This paper examines the fire life systems implemented in two existing tunnels and discusses whether the standards used were appropriate. It focuses on the Terrace Tunnel as this upgrade and refurbishment is complete.The New Zealand Transport Agency (NZTA) manages six tunnels on the State Highway network with two of these built in the last seven years. The Terrace Tunnel, opened in 1978, was refurbished with modern fire life safety systems in 2010–2012. An interim upgrade of the Mt Victoria Tunnel, opened in 1931, was also carried out at this time.In present times, few existing tunnels have undergone significant upgrades and refurbishments. The Terrace Tunnel required: new power supplies, control buildings, lighting, wall panels and jet fans, a deluge system, emergency exit lights and way-finding lights, a public address (PA) system, a radio rebroadcast system, lane control sign (LCS) and variable message sign (VMS), an over-height detection system (OHD) and a new tunnel management system.In the absence of suitable guidelines, various standards were used to carry out the refurbishment. The Austroad Guide to Road Tunnels and AS4825 Tunnel Fire Safety, although designed for new tunnels and not specifically intended for existing tunnels, provided a framework. A multi-criteria assessment of risk (MCAT) was carried out to determine the systems to be provided.The Terrace Tunnel has perhaps set a benchmark for refurbishing existing tunnels as few projects of this type have been completed recently. Block modelling is a well-established method for modelling ore reserves as a basis for strategic mine planning and mine development. Off-Earth mining, particularly of asteroids, can benefit from block models; however, the significantly different characteristics of asteroids and their methods of mining require reconsideration of the geometry and annotations of block models. Terrestrial block models consist of rectangular prisms within Euclidean coordinate systems. Their labels and parameters typically include location within a mine-specific coordinate system, x, y and z dimensions, specific gravity, hardness, grades of metals of interest and so on.These data provide an input to mine design and strategic mine planning. Mining asteroids may require different coordinate systems (eg spherical, elliptical or cylindrical, rather that Euclidean) and attributes that vary from Earth-based block models. These include: variable gravitational vectors throughout the block modelrotational moment or accelerationrotation rates. Materials within asteroids may show different isotopic compositions. Asteroid mining has the unique characteristic of a mine being identical with an asteroid. The position of the asteroid/mine in space and its full orbital elements provide critical inputs to mission design and costing. Hence, the block model concept needs to be extended with this metadata. The orbital position and behaviour of the Earth must be included for active mine planning, and increasing automation of mine planning and operations needs to consider terrestrial weather and telecommunications infrastructure. Financial planning requires analysis of the net present value of extraterrestrial mining compared with terrestrial alternatives, so a fully automated mining enterprise should integrate terrestrial and extraterrestrial block models at different scales and resolutions. The New Zealand Mines Rescue Brigade was established as a result of the Dobson mine disaster on 3rd December 1926, when 9 men lost their lives. Prior to this, there had been four major disasters in New Zealand coalmines, with a total of 145 fatalities. Only large-scale events such as explosions or major fires were considered reportable. Until and including the Dobson disaster, no mine emergency response facilities or organisation was in place.   Unfortunately, over the next five decades the establishment of a Mines Rescue Service did not mean that disasters involving multiple fatalities ceased. The coal mining industry continued to suffer the consequences of poor mining practice, inadequate or inappropriate monitoring and management, and sometimes complete disregard for the regulatory requirements current at the time.   The role of Mines Rescue has been defined in statute, and regulated by Coal Mines (Mine Management and Safety) Regulations. Currently, the statutory obligations have been under the Mines Rescue Trust Act 1992.   The Mines Rescue Brigade historically, has primarily been a reactive service, with stations and facilities established to train brigadesmen in emergency response procedures, specifically to mobilise in the event of a call-out at any one of the many coalmines operating within each stationÆs area of jurisdiction.   Over the last ten years, this role has changed. The service has adopted a proactive approach to emergency response, and has established a close liaison with all mining and tunnelling operations throughout industry, both underground and surface. The objectives have become emergency prevention focussed, and the service has incorporated a range of theoretical and practical training, simulated exercises, more sophisticated equipment and techniques, and a desire to ensure that emergency response capabilities are not needed, whilst maintaining the traditional and statutory obligation to respond if they are needed.

