Modern transportation systems are one of the most important achievements of our civilization and provide us with tools for broadening individual and social freedom of choice. The transportation system initiated today is handed dawn to the next generation, probably with little choice because of the enormous expenditure of monies involved, and influence their way of life as to where they should live and where they should work. The ever increasing antagonism between the citizens and the planners of the transportation systems necessitates a careful review of the entire planning process. The planning process can be broadly classified into: the goal formulation and decision making process; the plan development process; and the plan implementation process. THE GOAL FORMULATION AND DECISION MAKING PROCESS Goal formulation and decision making is one of the vital phases of the planning process and is primarily based upon social values. In measuring social values, the planner must employ an appropriate scale of measurement since in the absence of this yardstick, these values tend to became vague and abstract ideals. The need for major social programs and concerns (poverty, etc.) of the urban areas should be analyzed to determine the type of transportation system which would contribute to the solution.

The Brightwater regional wastewater treatment facility, under construction in King County, WA, includes an extensive conveyance system that will feature deep, soft-ground tunnels and shafts. Excavation of the Ballinger Way Receiving Portal to 65.8 m (216 ft) below grade through challenging geology was accomplished by means of artificial ground freezing. This paper discusses freeze design development, system installation and monitoring, and the contractual and construction challenges that were overcome, including work sequencing and excavation means and methods, together with lessons learned.

"Mining conditions in underground coal mines are dictated by the environment in which the coal seams were geologically deposited. Depositional features can change rapidly, significantly affecting mining conditions. Mine geologists understand factors affecting mining conditions, predict future conditions, and provide guidance to mine management. A case study demonstrates how a mine in Appalachia merged an understanding of depositional environments with mining conditions and drilling data to make informed decisions as the mine encountered geologic anomalies. The assessment included drilling, mapping of geologic hazards and mine productivity, and creation of a conceptual depositional model. Metallurgical coal quality and clean tons per foot served as incentives for continued advance. Mining in the south was historically favorable, with good production and advance rates. As mining advanced north, changing geologic conditions caused the upper seam split to abruptly disappear. The mine ramped down into the lower seam split. Mining in the north area encountered unfavorable conditions, including transition roof, “horsebacks,” sandstone intrusions, roof rolls, and bony floor, resulting in low rates of mining advance. The mine geologist characterized the features and created a predictive model for future mining. Most of the adverse conditions were attributed to the coal in the north being part of an incised, transgressive valley fill environment, as compared to the favorable conditions in the south resulting from a floodplain depositional environment. Geologic conditions, low productivity, and unfavorable future predicted conditions in the north ultimately resulted in mine closure and reallocation of resources to a new mine with better forecasted conditions.INTRODUCTIONThe role of a geologist in assisting coal mining operations to understand and predict the impact of varying geological factors on mining productivity is a critical one, especially when management decisions must be made about the future prospects of a mine operating in difficult conditions. Chase, Newman, and Rusnak (2006) provide a very thorough discussion of the evolution of the role of the coal mine geologist and emphasizes the importance of understanding geology with regard to mine management decisions. Using actual mining performance data to determine which geologic factors are the most critical for mining is a powerful tool for making informed mine management decisions. For example, Nelson, Mullennex, and Miller (1988) provide a case study of analyzing the geologic factors impacting productivity of a Kentucky longwall mine to predict future mining conditions for the operation. In that case, the difficult geologic factors for longwall mining were prevalent across much of the remaining permit area and, in response, mine management converted the operation from a longwall operation to a continuous miner (CM) operation to better adapt to the geology. In another example, Keim and Miller (1999) evaluated geologic conditions impacting a West Virginia longwall mine. In both examples, significant geotechnical and geological information was available, including the opportunity to compare predicted mining conditions against actual conditions as mining progressed. Numerous examples of advanced Geologic Hazard Mapping (GHM) methodologies have come from government agencies and academia. For example, development of the Coal Mine Roof Rating (CMRR) system (Molinda and Mark, 1994) provided a standard means for geologists and engineers to communicate quantitatively with regard to mine roof conditions, and the introduction of the Stability Mapping System (SMS) provided an efficient means for analyzing numerous factors affecting coal mine stability (Wang and Heasley, 2005)."

