ELECTRICAL prospecting by potential methods has been applied to mining problems for some years and determinations of the depth to bed rock have been made, but so far as is known it has not been used previously in the solution of civil engineering problems, such as investigating the foundations of dams. During the past winter and spring the senior author has been engaged as consulting geologist in studying the site of a large darn on the upper Connecticut River and has had the satisfaction of introducing electrical prospecting to foundation problems. The valley across which the dam is to be built is underlaid by a deeply buried preglacial gorge which is filled with glacial deposits. An extensive drilling campaign was in progress, but the work was unusually slow and expensive on account of the number of boulders in the overburden. The necessity of speeding up the work was pressing and it was decided that much of the needed information could be obtained by geophysical methods. After investigating the various methods and conferring with the company engineers and with the consulting engineer, Albert Crane, a contract was made with the Schlumberger Electrical Prospecting Methods, and an observer with apparatus was sent to the dam site the first of April, 1928. The problem was to determine the depth to rock at various points in order to prepare a contour map of the bed-rock surface and outline the buried gorge in the vicinity of the dam site. Over one hundred determinations of depth have been made and the bed-rock topography, is now known in considerable detail. In addition, some information has been obtained about the nature of the overburden. The drilling has been continued; in fact, two additional drills have been put to work, and the electrical determinations have been checked at several points. At one of these the depth to rock given by the electrical work was 142 ft. and the drill found rock at 147 ft., an error of less than 4 per cent. The electrical work has also been checked by the geological study, and it has been found that when the electrical determinations are in agreement with the geological expectations they are probably reasonably accurate. An "international gold conference" was held at Spokane, Wash., on Sept. 5, 1918, under the auspices of the Northwest Mining Association, which was attended by a large number of engineers, mine operators, and bankers, representing the northwestern states, as well as Alaska and British Columbia. The principal subject under consideration was the doleful condition of the gold-mining industry, gripped between the diminished purchasing value of its product, and the increased cost of its operation. Two resolutions were adopted by the meeting. The first approved the resolution adopted Aug. 12 by the American Gold Conference, a permanent organization formed at Reno, Nev., in which it is stated that relief by the United States to the gold producers of this country should he made to correspond with the increased cost of production, the extent of the relief to be fixed from time to time to Meet changing conditions. The second resolution, adopted after serious and long-continued discussion, was introduced by F. A. Ross, mining engineer, of Spokane, and a member of the Institute, and was as follows: WHEREAS, it is now clearly understood and agreed by the allied nations that national gold reserves must be augmented without delay if rapidly expanding credits are to be secured; and WHEREAS, at this time, the production of gold is daily decreasing to an alarming extent because of well known conditions that, render the mining of gold-bearing ores unprofitable; and WHEREAS there is no way by which the mining of gold-bearing ores may be made profitable except by the direct' aid and influence of the government; and WHEREAS the government has appealed to the mining industry for practical information and practicable suggestions upon this subject; therefore, be it

