Over the last 15 years the contract mining concept has developed into an integral part of the Australian mining industry. Today it is a $2 billion per annum industry with the potential to continue to grow at a rate of between ten and 20 per cent. Australian contract miners have also exported the concept overseas where growth prospects are unlimited. The industry today is at a cross-road where both contractors and mine owners must consider the current state of the contract mining industry and where it is heading. To look at the present and the future, it is necessary to look back at the history of contract mining and why it has developed. Current industry concerns can then be summarised and the areas that need to be considered to enable the industry to prosper, reviewed. The ultimate goal is to reach solutions with benefits to both the mining companies and the contractors.

"The phased application of statistical process control (SPC) infers that processes are classifiable as pre-SPC (or phase zero), phase I and phase II processes, with different objectives being pursued in the different phases. Phase zero processes, defined as processes affected by assignable causes of variation, are characterised as follows: out-of-control with unknown autocorrelation structure having an unknown statistical distribution not performing consistently on target with minimum variability potentially incapable of conforming to the product specifications. The objectives of phase I SPC is to obtain estimates of the mean (µ), variance (s2), probability density function (f(X)) and the autocorrelation structure, as well as transforming the process into a phase II process (defined as a process conforming to specifications and performing on target with minimum variability). As in any other type of research or pragmatic improvement intervention, sampling is required is to achieve these objectives. The challenge of deciding a phase I sampling plan is multifarious since it has to cope with the aforementioned effects of assignable causes and provide for rigour estimates of the unknown parameters. Furthermore, deciding sampling plans in phase I invariably presents a classical catch-22 situation: appropriate sampling is required to determine the autocorrelation structure of a variable, but knowledge of the autocorrelation structure is required to formulate an appropriate sampling plan. This paper suggests, for random variables, guidelines to formulate sampling plans, and presents a methodology to estimate the inherent process parameters of process variables and an approach to identify assignable causes in phase I. CITATION:Breytenbach, W P, 2014. The Mineral Resources Act 1989-90 came into force on 1 Septem- ber 1990 and the Second Schedule of this Act set out the Savings, Transitional and Validation Clauses to this legislation. The Second Schedule gave rise to a number of interesting situa- tions however due to the fact that the time set aside to attend to these matters (the prescribed period) has now expired, with the exception of the points raised below, most of these situations are now history and are of no relevance. The Transitional provisions of the Second Schedule provided for a three month "prescribed period" in which certain actions were required to be undertaken to ensure tenements granted or applied for under the repealed legislation transitioned into the framework provided by the Mineral Resources Act. This Second Schedule of the Mineral Resources Act highlighted a number of anomalies which are still worthy of mention and are listed below.

Flotation process intensification is often achieved through changing chemical reagent scheme or flotation machine or both, which likely brings a hefty burden to the flotation plants in terms of capital or operating expenditure. A novel approach to flotation process intensification is the use of acoustic sound, which has been demonstrated to be effective in improving the flotation of various mineral systems with different type of flotation cells. This approach was based on the dynamic stabilisation effect of acoustic sound on the flotation froth. The present work aims to understand the influence of various experimental conditions on the effectiveness of the approach. First, the effects of sound frequency and amplitude were studied with column flotation of silica particles. Results showed that the flotation performance was improved only within a certain range of frequencies and above certain amplitude. The study was then extended to the mechanical flotation of quartz particles with various size ranges and at two solids concentrations. With sound, the recoveries of different size fractions within the range of 20–212 μm were all increased. In particular, the recovery of 150–212 µm particles was increased from 0 per cent to approximately 25 per cent, demonstrating the potential for extending the upper limit of particle size in flotation by using acoustic sound. Furthermore, mechanical flotation of chalcopyrite particles at various collector dosages (50–150 g/t) was carried out with and without sound. Results showed that the increment of the final flotation recovery was increased with sound at different collector dosages. Overall, acoustic sound has the potential to be used as an effective and versatile method for flotation process intensification.

