The following resolution was prepared, by the War Minerals Committee and was submitted by it to the Board of Directors of the American Institute of Mining Engineers, asking that it be passed by the Board and used to the best advantage to secure the end desired. WHEREAS, the steel industry of the United States is almost entirely dependent on the importation of foreign manganese ores, the consumption of which for the year 1918, it is estimated, will exceed 850,000 tons; and WHEREAS, the ships now engaged in transportation, especially from Brazil, are needed with ever increasing urgency for supplying our Army and Navy forces abroad; and WHEREAS, much shipping may be spared from manganese transportation and the domestic sources of manganese may be utilized, provided the steel manufacturers of the United States will cooperate to this end by taking advantage of the possibility, in open-hearth and Bessemer practice, of so called "residual" manganese, and by using spiegeleisen instead of ferromanganese, thereby following the example already set by three large and prominent steel producers; BE IT RESOLVED, that the Board of Directors of the American Institute of Mining Engineers urges the steel manufacturers of America, for patriotic reasons, to give immediate consideration to the development and utilization of domestic manganese ores; to use no ferromanganese, except for the manufacture of grades of steel below 0.15 per cent. carbon, to use domestic ores whenever possible in place of the high-grade imported ores; and to urge their associates and colleagues in this and other possible ways, to vie with one another in releasing ships for importation of any materials that cannot be secured or produced in this country.

PURPOSE OF STUDY The case study was initiated because of the very real need to provide the best mineral inventory block estimates possible for the relatively new Sacaton mine. Sufficient mining had been done and records kept whereby it was possible to test the various estimation methods against detailed blasthole samples taken during mining. Three estimation methods were selected for testing: (1) the polygonal method, (2) the inverse distance squared method (IDS), and (3) the geostatistical kriging method. The results of the comparative analysis was thought to have very practical application to the selection of extension functions for future estimation of grade for mineral inventory blocks. GENERAL GEOLOGIC DESCRIPTION The porphyry copper deposit of the Sacaton open pit mine is related to small quartz monzonite intrusives of Laramide age which have been intruded into Precambrian granites. Both rock types act as host for the mineralization, which has been secondarily enriched sufficiently to constitute ore. The chalcocite enriched zone has been subjected to postenrichment oxidation processes with consequent partial destruction of the chalcocite blanket. Several mineralogical populations are represented in the total ore zone, but the blocks on the mine benches involved in the study were restricted to the top of the enriched zone. COMPUTATION OF MINERAL INVENTORY BLOCK ESTIMATES In order to make valid comparisons among the three estimation techniques, all of the inventories were prepared from diamond drill assay data used in the original engineering feasibility study. Dear Sir: In conversation here with Mr. Sales, who is much interested in the work of the Committee on Mining Geology, he made a suggestion which you may be interested to hear. He, and many of us, are interested in papers along our lines of special activity, as they appear from time to time in the Institute Transactions, and often take these papers with us into the field. It appears that the work of special committees which are being formed is likely to result in a much greater number of available papers than the Institute has ever before been called upon to publish. This year's Transactions, for instance, have to be published in two volumes. Why would it not be a good plan, instead of printing heterogeneous volumes, to classify the papers into several volumes, under main headings such, for instance, as iron and steel, precious metal mining, and mining geology ? We would, in fact, be very glad to suggest this as a topic for discussion, if you think it wise, in response to the Secretary's letter of April 18. Very truly yours, J. W. FINCH.

Copper from Central Africa was well known to the Arab slave traders who depredated the country in the nineteenth century. By the 1870's slave raiding was so intense that the habits of the tribes were disrupted, and they no longer worked the copper deposits or made the crosses and bars of copper which had been their custom. In fact, the country had been greatly depopulated by the slave raiders. News of this horror was spread to the civilized world by missionaries and, in particular, by David Livingstone's writings. Whether to extend geographic knowledge, to suppress slavery or for national aggrandizement, the rush for African territory was on at the end of the nineteenth century. Cecil Rhodes at this time was established by his successes in diamonds and gold. He obtained the blessing of Lord Salisbury in 1889 to form the British South Africa Company under crown charter. His objectives were to occupy the lands north of the Zambezi for England and pay for development out of the country's mineral deposits. He planned to occupy the territory and close the gap to form an all-British route from the Cape to Cairo, one of his great dreams. With this master plan in mind he sent his agents into the field to make treaties with the tribes.

