This review paper describes recent advances that have been made at the Julius Kruttschnitt Mineral Research Centre (JKMRC) in Brisbane in developing a framework for simulating the flotation process. The work has been carried out collaboratively with the Mineral Processing Research Unit of the University of Cape Town in South Africa (UCT), as part of the Australian Minerals Industries Research Association (AMIRA) P9 Project. The framework consists of four components, namely – the mathematical model of the flotation process, suitable measurement tools for characterising the flotation cell, a computer program for modelling and simulating the process and the plantas for testing and validating the flotation models. A brief description of the model is first presented, then a number of applications of the model are described. The paper shows how the model can be used to optimise the performance of flotation cells, and then two case studies on the modelling methodologies are described. Finally the current and future plans of the project are outlined.

The U.S. cement industry, including Puerto Rico, again set a record in terms of production and shipments. The increase in shipments came primarily from imports of portland cement as domestic production from produced and imported clinker gained only 1.9 Mt (2.1 million st). Clinker production as reported to the U.S. Geological Survey (USGS) was 88.6 Mt (97.6 million st), an increase of 1 percent. Gray and white portland cement production from domestic and imported clinker, estimated at 93.5 Mt (103 million st), was up 1.9 Mt (2.1 million st). Masonry cement shipments of 5.5 Mt (6 million st), which equates closely to production, was up 6.3 percent. Blended ce-ment shipments were up 35.9 percent from 2004 at 2.35 Mt (2.6 million st).

The sillimanite group includes the aluminosilicate minerals sillimanite, kyanite and and alusite, all of which have the same chemical composition (Al2SiO5). This discussion also includes the closely related mineral, mullite(about Al6Si3O15), which, although rare in nature, is produced artificially for industrial use. All of the minerals in this group have a low coefficient of thermal expansion and high corrosion resistance. This makes them desirable for refractory applications, especially in the steel and foundry industries. Other uses include electrical insulators, abrasives and household ceramic products. The minerals in the sillimanite group decompose with an irreversible expansion at temperatures between 1,300° C and 1,600° C (2,372° F and 2,912° F). Sillimanite and and alusite have relatively small expansion on decomposition (4 percent to 6 percent) and, therefore, can be used as aggregates in refractory products. Kyanite’s expansion on decomposition is large (18 percent). So it is sometimes used to balance shrinkage of other materials such as clays in refractory mixtures. For applications requiring high-temperature volume stability, mullite is more desirable. As an additive, mullite improves resistance to creep and corrosion, and imparts thermal and electrical insulating properties.

Heightened environmental consciousness has resulted in the development of various international accords dealing with natural resource management. This international awareness is now being translated into regional and local initiatives that proactively implement collaborative environmental management programs. One such program was recently initiated in northern Chile in recognition of the interconnection of Andean salars. Cooperative efforts between industry, governmental agencies and academic professionals have resulted in the implementation of simultaneous environmental monitoring of flora and fauna in the salars of northern Chile. This coordinated effort is leading to an improved understanding of the migratory patterns of South American fauna, as well as improved access to an expanded database for the multiple user groups associated with the Andean salars. The El Abra Mine is actively participating in these coordinated monitoring efforts.

The International Conference on Sustainable Development Indicators in the Mineral Industries(SDIMI 2003) was held May 21-23, 2003 on the island of Milos, Greece. The objective of this international conference was to assist the mining and minerals industries in their global transition to sustainable development. The main theme of the conference was the development, monitoring and assessment of sustainable development criteria for mineral operations. Emerging technologies were also presented that can assist in the development of criteria and performance indicators.

In this study, bacterial pre-treatment was applied before cyanidation in order to enhance the solubilization of silver from Artvin-Kafkasör ore Direct cyanidation process was found inefficient to recover silver from the ore. Only 40.36% silver recovery was obtained with direct cyanidation while silver recoveries of above 60% were obtained after bacterial treatment. Thiobacillus ferrooxidans was used as the microorganism in pretreatment tests. Effects of various parameters such as pulp density, duration, inoculum size and particle size on silver recovery have been investigated in this study.

