The DC Clean Rivers Project is DC Water's ongoing program to capture and treat combined sewer overflows (CSOs) during rainfall before they reach the District waterways. The Anacostia River system was designed to reduce CSOs into the Anacostia River and includes the Blue Plains Tunnel, Anacostia River Tunnel, First Street Tunnel, and Northeast Boundary Tunnel. A portion of the Anacostia River system was commissioned in March 2018 and the final component, the Northeast Boundary Tunnel, was placed in operation on September 15, 2023. This paper provides a summary of the experience gained during construction of this +$2.9 billion project, an overview of the system performance since its activation in 2018, and a look-ahead to the next phase of the DC Clean Rivers program: the Potomac River Tunnel.

COM Energy, Inc., a subsidiary of Occidental Petroleum Corporation, has constructed a 1.6 million hectoliter-per-year COM plant in Jacksonville, Florida. COM will be distributed to customers in the region as a substitute for fuel oil presently burned in boilers and kilns. As the market for COM grows, COM Energy, Inc. expects to build additional units both in this country and overseas. This paper addresses the overall status and technical aspects of the project, focusing on the facilities for COM production and utilization.

Throughout time, the mining industry has been very successful in meeting the world's requirements for metals and materials while meeting the challenges of decreasing ore grades and increased emphasis on protection of the environment. This success has been due to the development and implementation of new technologies. A clear example of such a development over the past 25 years is the increasing use of leaching/solvent extraction/electrowinning for the recovery of copper from oxide and sulfide ores. The key to the successful introduction of this technology was the discovery and development of the hydroxyoxime liquid ion exchange reagents by General Mills Chemicals (now Henkel Corporation). An important role was also played by the close working relationships between General Mills Chemicals and Ranchers Exploration which resulted in startup of the first plant in 1968 and between General Mills Chemicals and Bagdad Copper which resulted in the startup of the second copper SX-EW plant in August of 1970. Following on the heels of the hydroxyoxime development came the commercialization of other new chelating reagents based on different chemical functionalities, i.e., beta-diketones, alkylated 8- hydroxyquinolines and sulfonamidoquinolines. This initial spurt of activity was then followed by a slowing of development in terms of new reagent functionalities. Activity has continued in terms of further optimization/improvement of existing reagent functionalities but the commercialization of new reagent functionalities has slackened. This observation reflects the fact that the development of new reagent functionalities for metal recovery has become increasingly more expensive such that the right combination of price and sales volume must exist in order to justify the investment required to bring a new reagent to the market place. Given the dependence of the mining industry on innovation to meet the needs of the future, one can ask how these new developments, particularly in new reagents, will occur. Since the advent of machine coated paper in the mid 1930's, the kaolin industry has had a remarkable growth, In 1935 the domestic production of kaolin was 500, 000 tons and in 1970 the estimated production was in excess of 3. 5 million tons. The process industries which use kaolin most extensively are paper, rubber, paint, ceramics, plastics, catalyst manufacturers, ink, and pharmaceutical. The paper industry is by far the largest consumer of kaolin using approximately 70 per cent of the total tonnage mined and beneficiated. Up until 1970 the major kaolin producers were able to expand rapidly enough to supply the demand but for the first time in thirty years the demand is expected to be in excess of mining and beneficiation capacity through at least 1975. The major reason for this is the expansion of coated paper production in Europe and Japan. Two areas supply the lion's share of kaolin for the world markets. These are the Cornwall area in extreme southwestern England and a limited area of Georgia and South Carolina in the southeastern U. S. The English kaolins are primary - (found in decomposed granite) whereas the Georgia-South Carolina kaolins are secondary - (found in lenticular, continuous beds in the Tuscaloosa formation of Cretaceous age. ) The English kaolins are mined by hydraulic methods whereas the Georgia-South Carolina kaolins are mined by dragline or shovel and benefidated by using a wet process for the majority of the production and/or a dry

Time-domain reflectometry (TDR) laboratory experiments have been conducted using cylindrical salt cores from the Waste Isolation Pilot Project (WIPP). TDR has been used as an instrumentation technique to quantify the type and magnitude of rock mass deformation. Laboratory shear and tensile tests were conducted to calibrate measured deformation versus changes in reflected waveforms. Coaxial cables grouted within rock cores were crimped to produce localized reference defects. The evaluation of waveform characteristics produced during rock deformation experiments shows a good correlation of cable response to both shear and extension of the salt

The operating mine is dynamic, everchanging, and a continuous moving target. The only way to effectively manage such a creature is to be able to evaluate the cost of operation over short enough time periods that rapid effective controls can be implemented before loss can erode the marginal profits in todays market place. Such short term evaluations can provide the basis for the long range planning that can keep an operation healthy in the future. The spreadsheet programs on small computers (PC's) offer the possibility of such evaluation by accumulating data in a useable format, providing timely cost reporting and providing a tool for use in evaluating the day to day alternative choices of the real mining world.