Hunt Medal and Prize, the J. E. Johnson, Jr., Award, the James Douglas Medal, and the William Lawrence Saun¬ders Medal. ROBERT W. HUNT MEDAL AND PRIZE The partners of Robert W. Hunt established a fund which was presented to the Institute at a fitting ceremony on May 27, 1920, to establish an annual medal and a sum of money to be awarded under the following rules 1. The award shall consist of two prizes: first of a gold medal, second of a sum of money; a certificate to accompany each prize. The money prize shall not be awarded to a member over 40 years of age, but under unusual circum¬stances, both prizes may be allotted to one person provided that he is not over 40 years of age. In general it will be understood that the Committee shall award the money- prize to the younger men, rather than the medal.

FoR a number of years an intensive study has been made to improve the blast-furnace practice at Copperhill not only as to cost% but to provide a good grade of gas for the acid plants. This study took us back to the fundamentals of successful pyrite smelting; namely, a blast furnace working on a clean sulfide ore, free from fines, and the use of quartz high in silica as a flux. In 1919, the quality of the flux was improved and its effect on the metallurgy was very marked. To improve the practice further, it was necessary to work out some method of treatment for the sulfide fines and the siliceous and refractory ores, other than in the blast furnace. A series of milling tests indicated that these products could be successfully treated by differential flotation, and in 1922 plans were made and a flotation plant built. It was estimated that the flotation plant would deliver to the smelter 40 to 50 tons of concentrates per day; the problem was what to do with these concentrates. It was out of the question to attempt to smelt them in a blast furnace because of the dust losses and because our practice demands a charge free from fines for satisfactory operation. There is no custom smelter in the vicinity to which concentrates may be sold, pending the time when the tonnage will be sufficient to warrant roasters and a reverbatory furnace. Sintering and nodulizing were investigated but neither method fitted into our scheme of metallurgy. A close study of the converter practice was then made to see if some method could not be evolved to smelt this tonnage of concentrates in a converter without preliminary treatment. At that time, the converter installation consisted of two 12-ft. Great Falls converters, which were handling 12 to 14 per cent. matte. The heat balance of the converters working with 12 to 14 per cent. matte was more than sufficient to smelt the contemplated tonnage of concentrates but the mechanical difficulties of feeding fines into the Great Falls converter made the use of this type of converter impractical. COAL is the basis upon which the activities of the industrial nations of the world rest today. In order that the coal industry may bee restored to a reasonably healthy condition, it is essential that both the operator and the miner should understand that they are directly concerned and that their selfish interests demand that they take an active, intelligent, self-sacrificing view of the entire situation and do their part in restoring and repairing the economic structure. Foreign credits, foreign debts, unstable exchanges, destroyed markets, and inability through lack of credit to carry on as before, all require our attention and cooperation. DEEP CONCERN AS TO FUTURE There is deep concern as to the future and a realiza-tion on the part of some of these leaders of industry that they will have to sacrifice their personal time, away from their desks and the details of business, in order to cooperate with other groups in studying the situation and endeavoring to find the best method of utilizing their knowledge in improving conditions and averting further disaster. It is most unfortunate for the country and for labor itself that the labor chiefs are blind to these necessities, and hostile to every effort to secure their cooperation in rebuilding prosperity.

GENERAL INTRODUCTION To paraphrase comments made by Black and Hoek(1) on the status of rock mechanics, the general methods of applied science related to rock mechanics are: a. Observe the phenomena of nature as they occur and, wherever possible, quantify the observations. b. Propound a model or theory to explain the phenomena observed. c. Test and develop the theory by further experimentation in the laboratory and in the field. d. Use the theory developed to predict behavior in similar or extended circumstances. e. Insure by measured experiment and observation that the predictions made are valid, or that deviations from the predicted behavior can be accounted for. f. Modify the theory and practice as necessary, and continue the process until more general laws can be formulated and applied, with a useful degree of confidence, to practical problems. This paper will present an infant concept. It will, in fact, propound a possibly useful theory to help explain commonly observed phenomena. It will test and develop the theory for a material similar in nature to some rocks. It will be used to predict behavior in the extended circumstances of a

