A fundamental safety research area for the National Institute for Occupational Safety and Health (NIOSH) is to eliminate the occurrence of coal mine explosions or to mitigate their effects. One approach is to develop and evaluate new and innovative seal designs that provide increased explosion protection for mining personnel. The NIOSH Pittsburgh Research Laboratory (PRL) cooperated with HeiTech Corp. of Virginia, Barclay Mowlem Construction Ltd. of Queensland, Australia, and the Mine Safety and Health Administration (MSHA) in three separate research programs to evaluate the strength characteristics and air leakage resistance of numerous innovative seal designs and ventilation control structures for use in underground coal mines. For each phase of the program, various full-scale seals, stoppings, and an overcast design were constructed in PRL's Lake Lynn Experimental Mine near Fairchance, Fayette County, PA. The seals and stoppings were built in crosscuts and were subjected to explosions to evaluate their strengths. Four pumpable cementitious seal designs ranging in thickness from 610 to 915 mm (24 to 36 in) were evaluated in the first cost-reimbursable research program with HeiTech Corp. A simple wooden framework with brattice liner was used as a form to contain the cementitious slurry during the curing period. As the seal designs decreased in thickness, higher compressive strength cementitious grout was used. All four seals withstood an explosion pressure pulse of at least 138 kPa (20 psi) while maintaining acceptable air leakage resistance. In the second cost-reimbursable research program with Barclay Mowlem Construction Ltd. of Australia, several innovative seal and stopping designs and an overcast design were evaluated. Each of the seal designs and the overcast side and wing walls used one or more air-inflated vinyl bladder assemblies anchored to the mine roof and hitched into the ribs and floor. The air within these bladders was displaced with a high-strength cementitious grout. The overcast deck consisted of a 200-mm ('7.8-in) thick reinforced cementitious slab. This was the first time that an overcast structure had been explosion tested under full-scale conditions. All of the seals, stoppings, and overcast design passed the air leakage tests before being subjected to a series of explosions with static pressure pulses ranging from 14 to 475 kPa (2 tab 69 psi). Instrumentation measured seal and overcast wall displacement as a function of time. The 450-mm (1 7.7-in) thick seal in the 2.8-m(9-ft) high third crosscut withstood an explosion pressure of 170 kPa (25 psi), but failed during a later test, which generated a peak static pressure of 475 kPa (69 psi) at the seal location. A similar 450-mm-thick seal in the 2.1-m (7-ft) high second crosscut withstood three explosion tests, which generated peak static pressures of 195, 205, and 370 kPa (28, 30, and 54 psi) at the seal location. Next, the overcast design withstood four explosions, which generated static overpressures ranging from 16 to 47 kPa (2.3 to 6.8 psi). A third program at the request of MSHA evaluated the effectiveness of using pressurized grout bags (Packsetter bags) along the mine roof and ribs in lieu of floor and rib hitching for a standard-type solid- concrete-block seal. This program was initiated to address an urlusual geological mining condition encountered when building seals in entries where required rib hitching is not a viable option due to soft friable coal. Results showed that the use of these quick-setting grout-filled Packsetter bags pressurized internally to 300 kPa (44 psi) not only provides a seal that can withstand a 138-kPa static pressure explosion, but also provides a sealing option where rib hitching is not possible.

This report describes two goniometers that, by simple manipulation, can be used to ascertain the attitude of a joint, vein, or fracture plane observed on the planar projection of a borehole photograph taken with an NX borehole camera of the type developed by the U.S. Army Corps of Engineers. One goniometer was designed to interpret photographs taken in vertical drill holes and the other for photographs taken in inclined drill holes. In practice, several measurements are made on each photograph with the goniometer. These data are then substituted into mathematical equations, which are derived in this report and the attitudes of fracture planes are determined.

This is a study of 58 fatal haulage accidents investigated by Federal coal-mine inspectors during the period January - June 1951. The information presented in this circular was obtained by analyzing fatal haulage accidents in 33 bituminous-coal producing counties representing 11 States. The physical conditions represent a cross section off producing coal beds. Mining and transportation methods vary, from those of small hand-loading mines to those of large modern mechanized operations. These data are thought to be representative of haulage conditions within the bituminous-coal mining industry and are submitted to follow up the Information Circular 7604 ?Analysis of Haulage Fatalities in Bituminous-Coal Mines - 1950.? Coal-mine haulage ranks second as a cause of coal-mine fatalities, and the problem of haulage safety is complex. It is subject to constant change and is comprised of numerous influencing variables, which are not always obvious. The solution to this problem will not come through the application of any standard formula or mechanical approach since the inherent factors are strongly influenced by the human equation, and the chain of circumstances is further affected by expediency.