A study on the feasibility of mining the recently discovered Wallaby gold deposit is due for completion by mid-2000. Open pit mining is the favoured method. Determination of the impact of mining bench height on the recovery of ore, including the estimation of dilution and ore loss, is critical to the economics of the operation. Conditional simulation was used to derive a number of gold estimation scenarios within a typical volume of the deposit. These scenarios were interrogated for a selection of mining bench heights and ore block dimensions. The results were reported as a range of grade tonnage relationships and compared to the kriged resource model. This allowed the resource model to be calibrated to a specific mining bench height and ore block size. Once calibrated, more realistic dilution and ore loss values for a number of mining bench heights were calculated from the resource model. These values were then used to determine the economic sensitivity of particular mining methods. The spread of results from the simulations also provided an indication of the confidence in the kriged grade estimates for the different zones of mineralisation within the deposit and highlighted areas of any significant uncertainty.

A two-stage stochastic mixed integer non-linear program is formulated for a mining complex to optimise strategic and tactical plans. The objective is to find the near optimal decisions for a mineral supply chain in the context with uncertainties in both ore supply and the commodity market (price and demand). The endogenous spot price in the commodity market and long-term sales contracts are considered in the formulation of the mining complex’s optimisation model and an ad hoc heuristic is developed to deal with the throughput – and head-grade-dependent recovery rate in processing plants. Numerical results indicate that the proposed heuristic is effective and efficient in numerical tests. Based on the proposed model and heuristic, a long-term contract design strategy is proposed for making decisions on the contract price and strategic investments. Rosebery Mine is situated on the west coast of Tasmania and is AustraliaÆs largest volcanic-hosted base and precious metals deposit (zinc, lead, copper, gold and silver). The milling operation has been producing zinc, lead and copper concentrates continuously for over 100 years. RoseberyÆs long life demonstrates the operation to be high grade, and high margin, capable of operating through several commodity price cycles. Paradoxically, throughout this long history the ælife-of-mineÆ as defined by proven and probable reserves has been short. Zinifex has demonstrated its commitment to discover the future of Rosebery with the growth project æProject HorizonsÆ. The aim of the project is to extend the life of mine beyond 2020, with an additional exploration expenditure of $19 million over three years. Despite the maturity of the deposit, early success has confirmed the potential with the discovery of new resources. Mine planning strategic studies are challenging established paradigms of mine production, throughput rates and metal cut-off grades. Discovering the optimal process rate for Rosebery, by examining the æHill of ValueÆ and underground mine optimisation is proving critical to the best exploitation of RoseberyÆs rich resources. The promise of finding a mine within a mine is being realised, with new lenses being delivered by exploration success and real grade/tonnage options optimised through dynamic mine planning. The future of Rosebery is co-dependent on these two areas of discovery. This ensures capital expenditure decisions are informed, to secure the next 20 years of wealth creation and beyond.

Mt Todd lies towards the south end of the Pine Creek Geosyncline, sandwiched between the Cullen Batholith and the Edith Falls Basin, in an area of regionally metamorphosed sandstones, siltstones and shales. The Batman deposit, some 3 km west of Mt Todd is a sheeted quartz vein system hosted within greywackes of the Palaeoproterozoic Burrell Creek Formation (Finniss River Group). The gold-bearing quartz veins, trending 010¦-020¦ and dipping 60¦-70¦E, are commonly 0.5 to 5 cm wide and occur at intervals which are from 10 cm to 1 m apart. Gold tends to be restricted to the quartz veinlets and immediately adjacent country rock. Grade Control utilises two 4 m 'collar' samples which are collected from each 8 m production blasthole. The irregular distribution of the quartz veins and erratic gold mineralisation has resulted in a disseminated 'salt and pepper' type of gold occurrence, with only a poorly defined footwall. Delineation of ore and waste blocks for mining uses an approach which combines the smoothing effect of kriging with a pragmatic view of the raw data. Large ore blocks with simple geometry help to minimise mining dilution, reduce block variance and give good reconciliations to interpreted ore tonnes and grade. Daily mine face advance is reported against truck counts and provides continual comparison with budgeted production. All data processing uses Gemcom software, together with Lotus spreadsheets.

