"BACKGROUND As of December 2015, there are roughly 475 road tunnels within the United States according to the most recent national tunnel inventory data compiled by the Federal Highway Administration (FHWA); whereas, there are more than 615,000 highway bridges on public roads. The FHWA estimates that tunnels represent nearly 100 miles of Interstates, State routes, and local routes. Tunnels are part of the national transportation infrastructure and represent a significant financial investment for the owner and, hence, the tax payers. Tunnels, that are not properly maintained, usually require more extensive repairs and consume more resources. Tunnels must provide safe, reliable, and effective transportation even as these structures age and deteriorate. Furthermore, tunnels generally remain in service for extended periods of time due to their very high construction costs. For example, many tunnels were constructed decades ago during two historic periods of highway system expansion; the first period correlated with the era of public works programs linked to the Great Depression of the 1930-40s; and the second period of expansion occurred with the building of the interstate highway system in the 1950-60s. As such, these tunnels are fast approaching 60 to 80 years old. Congress enacted the Moving Ahead for Progress in the 21st Century Act (MAP-21), which was signed by the President on July 6, 2012. This legislation followed a fatal tunnel incident on July 10, 2006 and a National Transportation Safety Board (NTSB) report1 that noted the importance of conducting regular tunnel inspections. MAP-21 authorized the Federal Highway Administration (FHWA) to develop a mandatory inspection program for all tunnels on all public roadways (Bergeson and Ernst 2015): To help safeguard tunnel users and to ensure reliable levels of service, the FHWA developed the National Tunnel Inspection Program (NTIP), which is comprised of the National Tunnel Inspection Standards (NTIS), the Tunnel Operations Maintenance Inspection and Evaluation (TOMIE) Manual, the Specifications for National Tunnel Inventory (SNTI), and the Manual for Bridge Evaluation (MBE). The data collected from the program will be stored in a National Tunnel Inventory (NTI) database. A comprehensive and refresher training program was also developed to help qualify and certify key tunnel inspection personnel to include the program manager and team leader."

The coal burning power plant group has adopted this new storage tool most quickly. The actual history is traced in this area in some detail. Sources of lead contaminated soils are numerous, i.e., the uses of leaded gasoline, lead-based paints, leaded pesticides, solders, smelting of lead concentrates, refining of lead products, automobile demolition, recycling of lead batteries, and so on. Conservative estimation by the US Environmental Protection Agency, EPA, indicated that several thousand lead contaminated sites are awaiting remediation. The current remediation technologies include immobilization, reclamation and soil washing. In this paper, the above remediation technologies will be reviewed, and where appropriate, the economics of processes discussed and future possibilities indicated.

Gilsonite is a brittle, natural solid bituminous resin, classified as an asphaltite. It is found in near-vertical veins in the Uintah Basin of Eastern Utah. Discovered well over 100 years ago by Samuel Gilson, this unique material has, since its finding, enjoyed a variety of commercial and industrial applications. Early uses for the product included black automotive paint and beer vat linings. Among its many important uses today are additives for oil well drilling fluids and cements, additives for sand castings for the foundry industry, reinforcing agent for asphalt pavements, and dispersing agent for black inks. Gilsonite is mined and processed in Bonanza, Utah, by two companies, American Gilsonite Company (AGC), an operating division of Chevron Resources, and Ziegler Chemical, a privately held company headquartered in New York.