Reported fiscal year 1973 studies of fires and explosions seek to develop capabilities during mining operations to detect and quench ignitions of gas in the face area, to detect and quench by means of passive or triggered barriers explosions propagating in rock-dusted coal dust, and to detect incipient fires early enough for easy extinguishment. Research discussed includes minimum air velocities to lift coal or rock dusts, surveys to determine adequacy of rock dusting, chemical agents to quench gas or coal dust explosions and their relative efficacies, spectra radiated by explosions, and nozzle sprays of extinguishants.

Between 1990 and 1991, the Bureau of Mines studied the mineral resources of the Kaibab National Forest to appraise the resources present and to determine the types of deposits, and their location. The study included a comprehensive literature search and a limited amount of field investigation of minerals and mining activity in and near the Forest. Small amounts of copper with lesser amounts of gold and silver have been produced from limestone-hosted, strata-bound deposits in the North Kaibab and Tusayan Ranger Districts. In addition to these small metallic deposits, volcanic cinders, pumice, flagstone, and sand and gravel have been quarried in the Chalendar and Williams Ranger Districts. At least ten uranium-mineralized breccia pipes have been identified in the Tusayan Ranger District, One of these, the Canyon pipe, contains a high-grade uranium ore body with associated silver, copper, lead, vanadium, and zinc. The mine permit for the Canyon pipe has been approved and the mine shaft head frame erected.

Exploration of the Antimony Peak district by the Bureau of Mines was conducted under the authority of the Strategic Minerals Act of 1939. Antimony was one of the seven metals designated at that time as strategic by the Secretaries of War, Navy, and Interior upon advice of the Army and Navy Munitions Board. As a result of many field examinations, the Antimony Peak property was chosen as one of the most attractive for the possible development of emergency antimony reserves. Exploration by the Bureau of Mines began in November 1940 and was concluded in May 1941.

The production of oil during the early development of new oil fields is usually accompanied by large quantities of natural gas. Since In most fields gas under pressure is the main source of the energy causing the oil to move throug the sands into the wells and thence to the surface, this coincident production of natural gas will contime as long as present day producing methods are used. Generally the use of this gas is restricted, and markets are not readily available Consequently, a large portion of the gas produced at such times is often wasted by being blown into the air.

In 1984, the U.S. Bureau of Mines conducted a mineral survey of the Black Rock Desert Wilderness Study Area (WSA) (NV-020-620), which covers approximately 319,000 acres in Humboldt County, Nevada. About 90% of the WSA is underlain by Pleistocene desert playa sediments; the remainder is comprised of Jurassic-Triassic metamorphic rocks, a Cretaceous intrusive and Tertiary volcanic rocks. Most of the WSA is within a down-dropped fault block of the Basin and Range physiographic province. No mines or evidence of major exploration were identified within the WSA; but five claim blocks within or adjacent to the WSA and zones of anomalous character as defined by the Bureau of Land Management were examined. No mineral resources were identified, but anomalous gold, silver, and indicator element content of samples taken near Pinto Hot Springs indicate resources may exist. Lithium content of samples from near-surface sediments on the desert playa is too low for resources, out geologic conditions are favorable for higher concentrations at depth. Occurrences of zeolites are not considered to be of commercial interest. Approximately 27,000 acres are held under geothermal lease, and most of the WSA is of interest for oil and gas. The purpose of this investigation was to determine the advantage of using either a conventional sieve bend ahead of a vibrating screen or of attaching a sieve - bend screen surface onto a vibrating screen to serve as a scalping deck when dewatering or draining dense medium from fine coal . In dewatering , use of either the sieve bend or scalping deck increased the capacity of the vibrating screen tenfold and the recovery of coal finer than 0.5 mm threefold , with no sacrifice in the moisture content of the oversize product . In dense -medium drainage , either the sieve bend or the scalping deck reduced the amount of magnetite retained on the product of the vibrating screen , particularly when the medium was as dense as that characteristic of the underflows from dense - medium cyclones . The sieve bend was slightly superior to the scalping deck in dewatering , but the scalping deck was clearly superior in dense -medium drainage . Additional advantages of the scalping deck are lower cost and a substantial saving in headroom.

