The history of the salt industry in West Virginia dates back nearly two hundred years; however, the history of salt as an important raw material for the chemical industry is much more recent. The earliest record of West Virginia salt was in 1753, when a raiding party of Shawnee Indians attacked frontier settlements in Virginia taking captive a number of the pioneers. One of these, who later escaped and returned to her friends, described how the Indians camped at a salt spring on the banks of the Kanawha River and evaporated the water to obtain a supply of salt to take back to Ohio with them. Settlement of the Kanawha Valley began in 1774, that same year the Battle of Point Pleasant ended the Indian's power in the Ohio Valley; and settlement of the Kanawha Valley progressed rapidly with a consequent increase in the importance of the Kanawha Licks as a source of salt. In those days the evaporation of the brine was a family matter for which the family wash-kettle was commandeered.

MY remarks are addressed to the question whether a program of international mineral control can effectively serve as a means of maintaining world peace in the kind of world envisaged by the Atlantic Charter. They do not touch the quite different questions whether such control could be appropriately used for postwar punishment of Germany and Japan, or for other purposes. I assume also that the question relates, not to the transition period immediately following the war, but to the more normal years which we hope will succeed this. Finally, they deal primarily with metals and metallic minerals rather than with. oil or coal or other minerals, although they may be applicable also to these other nonmetallic materials.

DURING the second year of America's active participation in the war the main objectives of the petroleum refining industry were again to provide the four most important product needs for war: 100-octane aviation gasoline, toluene for TNT production, high-quality lubricating oils for the needs of aviation and the armed forces, and petroleum chemicals for synthetic rubber manufacture. All other materials supplied by the petroleum industry took an inferior priority ranking, depending on the degree of essentiality. To accomplish the above objectives the industry initiated and carried on a building program during 1942 and 1943 which will put those two years down in petroleum refining history as the greatest construction years of all time, a record which will hold for decades to come. Led by an estimated total of $900,000,000 going into 100octane and contributory plant investment, it is easy to picture a total of two billion dollars and more going into additional refining-industry plant investment during 1942 and 1943, most of it privately paid for, but a substantial part covered by R.F.C. Government money financing.

VENTILATION in the iron mines of the Lake Superior region in nearly all cases is natural; that is, it is induced by the difference in elevation between different outlets in the mine and by the difference in temperature of the air in the mine and that outside. This difference in temperature is frequently augmented by placing a steampipe in the upcast shaft; but aside from this, artificial aids to ventilation have been rare until - recent years. In some of the older mines, as at the Cliffs Shaft mine at Ishpeming, Mich., in the 80's, fans have been used when there was only one opening to surface, but their use was abandoned as soon as a natural circulation of air started. In recent years, the Newport mine at Ironwood, Mich., was the first to use positive mechanical ventilation. The installation was not large enough, however, to give definite results, reliance being placed largely on natural ventilation. With the coming of warm weather in the spring of 1914, the necessity of positive mechanical ventilation at the Lake mine of the Cleveland-Cliffs Iron Co. at Ishpeming, Mich., became evident. The workings of the Lake mine are under the bed of old Lake Angeline, which was pumped out in 1894, and the mine had been in operation for 6 years prior to that date making a total of 26 years of continuous operation. The total production, up to 1914, amounted to over 8,000,000 tons. The ore was first mined by square-set rooms and pillars, but this was later changed to top slicing and caving. Both methods required the use of large amounts of timber, probably 80,000,000 board feet in all, practically all of which remained in the timber mat. The slow oxidation of this timber was one of the principal causes leading to the installation of mechanical ventilation. The mine was served by only one working shaft, called No. 4, a second outlet being provided by a raise to the surface from the old workings on the south side of the mine. This raise was the "down