Mining is currently undergoing a progressive expansion into novel environments (such as the deep ocean), commodities (such as tantalum, rare earths, and other ‘green economy minerals’), and new methods (such as the autonomous underwater cutting machines required to operate in the deep ocean environment, or the use of expanding grouts to deliver a blast-free mining method). The advent of novel mining, environments and commodities heralds an era that will undoubtedly start with much discomfort on the part of regulators and stakeholders, due to a feeling of overwhelming uncertainty. These proposed mining scenarios have few precedents, few examples of successful implementation, short baseline monitoring periods, and few examples of legacy sites that may assist with understanding long term risk and exposure. The evolution of the environmental and social impact assessment (ESIA) process in many regulatory environments recognises stakeholder engagement in a formal and facilitated manner. This is a positive step, and allows stakeholders to be much more meaningfully involved in the permitting process than they historically were. However, with this advance comes the challenge of identifying and communicating with stakeholders; sharing information in a meaningful way, fostering relationships with what can be an extremely large group, and delivering on commitments that inspire confidence to permit operations that have never been permitted before. In order to meet this challenge, it is suggested that changes to collection of data, communication of data, the nature of commitments, and the reporting of performance need to be made in order to effectively communicate management of new technologies, and the impacts that mining may have in new environments (such as the deep ocean). The communication challenge is necessarily greater when describing technology that has never been used, or environments that have never previously been accessed by humans on an industrial scale. BHP Diamonds and their joint-venture participants DiaMet Minerals, Chuck Fipke and Stewart Blusson are currently developing Canada's first commercial diamond mine in the arctic barren lands of the Northwest Territories (NWT) of Canada. The paper reviews the early history of the project leading up to the discovery of the first kimberlite pipe in September 1991, diamond exploration techniques and the subsequent advanced exploration and development work carried out at the site. In many aspects, this exploration work represented a development project in itself. Coinciding with the advanced exploration work, the project team prepared an Environmental Impact Statement (EIS) and went through federal review of the project at the highest level. In 1975, following a programme of solution characterization and small scale laboratory test work, a pilot plant was constructed to treat waste liquors from the Risdon works. The plant was designed basically to neutralize liquor to a desired pH, and to flocculate, thicken and then filter the resultant pulps. The primary objective was to purify waste liquors to stand- ards set by Tasmanian environmental regulations and at the same time to provide design data for construction of a full scale treatment facility. Waste liquors were divided into two groups, those from the Zinc Plant, and those from the Acid and Superphosphate Plants, and were treated independently. To satisfactorily purify Zinc Plant waste liquors the following reaction sequence was required: 1. Neutralization to pH 10.5 (with aeration for Mn removal). 2. Further reaction of neutralized pulp with Na2S at an addition rate of typically 5 mg of S2-/litre of liquor treated to remove Cd.

With the advent of Electronic Detonator Systems in the global mining industry, as well as the development of high precision pyrotechnic delays, the measurement and analysis of delay performance (usually measured in terms of dispersion about a batch mean û precision, and the deviation of that mean from the nominal detonation time û accuracy), has become an important issue. Through the non-conventional use of existing Velocity of Detonation (VoD) measurement technology, it has been shown to be feasible to measure the precision and accuracy of delay detonator series connected in the same manner as a typical open pit bench hook up. This paper describes the work undertaken to compare and contrast performance results obtained using a range of instrumentation including High Speed Video (HSV) filming, digital counter timing using a Hewlett Packard Universal Counter and a digital VoD measurement device. The results obtained demonstrated the practical feasibility of using the latter technology in order to obtain relatively large amounts of data in a time-efficient manner, with a precision of better than 0.5 microseconds, if required. The results also confirmed the close statistical agreement obtained between the three forms of performance measurement, therefore permitting the substitution of the VoD measurement technique for the more capital cost intensive HSV technique and the slow, sample-by-sample HP Universal Counter method. It has been said on many occasions that æthe future of the mining industry of Australia, and indeed the world, lies in the hands of the studentsÆ. As a student, this can be a daunting, yet very exciting, statement. If nothing else, it is a direct challenge to the student body of the mining industry to take responsibility for its direction æafter 2000Æ. However, for the students to embrace this challenge, some responsibility must be borne by the universities and the industry itself to provide some direction and encouragement. Perhaps, therefore, the real challenge is to find the right balance between students, industry and education to best prepare the students for a career in the mining industry. The future industry will demand students who are capable and willing to adapt to change and technology and able to exert the vision and leadership required to ensure the mining industry continues to thrive well into the next century.

