Australian rutile and zircon concentrates are refined raw materials and not manufactured products. The composition and properties of the grains are therefore fixed by nature. Specifications and assay certificates should take this into account by eliminating unnecessary provisions which only increase the time and cost of analysis.INTRODUCTIONThe raw material from which Australian rutile and zircon concentrates are isolated is beach sand on the coast of New South Wales and Southern Queensland. The principal current operations are in an area between Sydney and Brisbane.The sands consist principally of quartz particles, but they contain from 1 per cent to 50 per cent of a mixture of heavy minerals, including zircon, rutile, ilmenite, monazite, leucoxenic grains, chrome spinel, chromite, garnets, corundum, topaz, brown spinel, olivine, epidote, clinozoisite, tourmaline, magnetite, hematite, and cassiterite. The major components are zircon (25 to 60 per cent), rutile (25 to 50 per cent), and ilmenite (5 to 50 per cent).The so-called leucoxenic grains are not a definite mineral species but an alteration product of which the major components are titanium oxides and silica in varying proportions.Primary concentration is by gravity, using spirals or various forms of pinched sluice (Pullar, 1962), the resulting concentrates being redressed on wet tables. The rock mechanics approach to stability problems of steep rock slopes dealt with in this article has particular reference to the concept and methods of analysis developed by the Salzburg, Austria, school of rock mechanics. These theories are based on the principal postulate of the anistropy of the technological properties of in-situ rock masses. The present approach, which is more in line with geological engineering concepts, differs distinctively from the soil mechanics and engineering geological concepts commonly practiced in the United States. PRINCIPAL ENGINEERING APPROACH TO GEOTECHNICAL PROBLEMS AVAILABLE ENGINEERING CONCEPTS At the present time two different concepts are available for engineering analysis of underground structures and foundations in different earth material: soil mechanics and rock mechanics. Of these two branches, soil mechanics is, after 40 years of initially revolutionary and more recently evolutionary development, well established. Its principal concept of replacing in-situ soils or rock masses by perfectly homogeneous substitues has resulted in many practicable methods of analysis which, if applied with judgement, have resulted in successful applications throughout the world. Conversely, rock mechanics is still in the early stages of revolutionary development. Few, if any, standard concepts or methods of analysis have been established. Opinions vary widely. At present the professional background of an investigator very often determines the engineering concept to be applied to a particular problem, rather than its actual requirements if considered objectively. This paper stresses the rock mechanics or geological engineering point of view advocated by the Salzburg group. A review of the soil mechanics concepts is considered beyond the scope of this paper. THE title of this paper, I understand, was suggested by professional mining engineers as an opportunity for someone to pose problems rather than to offer solutions for them, but the paper will merely attempt to pose some of the production problems of the mineral aggregates industry in such manner as to create professional interest in their solution by the mining engineer, geologist, geochemist and the metallurgical engineer versed in mineral-dressing technique. DEFINITION OF MINERAL AGGREGATES "Mineral aggregates" may be defined as fragments of any rock or mineral used to supply bulk or volume or substance for a given purpose. For example, mineral aggregates are used in portland-cement concrete to provide bulk with the expenditure of the least feasible amount of cement binder. Mineral aggregates are used without portland cement or bituminous binder in highway and railway roadbeds to provide substance, to carry loads. Mineral aggregates are used in filters for water and sewage, to provide substance for the liquid to trickle through. These are only a few typical uses of mineral aggregates. For all these uses, strength, toughness, resistance to abrasion, and durability are usually prime requisites; so, while theoretically mineral aggregates may be of any mineral composition, what really is desired is a mineral composition as nearly inert under the conditions of use as anything of earthly origin can be. EXPLORATION AND POSSIBILITIES OF DEVELOPMENT The distribution of deposits of mineral aggregate is universal, since almost any part of the earth's crust can be used; even the top soil is sometimes used in stabilized surfacing for highways or airport runways. Nevertheless there is ample opportunity for exercise of the talents of the mining engineer and the geologist in finding the particular deposit that will be most economical to develop, keeping in mind such considerations as: (1) quality and mineralogical characteristics of the material; (2) size and permanency of the market; (3) final cost of opening and development of the deposit; (4) selection of location of plant; (5) methods and costs of distribution of the product in comparison with both present and possible future competition; (6) selection of the proper type of operating equipment; (7) estimation of probable waste products and their disposal. These are typical but there are other considerations also. Because profit margins are far smaller than in any comparable mining operation, it is all the more logical to assume that a higher degree of expert knowledge is desirable to make a success of a mineral-aggregates business. On-line monitoring of low rank coal quality during input to a process has the potential to provide benefits through: ò anticipation of coal quality variations prior to utilisation; ò provision of a tool to help determine the influence of coal quality on process behaviour, and ò provide a direct measure of coal quality for pricing. Moisture and ash are the two most significant coal quality parameters for combustion. They determine the energy content which can be derived from the coal and the problems arising from the presence of ash in the process (eg ash fouling, corrosion, erosion, particulate emissions and ash disposal). Extensive pilot-scale testing and full-scale experience has shown that specific coal/ash constituents (eg Na2O/ash ratio, acid-soluble aluminium, silica, sulphur contents, etc) are also important for the behaviour of Latrobe Valley brown coal during combustion, ash formation, deposition and removal of ash in precipitators and furnace ash hoppers. This paper discusses the range of on-line analysis techniques which have been investigated and their application to low rank coal analysis. Preliminary results from a joint SECV/CSIRO project which aims to develop two separate advanced instrument systems are also presented. These systems are based on: ò microwave attenuation and phase shift - for direct determination of moisture content; and ò inelastic neutron scattering - to provide total hydrogen, carbon, chlorine and ash contents, with potential for calculation of moisture content, specific energy, sodium content and Na20/ash ratio using correlations.

