Educational campaigns conducted by the manufacturers of explosives, the Bureau of Mines, mining companies, and safety organizations have contributed greatly in reducing accidents caused by explosives arid blasting. Despite these campaigns and the dissemination of information, accidents from explosives and blasting continue to be the direct cause of scores of fatalities and hundreds of nonfatal accidents annually, not only in the mineral industry but essentially wherever explosives are used. The experience of many mining companies and other users of explosives has proved that accidents from explosives can be prevented or averted by the proper training of employees in the handling and using of explosives and by the enforcement of definite rules and instructions for their use. Unfortunately, throughout the years numerous false impressions and ideas have grown up and around the use of explosives. Many of these can be traced back to the manner in which the users of explosives were originally taught, if instructed at all; and as with many types of misinformation in nearly all walks of life, those false ideas are decidedly persistent and being so cause much damage. Many if not most of the users of explosives gained their knowledge of explosives and blasting by watching others and more or less "absorbing" the procedures and thrones of the other fellow, who acted unconsciously as teacher or instructor. A study of explosives accidents reveals the results of such "teachings" when the causes of the accidents are determined, and as might be expected the results very often are far from good. A year after the Soviet Union invaded Afghanistan and replaced President Amin with their choice, President Karmal, Afghanistan remained in turmoil. In some respects, the political and economic situation in Afghanistan was no better by the end of 1980 than it was preceding the December 1979 invasion. The Government faced widespread and growing alienation and resistance, virulent factionalism within the ruling party, and an acute shortage of material. The mining sector of the country did not fare better either; the only raw material produced in a significant amount was natural gas, which was exported mainly to the Soviet Union. No statistics on production of other minerals and materials were available by yearend. Most of Afghanistan's gas production was from the Hodja-Gugerdag Field, southeast of Shibarghan. The gas flow from this field had been about 300 million cubic feet per day since 1961. An estimated 230 to 250 million cubic feet per day of Hodja-Gugerdag's production was moved by pipeline across the Amu-Darya River into the Soviet Union. Most of the remainder was transmitted eastward to a 105,000-ton-per-year fertilizer plant and an electric power station built near Mazar-i-Sharif with Soviet assistance. After the Soviet invasion, the second gasfield, Djar-Kuduk, in the Shibarghan area, was brought under production. This field, which will produce about 200 million cubic feet per day, consists of four gas zones in the Jurassic and lower Cretaceous zones between 3,000 and 8.500 feet deep. The gas has a high hydrogen sulfide content, with considerable carbon dioxide, A new treatment plant was built at Djar-Kuduk by Soviet technicians under a turnkey contract at the end of 1980. It is believed that most of the Djar-Kuduk's initial flow will be sent to the Soviet Union.

Mine seals are used extensively in underground coal mines to segregate mined-out areas and to isolate fire zones or underground areas that are susceptible to spontaneous combustion. Over the years, 30,000 mine seals have been erected in underground coal mines in the United States. Mine seals, along with rock dusting and ventilation, represent the fundamental means of preventing underground coal mine explosions. In this study the National Institute for Occupational Safety and Health (NIOSH) used ground penetrating radar (GPR) technology to determine if each of three test mine seals were uniformly constructed. Three mine seals representing different construction methods and materials (cast-in-place foamed cement; solid block, polyurethane foam and gravel; and wire mesh, rebar and gunite) were erected at the NIOSH Lake Lynn Laboratory’s underground mine as part of an on-going research program. The seals were imaged using GPR with 400-, 500-, 900-, and 1,000-MHz antennas. We found that variations in uniformity existed in the material for the cast-in-place foamed cement seal. Variations in uniformity also existed in the seal made from solid block, polyurethane foam and gravel. The post-processed radar records correlated closely with recovered core samples (areas of gravel and polyurethane foam, and areas containing only polyurethane foam). Finally, the radar records of the seal made of wire mesh, rebar and gunite showed the various components. The results of this work suggest that GPR could be used as a tool to evaluate mine seal characteristics and construction uniformity.

The Bureau of Mines is testing a dewatering technique for phosphatic clay waste that will recover a portion of the water lost using conventional waste disposal methods and produce solids suitable for land reclamation. The technique utilizes a flocculant, polyethylene oxide (PEO), that forms strong, stable flocs that can be dewatered on a static screen followed by further dewatering on a rotary screen. In field tests conducted in northern Florida, clay wastes containing a nominal 2.5 pct solids have been consolidated to greater than 20 pct solids. The rate at which PEO-treated material continues to dewater in a mine cut also was monitored. Preliminary results indicate that PEO--treated material will dewater to 30 pct solids in 140 days. Pretreatment of phosphatic clay waste with lime and H202 was shown to improve the dewatering technique for problem clay wastes.