Bituminous coal furnaces give way to coke, and by 1880, the American iron and steel industry was growing at a tremendous rate. In the twentieth century, the number of operating blast furnaces was cut in half while pig iron capacity more than doubled. Bituminous coal furnaces Attempts to relieve the shortage of charcoal by the use of bituminous coal in American furnaces began quite early. Use of bituminous coal in the blast furnace was restricted to areas lacking anthracite deposits but rich in deposits of bituminous coaL The largest concentration of bituminous coal furnaces was in Western Pennsylvania, West Virginia and Western New York state. Other areas included Kentucky and southern portions of the states of Indiana and Illinois. The first trials were made in Pennsylvania around 1780. Gradually several more furnaces began charging coal with their burdens as a partial substitution for charcoal. These so called cheaters were numerous, especially in Western Pennsylvania, which around 1810 began to expand its ironmaking capacity to catch up with the Lehigh Valley and the Schuylkill According to the existing references, complete bituminous coal burdens began to be used in this area only around 1840 when the ironmakers hastily adopted the hot blast apparatus introduced from England. The majority of these furnaces were built, however, after 1844 when an extensive experimental program, carried out at the Shenango Steam and Water Hot Blast Charcoal, Coke and Raw-Coal Furnace produced favorable results, with coal containing up to 35 pct volatile matter. The furnace was located near the Shenango River on the Lackawannok Run, five miles northwest of Mercer, Pennsylvania. It was built, owned, and operated by David Hogeland of Mercer. AMERICAN investment in foreign mining interests today faces its greatest task. U. S. dollars must make possible the. steady procurement of the minerals our defense effort consumes in huge quantities. The two most vital factors involved in foreign procurement are time and the continued good will of the nations from which minerals are purchased. The Point IV program was formulated to care for the second item, but it has failed to do the job. Its lack of success has not been from intent or from basic failure in formula. Foreign Investment, Four Eras Foreign mineral development, in so far as participation by private capital from the United States is concerned, may be divided into four main chronological categories: First: The period prior to the first World War when people, capital and products moved with relative freedom across international boundaries, and London was the recognized mining seat of the world. By the end of 1919 the United States direct investments abroad amounted to $3.9 billion of which some $900 million were in mining and smelting and $600 million in petroleum. Investment climate throughout most of the world was excellent. Second: The period between the end of World War I, when the international economy had been shaken from its foundations, and the beginning of the great depression of the 1930's, which still further disrupted the world economy. By that time the world mining center had moved across the sea and the United States direct investments abroad had increased to $7.7 billion of which mining and smelting accounted for $1.2 billion and petroleum for $1.1 billion. Investment climate was good in most parts of the world. Third: The period of the depression of the 1930's and the beginning of World War II during which foreign trade was still further disorganized and the international economy collapsed. Nazi barter agreements were initiated in many parts of the world, and Soviet propaganda commenced to make its, influence felt in many countries. During this period United States direct investments abroad decreased to $7.3 billion. Mining and smelting investments during the same period decreased some $200 million, though direct investments in foreign petroleum areas increased an equal amount. Investment climate became less and less hospitable in all parts of the world affected by economic nationalism. Fourth: The period since the beginning of World War II during which total direct investments abroad increased from $7.3 to $13.7 billion. Of this sum, at the beginning of 1950 investment in foreign mining and smelting is reported to have been $1.2 billion-back to where it was in 1929, and in petroleum to have reached $3.7 billion. Investment climate remained favorable in the countries respecting contractual obligations and fair in their treatment of invested capital. [ ] As noted above, the relative freedom of passage across international boundaries by people, capital and products ended with World War I and the situation remains unchanged in a greater part of the world. While this same war upset international economy, the depression of the 1930's caused the collapse of world trade, and exports from all countries fell to an alarmingly low figure. The objective of the mission was basically to study the utilization of engineers and engineering technicians and their interrelationship in the Soviet Union. Beginning with their graduation from the engineering institutes and technicums, we hoped to learn how the graduates started out in industry, what their training on the job was, what sort of work they did, and how they worked themselves up within their profession. However, it turned out that, as our host was the Ministry of Higher and Secondary Education, most of our visits were to educational establishments. Our itinerary covered Moscow, Leningrad, Kharkov, Rostov, Baku, and Tashkent, with a side trip to Samarkand. In all, we visited 13 technical institutes, three technicums, and five industrial plants or enterprises, as they are called there. Our trip was one of only four weeks. Our observations were limited by the few cities and enterprises we were permitted to visit. Nevertheless, we did come back with some definite impressions and conclusions which we feel should be of interest to engineers, educators, and those concerned with the relative economic and technical power of the USSR and the U.S.

