Before the first shovelful of dirt is removed from a developing mining property, a wide range of data must be collected, organized and analyzed. Among the key steps in this process are: • Visualization of the deposit from drill hole data and geologic interpretation, using all available information, including surface geology, geochemistry and geophysics. • Drawing of vertical and horizontal sections. • Construction of a 3D solid model of the deposit. • Contouring of deposit outlines and geological structure until the model represents best estimate of reality. • Estimation of grade and quality distribution. • Calculation of reserves. • Examination of possible mining methods. • Determination of economic feasibility. Many techniques are available to aid in this process of mine project feasibility analysis, from quick pencil calculations to sophisticated computer methods. However, time races faster in the complex modem business world than it did 50 years ago. Tried and true pencil methods take too much time. Opportunity may pass a mine developer by while a property is still in the first stages of analysis. In the days of hand techniques, initial analysis of the economic feasibility of a mining project usually stopped with reserve calculations and broad mine planning. Further planning was not done or was done only for the short term. Manual techniques require too much time and manpower to evaluate a longterm mining program. Mining-industry recognition of computer utility has increased. Most companies now use computers in technical applications and could not conceive of working without them. Building initial computer models of a deposit may take nearly as long as hand techniques. But the payback comes when changes are needed and a variety of mine plans are quickly tested.

"Although it is known that explosive gas zones can form and sustain combustion in a longwall coal mine gob, a complete account of the interaction of the methane flame and gob remains obscure. The goal of this study is to examine the impact of several gob parameters such as packing orientation and void spacing. The impact of ignition location is also detailed. A series of experiments with methane flames were performed in a horizontal cylindrical quartz reactor. The reactor was tested both empty and packed with an obstacle wall consisting of spherical glass beads to investigate the impact of various gob parameters. Results demonstrate that methane burning velocity is sensitive to all parameters investigated, and most sensitive to packing density and ignition location. INTRODUCTION The explosion at the Upper Big Branch Mine in 2010 and several other underground longwall coal mine fires and explosions show that explosive gases can mix with fresh ventilation air creating explosive gas zones (EGZs). Investigative reports of these fires have found that EGZs are able to move from the gob and into the active longwall face, endangering workers and equipment [1]. Currently, researchers at the Colorado School of Mines are using computation fluid dynamics (CFD) modeling to predict the location and movement of EGZs in the gob and along the longwall face [2,3]. It is the goal of this work to validate combustion models [4] that include interactions of the flame and the gob for future incorporation into ongoing CFD modeling of EGZs [2,3]. Throughout the years, there has been significant research investigating how flames interact with obstacles and propagate through porous media [4,5,7-11]. Since there is limited access to the gob in a longwall coal mine (Figure 1), the orientation and size of rocks and void spaces within the gob is unknown. Experiments of a simulated gob have been performed in a large scale flame tube in order to investigate the effect of scale (Figure 2) [4,5]. However, the variation in rock spacing, rock orientation, and void location makes it difficult to determine the impact of each of these parameters on methane flame dynamics. This study aims at gaining a stronger fundamental understanding of gob parameters such as spacing, orientation, and ignition location on methane flame propagation. The results from this study will provide a basis for experimentation in larger explosion vessels and will be used to validate methane combustion models for incorporation into longwall ventilation models of EGZ movement [2,3,4]. BACKGROUND Researchers have been studying flame propagation across obstacles and porous media for many years using various fuels and experimental setups [4,5,7-11]. Experiments have been performed in horizontal chambers with both ends open [7], horizontal chambers that are semi-open [4,11], horizontal chambers with both ends closed [8], and vertical arrangements [9,10]. Due to the variation in experimental setups and methods of characterizing flame dynamics such as flame speed, peak overpressure, or burning velocity it becomes difficult to directly compare results. Flame speed is a property of the mixture and refers to the speed of the unstretched flame front normal to the direction of propagation. This study characterizes the flame by its burning velocity, which is the difference between the flame speed and the speed of the unburned gases just ahead of the flame front. However, some references use the terms flame speed and burning velocity interchangeably. In this study, a semi-open quartz cylindrical reactor was used to determine methane burning velocity, which was used as a basis for comparison to determine the impact of obstacle configuration on methane flame dynamics. The quartz reactor also has the unique ability to allow for flame visualization. These features allow for faster combustion model validation [4]."