The Bureau of Mines has started an engineering study of oil recovery by miscible-phase displacement. As a preliminary part of the investigation a literature and patent study was made to prevent duplication of work already done, to become acquainted with those actively engaged in research of this type, and to learn where the recovery method has been attempted. This bibliography gives results of this study. The bibliography includes 254 references to U.S. and foreign patents and published literature relating to miscible-phase displacement processes of oil recovery. It is divided into the following sections: (1) U.S. patents, (2) foreign patents, (3) literature references, (4) author index, and (5) publication and source reference. The patents and literature references are listed alphabetically by author by intervals of years. References to February 1963 are included.

In response to numerous requests for information as to the status of internal-combustion mine locomotives of the Diesel type that use heavy or non- volatile oil for fuel, with special reference to their safe use in coal mines, the United States Bureau of Mines is issuing this report. Data mere obtained, on application of such locomotives to cod mining only in Belgium, France, Germany, and Great Britain. The locomotives are used in coal mining in other countries, as well as in potash, iron, and other kinds of mining, but their chief development has been in coal mining in Germany, France, and Belgium. Recently popular interest in the Diesel type of engine for motive purposes was aroused in this country by the successful application of Diesel engines to railroad locomotives hauling fast transcontinental trains, and, according to published statements, at a low cost of fuel per mile of run.

Mine seals can he remotely constructed in underground coal mines through vertical boreholes when direct access to a fire is impossible or considered to he too dangerous. This method has great merit because the boreholes can be drilled to specific mine areas, and the seals can be positioned close to a fire zone. The technology however can be largely ineffective if the constructed seals do not provide of effective barriers to airflow or if they cannot he used to impound water and other inert materials. Unfortunately, no viable alternatives exists to sealing the entire mine to the ground surface. Full-scale remote mine seal construction research is being conducted at the National Institute for Occupational Safety and Health (NIOSH) Lake Lynn Laboratory (LLL). Under this effort. Howard Concrete Pumping Company and GAI Consultants Inc. have joined forces to evaluate a potentially significant improvement to the current state of the art. This paper covers the development o f novel technology or rewrote mine seal construction, the evaluation of rite materials used, the construction practice and the Fellow-up testing.

The successful expansion of crude oil production begun in late 1977, led to promising development of the nonfuel minerals sector. Although actual production of nonfuel minerals was limited both in variety and in percentage of output on a world scale, the potential for expansion with a rapidly developing infrastructure was significant. The energy base was expanding with construction of two new hydroelectric powerplants in addition to the existing plant near Edea. The Song Loulou plant will have a 240-megawatt capacity, and a hydroelectric plant under construction in the northern part of the country by mainland China will have 72 megawatts of installed capacity. Inflation of between 15% and 20% resulted in a real gross domestic product (GDP) of $2.8 billion2 in fiscal year 1980 (July 31 to June 1), up 6% from that of the previous fiscal year. Petroleum became the leading export item in terms of value, surpassing coffee and cocoa exports. Mineral exports as a whole increased eightfold in value, mainly because of oil sales. Oil exports also caused a reduction in the trade deficit by nearly one-third, and the Government expected its 1980-81 budget to be balanced at $1.17 billion. The Port of Douala accounted for about 8 million tons of cargo, or 93% of total maritime traffic for Cameroon. Expansion plans for the port call for an initial increase to 5 million tons, and a cargo handling capacity of 7.5 million tons in 1985 and 10 million tons by 1990. The Port of Victoria will gain importance with the startup of an oil refinery. The country's third seaport at Kribi was used solely for timber shipments, and capacity at the Port was to triple by 1981. There was little change in the mineral industry of Benin in 1986, as the economy remained in the grip of a regional recession exacerbated by failing oil prices, which nullified much of the income from Benin's oil production. Benin's industrial sector accounted for less than 10% of the gross domestic product (GDP), with the mineral industry providing about one-half of that total. Several major projects initiated over the last several years continued to perform and/or progress below Government expectations. These included the Save sugar refinery, the Dassa-Parakou section of the Dassa-Cotonou highway, the Benin-Togo Nangbeto hydroelectric plant, the Onigbolo cement plant, and the Semé Oilfield. Funding for these projects is the major source of the Beninese external debt, which was estimated to be over $800 million.2