Dr Claude Martin,Director General,WWF International The four quotes above well illustrate the challenges faced by companies and conservationists in attempting to achieve the societal goal of sustainable development. That this aspirational goal itself is far from clearly defined, although it has been widely accepted and endorsed by governments, business and civil society, exacerbates the challenges. Sustainable development has as its central thesis the integration of environmental, social and economic policy. Its attainment by business has been described John Elkington (1998) as the pursuit of the ætriple bottom lineÆ - the achievement of social and environmental targets, in addition to the traditional economic bottom line. It is self-evident that business is both competent and comfortable defining and measuring economic performance and reporting that performance to internal and external audiences. As long as information has been prepared according to the established standards of measurement and reporting of economic performance, all audiences can have confidence in its accuracy. Business does not enjoy the same competence and comfort with regard to social and environmental performance. This is no startling condemnation of business, any more than it is a criticism of governments, non-government organisations (NGOs) or academia. It is a statement of fact that the tools to allow for credible definition and reporting against the other two components of the ætriple bottom lineÆ have yet to be fully developed and are, therefore, far from being widely accepted. Crucial to achieving sustainability is the ability to measure progress toward the goal. The task is to develop means to define appropriate performance standards and to credibly measure and report company environmental and social performance against those standards.

There is considerable economic incentive to increase the angle of open pit walls so as to reduce the total volume of waste to be moved to gain access to an orebody. However, a number of slope failures has increased the awareness of mine operators to the potential and consequences of slope failure. Sophisticated methods for the analysis of slope stability have been developed but they rely on an understanding of the appropriate parameters to describe the structural properties of the slope materials. Unfortunately, these properties change with time.The excavation of an open pit mine removes the constraint and weight of the overlying material and allows the newly formed slope to release previously locked in stress. The release of this stress allows the opening of joints and leads to a significant reduction in bulk modulus. The rock mass is also further affected by damage from nearby blasts. Such damage is cumulative and further reduces the modulus of the near surface material and weakens the bonds between structural elements in the slope.

Although blasthole deviation is a problem which can seriously affect blasting operations, there is little practical emphasis on controlling this deviation and no practical emphasis on understanding its practical behaviour. The most common way of dealing with it involves tight control over drill set up and surveying hole paths. The surveying might involve simple collar location and inclination measurement to estimate the hole's actual path. At best, some operations routinely survey hole paths after all holes in a stope have been drilled. In addition, although there is an expectation that holes will deviate, there is no planning for this behaviour in order to reduce its impact on the blast. Design decisions are invariably made with the assumption that holes are straight. If and when surveys reveal problems it is possible only to adjust charging and initiation to 'work around them'. In extreme cases the drill might be recalled to fill in gaps. The lack of planning and the lack of understanding are doubtlessly linked.A model is presented that will predict the expected path of a drill hole. By knowing how a selected few holes deviated it is possible to make a good estimate of the deviation of other holes in the same rock mass. After minimal calibration the model can be used to increase the amount of information for a given amount of surveying or the amount of surveying can be reduced while maintaining the same level of knowledge of blasthole deviation. Equally important is the ability to plan for the deviation in future drilling through altering the initial collar angles or drilling from different locations. It is the authors' hope that planning for hole deviation becomes as much a part of the design process as planning for detonator delay scatter and explosive performance variation.

Mining companies in Australia have grown in size and complexity over the past 20 years. The same period has seen exten- sive changes in the operating environment, with greater competition and intensified in- dustrial and social pressures placing new demands 'on mining activity. The new condi- tions require a management approach that emphasises strategic planning rather than operational efficiency. Strategic management evolves through four distinct phases, namely, financial planning, forecast-based planning, externally oriented planning and 'true' stra- tegic management. The most difficult transi- tion to make is from Phase 2 (forecast-based planning) to Phase 3 (externally oriented plan- ning) since management is often too involved in operations to find time to develop and main- tain a strategic orientation towards the mar- ket and competitors. Reorganisation of re- sponsibility for operations and improved op- erational processes enable management to concentrate on external opportunities.

