Although it is obvious that in any flotation process we must have a froth, in recent years the development of collecting reagents has caused the possibilities of better frothing agents to be overlooked. Some investigators have even gone so far as to say that the number of satisfactory frothing agents was sufficient. A little consideration will show, however, that the reagents available in the past were far from ideal frothers. The properties of an ideal frother for flotation work may be set down as follows: 1. It must form in low concentrations a copious but not too persistent froth. 2. It must be insensitive to hydrogen-ion concentration of the pulp; that is, it must froth equally well in an acid or alkaline medium. 3. It must be insensitive to salts, even in high concentration. 4. It must be absolutely noncollecting to both sulfides and nonsulfides. 5. Its frothing properties must not be affected by collecting reagents, including soap, the most generally used nonsulfide collector. 6. It must readily emulsify and disperse any insoluble collecting agent that is likely to be used. Clearly the existing frothers do not qualify. Pine oil, for example, is an acceptable frother for many purposes but if used in soap flotation a delicate balance between pine oil and soap must be struck because, as pointed out by Coghill1, these two reagents are incompatible in certain concentrations. The objections to soap itself as a frother are obvious, and the cresols and their substitution products all have some collecting power and very little emulsifying power. The mechanism of frothing in flotation was early explained on the basis of the Harkins-Langmuir theory of oriented molecules.2 These investigators showed that if an organic compound having an unsym-metrical molecule (in which one end of the molecule contained water-

A wide-ranging series of experiments has been carried out on value minerals (sphalerite, smithsonite and hematite) and gangue minerals (quartz and calcite) to assess the properties of various commercially available vegetable and synthetic tannins as dispersants for these minerals in a finely ground state (<5 microns). Experiments to determine the dispersing power of each reagents on every mineral have been performed through sedimentation tests run first in water and afterwards in the presence of a collector having specific action on the mineral concerned. The tests have been extended to a wide range of dispersant concentrations, maintaining the pH and collector concentrations at the levels known to be the best for the flotation of the various minerals. By comparing the results obtained on each mineral, conclusions have been drawn on the possibility of using different classes of vegetable and synthetic tannins in the selective flotation of fine particles. These results have been related to the structure of the tanning compounds and to the surface properties of the minerals.

ZAY JEFFRIES (written discussion*).-I have read with much interest Mr. Ruder&apos;s discussion of Professor Howe&apos;s paper, "The Supposed Reversal of Inheritance of Ferrite Grain Size from that of Austenite." I am yet of the opinion that my first explanation&apos; of Mr. Ruder&apos;s samples is substantially correct. In that explanation I did not intend, however, to convey the impression that "reversed inheritance" was the general rule nor even of common occurrence but rather that." Non-inheritance" was the general rule. Mr. Ruder suggests that a " perfectly formed" grain is an indication of inheritance. The grains in my Fig. 52 are perfectly formed and in fact more nearly equiaxed than those in Mr. Ruder&apos;s Fig: C,3 yet the grains in the former are known not to be inherited but to have been formed by the partitioning of larger austenite grains. On close examination of Mr. Ruder&apos;s Fig. C the very shapes of the grain suggest partitioning. Again, the grain size (25 to 30 grains per square millimeter) is at least 10 or- more likely 20 times smaller than might be expected of the austenite from which these grains were .formed under the given time and temperature conditions. Mr. Ruder&apos;s newer results on electrolytic and Armco iron are most interesting and instructive. His results fit in. nicely with my conclusions 5, 6 and 10.4 His photographs, however, indicate that the thickness of the pieces of sheet metal are such that abnormal grain growth is promoted. He indicates that equilibrium grain size after heating to 950° C., with furnace cooling, is about the same as his Fig. 1, above. I estimate this to be approximately one-half -grain per square millimeter, or 40 times as large as I have obtained with the same material (Armco iron) after heating Y4-in. bars to 1300° C. for 2 hr. and cooling in the furnace. The effect of thickness of sample on grain size is one which needs more attention.