cast;" but it was very small and the drifts and raises leading to it were too small and crooked to permit an adequate amount of air to enter the mine, especially during the warmer weather. At the Miami plant of the International Smelting Co., Inspiration, Ariz., there are four reverberatory furnaces, all 120 ft. long. At present only one of these furnaces is in operation. It is operated as a wet-charge furnace, the charge being distributed for about 65 ft. down the furnace length. Usually this charge contains about 12 per cent moisture and runs 25 per cent sulfur, of which there is eliminated in the furnace from 25 to 30 per cent. The furnace is oil-fired, the fuel being burned in a battery of Cananea-type, low-pressure burners. The flame is kept short and conditions so adjusted as to obtain complete combustion within the furnace. The average furnace draft, taken through the verb arch, amounts to only 0.02 in. of H2O. Draft is purposely kept low to cut down infiltration through the flues and boiler settings, and control dampers are regulated to maintain this uniform condition throughout the charging as well as the smelting period. Hot gases discharge from the furnace uptake through a common header flue to the waste-heat boilers. The general layout and dimensions of the plant are shown in Fig. 1. Four Stirling boilers, two of class M-26 (713 hp.) and two class M-31 (850 hp.), serve the furnace. Three usually are sufficient to take care of normal operation, the fourth boiler being used as a spare when necessary. The distribution of hot gases to the various boilers is regulated by the dampers in the boiler exit flues. Normally the boilers closest to the furnace uptake would evaporate more water than do those farther away, but dampers are regulated so as to distribute fairly well the load between the several boilers. Steam from the waste-heat plant is delivered to the adjoining power house of the Inspiration company, where it is used both in the Nordberg blowing engines and for electrical generation. Steam pressures and temperatures recorded are those in the main power-plant header and are thus inclusive of all losses in about 500 ft. of 10-in. line. Steam for smelter heating and auxiliary use is taken from the main waste-heat header, is reduced to 125 lb. and distributed through separate lines. Boiler feed water is supplied by the power plant and consists of returned condensate, augmented to a large extent by make-up water

THE oil-bearing districts of Poland are found on the slopes of the Carpathian Mountains. The oil belt extends from Gorlice southeast to Stanislawow. It is approximately 250 miles long and 30 miles wide, and comprises four geological districts: the western, or Gorlice district; next, to the east, the Krosno district; the Boryslaw district; and, in the extreme southeast, the Stanislawow district. The amount of petroleum produced in Poland from the beginning of the oil industry scarcely totals 26,000,000 metric tons, or 15 per cent. of the estimated supply. Of this amount, 18,000,000 tons have been taken from the fields of Boryslaw within 25 years; and only about 8,000,000 tons from all other fields within a period twice as long, although some of these other fields represent just as good possibilities as did Boryslaw at the beginning of its development. The Polish oil industry was severely stricken by the war. The retreating Russian armies, in 1915, destroyed a large number, of the existing oil wells, nor was the post-war period favorable for the development of this industry;; the money and credit stringency interfered with the expansion of drilling. But since 1921 there has. been a slow steady increase in production and there is now every reason to believe that conditions in the industry will improve. In fact, an increase in new drillings has been reported for the current year. The production of crude oil in Poland, in 1913, amounted to 1,113,668 metric tons. In 1914, the production declined- to 655,600 metric tons. In 1921, the production was 705,596 tons; in 1922, 712,428 tons, and in 1923, 737,182 tons; or more than 5,000,000 bbl. But the fields have a much greater potential output, which could be realized were the capital available for prospecting and new drilling. The principal producing, and at present most exploited, fields are around Boryslaw and Schodnica. These fields were developed rapidly for in the first year of their modern exploitation the wells were gushers of moderate depth. However, as a result of heavy drilling, the shallow folds have been exhausted and oil can be reached now only by deep drilling. Wells of almost 5600 ft. have been drilled in Boryslaw. Because of these drilling conditions, a large number of engineers and workmen specially skilled in deep drilling are to be found in this field.