Ore selection is generally a highly subjective task, with emphasis on producing product with a consistent target grade matching a perceived market requirement. A composite selection criterion ‘Comp’ (a linear function of the grade vector) can be used to maximise ore tonnage at a specified target grade (in Fe and contaminants) extractable from a block model. The blocks correspond to the selective mining units, with grades interpolated from diamond drill hole data. An iterative procedure has been developed to identify the coefficients and cut-off value for the composite function ‘Comp’, maximising potential ore tonnage at target grade.Commonly, target grade is predetermined by marketing; however, there is no guarantee that maximising ore tonnage at a specified target grade maximises the potential value of the mine. If the value of ore could be expressed as a linear function of the grade components, then these coefficients would be appropriate for the selection criterion ‘Comp’. The cut-off value for ‘Comp’ would correspond to the marginal cost of production; all blocks with a ‘Comp’ score above the cut-off would be classified as ore; and the cumulative grade of these ore blocks would be the average product grade over the life of the mine.Unfortunately, no such value function for iron ore is generally available. Methods for estimating the value function are discussed, using the spot price and sensitivities based either upon operational tolerances for Fe and the contaminants or upon published price differentials. This approach has been applied to an anonymous Pilbara deposit with about one million blocks averaging 1.1 kt. It is shown how the optimal target grade, cut-off grade and maximum tonnage can all be explored as a function of marginal cost and iron ore price. Alternatively, given marginal cost and an iron ore price, the effects of changing the tolerances (and therefore the relative costs of the contaminants) can also be explored.It is suggested this procedure can enable informed decision-making for an iron ore mine. Rather than setting final policy for the entire life-of-mine, the method enables target grades and tonnage estimates to be revised by re-computation as the mine life proceeds to recognise changes in market conditions and knowledge about the resource.It should be emphasised that this paper is concerned with ore selection rather than ore sequencing. Appropriate ore selection is a necessary but not sufficient condition for maximising value. Having identified the set of blocks that potentially maximise value, the sequence in which they are mined will present a trade-off between producing at constant grade and extracting high value ore early. The sequencing issue is not considered here. It is shown that optimum ore selection for an open pit mine is independent of any consideration of discount rates, although ore sequencing will depend upon the time value of money if the product grade is to vary across time.CITATION:Everett, J E, 2015. The mineral sands industry in Australia can contribute much more sig- nificantly to economic development beyond the year 2000 by increased production of constituent minerals such as ilmenite, zircon, rutile, leu- coxene and monazite from existing and new resources, and especially from downstream processing to intermediate and finished products based on these resources. The end-use areas for mineral sand-based products include those products whose demand is tied to general economic growth, such as paints and plastics, and refractory bricks for the steel industry. High techno- logy applications such as zirconia ceramics and super-magnets are indica- tive of new developments in technology which provide considerable scope for expansion at higher rates than overall western world economic growth. An optimistic outlook for the industry is outlined, based upon a brief review of opportunities.

The most critical step in the development of any mining project is the completion of a feasibility study. The feasibility study has one primary goal; to demonstrate that the project is economically viable if it is designed, constructed and operated in accordance with the concepts set forth in the study. Starting from a mineral resource data base, the feasibility study will define the ore reserves, the mining methods, the mineral processing concepts and the scale of the project. The disciplined activity of developing a feasibility study leads the proponent to examine every aspect of the project, many of which might otherwise be ignored. All technical concepts will be established and the corporate philosophy with respect to organisational structure, social and environmental responsibility, infrastructure contributions and financing will be determined. All the major decisions about how the project will be developed are made during the feasibility study. The success of the project will then depend upon the assumptions and decisions in the feasibility study and the ability and empowerment of the development team.

Dr David Dekker discussed the importance of a multidisciplinary approach to automation, the infrastructure required to support automation, and selecting the equipment for automation. Dekker stressed that automation involves a number of technologies. The mining industry is currently about part-way through the evolutionary process of achieving a fully integrated automation system. He pointed out that the final stages require parallel development of infrastructure such as mine communications. The Earth's Upper Mantle is dominantly peridotitic but in convergent margin regions, such as the S.W. Pacific, subduction of oceanic crust gives greater chemical and petrological diversity to upper mantle petrology and petrogenesis. Examination of currently active, Quaternary and Tertiary volcanism in the S.W. Pacific, particularly seeking information from ocean floor sampling to characterize the basement to island arcs and to investigate active spreading centres, consistently points to parental magmas of basaltic to picritic character. However, these parental magmas are chemically diverse and it is not possible to designate a characteristic 'island arc' or 'convergent margin' petrogenesis in the sense of a characteristic mantle source composition and a charactistic partial melting regime. In this respect, magma genesis at convergent margins contrasts with that at oceanic spreading centres. EARLY HISTORYIt is 91 years since the epic discovery of gold at the eastern end of Kalgoorlie's main street appropriately named Hannan's Street after the prospector who found the first gold here on17 June, 1893.The Spirit that motivated the early prospectors in their search for gold in this thirsty sun-burned land, unmapped, uncompromising and difficult is characteristic of gold prospectors the world over. Conditions have changed since then substituting comparative comfort for previous austerity and privation, but the quest-ing spirit, the everlasting optimism, the perseverance in the face of frustration .and disappointment still exists.It exists with the prospector who more often than not is a company geologist; it exists with the shareholder enjoying through his investment a vicarious participation in this wonderful, exciting industry and not the least with those people who have chosen the goldmining industry as their career.

Much of the research regarding the use of bacteria for the oxidation of sulfide minerals has been conducted using pure bacterial strains or synthetic minerals, often under ideal conditions, which does not reflect the conditions commonly encountered in commercially operating plants. This has also led to much conjecture as to the exact mechanism by which bacteria are able to enhance sulfide oxidation and as to which species of bacterial microflora are the most dominant. Recent advances in 16S rNA sequencing has confirmed that many of the bacterial species once thought to dominate commercial oxidation circuits were simply more willing to grow under the culturing conditions used and may only play a minor role in the oxidation process (Rawlings, 2002). Consequently this research will look at bacterial oxidation under conditions more reflective of commercial operations, focusing on the presence of organic carbonaceous material within a refractory sulfide orebody to be sourced from the Fosterville deposit of Perseverance Corporation Limited.

