The Southern African Development Community (SADC) aims to harmonize mineral policies and regulatory regimes in the minerals sector. This paper provides a review of the progress made towards harmonization of mineral regimes in the region. It singles out only the mining fiscal environment, as this is normally one of the key issues of interest to potential investors as well as the host state. Indications are that the region is slowly progressing towards a more harmonized approach, and there is evidence that the ?race to the bottom? has been prevented, which is the basis for an integrated mineral sector that the region aspires to.

All underground openings are three-dimensional, and in many cases it is not valid to analyse two-dimensional sections. This has been a problem in the past owing to the magnitude and complexity of three-dimensional stress analysis. In this paper a three-dimensional boundary element approach, using non-conforming quadratic elements, which is specifically applicable to underground excavations, is described. In addition, the philosophy of application of stress analyses is discussed. Three case histories are presented to demonstrate the practical nature of the approach as a tool in solving mining problems.

Contribution by W.D. Ortlepp In the Journal of May 1994, the authors first presented the concept and analysis that formed the basis for a design approach for deep tunnels, now expressed more explicitly in the present paper (March/April 1996). In a contribution in the Journal of March/April 1995, I expressed a certain disquiet about the validity of their original approach. The authors responded to these criticisms in the same issue. It is apparent to me now that both the contribution and its rebuttals were written, probably for different reasons, in such an obscure and pedantic way as to further confuse the reader rather than provide enlightenment. My concern still persists. But in order to avoid further confusion I will attempt to pose my uncertainties and difficulties in a much more direct way. On page 98 (top of 2nd column) in the earlier paper, an important statement concluded as follows: '. . . the horizontal ellipse requires 140 per cent less force for equivalent stability'.

In recent years, the quality of iron ores has decreased due to the increase in the content of impurities, namely quartz, aluminum, phosphorus, and sulfur. It indicates that the removal of impurities from iron ore is an extremely challenging task. In particular, the high amount of phosphorus in iron ore could be a problem for energy consumption and CO2 emission in the steelmaking process. To reduce the impact of phosphorus, mainly two approaches: the utilisation of low-phosphorus iron ore, or dephosphorisation of high-phosphorus iron ore using mineral processing technology, have been suggested. In this paper, the removal of phosphorus from a low-grade high-phosphorus iron ore containing 0.1 mass% P and 57.5% Fe by alkaline roasting and wet grinding is discussed. The iron ore consists mainly of hematite, goethite, and quartz. Effects of sodium hydroxide concentration used as an alkaline source, roasting temperature, grinding time, and particle size on the dephosphorisation of highphosphorus iron ore were investigated. The dephosphorisation efficiency, iron loss, and mineralogical components of low-grade high-phosphorus iron ore under various experimental conditions were characterised by using XRD, SEM-EDS, and particle size distribution analysis. Results showed that the phosphorus content was lowered from 0.1 mass% to 0.034 mass%, while the iron grade reached 59.8 mass% from 57.5 mass% by alkaline roasting with 0.05 w/w NaOH at 300 °C for 2 h, followed by wet grinding in an attritor with water for 30 seconds at room temperature. Under the experimental conditions, the dephosphorisation rate was about 54.7%, and the solution obtained by wet grinding contained 22.7 mg/L of phosphorus and 21.5 mg/L of iron. Dr C. M. van Staden (Fellow): Mr President, ladies and gentlemen, thank you very much for this opportunity to contribute to the paper by Dr Stander, and Messrs Henzen and Funke. First of all, my congratulations to Dr Stander on being re-elected President of the International Association of Water Pollution Research. We in South Africa are proud that this honour was again bestowed on our leading scientist in the field of water research. Furthermore, my congratulations to the authors of this paper. The growth of the pollution problem caused by acidic water discharged from abandoned collieries, is known to most of us. However, I am not aware of any case where an abandoned gold mine is directly discharging polluted underground water. I think it is also a debatable point as to what the quality of underground water being discharged from abandoned gold mines would be in the long run. Any reduction works on a gold mine which practises only fairly good housekeeping, should not cause any water pollution by cyanide. First of all, any cyanide solution before gold precipitation would be too valuable to lose. Secondly, the precipitated solution, which contains the cyanide, is used to pump slime to slimes dams. Any cyanide pollution that may occur at the slimes dam, must come from the top and, fortunately, the days when pen stock water was discharged directly from the top of dams into public streams, have gone. Run-off and seepage is usually acidic, thus decomposing the cyanide. The code of practice by the Chamber of Mines is quite clear on the point as to how the tops of dams should be secured, to prevent any process water or storm-water polluting public streams. The general standards are given on page three of the paper. To my knowledge, under certain circumstances a degree of relaxation can be given regarding the faecal coli count; namely a permissible count of 1 000 per 100 ml. I feel very strongly that research aimed at inhibiting the activity of acid-producing bacteria should be encouraged. Success in this field would be of great benefit to the mining industry. I am very thankful that the authors have mentioned vegetation of dumps as a method to combat water pollution, with the full awareness that the key objective in vegetating dumps is to prevent air pollution. A problem that I have not heard mentioned before and on which I would appreciate the views of the authors, is the pollution that may be caused by power-stations discharging