CERTAIN observations from the field and laboratory suggest the need for recasting some of our ideas about gypsum as a rock-forming mineral and in relation to supplies for industrial use. Until about 25 years ago, the use of gypsum was confined almost entirely to agriculture. During the past quarter century, though, its usefulness has been greatly developed, particularly in the building trades, which now absorb most of the gypsum produced. In 1919, according to the U.S. Geological Survey, the output of crude gypsum was 2,240,163 tons, a gain of 912 per cent. in 25 years. About one-half of this production was mined in New York, Ohio, and Michigan, where the proved supplies can hardly be regarded as over-large when viewed in relation to the rapid expansion of industrial requirements. The occurrence of gypsum in the United States is treated by R. W. Stone and others.1 The deposits of Canada are described by L. H. Cole.2 Several states, including Kansas, Oklahoma, Iowa, Michigan, and New York, have had special surveys made their of gypsum deposits, but the reports, as a rule, refer to conditions as they existed from 15 to 20 years ago.

Brush plating has been thought of by many as black magic bordering on alchemy. Actually it is a science that uses both electro-chemical and mechanical engineering skills and technology. We are not sure when brush plating was first used or by whom. I do know that many times when we would put in for patents on things we thought of as new and innovative, we would find that someone had done it many years before. It took World War I1 to get brush plating off and running. Now at this point, someone may be asking just what is brush plating? And why are we plating brushes? One way of describing what brush plating is, is by telling what it is not such as tankless plating. Brush plating-is an electro deposition of an electro-platable element or alloy onto a conductive surface. To do this a source of direct current is required; this can vary widely. I prefer stepless voltage control from 0-35 volts with a capacity depending on the size job to be done. This can vary up to 500 amps for normal applications. In one case we have used 7500 amps.. In the beginning a brush was actually used with a wire in the middle of the bristles and a jelly-like paste made up from tank plating solutions. The bristles were saturated with the gunk and the spot to be plated was muddled with the concoction at a potential which was the same as the applied tank Voltage. Metal was deposited but only thin coats were achieved. Today we use graphite wrapped or covered with cotton to form a Q-tip type anode. By using graphite rather than a specific metal we are able to either plate, de-plate or strip, electro- mill, electropolish, or anodize--all with the same equipment. Only the electrolyte needs to be changed.

The National Science Foundation, Erie Mining Co., and University of Minnesota Mineral Resources Research Center jointly sponsored a project to demonstrate the use of a small computer in the control of cyclone overflow size on one line in the Erie Mining Co. concentrator. The Erie circuit, similar to most taconite circuits, uses magnetic separators to reject tailings following each stage of grinding, resulting in additional variations in the demands made on the grinding circuit because of weight rejection fluctuation. Mathematical models were developed for rod milling, ball milling, hydrocycloning, fine screening, and five stages of magnetic separation. These models were used in concert to simulate the operation of Erie's circuit from rod milling through finisher magnetic separation.

BUSTS of James Douglas and his friend, Ben Williams, placed in front of the library at Bisbee, Ariz., were unveiled there on April 8, and the connection of the two men with the development of the. Copper Queen mine was reviewed. Judge Bisbee, the brother-in-law of Ben Wil-liams, secured an option on the Copper Queen claim, financed its development and sent Ben Williams in to build the smelter, which turned out its first copper in November, 1880. Dr. Douglas, who was then superintendent of the Chemi-cal Copper Co., at Phoenixville, Pa., had a refining plant and, looking for more metal to refine, came to Bisbee early in 1881, where he negotiated a contract to refine the Copper Queen copper.

The National Labor Board, on June 25, ended its activities preparatory to final, dissolution by the President. No new cases will be heard nor new applications received. Controversies, jointly submitted, that could not be concluded prior to June 30, were assigned to the joint chairmen or a section of the board for disposition. The conclusion of the board's activities marks the passing of. one of the governmental agencies created during the war to further production of war materials. The board was organized under a Presidential proclamation with former President Taft and Frank P. Walsh of Kansas City as joint Chairmen, and with five members representing labor, five employers' representatives, and two members acting for the public. Mr. Walsh resigned soon after the signing of the armistice and was succeeded by Basil M. Manly of Washington. During the year that ended May 31, the hoard received 1245 cases, made awards in 462 cases, dismissed 391 for various cases, referred 315 to specified agencies, and suspended one case. Fifty-three cases remained on the docket because the hoard could not agree, and 23 cases were pending.