The Cresson gold deposit is in the southcentral portion of the Cripple Creek mining district in central Colorado (Fig. 1). The deposit is hosted by a series of 32 Ma (Kelley, 1995) felsic to mafic, alkaline volcanic rocks that were deposited in a diatremal environment. Mineralization in the Cresson deposit is structurally con-trolled. It occurs as disseminated and vein type. Gold deposition is closely associated with potassium-pyrite metasomatism and quartz-telluride vein development(Pontius, 1992). The Cresson deposit is owned by the Cripple Creek and Victor Gold Mining Co. (CC&V), a joint venture between Pikes Peak Mining (67%) and Golden CycleGold (33%).

Appraisal of industrial minerals beneath privately owned land requires a different approach and mindset from valuation of base and precious metals or energy minerals, and from valuation of government-owned mineral lands. First, is it the value of inground minerals or of mining rights that is being sought? Second, value to whom, the mining company, a potential investor, the mineral landowner, a lending institution, the property tax assessor, or a condemnor? Third, how should mineral value be apportioned between the land and mineral owner, and a mining company with limited years of lease-hold interest? These and many other questions must be addressed before a valuation method and Discount Rate are selected. For various reasons the Income Method is most often used, with Net Present Value calculations made for long term predicted mining income. Choice of an appropriate Discount Rate is critical.

It is widely agreed throughout the mining community that federal mine safety and health legislation administered by the Mine Safety and Health Administration (MSHA) deserves significant credit for the past quarter-century's remarkable improvements in miner safety and health. Recently, however, it has been suggested that the mining industry in the United States has now evolved to a point that current mine safety and health law may be obsolete. This proposition deserves attention. Today, I propose to give it the close logical scrutiny that is its due. I conclude that the obsolescence of current mine safety and health law is not supported by the evidence. The existing mine safety and health law continues to serve as a critically important supplement to mine operators' safety programs at a modest cost to the taxpayer. At the same time, trends in a changing industry do call for responsive adaptations in the Federal mine safety and health program. I will argue that timely and appropriate responses to changing needs can be accomplished within the framework of existing legislation, provided federal officials avail themselves of the flexibility provided by existing law.