Ecuador a gross domestic product (GDP) grew 8% despite a slowdown in production and sales of petroleum, the dominant economic sector. Crude petroleum exports, which amounted to about 35% of total exports in 1977, were valued et $484 million,2 a decrease of 14% from 1976 values. Petroleum export sales were depressed because foreign buyers were somewhat uncertain that State-owned Corporación Estatal Petrólera Ecuatoriana (CEPE) held legal title to the oil until final settlement with Ecuadorian Gulf Oil Corp. In addition to the legal complication, Ecuador maintained a relatively high export price for oil until late in the year. There was also a shrinkage of traditional U.S, markets owing to the Alaskan pipeline becoming operational and an increased availability of Mexican supplies. The export market was also affected by increased domestic production in Peru and Chile, which lessened their import needs, and the pressure of greater competition from the Middle East in supplying crude oil to Caribbean refineries. About 20.4 million barrels or 40% of Ecuador's total crude exports went to the United States. Only 27 wells were drilled in Ecuador during L977; of these, 16 produced oil, 3 were dry holes, and 8 were suspended. About 31 wells were planned for 1978. Three new oilfields were discovered during 1977; two by CEPE in northeastern Ecuador and one by the Argentine State oil company Yacimientos Petraliferos Fiscales (YPF), operating in Ecuador under a service contract. The Bureau of Mines is developing estimates of capital investment, operating cost, and selling price for underground mines producing bituminous coal by various mining methods. This study estimates the required capital investment, operating costs, and selling prices for two hypothetical mines designed to produce 1.3 and 2.6 million tons per year (MM tpy)3 by using a longwall system in conjunction with a continuous-mining system. The coal properties being mined are assumed capable of sustaining a 20-year production period. Wages and union welfare payments used in this study are those in effect as of December 6, 1975, as set forth under the National Bituminous Coal Wage Agreement of 1974. Costs of materials and equipment are based on January 1976 indexes. Initial capital investment is $34.6 million for the 1.3-MM-tpy mine and $63.5 million for the 2.6-MM-tpy mine. Capital requirements, including deferred investments, were estimated to be $50.8 and $92.2 million, respectively. These figures translate into total capital investments of $38.51 and $34.91 per ton of annual production. Assuming a desired 15-percent discounted cash flow (DCF) rate of return, with Federal income taxes at 50 percent, the required selling prices would be $13.41 and $12.27 per ton for the 1.3- and 2.6 -MM- tpy mines.

The United States Bureau of Mines has in its files additional and more detailed data upon many of the subjects presented very briefly here, and will endeavor to assist the mineral industries and the public by giving further information in response to individual inquiries. The bureau will welcome comments, criticisms, and contribu- tions of data that may assist in making later editions of this circular of information more accurate, or may aid in developing more fully the files pertaining to pyrites.

The gold that is not recovered by a particular process is refractory to that process. A study to determine how the refractory gold is associated in the ore constituents usually indicates the needed improvement in the process or additional methods for bettering recovery. In preliminary work, segregation of the various minerals, gangue or impurities, and data showing the reactions of each in the recovery method readily confines the refractory gold to a certain part on which extensive research can be directed. In this dissecting plan, the microscope is an important aid in locating the refractory gold but should be supplemented by chemical tests.

Wellbore enlargement was tested using hydrazine hydrate in a gas-storage well in Ohio to increase the well productivity. The wellbore was to be enlarged by chemical disaggregation of the sandstone adjacent to the wellbore. Productivity immediately declined 49.1 percent and gradually declined to zero in 7 months. A down-hole camera survey showed a white-to-gray precipitate covering the entire wellbore surface. The precipitate was chemically analyzed and identified as mostly carbazic acid, a hydrazine derivative of carbonic acid. Formation of this precipitate was not anticipated; this viscous sub-stance caused the gradual loss in productivity of the well. The wellbore was not enlarged. Laboratory tests were run to determine what clay stabilization measures could be taken in sandstone cores to prevent clay swelling and particle migration caused by hydrazine hydrate. Normal clay stabilization methods did not prevent the virtually complete loss in permeability to hydrazine hydrate. Other laboratory tests using natural gas diluted with small amounts of carbon dioxide confirmed the ease with which carbazic acid could be formed in a hydrazine hydrate-saturated environment within and adjacent to the wellbore.

In connection with its renewed study seeking solutions to problems created by release of acid water from bituminous coal mines, the Bureau of Mines recently surveyed reports already written on the subject. This publication is based on that search. The Problem Poor distribution of water is evident on an ordinary geographic map of the United States. The more abundant supplies of surface water appear to be centered in the northeast, the southeast, and the central humid areas of the country. It is in the midst of this abundant surface water, in the Ohio River Valley, that most of the bituminous coal is mined. Varied industry has located in the valley to use the coal and the river. The coal is a source of power and o raw material. The river provides transportation for raw and finished materials; equally important, it provides the water that is used for cooling and processing in manufacturing. It also serves as a vehicle for the disposal of waste.