Research cruises dedicated to seafloor hydrothermal activity along the Kermadec arc first began with the Sonne-135 expedition in 1998. This was followed by the worldÆs first systematic survey for venting along an arc during the 1999 NZAPLUME I expedition. Since then, cruises dedicated to mapping plumes along the Kermadec arc include NZAPLUME II (2002), NZAPLUME III (2004) and ROVARK (2007). In addition, the manned submersible cruises SWEEP Vents (2004) and NZASRoF (2005) utilised the Shinaki 6500 and Pisces V, respectively, to sample in detail select hydrothermalsystems for mineralised samples, rocks and vent fluids. The ROVARK (2007) cruise was the first to deploy an autonomous underwater vehicle (ABE) along the arc which surveyed Brothers volcano at a far greater resolution than had been done previously by ships on the sea surface. While these expeditions have largely been led by GNS Science, together with its collaborators from National Oceanic and Atmospheric Administration, Pacific Marine Environmental Laboratory (NOAA/PMEL), significant contributions have been made by other groups from various nations, exemplifying the global interest in seafloor hydrothermal activity associated with intraoceanic arcs. The securing of a reliable water supply for a prospective mine in the North West Queensland Mineral Province is usually one of the most influential factors in determining the mine's feasibility. The Ernest Henry Mine required a reliable water supply to serve a demand estimated at feasibility stage to be up to 20 ML/day. Numerous options were considered before a decision was made to construct a 113 km long pipeline from Lake Julius as this was the most cost effective, reliable source of supply. The North West Queensland Water Pipeline is a multi-user, Queensland government funded project initially supplying up to 7000 ML/year of water from Lake Julius to Ernest Henry Mine, with provision made for expansion to serve future users in the region. This paper discusses the history of the pipelineÆs development, together with a summary of the scheme's design features. Environmental and licensing requirements, construction and operational issues are also discussed.

The Fiji Islands are remnants of a once continuous Solomon-Vanuatu-Fiji-Tonga volcanic arc (the Vitiaz arc), located at the boundary between the Indian-Australian and Pacific plates. They record a history of (i) arc volcanism the late Eocene to late Miocene, (ii) an extensive magmatic response to arc rifting (5.5-3.OMa) during which volcanism was dominated by shoshonitic to tholeiitic basalts, and as rifting continued, (iii) a transition from arc to intraplate volcanism. The Hunter Ridge-Hunter Fracture Zone separates the inactive South Fiji Basin from the actively spreading North Fiji Basin, and has been considered to be a transform zone, almost parallel to the motion vector of the Australian plate. However rocks dredged during the 1993 `Alize' cruise, from along the northern part of the Hunter Ridge are typical arc tholeiites, and therefore demand that subduction has occurred beneath the Hunter Ridge sometime during the last û 5Ma.

The use of Decision Analysis is becoming more widespread in industry as a whole, and there is considerable scope for its application in the mining industry. Wherever decisions have to be made, whenever risks have to be taken, whenever uncertainty exists or whenever judgements have to be made, then Decision Analysis can be used. In the mining industry we daily make many decisions involving risk, uncertainty and judgement. Expansion and diversity will only increase the need for balanced decision making techniques. This paper seeks to describe the history and principles of Decision Theory, and to illustrate the various modelling approaches using three fictitious yet realistic case studies. Decision Analysis logically integrates the quantifiable and seemingly non-quantifiable aspects of a decision problem into a coherent, explicit and rational solution. It also allows the decision-makers to see the full impact of each variable or uncertainty, and hence focus on the key aspects that influence the solution.

As the iron ore/magnetite boom gains momentum, it is particularly important to question established past trends and explore the potential of alternative design options. Traditionally, ‘rule of thumb’ methods have been used to size dewatering equipment. Greater consideration needs to be given to technological advancements and specific throughput testing of each ore body type based on innovative developments.This paper will describe how an innovative approach resulted not only in significant savings in capital cost and site work hours but also delivered a truly optimised design for the thickener duty at Karara. Test work also played a crucial role and a comprehensive test work program on the ore samples showed the scale-up benefi ts of new technology in thickener designs. Working closely with the Karara team during the laboratory testing proved the old sizing theories for iron ore/magnetite processing have been superseded with the knowledge and results of the industry’s newest feedwell technology. Increased solids flux and rise rates in the testing process proved very successful, resulting in signifi cantly reduced thickener sizes and lower capital expense.Mechanical design considerations such as removal of underflow and pump access led to a preference for an above-ground thickener confi guration, and the economics of a completefabrication and installation package favoured steel construction for the thickener units.The ultimate choice of the bolted/fl anged tank methodology provides both economic and timely solutions for the site installation including reduced man power and quick and safe site-work. A benefits comparison between this design and other fabrication and installation procedures will also be analysed in the paper.