During 1973, a 20,000 net ton (18 100 metric ton) formcoke test was carried out at Inland's 26.5-foot (8.08-meter) hearth diameter on NO. 5 Blast Furnace. The formcoke briquettes were produced from Elko1 coal by FMC at their pilot plant in Kemmerer, Wyoming. The briquettes were shipped to Inland in open railroad cars and most of them were placed in an outside storage field until a sufficient amount was available for the actual blast furnace test. The test consisted of three phases: an initial four-week base period; the actual 33-day formcoke test period; and a final three-week post-test base period. During the formcoke test period, the regular coke skip loads were gradually replaced with skips of formcoke until, after a three-week period, the replacement ratio reached 80%. The furnace operated smoothly and quality hot metal was produced. The burden remained permeable and it was possible to maintain wind rates 9 of over 100,000 scfm (47 Nm3/s) without significant blast pressure increases. Dusting from the formcoke was not a problem either in the stockhouse or in the top gas. The formcoke briquettes maintained their original shape and density as they descended through the furnace. When the 80 percent replacement level had been reached, the inwall temperatures became higher than normal (about 2000 ºF (1090 ºC)) and followed an unusual steady pattern. In addition, the top gas temperature became higher than normal, and the hot metal analyses and temperatures began to fluctuate unacceptably. In general, it is felt that the high inwall temperatures were a result of channeling of the hot furnace gases along the stack walls. This channeling appears to have been promoted by a change in distribution of the burden in the top of the furnace which, undoubtedly, was caused by the increased increments of formcoke. Since it was felt to be unsafe to operate the furnace for an extended period of time with the inwall temperatures at the high level, a decision was made to remove the formcoke from the furnace. When this was done, the inwall temperatures returned to normal. Once the inwall temperatures had returned to normal, the remaining 3,800 net tons (3450 metric tons) of formcoke were used in the furnace at a nominal 40% replacement level for five continuous days. The furnace operated smoothly during this period, and the results were representative of satisfactory furnace operation with partial replacement of regular coke with formcoke. The test was successful in proving that formcoke can replace up to about 50% of the regular coke in a large furnace operating at high wind rates. However, additional work will be required to develop acceptable charging practices for using higher levels of formcoke replacement.

Some years ago the open Hearth Committee of the Institute reached the conclusion that the reading of "set" papers tended to preclude the specific and detailed discussion of specialized problems of current interest to those operating steel plants. As an innovation the Committee distributed in advance of the meeting in May, 1927, a questionnaire containing a list of 27 topics involving operating problems. The subsequent discussion of the questions, participated in by 37 members, was a conspicuous success. Semiannual meetings have been held since; and at the conference of November, 1929, at Chicago, 131 men were present and the minutes comprised a book of 133 printed pages, thereby, indicating the growing value of the conference in the eyes of both the metallurgists themselves and the companies that employed them. With this example in mind, the Directors felt that definite advantages would accrue to a similar conference to be participated in by smelter officials and metallurgists engaged in the operation of copper reverberatory furnaces. The settlement of the Carson litigation, which for several years had virtually stopped public discussion of reverberatory practice, offered an opportune time for launching the scheme. Although the Conference may become largely self-financing in the future, some funds were regarded as necessary to conduct the first meeting. The members of the Rocky Mountain Income Committee, in view of the fact that copper smelting was essentially an activity of the Rocky Mountain area, recommended the project be, in effect, underwritten by the Fund, and the directors approved an appropriation for this purpose. Invitations were extended to high executives of the various-companies interested to send representatives to an initial meeting to be held at Salt Lake City, May 26-27. The response was enthusiastic. Twenty-three metallurgists representing 12 different plants were present to discuss the comprehensive-program relating to construction and operating phases of reverberatory smelting. It was understood that the record was not to be included in the regular publications of the Institute but that it would be prepared for private distribution among the participants and the officials of their companies. That the exchange of views and experience was no less instructive and stimulating than it was frank, full and informal is indicated by the following transcript of the minutes of the meeting.