DURING the last 20 years, experimenters have sought to utilize pulverized coal in boiler plants, but refractory and slag troubles have usually overbalanced any, gains in efficiency that were obtained. These troubles were caused largely by lack of knowledge of the proper methods of coal preparation and lack of a furnace design that would be adaptable to pulverized-coal firing. When this information was obtained the results were so much more satisfactory that within the last 5 years approximately, 80,000 boiler hp. have been installed in plants ranging from 1000 to 20,000 boiler hp. rated capacity, which are operating at an average of 174 per cent. of rating. The first commercial installation for burning pulverized coal under boilers was made at the Parsons shops of the M. K. & T. railroad in 1916. Of eight 250-hp. water-tube boilers thus fitted, six were operated continuously for 3 yr., when oil was obtained at such a low price as to warrant its use. Since then, this plant has been operating alternately on pulverized coal and oil, depending on prevailing prices. Recently gas has been discovered within 20 mi. of this plant, so that this fuel may also be used. No change in furnace design was made when changing from pulverized coal to oil or gas firing. One of the principal advantages of this method of firing is its ability to utilize, with maximum efficiency, all kinds of coal, irrespective of quality or physical characteristics. In fact, quite a number of the present pulverized-coal installations were made for the purpose of utilizing coal that could not be marketed or used in any other way. The Pacific, Coast Coal Co., at Black Diamond, Wash., formerly hand fired the boilers, using approximately 125 tons of prepared steam-size coal daily. The Black Diamond steam coal is the best quality of coal for steaming purposes mined in that section of the country, and there is a market for all that can be produced. By installing a pulverizing plant, it was possible to substitute coal of a size and quality that had no commercial value, so that 125 tons daily of the best steam coal formerly used at the mines is now marketed.

THE- Missouri-Kansas Zinc Corpn., operating in the Waco district, 15 miles northwest of Joplin, Mo., owns large tailing piles made during milling operations of the years 1918-28 by the Butte-Kansas, Acme, and Barnsdall mining companies, whose holdings have been purchased and consolidated under, the ownership of the Missouri-Kansas Zinc Corpn. These tailings had been considered too low in value to be worth retreating by the ordinary methods. C. Erb Wuensch, consulting engineer of the Missouri-Kansas Zinc Corpn., noted the difference in the type of tailing from upper-level and lower-level ore. The latter contained hard lime chats. He also found that mill losses had been due to particles of blende on the corners or sides of the chats and to the existence of soft, porous, cellular, lime chats containing varying amounts of blende. He conceived the idea that a quick grind in rolls or ball mills might change the type of the material so that jigging could make a clean tailing for discard and a partly concentrated product sufficient in blende content to justify the expense of fine grinding in ball mills to free the mineral entirely. A laboratory was equipped with the necessary machines and the writers were assigned the problem of developing a method of retreating the tailings.

The American Society of Mechanical Engineers extends an invitation to members of the Institute to participate in an exceedingly interesting excursion on Saturday, November 11. Permission has been secured for a visit to the plant of the Electric Boat Co. at New London, Conn. There will be run a special-test on a high-power 8-cylinder, 4-cycle Diesel engine. A large number of submarine and other engines in various stages of construction will be seen, also the boring of torpedo tubes, cylinders and other equipment for submarines. The drafting rooms and foundry mill also be open for inspection. The party will have an opportunity to see at close range the submerging of several submarines, and an attack on a vessel on the surface, an exhibit which is being arranged by courtesy of Rear Admiral A. W. Grant, who is in command of the submarine forces of the United States. The Boston members will leave South Station on train No. 7 at 8.30 A. M. Those from Providence will board this train at 9.36 A. M. The Worcester members will leave on train No. 745 at 8.36 A. M. The New York contingent will leave the Grand Central Terminal at 8.31 A. M. on train No. 8. This train will leave New Haven at 10.30 A. M. Upon arrival at New London, each group will go directly to the Mohican Hotel, where a "get-acquainted" luncheon will be served