Pin Piles are small diameter, bored, cast-in-place piles used to underpin structures. They were first employed over 40 years ago in Italy, and have been used in the U.S. since the late 1970's. However, it is only in the last few years that their full potential in terms of load holding capacity has been exploited: whereas 100 kip working loads typified former practice, ultimate loads approaching 700 kips have recently been recorded for Pin Piles founded in sand. In order to better understand the actual performance of these piles, fundamental research has been conducted by a consortium of industry and academia. This paper describes the advances made in the laboratory and full scale field testing programs. In particular, the extensive field tests have been conducted in a variety of materials in which different pile configurations have been cyclically tested to failure. By using this test method, the elastic performance of the piles has been examined and so the progressive interfacial debonding phenomenon has been studied. This has led to the development of the Elastic Ratio concept which is proving extremely useful in analyzing and predicting Pin Pile performance. Data are provided from the full scale Test Pile Programs conducted at Mobile, AL and Port Vancouver, WA. Given that Pin Piles are usually installed in areas of low headroom or restricted access, and through difficult, occasionally contaminated soils, the paper also describes key aspects of construction.

The quality of Lime Cement (L/C) columns is to a great extent dependent on the installation procedure. At a site in the south of Sweden, the client reported problems with the installed columns. To evaluate the operator and equipment dependent part of the installation, Hercules Grundläggning AB was appointed as a competitor to the site contractor. The purpose was to install a number of L/C columns with equal installation parameters for both contractors. A total of 65 test columns were installed in June 1999. The geology is a typical Swedish organic soil profile with a top layer of peat overlying gyttja and clay. Two different binders were used in the comparison; blast furnace slag with cement and lime with cement. After installation, the quality of the columns was monitored by penetration tests and a column sampler for extracting whole columns. The column penetration test were performed 28 and 134 days after installation and extraction 134 days after installation. Inspection and tests of the extracted columns showed that by using a fully computer controlled procedure, the contractor produces columns of superior quality and homogeneity.

The Greymouth Coalfield contains New Zealand's greatest known resource of bituminous rank coal. The coals are of very high quality, with low ash and sulphur contents and a range of other properties that makes them desirable for a wide range of uses. In fact only a few producers around the world today can offer coals with such exceptional properties. This suggests that Greymouth coal has potential as a premium export trading commodity. These assertions have been largely confirmed by a comprehensive exploration drilling programme funded by Mines Division û Ministry of Energy between 1979 and 1984. The program, forming part of the NZ Coal Resources Survey, was carried out under contract by Lime and Marble Ltd. The drilling of 49 deep, predominantly cored, holes at 1000 m intervals over the coalfield has generated a vast amount of data. It has shown the existence of three major potentially minable coal deposits containing 233 x 106, 33 x 106 and 15 x 106 tonnes of coal in ground. Investigations have at this stage only identified targets and these estimates represent 'in ground' resources, not recoverable reserves. Recent geological studies as well as past and present mining have clearly highlighted the problems posed by the complexity of the coalfield geology. The coalfield lies within a mobile zone in the earth's crust known as the Paporoa Tectonic Zone, which has been active from at least mid-Cretaceous to the present time. Currently this factor poses the greatest obstacle to the determination of mining possibility of the, defined deposit and ultimately will strongly influence any future mining development. The Greymouth Coalfield has, however, had a long and eventful mining history spanning the last 120 years, where 32.5 x 106 tonnes of coal has been won from over 100 mines. In spite of the problems facing development, the large quantities and exceptional quality of the remaining coal will act as a strong inducement to persevere with this difficult but potentially valuable resource.