Since 1965 when the first mole was used on Bureau work, the Bureau of Reclamation has completed 17 tunnels of over 5,000 feet in length. The longest was 12.8 miles. Total length of the 17 tunnels was 376,207 feet, or over 71 miles. The finished diameter varied from 7 feet 0 inch to 18 feet 0 inch with 82 percent (58 miles) being less than 12 feet 0 inch in diameter when lined. All of these tunnels except one are gravity flow, water conveyance tunnels with relatively flat gradient. One is a low-head pressure tunnel. All were constructed by contracts resulting from fixed-price bids. Starting in 1964 the Bureau of Reclamation initiated the practice of giving several options in the specifications on methods of tunnel excavation. Since that time, construction work has been completed on 17 tunnels. Of this number, 11 were mole excavated and 6 were excavated by conventional drill and blast methods. In general, there has been 2 feet of mole excavation for every 1 foot of drill and blast. Cost comparisons are based on only 13 tunnels because the Bureau has 4 recently completed tunnels that have pending claims; therefore, final cost data are not available. Some definite trends show from the data available; however, the number of completed tunnels in some categories is so small the results cannot really be considered a trend. As more data become available, the indications will become more reliable. The information is presented to indicate general trends and comparisons and cannot be meaningfully used for a one-on-one comparison because of individual tunnel differences not considered.

The relative significance of corrosive and erosive wear in magnetic taconite grinding is examined. The influence of different types of aeration, namely, nitrogen, air and oxygen on ball war was established for mild steel and high carbon low alloy steel balls. Ball wear data from dry and wet grinding tests are compared with those obtained in the presence of an organic solvent that does not promote electrochemical corrosion. 'Marked ball grinding, tests along with electrochemical measurements involving ball material and magnetite electrodes indicate that contribution from oxygen towards wear (corrosive wear) is relatively small and abrasive wear appears to be significant. Rheological properties of the slurry-appear to have an important bearing on the abrasive wear of grinding balls.

Recruitment and activation of phagocytic cells after inhalation of occupational dusts has been implicated in the development of pulmonary inflammation, fibrosis, or emphysema. Plateletactivating factor has been described recently as a potent inflammatory agent. The objective of the present study was to investigate if platelet-activating factor might play a role in the inflammatory response of the lung to occupational dusts. In vitro exposure of alveolar macrophages to cotton dust (4 mg/ml), silica (10 mg/ml), or coal dust (10 mg/ml) results in the release of picomole levels of platelet-activating factor with a potency of cotton dust > silica > coal dust. Time course studies indicate that platelet-activating factor release from alveolar macrophages is maximal approximately 10 minutes after in vitro exposure to silica. In vitro, platelet-activating factor is a direct stimulant of polymorphonuclear leukocytes increasing chemiluminescence 2.3 ± 0.3 fold above control. The maximal response occurs in the dose range of 10-10 to 10-7M platelet activating factor. In addition, plateletactivating factor potentiates the response of polymorphonuclear leukocytes to a second stimulant; i.e., chemiluminescence generated from polymorphonuclear leukocytes exposed to plateletactivating factor (10-9M) plus chemotactic peptide (FMLP, 10-9M) is 88 ± 22% greater than the sum of the separate effects of these stimulants. In contrast, platelet-activating factor is not a direct stimulant of alveolar macrophages in vitro, having no stimulatory effect on chemiluminescence or superoxide anion release even at levels of 10-6 to 10-5M platelet-activating factor. However, platelet-activating factor (10-5M) does potentiate zymosan-stimulated activation of chemiluminescence and superoxide release from alveolar macrophages by 117 ± 56% and 30 ± 4%, respectively. In conclusion, these data indicate that exposure of the lung to occupational dusts results in the release of platelet-activating factor which may activate polymorphonuclear leukocytes and potentiate the responsiveness of alveolar macrophages to dust. The net result would be pulmonary inflammation and hypersecretion of reactive species by pulmonary phagocytes which could lead to tissue damage and pulmonary disease.