The shock behaviour of a material represents its response to very high strain rate loading at pressures associated with those generated by explosive and blasting loadings. Three sets of shock wave experiments have been conducted to determine shock Hugoniot behaviour, spall tensile strength and shear strength using a plate impact facility. Embedded manganin stress gauges (ie longitudinal and lateral gauges) and high-speed velocimetry using heterodyne techniques were used for the measurements of stresses, shock velocity and free surface velocity. The gabbro exhibited classic linear Hugoniot equations of state in the US-up (ie shock velocity-particle velocity) plane; while for marble a polymer-like non-linear response was observed. "The Efemçukuru underground mine in western Turkey is an intermediate sulfidation, epithermal gold deposit. The bulk of the mineral resources and all of the mineral reserves lie within the Kestanebeleni (KB) vein system. This system comprises four spatially-distinct mineralised zones: the south ore shoot (SOS), the middle ore shoot (MOS), the north ore shoot (NOS) and the KB north-west ore shoot. Production currently occurs only in the SOS, MOS and NOS zones. The gold mineralisation is very fine grained and occurs as free grains in quartz and carbonate, and as inclusions in sulfide minerals. Gold is recovered as part of a sulfide concentrate by flotation methods. Though hosted in the KB vein, the gold mineralisation is not evenly distributed within the veins. Definition of its occurrence is totally dependent on diamond drilling.Diamond drilling at Efemçukuru is done with its own equipment and staff, all managed by the mine geology group. The process over the mine’s six year production history incorporates continual improvement with an innovative approach by focusing on the following: drill team organisation career development and training product research and effective equipment management cost reduction planning and scheduling of development for drill stations.Over 40 000 metres of mostly BQ size core are drilled annually by three drill rigs at a cost approaching US$35/m.The planning and execution of the drilling pattern depends on the configuration of the ore shoot and the planned mining method. Ore extraction is mainly by drift and fill mining augmented by about 15 per cent longhole stoping. The drilling of a specific area is scheduled to be finished 3 to 8 months prior to mining. Until very recently the application of solvent extraction to. the recovery of metals has been considered only for ithose operations where no other process was available. In general, .these operations, have involved metals such as 'f uranium or the rare earths, where the value of metal recovered has been very high. As a result, the tendency has been to consider solvent extraction as a very specialised, high cost technique with minimal application in the base metal industry. Since the mid-1960's this attitude has had to be changed drastically with the development of solvents specifically designed for the selective extraction of individual metals such.ascopper. The result is that solvent extraction must now be regarded as a proven hydrometallurgical technique for the recovery of base metals, and in particular copper. The first significant event in the application of solvent extraction to base metals was the production by General M. Inc. of a compound, designated LIX-63 (R)(1), which was a specific extractant for copper from ammoniacal sns. This did not find a wide application, however, because copper solutions with a pH in the applicable range we more readily treated by conventional techniques.

Every day, around the world, thousands of tons of ore are loaded onto ships completing the miningproduction process and starting a multimillion-dollar economic transactions process. These transactions are based on the supply of tons of a commodity with certain specifications of assays of the main element (or physical properties) and concentration of contaminants, which are finally verified and evaluated by buyers, and also are considered ‘as true’ during Reconciliation process. On Sample Stations, this ‘true’ is based on a few kilograms of sample, often representing thousands of tons, that are sent to laboratories for further sample preparation and chemical analysis, where finally assay information is obtained from a few grams of pulverised sample, and are used for further production, planning, operational and financial-marketing decisions. Different International Standards (depending on the commodity) are used to establish the methodology to be followed, to set-up and obtain samples from the Sample Stations, and the specifications are visually inspected to give an estimation on the performance of the sampling point. This paper seeks to highlight with examples, the importance of the implementation of a continuously monitored Quality Program (QAQC and QM) on Sample Stations, focused on the parameters that directly affect the quality and representativeness of the samples. By this implementation, a proactive approach and better-informed decisions can be taken for mining companies to: a) quantify/improve production and reconciliation results, and b) to supply the right specifications of shipped ore, increasing the value of the Resources. Finally, laboratory results are normally used as an indication of the quality of the information applied for the economic transaction, but it should be considered, clarified and highlighted that the laboratory will only process and analyse a sample obtained from a Sample Station, and potential problems on bias or precision may occur in stages prior to the laboratory reception. Hence the importance of the implementation of a quality assurance program that protects multi-million dollar decisions.

