THE dynamic behavior of a multiple fluid system is completely describable in terms of driving forces and resistances to flow. The latter are proportional to the vis-cosity of the fluid under consideration and inversely proportional to a property of the system termed the " effective permeability" to that fluid, a property therefore defined by this relation. Since three phases are usually present in oil reservoirs, it is essential to know the effective permeabilities to the several fluid phases, and the relationship between the composition of the fluid in the pore space and that of the flowing stream, in order to handle satisfactorily certain problems of oil production. In this regard, there are many unknown factors and parameters, and many that can be evaluated only indi-rectly. However, it is expected that work along lines similar to this present under-taking will help materially in solving these problems. Previous workers in this field have inves-tigated the two-phase systems, water-gas,1 water-oil2 in unconsolidated sands, and water-gas3 in consolidated sands. The ex-tension of the study of the flow of hetero-geneous fluid systems from two to three phases involved only slight changes in technique. The apparatus used in the present work, except for slight changes to be described, was that used by Leverett in his water-oil experiments.2 Correlation and interpretation of data were made by methods analogous to those used in two-phase work. The relative permeability to a phase-the effective permeability divided by the permeability of the system to a homogeneous fluid-was employed through-out in correlating the rate of flow of that phase with the composition of the pore space. Quantitative measurements of two inde-pendent physical properties of the system were required to determine the composition of the pore space. As in the two-phase work, the fraction of water was determined electrically. The gas fraction was deter-mined by measuring changes in volume accompanying measured pressure changes. Suitable account was taken of the solubility of the gas in the liquid phases, and of the vapor pressure of the water phase. Since this work was exploratory in nature, no attempt was made to obtain highly accu-rate numerical results. Reasonable precision and reproducibility were sought.

In attempting to find a rapid and economical means for solving many of the subsurface problems that confront the highway engineer, the author for the past two years has utilized a Megger Ground Tester on resistivity surveys in conjunction with highway construction. Electrical surveys in connection with highway work are largely shallow depth surveys, thus differing from most other types of resistivity work. Consequently, the readings are affected by a great many qualifying factors such as the density and moisture content of the media under observation and the amount of weathering and leaching. In most cases the surface layer is decidedly heterogeneous in character, and, because of the great number of side hill cuts, the second layer, which in most cases is rock overlain by some sort of surface soil, silt, or debris, seldom lies in a horizontal position. Shallow strata, lacking homogeneity and not lying in a horizontal position, do not lend themselves readily to accurate theoretical interpretations, therefore the author has used empirical rules to a large extent in interpreting depth soundings. The following empirical rules of interpretation are surprisingly adequate for highway work, since much of the work is in the nature of reconnaissance surveying and the results are construed to be approximations. The writer is careful not to risk interpretation on some special feature of the curve, since such features are usually due to random errors or lack of homogeneity among the subsurface strata. Effect of Surface Medium A resistivity depth sounding taken to a depth of 200 or 300 ft. is not much affected by superficial conditions, but these conditions have a great effect in depth soundings to 25 or 30 ft. In shallow soundings the character of the surface medium has a very marked effect on the entire resistivity graph. Fig. 1 illustrates a very striking example. Flaubert, as we know, laid stress on the selection of the right word, le mot juste, the precise epithet, the word that belongs to the thing. A sentence, or even a paragraph, may be spoiled. by the use of a word that is not proper, that does not fit or is foreign to the meaning intended. An Australian mining expert is reported to have said: You have a property of considerable value, and what I saw warrants s good development of very rich cubicular galena, with gossan intermixed. 'Cubicular' means 'belonging to a small bedroom', a 'cubicle' being a sleeping compartment. He meant 'cubic', of course. This is a malapropism, and reminds me of the lady from Chicago that, on her return from Europe, said how much she had enjoyed the rural parts of France, because, among other things, it was "so delightful to hear the French pheasants singing the mayonnaise to the tune of the Los Angelus". It is impossible to amalgamate coal-tar thoroughly with the pulp in the agitating-tank. In metallurgy, 'amalgamate' refers to the combination of mercury with one or both of the precious metals, forming an amalgam, which is an alloy of mercury with another metal. It differs from other alloys, such as brass or bronze, in being made without the aid of heat, inasmuch as mercury is molten at the ordinary temperature. The word comes to us from the Greek through Old French and means 'something soft'. It is a mistake to use technical terms, having a specific meaning, for purposes that are foreign to that meaning. THE renewed interest in titanium, resulting from its increasing application as a structural material, has stimulated basic deformation studies on this metal. In the course of our work, we have developed a dislocation etchant and applied it to a perfection study of melt-grown single crystals as well as to a preliminary investigation of plastic deformation in titanium. The etchant, Keller's etch (21 cu cm HF, 64 cu cm HC1, 106 cu cm HNO3, and 160 cu cm H20), reveals the emergence of both grown-in and fresh dislocations on pure titanium and a-phase Ti-Al single crystals. Pits are produced only on surfaces within a few degrees of the basal plane; the more exactly parallel to a basal plane the surface is, the more distinct are the pits. The observed pit density, however, does not appear to depend on the surface orientation; the pits simul- taneously become less distinct as the misorientation from a basal plane increases. Etch times are short, a few seconds, for pure titanium; longer times are necessary for alloy crystals.

