Deficient surface disposal systems of sulfidic mine waste often cause severe contamination of surface streams and groundwater reservoirs due to the oxidation of sulfide phases. The subsequent generation of leachates characterized by high acidity and elevated concentrations of toxic elements (commonly known as acid mine drainage) jeopardize the health of contiguous ecosystem. Stabilization/solidification (S/S) is recognized as a promising solution for treating such wastes. S/S processes generally mobilize alkaline and/or cementing materials/additives that act as neutralizing and/or binding agents. In the present research, industrial byproducts, namely, cement kiln dust (CKD) and Class C fly ash (FAC) have been used as candidate materials along with the partial addition of sulfate-resistant cement (SRC) in the S/S of polymetallic sulfidic mine tailings (MT). The effectiveness of S/S was assessed by comparing laboratory experimental values obtained from unconfined compressive strength, hydraulic conductivity and leaching propensity tests of S/S samples with regulatory standards for safe surface disposal of such wastes. Despite general regulatory compliance of compressive strength and hydraulic conductivity, some solidified/stabilized-cured matrices were found unable to provide the required immobilization of pollutants. Solidified/stabilized and 90-day cured mine tailings specimens made with composite binders containing (10% CKD + 10% FAC), (5% SRC + 15% FAC) and (5% SRC + 5% CKD + 10% FAC) significantly impaired the solubility of all contaminants investigated and proved successful in fixing metals within the matrix, in addition to achieving adequate unconfined compressive strength and hydraulic conductivity values, thus satisfying U.S. EPA regulations. Laboratory investigations revealed that, for polymetallic mining waste, leachate concentrations are the most critical factor in assessing the effectiveness of S/S technology.

To develop more accurate means of measuring low ventilating air velocities in underground mines to facilitate compliance with ventilation standards. The Approach: A commercially available vane anemometer which produces an electrical, rather than a mechanical, output was coupled to electronic circuitry to produce the Bureau's Digital Low Velocity Anemometer (see photo). [ ] How It Works: The experimental instrument has a vane anemometer head which produces an electrical output signal with a frequency directly proportional to the rotating speed of the vane anemometer shaft. The commercially available ABBIRKO FLOWMASTER anemometer head was used in this instrument. In the signal conditioning circuits the electrical signal from the anemometer is converted into pulses, which are counted during either 3-second or 1-minute intervals, depending on the position of the operator's control switch. (Readout is either "instantaneous" or averaged for a period of one minute.) The number of pulses counted is then translated (integrated and divided by a constant) in the logic circuits to get average speed. Average air velocity in feet per minute is displayed in illuminated digits. (See simplified diagram of circuitry.)

The mechanical properties of a low carbon low alloy steel in the austenite and _-ferrite regions have been examined by thermal-tensile tests using a Gleeble-1500D system at temperatures in the range 600oC to 1300oC and at a strain rate of 10-3/s; these being the conditions that apply to the unbending operation during the continuous casting of steel. The yield strength and tensile strength of steel decreased with increasing test temperature and the embrittlement zone occurred in the temperature range 800oC to 970oC. In the embrittlement zone, the fracture surfaces and microstructures of the tensile specimens were examined by scanning electron microscope. The results showed that the cause of the embrittlement at 950oC in which the minimum %R of A was around 36% is the second phase particles precipitated along the _ grain boundary during deformation leading to inter-granular brittle fracture.