Interpretation of pressure build-up data obtained in the conventional manner has often been difficult because of the deviation from theoretical behavior. Major causes of this deviation have been attributed to damage and afterflow, and to fluid redistribution in the wellbore which, in extreme cases, can result in a pressure hump in the early portion of the build-up curve. Theoretical investigations show that bottom-hole pressure is definitely influenced by phase redistribution in the tubing column during surface shut-in tests, and that the magnitude of the effect is sensitive to the producing gas-oil ratio and stabilized rate of flow in the well. For field experiments a wire-line tubing packer, which can be run in the tubing against a stabilized flow rate, was developed for bottom-hole shut-in tests. By use of this bottom-hole .shut-in method, pressure humps previously observed in surface shut-in tests were completely eliminated and the effects of afterflow minimized. Analog and digital computer studies have been made to obtain theoretical curves for comparison with field curves, and remarkable agreement between the results of bottom-hole shut-in tests and theoretical curves has been obtained. INTRODUCTION Pressure build-up data from shut-in wells have been used by the petroleum industry to determine the permeability of the formation, to estimate wellbore damage, to evaluate the static reservoir pressure and to speculate reservoir volume. Calculation of these factors is based on methods of analysis developed for theoretical systems whose build-up curves have a charac- teristic shape when the wells are shut-in at the sand faCe.1,2,3,5,8,10 However, field curves obtained by conventional surface shut-in methods do not always exhibit this characteristic. Such factors as stratification, rock heterogeneities and irregular reservoir geometry can cause the character of a build-up curve to deviate from that predicted by theory for a simple system. In addition, all field build-up data are affected by the methods utilized in obtaining the measurements. Conventional surface shut-in techniques allow two effects to occur which contribute directly to the manner in which pressure builds up at the sand face. The first, afterflow, has been recognized for some time and methods are available for estimating the magnitude of its effect and for correcting its influence.' The second, phase segregation in the tubing column after shut-in, has been reported only recently and appears to exert a considerable influence on the character of field build-up curves.!' In extreme cases, phase segregation can produce "pressure humps" in the early portion of the build-up curve. Such curves have been considered anomalous and have defied analysis. It is the purpose of this paper to discuss the effect of phase segregation in the tubing string during build-up and to present a bottom-hole shut-in technique for obtaining field build-up data which minimizes the influence of afterflow and eliminates phase segregation effects. It will be shown that reliable reservoir information can be calculated from build-up measurements obtained using this method, even though conventional surface shut-in tests on the same wells yield anomalous data. Falls of small pieces of rock from between roof bolts continue to cause fatalities and to injure hundreds of coal miners each year. Roof screen is the most effective way to prevent these incidents, but some mines are reluctant to use it because they believe installing screen can be awkward, expensive and time-consuming. The most common type of roof bolting machine used in mines today is the dual boom, outside-controlled roof bolter. Mines who install roof screen using these machines have developed some machine modifications and techniques to ease roof screen installation. This paper describes some successful techniques and machine modifications that are being used in productive mines to assist with roof screen installation. Since the material handling involved with roof screen installation can expose miners to an increased risk of musculoskeletal injuries, the National Institute for Occupational Safety and Health (NIOSH) ergonomists, designed machine modifications and implemented a series of tests to evaluate roof screen handling procedures for outside-controlled, dual boom roof bolting machines. Roof screen installation can also have a positive economic impact on a mine by reducing the cost of injuries, workers’ compensation, required spot or re-bolting, and clean-up of long term travel and belt entries.