This paper will present the results of an analysis of several abandoned coal mine projects and includes field data for over a dozen different reclamation projects recently completed in the state of West Virginia. The analysis was performed with the objective of summarizing and or classification of the environmental consequences with reference to the characteristics of the mining facilities (surface, underground, etc.). The analysis also addressed the itemized cost of remediation with respect to procedures, environmental concerns and time. The results of the analysis are that each abandoned coal mine site in West Virginia have/had many unique features and in most cases include a combination of environmental concerns that complicate comparisons. The study also revealed that the abandoned mine land program for mines abandoned prior to 1977, that is being financed by a tax on the production of coal, has produced many benefits for the state of West Virginia. This grant program administered by the Office of Surface Mining, has resulted in a high quality methodology of remediation that has been successful for many years in greatly minimizing and/or eliminating environmental concerns from abandoned coal mines.

The Liberty Bridge in Greenville, South Carolina is a curved, cable-stayed, pedestrian bridge with primary support provided by two towers. The bridge is part of the Falls Park redevelopment. The bridge was originally designed to be supported on drilled piers. Alternately, the bridge was supported on a combination of micropiles and anchor piles because of difficult access and subsurface conditions. The use of micropiles and anchor piles led to improved construction scheduling and reduced costs. Micropiles were used to resist compressive loads. Anchor piles were used to resist tensile forces and to eliminate excessive settlement of pile caps into underlying fill during pre-stressing. This paper describes the site history, bridge construction, site and subsurface conditions encountered, and the decisions that led to support of the bridge using micropiles and anchor piles and foundation construction.

The following note on the mineral association in the ores of the Tennant Creek Goldfield, Northern Territory, is largely based on Mineragraphic Reports Nos. 49, 89, 117 and 193 of the Council for Scientific and Industrial Research. These reports are the results of the examinations of auriferous specimens from a number of mines of the goldfield and are now supplemented by the examination of further specimens from Mt. Samuel forwarded by Mr. V. G. Martin.The Tennant Creek Goldfield lies in the central portion of the Northern Territory, about Lat. 190 35', Long. 1340 15', on the Overland Telegraph Line and about 369 miles north of Alice Springs. It comprise an area extending about 50 miles east and west, by 30 miles north and south.The geology of the goldfield has been described by Woolnough. (2)The rocks of the area are of pre-Cambrian age, and consist of talcose, chloritic, micaceous and siliceous schists of sedimentary origin, interbedded with flows or dykes of schistose quartz porphyry, and of granites which were intruded subsequent to the regional metarporphism of the area. The rocks are moderately folded, but the beclding tends to be obscured by a pronounced east-west cleavage. The most continuous orebodies run east and west, parallel with this cleavage.Numerous lenses of hematite occur in the schists, with their long axes, parallel to the cleavage, and the gold values of the field are frequently associated with such hematite bodies. The dimensions of these hematite bodies are variable but rarely exceed a length of 300 ft., with an average thickness between 10 and 30 ft.; the original vertical dimensions are thought to be comparable with their length. The lenses tend to occur in groups when they are arranged en echelon both horizontally and in depth; and erosion has exposed individual lenses to different degrees, ranging from incipient exposure to complete removal. The existence of unexposed hematite lenses at depth has been proved by geophysical surveys, coupled with drilling tests. (3)A few of the bodies are pipe-like. Many are surrounded by a casing of brecciated rock, composed of fragments of hematite and shattered country rock, and presumably caused by subsequent earth movements which crushed the country rock against the resistant hematite bodies. In the early days of the field most of the important gold occurences were found within these crushed zones, or, to a less extent, within the hematite bodies themselves.These occurrences appeared to be associated only with those hematite lenses which were intersected by quartz veins or other lines of weakness, of later origin than the crushing. The combustible volatile matter in coal mine roadway dusts (CVM) has been determined using x-ray backscatter techniques. The correlation between x-ray and chemical techniques is reasonably good for the 92 samples from collieries on the Bulli seam, and the maximum error expected at the maximum level of 11· 5 weight per cent CVM permitted in the N.S.W. Coal Mines Regulation Act, 1912, as amended, is about ± 2·5 weight per cent. This x-ray technique can be used only when the combustible volatile content of the coal matter (cvm) varies within a limited range, and a separate calibration is required for each coal seam.Portable equipment based on a radioisotope x-ray source ahd digital ratemeter makes possible simple and rapid analysis, and with adaptation to use in coal mines should lead to much more comprehensive testing- ofroadways and hence improved overall prevention of coal dust explosions.

