A proper economic analysis of pit slope design must reflect the trade-off between the benefits and the increased risk of slope failure inherent in steeper slope angles. This paper describes the results of a case study in which a newly developed probabilistic economic analysis procedure was applied to the selection of a pit slope design at a large porphyry copper mine in the southwestern U.S. The paper also demonstrates the availability of the required data such as the probability of failure schedule and cost of failure models, under "real-life" conditions.

As soon as the likelihood of American participation in the war was established, and in spite of the fact that we can produce almost as much as all other countries combined, the demand for prompt deliveries of iron and steel products from American factories began to exceed their utmost capacity, and, after fifteen months of practically full operation, has continued to do so. Therefore, it would seem worth while to review some of the aspects of the supply and demand for steel as well as the efforts that are being made to bring them into balance. It is still being debated as to whether the situation should be defined as a real shortage that will persist through the emergency period or as a temporary one than can be relieved by less drastic measures than a Government-sponsored program of expanding existing plants and building new ones.

ANALYSIS of the requirements for gun perforation equipment suitable for penetrating casing and cement showed that these points would be involved: (1) Powder charges electrically detonated under high fluid lieads and at remote distances. (2) Selective firing of sliots in sequence. (3) Sufficient velocity for the bullet to penetrate at least two strings of seamless casing and all cement beyond the strings. (4) Heat-treatment of steels to withstand great pressures and penetration. (5) Esclusiorl of fluid under extremely high hydrostatic pressure. (6) Stranded steel wire line acting as weight - suspending and current - carrying medium. (7) Firing controls operated above the surface. (8) Determining gun depth and suspended weight by means of the wire line. (9) Portability for field use.

TENSILE tests of rail steels at elevated temperatures'' have shown that certain rails, in addition to having low ductility in the well-known bluebrittle range in the neighborhood of 200° C., have marked reduction in elongation and reduction of area in the temperature range from 400° to 700° C. This range of low ductility was called "the secondary brittle range" and the phenomenon, "secondary brittleness." The question naturally arises as to whether this property of the steels would be shown by impact tests performed in the same range of temperature. If so, the impact test, as suggested by Gillett3 would be a simpler and quicker method for the routine examination of steels at elevated temperature than the tensile test. A number of investigators have reported results of impact tests on steels at elevated temperatures, in which the energy absorbed decreased with increase of temperature above 200° or 300° C. Langenberg4 performed Charpy impact tests on several steels at temperatures ranging from room temperature up to 1000° F. (538° C). His results showed an increase in the energy absorbed in specimens tested in the range from room temperature to 200° or 300° C. and then a gradual decrease in the range, 300° to 538° C., the maximum temperature used. This paper takes the liberation model recently developed by Klimpel and Austin for liberation from a binary system and reduces the over-all model form to a number of useful limiting cases. General use of the complete model form, while quite broad in utility, requires a numerical integration computer program for prediction of liberation given a specified minor component grain size distribution coupled with an optimization algorithm such as linear programming in order to back- calculate the associated grain size distribution from experimental data. In this paper, analytical solutions to the model are achieved for various assumed distributions of the minor component. These solutions are algebraic equations capable of predictive use with a hand calculator and back-calculation with very simple trial and error search procedures. The use of these special model solutions is illustrated on several sets of experimental liberation data, and the approach is shown to have practical utility.

Sifto Salt Div. of Domtar Chemicals Ltd. has developed a new method for installing roof bolts in the high backs of its 1-million-tpy rock-salt mine at Goderich, Ontario, on the east shore of Lake Huron. The method teams a telescoping- boom hydraulic crane with a specially developed combination auger-drill and bolt-tightening ma- chine. One man, controlling all operations from a basket supported at the end of the crane's telescoping boom, installs an average of 100 5-ft roof bolts per shift, at heights to 45 ft. The mine has very long backs that are not as stable as might be expected. The result has been that roof scaling has occupied an unusually high percentage of the underground work force. About six years ago, company officials decided to go to 100% roof bolting of all backs as a safety measure. The present roof-bolting equipment is the result of a development program instituted at that time to find a faster and more economical method for doing the job.

