Although much talked about, social licence to operate (SLTO) is a relatively new concept that has been deemed as one of the four biggest business risks to a mining project over the life-of-mine. There is no accepted single definition of SLTO and this author understands SLTO to be stakeholder perception of the legitimacy of a project, a company or an industry. At a specific site, and across different sites within the same organisation, SLTO ranges through different levels according to stakeholders’ degrees of acceptance in time and space. Management of SLTO is vital for the mining sector but is difficult as it is informal and intangible. Although there are no key performance indicators, there are certain indicators that enable relative measurement of the ‘level’ of the SLTO. Because of the importance of the SLTO, information management during the entire life-of-mine, from exploration to rehabilitation, becomes crucial for the continued operation of a project. THE stock exchange and its functions is about as well understood by the average individual as the fourth dimension. What is a stock exchange? Divested of the rules and regulations by which it is governed, and the facilities it provides for the convenient handling of securities, it would be in its nude state nothing more or less than a meeting place for brokers. The stock exchange in America dates back to 1752, when a group of merchants of New York established a meeting place at the foot of Broad Street for the purpose of dealing in meal and slaves. The first definite orgarization, however, had its beginning in 1792 when 24 New York brokers signed an agreement not to buy or sell public stock for less than one quarter per cent. commission. From this small group has grown by gradual degrees, the greatest organized security market in the world, namely, the New York Stock Exchange. At the present time there are 27 stock exchanges in the United States and 5 in Canada. Based on the volume of business transacted, the Los Angeles Stock Exchange ranks 6th among them. This is attributable to the fact that strictly speaking Los Angeles has never been a stock exchange town, like some other large cities. Take for instance San Francisco, which supported one stock exchange from 1862 to .1882 and has since supported two. No city, by the way, should tolerate two stock exchanges at the same time. It is an economic folly and a senseless duplication that can be compared with rival telephone companies or competing street railway systems, paralleling each other's lines and always leads to trouble and confusion, and sooner or later one or the other falls by the wayside. While Los Angeles has had stock exchanges of one kind or another since 1896, none of them attracted much attention until 1899 when the present exchange was organized and it did not get well under way until along in 1906.

The rates of return on investment are examined for several major Canadian mining companies. Because we are dealing with a highly cyclical industry, subjected to widely fluctuating metal prices, rates of return are examined over a 20-year period. Conveniently, the first decade examined reflects the period when the industry enjoyed incentives to develop deposits; during the second decade, incentives were reduced and the industry became the most heavily taxed industry in Canada. The high rates of inflation since 1973 have distorted the real rates of return on investment if one considers replacement cost.

"Aluminum alloy structural components f or aircraft designed prior to the early 1970s, were machined from 2024, 7075 and 7079 plate, bar and forgings in either the T3xxx of the T6xxx tempers. Protective treatments for these parts consisted of chromic acid anodizing and alkyd zinc chromate primer, plus a nitrocellulose lacquer for exterior parts.The major service problem with these parts was the frequent occurrence of exfoliation corrosion and stress corrosion cracking (S. C. C.). Therefore, 2024 and 7079 alloys, with min or exceptions, were not used in aircraft designed after the early 1970s. Replacement materials were 7075 and 7050 alloys in the overaged, exfoliation corrosion and S. C. C. resistant, T73xxx tempers.The use of improved materials together with the upgrading to chromated epoxy primers, polyurethane enamels and the introduction of water displacing corrosion inhibiting compounds have significantly reduced corrosion in aircraft. IntroductionThe prevention of corrosion in aircraft has been a challenge to aircraft designers for many decades. With the design of the first all-metal aircraft, the designer and builder were thrust into the relatively new field of protective treatments as corrosion started to become more prevalent. This resulted from the continually increasing importance and wider utilization of aircraft, and their exposure to a wider variety of ho stile environments such as urban industrial pollution, high humidity tropical areas and salt ladened marine environments.Corrosion advanced another significant step when, after World War II, designs of new and larger aircraft utilized larger and thicker metal sections in the manufacture of structural components. With thicker mill products came higher residual heat treat, fabrication and assembly stresses resulting in an increased number of stress corrosion and exfoliation corrosion problems.Apart from the exterior environment, aircraft interior s can be exposed to a number of fluids which are either directly or indirectly responsible for corrosion. The most common of the fluids is water which is usually introduced as a result of condensation, especially in pressurized fuselages, and spillage from lavatories, galley s and electrolytes from batteries. These fluid s have a degrading effect on protective treatments and are also corrosive to the substrate metal. Fluids such as phosphate ester hydraulic fluids and ester based turbine engine lubricating oil s are not corrosive to the substrate metal, albeit they do contribute to corrosion by the degrading effect on protective treatments."