"The lead and zinc flotation circuits at Red Dog Mine are preceded by a preflotation circuit which recovers naturally-floating organic carbon contained in the ore. Organic carbon is a potential contaminant in the lead concentrate and is detrimental to lead-zinc selectivity. Prior to 2007, the Red Dog preflotation circuit consisted of a single stage bank of tank cells which floated the organic carbon. The preflotation concentrate was discarded directly to tailings, however, this stream contained significant amounts of lead and zinc. Zinc loss to preflotation ranged from 2% to 6%, relative to the zinc in the mill feed and was proportional to the amount of organic carbon in the ore. The main mechanism of the zinc loss was entrainment.Pilot plant and modeling testwork were conducted to examine the use of a Jameson Cell to clean the preflotation concentrate. Results indicated that up to 90% of the zinc deporting to preflotation concentrate could be returned to the flotation circuit for recovery. The installation of a 5.4 m Ø Jameson Cell with 18 downcomers was initiated in June 2006. The new preflotation cleaning circuit was commissioned in March 2007. Conservatively, preflotation cleaning has resulted in zinc and lead absolute recovery gains of 1.0% and 1.5%, respectively. The $9.1M project has a payback period of approximately 1 year at current metal prices.INTRODUCTIONRed Dog Preflotation CircuitRed Dog Mine is located above the Arctic Circle in northwest Alaska. It is the world’s largest zinc concentrate producer with a production rate of more than 1.0M t/yr. Red Dog is operated by Teck Cominco Alaska Incorporated under an operating agreement with the Northwest Alaska Native Association (NANA). Due to the remote location of the mine, it is accessible only by air, or seasonally, by ocean-going barges.The Red Dog deposit is a rich sedimentary exhalative (sedex) zinc-lead-silver deposit. The major sulphides, in decreasing order of abundance, are sphalerite, pyrite, galena and marcasite. Due to the complex nature of the ore body, run-of-mine ore is blended in stockpiles before being crushed and processed through the concentrator. The average mill feed grade for 2006 was 6.1% lead, 20.6% zinc, 8.0% iron and 0.67 % organic carbon."

This project was proposed to provide information on the hazards associated with arc melting of thorium. A general air-sampling analysis was made to determine the separation, concentration, and distribution of thorium daughter (decay) products throughout arc melting, machining, and forging processes of a thorium handling facility. The value of well coordinated health physics program is stressed in connection with potential health hazards and personnel protection. Building, equipment, and exhaust ventilation requirements for such a facility are discussed. Special handling methods are described for thorium. INTRODUCTION The Bureau of Mines at the Albany Metallurgy Research Center has been involved in handling the naturally radioactive metals, uranium and thorium, for several years. Cooperative work for the Atomic Energy Commission has been carried out with thorium metal, and as a result the concerned laboratories of the Center have accumulated experience on the hazards associated with this metal. This report details the radioactive hazards arising from the arc melting, machining, and forging of thorium.

"Exploration and development of mineral resources in developing countries by Canadian-based multinational mining companies is becoming increasingly common. One problem being encountered is that the objectives of the governments of developing countries can differ from those of developed countries. These objectives are not always consistent with maximizing returns from the projects, which can create conflicts between the mining company's responsibility to its shareholders and the desire to be a good corporate citizen. This article discusses how a mining tax regime can be designed to make the social goals of a government consistent with the economic goals of the company.IntroductionAt the recent International Seminar on Mining Taxation organized by CIM and the United Nations there was considerable discussion about the role of international mining companies operating in developing countries. Not surprisingly, given the diversity of backgrounds of individuals attending the Seminar, there were different opinions about what this role should be.Government PositionRepresentatives of governments pointed out the strong desires of their countries for technology, high-level technical training of their workforce, increased employment, and development of social infrastructure. They pointed out that, to a large extent, these objectives could be more efficiently met by mining companies operating in the country than by the governments themselves. For example, a multinational mining company (""MMC"") would have extensive knowledge of the various technologies available, and would have performed a detailed evaluation of the mineral resources before choosing the most cost-efficient technology for that project. They would, therefore be in an ideal position to assist the country in importing and developing such technology. Similarly, the company could provide opportunities for hands-on training, both at the technical and managerial levels, which would otherwise be unavailable to the government."

Thallous chloride and cadmium metal were recovered from a thallium-cadmium concentrate by a method suited to the treatment of small batches. Differences in oxide solubility and control of pH were employed to separate the thallium and cadmium. The cadmium metal produced by zinc reduction analysed better than 99.95 per cent Cd and thallous chloride of high purity was precipitated from solution.