COMMERCIAL processes of lead softening directly involve the behavior on fusion of mixtures of the oxides of antimony and lead, and the vapor pressures of these materials. Practically no quantitative data have been available for the discussion of lead softening from the point of view of the fundamental metallurgy of the process. The Pacific Experiment Station -of the United States Bureau of Mines, in cooperation with the University of California, in the course of its program of study of the fundamental properties of oxides and sulfides, recently made vapor pressure measurements upon the various forms of pure antimony trioxide.1 When these measurements were considered in connection with the softening and "fuming" furnaces which are often used for lead purification, an unexpectedly anomalous condition appeared. In brief, this anomaly consisted in the fact that in certain softening furnaces, where lead bullion of approximately 1 per cent antimony content was being treated at a temperature of approximately 1300° F., no appreciable volatilization of antimony occurred, there being produced only a "skim" containing from 15 to 20 per cent Sb, 65 to 60 per cent Pb, as mixed oxides. In the "fuming furnaces," where the temperature was only about 1400° F. and where an accumulation of "skims" from the primary softener was being treated with certain other antimony-containing materials, a considerable volatilization of antimony as oxide occurred; an "impure" skim of some 60 to 65 per cent Sb and 10 per cent Pb was also produced as mixed oxides. The latter material cannot be suitably treated in hearth-type or softener furnaces. The essential chemical difference between the first and second step is the customary use of some reducing material (such as petroleum coke) in the later operation. An obvious interpretation of the effect of coke in facilitating the fuming of the antimony is the supposition that the antimony may be reduced to metal, and volatilized as such. The electrolytic zinc plant of the American Zinc Company located at Sauget, Illinois started operations in April 1941. The plant had a designed capacity of 45(T) per day. The original flow sheet was quite simple, incorporating the low density process. Through the years the capacity of the plant has been increased to the current design of 214(T) cathodes per day. This paper describes the current operation along with typical metallurgical data.

It is the object of this paper to oppose unnecessary changes, and the introduction of new and confusing terms. From the earliest times of which we have ally record on the subject, iron has been divided into general classes. Whether iron was first known in the form of wrought iron or of steel, is a matter of no importance; but at the time when cast iron first became a prominent article of commerce, wrought iron and steel were old products— steel, at that time, being generally made from wrought iron by the process of cementation. As steel was then properly defined as iron containing more carbon than wrought iron, so cast iron was appropriately defined as iron containing more carbon than steel. Until the year 1776, when Huntsman first began the manufacture of a new kind of iron by melting wrought iron and steel in crucibles, the above definitions were all that could be desired. At first, probably, owing to imperfect appliances, only a highly carburized iron was melted in crucibles, and this led to its being called cast steel. If our ancestors had found a name for this material not involving the use of the word steel, we would have been saved the trouble of the present discussion. As the arts developed, new uses were found for steel, and the products of the crucible were varied, until at the present day it is quite common to find steel containing no more carbon than average wrought iron, and other steel containing nearly or quite as much carbon as some cast iron. All of these various products of the crucible have retained, or received, the name cast steel, usually abbreviated to the simple word steel, without caus-ing any confusion among producers or consumers in regard to terms or their meaning. In 1865, twenty-one years ago, the Bessemer process was introduced ; this was followed in a few years by the Siemens-Martin process, and the products of both were at once, and have ever since been, called steel, from the fact that they were identical in chemical and physical properties with crucible cast steel. A PARTIAL phase diagram for the As-Te system is given in Hansen.' The only compound reported is As2Te3, melting at 362°C. Stoichiometric quantities of reagent-grade elements were reacted in evacuated quartz and directionally cooled. The resulting ingot consisted of very thin threadlike crystals from which only very small single-crystal fragments were isolated. A powder diffraction diagram disclosed nonisomorphism with the analogous V-VI compounds insofar as these have been reported; Sb2S3, As2S3, Bi,S,, and Bi2Te3 data in the ASTM index of powder patterns, together with the single-crystal data on Sb2Se3,2 were used for the com- parison with the observed spacings. Single-crystal data confirmed the uniqueness of the As2Te3 structure. Single-crystal Weissenberg diagrams have so far yielded the following data: As2Te3 is monoclinic, space group C-m (OkO data still lacking), a = 14.4A, b = 4.05A, C = 9.92A, ß = 97". The cell volume is about 5802. The set of isomorphous ortho-rhombic cells of Sb2Se3, Sb2S3, and Bi2S, are apparently related to As,Te, in having one lattice constant close to 4.0 and with cell volumes as large as 540A8. Assuming Z = 4 for As2Te3 also, the density is calculated as 6.1 which agrees well with a roughly determined value of 6.0. A complete structure analysis is under way.