THE following notes were accumulated during the years 1905 to 1911, when the writer was employed at Stannary Hills. The writer's duty took him over the underground workings daily. In odd moments the geology of the surrounding country was worked out. As the time for this purpose was limited, many interesting points had to be left, untouched. The faulting system in the mines was of such a puzzling character that it seemed as if the geology of the surrounding district might throw some light on it. Dr Jack, in 1907, reported on these mines for the shareholders, but came to no definite conclusions. Unfortunately, the writer has not had access to this report for many years. At the time of his visit the larger develbpments in the Ivanhoe and, Kitchenen orebodies (see Fig 1, B2) were only being opened up. Mr. H. Herman mentions Stannary Hills on p 320, Proceedings Aust Inst ME, new series, No 14, and on p 326 expresses the opinion that the pipe or joint-veins (as at Irvine bank and Stannary Hills) were more valuable to follow than lodes in the granite in that district.GEOLOGY OF DISTRICTThe main feature of the area mapped is a band of altered sedimentary rocks which carry no fossils. It is a mile wide, and consists of a hard band of greywackes 200 ·t ·300 yds. wide, flanked on both sides by contorted shales which become more micaceous as the granite-area to the east is approached. The strata have a general strike of N. 30° W., with a steep westerly dip. A large area of acid intrusive rocks occurs to the west of this band. These investigations were conducted to determine conditions for recovery of nickel and copper from Funter Bay, Alaska, sulfide ore and recovery of nickel from nickel-silicate ore, Nickel Mountain, Riddle, Oreg. Samples of Funter Bay cupriferous and nickeliferous pyrrhotite ore, were treated by beneficiation, roasting, electric smelting of roasted are for matte production, chlorination, leaching, and sulfatizing roasting with subsequent leaching. Funter Bay and Nickel Mountain ores were smelted together to produce matte. Total sulfide flotation, followed by magnetic separation of the tailings to recover entrained nickel-bearing pyrrhotite, resulted in the highest nickel recovery in beneficiation tests on Funter Bay are. Overall beneficiation resulted in recovery of 98.5 percent of the copper and 95.4 percent of the nickel in the concentrate that contained 3.5 percent copper and 1.7 percent nickel.

During the last 100 years, the submerged arc furnace has been one of the most amazing diversified melting units. These furnaces have found their application in more than 20 different main industrial areas such as iron, ferro alloy, chemical industry, lead, zinc, copper, refractory, titanium oxide, recycling, phosphorus etc. Such an evolution was only possible because of tremendous efforts in research and development and due to the large range of design solutions. The worldwide strong competition also forced the industry and plant suppliers to develop highly efficient, economically balanced units in optimized sizes and with long lifetimes, to adapt to the market conditions. Regarding the environment, the plants improved significantly in terms of water treatment plants and off-gas treatments as well as on site recycling units. This paper will give a short overview regarding the history of the furnace and the latest developments in today?s main application fields: ferro alloys, non-ferrous, special application and recycling. In addition new activities in research and developments are briefly discussed.