A set of experiments were conducted at the Aberdeen Proving Grounds [1] in which explosive charges were buried in saturated sand beneath a suspended rigid platform. The goal of these experiments was to measure the dependence of the impulse transmitted to the platform on the standoff distance and the charge burial depth. Simulations of these experiments were performed using the BUB2D axi-symmetric code using a frictional-cohesive visco-plastic model to describe the response of the saturated sand. This code solves a constrained set of conservation laws in which the liquid region (in this case saturated sand) is assumed incompressible. The explosion is initialized as a high pressure gas bubble (void) within the fluid. Comparisons of the simulations to the experiments are presented together with a study of the physical phenomenology associated with the loading process. In particular, it is shown that the force imparted to the platform is a combination of the impact of the sand on top of the explosion gas bubble and the pressure of the bubble as it expands before venting into the atmosphere. Under certain conditions, when the platform standoff is sufficiently small and the platform is sufficiently large, the bubble can over-expand before venting and pull the platform downward. This phenomenon was studied further through carefully measured and photographed small-scale experiments performed at the University of Maryland [2]. The small-scale experiments provide additional important validation benchmarks for our model.

Eminent domain overview Eminent domain is the power of the Government or a municipality to take property for public use without the consent or acceptance of the owner. Typically, the agency taking the prop¬erty will make an offer, hoping the owner will immediately accept and allow work to begin. If a mutual resolution regard¬ing its value cannot be reached, how¬ever, the municipality will institute a condemnation action in court seeking possion of the property. This is when the problems begin. The power of the Government to take the subject property is limited by Federal and state constitu¬tional requirements to pay "just com¬pensation" for the property. The exact nature of an owner's prop¬erty has been the subject of much debate and discussion. It is generally under¬stood, though, that property is consid¬ered to be "every kind of right or inter¬est, capable of being enjoyed and recog¬nized as such, upon which it is practi¬cable to place a money value" (US vs. 53 114 Acres of Land). A taking, for condemnation purposes, is considered to occur whenever there is a substantial interference with the free use and enjoyment of the property. Rarely is the necessity for the taking ever challenged and more rarely is the taking ever successfully challenged. When a taking occurs, it is not only the fee owner who is entitled to compen¬sation. Every person holding an interest in the subject property will be recog¬nized. Thus, all persons who at the time of taking have a compensable interest in the property will be made parties to the case (Swanson vs. US). Minerals, like all other interests in land, are recognized as property rights, giving the owner the power to dispose of them as he or she sees fit. Thus, the only remaining considera¬tion is only "just compensation." Ex¬actly what "just compensation" is has been difficult to define. Generally, it is that amount of money that will "put the person in as good a position as the per¬son would have been in had the taking not occurred." The owner must not be forced to sacrifice or suffer by receiving less than full and fair value for the prop¬erty. Every element that effects the value of the land and that would influence a purchaser must be evaluated. Courts have employed a variety of techniques to determine just compensa¬tion but have generally relied on market value as the standard for measuring compensation to the owner. The deter¬mination of market value is based on sales, income, costs, and use. These factors have been employed in various ways but can be summed up as: -The highest estimated monetary price the property will bring if exposed for sale in the open market with a reason¬able amount of time allowed to find a purchaser who is buying with knowl¬edge of all the uses and purposes to which it is adapted and for which it is capable of being used. • The amount the property would bring if it were offered for sale by one who desired, but was not obliged, to sell, and was bought by one who was willing, but not obliged to buy. • What the property would bring in the hands of a prudent seller, at liberty to fix the time and conditions of sale. • What the property would sell for in negotiations resulting in sale between an owner willing, but not obliged to sell, and a buyer willing, but not obliged to buy. • What the property would be rea¬sonably worth on the market for a cash price, allowing a reasonable time to affect a sale. (Michigan Standard Jury Instructions). Special consideration regarding mar¬ket value is given when the taking is only partial, rather than complete. An example of this partial taking is when a state highway cuts across the northern half of a parcel of property, leaving the rest behind for the owner. A variety of problems can be immediately seen. In a partial taking, the owner is permitted to recover not only for the property taken, but also for any loss in the value of the remaining property. The measure of compensation for partial taking purposes is generally the difference between the market value of the entire parcel before the taking, and the market value of what is left of the parcel after the taking (Michigan Stan¬dard Jury Instructions). Determining the partial taking value for mineral bear¬ing lands is the difficult issue.

