Workers at Anaconda Aluminum Company's primary aluminum smelter at Sebree, Ky., were back on the job December 1, after agreeing to a new 3-year contract. The old contract had expired November 15. On December 20, the Aluminum Company of America reportedly shut down a 42,000-ton-per-year potline at its Wenatchee, Wash., primary aluminum smelter and half of a 23,000-ton-per-year potline at its Vancouver, Wash., smelter as a result of a power cutback by the Bonneville Power Administration. A1 so in December, Kaiser Aluminum & Chemical Corp. reduced overall power at its Mead and Tacoma, Mash,, smelters and shut down one of eight 27,500-ton-per-year potlines at Mead. Reported shutdowns for the firms since September have amounted to 76,000 tons for Alcoa and 50,000 tons for Kaiser. Alcan Aluminum Ltd. announced plans to double the generating capacity at its Kemano hydroelectric power plant in British Columbia to 1,916 megawatts. The additional power would be equal to that required of a primary aluminum smelter with an annual capacity of 567,000 tons.

We describe inconsistencies in disease and illness reporting in U.S. mining, identify under-reporting of disease and illness in U.S. mining, and summarize selected disease and illness in U.S. mining from 1983 through 2001. Methods: We summarized information on mining-related disease and illness data for the years 1983-2001 from the Mining Safety and Health Administration database (MSHA). Results: Discrepancies exist in types of information collected by the Centers for Disease and Control, the National Institute for Occupational Safety and Health, and the Mining Safety and Health Admin¬istration database. Several factors, including a worker's fear of losing his or her job, health insurance, or other job-related benefits contribute to under-reporting of disease and illness information in the US mining industry. Conclusions: Since 1997, both number of workers employed in mining and disease and illness rates have decreased; however, the highest disease and illness rates in mining continue to be coal worker's pneumoconiosis and hearing loss.

Extractive metallurgy techniques currently employed to recover silver from primary ores and secondary scrap were reviewed and evaluated to identify and delineate metallurgical problems whose resolution would increase the supply of silver from domestic materials. The survey revealed that practically all primary silver is recovered by froth flotation concentration of various types of ores, followed by smelting and refining of the separate lead, copper, and zinc concentrates. Silver losses during the complex processing are, with rare exception, inconsequential. Furthermore, any silver production gain from base metal ores, which contribute about two-thirds of the total primary silver, is directly dependent in improvement in the market for the base metals. Statistical data on new and old silver scrap are wholly inadequate to make reliable conclusions about scrap processing problems and the possibility of increasing the recovery of silver from the many forms of secondary silver- bearing materials. The available information indicates (1) that efficient silver reclamation practices are employed by the larger users of silver, and (2) that recovery of additional secondary silver involves solution of problems of collection rather than of processing. Several possibilities exist for limited increases in silver production from primary ores by improvement in metallurgical practices. Specifically, research is needed to (1) solve the problem of recovering silver from the copper ores of the Copper Range district, Michigan; and (2) devise economically feasible methods for recovery of silver from presently marginal or submarginal ores that because of grade, location, and frequently complex nature cannot presently be exploited by conventional techniques.

During the period January 1, 1977 through July 31, 1977, 5 percent (264,000 tons) of U.S. capacity was closed due to power curtailments in the Pacific Northwest because of the shortage of water. During July, one plant in Tennessee cut production by 50,000 tons annually due to a power reduction by the Tennessee Valley Authority. Full capacity production was resumed at a West Virginia smelter during September. If demand for aluminum is strong it seems likely that aluminum supply during the remainder of 1977 and in 1978 will be tight. The price was increased 3¢ per pound to 51¢ per pound effective March 28, 1977, and by an additional 2¢ per pound to 53¢ per pound, effective July 5, 1977. New projects and expansion of existing facilities are planned by Australian aluminum companies over the next 2 to 3 years. The companies listed have committed themselves to spending approximately A$801 million: Alcoa of Australia Ltd. -New alumina plant at Wagerup, south of Perth. Darling Ranges bauxite is located near the proposed project. A$650 million. Coma 1 co Industries Pty. Ltd. -Increase bauxite mining capacity and upgrade or replace other facilities at its Weipa mines on Cape York Peninsula region of Northern Queensland. A$81 million. Alcan Australia Ltd. -Expansion program that will increase capacity of the Kurri Kurri aluminum smelter north of Sydney about 50 percent, and improvement of other facilities at the plant. A$70 million.

