Approach Replace the flexible-cable or chain-type lower ladder steps, with steps that extend closer to the ground and do not sway when stepped on. Modify dimensions of entire ladder to new industry recommendations. How It Works New lower ladder steps are supported by side pieces made of pretensioned, solid-wound, coil springs fabricated from high strength steel. Unlike conventional crash-resistant steps, which flex or swing freely when stepped on, the spring supported steps can maintain the same inclination as the fixed upper portion of the ladder while supporting an average-weight operator. The steps are also highly resistant to collision damage because they yield on impact if rammed into obstructions such as rocks or berms. See photograph.

"The town of Monson in Piscutaquis County, Maine is the, center of an important site industry. Monson slate has a nation-wide reputation, particularly for electrical switch boards, and the deposits have been worked for the manufacture of such products for many years. Open-pit quarrying is the method most commonly employed in obtaining slate. Underground methods have been used in the Peaon Bottom district near Delta, Pennsylvania, but the quarries that were thus operated are now abandoned. Underground methods have been used more extensively in foreign countries, the most famous example being the slate mines at Angers in France, where an over-head stoping method has been employed successfully for many. It is only under special conditions that underground methods can be successfully used. If the deposit is wide and relatively thin, or if the material is too unsound to constitute a safe roof, open-pit methods must be used, for slate is too low-priced a commodity to justify the heavy expense of any timbering methods. It is only where the deposit is relatively narrow, of great depth, and sufficiently sound to afford a strong roof that ordinary mining may be employed.The best slate beds in two of the three quarries operated at Monson are no worked by underground methods. The chief bed worked by the PortlandMonson Slate Co. is 10 feet thick, stands vertical and strikes N. 63º F. The slaty cleavage is vertical and crosses the strike of the beds at an angle of 5 to 10°. The grain or second direction of splitting is vertical and perpendicular to the cleavage. In addition to the 10-foot bed, to 2-foot beds and one 5-foot bed are available but are not now utilized. In theMonson Maine Slate Co. quarry (the old Pond quarry) a greater number of beds available, but at present quarrying is confined to a single bed about 9 feet thick which dips 30º S.E. and strikes N. 47ºF. The slaty cleavage is vertical and strides N. 45º F., while the grain strikes N. 45-50º W. and is also vertical."

This report (System Safety Guidance 5.1) is the sixth in a nine-part series of recommendations and guidance addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various lifecycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. "Fatal accidents at coal mines throughout the United States killed 234 employees during January 1924, according to reports from State mine inspectors to the Bureau of Mines of the Department of the Interior, Included in the number of fatalities are 68 deaths caused by two explosions during the month, one explosion occurring in a mine at Johnson City, Ill., and causing 32 deaths, and the other in a mine at Shanktown, Pa., and causing 36 deaths. The fatality rate for the month was 3.94 per million tons, based on a production of 59,435,000 tons of coals In January 1923 the fatality rate was 3.52, based on 206 deaths and an output of 58,458,000 tons.Bituminous mines in all States reported 202 fatal accidents, the production being 51,170,000 tons., and the fatality rate being 3.92, as compared with 3.28 for January last year, For the anthracite mines in Pennsylvania, the reports covered 32 fatalities, which, on the month's output of 7,955,000 tons, indicated a fatality rate of 4.02 per million tons, as against 4.89 for January 1923.As compared with January 1923, the reports for January of the present year indicated lower fatality rates per million tons for all of the main causes of accidents except explosions. For falls of roof and coal, the fatality rate per million tons declined from 1.85 in January 1923 to 1,68 in January 1924; for haulage accidents the rate declined from 0.62 to 0.42; for explosives, from 0.19 to 0.12; for electricity, from 0.12 to 0.07. This trainer’s guide is designed as a reference manual. The purpose is to offer information and examples to skills trainers to assist them in structuring training for new operators of Walk-Thru roof bolting machines. Trainers can use this manual as a resource for helping trainees learn, understand, and apply knowledge and skills. In this sense, the guide is not prescriptive. It is designed to offer information and trigger ideas on what might be done to accelerate learning to those who are new to the roof-bolting task. On-site trainers can modify this guide to fit their conditions, machines and equipment, and work procedures. They can integrate roof control plans, company policies and procedures, and operators’ manuals from the manufacturers of the original equipment into this guide. Every trainee is different and will come to the job with varying levels of relevant knowledge and skills. The trainer’s decisions on where to start, how to organize the on-the-job and classroom training portions, and when and how to offer different aspects of the training will be based on (1) a pretraining assessment of the trainee’s knowledge and skills and (2) the trainer’s experience in conducting skills training. The “Skill Check” section might be useful for deciding where training should start among miners who have underground experience but limited knowledge of roof-bolting techniques. Every job carries a learning curve and likely has a number of “teachable moments” where significantly new knowledge and skills can be learned. The videos on the DVD that accompany this guide can be shown at the beginning of training to give trainees an idea of what the job entails and related requirements. They can also be used within the training cycle (after the trainee has some experience in the job) to reinforce key points or as a trigger for eliciting questions about particularly difficult parts of the job. The video segments are meant to be visual models of good performance. They are designed to elicit discussion on good (lower risk) ways to do the job. In this context, they can be used very creatively at different times within the training cycle. The section on “Talking Points” offers a number of questions that can be used in the classroom to support and elaborate on certain aspects of the job duties. If the trainee has a fair amount of underground experience, some of the questions can also be used to support the pretraining assessment (i.e., skill check) of knowledge and skills. Likewise, some of the questions can also be used while teaching on the job to reinforce key points affecting safety, production, or maintenance. The section dealing with a mine’s roof control plan should be used at various times in the training cycle to make sure the trainee understands the plan and knows how to apply it in performing the job. The supplemental materials offer additional resources that can be used to support initial job training or follow-up. Learning continues well after an individual has been trained. The supplemental materials can help reinforce good operating skills and provide an opportunity for further discussion on better ways to do the job.