"INTRODUCTION In a previous publication4 results were given of numerous experiments made on the in-flammability of gas mixtures consisting of methane, hydro a. carbon monoxide, nitrogen, and carbon dioxide. Data were obtained and tables prepared giving the inflammable limits of each of these combustibles when mixed with various proportions of carbon dioxide and nitrogen. By the use of these data and the application of Le Chatelier's law, it was found possible to calculate the limits of inflammability of any gas mixture containing any or all of the above gases.Various mixtures of the five gases given above were prepared and their limits determined experimentally and then calculated. Good agreement was found between the determined and calculated results when complex gases encountered in mine safety work were tested. Of special significance was the accurate calculation of the limits of inflammability of gases from mine fires, gases from mine explosions, detonation products of explosives, blast—furnace gases, automobile exhaust gas, and other gases of a similar character.Using the method given in the above report, Yeaw5 investigated a number of industrial gases including oven, coal, producer, blue, carbureted blue, and dry quencher gases, and found the determined and calculated results to agree remarkably well, thus giving further proof of the value of such a means of determining dangerous conditions when combustible gases are encountered in practice.GASES FROM A POTASH MINEGases were recently encountered in a potash nine in New Mexico, containing the com-bustibles, methane, hydrogen, and ethane. In one special case a mild explosion occurred when these gases were mixed with the right proportions of air and ignited it therefore became necessary to know the inflammability of these mixtures in order that the proper precautions could be taken to prevent explosions."

The Gippsland Basin is unique in Australia in that it is a major resource based industry centre within a sensitive and special environmental context supplying Melbourne, a major urban/industrial environment with most of its energy 'on-line'. The environmental effects of the supply systems are generally local and mostly affect only those who are directly or indirectly dependent on the upstream systems. The major urban metropolis which is served remains largely unaware of the environmental impacts of the system upon which it is dependent, except when specific attention is drawn to them as in the case of the Latrobe Valley Outfall, algal blooms in the Gippsland Lakes, etc. This paper discusses the environmental context within which the energy industries operate, the environmental legislative framework which applies, the likely environmental impacts and some solutions. The energy resources of the Gippsland Basin occur in an area where the physical environment exhibits a wide variety of inherent energy states in its physical and biological regimes. The off-shore regions of the oil and gas platforms has to be able to withstand the wind and wave energy generated in a shallow sea in a confined waterway lying athwart the main current and climatic stream. The coastline includes the delicately balanced quiescent environments of Corner Inlet with its 'wilderness' tourism industry and the powerful surf and long shore drift and dunes of Ninety Mile Beach.

"The Nyrstar Port Pirie Smelter, located on the eastern shore of the Upper Spencer Gulf in South Australia 230km north of Adelaide, began operation in 1889 to process lead concentrate from the Broken Hill lead and silver mines. The site still operates an updraft sinter machine, commissioned in 1955, with the product fed into a blast furnace. While sinter plant technology has changed and improved since 1955, development has reached the stage where further enhancements are not possible or economic. High purity lead concentrates command lower margins and for the smelter to remain economically viable a wider range of higher value materials must be treated. The current flowsheet cannot meet this demand. Additionally, community blood lead levels particularly in children below four years of age, are a critical indicator used to measure the site’s environmental performance. The smelter’s environmental licence to operate is dependent on meeting future community and regulatory expectations. To achieve this a major step change in the emission performance of the smelter is required. Since 2008 pre-feasibility work has been undertaken to develop a new flowsheet and business model to allow Port Pirie to operate sustainably into the future. The main requirements were for the smelter to reduce lead and sulfur dioxide emissions that impact on the local environment and community to meet current and future environmental expectations, as well as dramatically reducing current feed constraints and change the business case from a marginal business to a sustainable profitable business. After reviewing all practical options a decision was made to replace the sinter plant with an Outotec Top Submerged Lance (TSL) furnace. This paper describes how the new furnace technology was selected and how it will be integrated into the present flowsheet; the unique funding arrangements that are in place to deliver the redeveloped site; and future opportunities that are associated with the implementation of the new flowsheet. Hainan Province (Hainan Island) in South China hosts numerous Mo-polymetallic ore deposits that are genetically related to Cretaceous granitoid intrusions. Laser ablation inductively coupled mass spectrometry (LA-ICP-MS) zircon U-Pb dating and molybdenite Re-Os dating reveal three metallogenic episodes: the late Early Cretaceous (ca 112 Ma), the late Early to Late Cretaceous (ca 95–106 Ma) and the Late Cretaceous (ca 72–89 Ma). The third mineralising episode might represent the youngest Mo mineralising event in East China. Results from this study demonstrate that Mo mineralisation on Hainan Island occurred under an extensional setting that was prevailing in the late Mesozoic (ca 180–67 Ma) in South China, which was likely due to the slab rollback of the subducted palaeo-Pacific plate beneath the South China continent.CITATION:Xu, D R, Hu, G C, Wu, C J, Fu, Y R and Chen, H, 2015. Mapping of exposed rock walls provides data on geological features such as joints, bedding planes, faults etc critical to the economics and the safety of mine operations. Traditional, manual methods of mapping can be time consuming, error prone and limited in their coverage. New methods have been developed to map exposed faces remotely and safely however the benefits of these methods are only fully realised when exposed structures can be quickly and easily mapped using automated methods. This paper describes the application of an automated method of analysis of 3D images that provides users with the capacity to map exposed structures automatically. The method is based on the use of vector classification methods used in some neural network systems and provides rapid and reliable identification of exposed planes. CSIRO Exploration and Mining is applying these methods to 3D images for a range of applications from pit mapping to machine automation.