At the request of the U.S. Department of Labor, Mine Safety and Health Administration (MSHA), the U.S. Bureau of Mines evaluated the suitability of using tri-sets for protecting mine personnel in roof-fall prone areas. A steel-set arch provided by MSHA served as a basis for evaluating the performance of the tri- set. All tests and analyses were conducted according to the arch canopy test and design procedures developed by the Bureau. Theoretical resistance functions were established for the steel-set arch and tri-set and were representative of their experimental behavior. The resistance functions were used to determine the energy absorption capacity of the structures and to predict their dynamic response to impact loading. The dynamic tests demonstrated that the arch canopy design procedure is appropriate for tri -sets and yields conservative designs for both steel-set arches and tri-sets. As a result of this work, it is recommended that tri-sets may be considered for protection against roof falls, provided that the arch canopy design procedure is utilized for each application and that the principles underlying the design procedure are understood.

Selective flocculation of iron ores is extremely sensitive to the type and the amount of soluble salts in pulp solutions. Chemical precipitation of alkaline earth ions combined with ultrasonic treatment deactivates their adverse effects without using any environmentally ill-defined reagents. The manner in which ultrasonic treatment affects starch adsorption on hematite, dissolution of quartz, and selective flocculation process was investigated. Selective flocculation tests were conducted in the presence of up to 400 ppm calcium ion on a quartz-hematite mixture by precipitation as calcium carbonate, and the role that silicate ion generated by ultrasonic treatment plays in achieving the selectivity of separation is discussed.

"A composite shell lining typically consists of an outer permanent sprayed concrete shell, a water proofing layer and an inner sprayed or cast concrete shell. Composite shell linings become more and more popular and have been built recently on large scale infrastructure projects. Surprisingly there is very little published literature on the actual structural design of composite linings. As a consequence there is a lack of common understanding on how to design a composite lining structure. Composite action of the outer shell (primary lining) initially carrying short term ground loads and the “unloaded” inner shell (secondary lining) require nonlinear concrete modelling to be able to assess the bearing capacity of the composite lining structure adequately. The composite action of the waterproofing membrane and the inner and outer shells can be considered either by simplified closed form solutions or by numerical models. Strength and stiffness parameters of membrane and concrete govern interaction of inner and outer shell. This paper should contribute to understanding composite lining behaviour with focus on the bearing capacity at limit state by taking into account the actual loading history. Possible ways and concepts on how to deal with these topics are presented, however a broader discussion on limit states of the composite lining materials – also in the long term will be required to come to an agreement on composite lining design methodology. INTRODUCTION Composite Lining Technology Traditionally the construction of shotcrete lined tunnels incorporates primary and secondary linings, separated by a sheet or a sprayable waterproofing membrane. The primary lining shotcrete is considered to be structurally temporary and the secondary lining to be permanent, leading to designs which ignore the bearing capacity of the primary lining in permanent condition. There was general perception that the shotcrete lining installed immediately at the tunnel face, experiencing strains up to 1% and even cracking in the early age, combined with mesh reinforcement additional support measures like lattice girder, spiles and bolts cannot be considered as a permanent structure. But also former shotcrete mixes showed significant weakness with respect to durability suggesting a more temporary nature of primary lining shotcrete. On the other hand it was clear that primary lining shotcrete does not disappear, it may lose probably a certain percentage of its bearing capacity, but discounting any contribution from the primary lining at all was considered inherently conservative. There were different strategies to account for the risk of reduced durability and bearing capacity of the primary lining, either by selecting moderate ground loads for the secondary lining design, by assuming that some residual load will be carried by the primary lining. This approach is very much based on experience. Another more rational possibility is to assume that the primary lining degrades into a rocklike material, which is weaker than the primary lining shotcrete but still imparts some strength to the ground around the secondary lining, but does not need to comply with any concrete design codes any more."

