Of the two methods of mechanical reduction—that of percussion and that of abrasion—it is not easy to say which was first employed by primeval man. The stone hammer and the flat or hollowed stone used for grinding are found together in the remains of prehistoric periods. But the use of the maray, or bucking-stone, developed from the hammer, was probably introduced later than that of crude millstones. Diodorus Siculus, the Roman historian of the first century B. c., mentions such millstones as used in the mines of Egypt to pulverize material which had been previously broken in a mortar. The invention of the arrastra for fine grinding is declared by some authorities to have been made by Bartolomeo de Medina, at Pachuca, Mexico, about A. D. 1557—which is quite probable. Being the first to amalgamate silver on anything like a business scale, he must have felt the necessity for oregrinding apparatus of greater capacity than the old primitive millstones; and the arrastra was thus the natural successor of the millstone. It is very unfortunate that the archives of Pachuca, which has made so much history in ore-treatment, were destroyed in some one of the many insurrections for which, also, the place is renowned. The first application of the stamp to the crushing of rock is asserted by some writers to have been the invention of a Saxon nobleman named Von Maltitz, about the year 1505. Better authenticated reference, however, is made to one Paul Gronstetter, a native of Schwarz, and called an ingenious worker, who, in the year 1519, established at Joachimsthal a process of wet stamping and sifting. Two years later, a larger plant was established at the came place. It is said that he had previously introduced the same device at Schneeberg. How much of the invention was due to Gronstetter is not certain;

FOR the benefit of those of our members who may be asked what they know about Mr. Hoover's connec-tion with the Kaiping coal mines in China and who will naturally wish to appear thoroughly well informed on the subject, we reprint below an authoritative state-ment, recently made to the Japan Advertiser, by Tang Shao-yi, former premier of China, now retired to his country home at Tang Chia. "Information has reached me at my retreat that persons in America and China insinuate that Herbert Hoover acted dishonorably in dealings involving the Chinese Engineering and Mining Company a quarter of a century ago. I be-lieve myself the only Chinese living who was closely iden-tified with that company during Mr. Hoover's connection. My uncle founded the company and my family always has been a large shareholder and, therefore, I possess direct knowledge of its history. "I am actuated in this statement by a sense of justice and also gratitude for Mr. Hoover's acts in rescuing my family during the Boxer uprising. Mr. Hoover's record in China is clean and honorable, highly creditable and in many ways remarkable. Legal action brought in London in 1905 occurred after Mr. Hoover left the company. There were not any charges against Mr. Hoover and he was not a de-fendant in the lawsuit, but an important witness whose testimony helped the Chinese shareholders to save their property.

ThE following chronology presents the history of lead-mining in the United States in a brief form and is a useful reference in connection with the statistics of production: 1621.. Lead was mined and smelted near Falling Creek, Va., to supply the local demand for bullets and shot. This was the first mining and .smelting of lead in what is now the United States. 1632. In a report made on the minerals of New England, lead-ore is mentioned. (Bishop, I., 470.) 1650. Supposed beginning of mining by Jesuits in Pima county, Ariz. 1651. Grant of lead-mine at Middletown, Conn., to Gov. John Winthrop. 1682. Lead-ore supposed to have been discovered in Wisconsin by Nicholas Perrot. (K. D. Irving, Mineral Resources of Wisconsin, Trans., viii., 498.) 1700 Discovery of lead in Missouri by Penicaut, one of Le Sueur's party. Tile same expedition discovered lead near the southern boundary of Wisconsin in August of the same year. 1712. Grant by Louis XIV. of the Crozat patents, with special privileges respecting the discovery and operation of mines in the then territory of Louisiana. Little or no mining was done under this patent until about 1720. 1717. Transfer of Crozat patents to the Mississippi Co., promoted by John Law, which prepared for active mining. 1719. First attempt to mine and smelt lead in Missouri, made by Sieur de Lochon, in behalf of the Mississippi Co., near Meramec river. Results unsuccessful.