A large new underground platinum mining project required that all different mining options were investigated during an option study before proceeding to the prefeasibility stage of the project. The capital project team identified 21 different options requiring investigation. These options considered 10 different access methods and 4 different mining methods. Each of the 21 options required a mine design, a valid production schedule, and the associated economics in order to facilitate a comparison on project Net Present Value (NPV) and other metrics. The project sponsors required this work to be completed in 3 months and therefore the project team decided to adopt an object-oriented modelling approach as implemented by Cyest Corporation. This would allow all 21 options to be valuated within the tight time frame due to the generation and re-use of templates. Standard objects were configured into templates containing the mine layout, design, and scheduling logic. These templates could then be assembled into a model to represent the option being investigated. The adoption of rules-based design and production scheduling then allowed for the rapid generation of a valid production schedule for each option with different iterations of varying production ramp-up and mining efficiency assumptions. The activity-based operating costs, labour, and capital were also linked to the standard templates such as a half level or barrel, which were then replicated to represent the overall mine structure for each option under consideration. Using this approach for each option, a full production schedule was produced per mining activity, the operating costs were calculated using activity-based costing, an infrastructure capital expenditure estimate was determined, the development capital requirements costed, and an overall NPV determined. This options study was completed in an unprecedented 10 weeks and a recommendation was put through to the Business to take three of the options to the next study phase.

The Impala Platinum Limited Base Metals Refinery in Springs, South Africa, refines convertor matte containing base metals and PGM?s (platinum group metals) using a hydrometallurgical process. In addition to a PGM-rich concentrate that is further refined, the Base Metals Refinery produces nickel (in powder or briquette form), copper cathodes and cobalt powder. Five leaching stages are utilized to remove the base metals and impurities from the PGM concentrate. The project described in this paper involves a radical redesign of the second stage leach autoclave with the aim of reducing maintenance costs and downtime, increasing throughput and ensuring a safer working environment. The second stage leach process at the Base Metals Refinery, produces a PGM-rich residue through the extraction of copper and any remaining base metals from the first stage leach solid residue material. Leaching is performed in an autoclave operating at a pressure of 600 kPaG and a temperature of 140°C to 150°C. Concentrated H2SO4 is added to the feed to produce a solution with a free acid content between 10 and 30 g/L and a pH of less than 2. Oxygen is passed into the 1st and 2nd compartments of the autoclave. As a result of the aggressive, highly oxidizing conditions within the autoclave, the original design utilized a heavy wall carbon steel shell with lead lining and two layers of acid bricks. The bricks acted as a wear resistant material and ensured a low surface temperature at the skin of the lead lining, whereas the lead lining acted as a corrosion barrier to protect the steel shell. These brick lined autoclaves were heavy, maintenance intensive and prone to catastrophic failure. A radical autoclave redesign was needed to reduce the high costs of manufacturing, installation and operation. Finite element modelling was used to optimize the design and various high alloy materials were investigated for the application. Based on extensive test work, the carbon steel shell was replaced with duplex SAF 2205 stainless steel in the new design. The use of this highly corrosion resistant material, eliminates the need for the lead and brick linings and reduces the wall thickness requirements substantially, resulting in an increase in the available volume for the same external shell dimensions. The vessel is welded in circular sections to form an elongated, impermeable, cylindrical body, with several agitator nozzles and compartments. The first new duplex stainless steel unit has been in continuous operation for more than 24 months and its performance has exceeded the highest expectations. The design was so successful that a patent has been registered. The major benefits of the new stainless steel design include increased throughput, improved performance, less downtime and a safer working environment. Lead has been eliminated and replaced with a more environmentally safe material, and the total lifespan of the vessel has been extended. In addition, the autoclave project has made significant developments in advancing the field of welding and optimizing the integrity of welding quality standards in South Africa.