There is a dearth of information on the economic threat of silicosis. Even the insurance companies and rating bureaus are in a quandary, and the majority of them avoid any action that will stir up an awakened public consciousness of the serious nature of this industrial hazard. Individual claims for $100,000 are now common in silicosis lawsuits. Because of (&apos;hidden costs," in lowered plant efficiency, the total cost of this disease to industry is probably four times its apparent direct cost. The direct costs vary with the labor policies of the employer and with the labor legislation in force. Direct costs may originate in three ways: (1) voluntary assumption by the employer of medical expenses and loss of earning power of stricken employees; (2) state enforcement of industrial disease compensation acts; and (3) awards or settlements after suits in common law. Examples are offered in the last two classifications. In the Rand, South Africa, compensation laws are in effect and in approximately 20 years prior to 1932 about $65,000,000 has been awarded for silicosis and an additional liability of $34,000,000 incurred, or an average of about t5,000,000 per year. During 1932 silicosis compensation on the Rand was about $6,000,000. No figures are available for the direct capital or operating costs for preventive measures there, nor for the additional "hidden costs." It might be reasonable to assume that silicosis has cost the gold-mining industry of South Africa twenty to twenty-five millions of dollars per year. It is estimated that common-law silicosis claims have, in the last few years, aggregated $50,000,000 in New York State alone and have exceeded $300,000,000 in the United States. Attention is called to the involved nature of the insurance situation for industrial diseases in contrast to accidents. The indeterminant, insidious nature of silicosis makes it particularly difficult to predict necessary insurance premiums and reserves. The serious hazard of this disease was not properly appreciated by either insurance companies or industrialists, so sufficient study has not been given its causation, prevention, detection, treatment, and compensation. The object of this paper is to clarify the idea, so important when exploring by potential methods, of the depth of investigation attainable by electrical measurements. After defining, with some precision, .the term "depth of investigation&apos;&apos; in geophysics, the authors show how it is possible to regulate this depth in potential methods and to obtain an &apos;electrical drilling" from surface observations. They consider also the difficulties encountered in deep measurements and indicate how it is possible to reach greater depths than those having an industrial interest. Depth of Investigation The term, depth of investigation, in its general sense, is easily understood. For instance, a driller who can pull cores from a depth of 2000 m. is capable of working, with accuracy, to that depth. By means of a properly placed drill, he may locate an orebody at a depth of 1999 m., however small this orebody may be. On the contrary, the term as used in geophysics requires precise elaboration. As a matter of fact, no geophysical method, irrespective of the physical property studied (density, magnetic permeability, conductivity), can discover a very small body at a great depth because, in practice, the physical parameter upon which such a geophysical method is based is never regular enough, throughout the ground, to distinguish the feeble anomaly caused by the small, deep-lying body from the numerous anomalies due to irregularities of the encasing terrains. Aside from this question of the ratio between the size of the body being hunted for and its depth of burial, a second factor plays its role in the possible depth of investigation; that is the difference, for the parameter under consideration, between the body and its surrounding material. The greater this difference, and the more homogeneous the encasing terrains, the greater is the possible depth of investigation. This being generally established for all geophysical methods, it is possible to distinguish two main classes of these methods, from this same point of view

The symposium on mine safety held in connection with the annual meeting of the Institute three years ago, it. was pointed out that "at present no convenient, reliable, accurate means for determining the gas content of mine air is available, for use by the ordinary mine man." In a letter addressed to Coal Age and published on Feb. 25, 1925, Thomas T. Read, then Director of the Safety Service of the Bureau of Mines, stated: "It is to be hoped that sometime in the near future some-one will invent a reliable methane indicator that is con-venient to, use and will permit the keeping of all flames of every character out of bituminous mines, through doing away with the safety lamp." The Martienssen methane detector, which has re-cently received the official approval of the Bureau of Mines, is intended to. meet the demand for such an in-strument as expressed at that meeting and on many other occasions. The characteristics which qualify it for the task are the following: (1) simplicity; (2) small bulk and light weight; (3) ruggedness; (4) accuracy sufficient for the requirements; (5) safety; and (6) dependability. The principle on which the working of the instrument is based may best be explained by giving a brief out-line of the various stages of development through which the inventor, Professor Martienssen of the University of Kiel, Germany, advanced to the final solution of the problem which he had undertaken to solve.