5.1 TECHNOLOGY FOR INJECTING GROUT INTO BOREHOLES The grouting of fractured rock aquifers is carried out in separate stopes' whose size is determined by the hydro¬stratigraphy and the hydrogeologic properties of the rocks. The number of grouting stopes required depends on the number of intervals in the hydrogeological section. Each grouting stope can include one or several aquifers. Com¬bining several water-producing strata into one stope is pos¬sible only when the values of their permeability coefficients are very similar. In order to achieve efficiency, as many aquifers as possible are included in each stope. In practice, the length of a grouting stope in a borehole usually ranges within 10 to 40 m, but occasionally up to 100 m or more. When conducting grouting operations through boreholes drilled from the face of underground workings, the stope's size can be determined by the thick¬ness of each fractured zone (fault) or by the length of the hole if the entire rock is fractured. Injecting grout into separate intervals of fractured rock can be done from the bottom to the top with ascending stopes or from the top to the bottom with descending stopes. Injection from bottom to top is always preferred. Injection also can be accomplished in separate fractured permeable horizons in the section. The STG integrated grouting method is based on the use of packer and injection equipment and technological schemes that facilitate injection in highly isolated fractured aquifers. For this purpose STG has developed a standard series of packers. 5.1.1 INJECTING GROUT THROUGH BOREHOLES DRILLED FROM THE SURFACE Grout can be injected according to one of four techno¬logical schemes depending on the depth of the fractured aquifers, their hydrogeologic properties and the availability of grout injection equipment if the area is remote (Fig. 43). In the first and most preferred technological scheme (1), the grout is injected from the bottom up with ascending stopes. When this scheme is employed, grouting holes are drilled to the entire projected depth based on the field investigations injection tubes is installed above the top of the first hydrostratigraphic unit to be grouted. This scheme al¬lows the grout to be injected only into the permeable stra¬tum or strata isolated by the packer near the bottom of the hole; it precludes the need to clean or redrill the hole before injecting grout into the next overlying stope. This ascending stope scheme is preferred because of its simplicity and ef¬ficiency. It is used in most of the grouting of saturated fractured rock for the purpose of isolating aquifers while excavating deep mine shafts in the USSR. The second technological scheme (II in Fig. 43) injects the grout in sequence from top to bottom with descending stopes. Injection under this scheme is accomplished through the hermetically-sealed mouth of the hole. It is most advis¬able to grout with descending stopes in saturated fractured rock wherein the aquifers constitute thick networks of frac¬tures. Under these conditions it is practically impossible to drill a grout hole to the entire depth of the underground workings due to the large production rate of ground water. In conducting isolation operations with descending stopes, additional work (relative to ascending stopes) is necessary to drill out the grout in order to create and inject the next stope. As a result, the total amount of drilling required to drill out grout can even exceed the volume of drilling of original rock. Consequently it is advisable to use this inefficient scheme only for injecting grout into holes that contain prolific frac¬tured aquifers at depths less than 150 to 200 m. The third and fourth technological schemes (III and IV in Fig. 43) are used in the selective grouting of separate aquifers. For example, these methods would be applied when a grout hole is drilled to its entire depth, wherein grouting of the upper aquifers must be done first so that the sinking of the first shaft can begin prior to deeper grouting. The third technological scheme is used for the selective injection of grout into an aquifer with a thickness of up to 5 m. For this work the DAU-1-2 removable dual packer is installed. It is lowered into the borehole on an injection pipeline. For aquifers with thicknesses of more then 5 m, the selective injection of the grout is carried out according to the fourth technological scheme; a combination of the DAU-2 hydrodynamic plug and the DAU-1 packing device is used. In order to implement this injection scheme, the DAU-2 hydro-dynamic plug is installed at the bottom of the fractured aquifer and the DAU-1 packer is installed at the top of the aquifer.

