It is the purpose of this paper to describe in detail the laboratory development and mill application of an unusual combination of flotation reagents employed in the concentrator of the Climax Molybdenum Co., on the Continental Divide, near Leadville, Lake County, Colorado. This development originated in an ore-dressing research laboratory maintained by Climax at the experimental plant of the Colorado School of Mines, which is staffed by men directly employed by the Climax Molybdenum Co. Mill-scale testing of laboratory developments was supervised by a representative from the testing laboratory, working in close cooperation with the operating staff at the mill. General milling practice at Climax is ably described in a paper by E. J. Duggan,1 mill superintendent. Other aspects of the Climax project have been described in papers by W. J. Coulter,2 by Butler, Vanderwilt and Henderson,= by Allen Kissock,4 and by Leo H. Glanville.5 Consequently, this paper will be corfined to the metallurgical aspects of recent reagent developments, avoiding, as much as possible, repetition of material covered in these earlier publications. Brief History of Reagent Practice at Climax Prior to the year 1937, the only reagents employed at Climax for froth production and collecting action in the flotation of molybdenite were steam-distilled or destructively distilled pine oils. The only exceptions to this practice were brief periods of mill testing, when reagents of various types were tried on an experimental basis. None of these experimental runs was sufficiently encouraging to justify its continuation as regular practice. Sodium cyanide has been employed since the very early days of milling at Climax as an inhibiting agent for control of pyrite and chalcopyrite. Alkaline reagents such as lime or soda ash have been used in recent years to minimize the detrimental effect of iron salts on flotation of molybdenite. The presence of these harmful salts is attributed to the decomposition of fine metallics abraded from liners and balls in the first stage of regrinding rougher concentrate. Flint pebbles are used in subsequent regrinding, since alkaline reagents are not entirely adequate to offset the inhibiting effect of iron salts as the grind becomes progressively finer and the grade of concentrate progressively higher. Climax metallurgists were familiar at an early date with the use of petroleum products such as kerosene and gas oil as promoters of flotation of molybdenite. Charles C. Oliver6 discussed the use of pine oil and kerosene as early as 19-20, in connection with the milling practice at Dominion Molybdenite Co., Quebec. Nevertheless, the early attempts to apply this knowledge in the Climax concentrator were complete failures. INTO their great Pacific Northwest counting house went the members of the Industrial Minerals Division recently, to count their blessings amidst the scenic grandeur and mineral wealth of the State of Washington. From their vantage point in Seattle, those who attended the IMD's fourth Pacific Northwest meeting turned their sights to the South and Southeast, scanned Montana, Idaho, Oregon and Utah, and predicted a very healthy economic future for their region. The praises of Idaho's booming phosphate industry were sung by Earl W. Murphy, secretary of that State's Chamber of Commerce. He said the establishment of Fort Hall, on the banks of the Snake River near Pocatello, first turned the eyes of the world toward what is now the center of the greatest known deposits of phosphate rock-the section adjacent to the common corners of Idaho, Wyoming and Utah. With the founding of Fort Hall, Mr. Murphy said, historians will also rank the construction of the first electric furnaces for the production of elemental phosphorous as equally significant in the commercial history of the West. Those furnaces were installed only last year by the Westvaco Chemical Div. of the Food Machinery & Chemical Corp. at Pocatello, at a cost of $8 million.