US mine production of iron ore in 1984 showed some improvements compared to 1983. But reduced demand from the iron and steel industry caused temporary shutdowns of many iron ore mines and pelletizing plants. US raw steel production in 1984 was slightly above 1983, but still at a depressed level. Production was 83 Mt (92 million st), compared with 77 Mt (85 million st) in 1983 and 68 Mt (75 million st) in 1982. Two major production trends continued in 1984. They were the increased production from electric furnaces and the growing use of continuous casters. Electric furnace production included 33.2% of the steel poured in 1984, compared with 31.5% in 1983. Continuous casting was used for 39% of 1984 steel production, compared with 32.1% in 1983. Statistical Process Control Statistical Process Control (SPC) has taken on new proportions in the iron ore and steelmaking industries within the last year. This mathematical technique is used to monitor, control, evaluate, and analyze a manufacturing process. The technique charts variability of important quality parameters. Training and adaptation of SPC techniaues for process control have been initiated at Inland, Steel's Minorca, Pickands-Mather's Hibtac, Cleveland-Cliff's Empire and Sherman operations, and at Reserve Mining. One of these operations has requested its bentonite supplier provide SPC charts on quality specifications. Some of the steelmaking operations (Inland Steel, Bethlehem Steel, Dofasco, LTV Steel, National Steel, Stelco, Weirton Steel, and Wheeling-Pittsburgh) have set up SPC programs within their operations. And they also have insisted that some of their suppliers use SPC. Plant Shutdowns The permanent closure of Stelco's Griffith mine at Red Lake, Ontario, has been delayed by one year. This gives employees more time to adjust. The mine is now set to close in April 1986, instead of April 1985. Sidbec (Canadian government) and its other partners (including British Steel Corp., Quebec Cartier Mining, and US Steel) closed its iron mining operations at Gagnon, Quebec. The pellet plant has been leased to Quebec Cartier. New Iron Ore Operations The massive Carajas iron ore project in Brazil is scheduled to come onstream in Jan. 1986. It is to achieve full-scale commercial shipments by July of that year. The 66% iron crude ore requires only crushing and screening before shipment. The product consists of 83% sinter feed and 17% coarse ore. Annual production capacity will be 32 Mt (35 million st) when the project is completed. Principal customer for the ore is Nippon Carajas Iron Ore Co., a consortium of Japanese steel mills. The Arab Iron & Steel Co. (AISCO) has started up a $US300 million, 3.6 Mt/a (4 million stpy) iron ore pelletizing plant built by Kobe Steel Ltd., at Al Hidd-hide in Bahrain. By 1986, this grate-kiln-cooler plant will supply high quality iron ore pellets to feed direct reduction plants in the immediate Gulf area and Far East markets. Iron ore supplied from Brazil, Peru, India, and Mauritania provides the feed to the pellet plant. Hydrated lime (2%) is used as a burden.

Mr. Garrett brings up several interesting points with respect to the proposed API specification for "nontreated bentonite." However, although not explicitly stated, these specifications are being written based strictly on bentonites from the Wyoming/South Dakota area. Other sodium bentonites may be suitable for use as drill mud but will be unacceptable since the specifications are designed for Wyoming bentonites. Regardless of the API's intent that its specifications are intended only as guidelines, they are generally adhered to on an international basis and, for practical purposes, might as well be chiseled in stone. Estes (1986) notes that the quality of bentonite available from Wyoming producers has steadily declined since the early 1960's. The plastic viscosity: yield point (PV:YP) ratio was included in the current API 13A specification primarily to prevent excessive polymer treatment of lower quality bentonites to make drill mud. However, with development of polymers designed to control YP, this specification cannot ensure that only high-quality bentonites are used for drill mud. Nor will the new specifications for untreated bentonites. Other sodium bentonites are available. Bentonite produced in southeast Oregon demonstrates superior performance characteristics without addition of polymer or other chemicals. However, the exceptionally high purity of these deposits leads to a relatively high YP:PV ratio since the naturally high YP probably results from the higher purity and smaller particle size of this bentonite (Rath, 1986 and personal communication). These bentonites typically have a smectite component exceeding 90% (Rath, 1985), compared with 70% to 75% smectite for typical Wyoming bentonites, as determined by X¬ray diffraction and tests for colloid content. As evident from the accompanying table, the untreated Oregon bentonite has excellent rheological properties, though different from Wyoming bentonites due to the high purity. Additionally, this bentonite reacts well with polymers typically used in the oil industry, making it eminently suitable for use in a low-solids mud system. The extremely low grit content, less that 0.5% on a 75 mm (200-mesh) wet sieve, greatly exceeds the standards set for Wyoming bentonite. Optimum rheological properties are obtained at a higher moisture content than Wyoming bentonites. At 10% moisture, API 13A maximum, the clay is overdried, again reflecting the high smectite content. For a state whose roots are in mining, most Colorado residents probably do not realize that the industry still contributes heavily to the state’s economy. In 2005, the industry contributed, directly and indirectly, about $8 billion to the state’s economy, according to the Colorado Mining Association (CMA). It employed nearly 10,000 people at mines and support businesses. And the mining industry in Colorado is one of the highest paying occupations in the state, averaging about $80,000 a year in wages and benefits. The state’s coal mining industry produced nearly 36 Mt (40 million st) of coal in 2005, valued at $800 million, the CMA said. That was seventh in the nation. And Colorado’s only major gold mine produced 10.2 t (329,000 oz) last year, valued at $124 million. That was third in the nation. And Phelps Dodge’s Henderson Mine produced about 12.7 kt (28 million lbs) of molybdenum, valued at $350 million. Colorado is the largest molybdenum producing state in the nation.

