The Coast Range subarea of the Juneau Mining District (JMD) extends from the Canadian border north of the community of Skagway, southerly to Tracy Arm. It is bounded by the international boundary on the north and eastern edges. The Ferebee Glacier and Lynn Canal mark the western boundary, extending south to the Berners Bay region. From Berners Bay south, the western boundary is the eastern boundary of the Juneau Gold Belt (fig. E-l). The city of Skagway (fig. E-2) is the only developed community within the confines of the subarea. Skagway was originally established as a port for the Klondike gold rush of 1898. Recently, Skagway has gained prominence as a port for shipping goods into and mineral products out of Yukon Territory (fig. E-3). Skagway has also developed a thriving tourist industry based on its Alaskan traditions. The community of Skagway maintains a paved airstrip which is suitable for use by small multi-engine aircraft. Several regional air carriers serve Skag-way with frequent scheduled flights, especially during the summer months. Helicopter charter services are available from Skagway during the summer months.

This U.S. Bureau of Mines report identifies the types of serious accidents that occur most frequently at small underground coal mines and describes the strategies that could help prevent these accidents. A wide variety of methods for improving safety are suggested, including improvements in the design of equipment, work procedures, work schedules, safety programs, and emergency response plans, as well as techniques for diagnosing the potential hazards associated with new technologies and work procedures. Some of the papers in this volume focus on preventing specific types of mining accidents--ones associated with materials handling (primarily back injuries), equipment maintenance, improper machine guarding, and ground failure during retreat mining. Although the recommendations in this volume are heavily influenced by research performed at underground coal mines in the Appalachian coalfields, most of the papers contain advice that is equally pertinent to almost any type of mine.

As part of its mission to develop technology that will help increase the supply of critical and strategic minerals from domestic resources, the Bureau of Mines has investigated methods for beneficiating platinum-group metal ores from the Stillwater complex, Montana. This report presents the result of a bench-scale study employing froth flotation to recover a sulfide concentrate containing platinum-palladium values from a mineralized gabbro. Best results were obtained with a flotation scheme utilizing a mercaptobenzothiazone collector and sulfuric acid. Rougher concentrates containing approximately 11 oz Pt-Pd/ton and 90 pct of the metal values in the ore were obtained. Subsequently, cleaner concentrates containing approximately 26 oz Pt-Pd/ton and between 80 to 85 pct of the Pt-Pd values in the ore were prepared.

The use of a partially slotted 6.5-inch-inside-diameter vertical pipe to remove methane from a longwall gob area at a depth of 2,260 feet in the Pocahontas No. 3 coalbed ms investigated. The value of gas removed by such a pipe under free-flow conditions was found to equal the cost of the installation in this case. Approximately 25 percent of the available methane passed through the pipe without the use of an exhauster; an additional 10 percent was removed when an exhauster was employed. The diversion of methane through a vertical slotted pipe to the surface permitted the use of increased mining rates and decreased the ventilation air requirements.

Records show that waterflooding was tried in Osage County as early as 1934, but it was not economically important until a large unitized flood in the North Burbank field was begun in 1950. Development was rapid and by the end of 1960, there were 70 active water flood projects and 16 active pressure-maintenance projects in the County. The locations and status of the water-flood and pressure-maintenance projects in Osage County on December 31, 1960 are shown in figure 1, and information pertaining to these projects as of July 1, 1960 is given in table 1. For the past several years, Bureau of Mines petroleum engineers have arranged tours of selected waterflooding projects for the spring meeting of the Kansas-Oklahoma Water flood Association. These tours are conducted to demonstrate unique operating methods and new field equipment and to provide additional opportunities for exchanging information. Each of these tours has been supplemented by a published report describing in detail the projects visited. This report has been prepared for distribution during the 1961 spring tour of three waterflooding projects and a pressure-maintenance project in Osage County, Okla. (fig. 2).

This chapter summarizes data on crude mineral production for the United States, its island possessions, and the Common-wealth of Puerto Rico. Included also are tables that show the principal mineral commodities exported from and imported into the United States, and that compare world and U.S. mineral production. Except for the mineral fuel commodities, the detailed data from which these tables were derived are contained in the individual commodity chapters of volume I and in the State chapters of volume II of this edition of the Minerals Yearbook. In October 1977, responsibility for the collection of data on mineral fuels-coal, petroleum, natural gas, and natural gas liquids-was transferred to the newly created Department of Energy. Although chapters covering these commodities will no longer appear in Volume I of the Minerals Yearbook, quantity and value data have been included in most of these summary tables to maintain statistical consistency in State and national value of overall crude mineral output. This shift in responsibility has also resulted in changes to the composition of the "Nonmetals" and "Mineral Fuels" groups in table 1 and table 2. The commodities-asphalt and related bitumens (natural), carbon dioxide (natural), helium, and peat-have been removed from the "Mineral Fuels" group, and are now included under the "Nonmetals" group. There has been no change in the components of the "Metals" group.

