This Bureau of Mines report is a background study of the International Tin Agreement. Attempts at stabilizing the tin market prior to the agreement are detailed, as well as the conditions and negotiations that set up the agreement. Details of the five consecutive 5-year agreements beginning in 1956 are presented, with emphasis on membership and the agreements' primary tools: the buffer stock and export controls, Attention is focused throughout on the United States activities during the period, especially with regard to its strategic stockpile, and its involvement with the agreement culminating in its membership, for the first time, in the fifth agreement beginning in 1976. Considerations leading to the U.S. decision to join are detailed, and U.S. activities in the negotiations for the sixth agreement are presented. The status and outlook for the agreement are discussed, and evaluations of the effectiveness of the agreement and its components are reviewed.

The 56-minute video takes the viewer up the mountain for a behind-the-scenes look at the drilling and blasting crew at work on the mountain. The video was written, edited and produced by Robb D e Wall and is available exclusively from the Crazy Horse Memorial in both DVD and VHS formats. Outbursts, the sudden and violent out- pouring of material into mine openings, is a ground control problem increasingly encountered in the United States as deeper seams are developed. Outbursts, caused by several mechanisms, are the result of the loading of ground support systems be- yond their designed capacity to failure, manifested in a violent release of stored energy. There are several types of outbursts typical to deep underground coal mines. - Outbursts of the coal face due to the presence of pressure abutments in close proximity to the face. These outbursts are usually accompanied by liberation of large amounts of methane. - Instantaneous convergence of the ribs and floor due to overloading and failure of ribs which lengthens the beam of floor strata sometimes resulting in a chain reaction failure of the mine floor. - violent failure of the confined core of a pillar due to rapid loading beyond the yield point of the pillar.

"The Texada Mill is a unique iron operation producing High Grade sinter iron concentrate and a by-product copper, gold, silver concentrate. The plant is complex and extremely flexible to handle the many varieties of ore. Two iron concentrates are made and blended. A coarse iron concentrate from primary grinding and a fine concentrate after rougher flotation to remove all the sulphides.All the tailings from iron processing are collected, dewatered, reground and floated for additional copper recovery.The entire milling operation has been carried out in all sea water for seven years and mixtures of sea, fresh, and reclaimed water for ten years prior to that.A very stable float results from the use of sea water at the natural pH8. There is a considerable amount of lignite reserve in the form of thick seams in Turkey. It is rather complicated to predict the characteristics of strata response to mining operation in thick seams. However, a comprehensive evaluation of ground behaviour is a prerequisite for maintaining an efficient production, especially when top coal winning by means of caving behind the face is applied. A comprehensive modelling of deformations and induced stresses is vital for the selection of optimum production strategy. In this study, numerical modelling and analysis of a longwall panel at Omerler underground coalmine have been carried out by using the software called FLAC3D developed based on the finite difference technique. Firstly, a 3-D numerical model of the M3 panel has been prepared. Secondly, induced stresses formed around the longwall face have been determined as a function of face advance where the face was located at the bottom of thick coal-seam. Results obtained from modelling studies have revealed that the front abutment vertical stress was maximum at 7 metres in front of the face and magnitude of front abutment stress was found to increase up to a distance of 200 metres away from the face start line. As the face was further advanced after 200 m from the face start line, there was not any significant change in the characteristics of front abutment stresses. Results of numerical analysis of the panel were in good agreement with in situ observations.

Over the last 30 years Wayss & Freytag Ingenieurbau AG has gained a lot of experience in mechanized tunnelling on various major projects. During this period most important developments concerning the machine technology for EPB- and Slurry-Shields have taken place. Since the first application of a hydro shield for the Wilhelmsburg Collector project in Hamburg in the early seventies, several stages of development have led to the current state-of-the-art in mechanized tunnelling. The continuous improvement of TBM techniques allows the execution of high quality tunnelling, particularly with regard to maximum safety and efficiency. The practical experience of the construction companies is of essential importance in order to continue further development and improvement.