J. J. MCLELLAN, Webb City, Mo.-The Media mill, at the time it was built, was the largest mill that had been designed in the Joplin district. It was put up in a hurry, to take advantage of the high prices for zinc ore in 1915, by the owners of an adjacent plant, which had been very profitable. They owned a compound Corliss engine, and to take advantage of a single-unit drive it was necessary to build the mill in the form chosen, which involved making the hopper feed directly through the breakers and rolls, the undersize from the screen passing at once to the jigs, the oversize going through the rolls and returning to the original trommels. The mill was built in fairly good proportion; crushing was done by jaw breakers, Webb City pattern,' and three sets of 42-in. (106.7-cm.) Cornish rolls for reducing the oversize. The jigs were larger than the usual practice. The roughers were two six-cell jigs, with 42 by 48-in. cells. The cleaner jig was the largest ever constructed in the district up to that time, having seven 36 by 48-in. cells, for treating the rougher jigs. There was also a chat rougher. "Smittem," as used in our district, is the partly concentrated product from the rougher, which is finished on the cleaner jigs. "Chats" are the middlings proper, that is, they are the grains of chert with included particles of sulphide; the very low-grade smittem is sometimes included among the chats. When drawing chats from a jig, we also draw about ten times greater quantity of barren chert in order to insure complete recovery of mineral. This mixture of middlings and tailings is taken to a set of 30-in. rolls, the crushed product then going to a chat rougher, a comparatively small jig, with 26 by 36-in. cells. The principal departure of the Media mill from the usual practice was to build a hopper sufficiently high to give gravity feed to the jigs, without using elevators. The sludge plant, for table treatment of sand and slime, also contained several innovations in the manner of distributing the feed. The petroleum industry experienced a year of satisfactory accomplishment in Oklahoma during 1945. Crude oil production was increased, a new record for recent years was established in well completions, and refinery operations were maintained at a maximum level. Daily average crude oil production increased to 382,000 bbl., reflecting a 13.5 per cent gain compared with production during the previous pear. Total wells drilled during 1945 amounted to 2556, a gain of 28.7 per cent over 1944 Refinery throughout averaged 187,500 bbl. daily, an increase of approximately 4 percent over the preceding year.

THE art of melting nonferrous metals, in smelting, casting, and in compounding of alloys, is highly dependent on a knowledge of the temperature of the metal. This knowledge may reside in the experience and judgment of the melter, or it may be based on measurement by suitable instruments. It-is our purpose to discuss briefly the instruments available for such measurements, and more at length the present, practice in molten metals, without recommendation. In the limits of time and space allotted, we can do little more than mention the available methods of measurement that are directly applicable in this field. In the 1939 edition of the Metals Handbook, issued by the American Society for Metals, pages 285-310, there is a more extensive discussion of pyrometry than can be attempted here, which should be referred to for details we must omit. For reasons that will appear, thermoelectric pyrometry will constitute the major portion of our discussion of the subject, only limited attention being given to radiation or optical pyrometry. METHODS OF MEASUREMENT THERMOELECTRIC PYROMETRY A thermocouple consists of two dissimilar wires, or a wire inside a tube of a dissimilar material, joined together at one end, which is placed in the region or medium where the temperature is to be measured, while the other ends are connected through suitable lead wires to a voltage-measuring device, which may be a millivoltmeter or a potentiometer. An electromotive force is generated in the circuit, which is proportional to the difference in temperature between the hot junction and the junctions of the lead wires to the measuring instrument. If this latter temperature is maintained constant, the e.m.f. measured varies only with the temperature of the hot junction. Every thermoelectric pyrometer is calibrated for a particular cold-junction temperature such as 0°F., 32°F. or 75°F., but usually it is more practical to compensate instrumentally over the probable range of cold-junction temperatures than to maintain the junction at the particular temperature for which the instrument was calibrated. Thermocouple Materials Only a very few pairs of metals are in frequent use for pyrometric measurements. The most generally used are iron-constantan for temperatures up to 1500°F. in oxidizing and up to 1800°F. in reducing atmospheres and chromel-alumel, which may be used in oxidizing atmospheres at temperatures up to 2400°F. for intermittent service. The accuracy of the latter deteriorates rapidly at temperatures above 2200°F. Platinum vs. platinum-rhodium thermocouples may be used up to a temperature of 3000°F , but they are easily contaminated by slow absorption of

