Indonesia holds a significant role in the utilisation of coal resources in the world. Although the number of Indonesian coal resources and reserves do not fall into the world’s top ten, according to 2009 statistics, Indonesia is the seventh largest producer of coal with a production of 256 Mt. More than 80 per cent of this amount is sold in the export market, making Indonesia the world’s second largest coal exporter. Most of the exported coal from Indonesia is used to fulfil the needs of the Pacific market, such as Japan, Taiwan, China, among others. It is also possible to reach the Atlantic market.Along with Indonesia’s development program, until 2025 the Indonesian government has adopted a National Energy Policy that aims to reduce the role of petroleum in electricity generation and replacing it with coal. As a follow-up of the policy, since 2009 PT PLN, the state electricity company has built steam power plants throughout Indonesia as an implementation of the first stage of the Electrical Acceleration Project with a capacity of 10 000 MW. Moving forward, in 2011 PT PLN will also build the second stage of the project with a capacity of 10 000 MW. As a result of the program, the domestic need for coal is expected to increase as much as 44.8 Mt.With the increase in domestic need and decrease in the number of reserves, the Indonesian government has adopted policies to secure the domestic coal supply. A policy that may potentially be adopted by the government is the limiting of coal production, seeing the high rate of increase in Indonesian coal production. The adoption of such a policy will change the distribution map of coal in the Pacific market. Thus, this paper will evaluate the change of coal distribution patterns in the Pacific market along with the increase in Indonesian domestic needs and Indonesian adoption of policies regarding the securing of coal supplies.

Transport Canada (Federal Government) constructed the Halifax International Airport (HIA) near Halifax, Nova Scotia, Canada in the late-1950s. Site location criteria were primarily; direct access to the city and a raised flat topography. Unfortunately, the site chosen was located on shallow Meguma group pyritic slate bedrock. In 1982, during the construction of an airport taxiway, it became very apparent that acidic run-off from excavated bedrock at the site was having a negative impact on adjacent aquatic habitat. The ensuing 20 years involved many efforts to rectify the acidic drainage problem with mixed results. Some of the techniques which have been implemented at HIA to address the acid rock drainage (ARD) issue include: dry covers, wet covers, wetlands, electrochemical treatment, open limestone channels, limestone gravel polishing beds, agricultural limestone application, and two hydrated lime [Ca(OH)2] addition treatment plants, the first producing low density sludge and the new one that creates high-density sludge. Based on over 20 years of water quality monitoring data it is apparent that only certain acid drainage mitigation methods have been effective at HIA. In 2000 when the Halifax International Airport Authority (the Authority) took control of the operation and management of the airport, including the ARD issue, it was decided to construct a modern, highdensity sludge, hydrated lime treatment system. This new $CAN 7 million system is now in operation and is achieving compliance with water quality guidelines. Due to high operating cost, a review of methods to optimise the system is being carried out. The HIA ARD problem, though minor by comparison to most mine sites, has provided unique challenges and may provide valuable insights into this urgent environmental and financial issue.

It is believed that disc cutter shape affects rock fracture and therefore cutter performance and cutter life. However, the current generation of disc cutters is made of hardened steel and these cutters wear rapidly and consequently they are unable to maintain their original shape in strong and abrasive rock. This wear problem could be reduced if the cutter was made from a harder material. Unfortunately as material hardness increases so does the propensity for brittle failure. In this study the optimum cutter shapes were identified by studying the mechanics of rock/tool interaction. The results showed that bevel and wedge cutters are better than cutters with dome and flat edges. A new cutter was designed, based on this result, using a harder material to increase the life by a factor of 20.

Mining is an activity which has, in the past, been regarded as often leaving land in a condition unfit for further use. As the need for development that is both economic and ecologically sustainable has grown, so the issue of re-use of land after mining has become significant. During operation it is usual that mine environmental conditions which minimise unnecessary or avoidable environmental impact are agreed with the regulatory authorities . These conditions are usually set down in such a way that they can be interpreted reasonably well by both miners and regulators. However, the conditions to be met by a mining company before it can be absolved of responsibility of a site are often less clear. The close-out criteria by which the success of rehabilitation programs will be judged have received little attention in the past. These conditions are now growing in importance as the costs of rehabilitation of a mine site to an agreed post-mining land use assume greater significance in the economics of mining. This paper briefly describes the status of close-out criteria presently being applied across Australia. A comparison is made with similar guidelines from other countries.

