components. They spill and leak material at loading zones and transfer points, causing accumulations that can damage the belt, wear moving components, and increase both cleanup labor and maintenance expense. They wander or mistrack, spilling material and en- dangering personnel and conveyor components, including the belt itself. And through these inefficiencies, they multiply an operation's hidden costs-the dollars lost because of missed production, of increased downtime, of the expense for the replacement of prematurely worn or damaged equipment. In this paper, the author will examine the importance of belt conveyors to mines and process plants He will trace the state-of-the-art in systems for cleaning belts, and controlling the release of fugitive material from conveyor transfer points, by exploring the roots of the problems, and demonstrating solutions that have been proven to be effective. Included in these systems to improve material handling are transfer point stabilization and sealing systems, dual belt cleaning systems, and belt training idlers.

This paper considers the standard of ore reserve assessments required by lenders when presented to support requests for project based loans. The way lenders use this information to structure a suitable financial package shows why ore reserves should be measured by industry set standards. This in turn raises questions concerning the assumptions used to derive mineable reserves from geological reserves. Consideration of the variety of related problems highlights the need for assessments to be defined according to acceptable standards. These should also address the suitability of the methodology to the assumed configuration of the orebody; the degree of variance and relaibility of estimates of grade and tonnage presented; and the estimation of probability that ore will in practice fall within the defined limits. In an increasingly international marketplace it is appropriate to compare Australian industry requirements to those of similar overseas industries, in this case the United States. Lenders would like to see that individuals responsible for the preparation of ore reserve estimates are certified on the basis of their skill and expereince by an industry body such as The AusIMM. The paper discusses how each of the parameters indicated above may impact upon a lender's assessment of the viability of a project. A number of practical examples are presented where inaccuracies or inadequacies in ore reserve information have led to reduced project performance.

The ""comparable sales"" method of valuation attributes value to an asset by reference to actual sales of comparable assets or to the market capitalisation of companies with comparable assets. This methodology is widely used in real estate valuations. The real estate approach can be used to value mining and exploration properties where there are actual sales of comparable or similar assets in the recent past. The practical limitations of the comparable sales method are well known and self evident: limited number of transactions, limitations on comparability and inadequate data. The real value of the comparable sales method is in its use as a validity check. Estimates of value of mining and exploration assets are so sensitive to so many variables that all valuation methods have limitations. Accordingly there is real value in attempting to establish benchmarks from comparable sales. Apparently sophisticated valuation methods can mislead by creating the impression that valuation is a precise science. The judgement of the valuer is critical and judgements can be wrong. Any available evidence from actual sales that are even remotely comparable can provide useful input to the valuation process.

Recently an inorganic salt, sodium polytungstate (SPT), has become available that allows the preparation of non-toxic solutions of relative densities up to 3.1. It is relatively expensive and at the higher relative densities achievable, highly viscous. Alternative inorganic compounds may in the future be identified that overcome these limitations. The Australian Mineral Industries Research Association Ltd (AMIRA) has initiated a project to examine possible alternatives. However, it has been found that by the addition of finely divided ferrosilicon to solutions of SPT, relative densities of up to 4.0 can be achieved. A laboratory technique for density fractionation of sized mineral samples utilising this finding has been developed. This is currently being extended to study the potential applications of such liquids and suspensions in dynamic systems for mineral, coal and recycled waste separations.

I take it the character of addresses to conventions, should, following precedent, avoid details, and treat subjects rather from a philosophical point of view so far as they will permit.In the subject about to be treated on, an endeavour will be made to find here we stand as regards the past, in order that we may the better, hope to look correctly in the direction to be followed.It may be assumed that the main object of the Institute is to forward mining interests and the ways in which engineers can aid those interests are many. If all of us were to try to follow many of those interests we should become like" jacks of all trades and masters of none". Mining engineering is consequently subdivided, all are necessary to the common end, and it is on one of those divisions I have undertaken to address you. The subject or steam pumping is a large one, and I regret, not having received such longer notice as would have enabled me to do better justice to the subject, and more respectful regard for yourselves. I must, however, under the circumstances, crave your generous consideration, and hope the topics mentioned may furnish material for discussion and future papers of far more value than this one, Ind.eed, the subject is so illtimately and historically associated with mining that if treated on its merits would be highly interesting or could be made so in more capable hands.