Increasing urbanization and industrial activity require increased supplies of sand and gravel. This means expanded surface mining and despoiled land near population centers. Highly competitive land use demands justify serious consideration of premining planning for multiple land use and reclamation concurrent with mining. 1-5 Formulating solutions to environmentally and economically sound uses requires a comprehensive approach based on properties of the natural resource base--geology, soils, and water. A study of sand and gravel mining within Pleistocene-Holocene fluvial deposits in Colorado County. Texas [(Fig. 1)] illustrates how physical limitations imposed by the resource base are determined.6,7 Data from drillers, logs of water wells, test boreholes, field observations, and laboratory analyses are used to evaluate these physical controls. Knowledge of the thickness and composition of overburden aids in developing optimum reclamation and revegetation plans. Most of the overburden in the study area [(Fig. 2, 3)] is a clayey mud with variable amounts of silt and fine sand. A comparative textural analysis of overburden and native soil is used to assess changes incurred by mining and for evaluating other physical characteristics, e.g., ability to support crops, permeability. and shrink-swell potential. Textures are correlated with soil types found in the area [(Table 1)] to get an approximation of probable surface properties expected from these mined materials. Results of textural analyses [(Table 2)] indicate that separating topsoils from overburden during mining is not necessary because the range of overburden textures is about that of native soils. However, more data is needed on nutrient deficiencies to evaluate fertilizer requirements for successful revegetation.*6

IT has been 5 years since the writer left the Philippine Islands and while in that country his chief work did not lie in this field, though he has visited all but one of the localities mentioned in this article. The principal field studies relating to oil were made by his colleague, Mr. Wallace E. Pratt. The writer&apos;s investigations dealt with the general stratigraphy and paleontology of the Philippines. With the exception of the investigations made by Mr. Pratt and the writer very little information on this subject is available. A number of geologists in the employ of large oil companies have visited the Islands from time to time but, following the general rule, the public has scarcely ever been permitted to learn anything of the results. The writer is indebted to the Bureau of Insular Affairs, Washington, for late information regarding recent legislation in the Islands relating to petroleum. All the known oil seeps, petroleum residues, such as ozocerite, and natural-gas emanations are associated with Tertiary sediments. The chief seeps and most promising prospects are located as follows: 1. Bondoc Peninsula (lower end), Tayabas Province, Southeast Luzon. 2. The west coast of the island of Cebú from Alegria north to, and perhaps beyond, Toledo. 3. Central Mindanao not far from Lake Lanao. 4. The ozocerite veins on the Island of Leyte in the northwestern part in the vicinity of the town of Villaba. 5. Natural gas from some deep wells in Tertiary shale formations on the eastern flank of the Cordillera and extending out under the plain on the island of Panay.