The Diavik Diamond Mine is producing diamonds from two orebodies, the A154 South and A154 North kimberlite pipes, discovered beneath the waters of Lac de Gras. Innovative dike technology with appropriate water collection and treatment systems allowed Diavik to start open pit mining of the ore bodies in 2002. To allow planning, engineering, and implementation of sufficient water handling infrastructure, reasonably accurate estimates of groundwater inflow quality and quantity over the life of mine are required. Prior to mining, a numerical model using the continuum approach was developed for regional and site wide water management. After approximately two years of mining, groundwater inflows to the pit were found to exceed those predicted by the base case hydrogeologic model. The most likely explanation was flow through Dewey?s Fault zone. As this fault was not explicitly accounted for in the model, a detailed hydrogeologic investigation was conducted to evaluate its geometry and hydraulic properties. A multi-disciplined approach was used and involved core logging, fluid logging, geophysical logging, packer testing, a pumping test, and water quality sample collection. The results of the field investigation were used to update the conceptual and numerical models and to develop a Discrete Fracture Network (DFN) model to address small scale problems such as flow into future underground drifts. The updated numerical hydrogeologic models predict that up to 70 per cent of the groundwater inflow to the A154 N/S open pit is through the relatively narrow fractured rock zone associated with Dewey?s Fault. Consistent with the continuum model, the DFN model predicts that inflow to a drift excavated in Dewey?s Fault will be approximately 10 times the inflow to a drift excavated in competent rock. The DFN model provides a better understanding of the distribution of these inflows on a local scale over the length of the drift.

This research report was produced in response to the release of the Mineral and Petroleum Royalty Bill. It involved are view of the mineral investment environments of selected countries in order to form an opinion on the appropriateness and competitiveness of the proposed royalty structure for South Africa. Many emerging countries have recently attracted a significant share of foreign investment, as a direct result of changes in policy. These are, by implication, the least risky and most favourable destinations for the ?investment dollar?. The five most competitive countries, namely Chile, Argentina, Peru, Mexico and Brazil have been identified as succeeding with their policy visions of creating favourable domestic investment environments. The investment rules of these countries served as a basis for the compilation of a Competitive Investment Framework (CIF). This is a template of best practice against which other investment environments, such as that of South Africa, can be measured. The framework indicates that mineral royalties should ideally be no more than three per cent, demonstrating that the regime proposed in the Royalty Bill is out of step with international best practice. Mineral royalties can never be viewed in isolation and in the assessment of the rates proposed in the Royalty Bill, one must consider the total taxation package. Such assessment appears in Section 5 of this report, demonstrating that there is reason for concern if National Treasury were to impose the rates stipulated in the Royalty Bill. The alternatives, conclusion and recommendations of the review appear in Sections 9 and 10. These are the result of independent analysis and assessment of the fundamental principles. It is done through the application of a Competitive Investment Framework that avoids the highly subjective and emotional views that often accompany a process like this.