This vapor, which describes mining and milling methods and costs at the Knob Hill gold mine, is one of a series being prepared by the Bureau of Mines on gold mining and milling practices in the United States. The mining properties owned or controlled by Knob Hill Mines, Inc., are situated in the Eureka mining district on a country road 2 miles up Eureka Gulch from the town of Republic, county seat of Ferry County, Wash. The district is about 140 miles northwest of Spokane by road and 35 miles south of the international boundary line. The altitude at the mine office is 2,700 feet.

The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau to ""disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with this directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non-Bureau publications. Kaiser Aluminum & Chemical Corp. announced that it planned to spend $66 million to increase the efficiency of its Baton Rouge, Louisiana, alumina plant. The improvements are designed to reduce energy consumption but will not change the annual capacity of the plant, now rated at about one million short tons. The project was expected to be initiated immediately and be completed by 1982. ALUMINUM Producers in this country posted unalloyed 99.5 percent aluminum ingot at 53-57.5 cents per pound, yet actual selling prices were closer to 53 cents. Domestic merchants quoted unalloyed ingot on a spot basis at 54-56.3 cents. London Metal Exchange 3-month forward contracts fell during November's trading from 55,2 cents to 52.8 cents per pound.

This project, sponsored by the U.S. Bureau of Mines, Division of Environment, addresses two major subjects: refuse removal and subsidence monitoring. The refuse removal task consisted of developing a methodology for selecting the most economical combinations of coal mine breaker refuse and rock banks, disposal sites and material moving systems (trucks, trains, belt conveyers and pipelines). To prepare plans for moving refuse in the Lackawanna Valley of Northeastern Pennsylvania, refuse banks were inventoried, underground disposal sites identified and unit cost data prepared for the various material moving systems. The subsidence monitoring task consisted of defining the phenomenon of coal mine induced surface subsidence, establishing operational requirements, cataloging sensors and techniques to detect and measure subsidence and testing of the most promising techniques (photoelastic patch, tiltmeter, strain gage, microseismic and precise surveying). A preliminary system for a 700 acre area in Scranton utilizing 267 grid sensors, seven microseismic sensors and precise surveying techniques was designed with initial and annual operating costs determined. Two minor tasks supported both main subjects: zoning in the Northern Anthracite Field of Pennsylvania and Technology Transfer of subsidence vulnerability prediction techniques.

Failure of the mine floor supporting coal pillars frequently occurs when the subcoal strata include "underclays" or other low strength strata. The failure process has been studied to define the response of these materials to applied coal pillar loads and to determine the applicability of bearing capacity analysis to evaluate unsafe conditions. The study has been accomplished through an investigation of both the intact and insitu geotechnical properties of the subcoal strata and through the installation of floor movement monitoring instrumentation. The results of these studies have indicated that both the shear strength of the underclay and the stratigraphy of the subcoal strata must be considered in the analysis. The shear strength was the major controlling factor determining the ultimate load carrying ability of the materials, but the thickness and stratigraphic position of the weak layers influenced the mechanism of the failure process. The methods of bearing capacity analysis were used to define pillar stability that included provisions for taking into consideration a two-layer system. Conditions assumed for a coal mine where a weak underclay overlies firmer strata. The results of the analysis compared very well with observed mine conditions, indicating marginal conditions in areas of the mine which later experienced pillar support failure. In addition, a "heave factor" was derived to predict potentially unstable floor conditions in the mines studied in detail.

The value of domestic raw nonfuel mineral output in 1985 was estimated at $23.7 billion, 2% above the 1984 value of $23.1 billion. This crude mineral output was the basis for approximately $244 billion worth of processed materials of mineral origin. [ ] A U.S. company permanently closed its alumina plant in St. Croix, U.S. Virgin Islands, reducing domestic alumina capacity by 10%. Another U.S. company sold its 26% interest in an alumina plant in Jamaica to its two U.S. partners. On completion of the purchase agreement, the two remaining partners promptly closed the plant for an indefinite period, citing a world oversupply of alumina and unacceptably low prices.