This paper proposes a new multiresource multistage scheduling problem for optimising the open pit drilling, blasting and excavating operations under equipment capacity constraints. The flow process is analysed based on the real-life data from an Australian iron ore mine site. The objective of the model is to maximise the throughput and minimise the total idle times of equipment at each stage. The following comprehensive mining attributes and constraints have been considered: types of equipment; operating capacities of equipment; ready times of equipment; speeds of equipment; block-sequence-dependent movement times of equipment; equipment-assignment-dependent operation times of blocks; distances between each pair of blocks; due windows of blocks; material properties of blocks; swell factors of blocks; and slope requirements of blocks. It is formulated by mixed integer programming and solved by ILOG-CPLEX optimiser. The proposed model is validated with extensive computational experiments to improve mine production efficiency at the operational level. The model also provides an intelligent decision support tool to account for the availability and usage of equipment units for drilling, blasting and excavating stages.CITATION:Kozan, E and Liu, S Q, 2014. High specification Prompt Gamma Neutron Activation Analysis (PGNAA) has been successfully applied to conveyed flows at iron ore operations since 2002 to representatively measure ore quality for improved quality management and process control. While the PGNAA technique has changed little since that time, significant improvements have been made in measurement capability. Elements previously unable to be measured well or at all using this technique are now measurable and one of these is phosphorus. Aluminium and magnesium are also key elements in addition to calcium and silicon in determining sinter basicity in ironmaking. Other elements measured routinely in iron ores include iron, carbon, potassium, sulfur and manganese. The benefits of representative measurement cannot be overstated as iron ore mining operations in South Africa, Europe, Australia, Asia and the Americas have discovered. The technology is applicable to any conveyed flow where elemental analysis in real time assists with quality management, from raw materials in ironmaking through to scrap steel in steelmaking and coal quality for coke-making. Major benefits are realised when raw material processing is optimised and this often includes diversion of material meeting a required quality so it can bypass unnecessary processing. This includes waste rock which can be diverted from a plant feed stream in 30 sec increments or ore that meets product quality being diverted to bypass beneficiation. Analysers are successfully utilised to identify ore types that assist with upgrade optimisation in jig plants; measuring feed, product and discard flows to also account for metal content. Product flows to stockpiles help manage production flows and stockpile qualities for different products and assist in blending ores into trains or ships to confirm specification compliance. Technologies can be used in magnetite processing but are predominantly used in hematite and goethite ore processing operations. The paper details examples of the above applications at various operational sites providing estimates of economic benefit as well as operational improvements.

The seismic velocities of intact rock are dependent on the applied stress. Unfortunately, the low susceptibility of seismic velocity to stress changes mean that changes in seismic velocity have to be measured extremely accurately to infer stress changes from them. Previously, it was thought that measurements of this accuracy could only be made with active sources or repeating earthquakes. In this paper, we show that the noise generated by mining activity can be used to construct virtual seismic signals with which we can measure changes in seismic velocity accurately enough to see the short- and long-term effects of a production blast on the surrounding medium. The time-dependent velocity variations achieved with this method show that the blast caused weakening of the rock mass for the rock within a radius of 200 m of the blast. The weakening is healed by confining stresses over a period of five days, after which permanent changes in the seismic velocity can be seen. The size and spatial distribution of the seismic velocity changes were compared to modelled changes in static volumetric stress, which supported the notion that seismic velocity changes can be used to measure the redistribution of stress after a blast. The results of this study indicate that this method can be a powerful tool to evaluate the evolution of stress in a mine at a relatively low cost as the data that it uses would normally be discarded.CITATION:Olivier, G, Lynch, R A and Brenguier, F, 2016. The Gj0vik Olympic Mountain Hall is the world's largest underground cavern for public use and was created primarily to facilitate the ice hockey tournaments for the 1994 winter Olympics in Norway. The cavern has a span of 61 m, is 91 m long and is 25 m high. Ordinarily, rock caverns have a span width of 15 to 25 m, however, temporary mining caverns of up to 60 m have been excavated and natural caves with even greater dimensions occur. The Gj0vik Olympic Mountain Hall is unique as it is for public use with a capacity for 5800 spectators. Blasting was conducted with a high production rate at normal costs due to detailed planning and strict supervision of each round. The initiation system and vibration monitors were the main tools to control vibration levels and to facilitate a high production rate. It was of utmost importance that the rock remaining in the roofs and walls was of high quality after blasting to avoid rock fall, rock slides and excessive maintenance work.