It is possible to construct a simple diagram of the earnings, or the production, of the men employed at a coal mine that will show not only if the conditions tend toward contentment among the men, but if the operating distribution of the work is correct. As earnings are the greatest cause of discontent, even exceeding all the other causes, if contentment exists in the matter of earnings, the likelihood of other discontents flaring up is greatly lessened. The basis of such a diagram would be the Gaussian curve of the normal variation in human ability. Such a curve has long been recognized. H. L. Moore,' in discussing the quantitative relation between wages and ability says: "It has been pointed out that industrial efficiency is dependent upon physical, mental, and moral qualities, and these qualities . . . there is good reason for regarding as being distributed according to the Gaussian law.

INTRODUCTION THE Bureau of Mines is operating an oil-shale mine 10 miles west of Rifle, Colo., as part of its Synthetic Liquid Fuels program. The purpose of operating this mine is twofold: First, to supply oil shale to an experimental processing plant; and second, to develop practices and select methods for mining oil shale on a commercial scale at the lowest practicable cost. The second purpose-that of finding out how to mine oil shale most cheaply-entails considerable mining research. Since the drilling of oil shale probably will be one of the major items of the mining cost, factors that influence drilling speeds were investigated. One phase of the drilling program was the development of a successful hard-surfaced rock-drill bit1 that can be used for drilling long holes in oil shale without changing bits. During that phase, drilling speeds were measured and drill cuttings were collected for assay and for screen sizing. When the cuttings from the individual tests were compared, a definite relationship was shown to exist between the drilling speed and the coarseness of the drill cuttings. PROCEDURE Measurement of Drilling Speeds All drilling in the tests was done with a Model UMB-D-99W Gardner-Denver wagon drill. Round-lugged drill steel, 1 ¼ in. in diameter was used in 6, 12, and 18 ft lengths with 2 1/8 -in. Timken H-type bits hard-faced with acetylene tube borium. The tests were made in the lower adit of the Bureau of Mines oil-shale mine; the grade of the oil shale drilled ranged from 18.6 to 42.7 gal per ton. During the experiments air pressure varied between 75 and 90 psi while water pressure remained fairly constant at 75 psi. All holes were drilled almost horizontally. Each drill hole was thoroughly cleaned of cuttings after being collared. The advance of the drill along the carriage was measured and recorded as the drilling speed in inches per minute. Method of Collecting Cuttings To facilitate the collection of cuttings, each drill hole was collared in a smooth, vertical portion of the oil-shale breast (Fig 1). A galvanized-steel sheet was fastened to the breast below the area in which the hole was to be drilled. The cuttings washed out of the drill hole by the drilling water were guided by the steel sheet into a wooden box. The cuttings that remained in the drill hole after the drill was withdrawn were scraped out and placed in the same box as the cuttings washed out of the hole. After the cuttings from a 1-min. drilling interval were collected, they were placed in flat metal pans. The fines were allowed to settle and the clear water was decanted. The cuttings then were dried in the sun.