INTRODUCTION Rock slope stability typically is governed by the geological discontinuities. This stability can be improved by drainage, unloading, adjustment in slope orientation, adjustment in slope angle, and also by reinforcement such as bolts or tendons. This paper addresses the modeling of bolt reinforcement in rock slopes. Most geological discontinuities such as joints have rough surfaces; they dilate during shear displacement. Their shear strength is characterized by two envelopes (Fig. 1); the peak envelope is distinct from the residual envelope when the joints can dilate. If the dilation is restrained transversely, such as with bolts, the normal stress will increase and the joint strength also will increase. It has been demonstrated that this increase may be considerable (Obert et al., 1976). The new normal stress at peak strength is a com- posite function of the properties of the rock mass and of the steel (Heuze, 1979). Hence, the dilation and its resultant effects on joint shear strength must be included in the analysis and design of the reinforcement. We present a model which can be used to perform such an analysis. Early studies of rock reinforcement in mining and civil applications (Lang, 1957 - Panek, 1962 - Osen and Parsons, 1966 - Lang, 19721, did not consider the specific effects of bolts on joint shear strength. In 1973, Heuze and Goodman reported direct shear tests on rough sandstone joints with bolts perpendicular to the joint plane (Fig. 2). RESOLUTION ADOPTED BY THE BOARD OF DIRECTORS AT ITS MEETING ON APRIL 17, 1936 Recognizing the fact that the problems of the committee named by the Board to prepare the " official ticket" for officers and Directors of the Institute are various and difficult; and desiring to assist this committee by setting forth some of the principles that should guide the committee and some of the qualifications that should be required of candidates, the following instructions are formulated and the Secretary is directed to publish them in MINING AND METALLURGY concurrently with the publication of the names of each newly appointed Nominating Committee and to send a copy to each member of the Committee. NOMINATIONS TO BE MADE Each year the Nominating Committee is to select "official" candidates for eight places, as follows: (1) President and Director (2) Vice-President and Director (3) Vice-President and Director (4) Director (5) Director (6) Director (7) Director (8) Director GEOGRAPHICAL DISTRIBUTION The Bylaws provide that "the Nominating Committee shall, so far as practicable, distribute representation on the Board geographically." Pursuant to this provision, the United States, Canada and Mexico have been divided into fifteen districts, as shown on the official map.* Districts 1, 5, 6, 10, 11, 12,13,14, and 15 are assigned one Directorship each; District 2, three Directorships; District 3, eight Directorships; District 4, two Directorships; and Districts 7, 8, and 9, two Directorships between them. It will be the duty of the Nominating Committee to make selections that will give effect to this allocation of Directorships. There is nothing to prevent a Director being named to succeed himself. Attention is called to the: fact that many Institute members now resident in New York formerly lived in the West, South, or North and still have intimate business connections that compel them to visit various parts of the country periodically. Such men are particularly valuable as Directors and their nomination and election tends to minimize the objection that a large number of Directors reside in New York.

An intelligent discussion of the oil situation and its needs, whether from the standpoint of the prospector, the operator, the engineer, or the public administrative officer, must be founded upon a knowledge of the law under which oil lands are obtained. A consideration of new legislation must be prefaced by an understanding of the present law and its results. This paper undertakes to present no new remedy for the ills of the present situation, no new solution of the problems the oil business is facing. It attempts merely to summarize the present law, its provisions, its origin, its development, and its effects. The discussion does not pretend to be exhaustive from a legal standpoint. It aims to avoid legal intricacies which tend to. confuse rather than clarify. It seeks but to present the essentials of the existing situation. The title to government lands known to contain valuable deposits of petroleum may be acquired only under the terms of the placer law as embodied in Section 2329 et seq. of the Revised Statutes. As a preliminary to considering the desirability of this situation it is profitable to examine into its origin. Origin of the Law Congress has left no room for doubt as to the legal applicability of the placer law to oil lands. The Act of Feb.11, 1897(29 Stat., 526), provides: "that any person authorized to enter lands under the mining laws of the United States may enter and obtain patent to land containing petroleum or other mineral oils, and chiefly valuable therefor, under the provisions of the laws relating to placer mineral claims.' . The immediate cause for the passage of this Act was stated in a brief report in the, House of Representatives (there was no debate in the Senate) to be a decision of the Department rendered Aug. 27, 1896 (Union Oil Co., 23 L. D., 223), directing the cancellation of an oil placer entry on the ground that land containing petroleum cannot be located and entered as a placer mine. RECENTLY the producing branch of the petroleum industry has shown a considerable and growing interest in the quantitative determination of the water, oil, and gas content of cores as it relates to estimation of reserves, to providing a, basis for judging as to the feasibility of applying various secondary-recovery and pressure-maintenance processes, and in general to the operation of producing properties. For years it has been known that oil, gas and water coexisted in the pores of many semidepleted oil measures. It is now generally believed that oil-bearing beds contain connate water in amounts varying up to 50 per cent of the pore space. However, only lately has reliable direct evidence of the extensive occur-rence of connate water in oil sands been published. Very little work has been done to ascertain the effect of this water on the productivity and ultimate recovery of oil from wells. It was the intent of this research to study the influence of this indigenous water on the flow of oil through unconsolidated sands, with the hope that the results could be applied qualitatively to the flow of oil in underground reservoirs partly saturated with water. Obviously, ultimate recovery estimates based on the void volume of the reservoir will be in error unless a, conscious or unconscious correction is made for the volume of water occupying a portion of the effective pore volume of the reservoir- Evaluation engineers in the past have applied arbitrary saturation and recovery factors that may inadverently have compensated for the failure to consider specifically the water content. Nevertheless, the evidence available indicates that these factors need revising if each is to be independently correct and truly representative. Although the mere fact that the connate water renders part of the pore volume of the reservoir incapable of containing oil is of primary importance to the operator, it is also of interest to know whether and to what extent the presence of varying amounts of interstitial water influ-ences the permeability of the sand to oil.