THE CHAIRMAN (ALBERT SAUVEUR, Cambridge, Mass.).-Any information likely to throw light on the constitution and proper treatment of high-speed steel in order to obtain maximum results, should surely he welcomed. All users of high-speed steel, I believe, will agree with the authors that, in order to obtain satisfactory results, it is not sufficient to heat all brands of high-speed steel to one and the same temperature; apparently very slight differences of chemical composition seem to call for marked differences in temperature. I think that all of us agree that a properly treated piece of high-speed steel should have a fine austenitic or polyhedral structure and that an appreciable quantity of free carbide may be present in the case of very high tungsten steels. What we seem to lack is a satisfactory method, quick and reliable, of ascertaining when the proper structure has been obtained. I think Mr. Bellis&apos; paper is a step in the right direction. To the untrained eye, however, it is not an easy matter to select from some of his photomicrographs the one representing the best structure; for instance, in the case of steel A, we wonder why temperatures of 2,250 and 2,300 do not yield the same results, seeing that both structures are apparently alike, and the same might apply to some of the other samples. I have no doubt, however, that the experienced observer is capable of detecting structural differences that are not made plain here and by which he is able to select the proper quenching temperature. J.-On page 68 the authors say that the use of a barium chloride bath to eliminate this difficulty has the disadvantage that the surface of the tool becomes decarbonized." I would like to ask whether they actually found that the surface was decarbonized, or whether they base this conclusion on softening alone? A. E. BELLIS, Springfield, Mass.-No, we have never demonstrated that it was a decarbonization, it is just the softening of the steel. The addition of ferrocyanide to the ferrochloride bath has been suggested. I think that is not altogether satisfactory, because the ferrocyanide bath changes composition very rapidly at these high temperatures, and it would be just a question of luck whether or not it had too much or too little ferrocyanide in the bath giving equilibrium with the carbon content.

INTRODUCTION It has been impossible for the student, the practicing engineer, and the geologist to find all of the essential elements of mineral appraisal and mineral economic analysis in a single text. Indeed, the most recent texts on mine evaluation are over 20 years old. Many of the basic principles of mine sampling and evaluation have not changed over the ensuing years, but with the advent of the digital computer the entire scope of mineral evaluation has been expanded to encompass superior techniques that heretofore were not possible when using manual methods. The old manual methods for ore reserve computations and the techniques for assignment of area of influence to drill-hole samples are now as antiquated as the Model-T Ford. With the computer making possible solutions that had not been practicable in terms of time and effort, it is important for the practicing explorationist and mining engineer to understand many of the new concepts and principles that can be applied with the resolving power of the computer. Many practicing mineral industry professionals have been disappointed by certain computer programs and thus have some reservations about computers being able to solve their very real problems. Often the gap between the practicing engineer and the ivory tower theoretician applying modern computer techniques is too broad to be bridged with scattered, fragmented publications. PURPOSE AND SCOPE OF TEXT It is the intent of this book to update and to unify a great many scattered reference works used in the mineral industry today. The ensuing pages are addressed both to the professional already working in the mineral industry who needs information on computerized methods as well as to the serious student seeking to grasp the fundamentals and modern techniques of mineral appraisal and feasibility. These techniques are based on sound mathematical principles and theory, with the computer as a tool-but a very essential tool-for the solution of the problems involved. The computer can be of value only if it is programmed by those having sufficient expertise to use its inherent problem-solving capability, and the output is interpreted by those who are sufficiently acquainted with its operation to understand the data it produces. A metal is said to be overstrained when it is deformed beyond the elastic limit at a temperature well below the critical range, as in cold working. Quantitatively, overstrain might be considered as that part of the total elastic deformation of the piece of metal, left over after the external load is removed, that added to the permanent deformation due to plastic action will give the total permanent deformation. Ordinarily the effects of this phenomenon, which vary with the internal residual stress probably in accordance with Hooke&apos;s law, are more noticeable when the yield point of the metal is exceeded, but they probably also exist to a smaller degree when the load is just large enough to cause the least amount of permanent set. These effects, which we recognize as the result of overstrain, are as follows: 1. An apparent increase of the elastic limit in tension and a decrease of the elastic limit in compression, provided the external load is tensile. The reverse is true when the load is compressive. 2. An elastic after-effeet in which time and temperature are important factors. 3. A state of imperfect elasticity in which Hooke&apos;s straight line becomes slightly curved, giving rise to an hysteresis loop. 4. In addition to the apparent increase in the elastic limit, such properties as the hardness, ultimate strength, and resistance to fatigue failure are increased, provided the overstraining has not been carried far enough to make the metal brittle. 5. Correspondingly the ultimate elongation, reduction in area, magnetic quality, ratio of endurance limit (fatigue breaking stress) to elastic limit, and resistance to season cracking (in certain copper alloys) are decreased. The question naturally arises: how do these changes in the properties of a metal resulting from overstrain influence our method of design? The fact that most of the desirable qualities are increased makes overstraining a favorable process, from an engineering standpoint; but on the other hand, the loss of such qualities as perfect elasticity and complete