Conditions in the oil and gas industry in Indiana were about the same in 1935 as in 1934. This is especially true of the old Trenton area and the Harrison County area where production was steady and almost no exploration and development took place. The past year has seen an increase in drilling activity and a decrease in oil and gas output in southwestern Indiana. In the state, 224 wells were completed in 1935, of which 48 were oil wells, 61 gas wells, and 115 dry holes. A few of these were old gas wells deepened to oil horizons. Twenty-six wells started during 1935 were not completed by Dec. 31. Approximately one-half the wells drilled were within proven areas. A relatively large number of wildcats, especially in Daviess, Pike and Gibson Counties, were in search of new gas supplies to supplant the diminishing resources in those counties. The decreased production of gas was due largely to the fact that existing supplies declined more rapidly than new fields could be brought on. The Alford field, in Pike County, which produced the bulk of the supply in 1934, was called on to do likewise in 1935, but was unable to respond sufficiently to keep up the yearly production for southwestern Indiana. During the last half of the year, the Oaktown field, Knox County, was connected with one of the principal pipe lines of the state, which helped to keep gas production above an unusual low. The decline in oil production was due almost entirely to proration during the first eight months of the year. The proration affected Daviess, Pike, Gibson, Sullivan and Vigo counties, which produce about three-fourths of the total for the state. After proration was lifted, the wells never quite reached the conditions existing before proration. The average daily production per well in Indiana is less than two barrels. The outstanding development in Indiana in 1935 was the drilling in the Oaktown field immediately before and after the laying of the 6-in. pipe line to the field. (Chattanooga Meeting, October, 1908.) THE immense commercial value of the Gayley dry-blast process has been established beyond controversy. The testimony of practical blast-furnace managers, on both sides of the Atlantic, agrees that it reduces the cost of pig-iron about $1 per ton; but from the same testimony it appears that this direct economy does not by any means cover its commercial advantages-in fact, that under conditions frequently encountered in practice, it presents other benefits of even greater immediate financial importance. To this point I shall recur in a later part of the present paper. The history of the reception given to this invention, especially on the other side of the Atlantic, has repeated an experience familiar to American engineers. First, the reports of our practice were rejected as theoretically impossible, according to generally accepted notions and formulas; then the figures were reluctantly accepted ; and finally the attempt has been made to explain how they could have been obtained. As to the Gayley dry blast, we Americans have been for several years in the last stage of the discussion, and the rest of the professional world is rapidly coming to it. Meanwhile, the remark has been repeatedly made that, whatever Mr. Gayley's process may turn out to be worth, it was not an invention on his part, but simply the energetic and persevering execution of a procedure already proposed by others. This question I wish to discuss first in the present paper. I. WHAT DID MR. GAYLEY INVENT Realizing that this is not the place for detailed argument on an issue of patent law, I shall not undertake to quote and criticise the publications prior to Mr. Gayley's first patents. We have had occasion to produce wire of Np-237 in small diameters for use in some chemical experiments. Since the mechanical metallurgy of neptunium has not been investigated extensively, it seems desirable to report our successful extrusion technique. Because of the neptunium activity and its attendant health hazard the experimental work was done in glove boxes and related equipment also used for Pu-239. At room temperature a phase neptunium' is a hard (Dph -355) orthorhombic metal of high density (p = 20.45 g per cu cm). a neptunium transforms2 to tetragonal ß neptunium at about 280°C and this in turn transforms to bcc y neptunium at about 577°C. The y phase melts at about 637°C. A temperature of 340° to 345°C was selected for the extrusion, this temperature being a compromise be- tween a possible advantage of working with the presumably more plastic cubic y phase above 577°C and the risk of having the neptunium react with the alloy steel die to form the low-melting Fe-Np eutectic. A 0.75-in.