This paper does not deal with the typical start-up issues of equipment, production capacity or work force. This is a description of the challenges faced and the changes made by the project team to bring to fruition the reconstruction of Port Inland. Many honored traditions and norms had to be overturned to find the winning combination that provided the productivity, flexibility and cost necessary to survive in today's competitive minerals environment. This paper covers the innovation in terms of machinery, operations, and management philosophy that permitted the renovation and reopening of Port Inland as a commercial limestone producer in the spring of 1992. Port Inland, constructed by Inland Steel in 1930, operated as a captive source of metallurgical grade limestone for the steel industry until its closure in 1989. Located in the Upper Peninsula of Michigan on the north edge of Lake Michigan, the operations consist of a deep water port facility with crushing, screening and stockpile storage for 500,000 tons of finished product at the port. Ninety-nine percent of the stone is shipped via lake boat to ports within the Great Lakes. The operation is unique in that both metallurgical Dolomite and Limestone are produced on site. In 1930, Port Inland was at the fore front of technological advancement. It was the first major mining operation to use roller bearings and other equipment innovations. Over the 60 years of operation, Inland Steel placed emphasis on steel making technology and iron ore mining at the detriment of the limestone operation. By the early 80's, Port Inland was no longer a leading competitor. Inland Steel, unable or unwilling to spend the capital to modernize, closed the facility in the fall of 1989.

An entirely new concept in the effective utilization of magnetic, energy has resulted in a major break-through in the design of magnetic separation equipment. One of the first applications of this concept has resulted in the development of a Permanent Magnetic Wet Drum Separator with strength .and operating characteristics equal to Electro Wet Drum Separators. Prior to this development when strength and adjustability were required, electro wet drums were specified even with all their drawbacks. The electros, by nature, are subject to coil failure or burnout, over-heating and loss of strength, high power consumption and generally high maintenance. Now the high strength and the adjustability, formerly the exclusive property of electros, has been engineered into permanent wet drum separators. These units combine maximum field strength in the separation zone with strength adjustment to suit changing conditions. Adjustment can be effected while the drum is in operation without stopping either the feed or the drum.

During April 1967 a Frasch sulfur mine was placed in operation near Fort Stockton, Pecos County, in West Texas. This was the first Frasch mine to recover native sulfur from a deposit not associated with the caprock of a salt dome. Since 1967 two additional mines have been opened in west Texas, another one near the first at Fort Stockton and a third one near Orla in Culberson County (Figure 2). Recoverable reserves at the Culberson County mine are estimated to be 57,000,000 long tons of native sulfur (Zimmerman and Thomas, 1969). Total recoverable reserves at the three mines probably exceed 60,000,000 long tons, Studies of the geochemical cycle of native sulfur mineralization in test Texas indicate an origin similar to the deposits on salt domes although the geologic framework is different. A comparison of the geologic setting of the west Texas deposits with the deposits in the Union of Soviet Socialist Republics as reported in the literature, reveals many similarities. Good morning ladies and gentlemen of the AIME. I was doubly pleased when Toby Yu asked me to present to you my thoughts on the past, the present, and the future of bulk transportation by barge. My first pleasure comes from sharing with you the subject that has been my career for many years. I love this industry in the same way Mark Twain loved our rivers. Somehow, I can find in all of the activities that make up this crazy barge business the same sort of excitement that he found in "steam boating." The second reason for my enthusiasm is that Toby carefully pointed out that the presentation had to be kept to a maximum of 15 minutes. I can promise you that I will hold to his maximum time limit.

This paper is devoted to a discussion of the factors governing design of concentrators for large grinding circuits. Emphasis is placed on the manner in which use of ever larger grinding mills has affected the size of grinding bays, service cranes, gear reducers and electric motors, and the selection of ancillary equipment for cushioning of the starting load of large mills. Information is presented on the effect of using large grinding mills on the capital and operating costs of concentrators, e. g. : (Fig. 1) ? Benefits in lower cost of mills, drives and materials handling equipment, plant space, power, grinding media, operating labor and maintenance, and in ease of instrumentation and automation. ? Penalties in distribution of materials from the grinding mills to multiple lines of equipment which have not been developed to commensurately large sizes, and higher cost of ancillary equipment.