Mining of the red iron ores of the Birmingham district has been carried on energetically during the past 60 years, and their development has created a large iron and steel manufacturing center, the only important one in the South. The district produces approximately 10 per cent. of all the iron ore of the United States (80 per cent. of the Alabama ore mined is red ore); also, 40 of the 400 blast furnaces of the country are in the district tributary to Birmingham. The rapid growth of the district has been made possible through investigations that resulted in radical changes in furnace practice, and a still greater impetus will come from the study of the low-grade, high-silica ores, as a result on which they will be made amenable to treatment by concentration. Mining practice in this district has been comparatively simple because of the occurrence of the ore; but with the rapid extension of the workings and the disturbed condition of the ore bed at some distance from the outcrop, more difficult conditions are encountered and the tendency is toward worse rather than better conditions. Should the high-silica ores of the lower bench of the Big Seam become available through beneficiation, mining practice will have to be modified to meet the new conditions, which will be rendered more difficult by the increased weight of cover that will exist at considerable distances from the outcrop. Support of workings will require greater attention and the efficient and economical operation of the mines will depend largely on the successful solution of the problems of working and handling the ore. History and EaRly Development The first explorers of the coal and mineral lands of Alabama were blacksmiths and mechanics mustered out of the army after the war of 1812. These men recognized the red rock of the Birmingham district as iron ore, and utilized it in making cooking utensils and farm implements. The first blast furnace was built and operated at Russellville in 1818, where also was a foundry and rolling mill. Soft ore was used at that time, but, in 1864, the first red hematite ore of Red Mountain was smelted, near Irondale. Scientists and engineers must concern themselves not only with technical problems, but with the socio-economic difficulties of our scciety. The author states that raw materials are basic to the economic process and that mineral raw materials occur naturally in nearly limitless quantities. He feels that the economic pocess will provide sufficient raw materials for man's needs, and discusses in some detail the world economic environment. As our society grows in complexity, it becomes more urgently incumbent upon scientists and engineers to bring their experiences to bear on the solution, not only of technical problems, but also on socio-economic difficulties. It is to this field that I have directed a large part of my energies. RAW MATERIALS BASIC TO THE ECONOMIC PROCESS There are certain premises, frequently overlooked, which bear emphasis. As economics concerns the production, distribution, and consumption of goods, so our whole society is based on raw materials. Without the basic extractive industries of agriculture and mining, there would be no economic problems with which to deal. This principle has been expressed as "All productivity is based on three factors: 1) natural resources, whose form, place, and condition are changed by the expenditure of 2) human energy (both muscular and mental), with the aid of 3) tools.77* It seems strange that such an obvious statement needs to be made. It is forgotten by all of us, however, at one time or another when we get involved in the complicated theories of economics dealing with the financial and fiscal policies of the various governments, in the financing of enterprises, in marketing, and in labor relations. Unless decisions in all of these fields are made with this, and the rest of the "Ten Pillars of Economic Wisdom," consciously in mind, the resultant policies are doomed to eventual failure, whether these are policies of individuals, companies, or governments. The economic process is basic to society. But economics and the social aspects of humanity are inevitably intertwined. If human needs are not provided for within the basic economic structure, conflicts arise to disrupt the most carefully laid social plans. Similarly, it is the failure of society to cope with basic economic prerequisites that leads to discord within the body politic and thus to eventual economic disaster. We who are engaged in the various aspects of the mineral industry, therefore, have a large part to play in society's future development. MINERAL RAW MATERIALS OCCUR NATURALLY IN NEARLY LIMITLESS QUANTITIES Throughout my career in and out of government, I have formed my decisions on two principles: 1) Fundamentally, all mineral raw materials exist within the earth's crust in quantities greatly exceeding man's needs; 2) Any problems of supply of these materials are primarily economic in nature. With respect to my first assumption, analyses by geochemists enable them to estimate the quantities in which each of the known elements exist in the earth's crust. One of the most cautious and famous suggests that the average copper content of the lithosphere to a depth of ten miles is about 55 ppm. If this is valid, then the lithosphere contains about 1.4 quadrillion (1.4 x 10 ") tons of copper metal — an unimaginable quantity. This is 8,500,000-fold that which has been consumed by man in his existence. To illustrate further, consider that the deepest copper mine in history went to about 9000 ft below the surface; the present copper mines of the world now average less than 1500 ft in depth. We can assume that in most continental land areas of the world it is technically feasible to mine to a depth of at least one mile. The land areas of the world to an average depth of one mile, then, contain 343 billion tons (343 x 10') of copper metal, or 2000 times that which has been extracted to date. I don't believe man will ever expend his energies to extract copper from rocks which contain only a few parts per million, but he knows that each element

THE education of adolescents to perform the duties and assume the responsibilities of maturity has been a characteristic of human society since the dawn of history. In the beginning the members of the immediate family performed this function, and in modern life they still have an important part in it. Possibly religion was the first field in which education began to be functional; young people were sent for instruction to a teacher who had a broader and deeper knowledge of the subject than was possessed by the family. It does not seem necessary for our purpose to attempt to determine how, when, or where instruction in the practical arts first began to become functional, and the brief outline which follows must suffice. The discovery and utilization of mineral substances to improve and maintain the conditions of human living is a practical art, which must have had an almost accidental origin and have been developed by empirical experiments. We do not know, nor would it be useful to try to fancy, how men first learned that they could make use of mineral substances to their benefit, but however that knowledge was initially gained it was certainly trans- mitted through instruction in the family. At fist such activities must have been merely a minor part of the making of a living, bit in time those who excelled found it better to devote them-