New Trade Status for Mainland China--On January 24, the Congress approved a most-favored-nation trade status with Mainland China for both imports and exports. A Presidential Proclamation had been issued earlier in anticipation of the Congressional action. Import duties on such commodities as tungsten, mercury, and antimony are automatically decreased. Defense Production Act Extended--The Defense Production Act of 1950 was extended 60 days to March 28, 1980. The provision for the usual 2-year extension of the Act is reportedly included in an omnibus energy bill that is tied up in committee. The Act under Title III provides for the expansion of productive capacity and supply and, more specifically, it gives priority to defense contracting where defense and non-defense interests conflict

The mining industry of the United States has-long been severely criticized because of its high rate of accident occurrence, net only as compared with other major industries-in the United States but also with the mining industries of other countries particularly Europe. Statistics (often not of strictly comparable nature) indicate that the accident-frequency rate in all mining is currently about three times and the accident-severity rate is about seven times as great as the average for general industrial work in the United States. These figures are by no means comforting to humanitarian mining men, irrespective of their status in. the industry, and they constitute a challenge that certainly cannot continue to be ignored much longer. This picture becomes much darker when the above statistics are augmented with data indicating that. on an exposure basis our mines (more particularly our coal mines) have accident rates two, three, or even more times as great as more or less similar types of mines in Europe, particularly England and Wales, Belgium, France, and Germany. However, these foreign accident statistics should be carefully analyzed before we become very mush concerned about them, because they are clot strictly comparable owing to several considerations, not the least of which is the fact that foreign methods of compiling or recording accident statistics often differ materially from ours. Moreover, foreign mining and other conditions axe definitely dissimilar to ours in many if not most phases, and numerous ether factors affect the comparability of foreign mine-accident statistics with ours. Unquestionably it should also be taken into consideration that the accident rate of the 130,000,000 or more constituting the populace of the United. States as a whole is much higher than that of any other major country in the world and is two, throe, or more times the rate of the European countries that have more favorable mine-accident rates than those of the United States. Moreover, it is significant that the mine-accident-severity- rate of British mines is about six times the average accident-severity rate of the major industries of the British Isles, or but little mere, favorable than the comparable figures in the United States, namely, that mining-has an accident-severity rate about seven times that of the average of about 30 of the major industries of this country.

In recent years development of instruments and equipment for determining subsurface pressures and temperatures in. gas and oil wells has made it feasible to obtain information that eras not available in the past on many gas-production problems. The material presented in this report illustrates particularly the value of subsurface-temperature data in the study of subsurface leakage from gas wells. An abnormal decline in the shut-in pressure of the Lone Star Gasoline Co. A. Jones No. 1 gas well in the southern part of the Buffalo (Tex.) field was observed during an interval when a negligible volume of gas bras being withdrawn from the reservoir. Wellhead-pressure readings indicated that the shut-in pressure of the well declined from 2,295 pounds per square inch gage on February 3, 1937, to. 1,445 on February 12, 1935. Tests conducted by engineers of the Lone Star Gas Co. suggested that the subnormal pressure gaged on February 12, 1938, probably was not caused by a head of liquid in the well.

Real economic growth for 1988 may fall short of the 3.3% projected by the Department of Commerce in August 1988 because the summer drought and intense heat in many areas curtailed output more severely than expected. The economy grew at an average annual rate of 3.0% for the first three quarters of the year, slowing in the second and third quarters. Export growth, which occurred even as the dollar edged up compared with other industrial country currencies, was an important factor in the expansion. Notable gains were posted in sales of machinery, computers, aircraft, chemicals, and telecommunications equipment. Imports increased, but not as much as exports, and the U.S. trade position was still much improved from that of 1987. Personal consumption expenditures grew slightly faster than the economy as a whole. Purchases of consumer durables showed notable strength in the first half of 1988, but slowed down in the third quarter. Despite the moderate rise in interest rates, business spending for new plant and equipment also rose and contributed to 1988 gross national product (GNP) growth. Both new business investment and export demand spurred orders for U.S.-made machine tools. Orders for machine tools for the first 8 months of 1988 were almost triple those in the corresponding period in 1987.