The symposium on production for the year 1940 contains few papers on the foreign situation. It is probable that the foreign part of next year&apos;s symposium will be even shorter. This is due to rigid censorship in various countries, as the question of the volume of petroleum supplies has become one of great strategic importance. This is even more true than in the last war, owing to greater mechanization of armies. &apos;It has always been the policy of officers in charge of the symposium to refrain from publishing information that might possibly injure national or private interests. At the close of the war we hope again to publish full and accurate records of production abroad. Excerpts from Circular to Authors In order to facilitate interpretation of the data in this chapter, we print the following excerpts from the Circular to Authors. The field is the unit in this tabulation. In cases of fields extending across State boundaries, such as Rodessa, it is suggested that each State author treat the section of the field in his State as a unit, and by a footnote indicate that the field extends into an adjacent State. Each space in Table I may represent one of four possibilities; either it is not applicable to the particular field, or the proper entry is not determinable, or the proper entry may be determinable but is not determinable from data available to the author, or the proper entry is determinable. When spaces are not applicable, leave blank; in spaces where the proper entries are determinable but not de-terminable frod data available to the author, please inserty; in spaces where the proper entries are determinable by the author, make such entries. y implies a hope that in some future year a definite figure will be available. The entry of a zero is a positive declaration, and an important declaration where it is in order. Inability to determine precisely the correct entry for a particular space should not lead the author to insert merely y. Contributions of great value may be made by the author in many cases where entries are not subject to precise determination. In sucli cases the author should use his good judgment and make the best entry possible under the circumstances. For many spaces the correct entries represent the opinion of the author (for example, "Area Proved&apos;) and in such cases the entry need not be hedged to such extent as when the quantities are definite yet can be ascertained only approximately by the author. In cases under definite headings but where figures are only approximate, the author may use x. It is thought that the nearest whole numbers are sufficiently accurate for our purposes except as to percentage of sulphur in oil. If an author desires to report any other figures to tenths, he may do so. The quantity of gas produced should include, where possible, gas sold or otherwise marketed, and gas blown into the air, burned as flares or otherwise wasted. Segregation of these figures would be interesting if the authors can make such segregation. In any event, the figures should represent as nearly as possible the total quantity of gas removed from the reservoir. Report of the Secretary TO THE BOARD OF DIRECTORS OF THE AMERICAN INSTITUTE OF MINING AND METALLURGICAL ENGINEERS Gentlemen:-To a Board of Directors keeping in as close touch with all of the affairs under their care as do the Board of Directors of the A. I. M. E., through their monthly meetings, a report of the year&apos;s progress is almost superfluous. To the members who read the monthly reports of. the Board Meetings and of the various activities of the Institute as published each month, a yearly report cannot carry much fresh information; yet for both it may be well, as is the custom, to glance over the field of our activities during the past year, and to make an estimate for the year to come. The beginning of 1924 was not propitious for the members of the mining profession, though tonnage production for 1923 had been high and the gross value higher than for several years. The margin of profit had been narrow, prospecting and development were limited, and many of our members were unemployed, or were working in other industries. Toward the end of the year, higher metal, prices were in sight. Old-time optimism began to grow, and it now brightens the outlook for 1925. An excellent barometer of the prosperity of the industry, and that of the Institute, for they go hand in hand, is the work of our Employment Bureau. During the past few months, the percentage of our members for whom openings have been found has been increasing to a marked extent, and many members who had fallen in arrears are placing themselves in good standing. The number of new members joining has remained about as it was in 1922 and 1923. The Directors have reason to congratulate themselves on the interest maintained during a dull period, for it is not humanly possible to take a keen interest in the technology of an industry when our hands and minds are not actively engaged in it Now, with a much brighter outlook, we can look forward to a year of increasing prosperity for the industry and for the Institute.