Introduction The Surface Mining Control and Reclamation Act was passed in 1977 to put an end to the uneven environmental standards and enforcement established by various coal mining states in the US. One year after passage, the Secretary of Interior was directed to promulgate permanent program regulations implementing Title V provisions of the Act. These regulations were to form the basis for state regulatory programs under the Act and to allow states to assume primary regulatory responsibility. To implement the underground mining provision of the Act, the Secretary is directed in section 516(a) of the Act to promulgate rules. But they must take into consideration the differences between surface and underground coal mining. The regulations developed by the Secretary in 1979, with respect to subsidence control, included: • a subsidence control plan as part of the permitting process; • substantive provisions establishing performance standards for subsidence control; and • provisions providing for the prohibition of mining under perennial streams, impoundments larger than 24.6 dam3 (20 acre ft), and certain public facilities and urban areas. Industry challenged the Secretary's regulations implementing the subsidence control provisions. The litigation was consolidated with all other challenges to the permanent program regulations. (Permanent Surface Mining Regulation Litigation, Civil Action No. 79-1144; D. D.C., May 16, 1980.) In two opinions dealing with the multitude of issues raised by both industry and environmental groups, the US District Court of the District of Columbia ruled against industry. It upheld the promulgated subsidence control provisions. The US Court of Appeals stayed the appeals pending the agency's review and revision of its regulations. The regulatory reform was conducted in accordance with the order from the Secretary of Interior and the President in 1981. As a result, the subsidence control regulation was revised, reproposed, and finalized in June 1983 (Federal Register). This regulation, along with others, was again challenged by environmental groups and industry. On Oct. 1, 1984, the court, after finding the Secretary's reading of the Act reasonable, upheld the 1983 subsidence regulation except for one section. On Feb. 21, 1985, in accordance with the court's ruling, the Office of Surface Mining (OSM) suspended a portion of 30 CFR 817.121 (c)(2) concerning the damage correction requirement for structures or facilities and reproposed it on July 8, 1985 (Federal Register). In conjunction with a request for public comments, OSM now also seeks comments on the omission from the 1983 rule of the requirement in the 1979 rule regarding a presubsidence survey and monitoring of damage to structures. Technical issues related to subsidence regulations The subsidence regulations of June 1, 1983, consist mainly of two parts: a subsidence control plan as part of the permitting process; and substantive provisions establishing performance standards. Nearly a decade and a half after the US and China established formal diplomatic relations, and two decades after the two countries signed the Shanghai Communique and established commercial ties, the world, and perhaps China itself, has discovered that a wealth of natural mineral and energy resources lie beneath China's soil and directly off its coast. The country's coal reserves and oil and gas potential are well known. Its ferrous and nonferrous metal reserves are respectable and in a number of instances pre-eminent. According to 1981 Minerals Yearbook estimates - more often than not below those now being claimed by China - the country's aluminous metal reserves are about 907 Mt (1 billion st); iron ore reserves are 40 Gt (44 billion st); and copper reserves are about 46 Mt (54.4 million st) of contained metal. In addition, the country has about 10.7 Gt (11.8 billion st) of phosphate reserves, the fourth largest in the world, and 3 Gt (3.3 billion st) of pyrite. China's national Sixth Five Year Plan promulgated in late 1982 ended a stringent three-year retrenchment or readjustment period in which a number of major development projects involving foreign participation initiated in the late 1970s were shelved. The new Five Year Plan is a signal both within and outside of China that things are now moving again, and that major industrial and service sectors are receiving the kind of funding and flexibility they need for expansion, construction and modernization. The new plan's strategy for growth is measured and much less grandiose and frenetic than it was five years ago when China flung open its doors to foreign companies and invited participation in large-scale development projects. Now, the country's reticence to spend foreign exchange to purchase key equipment, technology, and services -a reaction to these projects and the spending they entailed - is clearly on the wane. In China's effort to quadruple its GNP by the year 2000, there is a new willingness to use some of its substantial foreign reserves. In fact, it is projected that 1983 will witness a $1.9 billion deficit, with a $2-3 billion deficit in 1984 and 1985. The following article discusses implications the Sixth Five-Year Plan has for nonferrous metal development in China. It is the first in a series of three articles on Chinese mineral resource development to be published in Mining Engineering over the next few months. The second article will identify specific nonferrous projects underway, while the third in the series will focus on trade and development opportunities for phosphate and potash producers in China. China's Ambitious Plans In the last few months, the exploitation of China's nonferrous resources and development of its industrial processing capabilities have begun to receive increasing attention on both provincial and central levels. Unlike the earlier modernization drive of 1978 when China's ferrous sector - best typified in the Baoshan iron and steel project - got the lion's share of the Ministry of Metallurgical Industry's (MMI) energy and resources, it now appears that in some respects the nonferrous and industrial sectors are finally moving out from beneath the dominating shadow of ferrous and getting their own day in the sun. Separation of Nonferrous from Ferrous One clear demonstration of this is the establishment in April 1983 of the China Nonferrous Metals Industry Corporation (CNFMIC). The corporation is composed of 819 enterprises with over a million workers, and also includes 12 nonferrous metal construction companies, eight design institutes, and three prospecting companies. Of ministerial rank, CNFMIC is responsible for the development of both the country's nonferrous resources and its processing facilities. Although closely tied to the parent ministry from which it sprang (i.e. MMI), CNFMIC, at least theoretically, is separate and independent from it. One strong indication that this independence is, or soon will become a reality, can be seen from the fact that the new corporation is not headed by the former MMI officials, not even those who made up the ministry's now defunct nonferrous bureau. Instead, its president Qiu Chunfu is formerly of the State Economic Commission and the China International Trust and Investment Corp. Its general manager Fei Ziwen, an engineer in his early 50s, is from the Jiangxi Province Copper Corp. The new nonferrous corporation appears to be powerful

During 1996, US mines produced 319 t (10.26 million or) of gold metal valued at $4 billion. At yearend, mine reserves were estimated to be 4.7 kt (151 million oz) of gold metal. Almost all of the production was from western states. Nevada accounted for about 68% of national production. Information for this article was obtained through annual reports of mining companies, US Geological Survey (USGS) databases and other public sources. Table 1 shows production and reserves by mine. It divides the mines into two categories. These are producing mines whose primary product is gold, and producing mines for which gold is a byproduct or coproduct. The mines listed in Table 1 accounted for more than 98% of US gold production during 1996. Except the Daisy Mine, the table does not include mines that produced less than 31 kg/a (1,000 oz/year). Acknowledging this, and with the goal to optimize production at a minimum investment, one can use existing equipment, modify the process flow and make a few strategic capital investments. Automatic setting regulation is a technology that allows balanced crusher performance matching minute changes in feed material characteristics. The system makes it possible to utilize the crushers fully at all times. It also continuously and completely compensates for manganese liner wear.