THE four nomograms presented in this article were designed to simplify and make more, rapid the calculations connected with the compression and transmission of air. The formulae involved are rather complicated, but the graphic solutions are simple; their use requires an ability to follow explicit directions and to interpolate values on a logarithmic scale. ? For the sake of convenience, the nomograms will be divided into two classes, and the purpose and accuracy of each will be discussed. Compression It is frequently desirable to determine the horsepower necessary to compress a given amount of free air from atmospheric pressure to a certain final pressure. The nomograms in Figs. 1 and 2 present a rapid method of calculating the horsepower required to compress 1 cu. ft. of free air per minute by single or two-stage compression. The general formula for the horsepower required to compress air adiabatically is: HP = S X 144/33,000 PVn/(n-1) [(P'/P) n-1/Sn -1] (1) where: P = absolute atmospheric pressure at compressor, in pounds per square inch. P' = final absolute pressure of compressed air, in pounds per square inch. V = volume of free air compressed per minute, in cubic feet. S = number of stages. n = exponent of the compression curve.

A commercially available microprocessor-based system capable of monitoring 512 channels has been interfaced with monitors for radon, working level, air velocity, and fan power. The basic system utilizes both 280 and 8080 microprocessors in a desktop central processing unit (CPU). CPU hardware includes keyboard, video display (CRT), and disk drive; a printer is used to keep permanent data records. Signals from all channels are transmitted to the computer in digital form where they are processed for alarm status. Software developed for the system allows for audiovisual alarms in the event of low and high readings, rate change, change of state, or communica- tion failure. Up to six channels can be continuously displayed on the CRT for current readings. Shift reports and trend logs may be generated to help the ventilation engineer determine average working levels and ventilation effectiveness. Additional software permits the operator to program command sequences which may be used to automatically restart fans after a power outage.

To date information is somewhat limited concerning the strength and bearing capacity of floor strata, which is of great importance where proper roof control is desired. If the bearing strength of strata is not known, the support may be excessively strong in relation to the support capacity of the floor, with the result that strong props sink into the floor strata, giving them dubious value as a roof support. The method described is used to determine how tests are made on dry rock to determine the required support area for the base of props or other structures which may rest on rock strata in mines. Relationships were established for the bearing capacity of rocks which were subjected to loads by means of bearing areas of various sizes ranging from 0.09 sq cm (.014 sq in.) to 700 sq cm (108.5 sq in.). This permits the evaluation of the bearing capacity of rocks by testing small areas for the de- termination of the capacity of larger areas.

When supplies of high pressure mercury or other liquids are required in analytical work, it is convenient to have the source of supply at a relatively constant pressure and available in sufficient volume to satisfy the requirements of the apparatus in use. It is also desirable that the pressuring device be as simple and as inexpensive as possible and convenient to operate. This pump combined with a small storage reservoir containing gas under pressure has the attributes of (1) positive control of the maximum output pressure through the use of a regulator in the low pressure air supply; (2) an increasing capacity as the rate of withdrawal of mercury from the pressured system is increased; and (3) simplicity, requiring only the use of a lathe, drill press, and welding unit in its construction. DESCRIPTION Essential parts of the pump are shown in Fig. 1. In appearance the unlt is similar to the usual steam pump in common use in industrial applications although considerably smaller in size. The main differences lie in the area ratio of the air and mercury pistons and in the design of the air valve mechanism. Approximate diameters of these pistons are 4.25 in. to 0.375 in. respectively, giving an area ratio of about 130 to 1. The air piston (2) is attached to the end of shaft (4), with the mercury piston being merely a reduced extension of the shaft. Seventy-one delegates, representing 74 organizations with a membership in excess of 105,000, attended a conference of technical societies, in Chicago, Apr. 23-25. It was called by Engineering Council, and unanimously adopted a resolution urging Congress to establish a Department of Public Works. This would include the services and bureaus having to do chiefly, with matters of engineering and architecture. Among the bureaus, services, and activities, which logically belong to a Department of Public Works, are the following: Bureau of Public Roads; the United States Reclamation Service; the Alaskan Engineering Commission; the Construction Division of U. S. Army; a Bureau of River, Harbor and Canal work, including such functions as are now exercised by the Mississippi River Commission and the California Debris Commission; a Bureau of Architecture; a Bureau of Surveys, including the Coast and Geodetic Survey; a Bureau of Mines; the Geological Survey; the Forest Service, at least until the same is divorced from the supervision of water powers and road building; and the Bureau of Standards. Later, the following resolutions were unanimously adopted: RESOLVED, That this conference be known as the Engineers, Architects, and Constructors Conference on National Public Works; that it continue in existence until dissolved by its own action and that its officers and committees be empowered to further the organization and development of a National Department of Public Works. RESOLVED, That for the purpose of furthering the passage of a bill for the creation of a National Department of Public Works there be set tip by this Conference an Executive Committee, a Committee on Text of Bill, and a Campaign Committee. The Executive Committee shall have the power to create a Finance Committee and other committees and to add to its own membership or to that of its committees.

