The first grant of land rights in Australia was pursuant to the Aboriginal Land Rights (Northern Territory) Act 1976. That Act has been at the core of the dispute between land rights and miners' rights. The mining industry believes that the Act, in giving a right of veto to Aborigines with respect to exploration and mining on Aboriginal land, has been responsible for a stagnation in exploration amd mining activity in the Northern Territory. In February 1985 the Commonwealth Government released for public comment its preferred model for national land rights legislation. The model has been opposed by the mining industry because it believes, first, that land rights is a matter which should be left to the States and, secondly, that the detailed mechanisms contained in the model constrain the industry in the manner of the Northern Territory legislation. Aboriginal leaders have opposed the model because it does not, in their view, measure up to undertakings given by the Commonwealth Government and, in addition, it provides for amendments to the Northern Territory legislation which are likely to result in the loss of the Aboriginal veto right. Are land rights and miner's rights compatible? The answer is yes provided all parties, including Governments, are prepared to talk and compromise and Governments recognise that the grant of land rights and any control by the Aboriginal people of exploration and mining on their land is not a substitute for raising the living standards of Aborigines as a significant group of disadvantaged Australians.

The transition to more sustainable metal production is receiving much attention at present, and the iron and steel industry is at the centre of the conversation. New, more environmentally friendly production technologies, such as direct reduced iron (DRI) smelting furnaces, need to be developed in a short period of time. This necessitates increased use of computational modelling that incorporates more accurate material descriptions. The combination of large-scale multiphysics models of high-temperature processes with CALPHAD material descriptions leads to infeasible computation times. This can be resolved with the previously reported RapidThermo framework, which has been demonstrated to make equilibrium calculations orders of magnitude faster, within controllable limits of accuracy. In this paper, we explain how further material properties, which are important to modelling hightemperature reactors, can be added to the RapidThermo framework. This can improve the accuracy and usefulness of process and multiphysics models in the development of new technologies, which can significantly accelerate development cycles.

The life cycle of a mining project begins with initial regional exploration and ends with mine closure and rehabilitation. Between resource definition and the commencement of mine construction is the study phase. In this phase technical concepts and processes are defined, evaluated and assessed with the aim of establishing whether the deposit is economically feasible. The study phase usually involves various steps from a concept/scoping study to prefeasibility and ultimately definitive feasibility study. The complete study phase can take several years. Although the costs for studies are low in comparison to actual construction and operating costs of a mining project, they are significant especially for junior exploration and mining companies advancing projects to the point of being funded.The studies aim to determine selected parameters for the project, eg mining and processing methods, operating strategy, etc and provide a roadmap for project development ahead. Although mining studies are of the utmost importance for the mining project and the project owner, they are usually carried out using a conventional engineering approach: the consultant or design engineer works to a defined scope of work. The resulting design might be based on good engineering, but might often also fail to provide the solution for the project owner that delivers the best shareholder value. An alternative to this more traditional approach to project evaluation is what we have termed a value engineering approach. Value engineering is a creative, organised effort, which in the case of a mining study analyses the requirements of the study for the purpose of achieving the essential outcomes with the highest shareholder value. The outcome of a study is a concept that delivers the highest achievable value of the resource project and shows the way ahead to realise this value. Through a group investigation by experienced, multi-disciplinary teams the value of the resource is improved through the study of alternative options, methods and processes. The scope of the study is not limited to a narrowly defined engineering scope, but to the creation of value.The study commences with the identification of key value drivers and risks, based on the available information (drill data, geotechnical data, metallurgical test work, etc). This enables the quantification of key uncertainties, risks and value adding opportunities. Study efforts concentrate on key value drivers and are not unnecessarily spent on side issues. During periods of high metal prices and strong metal demand tailings retreatment can be economic. Most tailings retreatment operations are technically challenging, low margin operations, because the easily recovered mineral has already been removed, therefore, process improvements can potentially yield large economic benefits. The Hellyer tailings dam was owned by Intec Ltd and contained 10.9 million tonnes grading 2.8 per cent zinc, 3.0 per cent lead, 88 g/t of silver, 0.16 per cent copper and 2.6 g/t gold. In November 2006 the Polymetals Group, as operator, restarted the Hellyer plant to retreat these tailings. Within a few months the operation had stabilised and Polymetals was meeting budgeted targets of throughput, metal recovery and concentrate quality. Polymetals and Intec then investigated methods that would improve the metallurgical result for this difficult to treat tailings. Since the tailings are fine-grained with 80 per cent <45 ¦m, magnetic aggregation of the paramagnetic sphalerite was evaluated. Magnetic aggregation of an oxidised tailings feed has not been tested before, nor had the technology been available when Hellyer ore was originally processed. Extensive statistical test work showed magnetic aggregation of the sphalerite fines in the zinc cleaner circuit increased total zinc recovery. The increase in the mean zinc recovery with magnetic conditioning was 3.63 per cent, at a statistical level of confidence of 97.8 per cent, and at the same mean zinc concentrate grade.