The Metropolitan Water Reclamation District of Greater Chicago (District) is in the final phase of completing the Calumet System component of the Tunnel and Reservoir Plan (TARP) by bringing the Thornton Composite Reservoir online by 2014. The Thornton Composite Reservoir will provide nearly 30 billion liters (7.9 billion gallons) of additional storage for minimization of combined sewer overflows(CSO) and flooding in the Chicago metropolitan area. The project requires that the existing 6.7 m (22 ft) diameter Thorn Creek tunnel conveying overbank flood flows is re-routed and connected to the Thornton Composite Reservoir. This paper presents the components of the Thornton Composite Reservoir and specifically the detailed evaluation of a drill-blast tunnel. Other project features include an access shaft, control gate, energy dissipating structure, bulkheads, and live tunnel connection. The construction contract will be procured in late 2009.

"The CANMET SPOC project aims at inducing progress in process evaluation and optimization by developing user oriented software based on state-of-the-art theory. The present work is the result of a joint effort by CANMET, Noranda Mines and Université Laval to develop two computer packages: one (RTD) to calculate the residence time distribution that best describes the material transport through the mill, the other (FINDBS) to estimate the rate of breakage and distribution function of the population balance model in a ball mill. The RTD package can handle data from various experimental methods (impulse or complex tracer feed, with or without recycling, etc...). The FINDBS package provides options for the functional description oj both model parameters Band S. The full detail of the methods and programs appears in a users guide. The program capabilities and several sample runs are presented.IntroductionSimulation of mineral dressing operations by computer has been largely contained within academic and research circles and has not yet gained a status of routine practice in the ore and coal industries. It is however a matter of time before process simulators are available on every process engineer's desk to assist process optimization tasks, flowsheet design and professional training. The CANMET SPOC project (Simulated Processing of Ore and Coal) was initiated in 1980 to assist the Canadian industry in integrating computer-based methodology for process evaluation and optimization(1). Software development, documentation and transfer is one of the main priorities of the project which will mature in 1985 by releasing a complete package of manuals and programs covering sampling, material balance computation, unit modelling, flowsheet simulation and optimization . This paper is a condensed description of a typical project element in its 1982-1983 state of development. The required methodology for ball-mill modelling and simulation was consolidated an d merged to other project elements during a joint study under contract financed by CANMET and Noranda Mines Ltd . The first part of the study dealt with documenting experimental methods and software for ball-mill computer simulation. Université Laval GRAAIM (Goupe de Recherche en Automatistion Appliquée à l'Industrie Minérale) acted as sub-contractor for this part of the study(16,17). A second part dealt with applying the model calibration techniques to a large industrial data base and is reported elsewhere(2,18,19)."