A drill unit designed by Bureau of Mines engineers for testing various types of rotary bits has been in use since April 1950 at the experimental oil-shale mine near Rifle, Colo. The unit has a hydraulic drill and feed system, which provides the wide range of operating conditions necessary for adequate testing of drill bits and for obtaining data needed for the design of production scale equipment. Through the use of this unit, it has been proved that rotary drilling of vertical holes for mining the benches of the oil-shale mine is much cheaper than percussion drilling, and it is believed that in the near future the rotary drilling of horizontal blast holes in the top heading of the mine will prove equally economical.

Although early Spanish settlers used coal several centuries ago, significant commercial coal mining in New Mexico began in 1861, when the U.S. Army opened a mine to supply Fort Craig. Since then, coal from the state has been used to fuel railroads, lead and copper smelters, and other local industry. In recent years, lower-cost strip mining methods and an increased demand for coal by electric utilities in the Southwest have caused an increase in New Mexico coal production. The coal-bearing regions of New Mexico underlie about 25,000 square miles or20.6 percent of the total area of the state. However, the majority of coal-bearing regions lie under Indian lands that are regulated by the Office of Surface Mining (see Navajo and Hopi data on pages 72-75). Today, most of the coal produced in New Mexico comes from the San Juan Basin in the northwest part of the state and the Raton Area in the north central part. New Mexico&apos;s reserves are estimated to be 4.6 billion tons, about one percent of the national reserve. New Mexico&apos;s permanent regulatory program was conditionally approved December 3 1, 1980. Its Abandoned Mine Lands Program was approved July 17,198 1.

Results of detailed analyses of four cores from the Threemile Canyon area in the P. R. Spring tar sand deposit in Utah are reported by the Bureau of Mines. The cores were obtained by the Utah Geological and Mineralogical Sur-vey as part of a l7-corehole evaluation program in the P. R. Spring, Hill Creek, and Rim Rock tar sand deposits. Average properties of the oil zone in the Threemile Canyon area as deter-mined from these cores are as follows: Oil saturation, 67.4 pet of pore volume; porosity, 29.2 pct; permeability before oil extraction, 133 millidarcies; and permeability after oil extraction, 2,855 millidarcies. Average net thickness of the oil zone is 23.8 ft and average depth to the top of the oil zone is 189 ft.

The Bureau of Milts studied repetitive batch electrowinning of molybdenum from molybdic oxide ) to determine the effects upon the electrolyte life, purity of metal product , and overall cell performance. The electrolyte consisted of 54.0 weight-percent sodium tetraborate (Na2B407), 23.6 weight-percent sodium chloride (NaC1), 14.9 weight-percent sodium fluoride (NaF), and 7.5 weight-percent Mo03. The feed materials were pure and technical-grade Mo03. Electrolysis was conducted at l,000° C in a graphite cell in an atmosphere of air and carbon oxides. Electrolyte degradation did not occur during repetitive winning of molybdenum from pure Mo03 in an 8-day (5,400-ampere-hour) period of operation. Electrowon metal contained <0.1 percent total impurities. The electrode configuration is a key factor in the direct conversion of technical-grade Mo03 to metal by repetitive cyclic electrolysis. The best configuration found was a cathodic crucible and a central anode. Metal purity of 99.8 percent and a current efficiency of 91 percent were maintained until the combined impurity buildup the electrolyte reached 4.7 percent silicon, l.0 percent aluminum, and 0.6 percent iron. One pound of molybdenum was produced per 1.5 pounds of solvent salts employed. About 25 percent of the initial NaCl and NaF contents of the electrolyte were lost owing to volatilization and crucible penetration.

