Much criticism has been directed at the Coal Mine Health and Safety Act of 1969 from many sources, but few specific charges have been leveled, at least publicly. Yet, if the criticism is truly valid and can ever hope to become constructive, the issues must be approached head on. Therefore, the authors consider this an initial article and invite responses from others for contributions in subsequent issues. Dialogue is today's popular term and perhaps many of the problems associated with the implementation of the Act are the lack of communication between interested parties. There are two criticisms generally made concerning the philosophical approaches taken in the Act. The first is that there is an over-kill in some of the legislation, some provisions are not justified based on past accident history and economic considerations. Generally speaking in this category, no order of priority was considered consistent with safety and economy. The second category includes those situations where new provisions were imposed to improve safety in one area without adequately considering the consequences in another area, let alone the economics of the situation. While the authors do not always agree with the placement of items in these two categories by some industrial representatives, they will give specific examples that they believe may have a certain degree of validity.

MEETING OF SAN FRANCISCO SECTION Twenty members were present at the meeting of the San Francisco Section, May 20, 1919. Chairman Bradley being in Alaska, vice-chairman, T. A. Rickard, presided. Prof. Frank H. Probert gave a short account of the activities of the governmental commission, consisting of himself, George S. Rice, and F. G. Cottrell, which recently visited Europe, and studied the coal, iron, salt, and chemical industries. When the work is finished reports will he issued. He gave a resume of the history of. the changes in nationality of Alsace-Lorraine and 'described the importance of the region for coal, iron, and potash. With the return of these provinces France will have an annual output of more iron ore than she has coke to smelt it with; hence, the importance of the Saar coal field. With these new mines France will take the predominant position in the iron and steel-industry formerly held by Germany. Many details were given of the devastated mines of France, and of their former value, production and the destruction that overtook them. Noteworthy is it that much of the damage was done as late as Oct. 28, 1918, for the express purpose of ruining the country industrially. The damaged area of the Valenciennes coal basin embraced twenty-four concessions, three were damaged by artillery bombardment, but have resumed operations since the' armistice, nine had their surface: equipment destroyed by battle, pillage, and sabotage, while twelve concessions at the eastern-end of-the field suffered from wilful, systematic destruction. Of the 285 shafts in the district, 172 were flooded either by: turning surface streams into them, or, by wrecking the cuvellage; thus, admitting water and quicksand from the water-bearing strata above the coal measures. Two hundred and thirty-five surface plants were damaged, many of them to such an extent that they must be scrapped. These properties gave employment to 135,000 men before the war and, even admitting the remote possibility of getting workmen, the terrible destruction and devastation makes housing and living a difficult problem. It will probably be from 3 to 5 years before the mines are drained and information obtained as to underground conditions; to attain the pre-war output may require from 12 to 15 years.

A method for determining average reservoir pressure is presented, which is simpler to apply than that devised by Matthews. Brons and Hazebroek. For bounded reservoirs, identical results are obtained if stabilized-flow conditions prevail. The present method yields inferior results in the transient state. The method can, with a slight modification, also be used for water-drive reservoirs. INTRODUCTION In the method proposed by Matthews, Brons and Haze-broek' for determining average reservoir pressure in a multi-well reservoir, the cumulative production (the production time of each well) enters twice: once when the buildup is plotted against In (t + t)/At to arrive at p*, and a second time when the correction, p*-p is determined with one of the several formulas for differently shaped drainage areas. Once a steady state has been attained, however, the previous production history should be immaterial. The same pressure distribution could have been arrived at after different cumulative productions of the individual wells. In principle, therefore, it should be possible to determine average pressures without referring to cumulative productions. In the following paragraphs an expression is presented for the difference between the pressure in a producing well and the average pressure of its drainage area. Then the build-up time needed to overcome this difference is indicated. The existence of petroleum in California has been known for many years. From time immemorial the California Indians used this mineral, in the form of asphaltum, for various purposes. In the early history of the State the Catholic fathers utilized it for roofing their missions and other buildings. It is said that in 1855 or 1856 Andreas Pico distilled petroleum on a small scale for the San Fernando Mission. He obtained his crude oil from Pico canon, near Newhall, in Los Angeles county; and he was probably the first refiner of petroleum in this State. In 1856 a company commenced work at the La Brea ranch, in Los Angeles county, and tried to refine the crude oil. In 1857 an attempt was made to produce illuminating-oil from crude petroleum at Carpenteria, in Santa Barbara county; and there are records of similar attempts in other localities previous to 1860; but none of them were successful. The first scientific report on petroleum in California was made by Prof. B. Silliman, who published his researches in 1865. He spoke favorably of the possibility of obtaining petroleum in remunerative quantities in this State, and gave the results of his experiments in the fractional distillation of California petroleum. The next decade was marked by a considerable oil-excitement in California; and a great many companies mere formed for the purpose of petroleum-mining and for distilling crude oil. In most instances these companies did not meet with success; but it must be remembered that the pioneer oil-miners did not