The recently enacted federal surface mine law (P. L. 95-87) increases further the complexity of securing a reclamation permit This law intensifies the need to present the required reclamation plan in a thorough and comprehensive manner. One plan format, that used in construction performance contracts, offers promise of filling this need. Reasons for using the format of expressed, bilateral, negotiated contracts common to the construction industry, and the salient aspects of an application which uses this format are reviewed. Advantages of this procedure are seen to be improved mine planning, awareness of the total design job, potential for improved speed of permit acceptance, and improved cost control.

In any process wherein materials must be pelletized, a crucial period exists during the interval between the manufacture of the green pellets and their subsequent heat treatment. The pellets must possess sufficient strength and plasticity to withstand conveying and sizing. Also, they must be neither excessively brittle nor excessively plastic when placed in a bed on a traveling grate for heat treatment. An acceptable pellet, in the event sufficient forces are applied to cause its fracture, will merely split into two or three large fragments which would not drastically alter the permeability of the pellet bed. However, when brittle pellets are broken, they shatter so that the resultant fine particles either decrease the perimeability of the bed or become entrained in the gas stream and thereby cause dust problems. On the other hand, excessively plastic pellets may not break at all but may merely flatten. This would seriously hamper bed permeability. In the past, pellet evaluation has usually been left to the creative and artistic talents of the balling operators. A multitude of techniques have evolved, of which the most common is the simple compression test. For this test a hand-operated device loads single pellets to fracture, but reliability is strictly operator- dependent. Probably the next most common test is the drop test, which is conducted according to several different procedures. This is an important quantitative test for estimating the amount of handling a pellet will withstand. There are many other tests, such as pinching a pellet between the thumb and index finger, but none are capable of producing reproducible results.

During 1975, the Reclasource Corp. constructed and started up a plant for the recovery of mill scale, coke breeze, blast furnace dust; blast furnace sludge; and TOC dust, at the site of Crucible Steel, Inc., Midland, Pa. The Reclaform Process was employed as the criteria for plant design. This process takes the solid wastes (as listed above) which are commonly found in integrated steel mills, sizes them, forms them through the use of a carbonaceous binder briquetting system, and fixes the binder through a final heat treating step. Blast furnace tests have been performed on 15,000 tons of Reclaform briquets. This paper gives a brief history of the program, and describes the process and the raw materials involved. The blast furnace campaign and its major conclusions are discussed.

HAVING been asked to make some remarks after the reading of Mr. Dyrssen's paper, I regret that a test started some months ago has not yet been completed, but some of the things which I can tell you at this time seem interesting and shed a little different light on the idea of a recuperator. The device referred to is becoming more than. a recuperator, largely taking the place of a regenerator. I assume there is familiarity with the sketches that I presented in October, 1926, before the Engineers' Society of Western Pennsylvania, describing our re-cuperator combination with checker chambers, and I have additional ones to show at this time. The follow-ing remarks will deal with modifications that have been made. At that time I suggested the gases leaving the regenerators at, say, 1400°, be reduced to 500° F. The opinion of the operating men consulted since that time is that, under the best operating conditions, the tem-perature may be 750° to 800° F. after the recuperator and on entering the stack. While the lowest final temperature of the gases en-tering the stack is important from the economic stand-point of fuel burning, and operating in general, it is not the whole story. The method of getting the heat out of the checkers is important. It is believed by many with whom we have talked that a better way is by a combination of checkers and a carborundum re- cuperator of the type described as it will stand all tem-peratures met in practice and might be called a super-refractory.