The Mouat mine, Nye, Mont., was reopened in 1953 by the American Chrome Co. under a Defense Minerals Production Administration contract. Operations were terminated in 1961 after completion of the contract. Mining methods employed during this period are described in detail, and cost data are presented by years for 1953 through 1959. Ultramafic rocks of the Stillwater complex in Montana contain the largest domestic resource of chromite, and the Mouat mine has been the largest producer. Mine reserves were estimated in 1960 to be about 4.4 million tons containing 22.5 percent Cr2O3. The chromite deposits occur as a series of overlapping bands or lenses roughly paralleling the steeply dipping layers of the complex. Only two of the chromite layers have proven to be of economic importance. One layer is 2 to 16 feet wide; the other is 3 to 8 feet wide. Shrinkage stoping was generally used throughout the mine, but various methods of ore breaking, stope drawing, chute construction, etc., were tested to improve output and lower costs. Long-hole stoping proved to have limited use. Breasting down benches, developed outward from the center of the stope with air-leg drills, was satisfactory only in wider stopes. At the close of operations, the company had standardized the use of lightweight stopers to advance a flat back by breaking from a centrally located face. Mining costs were reduced 47 percent during 7 years of operation.

This publication is designed to be helpful in promoting health and safety in tunneling and related operations. The format has been selected and arranged to provide a condensed guide for safety personnel, inspection and investigative agencies, design and project engineers, and others responsible for the health and safety of workmen. All the precautionary measures recommended are based on actual conditions observed, from investigations of fatal or serious accidents, and from research conducted to find ways and means of alleviating hazards and unhealthful conditions. Many of the recommended rules are included in State laws and in the general safety requirements of the construction industry. Explanatory, descriptive, and qualifying information has been largely omitted in this publication to keep basic data in more useful and compact form. Included in the appendixes are special precautions for gassy (methane atmospheres) tunnels and tunnels where petroleum products are encountered.

"Increased production of explosives in the United States in 1933 compared with 1932 is shown by statistics compiled by the Demographical Division, Health and Safety Branch, United States Bureau of Mines. The figures relate only to explosives used for industries purposes, such as mining, quarrying, and road building, and do not cover nonindustrial explosives, such as ammunition or fireworks. Industrial explosives include black blasting powder, permissible explosives, 5 and high explosives other than permissibles figures in the tables of this report were compiled from reports covering sales by the individual companies manufacture of explosives in the United States in 1933. Because of the close agreement among the several series of figures, the quantity of explosives sold is considered as reflecting production and consumption, and the three terms ""sales"", ""production"", and ""consumption"" are used interchangeably in the discussion unless otherwise stated.Of the principal industries that use high construction operations accounted for the largest percentage of increase in consumption during 1933; metal mining and quarrying also used more of this class of explosives than in the previous year. Coal mining is the chief consumer of permissible explosives; the figures for 1933 showed that bituminous-coal mining used a larger quantity than in 1932, and that anthracite mines also showed a small increase. Although a net increase of less than 1 percent in consumption was reported for black blasting powder, large increases in use of this class of explosives were reported for metal mining, miscellaneous types of work, and bituminous-coal mining. [Determine how subsidence resulting from underground coal mining affects surface structures, and evaluate the usefulness s of the tiltmeter for monitoring foundation movement. Approach The Bureau of Mines is studying foundation response to mine subsidence in order to determine how subsidence-induced ground movements affect foundations in place directly above the mint. These investigations are essential if economic mitigation and repair techniques are to be made. In addition, commercially available tiltmeter are being evaluated (or use as a cost-effective monitoring technique. To study foundation response and to evaluate the tiltmeter system, full-scale model foundations were constructed, instrumented, and monitored for three years. Vertical and horizontal displacements, tilt magnitudes and directions, and observed damages were recorded. Displacements were compared with measured lilt to determine if the tiltmeter was tracking foundation response to subsidence, The Bureau developed a computer software package to aid in the reduction and analysis of the tiltmeter data.]