HISTORY OF ASHIO SMELTER The Ashio copper mine, which formed the main part of Furukawa mining industry, is located inland of Kanto area, and is known as the oldest copper mine of Japan. The mining started even since 1610, and Mr. Furukawa began management in 1877. Afterwards, within a short period, the mine became to have the highest productivity in the Far East. The total quantity of mined copper reached approximately more than 800 thousand tons. The mother rock of the ore deposit in Ashio was rhyolite, and was formed of sissurefulling and irregular clod that was called Kajika deposit. The lode was nzrrow of 6 to 7cm. The mineral was formed mainly of chalcopyrite, including also pyrite, pyrrhotite, and arsenopyrite that were not favorable. After the founding of the copper mine, the Ashio smelter started the operation of Mabuki process as the beginning in 1611, and subsequently adopted the processes of the blast furnace, reverberatory furnace, and flash smelting furnace of the present use. As indicated above, the copper ore of Ashio mine included arsenic. For the purpose to remove it, the operation of the arsenic trioxide production using MacDougall's multiple hearth roaster was started in 1918, and it maintained the status of having the most qualified technique within the country. However, as the completeness in the disposition of anti-pollution and safety had been requested in those years, we studied and developed a unique equipment in 1970. It excludes the heavy metals especially arsenic and copper from the waste water of sulfuric acid process of Flash Smelter's exhaust gas.

IN pre-war days, the mining industry of Russia occupied in the industrial life of the Empire a place of ever increasing importance. The peak of produc-tion was reached in 1913 and 1914, the years of greatest prosperity, and a rapid growth of the mineral industry seemed assured, especially as regards base-metal mining. Exceptions were the gold production, for which a gradual decline was anticipated, and the platinum out-put which was expected to remain steady. A greater productivity of labor, corresponding to better working facilities was noticeable, and the economic status of the working classes was constantly improving. The tremendous strain on Russia's economic life caused by the World War did not materially alter the prospects of the mineral industry and the fundamental changes began only with the revolution in the spring of 1917. Their scope and character are illustrated by the figures in Table 1 which compare, for the parts of the Russian Empire under Soviet (R. S. F. S. R.) control, the average mineral production of 1913 and 1914 with that of 1920, 1921 and 1922, as supplied by bolshevik sources.1The latter three years in Russia's history were characterized by the firm establishment in power of the Communist party as a new ruling caste. Silver, lead, zinc, tin, nickel, tungsten, barite, etc., were either produced in negligible quantities, or not at all. However, before the revolution the development of several argentiferous lead-zinc deposits in western Siberia had reached a stage which seemed to assure an appreciable output of the white metals for the near future.

Mining, including quarrying, dates back almost to the dawn of history, beginning almost with the beginning of what we call civilization. State surveys date back about 100 years. Evidently mining flourished for thousands of years before state surveys were thought of. Why should it not continue to flourish without state surveys? First, it may be noted that as mining and civilization were contemporaneous, so state surveys and the science of geology were almost contemporaneous. As recently as 30 years ago the United States mineral laws were interpreted to mean that coal lands in the public domain were only those lands on which workable coal outcropped. The half billion acres of public land underlain by .coal but on which it did not outcrop were treated as homestead lands and open to settlement. Just what did the science of geology do to or for the mining industry? Until geology arose rocks or minerals or ores were where they were found. Their finding might be accidental, or might be the result of deliberate search or prospecting. In open, rocky country, with little or no vegetation, as in parts of the West, prospecting served very well, though at an enormous expenditure of human time and effort, if not money. The old saying that every dollar's worth of gold taken from the earth has cost two dollars may largely be charged to the time value of the usual method of prospecting. Geology changed all that. The science is still young and it still labors under handicaps of immaturity and early errors. Geology, however, has gradually been discovering the relations and conditions under which the several mineral deposits occur. Its elaborate studies of exhausted or nearly exhausted mineral deposits has done for it what human autopsy has done for medicine and surgery. Perhaps in no field is this plainer than in the oil and gas industry. Note might also be made of several important coal fields in England and on the Continent, in which the coal is everywhere deeply buried. Passing over the long period of growth during the past 100 years, geology today is prepared to offer the mining industry: first, a knowledge of the geologic conditions under which most minerals occur and to explore

