This paper is one of a series being prepared by the Bureau of Mines on methods, practices, and costs in various mining districts in the United States. The paper describes mining and ore recovery methods common to the Batesville manganese district, Independence County, Ark., and gives the costs of producing merchantable ore by three operators whose methods were more or less typical of those of many other local manganese producers. The operating costs reported were those of Leonard Baxter at mines on Brooks Hill for the calendar year 1958 and Arkansas Mining and Exploration Corp. at Section 16 mine and the Searcy group of mines and Miller-McGee Corp. at the Diener mine during the first 6 months of 1959. Manganese are was mined in the district as early as 1849 and almost continuously thereafter until August 1959, when termination of the Government's domestic manganese purchase program resulted in complete cessation of mining activity. During those years, production came from more than 189 mines and properties, of which only a few produced as much as 30,000 tons of merchantable ore.

[An economic trading region made up of 22 eastern Washington, northern Idaho, and western Montana counties, with Spokane, Washington as the central place, was defined for this study. modeling system with the, 1985 county database was to create an Input/Output based model of the regional economy. The leading ice, with respect to income, employment, value of exports, and total industry output are shown for each county and the region. The value of total industry output from natural resource based industries is also shown for each county and the region. Interindustry transactions, final demand, and value added components for the region are shown in the Regional Gross Flows Table. The total gross output for the region is valued at $36.7 billion. Total industry output for the region is $18.1 billion. The region provides $5.4 billion in income to a work force of 286,000. Spokane County, Washington accounts for about 50 percent of the regional total industry output, income, and employment. Both Spokane County and then as a whole produce about 80 percent of the total industry output for final demand with remaining 20 percent going to intermediate inputs for further production. Spokane County exports about 43 percent of its total output while 35 of the regional output is exported. Exports account for more 50 percent of the total in 18 of the 22 counties within the region. Combined preservative/fire retardant systems were pressure impregnated into Douglas fir and Ponderosa pine samples and evaluated for decay, flammability, and mechanical properties. The objective of the evaluation was to identify cost-effective systems for use with mine timber, and to provide an information and data base from which Federal code regulations could be established. Thirty systems, based on combinations of commercially available preservatives and fire retardant impregnants and coatings, were applied to Douglas fir samples and evaluated for decay and flammability. The ten most promising systems were ap¬plied to both fir and pine and reevaluated for decay and flammability before and after water leaching. The five best systems were given a thorough laboratory evaluation using both pine and fir. Evaluations included flame spread, smoke density, toxic gases, decay, compressive strength, flammability after artificial weathering, and cost. All systems had acceptable toxic gas levels and smoke densities, but flame spread was only borderline acceptable for most of the samples tested. A trade-off analysis showed Acid Copper Chromate/Fyrprufe with Albi-107A/144 intumescent paint and Koppers NCX to be the-best systems. Recommendations are made for further large-scale testing using the two best Systems.

In a previous report,6 results were given that showed the amount of natural ventilation in a manhole having a capacity of 74.l cubic feet when the number of ventilation openings in the cover was varied. from no openings to a maximum of 48. The results showed that the ventilation (air changes per day) in the manhole was proportional to the area of the openings in the cover, and also that the number or area of the openings was the factor that chiefly affected the ventilation.

One of the major hazards in underground coal mining is fire. The inherent hazard of fire is exaggerated by the nature of coal mining restricted areas, the highly combustible nature of coal itself, and a potential for explosive concentrations or dust and gas in the air it becomes imperative therefore to make every effort to eliminate the causes of fires, while providing the most effective means possible to control and extinguish those fires which may occur it has been demonstrated by prior work that the problem of control increases in proportion to the time necessary to institute control procedures. There are several areas of underground coal mining with obvious fire potential. Some of these, like belt heads, have reliantly undergone improvements in standby fire control devices Others, although having fire suppression systems available to them, have not received as complete a systematic study of their problems. Face machinery, particularly those without a water supply, falls in this latter category.

This report presents information developed during Bureau of Mines contract H0242016, "Mine Shaft Fire and Smoke Protection Systems" from May, 1974 through June, 1975. Purpose of the metal and nonmetal health and safety project was to evaluate mine shaft fire and smoke hazard problems, and to develop and demonstrate a low-cost, reliable mine shaft fire protection system that would protect against such hazards and would be applicable to a majority of metal and nonmetal mine shafts, including raises and winzes, especially in deep mines. Program effort proceeded through five phases, culminating in the successful in-mine fire demonstration of a prototype system. In addition to this final report, a film is available which depicts components of the system and its successful shaft fire testing at an underground mine.

A phase in strip mining of bituminous coal is the overturning of the surface of the land. The ;purpose of this report is to acquaint the operators and others interested in stripping with the work that has been done in certain States to reclaim the surface of land from which the coal has been removed by this method of mining. The preparation of this manuscript follows an extensive study of the subject in the field in the course of which a large number of strip mines were visited. ACKNOWLEDGMENTS The information used in the report was obtained through the courtesy and cooperation of the operators of the mines visited, State officials and educational institutions, and others interested in the subject.

A probabilistic slope stability computer model was developed at Utah State University and independently evaluated by CH2M Hill Consulting Engineers as a design and analysis tool. Volume I of this report describes the model and Volumes III and IV are users manuals for the computer programs. This volume (Volume II) constitutes the report by the CH2M Hill. It includes a description of a field investigation and stability analysis of an existing tailings dam. Based on the results of the analysis, the tailings dam was evaluated for redesign using probabilistic considerations. Conclusions are made regarding the usefulness of the model as a design tool.