In the course of the investigations leading to these papers, the changing nature of proration and the principles underlying its evolution have gradually become clear, so that it is now possible to depart from the analytical method and to construct a synthesis of the steps that, if furthered by the industry, should carry proration past the economic hazards that still surround it to the goal of maximizing the value of the petroleum resource to the industry and the public alike. Nature of Proration Proration literally means the allocation of demand among competing producers on a pro rata basis, but the term now carries a much broader significance for it is employed to describe the entire process by which the production of crude oil in the United States is regulated. There is naturally much confusion of thought on the subject, for proration is an evolving system of control based upon principles of conservation and equity and embracing a body of practices that are tending to adjust themselves to the needs of the situation but are subjected to varying and divergent influences in the process. As it is now constituted, proration is a planned production measure designed to prevent waste, insure ratable takings, and balance supply and demand. The procedure is administered by State regulatory bodies through use of the police power of the States under authority of State conservation laws; the practice is supported by a considerable degree of voluntary conformance on the part of operators; and the Federal Government has accorded its cooperation by providing advisory quotas, circumscribing imports, checking movements of hot

MORE years ago than I care to admit I conferred the title of "combustion engineer? upon my-self since nobody else would confer it. I thought at the time, and for some, years thereafter, that my field was limited to the precincts where the fuel was being burned, but I found that I could stand in the door of the furnace room and hear distressed heat units calling for help all over the plant. Some of them were over-worked, others were compelled to do useless work, and still others, anxious to render a proper account of themselves, were not permitted to do any sort of work at all and were utterly wasted. The combustion engineer has something to do at that interesting occasion when the heat unit is being born in the furnace, but his responsibility does not end there. He must follow the little fellow throughout the entire period of its hectic existence in the plant and see that it gets a fair chance and a square deal everywhere. I fear that the general impression of the combustion engineer's duties is much as mine was in the beginning; that his job is limited to the implements and processes incident to the specific operation of converting fuel into active, heat energy and of applying it to the boiler, the still, or what-not, with the least possible waste. But is it not true that a heat unit saved in a remote corner of the plant means just as much to the fuel account as another saved at the furnace? And if nobody else is looking after the heat units out on the range why should the combustion engineer spend all of his time hanging around the corral? If combustion engineer is not a broad enough title to cover the man in charge of a general heat unit rescue campaign call him any-thing else you please. The job is all that counts. The name means nothing. A skunk by any other name would smell as bad. The greatest field I have ever found for general "heat rescue" work is the oil refinery. In refining we first put heat into the oil and then take it away from the vapor. The greatest heat losses occur during the cooling operation, but there are losses, many of them preventable, either wholly or partly, at every step of the several processes in oil refining.

HAVING previously shown you how ores are found and mined, and also how they are prepared and disposed for smelting, and then how the blast furnaces and other furnaces are made for purging their earthiness, all this would be as nothing if I did not proceed to show you the method of smelting them. Therefore, in the present chapter I wish to show you how you must proceed in this very important operation, telling you all I have seen and also how much work with this kind of blast furnace I have done or directed. For this reason I tell you first to take by weight or measure the quantity of ore that you wish to smelt and, particularly if it is a kind that contains silver, break it into small pieces about the size of [52v] beans. If the ore had previously needed evaporation by fire or cleaning by washing, you will have had this done well and have had it properly prepared by a master sorter or others. A layer of this is arranged on a bed of planks, bricks, or flat stones in front of the blast furnace and its companion is placed on top, then a quarter part of galena or a third if you can obtain it. Then an equal part of crushed iron slag or slag from the same or different ore is added. These materials are spread in layers one above the other. When the blast furnace has been constructed as taught above, correct in all its parts, and is full of well-kindled burning charcoal, then fill it up with charcoal and admit water to the bellows machine. When you see that it is well kindled again from this wind and that the flames begin to come out forcefully on top, work it down with a little rake and fill it up again. Then the pannier is filled with new charcoal, the blast furnace heaped full, and another basketful of the said composition of ore is also put on top. Proceed in this way, continually adding charcoal and ore as long as you have any, or as long as you wish to keep up the work, maintaining the blast furnace always full, or continuing in this way until the bottom of the blast furnace is filled with melted materials. Decide this by judgment, or by seeing through the mouth of the tuyère where the wind of the bellows enters that they are level with this. Then with an iron tool open the hole that was left as an outlet in front of the blast furnace and allow all the metal with its slag to run out. These two things, flowing through the chan-