Artesian pressures of unusual magnitude occur in the deeper aquifer units beneath a considerable part of southeastern North Carolina and extend into South Carolina. The high pressures were first observed in 1968 in wells near Wilmington that were drilled to "basement" rock and which were screened between depths of about 260 to 300 m (meters). The pressure was recognized by Peek and Heath1 as an anomalous geo-pressure and unrelated to recharge conditions in the region. Since 1973, much new information has been obtained on hydro-geologic conditions in the area and a preliminary report on the deep artesian pressures was published in 1975.2 Most of the basic information has been obtained from groundwater research stations constructed by the Groundwater Section of the North Carolina Department of Natural and Economic Resources as a part of Ground-water studies in the Coastal Plain Region. These stations consist of an exploratory well drilled to basement rock with wells completed in each principal aquifer unit to provide data on aquifer characterestics, water levels and water quality.

Dewatering of ultra-fine clean coal slurry to a low moisture level of20 percent is difficult using the conventional techniques. A novel approach, which utilized mixing of fibrous waste material, such as paper, carpet and wood, with coal slurry prior to dewatering was developed. It was found that addition of about 10 Kg/t of carpet fibers or 5 Kg/t of raw paper pulp lowered the filter cake moisture from 22.5 to 18 percent. The compressive strength of the filter cake improved from 0 to 4.5 Kglcm2 and impact resistance from 0 to 4. The experimental data indicated that the handling character of the dewatered fine coal was improved significantly.

The design and strength of pillars are important parameters while implementing the room-and-pillar mining method in a limestone mine. The process becomes complex with the presence of the karst voids which are frequent phenomena in a carbonate rock formation. The karst system is a network of cavities that along with an omnipresent fracture network may lead to ground control issues in a limestone mine. The objective of this study is to provide a safe and reliable alternative design for a pillar in a case study mine for safe and efficient ore recovery. This research is a continuation of a previous study aimed at studying the effect of karst void on the strength of the same limestone pillar. It was assessed from the calculated pillar strength and the estimated redistributed stresses that the pillar is capable of countering more stress than is currently imparted on it. Numerical modeling studies combining in situ stress determination and excavation sequencing were used to estimate the existing stresses on the pillar. Different possibilities of modification to existing pillar design were simulated using Distinct-Element Modeling (DEM) to determine a better design. Discrete fracture networks (DFNs) were included to imitate the effect of the presence of discontinuities. An effort is also made to understand the variation of pillar strength with height for karst-affected pillars using two different constitutive models. This study serves as a preliminary investigation in terms of improving the future design of pillars and also while recovering old pillars prone to karst formation.

This paper examines the application of gelatin mixture models to the study of factors such as gravity effects, tectonic and residual stresses, anisotropy, physical nonlinearity, time-dependent behavior of the rock mass and connectedness of the geologic space. The calibration technique of gelatin mixtures, proposed by Richards and Mark in 1966, is applied to the particular problem considered. Similitude relationships between model and prototype are discussed with reference to the constitutive equations describing the physical behavior of the rock mass. The interaction between two openings in a linearly elastic medium, under conditions of plane strain, is used as an illustrative example, with the view of describing the history of stress and deformation changes on the rock medium and lining around a slusher drift while undercuts are made in block caving.