The new euphoria in diamond exploration brings with it a need to understand the challenges that new projects can face in different stages of the development and risks that the commercial outcomes from the new projects fall short of expectations. In many cases, the problems are related to a poor understanding of the technical risks and a failure to adequately address them during the course of investigation. Failure to evaluate all disciplines to the same level of certainty could lead to a situation where the important issues are only identified late in the project development, resulting in costly delays and financial difficulties. The diamond projects located in Canadian Arctic, with its challenging environmental, geographical, social, political and geological contexts are especially sensitive to the high variability of the outcome. This presentation highlights some of the technical aspects that could be the leading sources of risk in diamond projects and could ultimately result in inappropriate mine designs, reducing the economic outcome.

On March 12, 1994, the 1,100-foot deep 2 Yard South panel of the 1l0 year-old Retsof Mine collapsed. At the time of this occurrence, the Retsof Mine was characterized as the world's largest, most productive salt mine. The collapse produced a seismic event and resulted in a sinkhole and small lake forming on the surface. An existing highway bridge was rendered unusable. Water entered the mine and despite valiant efforts by the miners and the mining company, the entire mine was flooded and lost. John T. Boyd Company (BOYD) studied the incident to evaluate design procedures, and assess the short- and long-term environmental impacts of the collapse. This paper presents our analysis of the cause of the collapse and our review of the rock mechanics design of 2 Yard South panel. Our review is, in part, based on a rock mechanics monitoring program of 2 Yard South. The monitoring program was established by the mining company as the panel was developed and continued even after the panel became unstable.

Extending an organization?s knowledge base throughout the entire enterprise can improve operations. Until recently, though, field operations were often left out of the information loop, as extending high-bandwidth communications into harsh environments often proved impossible due to thermal extremes, physical hazards and caustic chemicals. However, advances in the design and manufacture of rugged fiberoptic cables have now enabled the successful installation of 10-gigabit transmission links to places such as mining operations. The experience of Consol Energy exemplifies how plant managers can successfully enlist ruggedized tight buffered cables to help carry the efficiency of ERP communications into even the most challenging work environments. ?As part of our ERP implementation, we extended our corporate network underground into our mines using fi beroptic cable,? said Tom Prokop, manager-site support for Consol Energy. ?We?ve actually had rooffalls bury the cable between rocks and still did not lose data communications. Our maintenance personnel are now able to access our ERP system while underground at locations that can be up to 32 km (20 miles) away from their desks or the warehouse. Access to the corporate network allows them to order parts, look at electronic schematics, access monitoring data, no matter where they are in the mine. With a few hundred workers below ground, this immediate access translates into a time-savings that adds up in a hurry.?

The government of India convened a precedent-setting meeting in New Delhi on Nov. 12, 2001.The meeting brought together regulators and the mining industry in an attempt to fix the industry’s mine development problems in that country. More than 150people attended the all-day session. Ram Vilas Paswan, Minister of Coal and Mines, chaired the meeting. Ravi Shankar Prasad, Minister of State for Coal and Mines, was also present. The secretary of the Department of Mines and the Joint Secretaries and Additional Secretary also participated. The Department of Mines’ mandate is for economic growth: to get new mine development going and to make investment in mining attractive for both domestic and foreign-owned companies.

The relationship between the maceral composition of coal and the strength of the coke produced from that coal has received a great deal of attention in recent years.Studies using two Bulli Seam coals, and blends of Bulli and Wongawilli Seam coals, from the IIIawarra Measures of the Southern Coalfield of New South Wales were carried out.The optimum range of vitrinite was found to lie between 45 per cent and 60 per cent (mineral matter free).Above and below this vitrinite range coke strength deteriorated. Coke strength indices increased with rank, and the optimum vitrinite content increased with an increase in rank. These changes require confirmation as trends by testing a third level of rank. It was noted that vitrinite content decreased with an increase in the specific gravity of separation of the coal.Use of petrographic analyses will increase confidence in choosing coals for coking, provided the coals are well known. Such analyses offer the possibility of greater flexibility in coal purchases and the possibility of producing a marketable blend from coals, which have limited market potential. Critical base coals for blends can be conserved.Significantly more work is required before coal reserves can be utilized to optimum advantage. This work would require extension of the studies discussed in this paper and, in particular, the testing of a wider range of rank.

A study of the crystalline materials on or near the surface of freshly made or "green" superphosphate granules and mature, "set" superphosphate granules was undertaken using X-ray diffraction, X-ray mapping, scanning electron microscopy and electron probe micro analysis techniques. Calcium sulphate (CaSO4), calcium sulphate hemihydrate (CaSO4 1/2H20), and mono calcium phosphate monohydrate (Ca(H2PO4)2H2O), were the only crystalline species present in the "green" superphosphate.In the set superphosphate however, additional compounds were present, namely complex iron and aluminium phosphates Ca(Fe,AI) H(HPO4hF2)2H2O, (Fe)3(H3O)H8 (PO4)6H2O and calcium sulphate dihydrate (CaSO4.2H2O).The complex phosphates tied up the major part of the Fe and Al in the system and were concentrated on or near the surface of the granule. An intimate mixture of CaSO4.2H2O, and CaSO4, along with the above mentioned complex Fe-AI compounds, crystallize close to the surface of the granule and cause the setting of superphosphate that takes place during storage.