Advanced process and equipment analytics have been around for a while. However, with accessible IT infrastructure and site maturity, it is possible to analyse, monitor, and control processing plants and equipment easily. These various disparate systems provide different reports requiring the involvement of various personnel and attention to different reporting platforms. For efficient harnessing of the systems? capabilities, as well as effective improvement and monitoring of process and equipment, a single point of entry is required. A process and equipment optimization solution was required at a concentrator in South Africa, focussing on the product stream of platinum group metal (PGM) concentrate from the UG2 Reef. The investigation of data to identify strategies for optimization was required to allow visibility into plant operations to guide operators, an easier method to identify process loop problems, identification of imminent equipment failures, and advanced process control to optimize throughput and stability. A collaborative effort between the client and General Electric Intelligent Platforms (GEIP) investigated data-driven solutions to each of the problems. With the focus on process optimization and asset monitoring, as well as equipment monitoring, a combination of approaches was utilized to address the various problem areas that were identified. Each was implemented separately in the control layer of the plant IT infrastructure. The integration was done in a centralized web-based reporting tool that integrated the detailed results from the various solutions. On the process control side, monitoring of control loops was included by calculating performance statistics that were reported daily to identify sub-optimally performing control loops and indicating potential problems. The advanced process control solution for this site includes a surge tank controller, stabilizing flow through the flotation banks, and preventing the surge tank from overflowing or running empty. Equipment monitoring was investigated, for preventative maintenance, by making use of statistical data models to indicate imminent equipment failure. These predicted alarm events included the cause for failure, drilling down, and allowing focus on a specific variable for preventative action. The results included a more stable flow through the mill, with fewer stoppages due to surge tank overflows or running empty. The causes for process drift could be identified and operators could react early. Alarms warning of equipment failure 2½ and 4 months in advance were identified in an offline analysis.