The slags derived from the smelting of lead and copper ores are composed essentially of silicates. The problems arising from the smelting of these ores consequently involve the study of silicate fusions. In the absence of specific knowledge concerning the compounds occurring in slags, it has been the practice of metallurgists to treat them in terms of their total chemical composition. Slags have been classified as monosilicates, bisilicates, sesquisilicates, and subsilicates according to the relative amounts of oxygen in the acid and basic radicles of the hypothetical salt produced. While this has been a useful guide to metallurgists in computing the furnace charges, it falls far short of a basis for the scientific investigation of slags. In order to understand the nature of a slag as a whole it is necessary to learn the physical and chemical properties of the mineral compounds which go to make up that slag. The efficiency with which an ore is smelted in a furnace depends primarily on the physical properties of the compounds formed during the operation. When the melting points and fields of stability of each of the mineral compounds in slags have been established, it will be possible to determine the properties of any given slag by examining the nature and amounts of its mineral constituents. Earlier Investigations In 1884 and succeeding years an extensive survey of lead and copper furnace slags was made in Europe by Vogt, and a large part of the present knowledge of the subject is due to his publications.&apos; Vogt&apos;s interest in artificial fusions was directed primarily towards the explanation of problems in igneous and economic geology and his subsequent works have been confined wholly to that subject.

Interest naturally attaches to fissuring and subsidence of the earth&apos;s surface, whatever the cause may be, and the induced movement and fissuring of the impervious strata overlying an oil sand is of even greater practical importance because of its bearing upon the recoverability of the portion of the oil not already extracted or extractable by ordinary production methods. It is probably true that significant ground movement induced by oil production occurs only in oil fields in relatively young formations, where the oil comes from incoherent or only slightly cemented sands and oil-soaked clays, but inasmuch as a great proportion of our "gusher" wells produce from "running" sands and yield a large part of the total oil output, it seems worth while to make an effort to inspire the collection and recording of data indicating the nature and magnitude of oil-field subsidence, both surface and subsurface. Goose Creek Field The single known instance in which the nature and magnitude of the surface subsidence incident to petroleum withdrawal has been accurately ascertained is that in the Goose Creek oil field of Texas, described by Pratt and Johnson.&apos; There subsidence caused the submergence of a considerable area within the oil field, and, because the title to the naturally submerged lands of Texas rests in the State, it became necessary to determine whether the submergence was due to natural or artificial causes. A detailed study revealed that the sunken area conformed very closely to the limits of the productive oil field and that the cumulative depression over an eight-year period ranged from zero at the margin to 3.25 ft. at the center. Situation.—The Camp Bird mine is in Imogene basin† (Fig. 1) at the head-waters of Canon creek, a branch of the Gunnison, in the southern part of Ouray county, Colorado, towards the northern edge of the region known as the San Juan mountains, and about 10 miles W. of the continental divide. It is 8 miles by wagon-road from Ouray, the terminus of a branch of the Rio Grande&apos; Southern railway. The distance from Denver to Ouray is 387 miles by rail. In an air-line, the mine is 190 miles SW. of Denver. The altitude of the town, tunnel and buildings is 11,200 ft., and level No. 2 is 11,500 ft., and No. 1 is 11,670 ft., above sea-level. The lowest point of the lode-ontcrop, which crosses the basin E. and W., has an elevation of 11,850 ft., and that of the highest point, on the divide between Imogene and Tomboy basins, is 13,250 ft. On the eastern slope of the Imogene basin (towards Ironton) the vein is less clearly defined on the surface. Coal as mined contains varying quantities of inorganic components (mineral matter) which, on combustion, produce the residue known as ash. It has long been realized that the weight of this residue does not equal the weight of the mineral matter originally in the coal, because of the chemical changes that take place during the ashing process. Moreover, the ordinary ash analysis presents the ash as a mixture of oxides with little or no clue to the identity of the mineral species originally present in the coal. It is only for pyritic sulfur that an attempt is made to determine a mineral