IN THE HALF-CENTURY that has passed since the Bureau of Mines was established in July 1910, the research and technologic investigations conducted by the Bureau's scientists, engineers, and other personnel have helped significantly in improving health and safety in the mineral industries and have contributed substantially in conserving the Nation's mineral resources through improved techniques in the mining, treatment, and use of mineral commodities. From Bureau laboratories have come new materials for industry and better methods of extracting and processing minerals and mineral fuels. Bureau safety investigations-complemented by equipment testing and by programs of mine inspection and education-have brought about safer and more healthful working conditions.

"SUMMARYThe quality of Moose Creek coal is considered superior to that of any now being produced in the Matanuska field of Alaska. In rank it is classed as roar coking high-volatile B bituminous coal.At present the Moose -Creek mines are accessible from the Glenn highway by 6 miles of well-maintained gravel road. The nearest railroad loading point is Moose Creek siding; 7 miles by road from the Buffalo mine. Palmer, 12 miles south of Buffalo mine, is the nearest town. Anchorage is 50 miles south of Palmer by road and-railroad.Core drilling and trenching by the Bureau of Mines revealed 2,375,500 short tons of coal in the Buffalo series on the Buffalo Coal Co. leasehold. Of this, 514,200 tons is considered measured coal and 489,900 tons indicated coal. Existence of deeper beds over the same length increased the tonnage of coal of all categories to 3,279,300 tons. The property has an assumed life, of 16 to 22 years, depending on the number of beds mined, based on an output of 500 tons of coal a day and 100-percent recovery. Coal from some of the beds car be marketed without washing however, a washery is necessary if all beds are mined. Beds in the Buffalo series not mined in the ""first mining"" will be irrecoverable at any later date.The Bureau of Mines completed exploration of approximately one-third of the local coal-bearing areas during 1943. Knowledge gained from this work makes it possible to investigate the rest of the area by drilling an estimated additional 5,000 foot of hole."

First -aid training as an adjunct to safety is receiving more wide spread recognition in the industries every year . Moreover , the adoption of a program for giving firstaid training to practically all employees at a mine or plant is based upon the experience gained and good results obtained from standard first -aid instruction during the past two decades . In the near future industries that desire to maintain a low accident rate , to decrease compensation costs , to reduce lost time , and to build up an efficient , loyal working force , will recognize that training in first aid is one way of attaining these results with little expenditure of time and effort . Progressive organizations will require every man from the superintendent down to take first - aid training and not , as heretofore , only a small percentage of the working force . When employees learn that first - aid training can be applied not only at their daily tasks but in their homes and on tthhee highways ,, they will welcome the opportunity of learning how to care for injuries and perhaps save lives . In a limited way first - aid instruction was given to miners as early as 1899 . Later , in 1904 , a few of the companies in the Pennsylvania anthracite district inaugurated the distribution of first - aid packets to their employees and instructed them in the use of the contents . It remained , however , for a branch of the United States Government to grasp the real significance of widespread first - aid training as an effective means of saving life and minimizing suffering from the large number of accidents among workers in the mineral industries . The major purpose of this bulletin, as indicated in the preface by Dr. John W. Finch, Director of the Bureau of Mines, is to give a critical review of the coal-mining methods used in the principal producing countries of Europe, to describe the reasons underlying the adoption of these methods, and to contrast them with coal-mining methods employed in the United States. The report includes discussions of various subjects intimately related to coal mining, such as geology of the principal coal fields; production and resources of the several countries; mine safety and health research; Government mining regulations; mine inspection and rescue procedure; safety lamps; fixed lighting methods under-ground; testing electric motors, mining machines, and mining explosives for permissibility; and special mining hazards, such as explosions of gas and coal dust, mine fires, instantaneous gas outbursts, ground movement and surface subsidence, and bumps. Commercial, economic, and labor problems of European coal mining, including miners' output, wages, and social-insurance schemes, as well as cost of mining, prices of coal, etc., are briefly described. It will be noted that data on most subjects are not given for Russia, which has become an important coal-producing country, owing to the lack of reliable published information concerning Russian coal mining.