Both the San Andreas fault complex and the Murray fracture zone are apparently found to be contemporaneous with the Laramide mineralization period. Their compounding effects certainly have disturbed the Texas lineament belt and its components with serious lateral offsets and most probably have been instrumental in allowing intrusives to be emplaced as well as mineralization to accompany these intrusions at some of the fracture intersections. While the main fracture centers can be almost accepted as being structurally linked together, the Texas lineament trend definitely predominates, exerting a prevailing direction to graben (Silver Bell) and to elongated depressions (Bisbee). That this lineament belt also influenced the concomitant mineralization seems a logical inference. The orebodies are generally found at intersections near the most centrally-located intrusive with a distance varying from contiguity to one or two miles. The Southeast Arizona copper province owes its existence primarily to a particularly favorable structural setting of broad semi-continental scope. Thus, various regional structural elements are to be considered as possibly direct or remote cause for the widespread mineralization, although the one or the ones really responsible may never be singled out. There arc three basic regional elements: (1) The north-northwest-trending anticlinorium that diagonally crosses Arizona is quite obvious because many mountain ranges follow this direction. This anti- clinorium, which merges northward into the Wasatch-Jerome Belt, marks a broad zone of weakness where tension seems to prevail. Mineralized trends such as Jerome-San Manuel-Bisbee may give some weight to the economic value of this structural element. (2) Northeast-trending fractures, parallel to the Colorado Mineral Belt (Landwehr, 1967), appear troincident with mineralization as evidenced by the Questa-Grants-Morenci and the Lordsburg- Tyrone-Santa Rita alignments. This structural direction is accepted as one of the most economically significant in the Southwestern United States. (3) The Texas Lineament.

"In December, 1999 Stillwater Mining Company (SMC) commissioned a new paste /cement backfill plant to supplement the existing sand backfill system for the cut and fill mining operation at it’s Nye, Montana mine. The new plant uses the Baker Process Deep Cone TM Paste Thickener to thicken the total concentrator tailings from 30% solids slurry to a 71% solids paste. This paper describes both general paste formation concepts and the evolution of the SMC paste plant operation from original design criteria, through problem solving and plant modifications, to the operation of the existing plant.Although the original process design was not effective for consistently producing and delivering acceptable paste to the stopes for backfill, SMC was able to make the mechanical and process modifications which allow the plant to now produce and deliver an acceptable product to the stopes. Ongoing test work is targeted at increasing the pumping range of the system, increasing the paste solids concentration from the Deep Cone Paste Thickener and reducing the operating and maintenance costs of the system.INTRODUCTIONThe authors would like to thank both Stillwater Mining Company (SMC) and Baker Process for their assistance in the preparation of this paper. Stillwater Mining Company chose not to participate directly in this paper due to time constraints, but was very helpful in answering questions concerning their approach to problem solving and specific details with regard to engineering criteria.This paper will begin with a general review of the technical and mechanical concepts in paste formation and then focus on the overall design, start-up and problem solving process for the paste backfill operation at SMC’s mine and concentrator near Nye, Montana."

"The Red Lake Mine is situated in Balmer Township, Red Lake area in northwestern Ontario. It is an underground mine that has been in production since 1948. The property was originally known as the Dickensen Mine and was shut down in 1996.A feasibility study was carried out in 1998 and it was determined that a new mill should be constructed with a throughput rate of 600 stpd. The life-of-mine average gold grade was projected to be 1.35 oz/t with gold predominantly associated with arsenopyrite and pyrite. Metallurgical testwork indicated that the optimal flowsheet for gold recovery would include an autoclave for oxidation with a carbon circuit for adsorption. To limit capital cost and establish cashflow, the mill was constructed without an autoclave. The recovery by gravity and cyanidation was projected to be 83%. A flotation plant was constructed at the tail end of the circuit to recover the additional gold associated with sulphides from the leach circuit tailings. This material is being stockpiled onsite for future oxidation treatment.Detailed engineering was started in early 1999 and the first gold was poured in August 2000. One feature of the project was the use of Contact Lake equipment from Cameco’s Contact Lake project. The entire mill was purchased and equipment re-used where possible. The capital cost for the process facilities was C$3 1.5 million."

Although known since 1902, the Capitan iron deposits have not been tined, mainly because of the low grade of the ore. Only a small amount of exploratory work has been done since the discovery. C. H. Johnson, district engineer of the Bureau of Mines in New Mexico in 1942-4, visited the property; as a result, preliminary sampling of the property was done in 1943.2/ Owing to the results of this preliminary work, an extensive development program by wagon drilling was planned and executed early in 1944. Equipment available at that time was limited in the depths that could be reached; and as geologic studies indicated the possibility that other limestone beds below the surface might have been replaced by iron minerals, a supplementary development program by churn drilling to reach greater depths was prosecuted in late 1947 and early 1948, with the author as project engineer.