Methane drainage by cross-measure boreholes on retreat longwall faces can be a viable alternative to the vertical gob degas boreholes under favorable circumstances. The research was done in a mine working Pittsburgh coal seam in northern West Virginia under USBM Cooperative Agreement No. 14-09-0050-3252. The study was the first application of this technique to Pittsburgh coal seam. A total of 14 small diameter, inclined boreholes were drilled over a retreat longwall panel from gate roads, to intersect the overlying coal seams. All boreholes were manifolded to a pipeline and the gob gas was extracted by a surface exhaust fan. The methane capture ratio was poor at 7% to 18% at various stages of the longwall panel. A vertical gob degas borehole captured an additional 20% gas. Poor results were due to premature failures of the cross-measure boreholes leading to air leakage. For better performance, the boreholes should be drilled from a point 30 to 45 m (98 to 148 ft) from longwall pillar over the largest chain pillar. The standpipe should be grouted for at least 6 m (20 ft), and the entry containing boreholes and the pipeline must be supported to ensure access for maintenance and optimization of methane capture. Coursing the ventilation air around longwall such that it forces methane migration toward cross-measure boreholes can further improve methane capture. The optimum vertical inclination is 45º ± 10º.

IF it be admitted that the use of the metric system of measurement is desirable, and that it will be well, as urged by one of our engineering societies, to show upon all our plans or drawings a metric scale in addition to a scale of inches, then it becomes important to introduce some ready means of drawing these scales. For many present purposes it is quite sufficient to space off and to draw them with the common dividers and the right-line pen, but if the number of drawings made or copied in an engineer's office, and upon which scales must be shown, is more than two or three daily, then some more mechanical or automatic means should be provided. For a great majority of detail drawings, a simple transcript of the surface of a good two-foot rule would answer every purpose, and probably the best comparative showing of the metric scale would be made by drawing a line of millimeters close by the side of the line of sixteenths. A knowledge of rock characteristics forms the foundation for the application of rock mechanics to engineering works. Hence, there has been an increased interest in the determination and proper utilization of rock properties data. Most numerical values quoted for rock properties are obtained from arbitrary tests and are not necessarily indicative of any intrinsic rock characteristics. Recent attempts to correlate these properties by statistical methods have attracted considerable attention, in the hope that these might give some clue to the fundamental properties. To date, correlation and regression techniques have been employed for this purpose. The use of statistics has also been deemed appropriate because of inhomogeneity and anisotropy in rocks. The problems have been further compounded by the lack of standardized methods of measuring rock properties. The various ASTM committees are still deliberating on these matters, but recommendations should be forthcoming in the near future. As more reliable data become available, the ability of geoscientists to find more meaningful relationships between rock properties will be greatly enhanced. The objective of this paper is to outline another statistical technique which might be useful in providing an insight into the relationships that exist between rock properties. This method does not attempt to predict rock characteristics, but rather compares the similarity or dissimilarity between properties. This enables rock properties to be classified into groups with similar intrinsic characteristics. The technique described is one form of factor analysis. It allows the results obtained to be depicted geometrically, so as to make ready visual examination possible.

The depletion of most high-grade ore reserves coupled with growing demands for metals and fuels has made it necessary to bring into production increasingly lower grade deposits. Improvements in technology have made lower grade ores economically recoverable in spite of major increases in labor and material costs and the initial investments required to open new mines and build their metallurgical and service plants. To remain competitive, managements of mining companies must keep abreast of and exploit these often complex technical developments. The proper application of these improvements in technology requires extensive and detailed study. In addition, managements of mining and other industries are becoming more deeply involved in public affairs and the myriad of other nontechnical problems common to all industries. These involvements, plus the demands of evaluating technological developments as well as the necessary work related to the routine administration of operations, have required mining managements to delegate additional study and review functions to staff services. To help overcome the problems involved in adopting the best technologies, managements have generally expanded their engineering and research staff services. Integrated, base-metal-producing companies, having open pits, concentrators, smelters, and refineries, are generally more research and engineering oriented than are most smaller mining companies and quarries. However, mining methods for even the simplest open pits and quarries are improving rapidly, and installations of these improvements are essential to combat increasing costs. Because of this, the managements of smaller operations may also require enhanced engineering staff services to realize the potential benefits.