"The Southern Experiment Station of the Bureau of Mines, United States Department of the Interior, in cooperation with the University of Alabama, is investigating the preparation of pulverized coal for fuel. In this study the relative amount of surface in various products and samples had to be assessed. Because of the familiarity with screens and because of the simplicity of using the inverse ratio of the opening for ascertaining the amount of relative surface in the respective sizes, screens down to and including 270-mesh were used. This choice was made in full cognizance of the irregularity of screens, but it seemed that if the same screens were used throughout all the tests the relative values would be satisfactory.In dealing with the subsieve sizes, pneumatic elutriation was used to make several fractions to extend the sizing analysis into the range of hypothetical screens. This kind of a sizing analysis was thought necessary because it is familiar to all operators, and, furthermore, it is amenable to several ways of plotting curves that bring out the characteristics of various coals and various methods of grinding.The method of obtaining the data from which to set up the hypothetical screen scale is the subject of this paper. It consists in determining the average projected area of the particles in the respective elutriated products. By extending the ""area method"" to sieve sizes, a factor is found that may be applied to the subsieve sizes, and thus the scale is projected in a regular manner. This method avoids contentions about specific surface and steers clear of ""average diameter"" except as material sized on screens may be said to have an average diameter."

Introduction A wealth of information exists which deals with electrical grounding, both from a general viewpoint and from a specifically mine-oriented approach. Many parameters must be investigated in order to thoroughly cover all of the variables which govern the performance of electrical grounding systems. The emphasis of this work on open-pit practices re- presents a new development in the field of grounding research, and an exhaustive review of the relevant historical documentation is especially desirable. Grounding System Purposes What purposes are served by a grounding system? The answer is four-fold and may be summarized as follows. First, it must limit potential gradients between conducting materials in a given area (56). When a phase conductor comes into contact with a machine frame, current flows through the equipment, which tends to become elevated above ground by an amount equal to the voltage on the conductor. If a man were to touch the machine while he was simultaneously connected to ground in some manner, his body would also tend to become elevated in potential, possibly to a lethal extent. Thus, the grounding system should provide a low- resistance path for the fault current to return to the source. The maxi- mum potential to which a man could be exposed when touching a machine frame is equal to the voltage drop along the ground conductors inside the power cable, as shown in Figure 1 (54). Owing to its flexibility, convenience, economy, ands availability, electric power is peculiarly adapted to the needs of the coal -mining industry. Because of such obvious advantages, the application of electricity has in recent years become more and more extensive and is now a most important factor in the Nation's coal prediction. With the introduction of this type of power into coal mines certain new, specific, and well-recognized hazards resulted. The question arises, therefore: Has the industry met these hazards squarely and. effectively? With respect to some individual companies, the answer happily is in the affirmative; with respect to the industry as a whole, there is much room for improvement.

"The Industrial Commission of Utah from a study of the accidents (especially the fatalities) occurring in connection with mining in the State was struck by the large number arising from lack of due care on the part of the employee injured or carelessness on the part of some fellow employee. Figures show that approximately 40% of the deaths are due to carelessness as against only ) 10% or 12% that can be laid to faulty conditions in the mines. With a view to reducing the number of these accidents an intensive campaign of education was inaugurated, conducted jointly by the Industrial Commission of Utah and the United States Bureau of Mines.Through the cooperation of the U. S. Bureau of Mines, Mine Rescue Car No. 11 operating in Utah has been utilized as the means of carrying on the campaign. In making the regular training visits to the mining camps of Utah the crew of car 11 was authorized to include with the courses of instruction in Mine Rescue and First Aid, safety and health rallies, foremen's safety meetings, and appeals carried on through the public schools to stimulate an awaking of personal responsibility of miners and their familiar' in safety and health endeavor. The work was placed under the direct charge of Dr. Murray who has had previous experience in similar work and brought to the campaign helpful enthusiasm. He was assisted by Bruce Johnson, fore¬man miner of Car 11, who had been safety engineer for the U. S. Smelting Company, and R. W. Clark, first aid miner of Car 11. The expense of providing posters, literature, pledge cars, buttons, rental of special educational films and incidental expenses of foremens' meetings has been born by the Industrial Commission.Plan of the Campaign.In planning the campaign the main object was to revive as much as possible, among the workers, a spirit of responsibility for safety. Any considerable reduction of preventable accidents can be accomplished only through the workers themselves who are responsible for such accidents, therefore, the more personal the application could be made to all the workers the greater the accruing results would be."