Rail, port and shipping charges represent 30 to 50 per cent of landed costs for Australian coal mines selling to Asia. This proportion is higher for sales to Europe, yet it is in Europe where Australian producers are aiming for increased market share. The landed cost of coal to the international customer is the key parameter which determines market competitiveness. The objective of this study is to examine Australian export coal competitiveness in terms of transport distance. The approach used examines world coking coal and steaming coal production and the transport distances between major exporting regions and importing countries. Reference is made to the importance of land transport costs and a comparative approach for emphasising the relative magnitude of this factor is developed. Models developed are examined in terms of Australia's exports and a conclusion is reached that a reduction in rail freight costs would be an effective measure for improving the competitiveness of Australia's coal industry.

The general structural features and the principal mineral relationships of the Black Star ore body, Mount Isa, Queensland, have been described in several previously published papers. But particular reference may be made to the work of Grondijs and Schouten, whose examination of over 200 polished sections revealed some remarkable features in the process of ore deposition. The observations by the present authors are based upon the study of a smaller ·set of specimens complementary to those examined by Grondijs and Schouten and are intended to elaborate certain aspects of the mineral relationships, more particularly those affecting the ore-dressing processes.The work described applies to the primary sulphide ore only, and to the present milling practice of fine-grinding and selective flotation.GEOLOGICAL FEATURESThe Black Star is one of several economic mineral concentrations in the Mount Isa series of thinly bedded carbonaceous shales, which are considered to be of preCambrian age. The nlineralization is apparently connected with pegmatite intrustions located within some miles of the ore bodies, and has been Gontrolled in the main by major folding of the shales and by a shear system which follows approximately the strike and dip of the beds. The Fortescue Metals Group story began in 2003 with a vision to establish an infrastructure project that would connect the stranded iron ore deposits of the Pilbara region of Western Australia with the steel mills of Asia. Following exploration successes in the Chichester Ranges using their new exploration model, Fortescue established significant iron ore resources at Cloudbreak and Christmas Creek during 2004 and 2005. By May 2006 the definitive feasibility study for mine, rail and port was completed, many of the key government approvals had been obtained, product development and market acceptance were complete and 1.07 Bt of total proved plus probable iron ore reserves were defined to support a 20 year mine life from the Cloudbreak and Christmas Creek deposits. Project construction commenced in September 2006 following a successful $3.2 billion capital raising. By April 2008, the mine and processing plant at Cloudbreak were completed along with the Herb Elliott port facility at Port Hedland and 256 km of heavy haul railroad linking the mine with the port. Mining of overburden commenced at Cloudbreak in late 2007 and by 15 May 2008 the first shipment of iron ore had departed for China. In the first 12 months of operation total shipments amounted to 24.6 M wet metric tonnes with weighted mean composition of 58.9 per cent Fe (64.4 per cent Fe calcined), 4.3 per cent SiO2, 2.0 per cent Al2O3 and 0.047 per cent P. Exactly 3.5 years between the Cloudbreak discovery hole and commercial production. The project success depended on many technical breakthroughs including a new exploration model, application of the surface miner as the main mining production unit, design of a new marketable fines product called æRocket FinesÆ, a highly efficient ædesandÆ flow sheet for upgrading of 2.4 per cent alumina run-of-mine to 1.9 per cent alumina Rocket Fines, 40 t axle loads for the heavy haul railway and a high capacity-highly automated port facility.