The Teziutlan copper-zinc deposit is supposed to be of late Cambrian or early Paleozoic age. The country rocks are a series of schists or phyllites, flat lying and in the form of a plunging anticline. The ore deposit occupies a single horizon in the schist for a known horizontal extent of 1200 meters. Along its strike occur four large lenses or ore bodies. These ore bodies occupy positions along the flank and extend to the crest of the anticline. The primary mineralization is in the form of quartz, pyrite, sphalerite, chalcopyrite and galena, with a few scattered silver anti-monides. Quartz and pyrite form the mineralization between the ore lenses. Ill the ore lenses the sulphides appear as a massive, very fine-grained intergrowth of minerals. The intergrowth suggests a contemporaneous deposition of the heavy sulphides. The grain size, usually under 0.09 mm., makes the separation difficult and fine grinding important. The ore bodies were formed at great depth by solutions probably originating in the same basic magma that gave rise to the dolerite sills that are so common in their vicinity. Introduction The Teziutlan copper-zinc deposit is distinctly different from other ore deposits of Mexico in age and type. Previously stated to be pre-Cambrian in age, it is now quite generally supposed to belong to the late Cambrian or to the early Paleozoic period. Also, in contrast to the usual shallow-vein zone type of mineralization in Mexico, there is here exemplified an intermediate vein zone deposit of copper and zinc. So far as is known, the Tezintlan vein is unique in the history of Mexican geology and in a class by itself, its closest counterpart probably being the copper veins of the pre-Cambrian of Canada. The Teziutlan district is in the extreme northwestern corner of the State of Puebla, Mexico. Teziutlan, the terminus of a branch line of the National Railways from Mexico City, is connected to the mine at Aire Libre by a 17-km. narrow-gauge railroad owned and operated by the Teziutlan Copper Co. Owing to excessive grades on this short linc, Shay-geared locomotives arc used for the transportation of concentrates and supplies.

CHANGING trends in concentration, involving regrinding with the subsequent production of a finely divided, high-grade flotation product, presents a real problem to the modern copper smelter. In the treatment of such a material, handling difficulties are numerous and potential possible losses may be very great. In many plants, of course, preliminary roasting of the furnace charge remains an economical necessity. Under such circumstances, the operator has no alternative except to follow orthodox roaster reverberatory practice, though taking all possible precautions to avoid excessive dust losses and bad working conditions. In other plants, roasting is not only unnecessary but would be highly undesirable, and at best the charge would be merely dried before entering the reverberatory furnace. In the latter case the possibilities of raw charging loom large. The Miami plant of the International Smelting Co. handles the entire output of concentrates of the several mining companies operating in the Globe-Miami district. All of these companies produce a flotation concentrate which, at the Miami Copper Co. particularly, is all reground and is high in grade. In addition, the Inspiration Copper Co. ships a substantial tonnage of high-grade cement copper to the smelter from its leaching plant. Following the flow sheet of the original plant, all such material received was bedded, dried in Wedge furnaces and smelted in reverberatory furnaces. At times during the history of the plant it has been necessary to carry the drying operation further, to a partial roast, before reverberatory smelting. Since the charge contained over 80 per cent flotation concentrates, the handling of which in a dried condition was at best a dusty job, unusual precautions were taken to cut down dust losses. The Wedge furnace plant was equipped with a Cottrell treater and all hoppers and calcine cars were carefully designed to cut down dust loss in transferring the so-called calcine from hoppers to car and from car to furnace. In the furnace itself the dusting problem was a severe one. Arch erosion was very rapid and flues and waste-heat boilers rapidly filled up with a partly smelted flue dust.