"In regular CIL circuits, activated carbon is used for two purposes: avoiding solid/liquid separation after cyanide leaching, and minimizing gold losses in the tails. The carbon distribution and gold profiles in the successive CIL stages are operating variables, not objectives. When the CIL feed contains a preg robbing constituent however, such as native carbon, there will be competition for gold cyanide and this conflicts with minimizing of losses of gold to CIL tails. This paper examines some of the limitations of activated carbon in CIL circuits handling preg robbing Carlin Trend ores.INTRODUCTION Carbon-In-Leach (CIL) has been a great success treating regular gold ores, but the technology is still challenged by preg robbing feedstocks. Little information is available in the gold milling literature on CIL gold extraction from “free” milling gold ores which are preg robbing, or on autoclave discharge (POX’ed) slurries of double refractory ores. Neither feedstock is readily available for experimentation. No literature reference could be found describing deliberate modifications to CIL operations or CIL circuits due to the presence of two types of carbon: “native” and activated. There is some literature on the gold cyanide adsorption activity of native carbons (Schmitz, Duyvesteyn, Johnson, Enloe & McMullen, 2001). Various tests have been devised to measure this activity, commensurate with CIP and CIL practices (Tretbar, Arehart & Graves). In this paper, the term “native” carbon indicates (severely) preg robbing carbonaceous materials found in gold ores. There is considerable literature on the gold cyanide adsorption activity of man-made “activated carbons”. Various tests have been devised to measure this activity, commensurate with CIP and CIL practices. These tests are comparative, i.e. results relate to a standard carbon and depend on the test methodology and carbon history. The test results are equilibrium oriented, hence of limited value to CIL circuit designers or plant operators handling preg robbing solids; in CIL circuits most carbons are not loaded to capacity. Information on gold cyanide adsorption and desorption kinetics might be more relevant and that is one subject explored in this paper."