Synopsis U.S. Mine Safety and Health Administration (MSHA) accidents statistics have identified ore-pass hazards as a significant safety problem in U.S. underground metal mines. The statistics show that nearly 75% of injuries are directly or indirectly related to pulling or freeing of ore-pass chutes, the use of hand tools in ore passes, fails of broken rock in ore passes and structural failures of chutes or gates and ore-pass walls. Researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) are investigating hazards in and around ore passes in hard rock mines. Risk assessment methods, such as fault-tree analysis, have been employed to identify the most probable causes of orepass failures, define research priorities and analyse the factors that result in malfunctioning and unsafe ore passes. Static and dynamic loads are being measured in a laboratory setting with the use of a reduced-scale orepass mock-up. Field tests are being initiated in mine ore passes to determine static and dynamic loads. Data from the test ore passes are being compared with data from the mine to characterize true system behaviour. Computer modelling with the use of closed-form solutions, finite-element analyses and a newly developed particle flow code predicts static and dynamic leads from the flow and the impact of ore and waste in the ore pass. Preliminary results indicate that dynamic impacts from ore and waste rock might be considerably greater than expected. The total static load is substantially less than is typically used fur the structural design of chute and gate support members. It is suggested that damping factors, normal and shear stiffness and mass frictional characteristics have a significant effect on particle flow and resulting impact loads. This is being verified with the use of results from laboratory tests, field tests and particle flow analyses. Ore passes are vertical or steeply inclined openings in a rock mass through which ore and waste are transported and where they mar also be stored. A typical underground mining system is shown in Fig. 1. The arrows indicate the locations of ore passes and loading pockets and their relative configurations. The control of material flow is potentially one of the most hazardous operations in underground mining. According to MSHA data. most of the ore pass-related accidents in the U.S.A. are associated with the loading-unloading cycle and removal of blockages from ore passes. In particular, attempts to free ore hang-ups have resulted in multiple fatalities. The hazards are obvious; there is uncertainty as to when the ore will break loose and miners are unable to escape falling rock to a safe location. Although ore passes and chutes and gate systems for underground metal and non-metal mines roust meet the requirements specified in the U.S. Code of Federal Regulations (CFR). Parts 57 and 75, recent structural failures of ore-pass linings and gates have underlined the lack of adequate ore-pass design standards available to both MSHA enforcement staff and mine engineers. Because of the importance of an ore pass to the safe operation of a mine design criteria need to be assessed and new guidelines developed. Researchers at the Spokane Research Laboratory of the Nationals Institute for Occupational Safety and Health (NIOSH) are investigating hazards in and around ore passes in hard rock mines and studying design criteria for ore passes. Frithia humilis is an endangered succulent plant species. Its distribution range overlaps with the coal fields of Mpumalanga and it is therefore threatened by opencast mining activities in particular. One of the 11 known populations of F. humilis was translocated from a licensed coal mining site to three suitable receptor sites within the species? distribution range. A longterm monitoring programme was initiated to track the progress of the newly established populations. Temporal trends in population demography, size classes, and fecundity were recorded. Population numbers of size classes fluctuated annually. However, flower frequency increased over time and seedling recruitment contributed significantly to population growth. Receptor sites with similar geological conditions to the donor site had more persistent cohorts, which suggest that such sites should receive priority during the translocation of endangered edaphic specialists. This study not only confirms that a Frithia humilis population can successfully establish after a translocation, but also serves as an important baseline for future comparative purposes to gauge the long-term success of the translocation effort.

Crocidolite deposits in the Hamersley Ranges, NW. of Western Australia, occur over a length of 180 miles and a width of 20' to 30 miles. Their stratigraphic environment and mineralogy is comparable to that of similar deposits of the Cape Belt, South Africa. It is probable that the known exposures' represent only a small portion of the total extent.Current production is wholly by Australian Blue Asbestos Pty. Ltd. at Wittenoom Gorge and has been in the order of 1,2,000 to 14,000 long t.p.a over the past six years.INTRODUCTIONThe Hamersley Ranges are located in the NW. Division of Western Australia and extend, approximately, from latitudes 21° 30' to 23°S and longitudes 117° to 1200 E. Their mean height above sea level is 2,000 ft, and they rise from 600 to 800 ft above the general level of the tableland which extends SE. from the coastal town of Roebourne.Mt. Bruce, the highest peak, is 4,024 ft above sea level. The ranges are intersected by numerous north-flowing streams, which are dry during the greater part of the year. These streams have carved deep gorges, and it is in these that the principal deposits of crocidolite outcrop.The presence of the mineral was first recorded in 1917, but the deposits remained untouched until 1937 when strong market demand for crocidolite resulted in considerable prospecting and mining activity, particularly in Yampire, Wittenoom and Dale's Gorges. It was established also that the blue asbestos belt extended from Willi Wolli Springs NW. to Millstream station, Le., over a length of 180 miles and a width of 20 to 30 miles. Details are given of a Hydride Fuel System to provide 5 kg of HZ to fuel a Caterpillar 3304 engine previously modified to operate on hydrogen fuel and intended to power an underground mining vehicle. The Fuel System was installed onto the engine and the Engine/Fuel System tested under cold start conditions and a full range of engine loads and speeds. Refueling tests were also performed. The fuel system tested will support full engine power and allow delivery of at least 3/4-power on a continuous basis, from cold start conditions.