This paper presents a review of computer techniques for the automatic contouring of geological and geophysical data with output as interactive display on graph plotters or graphics terminals and passive display on automatic drafting tables. The advantages of the method of fitting a triangulated surface to randomly distributed data using an advancing front algorithm are described, as well as the technique for determining interpolated values for the production of contour line segments and a contour smoothing algorithm. This contouring method is employed by the Geological Survey of Queensland and is implemented as an interactive system. An alternative method ideally suited to randomly distributed data involves the use of piecewise parametric cubic splines. This method which is ideal for sharp variations in magnitude and areal extent typical of geophysical anomalies is discussed. The mathematics of surface interpolation using non-parametric splines and an explicit piecewise surface fitting technique are discussed. Curve tracing techniques which are suitable for automatic contouring are also presented and the inherent advantages of interactive contouring using on-line plotters and graphics terminals for previewing of displays are described.

Underground coal heating is a significant hazard in some coal mines. The broad principles of how underground coal heatings occur is reasonably known, however the technique for locating the heatings in often inaccessible goaf has been proved to be difficult. Since 2002, CSIRO, with the support of the Australian Coal Association Research Program (ACARP) has been undertaking investigations to apply and develop innovative surface-based radon technique for locating the underground heatings in Australia. This paper presents the progress of the investigation.

The advances in the study of control alternatives for flotation columns are reviewed. An integral solution to the control problem has to deal with problems associated with instrumentation, process modelling, control strategies and control algorithms. The term hierarchical control is used here to mean the intelligent integration of available knowledge, control algorithms and logic rules of decision. The selection of information, algorithms and rules is based on the experimental and theoretical knowledge of the column flotation process. The software support was designed and implemented in object oriented computer programs. This technique allowed the implementation of a combination of control techniques, algorithmics and heuristics, in the form of a control strategy. This strategy has shown to fit well with processes exhibiting complex dynamic characteristics. The hierarchical control was implemented in a pilot column and included the following general aspects: co-ordination of distributed conventional control loops, use of sets of control parameters for the froth depth control loop according to the froth depth state, verification and diagnosis of sensors, on-line predictive estimation of gas hold-up, diagnosis of common operating problems and the use of predictive control to account for feed flowrate changes.

The current practice of magnetite ore agglomeration involves high temperature oxidation roasting (typically at 1200–1350°C) of magnetite to hematite phase in order to improve the strength and reducibility of pellets. The requirement to pre-oxidise the magnetite before introduction to an ironmaking plant increases the CO2 emissions generated during the ironmaking process. In our previous papers, a novel, alternative agglomeration route for magnetite ores was presented where magnetite was converted to a reducible CaFe3O5 (CWF) phase through the addition of lime to produce a Lime-Magnetite Pellet (LMP) feedstock that can be directly charged to ironmaking units. The LMP process eliminates the magnetite oxidation stage, thereby reducing the CO2 emission during ironmaking. The concept was tested by thermodynamic calculations, high temperature experiments and scaled-down pilot scale test work. In this paper, larger scale synthesis of halfstoichiometric LMPs (1 mole of Fe3O4 and ½ mole of CaCO3) were prepared using a balling drum, followed by overnight drying at 110°C and induration at 1050°C for two hours. The LMPs were analysed using X-Ray Diffraction and Scanning Electron Microscope techniques for phase and microstructure characterisation. The LMPs were found to have 14–15 wt. per cent of CWF phase when indurated under a CO2/CO ratio of 8.5:1. Pilot scale testing of the LMPs was conducted following ISO standard test procedures. The test results indicated the LMP’s had a Reducibility Index (RI) of over 91 per cent, a Tumbler Index (TI) of 87 per cent and a Reduction Degradation Index (RDI) of 4.6 per cent. The results indicate LMPs may be useful as an alternative feedstock to ironmaking processes that would result in lower overall CO2 emissions.

"The Corridor Sands deposit is situated approximately 190 km north east of Maputo, Mozambique adjacent to the paleo-mouth of the Limpopo River. This deposit is one of the worldÆs largest known economically viable resource of titanium, accounting for approximately one third of the global resource. As part of the pre-feasibility and feasibility study for development of the Corridor Sands project, various geological and geotechnical investigations were undertaken, selected results of which are presented in this paper. These investigations have enabled a detailed understanding of the material characteristics of the orebody as well as the tailings materials, such as the fines, to be developed. These material characteristics have had a significant impact on the selection of the mining and disposal methods currently being implemented."