The sublevel caving (SLC) mining method is becoming more widely adopted as an underground mining method as mines become deeper and target lower grade mineralisation. SLC has been successfully adopted in increasingly complex and wide-ranging conditions in the past 10–20 years, demonstrating the flexibility of the method. Various challenges encountered at SLC mines around the world have led to significant differences in operating practices, mine performance and mine productivity. Unfortunately, aspects related to productivity, operational performance and best practice are not widely published and remain with individual companies. Limited information is publicly available to compare operational performance of SLC mines in the various conditions where the mining method is now being applied. To overcome this shortcoming, a global review of SLC operations was undertaken over a three-year period as part of the Cave Mining 2040 research consortium. The purpose of the review was to document technical and operational practices, hazard management strategies and key benchmarking metrics at SLC mines around the world. A total of 21 mines spread over four continents and 17 different mining companies were included in the project. The main outcome of the project was a manual of operational and technical practices, benchmarking of key metrics and documentation of the current state-of-the-art for each aspect of SLC mining. This paper describes the main findings from the benchmark in terms of mine productivity, including mine development, production and mining costs. The implications of mine scale, depth and ground conditions on operational performance at each of the benchmarked mines is described and charts are provided comparing key productivity metrics.

Removal of gangue minerals from ilmenite concentrates can be accomplished by relatively low temperature roasting in controlled gas atmospheres to selectively enhance the magnetic separation characteristics of the ilmenite. At roasting temperatures below 800¦C the magnetising reactions are often not consistent with phase equilibria considerations. Metastable phases can nucleate and control the roasting products. In weathered ilmenites the phase assemblages and microstructures in the altered ilmenite grains can influence the roasting reactions. In this paper we give an overview of the phase chemistry of chemically weathered ilmenites and of metastable phases formed by low temperature roasting. We also report the results of roast experiments conducted in a neutral gas atmosphere. Major increases in magnetic properties after short roasting times at low temperatures were obtained for a range of ilmenite concentrates. For example heating a secondary ilmenite concentrate from Western Australia for 15 minutes in nitrogen at 600¦C gave an increase in the three kilogauss magnetic fraction from three to 92 wt per cent. The solid state phase changes accompanying the inert atmosphere roasts were characterised by combining elemental analyses with quantitative phase analyses of the ilmenite concentrates and their roast products. It was found that the phase reaction that is principally responsible for the increase in the magnetic properties of weathered ilmenites involves a transformation of disordered ferrous-containing pseudorutile to an ordered ilmenite-hematite solid solution containing typically ten to 35 mole per cent of the hematite component. Examples are given of the application of the inert atmosphere roast to effect separations of ilmenite from gangue minerals.

Viscosity of oxide melts is one of the fundamental physicochemical properties that plays a crucial role in important technological and natural processes like slag flow, slag/metal separation, volcano eruptions etc. However, many oxides melt at extremely high temperatures and are highly corrosive in the liquid state, which makes experimental measurement of melt viscosity by traditional experimental techniques a difficult and expensive, if not unachievable, task. In this case it might be useful to employ other methods of viscosity determination such as modelling or simulation. In the present paper the shear viscosity coefficients of selected pure refractory oxides (CaO, MgO, Al2O3 and others) have been simulated at temperatures above their melting points via the classical molecular dynamics and compared to the available viscosity data (eg experimental viscosities, other model predictions) collected by the authors. The simulation has been carried out using the noncommercial molecular dynamics simulation package LAMMPS and the Born-Mayer-Huggins potential, which parameters for the selected oxides were taken from the literature. Several viscosity calculation techniques (the Stokes-Einstein and Green-Kubo equations, the so called Einstein relations, and the non-equilibrium molecular dynamics methods) have been applied to ensure a more reliable viscosity calculation. It has been demonstrated that the simulated viscosity of the selected melts agrees with the available experimental data. It has also been shown that the simulated viscosity of a number of the oxide melts investigated is close to that calculated by phenomenological viscosity models, which supports viscosity extrapolation from the corresponding binaries and ternaries, if no experimental data is present for unary systems. In general, it has been demonstrated that the molecular dynamics simulation could provide a reasonable estimation of viscosity if no other viscosity data is available.