1.1 BACKGROUND In many underground coal mining operations the use of electromagnetic field equipment, particularly communication systems, not only increases the overall efficiency of the mining operation but can be directly linked with mine safety considerations. The use of electromagnetic field producing equipment in underground coal mining operations can only be expected to grow. Several new communication systems have already been proposed. In addition, high-frequency producing equipments for many diverse uses in mining operations are under study. The use of these equipment in underground mining operations is hampered by the possibility of their electromagnetic fields interacting with the electric blasting cap operations commonly carried out in the mines. Such interactions can have at least two results bearing directly on mine safety: o premature initiation of the cap, either in its normal shot location or during hookup or transportation; o dudding of the cap so that normal firing operations do not cause irritation; thereby leaving unexploded high explosives after normal firing. Since the consequences of a premature initiation could, particularly in coal mines operations, result in catastrophe involving human life, the overall approach to prediction of possible hazard must be, as far as possible, of a "worst case" nature. This report presents the results of an investigation by Federal Bureau of Mines engineers of water-injection projects in the northwestern Pennsylvania and southwestern New York area, where oil-producing wells have been converted from pumping to flowing. Data from 24 leases converted to flowing were collected and examined. Only 10 leases had information of significant scope for inclusion in the final analysis. The projects were classified in one of two categories. Group I consisted of leases operated to permit an evaluation of operational changes in terms of existing pressure differentials between injection and producing wells. Group II included remaining properties, for which enough information was available to justify an economic analysis but which did not have sufficient production data to support an engineering study because of radical changes in operational techniques. Variations in production and costs resulting from conversion to flowing were examined for production methods, well-spacing and completion techniques, and reservoir characteristics. Where water-injection rates were constant, oil production usually decreased rapidly at the time of conversion; production then increased slightly for 6 to 8 months before resuming a normal decline rate considerably below the estimated pumping rate. The abrupt decrease in production after conversion is indicative of lower pressure differentials between injection and producing wells, caused by the increased hydrostatic head in the producing wells.

The year 1916 broke all previous records of mineral production in the Territory. As a consequence, there has been a noteworthy increase in the number of mines in active operation or under development, though the greater part of the increased output is the result of greater activity at mines already producing rather than of opening new mines. Owing to available funds not being sufficient to meet the cost of travel in the interior of the Territory during the winter months, the Federal mine inspector was unable during the spring to visit the placer mines of the interior as has been his custom in the past. However, by working in close cooperation with the Territorial in- spector, who left Juneau in June to take the first boat down the Yukon to Fairbanks after the spring break-up, it was possible to visit hurriedly all the larger mining centers of the Territory. The Territorial inspector covered the districts from Fairbanks to Nome and the Federal inspector covered those of southeastern and south- western Alaska. A number of applicants have begun mining coal on ground held under free-use 10-acre permits, and have furnished coal for local use. The larger leasing units in the Bering River and Matanuska coal fields have been advertised and applications for leases have been submitted. These applications came too late in the fall for active development to begin before the end of the year. The Government railroad has been built from Anchorage to the center of the Matanuska coal field, and private interests have under- taken the building of a standard-gage road from a point known as Goose City on Controller Bay to Canyon Creek, in the Bering River field. Capital has become interested in the oil fields on Controller Bay, and plans have been made for more active exploration and production. The work of the Federal mine inspector is still handicapped by the lack of funds for additional field assistants and of the office ac- commodations necessary for carrying on the work with the efficiency that its importance warrants.

A U.S. Bureau of Mines case study of pillar recovery in high-grade ore near the Ross shaft at the Homestake Mine, Lead, SD, has demonstrated the usefulness of the finite-element method for evaluating shaft pillar mining plans and shaft stability. This report focuses on mine measurements and calibration of the two-dimensional computer model and is the second in a series of three Reports of Investigations describing the Ross shaft study. In this study, borehole extensometers and other instruments were installed to provide data for model verification and to monitor the shaft. Results of the recalibrated two-dimensional model (UTAH2) confirmed the premining stability evaluation. However, after mining began, concern was expressed because cracks and other signs of ground motion appeared at considerable distances from the area of active pillar mining. In part 3 of the study, an intensive three-dimensional modeling effort using UTAH3 was initiated. The results again showed that the observed effects were within expectations and that the shaft would remain safe. Three-dimensional analyses of alternative pillar mining scenarios indicated that more of the shaft pillar ore reserve could be recovered than previously thought.