Also included is a brief description of the mineral potential of Antarctica. The Latin American region encompasses an area twice that of the United States. Tables 2 and 3 provide a summary view of the importance of Latin America and Canada's output of its major mineral commodities in world mineral supply in 1989 and 1990.

Directionally solidified (DS) Rene 80 Superalloy was tested in thermo-mechanical fatigue (TMF) over the temperature range 500-900°C and plastic strain levels from 0.2 to 0.8% using a DSI Gleeble thermal simulator. Thermo-mechanical testing was carried out on the parent material in the conventional solution treated and aged condition (STA), as well as gas tungsten arc welded with an IN-738 filler, followed by solution treatment and ageing. Comparison of the base TMF unwelded alloy with that of the welded and heat treated alloy showed that varying crack initiation mechanisms, notably oxidation either by stress assisted grain boundary oxidation, or associated with grain boundary MC carbides fatigue crack propagation along grain boundaries and creep deformation were operating, leading to different "weakest link" failure initiation points.

A Bureau of Mines investigation identified no mineral deposits in the Lost Creek RARE II area. Sand and gravel has been mined from alluvial flood plain deposits just outside the RARE II boundary. An oil and gas lease application which includes the eastern portion of the RARE II area is pending. Abundant basalt in the area can be crushed and used as aggregate; but it could not compete with similar deposits in more favorable locations, or with cheaper substitutes such as volcanic cinders or sand and gravel which are available outside the study area closer to major markets. No indication of coal or geothermal energy resources was found. INTRODUCTION Location and Access The Lost Creek RARE II area encompasses 8,300 acres (3,400 ha) of Lassen National Forest in north-central California, about 20 mi (30 km) north of Lassen Peak. The closest city is Redding, California, 50 air mi (80 km) southwest. Peripheral access is provided by State Highway 89 passing near the western RARE II boundary (fig. 1). The Pacific Crest Trail traverses the western margin of Hat Creek Rim adjacent to the eastern boundary of the area.

WE RECENTLY completed a study for a client, who is an applicant to export gas from the Province of Alberta, on the effects of gas export on Alberta's economy. This study was part of the client's application ?before the Conservation Board, and, no doubt, some of you are familiar with it. Submissions by other applicants in earlier hearings before the Board and before the Royal Commission on Energy, as well as claims made by parties opposing export, have also brought forward a number of other opmwns regarding possible economic effects. Ali of these studies have been on a piecemeal basis. They have dealt with particular aspects of particular applications, and only indirectly and by inference with the overall question of gas ex-port. We have prepared this paper to review the overall picture and ex-amine, as far as time permits, all sides of the question. While the paper is entitled Economic Effects of Gas Export on Alberta, we felt that the area considered should in-elude northeastern British Columbia, not only because Westcoast, the first major gas export project, is essentially a northeastern B. C. project, but because this area has historically been, from the point of view of economic, if not of political, geography, part of Alberta. In this paper, when we talk of export, we mean export from the Province or, in this case, from Alberta plus northeastern B. C. Sales to other parts of Canada have exactly the same effect on the economy of this area as l1ave sales to the United States, provided, of course, they are made on equal terms.

"The Key Lake mill was commissioned in 1983 to process the two Key Lake ore deposits. With the depletion of these ore bodies in 1999, the plant was converted to mill the exceptionally rich McArthur River deposit located seventy eight kilometers northeast of the Key Lake mine site. This paper describes in detail the Key Lake milling process. The mill consists of a grinding circuit, a leachkounter current decantation circuit, a solvent extraction circuit, a yellowcake precipitatiodcalciner circuit, an ammonium sulphate crystallization circuit, and a waste treatment circuit. The paper also describes process changes to handle McArthur River ore, including the ore receiving stationLOCATIONThe Key Lake mill is located 78 kilometres south of the McArthur River mine. It is located at latitude 57' N in northern Saskatchewan, within the southern boundary of the Athabasca formation. The nearest town is Pine House, located 240 kilometres to the south. Access to the mine is by an all weather road and by a private airstrip.HISTORYAND DESCRIPTION OF OPERATIONThe Key Lake mill was commissioned in October 1983 to process ore from the Gaertner and Deilmann ore bodies. The mill was designed to produce twelve million pounds of uranium oxide (U308) a year from a feed grade of 2.4% U3O8.Following grinding, the uranium is leached in a two stage leach circuit using oxygen and sulphuric acid. An eight-thickener counter current decantation (CCD) circuit is used to separate the uranium bearing solution from the solid waste residue. The uranium is further purified in a solvent extraction circuit and then precipitated using ammonia. It is then calcined at 840' Celsius, and packaged into drums for shipping to refineries. There is a crystallization circuit to recover ammonium sulphate produced in the process and a waste treatment circuit."