A number of theoretical papers have been published outlining the use of electronic detonators to limit peak particle vibrations levels, but few empirical studies have been undertaken and even fewer examples have been published of the use of such technology in the aggregates industry. This paper gives a summary of the research work carried out at two limestone quarries in the North of England, where a series of blasts were used to compare and contrast the use of electronic and non-electric detonators. The majority of blasts were carried out using the same burden, spacing and decked charge weight loadings. A methodology was established that could be used to reduce the peak particle velocities (PPVs) at two or more specific locations by using single-hole blast vibration signatures in conjunction with specific electronic detonator timing intervals. The initial study concluded that this was only possible if single-hole signature blasts were periodically recorded to establish the shape of the correct vibration envelopes as properties were approached. These wave envelopes could then be used as the basis for choosing the specific electronic detonator timing intervals to give the lowest PPV for the properties or locations concerned. This methodology was then used in the second study to access a large volume of aggregates adjacent to a working railway tunnel. The financial benefit for the company was to convert these additional tonnages of rock from being a resource to an exploitable reserve. The project involved careful blast design and the instrumentation of a number of boreholes to enable the results of blast monitoring exercises to be compared with predicted PPV results. The iterative process involved the vibration results being uploaded into æBlast LogÆ (an expert blasting database system developed by the Blasting and Environmental Research Group at the University of Leeds) and analysed to produce predictions ready for the next blast.

This paper examines the use of the FrothSim flotation simulator to improve the performance of an industrial column flotation cell. The performance of an industrial retreat column cell is simulated, and, from the discrepancies between the simulated and experimental results, a problem with the wash water distribution is postulated. The scientific reason for the reduced performance with uneven wash water addition is described in detail. Further simulations indicated the potential for improvement with an even wash water distribution, resulting in both improved performance and reduced wash water usage. The simulated uneven wash water distribution was confirmed industrially, and the headers were redesigned and installed. A sampling campaign to compare the performance before and after the modifications showed that the flotation performance was improved dramatically, with a statistically significant decrease in gangue recovery, without a commensurate reduction in valuable mineral recovery.

A commercial wet scrubber was used in the SIU-Joy dust control laboratory to test several concepts for improving the dust control efficiency of a wet scrubber. The concepts tested included two filter-two-spray systems, hollow and full-cone sprays, horizontal and vertical sprays, different layer filters and addition of surfactant. The optimised scrubber configuration had water-only vertical sprays for pre-wetting coarse dust, and vertical surfactant-laden water sprays for wetting ultrafine particles. This scrubber configuration reduced dust concentrations from 250 mg/m3 to 1.8 mg/m3. In comparison, the conventional scrubber configuration in the feed provides an outlet dust concentration of 3 - 4 mg/m3 in field operation. Upon successful testing and optimisation of parameters in the laboratory, field demonstration of the concepts was conducted at an Illinois coal mine. The optimised scrubber configuration was tested in the field with good results in terms of improved visibility in the face area and reduced respirable and quartz dust concentrations. Additional modifications in the field involved relocation of the scrubber suction inlets from the bottom to the side and changing the water spray configuration on the miner head. These additional changes were based on a conceptualised spatial dust distribution profile in the face area. The results of these laboratory development and field demonstration studies are presented in this paper.

This paper presents an analysis on the dynamic adsorption of frothers and collectors onto air bubbles in flotation. The analysis was carried out using the theory on the surfactant transfer by diffusion and adsorption. The bubble size was considered when solving the diffusion equation for the dynamic surface excess. The adsorption kinetics was modelled employing the Langmuir adsorption isotherm and its extension with the inclusion of the lateral interaction of the adsorbed molecules (the Frumkin adsorption isotherm). The numerical computation was applied to solve the governing equations. The dynamic adsorption of the surfactants was measured in terms of the dynamic surface tension for sodium dodecylbenzene sulfonate (SDBS) and Dowfroth 250, using pendant bubble tensiometry. The results show that for air bubbles with diameter of the order of 1 mm, the bubble size effect on the dynamic surface tension is small and the solution of the diffusion equation for a planar gas-liquid surface can be used to describe the dynamic adsorption onto the air bubbles. The experimental data obtained with SDBS were well described by the Frumkin adsorption isotherm and the molecular diffusion. The model description for the experimental data obtained with Dowfroth 250 required the kinetic equations. The paper is relevant for further analysis of the role of the adsorbed surfactants in the particle collection.