In order to investigate the explosibility of sulphide mineral dusts, sulphide ore samples were collected from five underground metalliferous mines in Australia. The mineralogical and chemical composition of the dust samples was analysed by X-Ray Powder Diffraction and Atomic Absorption techniques. Simulated post detonation fumes were produced and used in dust explosibility tests to examine the influence of the fumes on sulphide dust ex- plosions. These tests were conducted in a 20 Litre Siwek Explosion Chamber with measurement and control system that is regarded as a standard testing system worldwide for dust explosion studies. The dust mineralogical composition and dust explosibility tests indicated that the content of sulphur can not accurately predict the explosibity of the sulphide dust. The percentage content of pyrite in the sulphide dust can be a relatively reliable diagnostic criterion in evaluating the risk of sulphide dust explosions in the mining of a massive sulphide orebody. The hybrid explosion tests demonstrated that the post detonation fumes from ANFO not only decrease the lower explosion limit of the sulphide dusts, but also increase the severity of the dust explosions. The explosion pressure reaches its peak value when the fumes content in the explosion chamber is about 20 per cent by volume

According to previously established theoretical analysis and under certain conditions, a critical sampling grid can be determined for an earth-related space-distributed natural variable. Sampling above this critical limit adds little to the mapping results, while based on this limit the ideal process of reproducing the original phenomenon is theoretically defined. The objective of this paper is the application of the above theory to the Klidi lignite deposit in Florina, Greece, where Public Power Corporation (Greece) has conducted a sampling campaign to estimate the deposit thickness and its heating value. Data acquired for these two variables were analysed in the space domain in order to derive their respective correlation functions. The structural analysis of the deposit generated two covariance models, one for the thickness and one for the heating value, from which the critical sampling grid was identified. The conclusion drawn is that in some parts of the deposit the sampling grid is denser than required. Finally, an optimal sampling grid is proposed in order to gain the maximum information at the lowest cost.

Precious metals have been sought by man through time. The search has been the cause of many historic events as well as the founding of the famous Mexican, Minion centers of Durango, Guanajuato, Zacatecas and others. Bacis, a silver - cold deposit in the State of Durango was one of the lesser known centers established during Spanish colonial times. During the past year, metal prices have suffered a substantial decline, resulting in the closure of many mines. Through astute exploration, development and exploitation of the mine, the effect of the low prices has been offset and the mine is surviving these hard times.

Coeur d'Alene Mines Corporation's newest precious metals property is located in the old Rochester Mining District approximately twenty-five miles northeast of Lovelock, Nevada. Built at an elevation in excess of 6 000 feet, the Coeur-Rochester gold silver heap leach property encountered cold weather operational problems typical of most northern Nevada heap leach properties, soon after the start-up of operations last fall. Due to the size of the heap area under leach at Rochester, it was decided that 1 the usual practice of spraying to an "ice field" and waiting for the spring thaw was impractical. Further, the delivery schedule for a solution heating system of the size required was unacceptable. Accordingly, Rochester personnel embarked on a program to seek out a leach solution distribution system that would enable an operation through the winter and yet be cost effective. The findings of this program were rather dramatic and, as a result, the whole perception of heap leach solution application at Rochester has changed forever.