THE Jacksonville plant of Humphreys Gold Corp., operating under leases from National Lead Co. and Rutile Mining Co. of Florida, recovers rutile, ilmenite, zircon, and monazite from an ancient beach deposit containing about 2.5 pct of these minerals in combination. The location of the plant is unique, being situated about ten miles from the center of Jacksonville, Fla., surrounded by a thriving suburb. Two four-lane highways pass within 1 ½ miles of the plant. An expressway now under construction will pass over the tailing pile, within 500 ft of the mine office. The elevation at the plant site is approximately 50 ft above sea level. This is one of two mines producing titanium minerals and zircon in Florida. Another mine is also operated by Humphreys at Starke, about 50 miles southeast of Jacksonville. THERE are certain facts that the mining industry in Australia is faced with at the present moment which may be accepted as axioms. The industry is at a low ebb, as evidenced by statistics. Metals form the basis of all modern industries, and are necessaryfor the welfare of Australia. Mining is a wasting asset. Every ton of ore extracted is one ton less which c.annot be made good, and it should be our duty to get as much profit froin that ore as possible, otherwise there is a permanent loss to the country.The metal market cannot be controlled by Australia; it is more or less an international matter. Australia has not been thoroughly prospected. There are no mines being developed that are likely to replace those which are being depleted.Our mining engineers are as capable as those in other parts of the world, and have made good where they have been given a chance. There is no one cause for the present depression; there are several, more or less, interwoven. Of course, the war has had an adverse effect, but that has only dislocated things temporarily; it upset our markets, influenced the price of metals, and affected the labour market and cost of stores. Labour troubles made their appearance before the wave of unrest swept over the world. The cause of labour discontent must be investigated, and if possible removed. As each industry has .its·own problems, miners must inquire into their special problems, as there is no sovereign remedy that will suit all cases.It is obvious that we cannot mine ore if we do not know where it is; therefore, the first thing is to discover workable deposits.

Numerical modeling was used to design the pillars and bolting plan for a mine with weak roof and multi-seam stress condition. Previous mining experience, pillar/roof yielding and in-situ horizontal stress were considered in the models. By modeling the upper seam yielding and vertical stress transfer, a multi-seam influence zone was obtained. Appropriate pillar sizes were designed for conditions with and without upper seam stress influences. Roof support for the track and belt entries, using fully-grouted resin bolts and cable bolts, was proposed and implemented in the model. The bolting plan was evaluated under the weak roof condition.

The Taupo Volcanic Zone inNew Zealand and the Philippine Mobile Belt in the Philippines are characterized by active subduction, active volcanism and high seismicity. The main factors affecting characteristics of geothermal systems in both countries are: tectonic setting, source magmas, maturity of the systems, and depth to the degassing magma body. Within New Zealand, geothermal systems are grouped into arc- and rift-type. Fluids in arc-type systems contain high amounts of volatiles (<20%), with high CO2/Cl, CO2/He, and N2/Ar ratios. Mantle-type volatiles predominate in rift-type systems. Philippine geothermal systems are largely arc-type, the topography is rugged, leading to the separation of water and vapour upflows, as opposed to the overlap found in New Zealand. The relatively shallow depths of degassing magma bodies in the Philippines results in steeper geochemical gradients, leading to higher proportions of arc-type magmatic water (>40%) and higher Cl contents (3000 - 10 000 mg/kg), Maximum temperatures are also higher, reaching up to >400¦C. Arc-type alteration assemblages in New Zealand and the Philippines are similar. Because Philippine geothermal systems are less mature, have higher temperatures and steeper geochemical gradients than New Zealand ones, advanced argillization is more widespread occurring down to depths of 2000 m. Mineral phases are more varied due to the active input of magmatic waters and the formation of vapor conditions at depth, forming P04-, B-, Li-, Ce-, F-, and Cl-bearing minerals at high temperatures. In the Philippines, high temperature magmatic-hydrothermal to contact metamorphic assemblages containing biotite, amphiboles and pyroxenes are relatively common, but rare in New Zealand.