Written contribution E. Wroth* (Visitor): The technical aspects of the assistance scheme which IS provided for in the Gold Mines Assistance Act, 1968, and certain consequential amendments to the Income Tax Act, 1962, are explained by Dr Krige. The object of this contribution is to explain the working of the Gold Mines Assistance Act (hereafter referred to as the 'Assistance Act') for the benefit of those concerned with the tax and assistance assessments of gold mining companies. The views expressed do not necessarily reflect the Revenue Department's interpretation of the legal provisions involved. 1. MINES WHICH QUALIFY FOR ASSISTANCE 1.1 The assistance scheme is applied on a selective basis. Mines which qualify for assistance are defined in the Assistance Act as 'assisted gold mines'. The requirements for classification as an assisted gold mine are that: (i) the mine be a producing gold mine; (ii) it would be likely to close down within eight years if not assisted; and (iii) with State assistance its life would be appreciably prolonged and there would be a significant increase in production of gold or uranium, or of both gold and uranium. 1.2 A mine is only considered for classification as an assisted gold mine on application. Such applications must be made to the Mining Leases Board through the Government Mining Engineer. Classification of a mine as an assisted gold mine is at the discretion of the Minister of Mines who acts in consultation with the Minister of Finance and has regard to the recommendations of the Mining Leases Board. 1.3 The Minister of Mines will impose conditions subject to which a mine is to be classified as an assisted gold mine. The most important will be that the mine must immediately lower its operating pay limit, as normally calculated, by a percentage fixed by the Mining Leases Board and conduct its future mining operations in accordance with the average grade of its ore reserves determined on the basis of such lower pay limit. l.4 The Minister will fix the date as from which classification as an assisted gold mine is to be effective. So long as the mine has operated on the basis of the lowered pay limit for at least three months during the particular year of assessment, he would normally fix the effective date as the first day of the year of assessment.

Scandium can be recovered from waste streams of other metallurgical processes such as red mud from the Bayer process and titanium dioxide acid waste. This is accomplished by an integrated process comprising leaching using acidic media, solvent extraction using organic solvents and stripping of Sc from the organic phase using NH4F solutions. The precipitation of scandium as (NH4)3ScF6 from NH4F strip liquors has been demonstrated at lab-scale with recoveries and purities greater than 98% and 98.3%, respectively. It is desired to assess the possibility of recovering the solvents for re-use in the process to improve its economy and environmental friendliness. Investigations have been conducted to recover alcohol by simple distillation from strip liquor-alcohol mixtures containing about 50 v/v% alcohol. The mixtures were obtained after anti-solvent precipitation of (NH4)3ScF6 using an alcohol to strip liquor volumetric ratio of 1:1. The starting strip liquor contained about 2000 mg/L scandium in 3 mol/L NH4F solution. In the recovery of methanol, the first distillate product collected had a purity of about 87 v/v% and this decreased slightly with time over two hours. The methanol distillate collected in the first 30 minutes with a purity of ca. 85 v/v% was re-used in anti-solvent crystallisation of (NH4)3ScF6 from the initial strip liquor, and the scandium recovery attained was about 98.6 w/w%, almost similar to that of 99.2 w/w% obtained using 100 v/v% methanol. For ethanol recovery, the first distillate product collected was approx. 84 v/v% pure and the distillate collected in the first 30 minutes with a purity of about 75 v/v% achieved a scandium recovery of about 97.2 w/w% in comparison to 98.5 w/w% obtained using 100 v/v% ethanol during anti-solvent crystallisation. Mixtures of MnO and graphite were reacted under argon at temperatures ranging from 1200 to 1425°C, and the loss in mass of the mixture was recorded continuously. The results showed that the rate of reduction of MnO increased as the temperature increased and the ratio of MnO to C decreased. The effect of the particle size of MnO and of graphite on the rate of reduction at I350°C was very small in the range 63 to 250 µm for MnO and 45 to 355 µm for graphite. The rate of reduction at I350°C was increased markedly by the addition of Na2CO2 and K2CO3, was slightly increased by the addition of Fe2O3, was unaffected by the addition of CaO, MgO, and AI2O., and was decreased by the addition of SiO2. Some CO2 was always present in the effluent gas, and this was taken as evidence that the reduction of MnO occurred by way of CO2 as an intermediate product. The activation energy of the ratecontrolling step was 57,5 kcal, and this was similar to the measured activation energy for the gasification of graphite by CO., namely, 61,S kcal per mole of graphite. A simple kinetic model was derived on the assumption that the gasification of graphite was the ratecontrolling step, and the results over the temperature range 1200 to I425°C, when plotted in the appropriate form, yielded straight lines as predicted by the model.