Introduction Rod mills are horizontal, cylindrical, rotating, tumbling mills in which steel rods, that are usually about 6 in. shorter than the length of the grinding chamber, are used for grinding media. Fig. 33 shows a cutaway view of a rod mill. Rod mills were first used around 1910 because of their ability to grind in open circuit, consistently produce a uniformly sized prod¬uct, give greater continuous availability, and give lower maintenance costs. They have basically replaced roll crushers and coarse grinding ball mills in comminution flowsheets. The present 20-ft limit on rod length, based on rod manufacturing methods, and the pulp flow char¬acteristics, that influence mill capacity, have established the maximum rod mill sizes' of 15 x 21 Vs ft using 20-ft rods and drawing from 2,200 to 2,300 hp. Rod Mill Uses. The principal uses for rod mills are: preparing feed for ball or pebble mills, grinding gravel or aggregates to the size analysis required for making concrete sand, preparing coarse agitator feed for leaching operations, and for primary grinding circuits, particularly in industrial mineral applications. Wet grinding is the most frequently used grinding process for rod milling. There are a few special cases where dry rod milling is used. Preparing feed for ball or pebble mills is the most common use for rod mills. In ferrous and nonferrous ore concentrators, wet open-circuit grinding is used to prepare ball-mill feed. Figs. 34 thru 37 show the four basic grinding circuits used in these concentrators. In rod mill-ball mill grinding circuits, where the rod-mill discharge contains 25% or more of the grinding circuit product-size material, the rod-mill discharge can be fed to the ball- or pebble-mill classifier as shown in Fig. 34. This is the most frequently used rod mill-ball mill circuit in the nonferrous ore concentrators. In a few concentrators such as Anaconda's Weed concentrator,55 the rod mill discharges to one classification stage which makes the same or a slightly coarser particle-size cut as the classifiers used to close the ball- or pebble¬mill circuits, as shown in Fig. 35. In concentrators where rod mill-ball mill circuits are used to grind low grade magnetic iron ores such as Reserve Mining Co., Silver Bay, Minn.; Erie Mining Co., Hoyt Lakes, Minn.; Eveleth Taconite Co., Forbes, Minn.; US Steel, Mt. Iron, Minn. and Atlantic City, Wyo.; Inland Steel-Jackson County Iron Co., Black River Falls, Wis.; and The Cleveland-Cliffs Iron Co., Adams mine, Kirkland Lake, Ont., the rod mills discharge to rougher magnetic separators (cobbers), the concentrates from which are fed to a ball milling stage as shown in Fig. 36. The same basic circuit is also used with gravity concentra¬tion methods such as spirals (Hanna Mining Co., Groveland, Mich.), tables (St. Joe Minerals, Bonne Terre, Mo.), and jigs. When the rod-mill discharge contains less than 25% of the grind¬ing circuit product size, this indicates an ore that does not readily produce the fines needed to help carry the coarse feed into the ball charge. When this occurs, the fines in the rod-mill discharge are needed in the ball mill or pebble mill so the rod-mill discharge flows direct to the second-stage mills as shown in Fig. 37. Rod mills are used to make feed for open-circuit ball mills such as those used in wet grinding cement raw material (American Cement, Brennan Ave¬nue plant, Detroit, Mich., and Port Huron, Mich., plant, and at the South Dakota State Cement plant, Rapid City, S. Dak.). Grinding gravel or aggregates to the size analysis required for making concrete sand is used in areas where natural sand of the proper particle size gradation required to make concrete is not availa¬ble. Three-quarter inch crushed aggregate is ground to 4 mesh using center peripheral-discharge rod mills (Fig. 38) operating in open circuit. US Corps of Engineers specifications state that the sand product be 93-100% passing 4 mesh and contain no more than 3-7% passing 200 mesh. It may be necessary to classify the rod-mill discharge to remove any excess -200 mesh sand produced in the rod mill. Particu¬larly when processing aggregate with high abrasion indices, center peripheral-discharge rod mills are used instead of hammer mills, fine bowl crushers, and crushing rolls for the production of specification sand. MINERAL EXPLORATION 'The Function of Exploration Mineral exploration aims at locating the presence of economic deposits and establishing their nature, shape, and grade. As all ore bodies are finite, exploration is essentially the lifeblood of the mining industry. It is divided into two phases, reconnaissance and target investigation. It involves geological mapping, geophysical prospecting (aerial and ground or both), geochemical surveys, prospect drilling, and/or exploratory under-ground workings. Successful exploration is followed by development drilling, mine development, and eventually operation. In underground mining, the term "ore" is applied rather loosely to metalliferous