The 50 million tonne Mount Morgan gold-copper deposit (4.99 g/t Au, 0.72 per cent Cu) was an irregular pipe-like body of quartz and pyrite, with subordinate chalcopyrite, magnetite and gold. Mineralisation was hosted by the Middle Devonian Mine Corridor Volcanics which occur as a roof pendant within the Late Devonian Mount Morgan Tonalite. On three sides, the deposit was enclosed by a series of normal, concave, listric faults and surrounded by outward-dipping Mine Corridor Volcanics. The tonalite which bounded the western side of the deposit transgresses the domal structure with no apparent interference. A pipe of intense, texturally-destructive, quartz-sericite-chlorite ¦ pyrite underlay and partly surrounded the deposit.The volcanic setting of the deposit, its shape, metal content and associated footwall alteration are consistent with a subsea-floor replacement origin for the gold-copper mineralisation. Mineralogical studies have confirmed the deposit has been recrystallised and annealed by a thermal metamorphic event, most likely the intrusion of the Mount Morgan Tonalite. Pyrrhotite Pipe mineralisation replaces annealed massive pyrite, suggesting that it formed during retrogressive metasomatism associated with tonalite emplacement. Telluride minerals have a close association with chalcopyrite, and no evidence for a late telluride paragenetic stage was observed. Telluride mineralisation is inferred to be genetically related to the massive sulphide mineralisation, and a separate magmatogenic origin for this mineralisation is discounted.

The authors have previously described a piezoelectric-based system to measure the dynamic pressure during actual detonation in the field. This technique is used in a water hammer test set-up where a donor detonator is fired first, with the pressure sensor and an acceptor electronic detonator placed underwater in a water tank, and maintained at a fixed distance away from the donor detonator. The functioning and timing of the acceptor detonator are captured using a customised microcontroller board called the water hammer timer. Using such water hammer testing, the effect of dynamic pressure was studied as a function of the magnitude of pressure during the electronic timing countdown. Young professionals are riding the current wave of high demand for their services and relatively little competition for placements. The attraction and retention of quality incumbents has therefore become a significant strategic issue for companies in our industry. Money is important, but poorly structured career development and lack of learning opportunities can discourage the highest paid professionals from being enthusiastic and striving for excellence. This will inevitably lead to the search for a new position. Important factors at play include the young professionalÆs lack of understanding of career pathways and poor quality, or lack of, structured on-the-job training and professional development. Too often young and not so young professionals are faced with the reality that fabulous looking (and paying) jobs can be quickly reduced to the monotony of repetitive tasks in an isolating environment. While it is the responsibility of the incumbent to manage their own career and professional development, without experience, how is anyone meant to understand the importance of their roles and the options for career development? Mentoring is therefore essential to the strategic plans of every organisation and the strategic plans of every professional. Mentors will accelerate learning, guide decision making and develop both competency and confidence as they share their experience, both technical and regarding the machinations of a particular discipline, within our industry. Mentors need not be from the same organisation as the mentee and in some cases this may be a distinct advantage. This paper discusses mentoring as an opportunity for young professionals and mentors to initiate and maintain a supportive relationship, the responsibility of management to get mentoring right and the responsibility of young professionals to demand the opportunity for professional development through mentoring.

