Mining companies have recognised that characterisation of particle breakage plays an essential role in the design and optimisation of comminution circuits. Recently the JKMRC comminution research team has developed a new breakage model incorporating the effect of particle size, and a new breakage characterisation testing device, called the JK Rotary Breakage Tester (JKRBT), which allows rapid testing of particle breakage under high energy single impact and low energy repetitive impact conditions. The latter is believed to be the dominant breakage mechanism in AG/SAG mills. Existing devices, such as the JKMRC Drop Weight Tester, are not suitable for performing repetitive impacts since they are too time consuming. Positive feedback received from mining company sponsors to the new technology has prompted the JKMRC to further validate the device and the model through a formalised experimental test program on professionally designed and manufactured JKRBT machines. The first JKRBT was installed at the Anglo Research laboratory in Johannesburg in March 2007 and four more major mining companies will participate in the project in 2008, with commercial release expected in early 2009. The JKRBT has the potential to revolutionise ore testing, with applications in laboratory impact breakage characterisation of rock samples, drill cores, coal and other materials. It also stands poised to significantly advance the process control of comminution circuits since it is readily adaptable to on-line ore hardness measurement. Can any mine afford to miss out on this technology?

MANPOWER RESOURCES The optimisation of human effort has been an ongoing and significant process in the coal industry since industrialisation as we know it began. The extent to which the changes sought have been achieved has, over the years, been in the main determined by the economic and political forces existing at that time and the determination and character of the individuals involved. The question of optimisation is therefore not new in our industry. Hopefully this presentation will demonstrate to the reader the effect of previous measures adopted by industry to optimise all facets of its operation and in particular that of the human Resource.

I am honoured and very pleased to have been given the opportunity this evening to say a few words of thanks not only on behalf of all the guests but especially for the delegates and accompanying persons attending the 13th Congress of the Council of Mining and Metallurgical Institutions. Firstly, I would like to congratulate Sir Hamilton Whyte,KCMG for his most interesting address. In his far ranging talk, when he showed knowledge of widely diverse subjects, I had a brief fear that he was going to be talking about the details of support methods in deep level mines, or how to avoid flotation problems in multi-metal mines. Although he did not go that far, he touched on subjects which have arisen this week - long term planning and secure supply of minerals at acceptable prices. The dire predictions of the Club of Rome have been debunked with a far more elastic supply of minerals having been proved. Combined with the importance of a falling birthrate in some parts of the world, this will lead to many changes in the future, when hopefully governments will take the long term view rather than look at the next budget or the next election. Maybe some of them are not too lazy to do this for all of us. However as a fellow Ukranian, I feel that he might have been called something different if he had been in Australia. Sir Hamilton, thank you for your talk. Once upon a time - and this is not a fairy story - there was a cobbler who had two sons; one very bright who became a professor of mathematics; the other, dim, who became a millionaire shoemaker. Asked for the secret of his success, the millionaire attributed it to a vital piece of economics which his father had imparted, "Be content with small margins on a large turnover." "So", said the millionaire, "I make my shoes for $2 a pair and sell them for $5. I am very happy with the three per cent profit."

Current best management practice requires the placement of a cover onto most types of mine waste including tailings, waste rock and/or spent heap leach rock at closure of the mine. The objectives of a cover system may vary from site to site but generally include dust and erosion control; chemical stabilisation of acid-forming mine waste (through control of oxygen ingress) contaminant release control (through control of infiltration); and/or provision of a growth medium for establishment of sustainable vegetation. In our experience, there has been a general tendency by stakeholders to develop performance criteria for cover systems, which are tied directly to these specific design objectives. In many cases, this practice has led to the development of single, often very conservative, numerical values of cover performance criteria such as ænet percolationÆ, ærate of oxygen ingressÆ and/or æplant density/mixtureÆ. In our opinion, there is a need to develop cover performance criteria on a case-by-case basis and with due consideration of the short-term and long-term impacts on the receiving environment at a particular site. This paper puts forward a methodology for developing site-specific performance criteria for a cover system designed to isolate acid-forming mine waste and to control acid rock drainage. The proposed methodology links the predicted performance of a cover system to groundwater and surface water impacts. This way, the appropriate level of control (of oxygen ingress and/or net percolation) required by the cover system can be determined. A case study is presented that illustrates the application of the methodology proposed in this paper.