The Cornucopia gold quartz veins form a parallel vein system traversing meta-morphic and granodioritic rocks. Field and petrographic evidence suggests that inetasomatism has played an important role both in the emplacement of the grano-diorite and in the formation of the veins. Structurally the veins appear to be related to the major tectonic features of the Wallowa Mountains and to be narrow shear zones rather than filled fissures. Petrographic studies indicate a complex history of formation starting from initial alteration along fractures or joints followed by recurrent fracturing and a quartz-forming stage, and closing with continued shearing and microbrecciation, which permitted the upward percolation of the later ore-forming solutions. The precipitation of ore minerals from these solutions formed ore shoots. Postmineral effects include the injection of Tertiary basaltic dikes, a shght amount of cross faulting, and some movement along the planes of the veins as well as oxidation. Introduction Cornucopia is in the southeastern part of the rugged Wallowa Mountains of northeastern Oregon. It was founded over 50 years ago following the discovery of its system of gold quartz veins. The major veins are roughly parallel and dip into the western side of Pine Valley, which drains the southern slope of the range. Previous operations had cut the upper portion of four major veins with two tunnels over 1000 ft. apart, when the present operating company drove a third tunnel, called the Coulter, at the level of the valley over 1000 ft. lower to intersect the most easterly major vein at over 6200 ft. from the portal. General Geology of District The oldest rocks in the vicinity are metamorphosed sediments and volcanics. These, for the most part, are presumably Mesozoic in age, although some black argillites outcropping along East Pine Creek are considered to be Permian.l,2 These rocks have been deformed and metamorphosed in general to hornfels at the close of the Jurassic. THE problem of the proper size and capacity of the open-hearth furnace has been a predominant issue ever since its inception some sixty years ago. The original furnaces, built in 1868 at Landore, England, were only to 3 to 4 tons capacity, and from' this there has been a steadily increasing and almost uniform rate of expansion until furnaces producing 300 tons are in successful operation today. At the end of the first half of this 60-year period, or about the year 1900, 50-ton furnaces we're common. Up to this time the problems of expansion had been largely those relating to suficient capital and the engineering development of larger units. But as 75, 100-ton and larger furnaces were proposed apprehension grew and other questions assumed leading consideration.

The work of Merical and other investigators indicates that the phenomenon of age-hardening in alloys of the duralumin type is primarily dependent upon the variation in the solubility of copper with temperature. In addition to copper, however, these alloys contain small amounts of magnesium, silicon, manganese and iron, which may affect the age-hardening either directly or indirectly. The effect of these elements on the solubility of copper and on the manner in which this solubility varies with the temperature is of considerable interest, therefore. INTRODUCTION The economy of the Philippines, like that of many other developing nations, has been severely strained by the rapid escalation of imported crude oil prices over the past decade. In an effort to reduce its dependence on imported crude, significantly increased emphasis, both in the public and private sectors, is being placed on the rapid development of Philippine coal resources. This paper is designed to present an overview of the Philippine coal industry, its historical development, present status, and future potential. COAL RESOURCES AND RESERVES In 1977, a British consulting firm collated all available data on Philippine coal resources and estimated the total coals potential at about 0.9 to 1.4 billion metric tons (mt). In 1981, using more recent data the Philippine Bureau of Energy Development (BED) estimated the potential at 1.7 billion mt. The BED estimated the proven coal reserves at 257 million mt. These coal resources are scattered throughout the major islands comprising the Philippine archipelago. However, about 52 percent of the currently proven reserves are located in the tiny island of Semirara between the islands of Mindoro and Panay. About 25 percent is located in the Cagayan Valley in northeastern Luzon while 13 percent is located in Mindanao. The remaining 10 percent is scattered in the islands of Cebu, Samar, Mindoro, Negros, Polillo, Batan, and Catanduanes. The bulk of Philippine coal is sub-bituminous in rank. Some bituminous coal with coking properties has been reported in Malangas, Zamboanga del Sur in western Mindanao, and in Catanduanes, but the exact tonnages have not been accurately established. It is believed, however, to be at most 5 million tons. A little semi-anthracite coal exists in Malangas with the remaining unmined reserves estimated at a little more than one million tons. Table 1 shows the quality ranges of Philippine coal deposits.. Figure 1 shows the distribution of known Philippine coal resources PHILIPPINE COAL PRODUCTION In 1981, total coal production was 330,720 mt. Though modest by world standards, this was the highest production figure in Philippine coal mining history. This came from 25 mines, mainly small scale underground mines of capacities varying from 10 to 100 tons per day (tpd). The actual production capability was about 800,000 mt in 1981, but the producers had to scale down production to the level of local demand. Even then, some 50,000 tons of coal remained unused by year-end. The 1981 production came from the following areas: Cebu 224,751 mt (68%) Zamboanga del Sur 57,095 mt (17%) Semirara 13,222 mt (4%) Polillo 17,132 mt (5%) Cebu has always been the main source of Philippine coal production. Coal mining has been carried out in Cebu for the last 50 years, although it has been characterized by a very crude mining technology. Due to the limited size of coal deposits and complicated geology, however, Cebu's share of the total national production is expected to go down to only 10 percent by 1985. Except for Semirara's open-pit production, the balance of Philippine coal production comes from underground mines. These underground mines generally use room-and-pillar methods, except for those at Zamboanga del Sur and Polillo which use modified longwall methods patterned after those used in Taiwan. Due to the much higher mining recovery, most underground mines are now planning on switching to longwall. At Semirara, an open pit mine is now being developed for a one million ton per year capacity by 1984, and will then be the largest Philippine coal mine. While present earthmoving work is done with bulldozers, loaders, and trucks, the main coal extraction equipment will be bucket wheel excavators imported from Austria. PRESENT COAL UTILIZATION Existing coal production is sold mainly to coal- fired cement plants and power plants. The balance is sold to a sugar central, a coconut oil mill, a food processing plant, and two plants producing carbide and ferro-silicon alloys.