Introduction The Cannon mine at Wenatchee, WA has recently been brought into operation to recover gold from the sandstones of the Swauk formation. The mine is a joint venture between Asamera Minerals (US) Inc. and Breakwater Resources. A tailings impoundment was constructed to impound 2.7 to 3.6 Mt (3 to 4 million st) of tailings at 1.8 kt/a (2000 stpd) over about five years. This paper describes the design and construction of the impoundment. In particular, it describes the 100 m (300 ft) high earthfill embankment that is the main feature of the facility. Project environment The project is located on the outskirts of Wenatchee, a town of about 40,000 people. The town is situated on the flat alluvial terraces beside the Columbia River. The Cascade Mountains rise from the terraces in a series of ridges and valleys. The mine is at the foot of the Cascades. The tailings impoundment is in one of the steep valleys. The climate is mild and dry (Table 1). Site selection Twelve alternative sites within a 16-km (10-mile) radius of the mine were examined. Decision making theory was used to select the most suitable site. Advantages of the chosen site include its proximity to the mine and its low visibility from points of common public access. Also, the area was already heavily impacted by an existing silica quarry. The major disadvantage of the site is the need to pump tailings over a distance of 1.5 km (1 mile) and against a static head of 200 m (655 ft). Also, it is located in a gulch just upstream from the town of Wenatchee. Site geology The impoundment is generally underlain by interbedded sandstones and siltstones. The siltstones are often shattered. The sandstones are often friable. Both rock types are extensively jointed. Some isolated faulting of the sediments occurred before the area was covered with basalt flows. About 10,000 years ago, at the end of the ice age, the basalts were covered by 3 to 10 m (10 to 33 ft) of wind blown loess - a fine sandy clay and silt. River deposits filled the base of the valley to depths between 5 and 25 m (16 and 82 ft). Under the main part of the embankment, these materials were removed to expose bedrock. Ground water flow is generally through the more permeable layers. The permanent water table is about 5 m (16 ft) beneath the ground surface. Looking back over the last 150 years or so, it is not hard to see that electricity has been a primary force in shaping human development. It has been a basic ingredient in our industrial revolutions that simultaneously improved the productivity, working and living conditions within our farms, factories, hospitals, offices and homes. Today, it has become an essential part of our daily life and our future. Amazingly, we keep finding new ways to use electricity to make our lives more safe, comfortable and productive. It is a great success story of human ingenuity, achievement and development. Demand for electricity The convenience and value of electricity has not gone unnoticed by consumers. According to the U.S. Department of Energy (DOE) (Energy Information Administration, 2009), electricity is the fastest growing form of energy in the world and during the next 20 years the world will likely consume twice as much of it as it does today. In 2008, almost 20,000 terawatt hours of electricity globally were consumed (Energy Information Administration, 2009). That is enough electricity to light up more than two million baseball stadiums or power more than 11 billion computers continuously for an entire year. The United States has the dubious distinction of be-ing the largest consumer of electricity in the world with enough power to provide each American with more than 3 kW of electricity ? that is about twice the power currently available to Europeans, eight times the power available to the Chinese and more than 25 times the power available to the citizens of India (American Coal Foundation, 2009).

Lime addition to acid mine drainage waters (AMD), possibly accompanied by aeration, has been the basis for their remediation by precipitation of predominantly metal hydroxides. An efficient novel alternative technique causes precipitation of double M(II)-M(III) hydroxy sulfates which readily precipitate and are easily dewatered. When the Fe(II)/Fe(III) + Al(III) ratio of the AMD is appropriate, the Green Precipitate (GP) Process provides a more effective alternative to normal liming/aeration. The process can be adapted to give a continuous in-line treatment by the choice of suitable computer-controlled reactors designed to improve the liming efficiency, reduce scaling and control the rate of treatment. The processes are described in terms of the chemistry involved.