The purpose of this paper is to demonstrate the usefulness of systematic analyses of weakness patterns. The term weakness here includes structural features such as fractures, foliation planes, lineaments and bedding. Many of these features are mapped by geologists in the field, but analysis of the field date is frequently overlooked. Examples are presented to show the value of such studies in petroleum and mineral exploration, in dam site selection, and in regional tectonic interpretations. Numerous theories have been presented to account for the mechanics and time of origin of fracturing. This is an extensive subject and cannot be reviewed in detail here. The reader may wish to refer to other papers.*"5 It is sufficient to say that most fracture patterns can be related to one or more of the following force mechanisms: compression, tension, torsion and fatigue (inheritance by upward propagation of pre-existing fractures). Fractures generally occur in sets in a district. The angular relationships and other characteristics of the individual sets frequently help in determining the force mechanism and movement history of the deformation. From a geometric point of view fractures are commonly referred to as longitudinal, cross, or diagonal (shear), depending upon their orientation relative to other major structural features such as anticlinal axes and so forth. These terms will be used from time to time and are illustrated schematically in Fig. 1. FIELD PROCEDURE AND TREATMENT OF DATA In fracture studies it is very important to collect adequate field data. Fig. 2 illustrates a notebook sheet for recording significant field observations in sedimentary rocks. Slight adaptations have to be made for igneous and metamorphic terrains. Fracture density and persistence are very important factors in petroleum exploration for fractured reservoirs and mineral exploration. IT is possible to construct a simple diagram of the earnings, or the production, of the men employed at a coal mine that will show not only if the conditions tend toward contentment among the men, but if the operating distribution of the work is correct. As earnings are the greatest cause of discontent, even exceeding all the other causes, if contentment exists in the matter of earnings, the likelihood of other discontents flaring up is greatly lessened. The basis of such a diagram would be the Gaussian curve of the normal variation in human ability. Such a curve has long been recog-nized. H. L. Moore,1 in discussing the quantitative relation between wages and ability says: "It has been pointed out that industrial efficiency is dependent upon physical, mental, and moral qualities, and these qualities . . . there is good reason for regarding as being distributed according to the Gaussian law..

The purpose of the following research, as originally planned, was to investigate the influence of temperature upon the plate-amalgamation process. In order to consider the amalgamation process intelligently, it was first necessary to learn the nature of an amalgam. In the performance of this task it was found necessary to consult a large volume of literature and to perform experimental investigations. The conceptions of the nature of amalgams thus obtained have so important a bearing on the amalgamation-process as a whole, as well as upon the possible influences of temperature, that it was advisable to include them in the treatment of the subject. The broader title is therefore used, even though some features of the amalgamation process have been treated very briefly and others entirely omitted, there being nothing new to present regarding them and their development not required for a clear presentation of the matter in hand. I. Historical Introduction. Gold was one of the earliest metals known to man. Occurring in the metallic state, it could be picked up in nuggets or mashed, as gold dust, from the sand and gravel of streams. Interestiag descriptions of the processes employed in early times for the recovery of gold may be found in Pliny's Natural History and in the treatise by Agricola on ores and minerals. But little progress in the treatment of the ores of gold mas possible until efficient crushing machines were devised. THE history of the froth flotation of coal is relatively short. The flotation process was applied to fine-coal cleaning about the time of the end of World War I. Coal flotation finds more widespread use in Europe than in the United States and is used on a commercial scale in nearly all major coal-producing countries in the world. In Fig. 1 the general arrangement of a froth-flotation plant at a British colliery is shown. GENERAL FEATIJIEES OF THE PROCESS Application The flotation process is applicable to the cleaning of the fine sizes, particularly minus 48-mesh coal, although it may be used on sizes as coarse as 1/8 in. Since most cleaning processes usually are not effective on sizes smaller than 48-mesh and certainly not effective on minus 100- mesh, the froth-flotation process offers a solution to the problem of cleaning these sizes. This process consists-of agitating the feed pulp with a small amount of reagents, usually 1.0 to 2 ½ lb. per ton of feed in the presence of water and air; the reagents help to form small bubbles that collect on the particles having a greater affinity for the bubble surface than for the water surface, in this case the fine coal, and the bubbles buoy these particles to the surface to form the frothor concentrate. Slate and shale particles remain wetted and suspended in the water to be drawn off as tailing. The frothers commonly used in coal flotation are cresylic acid, pine oil, and alcohols. More expensive frothers, used in ore flotation, work satisfactorily but do not compare with these cheaper reagents for over-all cost. Collectors- used are low-grade petroleum fractions, such as cheap, partly refined fuel oil, or lubricating oil, sometimes mixed with small amounts of kerosene. As prefatory to the body of this paper, a few general statements will be made (1) in regard to the history and importance of the asbestos industry, (2) as to the principal sources of the raw material, and (3) as to the types and modes of occurrence of asbestos. While the modern asbestos industry is comparatively new and its growth during the last decade or two has been marvelous, asbestos has been known and used in a small way for probably 2,000 years-at least since the time of the Roman Empire. Pliny refers to it as "the funeral dress of kings" and Plutarch records its use as lamp wicks. In the middle of the 18th century the deposits of the Ural mountains were opened up and the first factory for the manufacture of asbestos goods was established. But, owing to the limited demand for the goods, the industry disappeared and interest lapsed until about 50 years ago. Since 1860, the asbestos industry has made wonderful strides, and each year sees new uses to which the material can be put, and hence an increased demand and an increased output. Of the three great producers of asbestos, Canada, Russia, and the United States, Canada stands pre-eminent, producing from one-half to three-fourths of the world's supply; Russia comes second, producing ,in 1911 about two and one-half times ,is much as the United States. In 1912 the Canadian production,1 including both asbestos and asbestic, was 131,260 short tons, valued at $2,979,384; while during the same year the production of the United States2 was 4,403 tons, valued at $57,959. Canada holds the first place in the production of raw asbestos, while the United States holds the first place in its manufacture.