BHP has recently constructed a Hot Briquetted Iron Plant at Port Hedland in the Pilbara region of Western Australia. Supply of iron ore fines to the plant is by conveyor from the companyÆs existing Nelson Point stockyards. The conveyor passes under Port Hedland harbour in a concrete segmentally lined tunnel, approximately 1030 m long and with a 5.1 m external diameter. The tunnel was constructed by a Tunnel Boring Machine (TBM) which both excavated the ground and erected the tunnel lining. The tunnel was bored between cut and cover in situ concrete portal structures, the TBM being launched from the Finucane Island side towards Port Hedland town. The alignment required lengthy gradients of 1:6 on either side of the harbourÆs dredged channel, under which the tunnel is bored with a minimum clearance of 8 m.The tunnel is fitted-out with:1800 mm belt conveyor capable of 10 000 tph;walkway along which a specially designed inspection/ maintenance vehicle can run; andtunnel services including power, light, fire detection and suppression communications, water mains for wash down and sumps and pumps for drainage.This paper gives a general overview of the design and construct contract, important aspects of the design and the construction process itself.

Grinding clinker to finished cement consumes more energy than any other comminution process. World production of cement in 2009 was 2840 million tonnes and the energy required for comminution was 40-60 kWh/tonne depending on the clinker characteristics and the fineness of the finished cement. Machines used include single and multi compartment ball mills, HPGRs, vertical roller mills, centrifugal air separators, V separators, screens and crushers. The circuit most commonly used consists of a closed circuit HPGR followed by a single compartment ball mill and an air separator, and in operation the variables are adjusted to obtain maximum throughput with no loss of quality of the separator fines.A common objective in cement plants is to reduce energy consumption without affecting the particle size in the finished cement and simulation is used as one procedure to achieve this. Models are now available for all the machines commonly used in clinker circuits and circuit optimisation studies using simulation have been carried out in many plants leading to decrease in energy consumption per tonne of cement. In this paper the models used will be discussed briefly and several case studies will be reviewed which will highlight the effect of change in ball size in a two compartment mill, the role of the HPGR in an HPGR – ball mill – air separator circuit, and the use of a high intensity vibrating mill for producing finished cement with high additive ratio.

The role and importance of a well designed test work program during the development of an orebody is often underestimated. A test work program should be tailored to deliver very specific answers to relevant questions. With a clear purpose, the results from the test work program will enhance the outcome of the feasibility study and provide the information required to meet the requirements of all stakeholders. With regard to test work programs there are three main areas that should be considered: orebody characterisation and definition, process flow sheet development and engineering design information.Orebody definition relies on reliable analytical methods to characterise and assess the economic minerals present in the ground. In mineral sands, the physical processing characteristics of the minerals play a significant role in the definition of an orebody. The analytical method therefore has to be customised using a combination of laboratory techniques. These techniques can include heavy liquid separation, gravity separation and magnetic separation and are usually combined with chemical and mineralogical analyses to create a picture of the orebody. During the definition phase of test work programs, an appropriate analytical technique has to be developed to evaluate drilling samples, but also to support the information collected during flow sheet development.Process flow sheet development is usually done once there is a reasonable understanding of the size and variability of the orebody. Selecting the best sample for test work is critical, as any flow sheet design is tied to the specific characteristics of the sample used for development. There are other factors that can improve the outcomes of flow sheet development test work, including the skills and knowledge of the operator and allowing sufficient time to process and analyse the results. Very often this work is conducted under pressure with limited time and resources, only to result in a suboptimal flow sheet. During this phase of flow sheet test work, iterative testing will provide the information required to develop an optimal metallurgical flow sheet. The data collected will provide indicative recoveries and yields that are required for feasibility studies.Equipment specification is often included as part of process flow sheet development. This includes comparative test work between different equipment suppliers, assessment of operating conditions such as the loading to determine the number of processing units required, as well as other design information required such as particle size distributions, density and operating temperatures.While restricting the time and costs expended on test work programs may seem to meet a short term need to meet investor requirements, neglecting to develop a proper framework of the requirements that has to be met in the long-term can lead to significant long-term cost overruns. This is mainly due to a need to repeat test work, or do confirmation test work, as insufficient information was collected during the initial program.