Soil and vegetation development were studied on abandoned mine sites near Velva in Ward County, North Dakota. The sites studied were 1, 7, 17, 30 and 45 years old since abandonment; unmined sites were also studied to provide measures of comparison. Species diversity was the highest at unmined sites (114) and lowest at the I year old site (26); sites 7, 17,30 and 45 years old had 37, 52, 43 and 68 species, respectively. Stand ordination revealed that site ages were the most important in influencing species diversity and composition. Stand-environ-mental complex ordinations encompassing 53 variables showed topographic variables to be the most important followed by site ages. Rates of nutrient accumulations were as follows: organic carbon 13.1 g m-2 yr-1; nitrogen 2.5 g m-2 yr-1; phosphorus 0.01 g m-2 yr-1; potassium 0.49 g m-2 yr-1. Carbon-nitrogen ratios showed the widest range for 1 year old sites (5-40) but 70 percent of the 45 year old sites showed values below 15 which were com-parable to the unmined mixed grass prairie sites. Species distributional diagrams are provided to show their habitat preferences which may be helpful in formulating species prescriptions for revegetation.

The United States Bureau of Mines is establishing a computerized mineral inventory system to help the Federal Government appraise its mineral position and prepare programs insuring against critical shortages of materials. This system, called the Minerals Availability System (MAS), is a component of the Bureau's minerals intelligence function designed to conduct and maintain an inventory of minerals important to the Nation. The MAS defines the physical and commercial availability of the mineral resources. Known resources are evaluated and classified by deposit for entry into a computer storage and retrieval system. An integral concern of these evaluations is the cost of mining and beneficiating the ore contained in specific deposits. To meet this concern, a cost handbook was developed as an aid to preparing feasibility-type estimates for capital and operating costs of mining and primary beneficiation of various types of mineral occurrences. Cost data, obtained from U.S. and Canadian companies, were used as the basis of this handbook. The handbook presents cost curves and equations for each component of the mining and beneficiation process. Factors for each cost component are also given, thereby allowing the updating of cost for time, geographic location, labor rates, and mining and milling conditions. Included in the latter conditions are items such as the length of haul, need for rock bolts, and a rock work index for ores and rocks of various hardnesses. 1.2. USE OF THE HANDBOOK Using the handbook a feasibility-type estimate falling within 25% of expected actual cost is obtainable by summarizing cost components. This handbook should not be used to determine the cost of any single component of a mining or beneficiation system, as any single component may not fall within the 257 limit. It must be understood that anyone who uses the handbook must have a comprehensive knowledge of mining and processing technology and cost estimating procedures. "The purpose of this paper are (1) to present a broad picture of the recognized methods of measuring the various forms of atmospheric pollution; (2) to evaluate the significance of such measurements; and (3) to suggest suitable methods for obtaining comparative information on the concentration of contaminants in city air.The atmosphere (the gaseous envelope surrounding the earth) consists of a mixture of gases. These gases and their usual proportions are:4/The volume of water vapor in the atmosphere ranges from almost zero (in very cold weather) to about 5 percent arid averages about 1.2 percent.Strictly speaking, any other substance in the atmosphere or an excess of any of the substances mentioned (with the possible exception of water) is a contaminant. Needless to say, there are many contaminants in the atmosphere.In accordance with their physical state, contaminants may be classified as gaseous or particulate, and the latter may be classified as solid or liquid matter. Particulate matter, especially when dispersed in some medium such as air or some other gas, sometimes is referred to as dispersoid, and the complete system of gas and dispersoid is referred to as aerosol.All substances on the earth are potential sources of atmospheric contaminants. Combustible materials (particularly fuel for heating and power), sea water, earth or soil, metals, and animals (including man) are some of the important sources of contaminants.Ordinarily gases are produced by chemical processes, whereas dispersoids are produced by both chemical and physical processes. There are two general dispersoid-producing processes: (1) Condensation, in which molecules join to form larger units or particles, and (2) disintegration, in which large units are reduced to the particulate range (which for the purpose of this article may be considered to be from 100 microns, or 1/254 inch, down to molecular size) by such processes as crushing, grinding, abrading, and atomizing.“Condensoid"" is a convenient term for dispersoids formed by condensation, and ""disintegrasoid"" for those formed by disintegration. Solid condensoids are sometimes called ""fume,"" solid disintegrasoids ""dust,"" liquid condensoids ""fog,"" and liquid disintegrasoids ""mist.""5/"

Field measurements utilizing a seat pad accelerometer were made on 25 underground coal mining machines in order to quantify the vibration levels experienced by the operators. Those data were combined with information on the statistics of the operating times of those machines in order to compare the operator's vibration exposure to the criteria in ISO 2631, "A Guide for the Evaluation of Human Exposure to Whole Body vibration." The comparison showed that about 30% to 40" of all underground coal mining machine operators can be expected to be exposed to vibration exceeding the fatigue decreased proficiency criterion, whereas only 10 to 15% would be expected to experience vibration exceeding the exposure limit. The primary sources of the exposure are shuttle cars and possibly scoop trams. Detailed exposure statistics are presented and the implications of the results are discussed.