The practical and effective pulp distributor here presented is believed to be of a completely new and innovative design. It was developed at the San Nicolas Plant of the Marcona Mining Company in Peru, where it has been thoroughly plant tested using iron ore slurries of a particularly abrasive nature. It has proven to be superior to the apparatus originally installed, or to any observed in operation elsewhere. In plant practice the capacity and efficiency of many process units such as screens, magnetic separators, and jigs are strongly affected by the loading pattern, and for better results the flow of pulp must be proportioned across the receiving lip in equal quantities per unit width. The distributors originally installed on the drum magnetic separators in San Nicolas proved to be unsatisfactory, and several trial modifications failed to show any improvement. As is usually the case, feed rates were being steadily increased, and appreciable losses to tailings resulted. A check of the distributors on the market discloses no reasonable substitute, so efforts were directed toward devising an entirely new type. Required was a positive type of action which would guarantee that the pulp flow be spread equally along the length of the drum. Discussion As indicated, the motivation for development was simple necessity. The plant in San Nicolas crushes, grinds, and concentrates magnetic iron ores of a particularly abrasive nature, and depends largely on magnetic separation to obtain a marketable product. Feed to the numerous drum magnetic cobbers and finishers varies from rod mill discharge at a nominal minus ten mesh to a ball mill fine grind of seventy percent minus three hundred and twenty-five mesh. In this paper, an innovative concept in longwall tailgate support is discussed. This new concept utilizes a new high capacity roof truss system in lieu of conventional wooden crib block. The first field test was conducted at Bailey Mine and was very successful. Similar tests have been installed in other mines and seams. An extensive instrumentation plan was designed and implemented in the truss test area. The test data has shown that the dynamic roof truss system effectively controls the various abutment pressures caused by longwall mining thus maintaining a stable tailgate entry.

During the last decade, many exhaustive studies have been made of process energy requirements for the production of various metals and materials. Some excellent technical papers and text books have resulted, and some of these are included in the bibliography of this paper. These studies were, of course, prompted by the economic pressures which resulted from the beginning of the "Energy Crisis" in 1973. Our intensified consciousness of the cost of energy led, then, to a greatly improved understanding of the energy consumption attributable to individual mining, processing, and refining steps. It is worth noting, however, that an awareness of the cost of energy is not new and that efforts to minimize this cost were an important part of sound mine and plant management practice throughout the earlier days of our industry. One only has to read a few accounts of mining operations around the beginning of this century to develop an appreciation for the cost of supplying wood, coal, fuel oil, or electric power to remote locations.

After Abe Lee discovered gold (in April 1860) near the site of present-day Leadville, Colorado, he and is group staked nearly all of California Gulch with "speculative claims." They did so in an effort to grab any property that might be potentially profitable. But the plan did not work. New prospectors demanded a miners' meeting, from which arose the official "Bylaws of California Mining District, California Gulch, Arkansas River." These bylaws, adopted on May 12, 1860, established provisions as to the number, size and type of claims that could be filed. Fair laws invited more newcomers. By mid-summer, 5,000 people with tents and wagons were scattered from one end of the gulch to the other.Among the earliest arrivals to the region that spring were Horace Austin Warner Tabor and his wife, Augusta. H.A.W. Tabor, who was to become a pillar in the development of Leadville, arrived at California Gulch during a food shortage. He sacrificed his oxen so that hungry miners could eat. By doing so, he immediately became the friend of many. Augusta established a little store where she sold her baked goods and provided meals. Like most of the men, Horace prospected the surrounding hills. He only did so, however, for a short time. California Gulch yielded more than $5 million in gold during the next five years. By 1866, however, the placer gold was gone and most of the miners had packed up and left. Charles J. Mullen and Cooper Smith, who were grubstaked by a Philadelphian named J. Marshall Paul, found a new, rich lode at the Printer Boy Mine in 1868. It was the first underground gold mine in the Leadville area and marked the transition from surface mining to underground hard rock mining. Its discovery created a new but modest flurry of activity. Heavy black sand covered the region and made gold mining difficult. In 1875 William Stevens and Alvinus Wood decided to have the sand assayed. They discovered that it contained 15 ounces per ton of silver and was rich in carbonate. Stevens and Wood kept their find a secret for nearly two years. When the word spread in late 1877, the silver boom was on. In 1878 prospectors, merchants and others trickled into town from all directions. Dr. David H. Dougan closed his office. in Alma, crossed Mosquito Pass and set up shop in Leadville. Nobody seemed to need a doctor, however, and Dougan sat in his office for 28 days without a customer. On the 29th day he received word that there had been a mining accident and he was needed immediately. -That was the begin¬ning of his illustrious career in Leadville. Dougan was a successful physician, became mayor in 1881 and was later president of the Carbonate National Bank. Leadville was a simple community of log structures in 1878. By June of the following year, however, it had blossomed considerably. According to Cass Carpenter, as of May 1,1879, Leadville had "...19 hotels, 41 lodging houses, 82 drinking saloons, 38 restaurants, 13 wholesale liquor houses, 10 lumber yards, 7 smelting and reduction works, 2 sampling works for testing ores, 12 blacksmith shops, 6 livery stables, 6 jewelry stores, 3 undertakers and 21 gambling houses where all sorts of games are played as openly as the Sunday School sermon is conducted." Additionally, there were 36 brothels. When George E. King and other architects arrived, Leadville took on an air of elegance and sophistication. In sharp contrast to some of the Victorian-style, gingerbread-laced homes in Leadville, its suburbs were comprised of many tenement shacks and plain cabins mixed with a few commercial buildings, many mines and smelters. Mines sprinkled the area east of Leadville like pepper from a pepper shaker. Wherever there was a cluster of mines, a camp usually sprang up. Most were very close together. South of Leadville the giant Arkansas Valley lead smelter sprawled out between Stringtown and Bucktown in an area known as Smelter Valley. Founded in 1879 as the Billing and Eilers Smelter, the Arkansas Valley plant was operated by the American Smelting and Refining Company. Several other smelters operated in the vicin¬ity. In April 1878, Horace Tabor grubstaked prospectors August Rische and George Hook. For $64 worth of supplies and tools, he was guaranteed a one-third interest in their findings. Rische and Hook discovered the Little Pittsburg (often spelled Pittsburgh) Mine and made Tabor an instant millionaire. Tabor once purchased a "salted" mine, the Chrysolite; but instead of considering it a bad deal, he further developed the property and struck rich silver ore. Later, Tabor purchased the Matchless Mine for $117,000, possibly the only investment he made without partners. During its peak years, the Matchless yielded $1 million worth