Blasting cap precision is of major importance to advanced blast design. New technologies have introduced the use of microchips within detonator casings in the hope that the electronic control of the timing element will increase the accuracy of the cap and therefore improve the results of perimeter control blasting applications. The electronic detonators have proven to be accurate in timing tests done to date. They boast cap scatter results to microsecond accuracy, but the question is, does this degree of accuracy actually prove to be beneficial during practical use in the industry, or are conventional technologies applicable.

In medium- to high-grade metamorphic terrains such as found in New York City(NYC), rock mass texture and mineralogy are important factors in predicting TBM penetration destiny. Integration of data from over two decades of traditional field and tunnel mapping suggest that hard-rock TBM penetration in the NYC area depends upon textural, mineralogic, and structural control. The bedrock of NYC consists of many different lithologic units of varying age, composition, texture, and metamorphic grade including many varieties of intrusive rock. In addition, brittle faults of numerous orientations cut the polydeformed crystalline bedrock, producing zones of highly fractured and disturbed ground and high water inflows. Pre-bid compilation of published bedrock data, drill core analysis by geologists to establish lithologic and mineralogic trends, integrated surface geologic mapping along a proposed alignment, and targeted petrographic and geotechnical investigations to characterize the rock mass conditions together constitute an important prelude to successful subsurface bidding and tunneling. A carefully planned program of as-built geological mapping, structural analysis, fracture class mapping, and monitoring of machine performance data provide important information for adjusting to changed conditions. In complex terrains, a clear understanding of the structural geology of any proposed tunnel line is the simplest and most cost-effective method to mitigate losses encountered during TBM tunneling.

ABSTRACTMechanised cut and fill stoping in the Racecourse orebodies between II and 9 levels was started in 1964.Five stopes are in progress over the two level interval, extracting the full strike length (600-2,000 ft) of each orebody without transverse pillars.Each stope is served by a central 10 ft by 12 ft service intake ventilation raise and an 8 ft by 8 ft return air raise at each end of the stope. Each stope is divided into two sections for drilling. firing. mucking, and fillingto maintain steady production. All equipment is kept in the stope for one level lift stoping. Gardner-Denver 2 boom jumbos are used for uphole drilling and Wagner ST 5 Scooptrams for loading and transport to ore passes located in the footwall of the orebody. A Wagner PTIO is used for materials handling and scaling of the stope backs.Mill tailings, after one stage of cycloning are used to fill the stope, one section at a time. About 80 per cent of the water is removed by decantation while the remainder percolates through hessian-covered pipes and boxes.The ore is passed to 11 level where it is hauled by the 3 ft 6 in. gauge train to the tipple at the shaft area. The ore is crushed underground before hoisting to the surface.A performance of about 100 ton/manshift is achieved by the drilling, blasting, and mucking crews in the stopes.