Graphite, a mineral form of pure carbon, is one of the most versatile minerals in industry, because of its varying physical properties and characteristics. The mineral occurs naturally in the form of tubular crystals or microcrystalline earthy lumps, or it is disseminated in rocks, which have undergone intense metamorphism. India has a large deposition of graphite minerals out of which about 43% are found in Arunachal Pradesh. However, compared to the rest of the country, the North-East Region and particularly Arunachal Pradesh has not attracted attention till date for detail investigation for characterization, beneficiation, prospecting and/or exploitation of the mineral resources including graphite. Bulk graphite sample were collected from upper Subanshiri district of Arunachal Pradesh. Chemical analysis of the representative samples were carried out and found that 7.29%, 19.60% and 6.07% of fixed carbon (FC) is present in graphite sample collected from La-Lamdak, Bopi and Taliha, Arunachal Pradesh, respectively. Chemical analysis of the ash of the graphite sample shows presence of impurities such as silica, Al2O3, Fe2O3, Ca, Mg etc in the graphite sample which are also supported by XRD and SEM-EDX investigation. The graphite samples of Arunachal Pradesh are low grade and do not fulfill the market requirement for the industrial applications. Therefore, low-grade graphite is subjected to beneficiation for the upgradation of the graphite for industrial applications. We have adopted the dispersion?cum-settling technique for the beneficiation of the graphite sample collected from Arunachal Pradesh. The FC of 40.21% with 41.17% raw graphite recovery which is equivalent to 71.02% carbon recovery have been obtained by gravity separation technique using only distilled water without any chemical reagent in case of graphite sample collected from Bopi, Arunachal Pradesh. The graphite sample is upgraded up to 47.75% FC with 41.91% raw graphite recovery, which is equivalent to 85.85% carbon recovery with the pH adjustment at 9 with NaOH. The Phoenix mine on the Mararoa Reef at Norseman, Western Australia, provides an outstanding: AUstralian instance of the recurrence of payable ore beneath the bottom of an abandoned mine, and an interesting and instructive example of the development ofideas with regard to ore recurrence in a particular district. The Mararoa Reef is the most productive of several hypothermal goldquartz vains in pre-Cambrian basic volc81olics which strike northsouth and dip on the average, 45 degrees east. The Phoenix minewas abandoned at 500 ft. vertical depth after producing 342,000 tons of 9.9 dwt. recovery grade (equivalent to nearly half of the total production of the Norseman field) from a 2,500 ft.. long, horizontally disposed oreshoot, which is reported to have had an ore outcrop only 30 ft. in length.Interest in the field was revived in 1933, and by 1941 new ore mined and developed on the Mararoa Reef by Central Norseman Gold Corporation N.L. amounted to approximately 700,000 tons of 6.7 dwt. recovery grade. In the same period another oreshoot of similar size and grade was developed by Norseman Gold Mines N.L., south of the old Mararoa company's site. As shown by the plans, the ore occurs in discontinuous shoots. The intervening area of shear is poor in quartz as well as in gold. Geological work on behalf of Western Mining Corporation Ltd., and Central Norseman Gold Corporation N.L. has been in progress in the mine and in the field more or less continuously from 1913 to 1941 and again since 1946. This paper describes the successive advances in the understanding of the exploratory problem up to late 1941, to which several investigators have contributed. H. E. McKinstryl visited the mine and recognised that the ore occurred primarily on the flatly dipping sections of the vein, as distinct from the steeply dippingsections, in a wide shear zone with reverse movement. Many of the flatly dipping fractures were seen to exhibit tension phenomena and to link one shear plane to the next below on the footwall side.