SINCE early in 1916, when it became apparent that the steel industry of the United States could not depend, for the duration of the war, on several important foreign sources of manganese and might have to depend entirely on domestic ores, the U. S. Geological Survey, with the assistance f several cooperating organizations, has made a comprehensive investigation of domestic manganese resources. The work has included field studies in a number of states as well as annual, quarterly, and monthly canvasses among operators concerning current and future production. In order that the interested public might have access to the important results of the studies, preliminary reports concerning the field work as well as periodic summaries of production were issued as promptly as possible. Although large deposits of rich manganese oxides appear to be lacking in the United States, small deposits of high-grade material are numerous and widely distributed and large low-grade deposits are found in several places. The principal districts in which high-grade manganese ore is mined, in the order of their importance as recent sources of production, are: Philipsburg district, Mont.; Butte district, Mont.; Southern Nevada region; Central California region; Bisbee district, Ariz.; Appalachian region of Virginia; Batesville district, Ark.; Tintic district, Utah; and Cartersville district, Ga. Scattered deposits of some importance are found in western Arizona, southern California, eastern Tennessee, southern Oregon, and central Utah. The formation of many manganese oxide deposits appears to be related to the physiographic histories of the regions in which they occur.

The Anaconda Co.'s Geological Department at Butte, Mont., was started early in the Company's history because of litigation involving vein ownership and extralateral rights. The problems, some of which were resolved in courts, were many because of the large number of veins and lode locations. Defensive action was required to prove ownership and protect against illegal exploitation of the downward and extra-lateral extensions of the ore bodies. In many cases it was necessary to define the outcrop of the vein and to show that its apex was within the boundaries of the lode claim. Exhibits illustrating geology were needed to present the cases clearly, and these could be made only after careful inspection and mapping of the underground workings by competent geologists. Also, The Anaconda Co. was one of the first companies to recognize the worth of skilled mining geologists and the value of accurate records in the search for new ore. The department was organized in 1900 by H. V. Winchell who, with D. W. Brunton, worked out the methods. Reno Sales was Chief Geologist from 1906 until 1948 when he was succeeded by V. D. Perry, the present Chief Geologist. Under their direction, F. A. Linforth, M. H. Gidel, C. H. Steele, E. P. Shea, C. C. Goddard, Jr., and W. A. O'Brien enlarged the scope of the work and improved the technique.

It is a pleasure for me to keynote this first Western Regional Minerals and Coal Conference here in the Black Hills of South Dakota. It is pleasing for two main reasons. First, Homestake Mining Company has been associated with the Black Hills since 1875 when gold was discovered following Custer's trek through the Hills during 1874. Second, the future mineral development of the Black Hills will depend, to a great extent, on minerals and metals covered in this conference. The metals and minerals that are featured in this conference have unique similarities--and important differences--and therefore, will be of great interest to all who are involved in our industry in this area of the country. Precious metals have always been, and likely will always be, subject to political influence; they are only partially affected by the demands of our industrial economy. Energy minerals, while more directly affected by industrial stimulus, are also politically sensitive. In this regard, the need for a minerals policy affecting the energy sphere has been made very clear to us in the last five years. More importantly, the lack of a national policy and purpose relating to our total future energy needs has severely affected the overall economy and security of this country. Very briefly today, I would like to outline for you my thoughts on the future of these most important minerals. I will start by a discussion of precious metals, primarily my favorite precious metal, gold. A brief history of gold will be helpful in setting a perspective for forecasting its future although it is difficult to give a brief description of a metal that has been prized by man for over 6,000 years. IT has long been known that plain high-carbon steels may be susceptible to graphiti-zation below the A, critical, but no data have been available to indicate what factors cause and tend to inhibit graphite formation. Two recent publications1,2 have shown that the factors controlling graphitization below the A, are different from those operating above the A, inversion where commercial graphitization of malleable iron begins. Furthermore, for plain high-carbon steels graphitization below the critical point does not appear to be related to ordinary chemi-cal analyses. Many years ago it was recorded' that the rate of graphitization at subeutectoid tem-perature is not a maximum just below the A, critical, but at some lower temperature, which Austin and Norris have shown to be about 670°C. Indeed, work done in our laboratory has demonstrated that it is im-possible to spheroidize certain steels in the temperature range of 650° to 710°C. with-out the formation of considerable amounts of graphite. However, if the temperature is maintained just below the A, (720°°C,) these same steels may be completely sphe-roidized at constant temperature. In previous studies1,2,4 on 1 per cent plain carbon steels graphitization was en-countered during prolonged tempering. The limited number of steels studied did not provide sufficient data to permit adequate study of the factors controlling this graphi-tization. Accordingly, a limited statistical investigation was undertaken, utilizing 18 steels of similar chemical analyses, fur-nished by four steel companies, who also supplied information regarding the history of manufacture.