Amid some of the worst economic conditions that the mining industry has been faced with in more than a decade, the mood among the large crowd at the 114th Annual Northwest Mining Association?s annual meeting was surprisingly upbeat. More than 2,200 attendees showed up at John Asuaga?s Golden Nugget Casino in Reno, NV for the conference held Dec. 1-5. And more than 200 companies exhibited in 240 spaces, including SME and the Minerals Information Institute. The number of attendees and exhibitors were the most for the conference in more than 10 years. The conference was held in Reno/Sparks for just the second time in its illustrious history but began under the cloud of global financial turmoil. Prior to, and during the conference, the industry news headlines were grim, to say the least. An alarming number of mine plans and expansions had been put on hold; hundreds of miners across the United States had been or were in the process of being laid off; commodity prices were falling and some of the biggest mergers in the industry fell through while miners around the world put the brakes on to take a wait-and-see approach. It was a painful time for many, but the downsizing actions taken by many mining companies was exactly what needed to happen, according to Industry Outlook Luncheon featured speaker Frederick Sturm. He is the executive vice president and chief investment strategist and member of Mackenzie?s Investment team. He has earned a reputation as one of Canada?s leading investors in natural-based companies and he also manages the Ivy Global Natural Resource Fund in the United States Sturm said that the mining industry has fallen hard and that he expects it to bounce back quickly, before falling hard again. In these tough times, he said, the companies that have pulled back on production early are doing the right thing in the long run.

"Investigations of flotation characteristics of Lumwana and Kansanshi ores using formulated frothers were carried out. Of the six frothers tested, two came from the alcohol family, two from the glycol family and last two were formulated products. The initial work involved determining the optimum mesh of grind and frother dosage for Lumwana and Kansanshi ores. Further work involved carrying out surface tension, bubble size and froth stability measurements. Finally, water recovery tests were conducted at Lumwana and Kansanshi mine sites. For froth stability tests, six frothers were tested on a two-phase (water–air) system using the Bikerman column flotation cell, while water recovery tests were conducted using a total of seven frothers, including the standards for each plant. The results of the testwork showed that (i) although a stable froth is essential for optimum recovery of valuable minerals, a higher molecular weight frother, like Dowfroth 250, caused poor selectivity when used on fine ores and (ii) a lower molecular weight frother was suited for Lumwana ore, while a mid to higher molecular weight formulated product was suitable for Kansanshi sulphide ore. Firstly, froth stability tests were conducted using six frothers, two from the glycol family (Dowfroth 200 and Dowfroth 250), two from alcohol family (MIBC and pine oil) and other two from the formulated family (Betafroth 20 and Betafroth 245), at the University of Cape Town’s Centre for Mineral Research (CMR) laboratories. This article describes two new concepts regarding the CFA (Auger Cast) piles. The first one, MALI Effect, is an approach to control the casting phase, while the second one, NETA Shear, is a technique which converts the drilling rig into a geo-mechanical tool. We look upon the system of the auger and the ground as a piston inside a cylinder. When concrete (grout) is pumped into that system, an up lift force is generated (We call that force MALI Effect). That up lift force reduces the needed tension in the pull up cable. By analyzing the tension force in the cable we detect the up lift force of the concrete. That pushup force is the product of the real concrete pressure at the bottom of the auger by the area of that bottom. As the area is known, the real pressure is accurately calculated. A control loop which is based on MALI Effect is very sensitive, precise, objective, reliable and easy to be used. All the process is based on pure real physical measurements. The system has no assumptions, no comparisons, no parameters, no zeroing and no adjustments. When we penetrate into the ground like a theoretical screw, for about a meter in depth, and then brake the main cable while rotating the auger, a set of forces generates. As the auger tends to keep penetration, but the cable holds it - a tension force develops (We call that force NETA Shear). Analysis of that tension force shows that it relates to the ultimate shearing capacity of the ground.

Two remediation strategies have been considered to reduce the levels of acidity and dissolved metals in acid mine drainage discharging from Sullivan Mine, West Coast, New Zealand. The oxidising strategy involves adding alkalinity and dissolved oxygen (DO) resulting in the precipitation of metallic oxides and decreased acidity. The reducing strategy involves removing DO, resulting in the precipitation of metallic sulfides, followed by addition of alkalinity to decrease acidity. Field remediation trials indicate a reducing system may be more effective for this site than an oxidising system. A residence time of only two hours in the limestone layer of a successive alkalinity producing system (SAPS) is sufficient to reduce acidity by 100 per cent, iron by 71 per cent, aluminium by 59 per cent, nickel by 38 per cent and manganese by 26 per cent. The proposed remediation plan will likely include a series of SAPS, followed by an anoxic limestone drain, and settling ponds to capture any remaining precipitates.