This paper summarizes the results of an investigation into possibly the largest coal pillar failure in the USA. The newly opened drift mine is located in Southeastern Kentucky and worked an 11 feet thick coal seam, all other mines in the District worked seams 4-5 feet thick. The initial mine development consisted of 14 main entries (Fig. 1) which were driven in two sets of 7, under increasing depth of overburden. As the left seven entries came under deeper overburden the pillar ribs began sloughing which caused many of the concrete-block ventilation stoppings to crack. The mine management stopped the advance in the left seven and continued with the right seven entries. During the spring of the following year development resumed in the left seven, rib sloughage occurred again and this time severely cracked many stoppings and many were totally disintegrated from the excessive deformation. Within few weeks the sloughage was so heavy that many of these entries behind the active face were filled with piles of sloughed coal slabs. When the face reached a depth approximately 1150 feet, the sloughage became a slow, massive squeeze. The entry convergence (closure) reduced their height from 11 to 7-8 feet and the squeeze spread back to shallower depth covering an area roughly 300 pillars.

Demand for both lead and zinc to the year 2000 will be characterised by modest to nil growth in mature economies, with positive 3 to 4 per cent annual growth rates in developing nations. Asia and China will feature significantly in this growth. Overall lead demand is expected to grow about 1 per cent a year, with industry becoming more dependent on the fortunes of the automotive industry as the lead-acid battery will be the only major end use to expand. Zinc will become more dependent on its main use, galvanising, as the automotive and construction industries move to high levels of dependence on corrosion prevention. Strong growth in zinc consumption in S.E. Asia, China and India is likely to feature widespread development of the continuous steel strip mini-galvanising line technology. Thank you Mr. Chairman for inviting me to this Conference. As an Australian I am honoured to be here to offer some thoughts about future trends in metal consumption -- with particular reference to the role of countries in my own neighbourhood, the developing Asian nations, including China. It is customary for a member of the producer fraternity to speak to the topic of future development. This is no doubt due to the fact that our companies are so often engaged in endeavours to determine the future prospects of the metals as essential background to massive investment decisions relating to the development of new mines and smelters. This is sometimes also applied in relation to the more painful decision of closures of aging operations. In this paper I have drawn upon recent studies by AM&S into the future of lead and zinc. While this work has been thorough and skillful, we are nonetheless left with uncertainty on a number of counts. Firstly. predictions in the past in our industry have not been all that credible. Need I remind a U.S. audience for instance of the Paley ' investigation setup by President Truman in 1950 to study U.S. copper requirements for 25 years in the future. Asarco's Simon Strauss gave those of us daring to forecast long term commodity trends a salutary reminder that the Paley Commission with all the expertise at its disposal missed the mark in its copper predictions by a very wide margin indeed. Additionally, it is difficult to take comfort from longer term economic forecasts. Too many important economic issues remain unresolved suggesting considerable caution. These include the threat of growing protectionism; low economic growth rates with stubborn unemployment levels; and levels of government expenditure at near saturation as a percentage of GDP, to name a few. However, on a more optimistic note. we can look to China, where there appears to be momentum in its economic growth; oil, where stable oil prices to the mid 1990's will contribute to inflation control; and the fact that LDC debt, while still a major issue, is declining in importance and priority. In the short time allocated to us. I wish to deal succinctly with the lead and zinc raw materials supply picture, which is one I do not believe will hold too many surprises for this audience. Following the review of raw materials supply, we will turn our attention to the changes in the pattern of demand towards the year 2000. emphasising the Asian position. In this context. I would like to focus on the theme of the changes in OECD consumption levels relative to those of the emerging nations. One area we will be paying special attention to is China.