component. So far as the authors are aware, there are practically no experimental data in the literature as to the percentages of the different mineral species present in coal. The oft-quoted table of Marson and Cobb1 cannot rightly be considered as data, since the authors merely state that the table "shows the probable forms in which these ash constituents exist in coal." In view of the attempts to calculate analyses and determinations of the calorific equivalent of coal to the mineral-matter-free basis, as well as the importance of the mineral species in clinkering, combustion and coking, it seems strange that so few data are available on this phase of coal technology. For example, numerous empirical corrections for use in the scientific classification of coal have been suggested to compensate for the losses from the mineral matter during ignition of the coal to ash. These include multiplication of the ash percentage by various factors such as l 1/10 and 156, the use of the Parr unit coal formula (1.08 A + 22/40 S, where S = total sulfur) as well as certain modifications of the Parr formula that attempt to correct for the organic sulfur present in the coal. This subject covers much ground, therefore it must be treated in a general way rather than in detail in this paper. Personnel To approach the measure of a mine, it is, of course, essential that the personnel be measured, and this measuring must be done in a circumspect manner and conclusions must be reached slowly. There may be one unit in the personnel of an organization that may be out of step with the remainder of the organization, not always because of lack of ability, but because of misplacement or lack of proper measurement of his capabilities. Too much time can scarcely be spent in the study or measure of the personnel ; in fact, a manager or a superintendent of a mine never completes his work along this line. Mine or Plant Just as no two men are alike, so no two mines or plants are alike; and yet there are many similarities. Find out what the similarities are, and this will help to make clear the dissimilarities. Try to visualize details of the difficulties, not because you will have to deal with them yourself, but to consider them in later studies of general problems. To outline all the steps to be taken in familiarizing oneself with a plant or operation would be impossible, but the following points may be of interest in any investigation. The study of a mine is generally made backwards-—that is to say, one sees the finished product first-—-but this is immaterial, because each step must be considered separately in any event. As a rule, there are certain heads under which the different features of mining can be placed, as follows: Ventilation.—Ventilation is usually the most important item in power cost and safety, especially in gassy mines. Quantity of air, water gage and power consumption, and finally analysis of the return air in full return and separate splits should be considered. WE are accustomed to think that we are efficient in the United States, particularly with respect to such things as mining and manufacturing. The conduct of the war has demanded in England and in France a complete readjustment of manufacturing methods and plans, and today England is probably as efficient a country as there is in the world, not even excepting Germany. This is all the more remarkable because it has been notorious for years that England has been inefficient in her manufacturing and the country has been flooded with things "Made in Germany." Today England is almost a socialistic community and the State is doing almost everything. England is now in such a position that practically everyone in the country is engaged in industry necessary for the conduct of the war, and this has been accomplished by increasing the efficiency both of her tools and of her man power. In the United States we certainly have been efficient so far as machines and perhaps so far as methods have been concerned, but we have not been efficient iii the utilization of our man power. Before the war, our labor was undoubtedly far more efficient than that of England, but it certainly was not so highly efficient as it should have been, and the problem that confronts us today, and will all the more confront us after the war, is to make our man power efficient. England has had a taste of what you may call State Socialism, and her laboring men are not going to be content to return to the old order of things. There is one feature of the labor problem in England which has permitted her to reach this condition of state socialism with comparative rapidity; this is that practically all of her laborers are English; she has little or no foreign population. While an Englishman may he a strong union man and ready to fight his employer tooth and nail, at heart he is still a British subject, and when his country was in danger he rose to the occasion.