THIS paper is a brief discussion of the past and present methods employed by the Huntington Works of The International Nickel Co., Inc., in the production of nickel and high nickel alloy seamless tubing. The various operations for both hot and cold processing will be considered in their natural sequence, together with the processing characteristics of the high nickel alloys and some descriptions of the equipment used. The tools and lubricants currently in use will be described. This discussion will relate primarily to nickel, Monel,† and Inconel,† since these are the most common of the many alloys processed into tubing at the Huntington Works. The nominal compositions of the materials are shown in Table I. CONVERSION FROM SOLID BILLETS TO TUBE SHELLS History The commercial production of seamless nickel and high nickel alloy tube shells is a comparatively recent development, the first nickel shells having been produced in 1922, Monel in 1930, and Inconel in 1931 on rotary-type piercing mills. Rolled or forged billets, ranging from 3 ½ - to 7 ½ in. diam, were pierced to produce shells ranging' in size from 4 3/8 in. OD X 0.180 in. wall to 8 3/8 in. OD X 1.0 in. wall. After piercing, the shells. were further processed by hot rolling, reeling, and sizing. Subsequent to these operations the shells were either supplied to the trade as "hot finished" tubes, or were processed by cold drawing to smaller sizes at the Huntington Works of the International Nickel Co. The extrusion of nickel and high nickel alloys also may be classed as a relative newcomer to the field of hot-forming methods, for it was not until 1928 that the commercial extrusion of these alloys was begun on a 600 long ton vertical extrusion press installed at Zenith Works of Henry Wiggin and Co., Ltd., Glasgow, Scotland. This press did considerable pioneer work and the results were so favorable that in 1937 a -2200 long ton horizontal press was installed. The quality of the inside surface of the tubing produced on this press was superior to that produced by piercing on a rotary-type mill and, as a result of this experience, a 4000 ton horizontal extrusion press was installed at the Huntington Works in 1943. Billet Preparation The first step in the extrusion, process is the selection of ingots with good hot malleability, as indicated by the test described by Martin and Bieber.1 Ingots then are forged into rough rounds which are machined to the desired billet diameter on a "bar peeler." This machine consists of a rotary head which carries the cutting tools and is driven by a 200 hp, dc motor. The feed mechanism consists of hydraulically driven input and output carriages on the respective sides of the cutter head. The association with certain rock-formations of characteristic mineral species may help to guide the geologist in the identification of geological horizons, and throw light on the chemical activities which have been especially manifested in certain periods; while it is clear that such relations, if established, must be of great utility to the miner, and especially to the explorer of new regions. In inquiries of this kind, however, it is only by careful observations over wide areas, and by the collocation of a great number of facts, that anything like a safe basis for induction can be attained. The effects of hasty and imperfect generalizations in this field have already in many instances been felt to the prejudice of scientific progress. I come before you to-night, therefore, not to lay down any laws or general principles, but to call your attention to certain facts, many of them doubtless known to you, which have forced themselves on my attention, with regard to the associations of various metallic ores and other useful minerals with different series of stratified rocks, and to ask you to aid the progress of this branch of geognostical inquiry. Your observations in the various regions to which you may be called by your professional duties will enable you to determine how far these associations are mere coincidences, and how far they are chemical and geological constants. It is commonly recognized that a given material may be described as ductile or brittle only with reference to the conditions of test. Thus under the usual test conditions quartz is brittle, but under high pressures it is ductile. Salts that are brittle at room temperature become ductile at elevated temperatures. Pitch, brittle with respect to rapid loads, flows at low rates of loading. Pearlitic steel, ductile under the usual conditions of test, may be embrittled under the proper conditions of combined stresses, temperature, and rate of loading. Earlier Investigations A clear analysis of the conditions necessary for plastic flow and for fracture was first given by LudwikI1 who introduced two types of stress, the "flow stress" and the "stress at fracture." These stresses may refer to tensile or to shear stresses, or, in fact, to any type of stress. Ludwik considered these two stresses to be independent of one another, functions of the conditions of test and of the prior history of the material. For the purpose of analysis. both a Flow stress and a stress at fracture can be envisaged as functions of strain over the entire range from zero to infinite strain. Thus, the material is brittle if the stress at fracturc is less than the flow stress and ductile if