The Bureau of Mines estimated the potential availability of tungsten from 57 mines and deposits in 19 market economy countries. The tungsten resources of China and the U.S.S.R. were also estimated. This resulted from an evaluation of tonnage-cost relationships indicating the quantity of tungsten available as ammonium paratungstate (APT), artificial and natural scheelite, and ferrotungsten at various average total costs of production including 0- and 15-pct rates of return on invested capital. The evaluated deposits contain 1.2 million metric tons (t) of recoverable WO3, of which approximately 52,000 t of AEYT can be produced at the January 1983 market price of $5.37/lb, 89,000 t of natural and artificial scheelite at a market price of $3.63/lb, and 1,700 t of ferrotungsten at $5.61/lb of tungsten. An annual availability analysis indicates that by the early 1990's new deposit discoveries, development of known prospects, or expansions of producing mines will be necessary to meet projected tungsten demand.

In developing countries, high levels of particle pollution from the use of coal and biomass fuels for household cooking and heating are a major cause of ill health and premature mortality. The cost and complexity of existing monitoring equipment, combined with the need to sample many locations, make routine quantification of household particle pollution levels difficult. Recent advances in technology, however, have enabled the development of a small, portable, data-logging particle monitor modified from commercial smoke alarm technology that can meet the needs of surveys in the developing world at reasonable cost. Laboratory comparisons of a prototype particle monitor developed at the University of California at Berkeley (UCB) with gravimetric filters, a tapered element oscillating microbalance, and a TSI DustTrak to quantify the UCB particle monitor response as a function of both concentration and particle size and to examine sensor response in relation to changes in temperature, relative humidity, and elevation are presented here. UCB particle monitors showed good linearity in response to different concentrations of laboratory-generated oleic acid aerosols with a coarse (mass median diameter, 2.1 µm) and fine (mass median diameter, 0.27-0.42 µm) size distributions (average r2 = 0.997 ± 0.005). The photoelectric and ionization chamber showed a wide range of responses based on particle size and, thus, require calibration with the aerosol of interest. The ionization chamber was five times more sensitive to fine rather than coarse particles, whereas the photoelectric chamber was five times more sensitive to coarse than fine. The ratio of the response between the two sensors has the potential for mass calibration of individual data points based on estimated parameters of the size distribution. The results demonstrate the significant potential of this monitor, which will facilitate the evaluation of interventions (improved fuels, stoves, and ventilation) on indoor air pollution levels and research on the impacts of indoor particle levels on health in developing countries.

National Institute for Occupational Safety and Health (NIOSH) researchers are conducting a cross-sectional survey of equipment noise and worker noise exposures in the mining industry. Surface and underground limestone is one commodity recently surveyed. The sound levels of mining and processing equipment were recorded to identify noise sources. Full-shift worker noise exposures were completed to determine the exposure of various occupations. This paper presents the results of the noise research conducted in both underground and surface limestone mines, detailing the equipment likely to cause worker overexposures, and the occupations experiencing overexposures. Implications for worker noise exposure reduction are also reported.

"Electricity as a means of transmitting power was introduced in coal mines of the United States about 1891 for both haulage and coal cutting, only a few years after electrical haulage was first installed on street cars. At first, the hazards of electrical ignition ere not appreciated and the general use of open lights and black blasting powder made the possibility of electrical ignition of fire damp seem small by comparison.5 The possibility of igniting coal dust directly by electric sparks or arcs had not been considered.In the nine years prior to 1900, the progress of introducing electricity underground was slow, except that it was used for lighting shaft bottoms. Electricity had to contend with the more general use of compressed air for coal-cutting machines and, in mainline haulage, with the use of mule-teams and endless and tail-rope systems. During this period, great improvements were made in electrical apparatus, in surface installations as well as in mines. By 1900, therefore, the technique of applying electricity in mines had so far developed that it rapidly drove out the use of compressed air in coal mines because of the comparative ease of its installation and the marked economic advantages of its use over that of compressed air in practically all kinds of mining machines except percussion. rock drills.At this time, however, little thought was given to the hazard of indiscriminate use of electricity causing explosions and fires, and the possibility of electricity causing direct ignition of coal dust had not been considered. On December6, 1907, however, the Monongah, West Va. mine explosion occurred. This was the greatest mine disaster this country has over had, 361 men being killed. Although: there was much diversity of opinion, as to the origin of the explosion, many well-informed engineers concluded that the cause was ignition of coal dust do to wreckage of a runaway trip in a rope haulage entrance slope. This slope also served as a ventilating and it extended from the level of the coal bed to the surface. The runaway trip tore down electric cables and stirred up a cloud of dust when it was wrecked at the bottom of the slope. The dust was probably ignited by the electric arcing that occurred when the wires were knocked down. (Another but less probable source of ignition was the open flames of miners lamps.) From the foot of the slops the explosion appeared to have travelled into the mine, spreading as it went. If this ignition of coal dust was the origin of the explosion, it occurred on pure intake air entering directly from the surface."