In the past, mining has represented between 11% and 12% of the gross domestic product (GDP). In 1982, mining contributed over $150 million to the estimated $1.4 billion GDP.2 Overall economic growth for 1983 was projected at about 2%, primarily as a result of increased tourism. The inflation rate remained at or fell below the 1982 level of almost 4%. The Government continued its efforts to strengthen the industrial base by improving infrastructural systems and the establishment of a free trade zone. Laws against property ownership by foreigners or foreign-owned companies were strengthened, but the prohibition was softened to allow for close family inheritance. Otherwise, Government approval must be obtained to retain property acquired through inheritance, court order, mortgage, or other means. Special consideration was granted to foreign investors seeking to promote industries beneficial to the economy.

Ground control problems at surface mining operations can occur for a variety of reasons. Stress, gravity loading, rock strength, geology, pore pressure, weather effects, underground workings, and many other factors contribute to slope instabilities that range from small rock falls to massive slides of material. While some of these failures can be predicted or controlled by preventive measures, each year many completely unexpected failures occur. Current methods for monitoring generally involve measuring displacements at a few, selected points in and around the suspected area of instability. While most of the displacements along these points will be in a downslope direction, freeze-thaw cycles of water-filled joints, horizontal stresses or pressure, buoyancy in saturated soils, human measurement errors, or other situations can produce deformation in almost any direction, even without any instability in the slope. Determination of which, if any of the observed movements represents a potential hazard is essential. Because of the enormous surface area of many large open-pit mines, several varieties and scales of instability can occur. Small, unexpected rock falls may indeed be more hazardous than a massive failure that involves slow displacement of material over a longer period of time. Complete vigilance to detect all small potential falling blocks is neither feasible nor economical and certainly is not attainable using today's most common point displacement monitoring techniques. As part of an on-going study at the Spokane Research Laboratory, several new methods for monitoring slope instabilities are being investigated. This paper describes the potential adaptation of systems such as interferometric synthetic aperture radar, imaging spectroscopy, and time-domain reflectometry, to slope monitoring and design.

[The utilization of Western coals and lignite is a continuing study of the Bureau of Mines, and storage of these fuels is of paramount importance. Since the seasonal demand for coal in the Western States triples between the summer and winter months, successful storage of these low-rank fuels would tend to level out this variation and should reduce fuel costs. The time is rapidly approaching when the West Coast States, particularly California, will annually import several million tons of coal from the Rocky Mountain States for additional power production. This will necessitate storage of large quantities of coal, and it is thefore important to develop experience in such storage. Dry surface storage, by virtue of its flexibility and low cost, is particularly adapted to the stockpiling of large quantities of coal. This report will, therefore be primarily concerned with such storage. Inasmuch as the problems of dry, open-pit storage are quite similar to those of surface stockpiling, experiences in pit storage will be discussed briefly. Although spontaneous combustion is a hazard in storing coal, experience has proved that heats can be avoided by proper stockpiling procedures. The purpose of this report is to show that the most reactive coals can be stored satisfactorily on the surface by avoiding segregation and by thorough compaction.]

Loading and haulage of run-of-mine ore is frequently the highest cost in underground mining operations. These costs can be significantly reduced by use of belt conveyors, a common practice in coal and similar soft miner ii mines. This is particularly true if oversize ore and rock can he eliminated prior to conveying; thus producing a demand for crushers near the production areas. Portable feeder-breakers are extensively used in conveyorized mines, but no suitable, equivalent equipment, is available to provide these benefits to hard rock mines of low to medium headroom. A hard rock crusher capable of easy movement and readily disassembled would allow use to belt conveyors and could improve the general safety and productivity of any underground ore hauling system. This report summarizes proposals and findings made in conjunction with the newly designed M-44 Low Head Portable Crusher which is believed well capable of meeting the requirements of a "portable, underground, hard rock" machine as previously defined in earlier reports. Data gathered by use of the 1/4 Scale Model of the M-44 has substantiated and verified the concept sufficiently to justify construction of a full-size machine for further testing under actual mine conditions.