THE Lucy furnace, owned by Messrs. Carnegie, Kloman & Co., and located on the Alleghany River, on the outskirts of Pittsburgh, is a splendid modern furnace, 75 feet high, and 20 feet bosh. She had been working well on low grade ores of about 50 per cent., producing daily 68 to 75 tons. There was on stock 500 tons of Republic ore, one of the purest and best of the Lake Superior ores, averaging over 68 per cent. of iron, which had been procured for the purpose of making a trial for Bessemer iron. This was charged by itself, and Mr. Skelding, the founder, reports that he did not succeed in getting a single cast when it came down, before the furnace chilled from the hearth to the top of the boshes, some 25 feet. ASIDE from the John Fritz Medal, in which the Institute participates through its representation on the John Fritz Medal Board, the Institute itself has three major awards to make annually and one special prize for excellence in technical papers, as follows: The Robert W. Hunt Medal and- Prize, The J. E. Johnson, Jr., Award, the James Douglas Medal, and The Lewisohn Platinum Prize to senior members. ROBERT W. HUNT MEDAL AND PRIZE The partners of Robert. W. Hunt established a fund which was presented to the Institute at a fitting ceremony on May 27, 1920, to establish an annual medal and a sum of money to be awarded under the following rules: 1. The award shall consist of two prizes; first of a gold medal, second of a sum of money; a certificate to accompany each prize. The money prize shall not be awarded to a member over 40 years of age, but under unusual circumstances, both prizes may be allotted to one person provided that he is not over 40 years of age. In general it will be understood that the Committee shall award the money prize to the younger men, rather than the medal. 2. The awards shall be made not oftener than once a year to that person or persons contributing to the Institute the best on al paper or papers on iron and steel. The scope of the term "iron and steel" shall determined by the sub-committee considering the awards. In general, papers dealing with the practical side of the subject have preference over those dealing with the theoretical side in recognition of the fact that Captain Hunt's main contributions to the industry have been in the improvement of production and quality of material. 3. A sub-committee of three to five, including the Chairman of the Iron and Steel Committee, shall be appointed by the Iron and Steel Committee annually to adjudge the award subject to approval. 4. The awarding committee shall submit its report to the Iron and Steel Committee at its October Meeting, and the award be certified to the Secretary of the Institute in time to permit the presentation to be made at the Annual Meeting of the Institute. 5. The recipient of the award shall be designated "The Hunt Medallist." This prize is administered by the Iron and Steel Committee. J. E. JOHNSON, JR., AWARD This award is made from' the income of a. fund of $3000 donated by Mrs. Margaret Hilles Johnson in memory of her husband, J. E. Johnson, Jr., who was a prominent engineer, author of two valuable volumes on iron blast-furnace construction and practise, vice-chairman of the Institute's Iron and Steel Committee, and a frequent contributor of papers. to the Institute's Transactions. This prize is administered by the Iron and Steel Committee. The intent of the donor is to encourage young men in creative work in branches of the metallurgy or manufacture of pig iron with which the professional activities of Mr. Johnson were chiefly concerned. The chief value of a paper like this consists in its statistical tables, putting on record material useful to future inquirers. The data here given have been compiled from time to time as far back as 1874, and subsequently brought up to date. Much of the data could only be procured by personal inspection of the catalogues, as for example those relating to the Lawrence Scientific School, which were taken at that time from the catalogue of Harvard University, on file in the University Library, by the present writer, then an instructor in that institution. These tables of statistics were first prepared for publication by the present writer in 1888-1890 and published in his "Report to the Board of Control of the Michigan College of Mines " (Michigan Mining School) for 1886 to 1890. Later they were revised, enlarged and brought down to date in his reports to the same Board for 1890-92; and since that time they have been, at his request, revised, greatly enlarged and kept up to date by Mrs. Frances H. Scott, the efficient Librarian and Secretary of the Michigan College of Mines. Great credit is due to her for her devotion to this work and her untiring efforts to have the statistics complete as far as possible. The accompanying running commentary is given simply as a string to hold these statistics together, and in order to call attention to a few points. In compiling any tables like those accompanying this paper, one is confronted by serious difficulties, some of which render these results only approximate. In order to insure greater correctness and fullness in the statistics to be published the writer's reports for 1890-92 were sent to the president of every college, university, and technical school in the country, so far as known. Accompanying this was a personal letter which asked of each one his aid in correcting any errors, and in giving fuller statistics. But relatively few answers were obtained, and subsequently from one to many letters have been sent to each institution not formerly reply-

Violent, spontaneous destruction of coal faces and ribs during, what are commonly called, bumps endangers and at times destroys life and property in mines of the Book Cliffs coalfield, Carbon County, Utah. Because these mines supply much of the coking coal for the West Coast steel industries, mining is necessary, although costs are high and operating conditions are very difficult at times. As operations continue, mining will go to greater depths, and the difficulties will increase. Whether or not mining can be continued successfully depends in part on whether or not incidence of bumps can be controlled successfully. For this reason, the U.S. Geological Survey, at the request of and in cooperation with the U.S. Bureau of Mines, undertook a study of the Sunnyside No. 1 mine to determine what geologic factors were related to the incidence of bumps. This report presents the preliminary results of that study and indicates that some observable geologic features in the mine may be related directly or indirectly to bumps, and that other features may be used to infer stress distribution around workings that will aid in design of roof support measures. Coal is mined in the Sunnyside No. 1 mine from depths as great as 2500 ft by room-and-pillar methods. The surface topography is rugged with many steep cliffs and deep canyons, hence the load on the coal varies greatly within short distances. Much of the Sunnyside coal is under high stress, and while being mined, it shatters continuously' and falls from the face. Continuous shattering (bumping) makes mining easy, but if the shattering is interrupted, greater stress is built up and violent bumps may result when the coal is mined.