Molten slag used in the secondary refining process (RH process) for the production of Ultra-Low C (ULC) steel is typically composed of CaO-Al2O3-MgOsat.-FetO with minor constituents. FetO in the RH slag is the main source of reoxidation of the molten ULC steel in the ladle by 2Al + 3(FetO) = (Al2O3) + 3Fe, thereby serving as the source of the alumina inclusions. On the other hand, FetO also enhances the fluidity of the slag, thereby increasing inclusion absorption capacity. Optimum slag chemistry design is therefore required to produce clear ULC steel. The reoxidation kinetics was investigated in the present study by employing high-temperature experiments and developing the reaction rate model. Initial compositions of slag ((% CaO)0/(% Al2O3)0 and (% FetO)0)) and reaction temperature were varied and change of [% Al] in the molten steel was measured. The rate-controlling step was analysed. It was found that the rate-controlling step in some cases changed during the reoxidation: from a mass transport of Al in the molten steel to a mixed transport including Al2O3 in the molten slag. The experimental data validated the reaction rate model based on the elucidated reaction mechanism and FactSage thermodynamic database. The model suggested that high (% CaO)0/(% Al2O3)0 suppresses the reoxidation only when (% FetO)0 is low (5 or lower in the present study).

The Big Wainihinihi River and tunnel are located on the western side of the Southern Alps of New Zealand within the active Alpine Fault zone, which marks the boundary between the Pacific and Australian Tectonic Plates. The tunnel was built over 100 years ago to supply water for gold mining, but it now conveys water from a high-energy intake to a canal that supplies three of TrustPower’s hydro-electric power stations with a combined installed generating capacity of 10 MW. Part of the tunnel passes through an unstable 50° schist slope, which fi rst suffered a wedge failure in the 1929 Arthur’s Pass Earthquake and was reinstated in the mid-1970s for hydro generation. In 2008, TrustPower’s monitoring system showed that the wedge failure had remobilised and that urgent remediation was required.Harker Underground Construction (Harker) was awarded a design-build contract to restore the tunnel to service by tunnelling a new central section. Their geotechnical engineers, Peters and Cheung, reviewed the tunnel’s stability and proposed a new, safer tunnel alignment, deep behind the failure wedges. This work was based on their failure model, cost-benefit studies, and engineering geology completion mapping at the time of re-opening.Construction innovation was an important factor in ensuring the project’s success, as were detailed geological and geotechnical information, a robust methodology, strong client relationship and planning. To suit the varying rock conditions and restricted space, Harker combined a traditional drill-and-blast method with light-weight modular steel sets and timber supports to reduce construction costs and mitigate support risk. To make material handing easier in the tight conditions, a special electric locomotive was designed and built and blasting confi gurations were adapted to suit varying rock conditions in the highly fractured schist.The isolated site meant interesting and unexpected challenges, particularly communications and resources (both human and material). Despite that, the project was completed within budget, on schedule, and with no lost-time injuries.

Australians are at the forefront of exporting their mining expertise in a number of areas. Minerals education is just one example. The growing economies of Southeast Asia host some of the most prospective mineral fields in the world. Laos for example, hosts the world class Sepon and Phu Kham copper-gold deposits. The Philippines has the fifth largest global mineral resource inventory. These and other countries in the region lack the mining engineers, geologists and metallurgists required by international mining companies to ensure their operations are sustainable. This paper describes the author’s experience in working with mining schools in Southeast Asia and specifically the Philippines, Cambodia, Laos, Thailand and Vietnam. Various strategies to ensure sustainability and lessons learnt are presented.