In a review of so 40 papers on damage to residential structures resulting from blasting, only 3 were found that present data on the observed amplitude and frequency of the vibration levels produced by blasting together with an observed degree of damage to a residential structure. The data from these three reports have been analyzed statistically to determine if one of the quantities, displacement, velocity, or acceleration, is more reliable than the others for estimating the degree of damage to a residential structure. From this analysis the conclusion is drawn that a given degree of damage to a structure is most closely related to the magnitude of the particle velocity of the wave motion passing thru the earth at the structure location. On the average, only minor damage it observed for peak particle velocities of 5.4 inches per second, and major damage is observed for peak particle velocities of 7.6 inches per second. When the spread of the data is taken into consideration, the following statement can be made: Wave motions that have a peak particle velocity in excess of 2 inches per second have a fair probability of producing some damage to structures, whereas wave motions that have a peak velocity less than 2 inches per second have a very low probability of causing any damage. Therefore, the recommendation is made that vibration levels in the vicinity of residential structures should be maintained below a peat particle velocity of 2 inches per second. The above criterion for safe blasting is considered to hold over a wide variety of soil and rock conditions because the original data were obtained for a wide range of soil and rock conditions and on various types of residential structures. The results of a two-year research effort aimed at improving communication systems in coal mines is reported. A review of communication methods presently used in coal mines is presented. Theoretical and-experimental results of a four pronged effort in the areas of (1) through-the-earth propagation, (2) paging system design, (3) improvement of wired telephone systems, and (4) carrier current systems are described. Auxiliary systems not included in the above are considered briefly. Various conclusions are drawn in light of practical constraints and the needs of the mining industry. The study clearly demonstrated the need for nine communications to be designed on system basis. The viability of new technology for providing reliable mine communication for improving mine safety and operating efficiency is shown.

As a consequence of the Coal Mine Health and Safety Act of 1969(PL91-173), the Bureau of Mines (BOM) entered into a contract with Ocean Energy Inc. (OEI) to develop, fabricate, install, and evaluate a permissible lighting system for use on a longwall coal mining operation. The program schedule is shown in Figure 1.1. The proposed regulations are contained in Appendix A. The initial part of the program involved a survey of existing longwall lighting practices in Germany and England and an evaluation of a variety of lighting components on a mockup of a longwall mining operation that was fabricated under this program. Visits made to German and British mines uncovered major differences in lighting level requirements, permissibility aspects, size, and operating constraints which identified wide disparities and essentially eliminated from further consideration any known imported lighting devices for meeting the higher lighting levels and standards proposed for US coal mines by the Mining Enforcement and Safety Administration (MESA). The longwall mockup provided use¬ful information regarding the amount of illumination required, physical size and shape of lamps, light distribution problems, cable routing, use of connectors, signaling, glare, and other important factors unique to the lighting of low coal longwalls.

As a part of its safety program the United States Bureau of Mines has fostered the development, use, and improvement of portable electric mine lamps. Although there is still need for better illumination in mines and the replacement of open lights has been slow, improvement in electric cap lamps and increase in their use indicate one phase of recent progress toward safer and more efficient mining This report is the result of a recent survey of electric-lamp installations in the Alabama mining; district; it shows the misuse, increase in use, and relation to certain classes of accidents of these installations.

The Gearhart Mountain Wilderness and RARE II area 6225 encompass 22,823 acres (9,236 ha) of the Fremont National Forest in southern Oregon (fig. 1). The area was studied under the provisions of the Wilderness Act of 1964 (Public Law 88-577). The U.S. Bureau of Mines determined the mineral potential of known mines, prospects, or mineralized areas, while in a separate effort the U.S. Geological Survey made geological, geochemical, and geophysical studies. MINERALIZED AREAS The study area contains no mining districts or known claims. Nearby occurrences of uranium, base metals, perlite, mercury, and diatomite apparently do not extend into the study area. Reconnaissance pan samples reveal only trace amounts of gold. No anomalous economic minerals were found in heavy mineral fractions of samples from stream beds draining the area.

Roof warning signals were studied in 18 mines covering 5 coal seams. The results of this study confirmed that roof talk must be interpreted for each individual mine after all other conditions are present that indicate danger of roof fall. Characteristics of roof talk pulses were studied to ascertain features used in interpretation. Roof talk pulse decay time was found to be typically 0.1 to 0.5 seconds depending on the dimensions of the entires. Time between roof talk pulses was found to correlate inversely with the degree of danger under certain conditions. Roof talk and machinery noise recordings obtained during this study were used for subjective tests of ear protectors in a simulated coal mine noise environment. These tests required a detailed interpretation of roof talk and yielded results with high statistical power. Results of these tests showed that the use of personal ear protectors in high noise levels does not degrade a miner's ability to discriminate speech and roof talk. A training course was developed to encourage coal miners to pro-tect their hearing by proper use of personal hearing protectors.

The Construction Aggregates Corp. operates a plant for processing sand and gravel from two deposits in Ottawa County, Mich. The bulk of the sand is obtained from a sand dune on the shore of Lake Michigan, and the gravel is dug from a glacial-drift deposit farther inland. Mining is done with draglines, and the material, both at the digging site and in the plant, is moved mainly by systems of conveyors. The Ferrysburg plant serves customers along the Great Lakes, which is unusual for a business normally local in character. Annual production exceeds 1-1/2 million tons of sand and gravel as concrete aggregate and 200,000 tons of core sand for foundry use.

Jet is a substance of organic origin and has been defined by the U. S. Geological Survey as a "dense black lignite, taking a good polish, and sometimes used for jewelry". Jet is characterized by the lustrous, intense black surface it displays when polished. It is due to this property that the expression "jet black" is so commonly used to imply intense blackness.