rock that can be profit- ably mined, but nonmetallic industrial minerals and energy related materials constitute a large and growing portion of the tonnage extracted by underground methods each year. It is appropriate, therefore, to consider exploration as the search for any useful substance occurring in the earth or in the oceans that is of sufficient value as to volume, grade, chemical and physical com- position, and location as to make extraction by mining commercially profitable for the investment required. The Selection Process The search for ore includes hundreds of mineral commodities. The more successful exploration organizations tend to restrict the search to the mineral commodities for which they have strong exploration expertise and which have a high probability of being concentrated in areas open to exploration and development in sufficient volume, grade, and proximity to the surface to warrant the large expenditures of risk capital in finding an ore body. Special expertise is needed to engage in mineral exploration and development for the extended periods required for success. Individual prospectors continue to discover mineral occurrences, but it generally takes an organization with strong financial resources to carry the exploration process forward to the point of developing "ore." Still greater corporate resources in the form of management, engineering, and sales capability are needed to develop an ore body into an operating mine. In the past, companies other than those engaged in mining rarely conducted exploration, since they lacked the technical skills and know-how to bring a mine to fruition. A notable trend in recent years has been the success of other resource-oriented firms, such as petroleum companies, that have not only acquired the necessary skills to engage in exploration for hard minerals, but are doing so on a far more intensive scale than known in the industry heretofore. The desire to diversify from increasingly regulated oil and gas, the potential for the discovery of a bonanza, and the large scale of mining projects for these capital-intensive firms are the attractions. US government and certain international organizations, such as the United Nations, have fielded sizable exploration programs in the past decade on behalf of Third World countries wherein many of the world's higher grade deposits and scarce mineral resources are located. The level of overall mineral exploration in the industry is, regrettably, closely geared to the business cycle. Accelerated search during the periods of strong demand, shortages, and high prices, together with the long lead times necessary to develop mineral finds, often creates surges in supply which invariably are followed by a collapse in prices. The trend is, therefore, to exploration funding by larger better-endowed firms having the staying power to weather the cyclical nature of mining. Tax incentives, tariff policies, and other incentives have a decided impact on the level and nature of exploration. Surface mining regulations and environmental forces have fostered a renewed interest in under- ground development despite the lower average costs of surface mining. Spiraling inflation has caused mining costs to outpace prices for many mineral substances. Organizations increasingly are directing their search away from high- grade but limited tonnage occurrences toward low-grade disseminated bulk tonnages amenable to mining on a vast scale. Mining continues, therefore, to grow even more capital-intensive with half-billion-dollar mine-mill- smelter complexes now commonplace, compared with the hundred-million-dollar projects of a decade ago. Reconnaissance Exploration Having elected to search for specific mineral commodities, the exploration company narrows its focus to a reconnaissance of those regions offering the best potential. A working hypothesis which is constantly up- dated concerning the geologic controls for ore occurrence guides the search. The possibilities for discovery are best in areas of existing mines and known ore bodies, where the probabilities are high for additional ore occurrences. In such areas, published data on the trends and geologic controls of known mineral occurrences aid the search. Even in some remote territories, a variety of geologic data is available to the explorationist. The major sources of basic geologic data are the libraries of the US Geological Survey (USGS), the state geological surveys, the American Institute of Mining, Metallurgical, and Petroleum Engineers (AIME), the US Bureau of Mines, and various institutions such as Colorado School of Mines. Overseas, virtually all of the countries have their own geologic survey groups which are associated directly, or indirectly, with their respective ministries of mines. The objective of reconnaissance exploration is to narrow the search by pinpointing target areas having interesting mineralization. These favorable areas are then investigated in detail to delineate potential ore bodies.