Transportation networks extend every day around the world, requiring safe and well-maintained structures for efficiency and for users’ safety. Due to specific features of the infrastructure, such as longer tunnels, increased traffic and marginal safety rules, fire safety in rail and road tunnels becomes more challenging.The situation becomes more critical due to the global economy and increasing worldwide tourism, with multi-national companies often involved in both design and construction of transportation routes or systems in other countries. Tourism brings the risk of visitors becoming victims in a foreign land; thus, international law becomes more and more applicable to transportation projects all over the world, requiring a consistent approach to safety (UN Economic and Social Council, 2001; US DOT Federal Highway Administration (FHWA) 2006; US Transportation Research Board, Committee on the Role of Public Transportation in Emergency Evacuation, 2008; UK Parliamentary Office of Science and Technology, 1997).There are significant differences between rail and road tunnels, both in their functionality and safety requirements. Most tunnels over a certain length are equipped with emergency ventilation systems capable to control the spread of smoke by creating an air stream in the desired direction. Besides ventilation, fire-life safety (FLS) includes smoke and heat detection by linear or spot detectors, closed-circuit television (CCTV) and public address systems with prerecorded announcements, as well as evacuation signage and monitoring capabilities (Vägverket – Swedish National Road Administration, 2004).There isn’t a consistent, worldwide approach to the design of emergency ventilation systems for tunnels, with significant differences from continent to continent (US DOT Federal Highway Administration (FHWA), 2004, US Federal Transit Administration, Transportation Research Board, 2006). In North America US NFPA 130 and 502 standards for rail and road tunnels, respectively, represent the main criteria, however, they are continually revised and new versions issued every three years. For road tunnels the World Road Association PIARC issues guidelines, but they are not truly enforceable. There are no similar international guidelines for rail tunnels, except general recommendations by the International Association of Public Transport (UITP) (IAPT, 2003).In Europe the Directive #54/EC adopted by European Community Parliament in 2004 requires a minimum level of safety for road tunnels users in all existing and proposed tunnels in the Trans-European road network that are greater than 500 m in length. Authorities having jurisdiction in many other individual countries, such as Australia, Austria, Germany, Japan and others, enforce specific safety regulations (Miclea et al, 2007). While it is impossible to summarise all aspects of this topic in a short paper, a review of the design approach, the existing differences in safety requirements, as well as applicable design solutions to meet safety codes for both rail and road tunnels are discussed below.

In a visionary move, the Planning Commission and the Ministry for Planning in Western Australia decided to invite three extractive industry quarry operators, local government councils and State Government departments (Minerals and Energy, Environmental Protection, South West Development Commission) to contribute jointly to study the impacts of blasting on areas surrounding basalt quarries in the Bunbury region of WA. The results of the study will help establish suitable zones in which land uses will be controlled under a proposed Greater Bunbury Region Scheme and in local planning schemes, to minimise conflicting land uses. This paper discusses the blasting program conducted to characterise and model the vibration behaviour of the rock under the effects of pilot-scale and full production blasting, and highlights some of the benefits achievable when a thorough blasting impact program and assessment is conducted at the planning stages of land-use establishment.

This paper describes results from a gender study for a new mine in Pajala, a small community in northern Sweden. Using a gender perspective, the study examines migration, education, local culture, the labour market, and work organisation as problems and opportunities in the regional context for the planned mine. The most obvious ‘gender issue’ for the Swedish mining industry is the very low percentage of employed women, which is even lower among mining workers. To recruit the best people, a company actively needs to attract both women and men; however, the mining companies find it difficult to recruit women as cultural, labour market and educational traditions as well as the mining companies’ own cultures often make it difficult for women to find work in the mining industry.The Torneå river valley, the region surrounding Pajala, has a gender-segregated labour market and gender-stereotyped culture and few young women live in this traditional and oldish region. Many young people leave the region and this is especially true for women. Compared to the rest of Sweden, there is a low educational level, especially among the men. In the mining companies, as in many other male homosocial workplaces, the workplace culture has strong connections to a certain type of traditional masculinity (laddishness, a kind of ‘macho-style’) and for a long time this has excluded women. ‘Gender’, however, is not only a question of recruiting women to a male-dominated industry. An organisation that discriminates according to gender can become inflexible, hindering communication, learning, innovations and change processes. In mining companies, this can manifest itself in hesitant attitudes among the miners about safety as well as organisational and technological development.This study found that companies establishing a presence in this region should develop a strategy for how to deal with and manage the risks and opportunities in the surrounding society (the regional culture) as well as inside the company (the mining culture). This need to be strategic will also be required of future mining companies as they will face higher demands on safety, gender equality, and technology to become modern, efficient and lean organisations.