Despite the importance of froth flotation to the mineral industries as a means of separating various minerals, the commercial flotation reagents used have varied little in the last twenty years. Numerous articles and books are available describing existing flotation chemistry and its application, e.g., Fuerstenau (1962), Fuerstenau (1976), Aplan (1980), Somasundaran (1980), King (1982), Leja (1982), Ackerman, et. al. (1984), Crozier (1984), Hansen and Klimpel (1985). There are many reasons for this lack of significant new reagent development including the general utility and relative cheapness of collectors, such as xanthates, and frothers, such as methyl isobutyl carbinol and the glycol ethers. Another important reason is the inherent complexity of the flotation process itself coupled with highly variable and difficult to standardize feed materials which make reliable reagent comparisons difficult and seriously limit the use of theoretically based studies to "predict" new or optimal reagents. In addition, the higher cost of "specialty flotation reagents demands that their performance attributes be significantly greater than existing general all- purpose commercial reagents – something often difficult to prove in practice. Faced with this situation, a detailed applications research pro- gram [Klimpel (1980 ab, 1982, 1984 ab), Klimpel, et. al. (1982)] was organized from 1979-1985 on mineral flotation with the following goals: 1) the development of appropriate batch laboratory flotation testing techniques sensitive enough and statistically reliable enough to identify small differences in performance between different flotation tests (i.e., between various reagents, even those with relatively minor chemical structural changes); 2) the identification of mathematical models with appropriate numbers and types of parameters that have maximum statistical power to statistically distinguish between various time-recovery profiles; 3) the generation of laboratory and corresponding plant scale data in sufficient quantity and consistency so that the highly interactive nature of the "flotation system9' of chemistry/ equipment/operating conditions could be quantified; and 4) the invention and development of really new and unique reagents for giving improved flotation performance. The Australian states of New South Wales (NSW) and Queensland, because of their endowment of black coal resources, dominate the production and export statistics for Australian coal. NSW produced 86 million tonnes of saleable coal in 1994, representing a doubling of output since 1980, or a growth of 5% per annum. Asian demand for thermal and coking coal has, of course, driven this growth in NSW. This high Asian demand is forecast to continue and NSW will seek to secure its share. This paper focuses on some of the issues facing NSW in the future, and in particular, examines some of the major new and proposed mining projects.