The Australian bulk explosives industry has matured significantly over the last five years and it would appear that the rest of the world is following suit. This maturity is characterised by the technical sophistication of modem bulk explosives, an increase in the technical competence of the explosives consumer and a greater openness in the debate on the quality and performance of explosives. The principal mechanism by which these advances have been made is undoubtedly commercial competition in the market place although a new element, technical competition between manufacturers and independent professionals, has and will continue to play an important role in the development of the industry. The relationship between the explosives manufacturer and consumer is necessarily both complementary and competitive. This paper identifies the need for the consumer to take a more prominent role in the critical analysis of the performance of explosives and to use his commercial influence to direct explosives manufacturers at least in the direction required for the future technical development of the industry.

As shallow coal reserves with easier mining conditions are exhausted, future deep coal mining with difficult mining conditions may face significant economic, technical and environmental challenges. Moreover, due to increased coal production capacity with the new generation longwall systems, predicting adverse mining conditions has become more important than ever before. The potential impact of these difficult conditions is an increase in mining risks and costs. Reliable prediction of rock mass deformation, mine stability and mine water inflow is not only essential for improving mine safety and reduction of coal production costs, but it is also important for the assessment and management of the environmental impact of mining. This paper briefly describes an integrated approach to mine groundwater simulation and prediction. Central to this integrated approach is a three-dimensional computer code called COSFLOW, developed by CSIRO of Australia in collaboration with NEDO and JCOAL of Japan to address the pressing issues of mine water management. COSFLOW incorporates unique features that make it ideal for the simulation of coal mining and examining the interaction between rock fracture, aquifer interference and water flow. This paper also presents an example of an application of the integrated approach and COSFLOW in water inflow prediction at Springvale Mine in New South Wales.

TATA Steel’s R&D Division at Jamshedpur has developed a slime beneficiation process to recover iron values from iron ore slime. This process recovers iron ore concentrate containing 2.2 per cent alumina from a feed containing 7–10 per cent alumina. The reject generated from beneficiation of iron ore slime is treated as waste as the iron content in the reject is below 45 per cent. Effective utilisation of this waste is required for making the iron ore slime beneficiation process a zero-waste technology. In this connection several studies were made towards utilisation of slime waste. One of these studies revealed that slime waste can be used as a soil conditioner. Slime waste contains particles of size less than 10 micron and when these particles are mixed with soil in definite proportions, the porosity and the permeability of the mixture goes down. As a result, the water holding capacity (WHC) improves. This concept was evaluated through a series of tests at greenhouse level to optimise the soil to slime ratio. Finally, a pilot scale field trial was carried out over a period of three months using paddy rice as the crop. Three separate plots with compositions of: soil + organic matter comprising Farmyard Manure (FYM), (ii) soil and slime waste (2:1) + organic matter (FYM), and (iii) soil and slime waste (2:1) + organic matter (FYM) + Nitrogen, Phosphorus and Potassium (NPK) fertiliser were used for the pilot trial. The results showed a 20 per cent increase in the productivity of paddy rice for plot (ii) as compared to plot (i). This was due to the beneficial effect of slime waste in the soil. The addition of inorganic fertiliser such as NPK in the ratio of (4:2:1) further enhanced the productivity of paddy rice.

When striving to attain zero discharge, mines must consider multiple variables in addition to water quantity. These include climate regime, water quality and regional water budgets. However, the company was able to maximise profit during the good times and equip the culture to deal with the tougher times with minimal turnover.Through the combination of simple systems and processes, people development, application of commercial technical acumen and a combination of yin and yang leadership, OZ Minerals has achieved something quite rare - sustainable continuous improvement.The journey started with a vision. The EGM Operations created the æsparkÆ. The dream was to create a æfranchise mineÆ that could be rolled out to new mines and acquisitions as the company grew. However, the real leadership came from his lieutenants who provided the important yin and yang. The GM commercial provided the tools, processes, systems and the bottom line focus. The GM operations focused on culture, leadership, training and sustainability. This powerful combination (along with some good old persistence) was able to create the critical mass required to make continuous improvement go æviralÆ.This paper explores this unique case to uncover the essential ingredients that were created and mixed together.