The role of research and development In the South African gold-mining industry Presidential Address given by M. D. G. SALAMON, Fellow, Dipl. Eng. (Mining) (Hungary), Ph.D. (Durham) The decision of the gold-mining industry in 1974 to embark on a major ten-year research and development programme was widely publicized at the time. In choosing a subject for this address, I felt almost obliged to use this opportunity to give an account of the progress of this undertaking. On reflection, however, I felt that a simple progress report would not suffice. It seemed important that the programme should be shown in persepective, and that its aims should be outlined to the mining and metallurgical engineering community, many of whom are vitally concerned with the well-being of the gold-mining industry.

It is almost eight years to the day when we launched the original SAMREC Code in March 2000. Since that date I think the SA minerals industry has matured beyond recognition in its approach to reserve and resource reporting, and I believe we can be justifiably proud of that progress. Many of those companies that have led the way in reporting standards are listed on our sponsors list. We thank them for their sponsorship but even more for their considerable support in all aspects of the SAMCODE organization. Matt Mullins, my co-speaker here today, has been instrumental in the revision of the SAMREC Code over a long period of time and also took up the reigns with the SAMVAL Code after the retirement of Rob Croll. I would like to formally thank Matt for his immense contribution in producing the two Codes; he can take great pride in the final product and fully deserves the many accolades that we have already received from our international counterparts. He has done all this whilst still maintaining a very demanding day job at BHPBilliton. Matt will be the first to admit that he has received tremendous support from more than 100 people who participated in the various working groups, many of whom are employed by our sponsors. There are obviously too many to mention by name but they deserve a big vote of thanks for their personal contributions. In addition to launching the two Codes we are also launching our ?branding? initiative with our own SAMCODE logo and the SAMCODE website: www.samcode.co.za. All the slides used in the presentation today will be on the website later today as will a newsletter which will serve as a media release.

Ceramic filtration plates are used for dewatering slurries with high solid concentrations and particles in the size range of 30 μm to 150 μm. After extensive operating times, the ceramic filter plates at Minas Rio in Brazil begin to blind due to the precipitation of barium sulphate on the surface of the ceramic filter plate, which reduces the overall efficiency of the filtration process. Further research is needed to identify the barium precipitate phases on the blocked filter plates and its thermodynamic and kinetic behaviour in the system. A crystallography analysis was performed on the sample and the results showed that there are two different sets of precipitates formed on the filter plate: grey crystals which were large and scatted on the filter plate and red micro crystals that covered the entire surface of the filter plate. The red microcrystals on the sample were identified with XRD, which indicated that the sample contained barium sulphate in the mineral form barite. Experiments were conducted to determine the optimum conditions under which barium precipitation will occur. The conditions tested as a possible driving force for barium sulphate precipitation were the effect of temperature, pH and concentration. The pH and temperature ranges were pushed to both the lower and higher boundaries. The effect of temperatures as low as 15oC was studied and pH levels of 7 and upwards. The first nuclei started appearing at a pH of 7 but significant growth is promoted at higher pH levels. The X-Ray diffraction analysis confirmed the phase of the precipitates formed, and the orthorhombic crystallographic structure formed is a characteristic of barium sulphate. A review of some aspects of shaft design by G. W. HOLL, Pr. Eng., Associate of the Mine Managers Association of South Africa (Fellow)- and E. G. FAIRON, Pr. Eng., F.S.A.I.E.E., M.I. Cert. M.E.E., M.I.Mech. E., (Visitor) The reasons for the choice of vertical shafts in preference to inclined shafts of comparable capacity are set out, and the conclusion that the former are superior in virtually all circumstances is substantiated. The shapes of vertical shafts sunk during the past sixty years are recorded, and the shapes of those sunk during the past decade are analysed. From this analysis it is clear that circular and elliptical (and quasi-elliptical) shafts are the shafts of the future and that the rectangular shape will conceivably become obsolete. The determination of the size of shaft is discussed and it is forecast that shafts of a diameter of 13 metres and over will probably be sunk without difficulty in the years to come. The depth of the shaft is determined intrinsically by the Mines and Works Regulations applicable to factors pf safety of winding ropes and the design of the winding system. The Blair winder is the most suitable winder for hoisting rock, men, and material from a depth of, say, 3000 metres on an economic basis. Tertiary shafts will, therefore, be unnecessary in future deep-level mining projects at the limit of depth now envisaged. A few other factors relating to shaft design are described.