Ingots of four steels (1045, 1080, Ni-Mo-V, and Ni-Cr-Mo-V) were cast at pressures varying from about 1 to 760 mm of mercury, so as to obtain a range of hydrogen contents in each steel. The susceptibility of these steels to flaking was evaluated by cooling hot-rolled blooms at a range of cooling rates, varying from water quenching to slag cooling, and studying the occurrence of flaking as a function of cooling rate. The steels exhibited differences in susceptibility to flaking, and a tlzreshold value for hydrogen content for each steel was found, below which the susceptibility was very low and above which the susceptibility increased markedly with increasing hydrogen content. Mechanical property evaluations, metallogvaplzic exantinations, and X-my diffraction determinations o,t retained austenite were made on samples from the blooms. A mechanism of flaking which is consistent with the observed behaviors, the effects of hvdrogen content, and the differences in susceptibility among the steels investigated is postulated, based on the results of mechanical property evaluations and metallographic and X-ray diffraction studies. ThE important role of hydrogen as a factor in the occurrence of "flakes" or "hair-line cracks" in steel has now been established by many investigations. These have included investigations by steel producers and forging manufacturers, to whom the prevention of flaking is a very real and serious problem, and many research studies aimed primarily at establishing the mechanism of this behavior Several investigators3 have reported that steels cast at reduced pressures (absolute pressures of about 1 mm) not only are low in hydrogen content but are essentially insensitive to the formation of flakes. These investigations have shown that a general relationship exists between hydrogen content and susceptibility to flaking. The difficulty of obtaining suitable samples of steels of a given composition with the desired range of hydrogen contents, particularly in the relatively large sections in which flaking most commonly occurs, has been the principal obstacle to quantitative evaluations of these relationships. Steels with intermediate hydrogen contents between 1 ppm, and the 4ppm or higher of air-cast steels are generally not available in commercially produced steels. Laboratory procedures, in which the hydrogen is introduced into solid steel samples by heating in a hydrogen atmosphere under pressure, generally involve a limitation in the size of the sample which can be treated, and thus are not representative of the behaviors in large sections. The availability of a facility at the South Chicago Works of U.S. Steel, in which several ingots could be cast from a single heat of steel at total air pressures ranging from 0.25 to 760 mm of Hg, has made it possible to overcome this obstacle and to obtain ingots of a given steel covering the intermediate range of hydrogen contents desired. These ingots, furthermore, are of a size suitable for the production of product with section sizes large enough to be representative of the products in which flaking most commonly occurs in commercial production. In these experiments, this facility was used to study the relationships between hydrogen content and the susceptibility to flaking of four steels, two plain carbon steels at 0.45 and 0.80 pct C and two low-carbon alloy steels representing a medium and a rather high hardenability level. These flaking studies were supplemented by evaluations of mechanical properties and by metallographic studies on samples from the blooms, in order to obtain pertinent information on the factors other than hydrogen content which influence the susceptibilities of these steels to flaking. Based on the results of these tests, a mechanism for the initiation and propagation of the flaking cracks, which is consistent with the observed behaviors, is postulated. MATERIALS AND EXPERIMENTAL WORK Steelmaking and Conversion. To provide material for the investigation, five 29- by 35-in., hot-topped, big-end-up ingots were cast from each of four 80-ton, basic electric-furnace heats of four different steels (a 1045 steel, a 1080 steel, a Ni-Mo-V steel, and a Ni-Cr-Mo-V steel). FEW phase diagrams of alloys composed of two transition metals have been adequately studied, probably because of the high melting points involved. Transition metals are the elements that have inner shells incompletely filled with electrons. They comprise groups IIIa to VIIIa of the periodic table, including more than half of all metals. We have chosen to study two systems whose comparatively low melting points allowed the alloys to be melted in a molybdenum resistance furnace. The nickel-palladium system proved to consist of a simple series of solid solutions, but