Discussion of the paper of CHARLES E. WEAVER, presented at the San Francisco meeting, September, 1915, and printed in Bulletin No. 103, July, 1915, pp. 1419 to 1427. MILNOR ROBERT, Seattle, Wash.-A year ago at this time, 12 wells were being drilled for oil in western Washington. Some excitement attended the operations; many thousand acres of land were leased to oil companies and stock was widely advertised. The location of the wells may be described by referring to the conclusions in Dr. Weaver's paper, in which the State is divided into four areas. In the area described first, which includes the Cascade Mountains and eastern Washington, where conditions are decidedly against the existence of commercial oil fields, no new drilling was reported. In the second area, the Puget Sound Basin, where conditions are unfavorable, but to a less degree, five wells were being drilled. The third region, covering certain parts of southwestern Washington, contained four drilling wells and several others projected or beginning operations, in spite of the absence of petroleum seepages. None of the wells mentioned is fully active today. On the western side of the Olympic Peninsula, along the Pacific Ocean, are three wells which have been the scene of operations for the past two to three years. The region they are prospecting contains seepages of light oils and is the fourth area described in the paper. The difficulties of transporting both men and supplies to the well sites have delayed operations and brought the costs up to high figures. The drilling of these three wells is interesting on account of the presence of oil in nearby seepages and its occasional appearances in the material penetrated. A. C. McLAUGHLIN, San Francisco, Cal.-The most important part of Washington is on the Olympic Peninsula. The geological conditions on the Peninsula are not similar to the conditions in California, and it would not prove to be a continuous belt of oil-bearing territory from there to here if oil should be found at either end.

Carlisle: This is April 19, 1961. My good friend Dave Irwin is sitting on the other side of the tape recorder. We are at Rose Dhu Island, Savannah, Ga. Now, let's begin with your first job, where and what was that? Irwin: I started out to Arizona, looking for a job and wound up in Morenci. The next morning I applied at the mine office and was put on as a sampler. I worked as a sampler and as an assistant to Frank Pelton, the geologist, for a year, after which I went back to New Haven to take my last year of postgraduate work. After getting my degree, I went back to the Southwest with W. Rowland Cox and Staff, supposedly as a geologist. Q: But that was not when he was with Spurr? Irwin: That was after he had left Spurr. Henry Smith was with the Spurr end of the outfit and I happened to drop into the W. Rowland Cox end. My first job with him was to do some work on a prospect above Metcalf, Ariz., and from there I would go out on short reconnaissance trips in Arizona, New Mexico and old Mexico.

This discussion covers only one method of pressure drilling—that developed in the Kettleman Hills field. Thus it is probable that many departures from the procedure herein described would be advisable, and perhaps necessary, in using this method of drilling wells in other localities. Purpose of Pressure Drilling By the early part of 1936, formation pressures in the heavily produced north end of the Kettleman North Dome field had declined to range from 1000 to 1500 lb. per sq. in. This low pressure, combined with the depth of the wells (8000 to 9000 ft.) permitted water to be filtered out of the mud into the producing sands during drilling operations. The loss of water was indicated by loss of fluid from the suction tank while drilling, accompanied by an increase in mud weight. It was found that when water was added to the mud stream at such a rate as to keep the fluid level in the suction tank constant, the mud weight would not vary. This indicates that water only was forced into the sands. The rate of this loss at various wells ranged from 2 to 5 bbl. per hour. At some places complete loss of circulation occurred, and drilling mud to the extent of 200 to 1000 bbl. had to be pumped into the sands before returns were regained. It was believed that these conditions had already begun to harmfully affect production, and that such effect would become more pronounced as formation pressures continued to decline. Pressure drilling with oil was introduced because it eliminated the danger of loading the formations with mud and water. The method also afforded a convenient means of testing as drilling progressed, lessening the amount of formation testing, which had become necessary because of encroaching edge water.