-long, 0.26-in.-diameter ingot of good-purity* Np-237 was extruded by the direct *C = 230 ppm, Pu = 200 ppm, thirty-five metallic elements below limit of detection by spectrographic methods. process through flat-face orifices to form several sizes of wire ranging from 0.010 to 0.030 in. in diameter. Molybdenum disulfide was used as the die lubricant. The extrusion was done in a vacuum of about 10-4 torr to reduce reaction of the neptunium with atmospheric gases. British workers3 at Harwell have extruded neptunium under similar conditions. The force required to extrude 0.010-in.-diameter wire at the rate of 4 in. per min was 6000 lb, as measured with an electrical load cell. Wire 0.020 in. in diameter was extruded with a force of 4700 lb at a rate of 2 in. per min, and wire 0.030 in. in diameter was extruded with a force of 4000 lb at a rate of 1.3 in. per min. The safety lamp is the most common and convenient apparatus for detecting inflammable gases in mines, the presence of gas being shown by a blue flame, called the cap, if the wick has been lowered to suppress the luminous flame. The height of the cap increases with the proportion of gas and with the temperature of the lamp flame. Lamps of the Wolf type, the fuel of which is benzine, have a hotter flame than lamps in which vegetable oils are used, such as the Davy, and the Clanny, and are more sensitive than the latter and their many modifications. The Piehler alcohol lamp gives a still higher cap while the Clowes hydrogen lamp is most sensitive of all. While the effect of the temperature of the source of ignition is well known, the writer knows of no previous attempt to correlate the change of this temperature with change of the height of the cap produced, In order to determine the height of the cap at various temperatures, it was necessary to have a source of ignition the temperature of which could be accurately controlled over a considerable range. This condition was met by a coil of wire of high fusing point heated by an electric current controlled by a variable resistance. The use of a coil offered the further advantage of freedom from complications due to the flame of a burning fuel. Such a flame, being itself of variable height, would to some extent raise or lower the elevation of the base of the cap and therefore add to the difficulty of determining the height of the cap. Besides this, the presence of a small cap from the lamp fuel, commonly known as the "fuel cap," would interfere with the observation of small gas caps. After some experiment, a coil was made of platinum wire, No. 26, diameter 0.016 in. The coil was 17/64 in. (6.746 mm.) in outside diameter and had eight full turns in a length of 1/2 in. (12.69 mm.). This was connected to an electric circuit through an adjustable resistance, as shown in Fig. 1. In order to measure the temperature, a thermocouple was inserted in the center of the coil; the leads passed out at the ends and were ccnducted to a millivoltmeter. It has been a noteworthy feature of the Cobalt camp, that many of the valuable ore deposits have been covered, wholly or in part, by small but usually deep lakes, such as Cobalt, Cart, and Peterson lakes, and with the subject of this article, Kerr lake. In the early days of the camp many water-covered areas, which have since been found to be valuable, were ignored or neglected by owners, or simply perfunctorily staked for water rights. Kerr lake is probably the evidence of a fault or sharp fold, having a general east and west strike, and containing a series of ore-bearing fissures, parallel generally to the strike, although having some notable exceptions to the general rule. On the north side of Kerr lake the formation is of diabase, while on the south side it is of Huronian slates and conglomerates. These Huronian measures extend out under the lake, dipping gently to the north to a lateral distance not yet definitely determined, owing to the lack of development under the deepest parts of the lake. Probably the contact between the diabase and Huronian or else between the former and the underlying Keewatin formation occurs somewhere near the center of the lake. Kerr lake originally covered 45 acres. Of this the Kerr Lake Mining CO. owned 12, the Drummond Mine, 7, and the Crown Reserve Mining CO. the remainder of 26 acres. Since the latter's property was originally entirely under water, it was necessary for the owners to make land for buildings and shaft room. Accordingly, in 1908, a trench was blasted out which deepened the outlet, and lowered the lake 8 ft. As many of the rich veins of the Crown Reserve and Kerr Lake companies were under water, mining was pursued under some disadvantages. Fortunately the rock is tight and solid, and mining has been done sufficiently