THE following report covers the history of the development of the mine, present equipment, methods and costs of mining and milling. In addition, a description of the ore deposit is given with emphasis on the origin of the fractures, mode and types of ore occurrence, and mechanics of granite emplacement. An endeavor has been made to present a complete and accurate statement of the San Mauricio mine, the highest grade gold mine in the Philippine Islands. Credit is gratefully acknowledged to the mine staff for descriptions and details regarding their particular field of work. All analyses were made by Mr. T. A. DeVore, head chemist, San Mauricio Mining Co. Messrs. Edward Wisser, J. E. Fyfe, A. F. Skerl and W. B. Meek, geol-ogists, have contributed geologic information and ideas, for which thanks are extended. In my address on the " Geognostical Relations of the Metals," delivered before the Institute on the 20th of February last (Vol. I Transactions, p. 331), I spoke of the rocks in the vicinity of Thunder Bay, Lake Superior, where I indicated two series of uncrystalline rocks resting upon the Huronian schists, the lower one consisting of dark-colored argillites and sandstones overlaid, apparently in slight discordance, by nearly horizontal red and white sandstone and marls, which were compared with those of Sault Ste. Marie, and those of the Portage Lake district, on the south shore. These latter sandstones, according to Brooks and Pumpelly, overlie uncomformably the Keweenaw series of copper-bearing amygdaloids, sandstones, and conglomerates, and are in turn overlaid by the Trenton limestone. I then proposed to call this lower series of Thunder Bay, that is to say, the dark-colored argillites and sandstones which are traversed by the silver-bearing lodes of that region, the Animikie group. Shortly after the publication of that address I received an abstract of a paper on the geology of that region by Professor Robert Bell, read before the Montreal Natural History Society, February 24th. He there confirms the statement made in my address that the gold of Lake Shebandowan occurs in the Huronian, which is also seen to be cut by the silver-bearing lodes just mentioned. Professor Bell, in this paper, proposes to designate both what I have called the Animikie group, and the overlying red and white sandstones, by the name of the Nepigon group, for the reason that the upper series is best displayed about Lake Nepigon. This latter series is by Logan supposed to be overlaid by the copper-bearing amygdaloids with conglomerates and sandstones of the north shore (apparently identical with those of Keweenaw); and the whole together, inclnding the Animikie group, constitute his Upper Copper-bearing group. These copper-bearing strata are by him supposed to be overlaid by the red and white sandstones of St. Mary, which are apparently the same with those sandstones which, according to Brooks and Pumpelly, overlie unconformably the similar cupriferous rocks of Portage Lake, and are, in their turn, overlaid by the Trenton limestone. Thus the sandstones which at Thunder Cape overlie the Animikie group are by Logan placed in the midst of the Upper Copper-bear-