High purity, high brightness limestone deposits in the San Bernardino Mountains and Mojave Desert region occur in upper Paleozoic carbonate rocks which are part of an upper Precambrian and Paleozoic sequence that unconformably overlies crystalline basement. The Paleozoic strata are divided into formations and members, and correlated with strata of the inner Cordilleran miogeocline. The region has been affected by multiple Mesozoic intrusive, contact, and regional metamorphic events. Structure is complex, and includes polyphase Mesozoic folding and thrusting, and complex Cenozoic structures. The area continues to be seismically active. High brightness (white), high purity crystalline limestone deposits are uncommon because their formation is dependent on several geologic processes which include; 1) depositional environment, 2) contact and or regional metamorphism, 3) folding and faulting, 4) uplift and erosion, and 5) preservation through geologic time. The complex geologic history of the San Bernardino Mountains and Mojave Desert region has allowed the formation of several large high brightness, high purity limestone deposits which are currently being mined or will be mined in the future. Specialty Minerals, Inc. (formerly Ptizer), Pluess-Staufer (California), Inc. and Partins Limestone, Inc. produce high brightness, high purity limestone from several quarries in the San Bernardino Mountains. These active mines combined with undeveloped deposits controlled by Pluess-Staufer in the San Bernardino Mountains, New York Mountains, and Bristol Mountains in the Mojave area, contain proven and or indicated reserves sufficient to sustain production through the 21st century Detailed geologic mapping, intimate knowledge of stratigraphy, recognition of complex structures, sampling, drilling and assay data, are proven tools in the discovery and delineation of high brightness, high purity limestone deposits in the San Bernardino Mountains and Mojave Desert region of southern California.

A new bacterium, Thiobacillus cuprinus, can extract copper from chalcopyrite as rapidly as T. ferrooxidans. On solution with and without nutrient amendments and bacterial growth media were supplemented with T. ferrooxidans or T. cuprinus in shake flask studies. Both species extracted -42% of the copper using growth media. In one case, T. cuprinus solubilized approximately twice as much copper as T. ferrooxidans utilizing a seeded On solution. Thiobacillus prosperus also oxidizes chalcopyrite and tolerates high chloride concentrations. These sulfide-oxidizing bacteria are representatives of the mixed microbial community found in sulfide dumps. Rates of biological copper extraction from sulfide ores, using the native microbes, have been significantly enhanced by amending On solution with PGM.

In this paper a simple three-layered medium is considered. A circular hole is centrally located in the intermediate layer. The layered sheet is loaded uniaxially perpendicular to the stratification. The Young's modulus of the intermediate layer is lower than that of the outer layers. The stress distribution around the circular hole in a stratified medium is significantly different when compared to the case of a continuous homogeneous medium. The distribution depends upon the ratio of the height of [the] intermediate layer and [the] hole diameter. A comparison of stress the distribution and procedures for preparation and testing of [the] model are given. The potential of the technique is outlined.

New developments in on-stream analysis using immersed radioisotope gauges including results from plant installations are described. The control of grinding and flotation using a small digital computer has been complemented by this development. A control scheme for grinding which is based on maximum throughput at constant product size and preliminary work in flotation control are also outlined.

This paper presents an analysis of the dynamics of bit wear on the productivity of the continuous miners. Two field surveys have been carried out. The first survey was to assess the impact of bit wear on productivity and production cost. The second survey was to study the wear characteristics of the cutting tool (i.e. magnitude, forms, and mechanisms of bit wear). Primary factors affecting bit wear is identified and laboratory experiments were carried out to study the effects of some of these primary factors on wear in detail. Results indicate that bit wear has a significant effect on the productivity of the continuous miners. Furthermore under the severe geologic conditions (i.e. cutting rock partings and roof and floor rocks) bit wear not only hampers the productivity, but also increases the production cost due to a higher number of bit consumption. This study also indicated that bit wear accelerates beyond 20% of the conical height loss which corresponds to 7% of the weight loss. This increase rate of wear is an indicative of higher abrasion between bit body and cutting material, resulting in a dustier environment.