Iron Road Limited is currently studying the feasibility of producing 20 Mt/a of high-grade (67 per cent Fe) magnetite concentrate from a 2.6 Bt resource (JORC) located at Warramboo on the central Eyre Peninsula in South Australia. Bulk concentrate has been tested at a relatively coarse grind size of -106 ¦m. The preliminary flow sheet has been confirmed based on initial mine plans and comprehensive metallurgical testing across the range of mineralisation. Extensive Davis tube testing to predict magnetite recoveries has been conducted over the resource, however this was completed at settings different to the optimised settings developed in the metallurgical test work program.This paper outlines the development of an ore treatment simulation in SysCAD which utilises the mine production plan, the Davis tube test data from the resource, data from metallurgical test work and process design criteria to predict magnetite concentrate deliveries. Mineralogical data, including QEMScan results and metallurgical assessments, were a fundamental basis of the process models which enable predictions of concentrate yield and quality. Power and water requirements are also calculated within the model. SysCAD dynamic simulation has been used to assist with the design of the process plant and downstream infrastructure. Viscosity of multicomponent slags is one of the crucial physicochemical properties for many industrial processes and technologies. While the viscosity-temperature relationship of completely molten slags can well be described by an Arrhenian-type law, the compositional dependence of viscosity is still not fully understood, especially in compositional regions with the lack of experimental data (eg at the glass-former concentration of 90 molar per cent or higher). In the present work major compositional relationships of the activation energy of viscous flow have been revised for numerous binary and ternary slag systems on the basis of experimental data collected and stored in the viscosity database OxiVis. For example, it has been found that the activation energy relevant to the polymerisation effect in binary systems of the MO-GFO type, where MO is the modifier oxide (ie monovalent K2O, Na2O, Li2O and bivalent CaO, MgO, BaO, MnO, PbO etc) and GFO is the glass-forming oxide (SiO2 or B2O3) is not always proportional to the third power of XGFO (contrary to the Urbain formalism) and can vary significantly dependent on the slag system. Also, the activation energy of the charge compensation effect has been revised for ternary systems of the AO-MO-GFO and AO-MO type, where AO is the amphoteric oxide (Al2O3, Fe2O3 or other). A simple polynomial model has been proposed on the basis of the carried-out analysis for estimation of viscosities of multicomponent slag systems. The model has been optimised against the experimental viscosities in the selected binary, ternary, and higher-order oxide systems and has been shown reasonable agreement with the experimental data.

Industry, especially extractive industry, must now give serious attention to the impact its operations have on the natural environment and on the economic, social, and cultural context within which it operates.   While this obligation is statutorily managed, there has been a recent shift towards a culture of self responsibility. Industry is now talking about earning its ôsocial licence to operateö and the importance of maintaining the ôtriple bottom lineö, thus adding environmental and social performance to the usual financial criteria used to measure organisational performance. The social context within which companies operate has also become more sensitive with industry responding to a growing public expectation that it conduct itself in a way that strives for sustainability by operating and developing in a way that meets the needs of the present without compromising the ability of future generations to meet their own needs.   There are glowing accounts of industries engaging and collaborating with the communities within which they are based. In amongst these are also some disasters which result from cultural assumptions, industry created dependencies and the failure to attain community buy-in despite significant investment by the industry involved.   There are also remarkable stories of communities, and action groups within communities, being a significant catalyst for positive change of their natural, cultural and social environment. In amongst these stories there are also accounts of long and drawn out battles; adversarial situations where no one wins; a litany of mistrust, tricks and tactics, with the better resourced party ultimately achieving its primary objectives at the cost of the other (and at the cost of any potential fruitful, mutual relationships).   So what makes the difference in achieving the positive rather than negative outcomes? The answer lies in the way the outcomes are achieved. Building relationships based on good communication, respect for divergent views, mutual understanding, and the development of trust and empathy, makes it possible to identify shared goals and objectives that best meet the needs of all parties.   Research indicates the mining industry is making good progress in developing policy and commitment to community development and engagement but that, ætranslating commitments into improved practices at the site level remains one of the industryÆs toughest challengesÆ. (Australian Government - Community Engagement and Development Handbook October 2006 @ page 49.)   This paper considers the merits of a process of community collaboration and what it has to offer in terms of meeting that challenge.