THE CHAIRMAN ( F. K. COPELAND, * Chicago, ,Ill.).-This is an interest-ing and very troublesome proposition to all of us. Ten or fifteen years ago, when the old-fashioned idea prevailed that a man was responsible for his own health and safety, that if anything happened to him it was his own lookout; we got along without this problem; but with the advent of accident compensation, with the agitation that there is all the time for pensions, sick benefits, and the responsibility of a company for the health of its employees, whenever you take a man on, that phase is becoming more and more important. One cannot afford to hire a man who is blind in one eye, even though he may have perfect sight in the other eye; if he loses that one eye, if lie becomes a total disability, the company is liable for the man's complete sight. Another thing that should make us particularly interested in this problem is the fact that the unions are very much opposed to it. One of the requirements of this steel unpleasantness is that the companies abandon their physical examination of employees. It is a very difficult problem to examine 400 or 500 men as intelligently as possible and decide whether a man on this or that side of the line is accepted. T. T. READ, Washington, D. Reserves of Lake Superior Manganiferous Iron Ores Appendix-to paper by CARL ZAPFFE, presented at the Cleveland Meeting and issued, as Pamphlet No. 1664-C, with MINING AND METALLURGY, May, 1927. The author has made several test calculations on the basis of manganese units that are and may be involved. These are summarized here, as follows: On the basis of ore produced since 1902, the average annual requirement of manganese units would be 91,000 tons; on the basis of the production of the past 4 or 5 years, the requirement would be 145,000 tons; on the basis of the year 1925 only, the requirement would be 155,000 tons. Applying the percentage of increase for the next 20 years, as determined by the plat shown as Fig. 3, the total requirement for 20 years would be 3,254,000 to 3,572,000 tons, if one used either 145,000 tons or 155,000 tons as a starting point. We have the following interesting facts: (1) The Michigan ores contain only about one-half the manganese that the Cuyuna ore does; (2) the Cuyuna district now produces one-half the ore required; (3) the known tonnage of Cuyuna reserves is greater than the speculative reserve offered for Michigan; (4) at the present rate of production considered by tons, Michigan ores ought to be exhausted in 20 years or less while Cuyuna ores would last up to 44 years. We should now reduce the estimated reserves to a basis of manganese, units. Using the tonnages listed in Combinations 2, 3, 4 and 5, the reserves total 3,118,225 tons, 3,781,995 tons, 5,041,995 tons and 5,560,342 tons, respectively. Therefore, needing at the most 3,572,000 tons, as shown above, either Combination 3, 4 or 5 will not only suffice but will leave an excess-enough for 1 or 2 years for Combination 3, 9 or 10 years for Combination 4, and 12' to 13 years for Combination 5. This means that for Combination 5, without using tonnages obtained from beneficiating or from mixing poor ores, the reserves are ample for about 33 years.

Mine, mill, and smelter wastes aggregating billions of tons are scattered across the country as unattractive barren piles that mar the natural beauty of the land. As the population of the United States increases and the demand for land intensifies, populous centers are slowly encroaching on these formerly isolated wastes. Encroachment sharply intensifies the importance of controlling the air and water pollution derived from natural weathering of such wastes. Use or stabilization of these wastes comprises the only viable means for minimizing pollution. Utilization is preferable to stabilization, because full use would both eliminate the waste and broaden the mineral resource base. However, the wastes typically comprise immense tonnages of materials discarded by selective mining or after recovering the significant mineral values by milling and/or smelting. Only rarely can such low-grade material be reprocessed to extract additional minerals at a profit. Some mineral wastes are suitable for disposal as mine fill, railroad and highway road ballast, and land fill. Similarly, some mineral wastes can be utilized as raw materials for making brick, rock wool, concrete, and ceramic products. Several means exist for stabilization of relatively fine-sized wastes, which constitute the chief sources of air and water pollution. These include physical, chemical, and vegetative stabilization, and combinations thereof. Massive coverings of coarse slag, concrete, and soil may be used to prevent erosion of waste piles. A variety of chemicals can be used to bond the particles of fine-size waste into a relatively inert mass. However, the most promising method of producing an esthetically appealing storage site is vegetative stabilization. Numerous species of plants can germinate, grow, and reseed in waste materials which have been adequately prepared to support plant life.