Mining at Hudson Bay Mining & Smelting's Snow Lake Division is now in the mature stage of the mines' lives. These base metal copper-zinc mines have been operating for more than 30 years. Stopes had small pillars called "crown pillars" left between them. These pillars range up to 100 m (330 ft) long by 40 m (130 ft) wide and 15 m (50 ft) thick. Hudson Bay have been successful in removing these pillars by using cable slings, electric scoops, longhole mining and diesel load-haul-dump equipment. The different shapes and sizes of these pillars has required that many innovative techniques be tried in order to find acceptable economic mining methods. An overview of the different methods will be outlined. Background Hudson Bay Mining & Smelting's Snow Lake Division is located in Manitoba some 800 km (500 miles) north of Winnipeg and 200 km (125 miles) by road from the Hudson Bay smelter complex located in Flin Flon, Manitoba (Fig. I). There are currently three producing underground mines and one open pit operating at the Snow Lake Division, producing copper and zinc concentrates. Pillar recovery is intensive and vital to continued production of these mature mines. The crown pillars are producing more than 50% of the current mine production. This figure will increase in the future. The two mines at which crown pillar recovery is taking place and that will be discussed are the 400 t/d (440 stpd) Rod Mine and the 1000 t/d (1100 stpd) Stall Lake Mine, both five-day-a-week producers. Crown pillar mining has been applied for some time at these mines. However, it was only recently that the crown pillars became vital to production. This has necessitated a number of innovative techniques to recover them.

This paper focuses on the separation and extraction of lead and zinc from Egyptian ore at the Eastern Desert close to Red Sea. The ore sample contains cerussite, galena, hemimorphite and other impurities. Experimental program includes flotationof galena using xanthate collector and cerussite using oleic acid as collector and sodium silicate to depress hemimorphite tailing. Galena, and hemi-morphite are converted to carbonate with sodium carbonate prior to metal extraction. Lead and zinc are extracted pyrometallurgically at 1050°C and750°C or electrochemically respectively. The overall performance of the applied method amounts to 99.2%. Extraction efficiency of lead and zinc amounts to 98% and 94.5 % respectively. A model assumed that galena and cerussite in the ore are partially oxidized and can be liberated by grinding. Oleic acid selectively reacts with cerussite in a multistep sequence. Preliminary cost estimate shows that the price of the products is competitive to their local market prices.

The sign of the surface charge of selected potassium soluble salt minerals namely KClO4 , K2SO4 , KNO3, and KCl was determined from nonequilibrium electrophoresis measurements and found to be negative for each of the salt. Dodecylamine flotation of these salts revealed that the concentration of amine required for flotation increases in the order KClO4< K2SO4< KNO3<KCl. Precipitationof the amine collector colloid was not required for flotation of the oxyanion salts and in this case it appears that adsorption of the dodecylamine cation is sufficient to create the hydrophobic surface state. The order for flotation is explained in terms of surface hydration of these respective potassium salts based on contact angle measurements and FT Raman spectroscopic characterization of water structure.

There are numerous mines throughout the world that have open pit highwalls developed partially or wholly in soil or soil-like materials. Soil-like materials are considered to include soils (either transported or residual) and highly weathered rock, which may have soil-like behavior. These materials generally have characteristics or material properties that vary considerably from those of moderately weathered or fresh rock. Given these differences, it is important to consider the characteristics of soil-like materials to design safe open pit slopes. In the design of open pit slopes in soil-like materials, it is important to recognize the behavior of these materials is strongly dependent upon their mineralogy, degree of weathering, cementation, stress history, depositional history, and presence of water. As a result, soil-like materials may contain one or more of the following characteristics that can have a significant effect slope stability and design: - Relict structural features (joints, faults, etc), - Sensitivity to moisture (both wetting and drying), - Zones of alteration with variable strength and drainage characteristics, - Zones of low permeability creating perched ground water conditions, and - Undrained and drained strain softening or strain hardening behavior.