The piloting and eventual large-scale operation of fixed-bed carbon columns for the recovery of gold from plant effluents is described. A fixed-bed carbon pilot plant comprising three adsorption columns was used for the recovery of gold from clarified plant effluent at the Vaal Reefs Exploration and Mining Company (West Division). The effluent ,which contained 0,1 toO,S g/t of gold and less than 10 g/t of free cyanide, was adjusted to pH 8 prior to use. Daily acid treatment of the carbon circuit with 3 per cent hydrochloric acid was shown to have a most significant effect on increasing the gold adsorption. The acid treatment involved a plant downtime of only I to 2 minutes per day. High loadings of gold (up to 30 k g/t) and copper (up to 75 k g/t) were obtained on the leading column, while the gold recoveries averaged 98 per cent over 17 weeks of continuous operation. The subsequent elution of loaded carbon in a pilot elution column indicated the use of abnormally high amounts of the pretreatment reagent (caustic soda and cyanide) used in gold elution. This was attributed to the high loading of copper on the carbon. However, the elution of both the gold and the copper at 110°C with demineralized water as the eluant was satisfactory. In a similar large-scale operation, three fixed-bed carbon columns each containing 4,5 t of carbon were used to treat 80 to 120 t/h of plant effluent with a gold concentration of about 0,15 g/t. Gold loadings of 5 to 6 k g/t were obtained regularly, while the gold recovery averaged 97 per cent over a 12-month period. The capital cost of the plant was recovered in 2 to 3 months. The evidence presented strongly suggests that copper plays a significant role in the adsorption and elution of gold under the prescribed conditions, and in the subsequent precipitation of gold following acidification of the eluates. The formation of a highly insoluble gold-copper complex produced under acid conditions appears to explain many of the observations made in the investigation.

Nanotechnology can provide solutions to many of the world?s socio-economic challenges. The application of nanomaterials for water treatment and analysis, point-of-care diagnostics and targeted drug delivery systems or devices could improve the quality of life for people in developing countries. Gold colloids have a long history (dating back to the 4th century AD) and are particularly well known for their aesthetic appeal and their therapeutic properties. Since Faraday published a report on the synthesis and properties of colloidal gold in 1857, a reasonable insight into the nature of gold sols (nucleation, growth and kinetics of coagulation) has been developed. Considerable attention has been drawn during the past few decades to the development and optimization of methods for the preparation of gold nanoparticles. In nanoscience and nanotechnology today, gold nanomaterials appear to be the most widely used material by both academics and industrialists. This is due to the extraordinary properties of gold nanoparticles (e.g. optical, catalytic, and magnetic?they are also known to act as strong Raman enhancers and may also amplify fluorescence under certain circumstances). Mintek, through Project AuTEK and the DST/Mintek Nanotechnology Innovation Centre (NIC), has been at the forefront of the development of new industrial uses for gold. Mintek?s gold nanotechnology programme focuses on the development of gold-based nanostructured materials and their applications in health, water and other related areas. While few projects use gold nanoparticles for water treatment and analysis, Mintek?s gold nanoparticles are widely used in the health sector. For example, gold nanoparticles are engineered and produced in large quantities as systems for targeted drug delivery. They are also used as tools for advanced rapid diagnostic tests. Both optical and electrochemical rapid diagnostic methods are developed for the human and animal health sectors for point-of-care testing. This paper gives a brief introduction and overview of gold nanotechnology, and desrcibes the development of some of Mintek?s gold nanoparticle targeted drug delivery systems and lateral flow point of care prototype devices.