Gold mineralisation at Macraes occurs as late quartz-carbonate veins within a body of sheared and hydrothermally altered Otago Schist, the Intrashear Schist. The alteration is characterised by the presence of rutile and the absence of epidote and titanite, indicative of an alteration fluid containing >10 mol per cent CO2. In areas of high strain, a fabric of black microshears develops, gradational to mylonitic cataclasite in the high strain zone adjacent to the hanging wall of the duplex shear zone. The microshears contain hydrothermal graphite, inferred to have been deposited from a methane-rich fluid. The mylonitic cataclasite is characterised by abundant pyrite, the absence of albite and extreme grain size reduction. Gold recovery in the CIL processing plant at Macraes can drop to 50 per cent or lower for some unfavourable ore types. Preg-robbing by a component in the ore, possibly graphite, was suspected as the cause. Mylonitic cataclasite was identified as the lithology responsible for the poor recoveries, with the capacity to bind about 30 ppm of gold in the leach tanks. A program of detailed geochemistry and quantitative grain-size measurement using Coulter analysis was undertaken to identify specific mineralogical factors associated with preg-robbing. The results indicate that pyrite, graphite, and extreme grain-size reduction are the factors associated with highly preg-robbing ores at Macraes. The evolution of the mylonitic cataclasite is accompanied by strong potassium enrichment, as muscovite, and depletion in sodium as albite is removed. This suggests that a simple powder XRD ratio of the albite to illite peaks would suffice to distinguish the preg-robbing ore for grade-control purposes.

Traditional methods of gold extraction have involved comminution and processing via cyanide leaching, all of which are associated with energy, cost and environmental implications. Subsequently, numerous opportunities for improvement and optimisation strategies in gold mining and processing have been explored, including heap leaching, which has significantly lowered comminution costs. This paper explores the effect of the more energy efficient high-pressure grinding rolls (HPGR) on the comminution behaviour (especially on the crack density) and cyanide leaching performance of laboratory reactors study on run-of-mine gold ore comprising the Ventersdorp Contact Reef (VCR) and the Elsburg Reefs (ER), sourced from Carletonville in the Witwatersrand Basin in South Africa. The ore was comminuted using HPGR at three different pressure settings (120, 90 and 60 bar). Large (-16/+11.2 mm) and small (-5.6/+4 mm) particles of the HPGR product where then mineralogically characterised using optical microscopy, quantitative evaluation of minerals by scanning electron microscopy (QEMSCAN) and X-ray computer tomography (CT) before cyanidation. The results of the leach experiments indicated a correlation between gold extraction, particle size and crack density. Mineralogical characterisation of the ore indicates that the Fe-sulfides present in the VCR are likely to be more reactive than those in the ER, thus having a more favourable influence on gold cyanidation. Some four hundred million tonnes of low rank sub-bituminous coal occurs in four separ rate lobes at Leigh Creek. These deposits are in a sparsely populated pastoral area remote from industrial centres. Early development was retarded because of high mining and haul- age costs and the availability of other fuels. The search for additional fuels after the second world war led to thorough investigations into the burning characte-,istics of the coal and the discovery of shallow coal suitable for open out mining. The development of the field included the establishment of water supply, improved rail facilities and a town.

Responsibility for the administration of mineral resources is divided between federal and provincial governments. The paper traces the evolution of mineral policies at both levels of government, from the end of World War II to the present. In the immediate post-World War II years, the emphasis was on supplying the raw material needs of a rapidly growing world economy. Policies favouring growth and development of the Canadian mining industry were instituted during this period. Two decades of uninterrupted expansion (the 1950s and 1960s) ensued. The decade of the 1970s was a turbulent one for Canadian mineral producers. Governments intervened more substantially than ever before. Moreover, the industry suffered from an intense period of competition for resource revenues by the two levels of government. At the same time, far reaching changes were taking place in the structure of world mineral markets. To date in the 1980s, the mineral industry has, perforce, adapted to existing mineral market structures. Mineral policies, too, have shown signs of adapting to the needs of the mineral industry. Whether the resulting mix of policies will permit the revitalization of the Canadian mining sector remains to be seen.

Societal influences, needs, and uses for recyclable materials are becoming increasingly important business and economic factors in the traditional natural resource companies. Several metals (such as steel, aluminium, zinc, lead and cadmium) are amenable ro recycle which eliminates solid waste generation and decreases the depletion of natural resources. In recent years, the non-ferrous industries have begun to recycle more materials and the next decade will see even larger recycle efforts. In addition to the traditonal recyclable materials, existing metallurgical plants are, or should be, able to handle and recycle materials viewed as 'hazardous'. Unfortunately, some national and regional regulations hinder, and in some cases prevent, the recycling of certain materials. Zinc Corporation of America (ZCA) is currently the largest producer of zinc metal in the USA and one of the world's largest producers of value-added zinc products. Over the last few years, ZCA has become one of the world's largest recyclers of zinc from various diverse materials. ZCA considers these recyclable materials as valuable 'land mines' that provide economic alternatives to the depletion of natural resources while serving society in the minimisation of solid waste disposal. Using the current production facilities of ZCA as a model, this paper overviews the recycling of zinc-bearing materials with special emphasis on: 1. the amenability for recycle within ZCA's pyrometallurgical and hydrometallurgical operations, 2. the quantities and economics of recycle, 3. the problems of recycling hindered by current national and regional regulations, 4. the concepts of total recycle rather than just recovering zinc while generating a modified solid waste, and 5. the motivators for recycling.