A new high intensity flotation process FASTFLOT was deployed to recover residual zinc from the zinc circuit tailings at Pasminco Mining's Concentrator, Broken Hill. Performance of the FASTFLOT process is discussed with respect to various size fractions. Results suggest that the process has an affinity not only for fine particles but also for +200 ¦m particles which the conventional flotation cells failed to recover. Various strategies for FASTFLOT deployment are also discussed.

A mining operation can be identified as demonstrating prudent management when a number of vital characteristics are evident.All risks and opportunities that are critical to the on-going success of the operation have been identified and are being effectively managed. All significant tasks and events are plan driven. All levels of management visibly support the policies of the operation through their attitude, behaviour and actions as well as words. Supporting evidence for required activity and the outcomes is readily available. Improvement mechanisms are working to advance the key business processes. Everyone is working towards satisfying the needs of the stakeholders of the operation. When these characteristics are integrated with the satisfaction of all legislative requirements, all industry codes and optionally all relevant international management system standards then an operation is fulfilling all the requirements of a Due Diligence Process. The majority of mining operations do not show all of these characteristics and therefore unnecessarily suffer from missed profit opportunity and constant cost pressure, less than acceptable safety and health and environmental performance and consequent poor relations with employees, unions and regulators. In these operations the characteristics to be observed are quite different.Serious incidents are occurring with no sign of a rate decrease. The operation lurches from one panic ituation to another. Management are absent in their leadership, but very active in developing rules and enforcement methodologies. The operation has no history. Re-inventing the wheel with employees who come and go at an alarming rate seems to be forever occurring. All efforts are directed at controlling the business outputs with a strong emphasis on blame. Everyone is trying to look busy to avoid the ever-present cost reduction threats. To change to more prudent management utilising a Due Diligence Process is not theoretically difficult. However it does take clear direction, focussed efforts, supporting actions with appropriate tools and perhaps most importantly an internal desire and drive to become such an operation. A Due Diligence Process is about doing the important things that have to be done, providing the understanding of why they are important, demonstrating proof of activity and effectiveness, and leading the way through effective management.

The Lochiel Deposit is a large occurrence of soft brown coal about 130 km north of Adelaide. The deposit is undergoing continued evalua- tion of which an integral part was the excavation of a Trial Pit. The Trial Pit was deemed necessary to demonstrate that the deposit may be mined efficiently by draglines and the particular emphasis was on the geotech- nical and hydrogeological aspects of what may be termed difficult mining conditions. The dewatering of the Trial Pit was commenced in September 1986. After considerable planning and excavation was successfully completed in May 1987. The project is unique in terms of its size and technical com- plexity. It entailed excavation of over 230,000 m3 of overburden to an overall depth of 36 metres. The excavated material was utilised for experimentation in a Trial Dump. Included in the Trial Pit design were several novel techniques includ- ing depressurisation drains to improve mining conditions in soil strength materials and the use of vacuum to aid dewatering.

A cut-off grade is used to distinguish an economically viable block of ore from non-economical ones in mining operations. In order to obtain a high Net Present Value (NPV), a strategic and precise determination of cut-off grades (mill feed/marginal, marginal/waste) is required. In recent years, the significant depletion of feed grades and increasing mining operating costs have affected the viability of new and existing mining operations. Hence, the introduction of a pre-concentration system to process ore before sending it the main processing plant has gained increasing attention for its potential improvements in resource exploitation processes, mineral processing, energy consumption and environmental impacts. The primary potential advantage of implementing a pre-concentration system is the improvement of resource utilisation and increased reserves as a result of a reduction in cut-off grade. The objective of this paper is to present a new cut-off grade method, which can be used in the presence of a pre-concentration system for underground metalliferous mining operations. The results of this study illustrate the potential economic benefits of using a pre-concertation system prior to a mineral processing operation as a result of the reduced cut-off grade and increased NPV.