iron-palladium manifested several remarkable features. The main characteristics of the latter diagram were decisively established, but lack of time prevented precise determination of phase boundaries. The gamma to alpha transformation in this system is unusual and warrants further study. Grigorjew1 determined the liquidus and solidus of the iron-palladium system by thermal methods. He found a minimum melting point, but no eutectic. He also found that palladium lowered the gamma to alpha and raised the gamma to delta transformation temperatures of iron, with a complete series of solid solutions existing between gamma iron and palladium. His measurements also indicated a compound or super-lattice near the composition FePd3. Jellinghaus2 found that annealing at 500° C. greatly increased the magnetic coercive force of an alloy of composition FePd. X-ray dif-fraction photographs showed that a tetragonal ordered phase had formed during the anneal.

INTRODUCTION The Waste Isolation Pilot Plant (WIPP) is being developed in southeastern New Mexico by the United States Department of Energy as a research and development (R&D) facility to demonstrate the safe disposal in salt of radioactive wastes resulting from defense activities. As part of the WIPP R&D program, a series of in situ tests will be performed to determine the behavior of drifts and storage rooms in the creeping salt medium (Matalucci, et al. 1982). Data obtained in these tests will be used to evaluate and improve numerical models used to compute the structural response of these drifts and rooms. Stress has been proposed as one of the parameters to be measured in the tests, and borehole inclusion stressmeters have been included in the instrumentation package. Cages of this type provide an indirect measurement of stress change in that they actually monitor borehole displacements which are then related to changes in the in situ stress away from the borehole. The relationship between stress and displacement is highly dependent upon the constitutive behavior of the rock in which the gage is emplaced. This relationship is well understood for rocks with linear stress-strain behavior (Fossum, et al, 1976), but, for creeping rocks like salt, the relationship has yet to be determined. Thus, inclusion gage response in salt must be investigated fully before stress measurements from the WIPP in situ tests can be used for comparisons with computed stresses The calculations presented in this paper were performed as part of an investigation of inclusion stressmeter performance in salt. The methods of handling the oil output of the Mid-Continent fields are not unlike those practised in other oil fields of the United States, and it is not expected that this paper will present any entirely novel ideas. Some features of the practice of handling this oil may be of interest, however. Wooden Gaging Tanks Practically all of the oil sold to pipe line? and other purchasing agencies throughout the Mid-Continent field is gaged from wooden tanks. Steel gaging tanks are slowly coming into use, and are preferable in many ways—leakage and evaporation are reduced, and the strapping and recalculation of capacities are unnecessary. The wooden tanks are slightly coned to facilitate tightening the hoops. The sizes in common use are 250, 500, 800 and 1600 bbl. The number and the capacity of the gaging tanks upon any producing oil property depend upon its production, and the facilities for disposing of the output. The 1600-bbl. size was the most common in the Cushing field, particularly during the period of flush production. The tanks are distributed over the leased premises in groups of two, three, and four tanks each, and these are filled from flow tanks, or through direct pipe connections with the heads of the wells. Flow tanks are merely temporary reservoirs to facilitate the transfer of oil from the wells to the gaging tanks. They diminish fire risk, and are considered indispensable on small producing properties where water is pumped with the oil, as they permit the refuse and water to 'settle out before the production is run to the gaging tanks. strapping and Calculations After a gaging tank has been strapped (measured) and its contents computed, a deduction of 3 per cent. is made from its computed volume. The objective of this discussion is to there fore synthesize the various regulations affecting the uranium mining industry and attempt to realistically assess the extent of impact to yellowcake production - on both an individual and collective basis. Emphasis is placed on the later or newer permitting requirements under the Mill Tailings Act, Underground Injection Control Program, the Consolidated Permit Program, and the Resource Conservation and Recovery Act (RcRA).