Over the last three years there has been an increase in mining congress and conferences focusing on water management. Water in mining is a key concern for mine managers and operations, and we are now seeing this operational dilemma escalated to the level it deserves. According to Frost & Sullivan research, mining water and wastewater treatment and its related technologies will be a U$3.6 Billion global market in 2016, which translates the importance of this issue. Looking at the current mining trends, some factors increased the importance of water in mining operations, including: ? Future mining investments will be located in geographical locations where water is scarce (water stressed areas) ? A decline in grade will increase the intensity of mineral processes and therefore increase the use of the water ? Increased sustainability and regulations will extend the control/monitoring of water during the entire mine life cycle representation of the mine water flow system. A water balance has several benefits/objectives in a mine operation: ? Mine planning/simulation of mining scenarios/climate change Production optimization ? Minimizing strategic and operational risks ? Social license to operate ? Water-smart mine planning ? Target: water neutral mines ? Benchmarking within and between sites ? "Mining plays a key role in the development of modern civilization as a source of essential raw materials and provider of essential fuels, producer of jobs and a factor in support of the international balance of monetary payment (Camm, 2014). Professionals in mining locate, develop, design and manage ore deposits in an environmentally safe and profitable manner. As mineral deposits become increasingly scarce, new challenges face the industry. A current trend is to an increased emphasis on underground mining techniques for deeper deposits. Operations are safer now than before as companies understand better their work environment and the importance of mining responsibly.A continual challenge for the industry is accurately reflecting the costs and selling price of ore. An enduring characteristic of mining is the situation where the market typically determines the price of a commodity; the main control a company has on the bottom line is to control the cost of production.An attempt to bring light and clarity to the cost of their business will give a better idea to investors on the true profitability of the mining business. Gold producers face this struggle to accurately reflect the cost of production while also seeking to attract the interest of the investment community (Hill, 2013). In order to have a consistent format to report on their production costs, leading gold producers, through their alliance inside the World Gold Council (WGC), worked on the adoption of a new cost framework: the all-in sustaining cost (AISC) and all-in cost (AIC).Since 1996, the traditional cash cost reporting has focused only on the mining and processing costs incurred in mining an ounce of gold, which included the costs of goods sold (labor, energy, and consumables costs) and royalties (Table 1). But cash cost reporting ignores many important aspects, like sustaining capital, general and administrative expenses and site rehabilitation at the end of the mine life (Whelan, 2013). The cash cost was used to attract many investors into the business. In fact, the high gross margin (sales minus cash costs) has been promoted in past decades by the industry instead of the net or operating margin. As a result, even when the gold price was high, nearly $61/g ($1,900/oz) in August 2011, gold producers were not reporting excessive profits in their cash flow/income statements, to the disappointment and incomprehension of investors (Milstead, 2014). The truth was simply that the other costs omitted in the traditional cash cost were reducing the apparent profits.The disconnect led to a need for more accurate cost reporting in order to win back investor confidence and provide better understanding of gold mining economics. In 2012, the senior gold mining companies, including Gold Fields, Barrick Gold Corp. and Newmont Mining Corp., worked with the WGC to develop a new measure. This resulted in the June 2013 publication of the new framework AISC and AIC, which has been widely embraced by the sector since Jan. 1, 2014 (WGC, 2013).The adoption of the new cost template would have the dilemma of showing the real profitability of gold mine properties, which might alleviate taxes from governments and legislators, but it might also scare off investors toward more lucrative industries if not winning back their confidence."

This paper offers an algorithm to determine the optimal panel size with the objective of minimizing the overall stripping cost. The approach is presented both in analytical form for regular layers of coal and overburden, and in graphical form for the cases of irregular and multiple coal seams. When the optimal panel width needs to be changed due to some circumstance, we prove in general that increasing the panel width is better than reducing it in both economics and operational efficiency.

Due to its low mine production costs, competitive rail rates and low sulfur content, the Southern Powder River Basin (SPRB) now commands 30 percent of the U.S. utility coal market. In 1996, production exceeded 260 million tons, a growth of 110 million tons since 1989 and 15 million tons over 1995. Continued growth is expected as the second phase of the Clean Air Act Amendments (CAAA) looms. This growth will be the greatest in the southern part of the basin, where coal quality is higher. This article is an overview of supply and demand issues affecting markets for SPRB coal. It reviews the current markets for SPRB coal and addresses future prospects for market expansion.