Cylindrical fatigue specimens of OFHC* copper were subjected to alternating torsion while under axial tension. The superimposed tension strongly influenced the fatigue life of the specimens as well as causing characteristic changes in the structure of the fissures that form and develop throughout the life of the specimen. A further effect of the superimposed tension is a continuous extension of the specimen throughout its life in a manner formally similar to creep at elevated temperatures. RECENTLY, studies of the structural changes leading to fracture of metals by fatigue have been made by a technique which reveals, in section, the lattice distortion arising from slip movements inside the metal and the disturbances built up by these slip movements at the metal surface.1'2 According to this approach, fatigue develops as follows: a) fine slip movements concentrate in bands, producing little strain-hardening and thus permitting abnormal totals of plastic strain before fracture and, therefore, abnormal amounts of lattice distortion along each slip band; b) both forward and backward slip movements occur in each band which, according to their distribution across the band, may build up surface disturbances that include sharp notches; c) these notches early in the life of a specimen penetrate the distorted slip zones and transform them into deep, fine fissures; d) the fissures on continued cycling locally saturate the metal and cause local collapse in the form of a microcrack. "Exploration results over three overburden drilling anomalies defined by the Ontario Geological Survey in 1981 in the Kirkland Lake area, Ontario are presented. The anomalies come from lowland areas where overburden is thickest. By mapping the bedrock and surficial geology, by prospecting, humus sampling and shallow till sampling over the surrounding upland surfaces, one can initially evaluate such overburden drill anomalies without costly reverse circulation drilling. The drilling should follow, if necessary, only after surficial base data has been obtained. Preliminary work on these three properties has defined the presence of at least two styles of gold mineralization. One occurs in silicified zones in intermediate volcanics closely associated with northwesterly trending faults and shear zones. The second occurs in quartz-carbonate alternation zones in volcanics intruded by quartz-feldspar porphyry dykes. IntroductionThe three examples presented in this paper present first-hand information on an approach to the follow up of several geochemical anomalies that were found by the Ontario Geological Survey when they carried out reverse circulation overburden drilling as part of the Kirkland Lake Initiative Program (KLIP) in 1980 (Routledge et al., 1981). The initial approach is relatively simple, systematic, and cost and technically effective. It readies the properties for further exploration, or conversely, it could downgrade the properties as viable gold targets."

The Samira Hill gold mine represents the first commercial gold project for the landlocked country of Niger in West Africa. It began production in October 2004 as the result of over 10 years of exploration and development work. There were several administrative, social and technical challenges that had to be overcome to realize the successful development of the project. The Samira mine is located on the geological structure known as the ‘Samira Horizon’ which is developing as a promising district for additional discoveries and other mine developments.

"Blasting and rock fragmentation is one the most important unit operations in mining. Since itsintroduction into the mine production cycle, mining has become more efficient in mineral production(Hartman, 2002). Widely used with the main objective of breaking rock mass in smaller fragments to be loaded and hauled at a minimum cost, blasting is optimized when stemming materials properly confine drillholes charged with explosives. Halim Cevizci (2013) performed a stemming application using Gypsum plaster, a kind of material that exhibits solid-like behavior when it is dry. Based on his theory, the present article reports an experiment using another type of material that shows similar behavior, non-Newtonian fluids. The primary goal of this study is to measure the confinement effectiveness provided by a non-Newtonian mixture as the stemming component. The study also analyzes the explosives’ energy propagation throughout the rock mass relating to the stemming materials applied. Currently, mining literature recommends the application of dry granular materials in stemming columns, because of its inertial and high frictional effects (Hagan, 1973). However, the test verified that the mixture added to the stemming column was able to reduce energy and gas losses to the atmosphere, because of the liquid’s property of filling voids in the material. The solid-like behavior of the non-Newtonian mixture was investigated for its capability to improve borehole confinement, since the mixture reacts like a solid when under shear stress. The results were compared to those from sand and air stemming applications, configured in different arrangements. It was concluded that the non-Newtonian mixture yielded high results due to its better confinement effectiveness, a reduction of air overpressure, and an increase of the strain propagation and ground vibration throughout the rock."

The first stage involves preconcentration of gold in a suitable source rock, such as carbonaceous black shales, felsic volcaniclastics or komatiitic volcanics. The second stage involves the release of gold (commonly with arsenic and/or tellurium) from the source rocks during metamorphism or magmatic intrusive events, accompanied by the replacement of source rock pyrite by pyrrhotite. Recent research suggests that synsedimentary gold trapped in the structure of diagenetic arsenian pyrite in reduced carbonaceous facies of continental margin sedimentary basins is an ideal source of gold for many orogenic and Carlin-style gold deposits. Public Law (PL) 95-87 contains explicit demands for land use planning in its reclamation and designation sections. Both sections require recognition of local land use plans; however, they are not well integrated. Accommodation to these planning requirements affords an opportunity to create better links among local land use planners, the state's permitting authority and designation office, and mine designers. Mining companies should take a more positive interest in local land use plans and in resource inventories. States should consider handing down to local government the responsibility for accepting mine permit applications and designation of unsuitability petitions.