It has long been recognised that narrow vein mining needs innovative approaches to mine access and mining methods in order to improve the economics of this vital part of the mining industry. The mining equipment used currently requires large openings in narrow vein-type deposits making mining operations uneconomical. In view of this and other shortcomings of the current mining practices, a study was initiated to investigate the potential of using low profile electric loader with mounted conveyor in conjunction with the electric monorail haulage system (EMTS) to load and haul the blasted material, particularly in decline development and main haulages. Computer simulation based on the General Purpose Simulation System/Henrikson (GPSS/H) is used to model the system and evaluate its performance. The results are compared with those for conventional mining using trucks and loaders. The EMTS provides competitive haulage rates in substantially smaller excavations than is currently achievable. According to simulation results, the electric loader in conjunction with the EMTS had the same number of blasts as the conventional system and hence the same advance rate of 3.33 m per 12 hour shift. Furthermore, the total drill-blast-load-haul cycle time was less than the conventional system by one hour.CITATION:Besa, B and Chanda, E K, 2012. Social licence to operate is not a new concept for the mining industry, referring to stakeholder approval or acceptance for the activities and impacts of a project, company or industry. It is intangible, dynamic and non-permanent, hence it needs to be earned and then maintained (Thomson and Boutilier, 2014). It has also been argued that social licence extends beyond building approval or acceptance, into engagement for long-term development (Owen and Kemp, 2012).There are many examples where stakeholder opposition – or withdrawal of social licence – have increased capital and operating costs, extended schedules and impacted reputation. At its extreme, the withdrawal of social licence to operate can also contribute to or be the catalyst for mine closure.The key benefit of obtaining a social licence is a reduction of risk. Stakeholder support and advocacy, as well as the implementation of social performance programs that contribute to social licence, can be beneficial in terms of schedule, costs and other benefits.While decisions to close a mine are generally driven by resource availability or economic conditions, the social, economic and environmental legacy remaining post-closure is of importance to many stakeholders. With a number of significant mines now approaching closure within Australia, we are seeing heightened community concern about the economic and social impact of mine closure and the success of land rehabilitation. Stilfontein Gold Mine, located approximately 160 km west of Johannesburg, produced both gold and uranium from 1952 through to the early 1990s. On decommissioning the mine infrastructure, treatment plants, rock dumps and three tailings facilities were left to be rehabilitated at considerable cost to the mining company. The community that had grown up with the mine and had settled in the mine village were faced with deteriorating socio- economic conditions.   Mine Waste Solutions (MWS), a company with a socio-economic Vision expressly created by DRD (Pty) Ltd and Fraser Alexander (Ltd) for the purpose, took over the mine surface infrastructure with the objective of closing it down in an economically sustainable manner by recovering materials, converting mine infrastructure to useful purposes and re-mining of the tailings to recover residual gold to finance the project. A business case was prepared and presented successfully to investors and bankers and the project was commenced in 2003.   The paper covers the scope of the project and gives an account of the practical lessons that were learnt as the project developed over a period of five years. Key technical issues that are covered by the paper are the re-mining techniques that were deployed to clean up the old tailings dam footprints and the selection of the deposition site to minimise the incremental impact associated with the tailings and concurrent rehabilitation of the facility. In addition the paper will outline the positive benefits that were generated for the community and the improvement that was achieved in the physical environment.   The paper illustrates clearly how a mine can be closed in a manner that produces benefits for the community, the environment and the investor.

The Great Artesian Basin (the Basin) is a large aquifer system underlying more than 20 per cent of continental Australia and most of Queensland. The aquifers of the Basin are an important water source for many industries, including the mining sector. The Queensland Great Artesian Basin Water Resource Plan (the Plan) was released in March 2006. The Plan provides a framework for the long- term holistic management of the aquifers in the Queensland Section of the Basin, in a manner that is consistent with the strategic management plan for the Basin as a whole. The paper describes the Basin and summarises trends in the demand for water in the Queensland section of the Basin. It describes the broad framework for management of the Basin by the individual Australian states, as well as the planning entitlement framework for water resource management in Queensland. The paper discusses the content of the Plan. This includes: the division of the aquifers into management areas and management units for management purposes, provision for protection of the flow of water to springs, limits on further allocating water, provision for a competitive process for access to new water and provision for water trading. Under the Queensland planning and entitlement system a resource operations plan is prepared to specify operational arrangements to implement a water resource plan. A resource operation plan for the basin is expected to be finalised before the end of 2006. The paper summarises the likely content of the plan.