the reverse is true. According to Ludwik's analysis, the problem of determining the effects of combined stresses, of temperature and of strain rate upon the behavior of metals reduces to a problem of determining the effect of these variables upon the flow stress and upon the stress at fracture. In the present paper, methods are described for determining the effects of two of these variables, temperature and strain rate, and examples are given of the dependence of tlow stress and stress at fracture, upon these two variables. The effect of combined stresses will be discussed in a succeeding paper. The flow stress may be determined from a load-diameter curve. Load-diameter curves were obtained over a wide range of temperature and over the limited range of strain rates obtainable with the lever-type Riehle machine used. The curves were then converted to an extremely wide range of strain rate by making use of the equivalence of the effects of changes in strain rate and changes in temperature, previously proposed2 and demonstrated3 by the authors. According to this principle of equivalence, strain rate e and temperature T affect the flow stress only through a single parameter-p of the form: p = eeQ/RT 111 In this equation, R is the gas constant (2 cal. per gram mol per deg. C.), and Q is a heat of activation, which varies from material to material, and may depend upon the strain, but not upon the strain rate or the temperature. There is associated with every value of p a flow-stress curve. article of strain rate and of temperature that give the same p have the same flow-stress curve. To me, as to many other students of railroad needs, the necessity for reducing the dead weight in railroad rolling stock, both passenger and freight, has been apparent for, many years. The problem of weight reduction of passenger cars is so entirely different from that of freight cars, is so much more to the fore at the present moment and would seem to be so much nearer solution, that I shall confine myself in these remarks to the former. On the surface of things there would appear to be no close association of thought between the decline in traffic on the railroads, which is largely responsible for their present deplorable financial condition, and new metal alloys. It sounds like a trick riddle a school boy might propound to his parents. But that there is a relationship between the two, and one that bids fair to be of great mutual benefit to the railroads and the makers of .high-strength metal alloys, I hope I shall be able to show before I have finished. To make the situation understandable to those who are not entirely familiar with the problems of railroad management, and, who feel that the railroads have not moved as rapidly as they should in the direction of greater use of newer materials and newer appliances, I shall have to review briefly the course of recent railroad history. If in this part of my talk I seem to the professional man to be a little off key I feel sure my remarks will be fully appreciated by the business man who cannot understand why he is not making better headway in selling things to the railroads. To do this I shall have to go back to war times for a moment.

RUDOLF GAIL, Miami, Ariz.-Since I wrote the paper on flotation which is in your hands, important developments have taken place, and, for this reason, I will try in a few words to bring it nearer up to date as far as the Inspiration plant is concerned. You, may have noticed that in the Inspiration concentrator, flotation is not solely relied upon for the recovery of the coarser material, but that flotation tailings are split into a sand and a slime product on drag classifiers. The sand product is treated on tables which thus supplement the work of the flotation machines. Extensive tests have shown, us that, if we wanted to, we could leave out these tables and substitute additional flotation machines, as they will make fully as good, if not a better recovery than tables on the deslimed feed, but the treatment would be more expensive, especially in view of the fact that oils are required which cost more than those which we are now using in our main flotation plant. We have, however, decided to apply flotation treatment to our table middlings. I would also like to add a few words regarding the treatment of oxidized copper ores. Although our experience shows that the addition of hydrogen sulphide and other soluble sulphides effects a very good recovery of copper carbonates with certain ores, we have not been able to prove that we could use it advantageously for the ore mixture which we are treating in our concentrator, and for this reason, have looked toward leaching for extracting the carbonate and silicate copper that we are losing now. Experiments in this direction are going on and are giving very encouraging results. It may interest you to hear that we intend to use limestone for the precipitation of the copper which goes into solution, as electrolytic precipitation seems to be out of the question on account of the diluteness of the resulting solutions, and precipitation by iron was rightly objected to on account of the unavoidable contamination of the water supply. We feel very hopeful about the success of our limestone precipitation which, if it holds what it seems to promise, will develop into a novel feature of copper metallurgy.