In 1948 the United States became a net importer of oil. Coupled with an unpre- cedented domestic production of 5,900,000 barrels daily, imports approximating 500,000 barrels made available a total supply of 6,400,000 barrels a day. Thus, by herculean effort, the oil industry was able to meet an extraordinary demand at home and, in addition, to ship abroad almost 400,00 barrels daily of petroleum and products. The country's oil position now differs greatly from that prevailing at the be- ginning of World War II. Then, actual oil production averaged about 4 million bar- rels a day, and productive capacity probably was greater than 5 million barrels a day. As the demand of the military and industrial machine grew with the rising tempo of the drive toward victory, the United States not only met its own needs but pro- duced about two-thirds of the total oil requirements of the Allied Nations, excluding Russia. As a people, we can be deeply grateful that the Nation's petroleum resources were adequate and sufficiently developed to support such a tremendous effort. Even in those critical hours when immediate needs were the paramount issues, a prudent Congress paused to contemplate the importance of an assured long-term supply of liquid fuels. From these deliberations came the Synthetic Liquid Fuels Act of 1944, which authorized research and development work on new sources of oil coal, oil shale, and agricultural and forestry products. ce World War II, a civilian demand for 6 million barrels of petroleum prod- ucts has become the order of the day every day. By drilling as many as 39,000 new wells a year, the production rate has been increased enough to meet domestic require- ments by a bare margin. Some imports were necessary, however, to fill both domestic and foreign demands, and these doubtless will increase. Is this policy of exploration within the United States and the development of oil in foreign countries adequate insurance for the fulfillment of our future national needs? This question has two aspects one purely civilian and economic in character and the other significant from the standpoint of our national defense. There are now approximately 4,000 producing oil fields in this country. At first thought, it would appear that production could decline in a considerable number of these fields without materially affecting the over-all daily output. However, 48 percent of the oil comes from only 111 major fields which contain 50 percent of the total proved domestic reserves. It is apparent, then, that the flow from large fields - having proved reserves of 100 million barrels or more each must be sustained if daily production is to be kept at the present levels. Essentially, this means that new major fields must be discovered about as rapidly or perhaps more rapidly than the older ones lose productive capacity. From 1940 through 1947, only eight major fields with estimated reserves of more than 100 million barrels each, were discovered and proved - an average of one such field a year. The total estimated reserve of these eight fields was less than 1 year's supply at the present rate of use. As drilling continues, some existing fields ultimately will prove reserves larger than those now known. Without a pronounced increase in the num- ber of major discoveries, however, the prospects for increasing our present productive level are not encouraging. Any gap that appears between domestic productive capacity and demand could be filled with supplies from proved oil resources abroad. Graphite is chemically identical with diamond, both being crystallized allotropic forms of carbon. Graphite obviously differs greatly from diamond in physical properties and is easily recognized by its blackness, its softness (1 to 2 on Mohs&apos; scale), and its slick feel when rubbed between the fingers. Strictly speaking, all graphite is crystalline, but grades in which the individual grains cannot be distinguished with the naked eye are commercially classed as amorphous. Natural mixtures of the two varieties occur in all proportions, and the classification of a given sample as "amorphous" or "crystalline" graphite is based largely upon trade practice. Until recently different varieties of vegetable or animal charcoal, lamp black, soot, gas carbon, and coal ware considered strictly amorphous, but modern examination by X-ray methods indicates that even these materials possess the same internal crystalline structure as graphite, differences in physical properties being perhaps explained by porosity or presence of combined hydrogen or other impurities.