Subway tunnels proposed for the Los Angeles County Metropolitan Transportation Authority (LAMTA) East Side Extension are to be excavated below the groundwater through an area of Los Angeles, California with dissolved hydrogen sulfide concentrations in excess of 200 mg/L. To address unique construction and worker safety issues, bench scale and field pilot test studies were conducted to evaluate various mitigation alternatives including in-situ oxidation by chemical injection, slurry pH adjustment to suppress H2S evolution, and chemical treatment to remove the H2S from the slurry and muck material. The results provided the basis for detailed hydrogen sulfide control specifications for the contractor.

INTRODUCTION The passage of Comprehensive Environmental Response Compensation and Liability Act (CERCLA/Superfund) as well as the Resource Conservation and Recovery Act (RCRA) and state laws, have placed added regulatory pressures on the mining industry. These laws which focus on the regulation of hazardous substances and wastes for the protection of the public health and welfare and the environment, present the potential for tremendous financial impacts and liabilities on existing mine operators and owners and/or potential mine operators/owners. This paper takes a brief look at these laws and presents an environmental audit procedure to identify environmental liabilities prior to mine land transactions. The environmental audit approach presented is an overview of the procedures that could be used to document, evaluate and inventory existing and/or potential environmental concerns. This audit procedure can be applied to developed or undeveloped properties and at active or inactive mining sites. REGULATORY OVERVIEW Mining environmental liabilities have been addressed in RCRA, Superfund, the Clean Air Act (CAA) and the Clean Water Act (CWA). Even though the U.S. Environmental Protection Agency (EPA) has determined that mining wastes will be treated as solid wastes under RCRA and not as hazardous wastes, these wastes could still bring about a great deal of financial liability under Superfund. The catch is if the mine wastes generated contain hazardous substances such as the heavy metals arsenic, beryllium, cadmium, chromium, copper, lead, mercury, nickel, selenium, silver, thallium, zinc and others as well as cyanide. Thus, it is not only important for a mine operator/owner or a potential mine operator/owner to know if the mine wastes generated are hazardous, but it is important to know if the wastes contain hazardous substances. Following is a brief overview of RCRA and Superfund and their potential implications. RCRA RCRA, which provides the basis for the regulation of solid and hazardous wastes, is applicable to active mining and milling sites. Within RCRA the definition of a hazardous waste is provided. This definition applies to owners and operators of mining and milling sites if the operator has stored, disposed or treated hazardous wastes on-site. If this is the case and if strict process control and waste management activities are not adhered to, environmental liabilities may be associated with the site. Superfund The 1980 Superfund law can be applicable to inactive mining sites or to inactive sections of an active facility. The provisions of Superfund call for the regulation of hazardous wastes and hazardous sub- stances disposal and release not only by the existing owner, but also for any previous owner. This concept of joint and several liability means that one party, as among many, can be held totally responsible for the costs of hazardous waste cleanup (Haller, 1987). Furthermore, liabilities under Superfund have also been applied back to past acts; thus, several mining properties, active or inactive prior to the 1980 Superfund law, are at risk of being placed on the EPA's National Priority List (NPL) for cleanup. Last years amendments to Superfund, known as the Superfund Reauthorization Act of 1986 (SARA), provided some significant developments for the mining industry. The major requirement of the amendments as it pertains to owners or operators of mining sites is that the EPA must revise its present Hazard Ranking System (HRS). This is important be- cause in most cases the primary reason for several mining sites having been included on the NPL was due to the large volume of wastes generated. As is typical at most mining sites, large volumes of low toxicity wastes are generated and the current HRS model prejudices against this. It should be noted that this provision only applies to sites that are not already on the NPL or have not been proposed for inclusion on the list.

The today status of air pollution control legislation and regulations can best be described as an exaggerated state of environmental limbo. The '70's began but one and one-half months ago yet it already has been very appropriately named "the decade of the environment." This certainly will be the decade for new legislation - new regulations and hopefully "Clean Air." Already Washington is faced with legislators playing "pollution politics" to the crowds. Students have redirected their efforts from Vietnam to the cleansing of the environment and everyone including the man on the street has become an environ¬mental expert. This is the decade we all face, but where are we today? Pollution is not a new problem. It has been with us for centuries and while much is left to be done, much has already been accomplished. I will try to make some comparisons of what I believe to be the good and bad points in the national air pollution control picture and hopefully will generate within each of you sufficient concern as to which comparisons are sound.

A detailed study of ponding phenomenon relative to surface subsidence due to longwall mining was conducted for various surface stream conditions. Based on field monitoring, the stream-ponding process and three forms of stream water are described. Also discussed are the criteria of stream ponding and the influences on the ponding process by two key factors: the angle of stream flow and the change in the stream-bed gradient. A numerical (mathematical) model, which combines trend surface technique that describe the topographical features in the vicinity of a stream and the modified influence function, which represents the profile of the surface subsidence trough (or basin), is constructed to predict the formation characteristics of stream ponding in terms of location, boundary and accumulated water volume of migratory and stationary ponds produced by the stream-ponding process. Three cases are analyzed using the model to predict the interaction of the underground operations and the environmental impact due to stream ponding. The feasibility of various mitigative measures are assessed.