CYCLONE thickeners are "hydraulic centrifuges" designed either to produce a maximum practical separation between the water and solids of a feed slurry or to classify the slurry solids according to particle settling rate. The possibilities of utilizing the thickener to "close" plant water circuits have been investigated. Since the thickener becomes an integral part of the plant water circuit when installed, the basic means by which the solids content of all circulating water systems must be controlled is reviewed. All coal not separated from the circulating water by means of dewatering screens or settling devices must be bled from the plant at the same rate as they are being fed or created by degradation. If this were not true, the circulated volume would finally be completely filled with solids. If the rate of bleed is low, the solids concentration in the bleed and circulating water generally will be high. To keep a reasonable circulating water concentration, large amounts of fresh water must be supplied and the bleed rate must be high. These conditions are usually undesirable because of the difficulty in securing fresh water, the loss of large quantities of coal, and the pollution of nearby streams. Thickeners are the primary stage in the separation of the water contained in the bleed from the coal. Since a thickener, when operating with reasonable efficiency, usually cannot be expected to deliver an underflow containing less than 50 pct water, secondary dewatering devices such as a slurry screen or vacuum filter must be used to separate additional water from the bleed. The surface area required by the filter or screen will be nearly proportional to the total water which must be handled, and therefore the thickener becomes necessary to hold down the original cost. The water separated from the coal is then returned to the plant circuit to maintain the water balance and thus becomes the source of fresh water. It is not necessary to return clear water to the plant to maintain control of the circulating water concentration. It is only necessary that the bleed dewatering devices remove coal in all sizes at a rate equal to that at which these sizes are entering the circulating water. However, practically speaking, in order to maintain low solids concentration, it is usually necessary that the thickener have good recovery characteristics on bituminous coals in those sizes down to 400-mesh. The thickener can remove the smaller sizes from the closed-circuit system at the "solids in" rate and prevent their "build up" in the circulating water as shown in Fig. 1. With the portion of the feed water going directly to the underflow, comes the very fine solids not concentrated by the cyclone. All the larger solids are removed from the feed and delivered in a concentrated condition at the underflow. To apply thickeners with some reasonable assurance that operating requirements will be met, it is necessary to know the rate at which solids of all sizes must be removed from the circulating water and to know the thickener characteristics. The required removal rate of fine solids not recovered by other dewatering devices may be estimated from the size distribution and tonnage of the plant feed with a reasonable allowance for degradation in the circulating water system. A more reliable estimate may be secured by sampling the plant bleed water during a constant load period.