This report was prepared by the U.S. Bureau of Mines to present a brief history of the listing of Iron Mountain Mine as a Superfund site on the National Priorities List (NPL) and subsequent remedial actions. The mine area is located on 4,400 acres near Redding, CA, and includes underground workings, an open-pit area, waste rock dumps, and tailings piles. This property involves multiple sources of acid mine drainage (AMD) that are high in copper, zinc, and cadmium. The selected remedial actions, based on the Record of Decision of 1986, would partially cap the Richmond mineralized zone to reduce infiltration of clean water, divert clean surface waters away from contaminated areas, fill surface subsidence areas, and enlarge the Spring Creek debris dam to provide increased surge capacity. Site remediation efforts at Iron Mountain are well into the remedial design-remedial action phase. Costs to date for remedial action are $7.5 million. Details of activities and designs of remedial elements are presented and future activities discussed.

ROCK BEHAVIOR has proved of national interest in a variety of fields. The behavior of rock consequent to a nuclear blast was used to detect such blasts, as criteria for the design of underground military defense installations that would resist nuclear blasts, and for judging the feasibility for peaceful uses of nuclear explosives. An obvious peaceful application of nuclear explosives would be for large-scale rock excavation, and plans were presented during the year to improve the present Panama Canal or create a new canal by this method. These plans were based largely on earlier crater tests that demonstrated rock behavior when subjected to a buried nuclear blast. A knowledge of rock behavior under impact was used to evaluate the materials of the moon by means of the geometric configurations visible in the close-up pictures of the moon surface taken by the U.S. rocket Ranger 7. The composition of the moon must be considered in devising methods for taking samples of the surface layers or in designing underground shelters as bases for future explorations of the moon.

This report describes the development of new electroplating baths from which tin-nickel alloy plate was deposited. Although tin-nickel plate can be deposited from an aqueous ammonium bifluoride bath, the corrosive nature of this bath has served as a deterrent to its use. The Bureau of Mines felt that more general acceptance of this new alloy plate would follow if neutral or alkaline baths could be developed. Promising results were obtained from electrolytes containing both tin and nickel chlorides dissolved in triethanolamine-hydrochloric acid or in ethylene glycol hydrochloric acid baths. Current efficiencies close to 100 percent were obtained with these baths. Research revealed that tin-nickel plate could be produced from organic solvents or from mixed aqueous-organic electrolytes. The composition of the alloy deposit - 65 percent tin and 35 percent nickel - was found to exhibit the same single-phase structure that is obtained from the commercially accepted fluoride-type bath.

Research conducted by the Bureau of Mines demonstrated the feasibility of preparing columbium and tantalum metals by the application of Kroll-process techniques. Yields in excess of 95 percent were obtained in a modified Kroll-process reduction apparatus constructed from nickel and Inconel.4 Operating conditions during reduction and distillation were determined. Optimum temperatures during sodium reductions ranged from 650° to 750° C and for magnesium from 700° to 800° C with retort pressures ranging from 3 to 7 psig. Undesirable vapor phase reactions occurred when temperatures exceeded 750° C during sodium reductions or 850° C with magnesium. Vacuum distillation at 850° C effectively removed volatile salts and excess reductant from the reduced metals. Calculations based on the results obtained in small scale tests indicate that reaction rates of up to 34 lb/hr could be obtained during columbium reductions and up to 60 lb/hr during tantalum reductions in production scale reac¬tors. The small, laboratory-scale techniques used in this study could be adapted to commercial practice. The reduced powder or sponge metals can be consolidated by conventional arc-melting techniques, and the arc-melted metals can be fabricated into ductile sheet at room temperature. Analyses of arc-melted buttons prepared from Kroll-process tantalum or columbium showed that tantalum of greater than 99.8-percent purity was obtained and that columbium purity exceeded 99.7 percent. A significant purification of the reduced metals occurred when they were consolidated by electron-beam melting, and the purity and ductility of electron-beam-melted Kroll-process tantalum and columbium compared favorably with the commercial metals. After electron-beam melting, the purity of the tantalum exceeded 99.95 percent, and columbium purity was approximately 99.9 percent.

This report is based on data collected in and about the Liberty mine of the Liberty Fuel Co. by D. J. Parker and W. W. Kessler on December 13 and 14, 1933. An important phase of an examination to determine the general condition of a mine with respect to safety is the collection of dust samples from rock- dusted areas. Definite conclusions, based on intelligent interpretation of the analyses of such samples, can be reached only when the general condition of the mine is known. A similar examination and report were made on this property in January 1930 by D. J. Parker and R. I. C. Manning. Since that time much has been done by the management to improve safety conditions in this mine. The changes made will be noted in the course of this report. The mine is in Spring Canyon at Latuda, Carbon County, Utah, and is served by a branch line of the Denver & Rio Grande Western Railroad about 7 miles long and connecting to the main line near Helper, Utah.