Magnetic separation of iron ores is one of the fastest-growing segments of the minerals beneficiation industry. The tonnage of taconite ores processed annually by magnetic separation will, in a few years, reach 100 million. Magnetic separation occupies an attractive position in the field of ore beneficiation. It is a simple yet effective method, used for some 150 years and steadily growing more important. This type of beneficiation orginated in 1792, when William Ful-larton was issued a British patent covering the separation of iron ore by magnetic attraction. What is magnetism, and why are some materials capable of being magnetized and others not The study involves many unknowns, and even a partial answer to these questions would be a dissertation in solid state physics and perhaps other fields of science. But the last two decades have revealed basic facts as to why certain materials are magnetic and what happens to them when they are magnetized. Some of the newer studies in solid state physics have developed a theory that can be applied to studies of magnetism. It is claimed that magnetism stems fundamentally from the spin of electrons in atoms that tend to go in pairs, spinning in opposite directions. The atom as a whole can act as a magnet only when there is an imbalance of electronic spin. Whenever an atom has an odd number of electrons, therefore, this imbalance exists. This neutralizing effect explains why a piece of material that contains atomic magnets is not necessarily magnetic. The physicists tell us that iron is composed of many small magnetized regions called domains, which consist individually of millions of atoms. The piece of iron becomes magnetized when an external force lines up these domains in the same direction. Fundamental data developed by physicists working in fields far removed from minerals beneficiation are now available for developing better magnetic separators for ore processing. More Data Needed on Magnetic Properties of Minerals: There is less information on magnetic properties of minerals than there is for certain aspects of magnetic separator design. When the data on magnetic properties is available, it is often directed toward the study of powders for tape recorders and other highly scientific endeavors that are of little use to the beneficiation engineer. W. R. Crane's table of tractive forces, published in 1902, is still a guide in the study of magnetic minerals. Bits of other information regarding electrostatic conductivity, dielectric constant values, and permeability of various minerals have also appeared but are of small practical value in magnetic separation of ore. It is extremely important to obtain pure mineral specimens for making investigations and to record results that may be of use in studies of magnetic processes. Reference to the large volume of data developed by those concerned with analysis and design of permanent magnets soon reveals that these people have extensively evaluated the effect of various impurities on magnetic properties. Much of the science of the ferrite industry is based upon spinel-type structures which are varied by substitution of selected elements or even subtraction of elements, leaving vacant sites in the space lattice. Magnetic separators are used to beneficiate a wide variety of industrial minerals. In this application the relatively large volumes of nonmagnetics are usually the commercial products. Effective solids suspension is a necessary precondition for particle collection, and solids suspension is largely dependent on the hydrodynamics of the flotation cell. This study attempted to correlate the status of the suspension of apatite particles of different sizes in a Denver laboratory flotation cell versus the impeller rotational speed (N) adopted to operate the machine. The latter variable (N) influences the impeller capacity to lift the particles from the bottom of the tank and also to disperse them throughout the volume of the vessel. Such an impeller capacity can be characterized by the critical impeller speed for the accomplishment of solids off-bottom suspension (Nz) and also by the velocity of the radial water flow discharged by the impeller (U) divided by the particle terminal settling velocity (Us). This way, the status of the suspension of apatite particles inside the flotation cell can be characterized by one of three categories: ?segregation? (N/N2 < 0.60 and Us/U > 0.08); ?suspension? (0.60 = N/N2 < 1 and 0.06 < Us/U < 0.10); and ?dragging? (N/N2 = 1 and Us/U = 0.03). The range of impeller rotational speed (N), which was able to suspend the finest particles (Dp = 90 µm), was unable to suspend the coarsest particles (Dp = 254 µm). Conversely, the high value of N (N > 1,300 rpm), which is adequate to suspend the coarsest particles, may promote the entrainment of the finest particles to the froth layer.

Prospects a new energy saving method for an efficient destruction of the sturdy and hard materials (rocks, ores, frozen soils, concrete blocks, etc) û the Electric Pulse Discharge (EPD) method of materials destruction for green processing in mining and processing of mineral raw materials are considered.The EPD-technologies give additional possibilities for solving ecological problems at the expense of increase of integrated approach of utilisation of minerals and industrial wastes. The scientific and technical level of executed development of EPD method is sufficient for organisation of design work to develop substantially new equipment. A number of plants have been developed and tested, including plants for processing raw material with minerals of jewels, plants for selection of mica from rocks, and plants for processing the merging of artificial mica.