Cyril w. Knight, Toronto, Ont., Canada (communication to the Secretary*).—Mr. Hore's paper presents an interesting summary of our knowledge of this important mineral field ; and is therefore acceptable as giving information which our Transactions did not already contain, although it presents little or nothing not made known by other writers before 1906, when Mr. Hore began work in the field as a student assistant. Contributions of this kind, however, should be made completely valuable by such references to previous work as will enable the reader to follow to their original sources the theories or conelusions stated by the author. It is quite natural, and even excusable, that a new observer should find novelty in his on observations—especially if he is not acquainted with the work of predecessors in the same field. Moreover, the independent repetition of an observation or conclusion has a distinct value as a confirmation, though it may have none as a discovery. But the publication of it, without reference to its predecessors, may place the author in an unfavorable light as either ignorant of the history of his subject, or willing to claim credit to which he is not entitled. Of the latter fault, I do not accuse Mr. Hore ; but I cannot wholly acquit him of the former. Without disparaging his intelligent work, I must point out that his paper, as it stands, might easily give the impression that he claims originality for many statements which are by no means new, and that he emphasizes unduly his own publications. Thus, his remark (p. 481) "I have described the silver-fields in a general way in my paper " (not yet published), should have been accompanied with reference to some of the numerous papers, already published, which describe these fields. IN a recent paper,1 a very early suggestion by Ludwik2 concerning the nature of the mechanical behavior of metals has been reexamined and extended. In essence it was [ ] suggested that there exists, at least under certain conditions, a mechanical equation of state; that the stress required for flow depends upon the instantaneous values of the strain, strain rate, and temperature, and not upon their past values. It is proposed that under these circumstances the stress does not depend upon past history of these variables, but is like the temperature of a gas that depends only upon the I instantaneous values of the pressure and volume. This notion has not been applied to present day studies of metals, though it is especially applicable to the study of creep. It is the purpose of this paper to analyze the significance and possible range [ ] of applicability of this idea and to deter- mine how it influences the accepted ideas concerning creep. STRESS-STRAIN RELATIONS It is well known that the stress-strain curves of metals are influenced by both strain rate and temperature. For a fixed strain rate and temperature there is associated with each metal a stress-strain curve. If either the strain rate or temperature is changed a new stress-strain curve will be characteristic (Fig. I). The year 1928 has recently.passed from the picture and it is at this time that the various divisions of the oil industry are giving thought to plans for the present year. The outstanding characteristic of the industry in 1928 was the successful curtailment of oil production to the market's needs. It has been thought advisable to look ahead and endeavor to anticipate the oil demand for the coming year, and thus determine the volume of oil that can be safely produced without causing major additions to surface stocks. The year has been one of smaller additions to stocks than in 1927, a record demand for oil products, and a further developed spirit of cooperation among oil producers, as well as various other achievements. It is well to pause and take stock of ourselves. Present Status of Crude Oil Supply and Demand The total daily new supply of oil is at this time1 about 2,960,000 bbl. per day, made up of 2,585,000 bbl. domestic crude production, 125,000 bbl. casinghead gasoline, and 250,000 bbl. of imports. With the present low consumption, due to the falling off in the winter season demand, it is estimated that about 150,000 bbl. a day are now being run to storage, and that the first three months in 1929 will see large-sized additions to storage. Consumption plus exports of oil have increased at a regular rate from year to year, and although oil production in 1928 passed the 1,000,000,-000 bbl. mark for the second time in the history of the United States, with a production of 25,000,000 bbl. more than in 1927, only 30,000,000 bbl. were added to storage during 1928. This is compared to an addition of 65,500,000 bbl. in 1927.

The following notes are contributed, not with the idea of offering a complete history of the development of this very important process as applied to the Leadville district, but with the hope that the practice, as it was carried out in the Bi-Metallic Smelter, may still be of interest to others. The Bi-Metallic Smelter, at Leadville, Colo., was the first to make a commercial success of the process described in the following pages, which consisted essentially of smelting raw silver- and copper-bearing sulphide ores in blast-furnaces to form a matte, which was generally re-smelted with siliceous ores for a second high-grade matte. Robert Sticht, in his excellent monograph on the subject,' has outlined briefly the plant belonging to this company. He says, in effect: The Boulder, Mont., enterprise set the example for others with whom the patentee (W. L. Austin) had been negotiating, and the old La Plata lead-smelter at Leadville, Colo., was fashioned into a crude, temporary experimental plant for the Bi-Metallic Company, and the feasibility of the process demonstrated by a trial run. Subsequently, the plant was considerably improved, and, being supplied with very favorable ores, continued to run without interruption from August, 1892, to June, 1893. In September, 1803, smelting was resumed in a completely remodeled establishment, some $200,000 having been expended upon the new work. Thus, aside from the Montana experiments, which, under the direction of W. L. Austin, began as early as 1885 at Toston, and continued with indifferent success for six or seven years, the Bi-Metallic plant at Leadville may be said to have