IN the course of a return flight from Olympia, Wash., to Laramie, Wyo., an airborne magnetometer profile was recorded continuously. The level of flight was controlled at barometric levels along segments of the flight. Barometric altitude was changed from 3000 ft to a maximum of 12,000 ft above mean sea level to take care of topographic variations. Terrain clearance varied from 800 to 7300 ft. Horizontal positions were obtained by recording and tying to cities, towns, airports, river crossings, and other landmarks in the course of the flight. Figs. 1-6 show the course of the flight and the general geologic and tectonic features traversed. The flight line begins south of Olympia, Wash., and proceeds south across the Puget-Willemette depression to the Columbia River. Thence it proceeds eastward along the Washington-Oregon border across the Cascade Mts. and lava flows and the Umatilla basin to Pendleton, Ore. From Pendleton it traverses the Blue Mts. uplift of Oregon in a southeasterly direction, and then to the Boise basin of southwestern Idaho. The flight line swings in an easterly direction as it passes over the Snake River downwarp to the south of the Idaho batholith. It then passes over the northern portion of the Great Basin and the heavily overthrust area at the intersection of the Utah, Idaho, and Wyoming borders. The flight then assumes an easterly course to cross the series of basins and uplifts of southern Wyoming and terminates near the western flank of the Laramie uplift. It should be clearly understood that all statements in this article pertaining to the magnetics were interpreted on the assumption of elongate anomalies transverse to a single profile. Hence any theories or ideas advanced here are in line with future paths of research rather than trying to prove or disprove existing data. Magnetic Interpretation: Depth determinations were made by the slope method of Peters: which is stated as follows: "Draw a line in the maximum slope (at the point of inflection); draw a line whose slope is one-half this maximum slope; draw two lines parallel to this line tangent to the anomaly curve. The horizontal distance between the points of tangency is approximately equal to 1.6 times the depth [or the distance times 0.6251." Certain assumptions must be made for determinations of the causes of the magnetic anomalies:' 1) The anomaly is caused by a susceptibility change rather than basement relief. 2) Polarization of the basement rocks is in the same direction as the earth's inducing field. 3) The disturbing magnetic mass has a great horizontal length in comparison to its width and its sides are vertical and of great vertical extent. 4) The anomaly is unique and not affected by the anomalies from nearby sources.

In the author's experience and contact with engineering students the old form of recitations had grown into the lecture system in which the student was a passive receiver of digested material. Later, the tutorial system was developed because it was felt that the lecture system was breaking down. The student was too passive and was simply trying to absorb what was given him. The seminary method was then introduced and for the particular field the author believes that there is no better method, but that for 20 years he has been trying to change the attitude of the student in certain courses from a passive, almost noncommittal, to an active participation, to change him from a receiver to a doer. The student cannot look over the whole field. That must be presented by the instructor in charge. A topic such as structure or glaciation is taken up and from that standpoint are argued all the geologic problems that might confront the engineer. Problems relating to dams and foundations, and structures, tunnels and excavations, are particularly adaptable to the method. Usually, however, the problem comes to the engineer in more complicated form. By virtue of the character of the material the same topic cannot be assigned to the entire class. Different phases of the topic must be assigned. The greatest difficulty in after life comes in that the student cannot analyze the problem and has not the ability to see that there is a problem. He has had little or no training in the gathering of material and very little training in the arrangement of a report. Consequently, selecting different problems, putting them before small groups, and then starting the student on the way to make the knowledge of his particular topic an integral part of his own mentality, is something that will fix that part of the work firmly in his mind. Professor Brown has insisted on an introductory step in a great many classes, in that without the student knowning very much more than the general outline of the topic or problem, he is made in inductive fashion to take up the entire problem, look it over, and prepare an outline as far as he can; in other words, to expose the problem to his own mind. One of the more obvious phenomena which relate to coke formation is that soft coals of low volatile matter content tend to yield hard or high strength cokes while hard coals of high volatile matter content tend to yield soft or low strength cokes. This observation led researchers of the Coal Research Bureau of West Virginia Univ. to study the possibility of using Hardgrove grindability as a supplemental rank indicator for coking properties. Grindability has been used for many years as a means to measure the resistance of coal to comminution but it has rarely if ever been considered for evaluating coals for carbonization. The coal proper- ties which are measured by grindability are complex, but recent work with the difficult-to-correlate high volatile coals has demonstrated that a 93% correlation exists between grindability and the total petrographic rnicrinites, exinites, and resinites. This work demonstrated that inherent ash had no apparent effect on the grindability of high volatile coals, suggesting that the coal substance is apparently harder than the associated ash. These observations, together with the patented Burstlein process," indicate that the distribution of hard and soft components in the individual high volatile coals and blends of coals may be quantitatively interrelated to coke stability through selected ranges of coal volatile matter. The objective of this progress report is 1) to demonstrate the statistical relationships which exist between coal grindability and the numerous coal petrographic entities and 2) to present the results of initial studies concerning the correlation of the coke physical strength index of stability with coal volatile matter and grindability.

A SERIES of awards for men and women in indus-try who by their inventions, heroisms, vision, and powers of mediation are contributing daily to the life and well-being of America in a substantial way, will be given by the Harmon Foundation. The series, to be known as "Awards to Honor Men in Industry," consists of two cash prizes, $1,000 and $500 each, accompanied by a gold and silver medal respectively, and 100 bronze medals. No one above the rank of foreman will be eligible. Because of the diversity of .American indus-try, the Foundation is planning to confine its awards during the first year to the following branches of man-ufacturing: automotive, building, electrical, metal and textiles, including clothing. The Harmon Foundation invites the general public, newspapers, organizations and employees to bring to its attention such persons as they may deem worthy of the award.