Every great business leader can generate additional revenue or cost savings for their company. Becoming excellent requires the desire and action to follow it through. There are many established methods of excellence: benchmarking, target setting, supply chain and market analysis, employee suggestions and knowledge sharing forums. In BHP Billiton, practices benchmarking is a key tool in generating improvements for functional areas such as processing, mine operations and mine planning. Practices Benchmarking involves organisational and technical questions that allow the site to self-assess their maturity and generate a prioritised improvement path. Not only does it benchmark and identify gaps, but the approach also facilitates networking, education and team building. For new leaders it is important to remember that you are not alone. Chances are your problem has been solved before. Networks û internal, external, formal and informal can get you started and often save you time and effort. Any leader can achieve success in excellence through a proper process of problem formulation, data and analysis. Again, using key players can make the process more effective. It is important to remember that the people side of the solution is the key to success and that monitoring will ensure the solution will work. In the words of BHP BillitionÆs CEO, Chip Goodyear: Excellence is a mind set. ItÆs something that comes when people get rewarded forthinking outside the box and applying their skill and knowledge. It happens, not in$50 million chunks, but in hundred thousand and million and $2 million chunks.When you get 35 000 people thinking that way, then youÆve really got somethinggoing.

This paper descrioes a case history of a coal mine which developed un'tahle roof conditions due to mass sliding of the overburden strata on a claystone band within the coal seam. The sliding is believed to have been initiated by stress relief associated with the removal of overburden alongside the entry portal of the underground workings. Once in motion, the roof block was kept moving by bulking due to roof collapse in the normal underground goafing operations. Control measures in the form of an earth and rockfill buttress against the entry portal and a sequential mining plan to create goaf areas alongside the entry portal have been initiated to attempt to limit movement. The operation has been continually monitored and a gradually decreasing pattern of movement is being re, orded.

The prospect of utilization of phosphate ores which contain high P205 values associated with Al and Fe has produced a great deal of interest over many years. Processing options have generally been based on the utilization of by-products which were required to offset the processing costs.This paper presents a range of processing options which have been investigated at laboratory or technical scale on phosphate ores which predominantly consist of crandallite, CaA13(PO4)2(OH)5.3H20 and millisite, Ca(NaK)Al6(PO4)4(OH)9.3H20. Christmas Island (Indian Ocean) and Mt. Weld (Western Australia) phosphate ores are good examples of such feedstocks. It is expected that these processes may also be applicable to such phosphate ores from other locations.

Computational models are very useful for studying many of the physical mechanisms which can cause sample bias. Within such models we can predict the trajectories of all individual particles and thereby make observations which are not possible for physical systems. Physical mechanisms highlighted include congestion at the cutter aperture, particles bouncing over the cutter aperture, air drag on fine particles, waves of material being bulldozed off the belt by the upstream side of the body of square cutters, and particles being thrown by the leading edges of cross-belt cutter blades. Having identified relevant physical mechanisms for an existing cutter, we can estimate the extent to which they are likely to result in unequal representation of portions of a stream of material and thereby estimate the maximum likely sample bias.

Imerys Tableware New Zealand Limited has mining rights to four deposits of halloysite, which are located about 203 km north of Auckland, New Zealand. These primary deposits were formed by the hydrothermal alteration and weathering of rhyolite domes. Halloysite clay is currently being mined from two of these deposits and then processed for export markets. From humble beginnings in the mid 1950s, the Northland halloysite was processed initially for paper filler markets and then for higher value tableware and technical ceramic niche export markets. The paper will briefly cover the geology and processing of halloysite and then examine the history of New Zealand China Clays Limited, now Imerys Tableware New Zealand Limited and then look to its future as part of global industrial minerals company, Imerys.

Arsenic is a naturally occurring element in the environment and is toxic to biological systems. Arsenic can exist in the environment in the following redox states, arsenite (+3), arsenate (+5), arsine (-3) and elemental (0) (Oremland and Stolz, 2003). Arsenic is released into the environment by natural and anthropogenic activities such as rock weathering and ore mining, respectively. Such activities result in the release of the soluble inorganic arsenic oxyanions, arsenite and arsenate. The redox state of arsenic in the environment is influenced by a number of factors including, redox potential, pH and microorganisms (Irgolic et al, 1977; Genc-Fuhrman, Tjell and McConchie, 2004). Recently, the ability of microorganisms to influence the cycling of arsenic in the environment has attracted much attention. Microorganisms that can oxidise arsenite and reduce arsenate have been isolated and the mechanisms of arsenic metabolism are currently being investigated. The differences between arsenic resistance and arsenic metabolism are being revealed. The role of microorganisms in the release of arsenic into the environment is of particular importance with arsenic contamination of waters causing the death of millions of people worldwide, due to the consumption of contaminated water (Vasken Aposhian et al, 2003; Islam et al, 2004).