In 1961, a research program started at Columbia into the mechanical aspects of flotation,* and certain ends are now in view. The purpose of this note is to explain these tentative conclusions in the hope of stimulating discussion and eliciting new data, especially industrial data, with which to test the views expressed. The variables presently under consideration are impeller rotational speed, N, volumetric air rate, Q, and impeller diameter, D, the latter being the parameter chosen to designate cell size. THE GRADE AND RECOVERY SURFACES With a given ore, chemical treatment, and flotation machine, both grade, G, and recovery, R, are functions of N and Q. The GNQ and RNQ relationships are best viewed in terms of three-dimensional surfaces (Fig. 1) which are experimentally determinate.2 TO maintain grade at an acceptably high level, it is necessary for N and Q to lie within certain limits, and similarly with recovery. As used in geophysical exploration, the term overvoltage applies to secondary voltages set up by a current into the earth which decay when the current is interrupted. These secondary effects may be measured by pick-up electrodes. The term induced polarization has often been employed to describe this same phenomenon. In its own operations Newmont Exploration Ltd. commonly uses the word pulse. The basis of this method in prospecting is that metallic particles, sulfides in particular, give a high response, whereas barren rock, with certain exceptions, gives a low response. Overvoltage has been tried in searching for many types of mineral occurrence but has been most successful in outlining the widespread disseminated mineralization associated with porphyry coppers. History:' Newmont Mining Corp. has been interested in overvoltage since 1946, when Radio Frequency Laboratories of Boonton, N. J.. drew the company's attention to phenomena observed in the laboratory. At the instigation of A. A. Brant further model studies were undertaken, and the first tests were performed in 1947. Tests at San Manuel, Ariz., in 1948 were very encouraging, clearly demonstrating that the method could be used to distinguish scattered sulfides at depth. H. 0. Seigel followed up the San Manuel work with a study to determine the phenomena involved.'

It seems a duty incumbent on the older members of the Institute to set forth in permanent form some of the results of their experience for the benefit of the younger members; this is the principal object of the present paper, which is the result of a recent examination requiring somewhat unusual geologic investigation. History. The London vein mas first discovered by float and occasional outcrops in the year 1873, four years before the great lead carbonate discoveries of Leadville, but the mine was not definitely located and opened until two years later, when the present locations, Mother, Paris, London, and Hard to Beat, were surveyed for patent. Since 1875 the London mine has been worked almost continuously until 1911, when the force was reduced to a few men only. In its early life the ore was assumed to be free-milling gold-quartz, although lead was a constituent of the vein throughout, and much useless expenditure was made in the erection and operation of a free-gold stamp-mill, with plates and tables for saving concentrates. The vein then opened was in the porphyry-limestone contact, a siliceous lead-ore, clearly most amenable to reduction by lead-smelter. The losses due to this process led in time to the close of the mill. For 20 years past, the mine has been worked under lease and the ore shipped to the lead-smelters in Denver or Salida. In January, 1912,I examined the mine to ascertain whether it was advisable to run a cross-cut tunnel some 4,200 ft. in length to intersect the main vein at a depth of 650 ft. below the present lowest workings. Finding a greatly-faulted zone, a close determination of the geological conditions became necessary to the solution of the problem.

The less developed nations maintaining a free enterprise economy (to which this chapter is addressed) have real and substantial opportunities to lay a foundation for general economic progress by using their mineral resources. Most of these nations have mineral resources which could be developed. By seizing these opportunities, nations seeking rapid economic development can secure a source of foreign exchange earnings to finance the imports needed for growth and, at the same time, increase the technical knowledge and well-being of an important part of their population. History clearly shows the manner in which most of the currently industrialized nations have used mineral resources to support their development. Indeed, few nations have managed to achieve a high level of income without a firm base of mineral resource development. The main exceptions appear to be the Netherlands, Switzerland, Denmark, and New Zealand, and the last two have based their prosperity on a highly efficient agriculture. Economic growth in the United States, the United Kingdom, Canada, France, Germany, and Russia was importantly based on the use of indigenous mineral resources. Despite this record of accomplishment through mineral development, many of the currently less developed nations are not taking advantage of the opportunities available in the mineral field. Restrictive laws or practices in many such nations operate effectively to prevent development of mineral resources. This failure to grasp real opportunities for development is based on a series of arguments that the mineral field offers few substantial and attainable advantages. Among these, the following propositions appear the most important:

WHEN ore was discovered on the Tintic Standard property in the spring of 1916, new developments were immediately started both north and south of that property, on the supposition that in East Tintic the ore would be found to occur in northerly trending channels, similar to those so characteristic of the older camp. But 9 years of developments have failed to establish the existence of such a channel. This is due undoubtedly to important differences in the geology of the two camps, that were not recognized, and is indicative of the danger in the general tendency toward interpreting the geology of East Tintic too strictly in terms of that of the older camp. It should not be forgotten that while the two sections have had practically the same geological history, the net results of a long series of geologic processes have developed in them conditions that differ so widely and in so many particulars that the necessity of regarding them as essentially different districts seems apparent. In an effort to emphasize this fact, this paper is devoted chiefly to a comparison of the geological conditions as found in the two camps and is addressed more particularly to those familiar with the geology of the Tintic district. Following a short description of the several ore discoveries and of the Tintic Standard mine is a brief discussion of the evidence of ore channels in East Tintic. THE analytical history of phosphorus in its relation to the metallurgy of iron is an interesting study, the progress of which runs parallel with the development of the greatest industry in the world. Without the means of finding out how much phosphorus crude pigiron contained, the Bessemer steel process would have been impossible. To do this was originally tedious and slow work. On the other hand, the " direct" process of to-day, as well as the various special processes for steel or iron, have demanded the utmost rapidity in the operations of analytical chemistry. In general, any rapid process for the conversion of unrefined metal into a product of standard composition depends upon the rapidity of some accurate means employed to control it. Moreover, in our modern practice, it is not improbable that the differences in physical properties among the various makes of iron or steel are affected, if not produced, by the use of different methods of analysis. Recourse is always had for correction to the ((standard methods," but I incline to think that these methods are susceptible to error. It is very certain that the system of duplicates would not be resorted to, if the fact were otherwise. Even when duplicated, under the most careful and skilful manipulation, these standard methods produce disagreements. In proof of statements like these, which may sound. heretical, I hope, further on, to cite some evidence worthy of attention. I do not now mean to lay claim to the distinction of discovering the ultimate corrective. That result will come, no doubt, in. time, as the product of the experience of many workers. In the case of phosphorus, as of the other ingredients of iron or steel, a great deal has been done to accommodate the methods of analysis in rogue to the growing necessity for more rapid procedures: Much of this work has concerned what might be called the incidents of method. The use of the centrifuge for dewaxing lubricating oils grew out of the effort to secure better results than had been attained by the common "cold settling" process. This process was the only known method for dewaxing steam refined cylinder stock (600" F. fire test), the product known as "bright stock" being commonlyused for building up "pressed," i.e., dewaxed neutrals of, say, 200-sec. viscosity [to a higher value. The process consisted of mixing the cylinder stock with approximately one and one-half times its volume of naphtha, heating, to dissolve completely all the oil and wax and then slowly chilling to about 15" F. in large insulated tanks. This caused the wax to precipitate. It was allowed to settle out by gravity. The supernatant liquid was then drawn off and the naphtha distilled off, leaving a still residue of bright stock. The sediment from the settling, of a slushy nature, was withdrawn. After removing the naphtha by distillation the residue was petrolatum. At some point in the process, preferably after the dilution but before chilling, the mixture was decolored by percolation through fuller's earth. The finished bright stock produced by this process had a cold test of about 50" F. Efforts to improve this by chilling to a lower temperature resulted in a considerable reduction in yield, and increased uncertainty of settling. Even when chilling to 15" F. it was not uncommon to find that after a week's waiting a tank had not settled. It was then necessary to heat and rechill. This uncertainty was a serious problem; in one case a refinery superintendent had men riveters hold pneumatic hammers against the tank for hours, hoping thus to cause agglomeration and settling of the wax. Yields of bright stock above 70 per cent, were uncommon. History of Centrifugal Application It is not surprising, therefore, that many attempts were made to improve upon the results obtained by cold settling. George H.