Recent disasters such as the failure of the Mount Polley tailings embankment remind us of the risks that tailings facilities pose. It is widely recognised that dam-break assessments are a vital tool in identifying the consequences of the failure of a facility, which in turn can be used to develop emergency action plans. A typical assessment includes an estimation of breach parameters and outflow volume, followed by the preparation of an inundation map to illustrate potential flow extents and downstream impacts. This paper focuses on the estimation of outflow volumes, which is an area that the authors feel can be improved. Presently, many types of analyses assume that the volume of tailings released is only a function of the storage volume and dam height. After a review of several documented tailings failures, it has been found that the extent and depth of the supernatant pond needs to be considered as it is just as important, if not more so, as the storage volume and dam height. Tailings facilities with excess water storage have a higher risk of failure as they are more susceptible to overtopping, piping and liquefaction failures. In addition, they pose greater failure consequences as the saturated conditions will lead to more material being mobilised.This paper has reviewed available information on a number of tailings dam failures and proposes an alternative estimation of potential tailings release volumes as a function of supernatant water stored on the facility for use in dam-break analyses. For any resource evaluation program, the collection and processing of representative samples for assaying is critical. Sampling, sample preparation and assay protocols must be designed to suit the style of orebody in question. The a priori need is for the characterisation of mineralisation type(s) and domain definition. The proportion and size of gold particles has a direct impact on the effectiveness of sampling protocols employed. Mineralogical studies focusing on gold particle deportment, size and distribution are required. Key issues are the presence of gold particle clustering and proportion of coarse versus fine gold. High-resolution X-ray computed tomography (HRXCT) is a radiographic technique that produces high-resolution 3D computerised models of in situ objects based on density distribution. The ævirtualÆ specimens are made up of voxels, the 3D equivalent of pixels each assigned a grey value based on X-ray absorption. This paper presents the results of recent research on the imaging of in situ particles in coarse gold-bearing ore samples from the Nalunaq mine, southern Greenland. The samples used were previously well-characterised through mineralogical and metallurgical testing, and serve to test the HRXCT methodology. A critical issue associated with mining operations has been the stability of tailings impoundments. Some breach events have produced catastrophic tailings flows that have caused significant economic damage, mass casualties and long-lasting environmental impact in the downstream environment. This paper reports independently estimated values of runout distance, inundation area and fahrboschung of 16 tailings flows. The adopted methodology involves the geospatial analysis of satellite and aerial imagery to classify each tailings flow into a primary impact zone (Zone 1: main overland flow) and a secondary impact zone (Zone 2: along-creek diluted flow) to characterise runout. Only Zone 1 runout values are reported herein given the greater significance in relation to downstream impact. The fahrboschung is calculated using elevation data from global 30 m digital elevation models (DEMs) and source literature. The results show that all the selected tailings flows travelled long distances (2.4 km to 98.5 km) and inundated large areas (0.35 km2 to 27.0 km2) over very low fahrboschung values (0.04° to 4.8°). This indicates very high flow mobility that is largely governed by the high water content sourced from interstitial waters and, in many cases, supernatant ponds. Scatter plots display poor correlations owing to the complexity and variability in travel path characteristics (confinement, slope angle and obstructions) and the inherent properties of the flowing mass. The slope angle of the travel path exerts a strong control over the flow velocity which has implications on kinetic energy and downstream geomorphological impact. Mean tailings flow velocities may range from ~6 m/s on near-flat, open terrain to over 30 m/s in relatively steeper, channelised travel paths, indicating that tailings flows fall within the extremely rapid and high mobility spectrum of global mass movements. The presented work forms an inceptive part of the CanBreach tailings project, a major component of which is to develop a comprehensive database of case histories to examine the role of geotechnics, failure modes and downstream terrains in influencing tailings flow behaviour.