Syncrude Canada Ltd operates one of the largest open pit mines in the world at Fort McMurray in northern Alberta, Canada. In 1993, Syncrude mined and processed 131.2 Mt of oil sands to produce 67.0 MBbls of synthetic crude oil (SCO). This represents approximately 13 per cent of Canada's crude oil requirements. In addition to the oil sand mined, Syncrude moved approximately 96 Mt of overburden ahead of the mining operation in 1993. Since start-up in 1978, Syncrude has had outstanding success in improving the safety and reliability of its operation. Much of this success has been achieved by reducing risk through the application of new and improved technology. This improved safety and reliability has resulted in, among other things, very significant improvements in operating costs and profitability. This paper discusses some of the technology applications that have been introduced at Syncrude to reduce risks to people, equipment, operations and the environment. Three specific examples will be discussed in detail to demonstrate how reductions in risk have greatly improved the operation.

This paper present a modification of selected strength criteria for coal and rocks containing weakness planes. The three strength criteria, namely, Murrell (1965), Bieniawski (1974a, 1983) and Hoek and Brown (1980) have been assessed for coal (containing weakness planes) by using triaxial strength tests. Triaxial test results indicated that the strength of coal specimens depends on the weakness plane inclination with respect to the principal stress direction. However it is shown that with increasing confining pressure, the effect of weakness planes inclination on the strength of coal specimens is reduced. The constant parameters in the three failure criteria for coal are determined for each weakness plane inclination by using the Datafit computer program (nonlinear regression analysis) and the results are compared with other rock types.

The strength reduction method (SRM) has been implemented in the FLAC3D finite difference software and applied to coalmine entry support evaluations. The FLAC3D numerical models have been calibrated against instrumented field sites in varying geologies, depths and field stress conditions. The calibration between the field and model results obtained a satisfactory match for rock deformation and support response. Previous research has also developed good correlations between numerical model stability estimations using the SRM and empirically derived stability estimations using the analysis of roof bolt systems (ARBS) software and the coalmine roof rating (CMRR). The purpose of this paper is to further apply the SRM to investigate how specific geotechnical and support parameters can impact coalmine entry stability. Results from different studies demonstrate how the calibrated models were used to investigate a few of the well-known questions in both mine design and support design. For mine design the impact of strong and weak beds in the roof strata, rotating the principal stresses and weakening the floor on excavation stability is investigated. For support design the impact of support length, support spacing and adding cable bolts to the design is demonstrated. These scenarios are evaluated in developmental coalmine entries for a variety of geology and field stress conditions. Stability factors are calculated for each scenario using the SRM. The SRM allows the impact of each parameter to be quantified and allows the support system to be optimised for given geotechnical conditions.CITATION:Esterhuizen, G S, Murphy, M M and Bajpayee, T S, 2014. Zhangmatun Iron Mine is situated in the suburbs of Jinan city. Shandong, China. Because of surface environmental constraints, no suitable site can he selected to dispose of mill waste. The full mill tailings must be disposed of underground. This paper deals with the work conducted at Zhangmatun mine to develop a total tailings backfill system, taking advantage of a double- shaft blade mixer and an activating agitator to prepare backfill. Cement and ground slag are added to tailings for strength development. Two scopes have been filled and the pillars have been effectively mined out during the field trial. The application of innovative total tailings backfill technology is a new concept at the mine. Detailed planning has achieved a close integration of mining, milling and backfilling. Full mill tailings, with or without rock, are disposed of underground in a continuous process to fill, totally and systematically, the cavities formed by mining.

There are many physical factors that can affect the self-heating rate of coal. The presence of seam gas has often been referred to as inhibiting coal self-heating due to the limited access of oxidation sites created by the presence of the gas adsorbed on the coal pores. Similarly, the presence of bed moisture in the coal also acts as an inhibitor of oxidation by blocking access of air into the pores. Gas drainage of a coal seam prior to mining removes both gas and moisture from the seam. Bulk coal self-heating tests in a two-metre column on both gassy, as-mined and gas-drained, dried high volatile bituminous coal show that removal of gas and moisture from the coal accelerates the rate of self-heating to thermal runaway from 8.5 days to 4.25 days, from a start temperature of 30¦C, with an airflow of 0.25 L/min. The corresponding gas evolution pattern for each of these situations is different. Therefore, it is necessary to take this change in coal condition into consideration when developing a spontaneous combustion management plan.