Bird Balls™, the latest development in the ongoing battle at mine sites across North America, help to eliminate accidental avian mortality caused by birds ingesting cyanide leachate. Bird Balls™ are a 4-inch sphere made of high-density polyeth­ ylene (HDPE). They weigh 40 grams and are black in color to provide optimum life in UV intense environments. A floating blanket of bird balls totally excludes birds from a liquid surface. Federal agencies that enforce the Migratory Bird Treaty Act do not specify how to keep migratory birds out of leachate basins. Some state agencies, however, specify that a physical barrier must be in place to exclude migratory birds if cyanide levels are high enough to cause mortality. Industry standards for protecting waterfowl now include Bird Balls™ as well as net­ting, detoxification, and heap leach systems designed in such a manner that no exposed solution ponds or channels exist. Hazing is no longer an option. A bold statement to make? Perhaps, but W. R. Jeffress (1990) covers the subject well when he stated that, "Hazing techniques as a whole have not been effective in excluding waterfowl or other species of wildlife from toxic heap leach solution ponds or tailings impoundments. Research and devel­opment of the new 'Star Wars' hazing techniques, such as laser netting and radar systems, are interesting concepts and will pos­sibly offer an alternative to total physical exclusion or neutral­ization in the future. All of these methods are going to have to be thoroughly tested." For those who may want further docu­mentation, we have included a special reference section cover­ing hazing. R. J. Hallock (1990) stated that, "The Fish and Wildlife Service is particularly interested in migratory birds. In fact, a large portion of our effort, nationwide, is focused on migratory birds. Bird habitats are managed directly through the National Wildlife Refuge System and indirectly through other agency programs. We also have a responsibility to protect birds under the Migratory Bird Treaty Act. Most birds attracted to mine ponds are covered under this Act. The only migratory birds not protected under the Migratory Bird Treaty Act are English Sparrows, Starlings, and Pigeons. Since this is a treaty with five nations, the concept of acceptable losses does not apply. It is not a negotiable situation. There are a few exceptions noted in the Act, including prescribed hunting of selected waterfowl, scien­tific collection, and game bird farming. There is no exception for the loss of migratory birds exposed to solutions of cyanide."

My first regular job nearly fell through. My parents were spending the summer in California and I joined them at Lake Tahoe where we were guests at the lovely summer home of the Reids of Belmont. The time went quickly but I was eager to start work so I left for Bisbee a few days earlier than I had arranged. This was lucky, as just after I left a letter came from Gene Whitely, chief engineer of Calumet and Arizona, saying that because of the depressed copper industry there would be no job. I reached Bisbee on a Saturday morning, a day or two before my 23rd birthday, July 27, 1907. The brown plastei four-story Copper Queen Hotel was only a few steps from the station where the branch railway ended. I rented the cheapest room on the top floor and, of course, there was no elevator. I soon learned how to walk up the mile of switching tracks to the Calumet and Arizona office at the Irish Mag mine. I was horrified when Whitely told me about his letter telling me not to come, but since I had not received it he relented and said I could work for a short time anyhow. I was to start at 7:30 the next Monday morning, "holding the ignorant end of the tape”-in other words being surveyor's assistant, at $100 a month. Hours were from 7:30 to 5: 00, seven days a week. I spent Sunday walking around the town. I rented a room at the Royal Lodging House, which was cheaper than the hotel. It smelled strongly of carbolic acid but that meant no bugs. Compared with Cobalt or Cripple Creek, Bisbee didn't seem unattractive. The main street, with one or two-storied stores and saloons, followed the bottom of the canyon with high steep hills on both sides. Electric drives hire done outstanding job in many-fields that are related to the mining industry. The equipment that is offered for electric-trucks was developed from the traction equipment which is used on the diesel electric locomotive. Rotating equipment available for use on electric trucks is identical in principle to that which is used on these locomotives. In as far as it is practical, similar controls are used. Another descendent of the diesel electric locomotive can be found in the oil well drilling industry, Here, locomotive traction motors and. electric controls have been modified to fit the particular requirements of the drilling industry, One 2400 H.P. diesel electric drilling rig drilled a 24,000 Ft. well in West Texas with an electrical maintenance cost in the order of 7¢ per hour This was a new rig and the costs are less than the average maintenance costs will be for the life of the equipment, Even soy since it took one (1) year to drill this well, this 7¢ per hour has real significance. Electric shovels use a similar type of electrical equipment; they too have shown real savings over the equipment they replaced. Since electric drives have done so well, in other fields, they warrant consideration for use in high horsepower, large capacity trucks.