Data from ball mills of a wide range of sizes are analysed using detailed mathematical models and non-linear least squares fitting techniques. In this way model parameters are obtained describing the behaviour of ball mills over a wide range of mill sizes and operating conditions. These parameters define the flow and breakage of each size fraction of ore in the mill. Flow of coarse particles through the mill is found to depend on the proportion of coarse particles present. The breakage rates of coarse particles are found to decrease markedly with mill diameter for mills over 3 m in diameter.Simulation of grinding circuit throughput at constant productsizing for different mill diameters shows that throughput is proportional to theoretical mill power consumption for mills up to about 3 m in diameter. Thereafter the throughput gradually falls below that indicated by power consumption, the decrease becoming quite significant for large diameter mills. Simple qualitative physical arguments are presented to explain this behaviour. The models developed have applications to ball mill scale up. Work on their further development is continuing.

Trade unions are people. As organisations they exist to represent the needs and interests of their members; that is the workforce. Thus one of the underlying objectives of the trade union movement has been and will continue to be: achieving from management recog- nition that the labour input to the production process - whether that be in the factory, office or service context - is made up of individual people who can not be treated as just another factor of production. The essential difference between labour input and other factors of production such as capital and raw material is the "humanness" of the individual entities which make up a firm, company or industry's labour supply. Recognition of the "people" input to the production process has essentially two aspects: humanisation of the workplace and the treatment of labour as human beings who have a role to play both within the workplace and within broader society.

The paper describes the application of New Zealand's environmental impact assessment procedures to a proposed gold and silver mine in the North Island of New Zealand. The project is described and a summary is provided of the statutory permits or consents that are required prior to operation of the project. Emphasis is given to the requirement for environmental impact assessment and the preparation of a formal environmental impact report. The company's approach to impact assessment is described, with examples of how this assessment and the identification of management alternatives influenced the engineering design of the project. This paper was prepared as a contribution to a working session of the International Association of Impact Assessment VII Annual Conference, July 1988.

At moderate depths this question is of relatively small importance, but at depths over 2,000 feet it becomes a matter of some consequence. The rate of increase of temperature with the depth varies in different localities, but as a rough average we may take it to be about 1° Fahr. for every 50 feet of depth. The variation of temperature of the earth's surface from summer to winter penetrates to a comparatively shallow depth. At 50 feet the variation becomes practically insensible, and the temperature of the strata will be about the mean temperature at the given locality, from 60° to 75° F. in this country or the comfort of men working in the mines it is desirable to maintain a temperature of about 70° F. in the workings, or approximately the temperature of the strata near the surface.In order to obtain some idea of the magnitude of the undertaking involved in cooling a mine, I have examined the effect of placing in a long drive an apparatus by means of which we can abstract heat at a uniform rate from the drive, keeping, thetemperature nearly the same at all points of the drive at any given time.The lowering of temperature 70 F. at any distance feet from the centre of the drive (treated as a cylinder of the same sectional area as the actual drive), after an interval of time days from the commencement of the operation is given by the formula...

Rock mass classification systems for stable excavation design have been studied. The parameters which are important in such a classification system and those which should be included in a classification system formulated to predict explosive fragmentation behaviour are briefly reviewed and compared. There is significant overlap in the data requirements for excavation design and explosive blast de- sign. Recently there has been a trend to ob- tain some of the data required for excavation design by the use of both field and laboratory seismic investigations. The theory of seismic techniques is summarised and the results of seismic investigations carried out for excava- tion design are reviewed. On this basis it is considered that seismic techniques have the potential to be used for data collection prior to blast design. A programme designed to de- velop such techniques and which includes both field and laboratory experimentation is Presented.