fay from the surface to avoid unnecessary risk. Nevertheless, there was always danger of encountering open seams, through which too large a flow of water for comfortable working might come. Careful soundings were made over the veins, by means of steel-shod pipe, through mud and water to bedrock, but there was sometimes an element of uncertainty as to whether actual bedrock had been reached. A plausrsle method of drilling beyond the continental shelves is set forth with limitations of the method. The continental shelves comprise the water-covered portions of land masses out to 600 ft. of water, or roo fathoms. The problems and possibilities of drilling beyond this depth are discussed in this paper. Introduction Much attention is being given the problem of developing petroleum beneath the open sea. Geophysical surveys have been made 26 miles offshore1 from the continental United States, and onco offshore ownership is established it is likely that there will be drilling for oil on the continental shelves. More than two years ago the author presented the means for drilling in deep water.2 at the fall meeting of the Petroleum Division of the AIME at Los Angeles. His concepts then were based on the use of rigid foundations suitable for drilling in water up to 600 ft. deep. The present paper suggests a method for drilling in deeper water. Possibilities and Problems of Drilling beyond the continental shelves It being conceded that because restricted deep-water portions of the hydrosphere might contain oil in commercial quantities, and that at any rate it is pertinent to know more of the nature of the lithosphere beneath the hydrosphere, the possibilities and problems of drilling beyond the continental shelves should be set forth. Drilling in open water would offer few if any advantages over drilling on land. These are: 1. The ocean transportation is available to deep-water drilling sites, and extensive pipe lines and roads are unnecessary. 2. Refinery facilities and markets perhaps are established on the near-by shore where adjacent fields on land are nearing depletion. 3. There is freedom from jungle pests and tropical diseases. 4. Competitive drilling is less likely. 5. Extensive areas attractive for development arc not yet under lease or concession. Disadvantages are great and numerous: 1. Storm hazards from wind and wave. 2. Expensive foundations, either rigid or floating. 3. Shutdown times because of weather. 4. Marine Regulations of Federal Bureaus in addition to customary regulations on land. 5. Frequent difficulty in moving men and materials to and from drilling platforms. 6. Extra precautions required in open sea. For drilling in water more than 500 or 600 ft. deep, rigid foundations2 become too costly, and floating foundations must be used, and they must meet the following requirements:

In the early part of the last century textile fabric was used for the filtration of products of combustion and lampblack was obtained by passing smoke through a series of canvas bags. Natural draft was used to draw and force the smoke through the bags. About 1850 bag filtration was used for collecting zinc oxide. Around 1876 it was introduced for collecting the fume from lead-ore hearth smelting in Missouri. Shortly afterward it was used, first at Portland, Me., and later at Canon City, Colo., for the collection and production of zinc-lead pigment in treating mixed zinc-lead sulphides. In 1890 the Globe Smelting & Refining Co., at Denver, Colo., installed a bag house containing 1,458 bags for the recovery of fume from silver-lead blast furnaces. This installation was too small to handle all of the gases and was increased to approximately 2,300 bags. In 1900 the number of bags was again increased, making a total of approximately 2,800. The usual difficulties incident to new installations were encountered, but they were gradually overcome and the bag house became accepted as standard practice for this class of smelting, As all of the bag houses built since have followed the general lines of the Globe installation, a short description may be of interest. The general construction of the Globe bag house is shown in Figs. 1, 2, and 3. The building is 149 ft. 8 in. long by 67 ft. 4 in. wide and 40 ft. 2 in. high from the basement floor to the eaves of the roof, having brick walls 26 in. thick from the foundation up to the thimble floor, from there an 18-in. wall for 16 ft. and a 13-in. wall from this point to the top, a distance of 14 ft. 2 in. Additional stiffening is given to the walls above the basement by pilasters located every 16 ft. The end-wall construction is similar to that of the side walls with the exception of the spacing of the pilasters, which is somewhat greater. The roof is made of corrugated iron laid on 1-in. boards and supported by a timber frame work spaced 16 ft. apart resting on the basement partition walls. On top is a louver running the
