The Bureau of Mines conducted a study of production costs for the secondary lead industry and determined costs for present, pending, and proposed environmental legislation. Operating costs for smelters by capacity groups range from 16.8 to 19.6 ¢!lb of refined lead. Present regulatory compliance costs for these groups range from 2.2 to 2.4 ¢!lb. Pending compliance costs could add 3.5 ¢!lb of refined lead, and proposed regulations could add another 1.3 ¢!lb. The individual capital costs necessary to comply with pending environmental regulations are estimated to be $1.8 million for small smelters and $10.4 million for large smelters. Proposed regulations could require additional expenditures from $1.9 million for small smelters to $4.9 million for large smelters. These cost estimates, based on average 1985 dollars, indicate that pending and proposed legislation could add significantly to capital and operating costs of the secondary lead industry. These regulatory compliance costs may result in a loss of up to 40 pet of secondary lead production capacity.

The U.S. underground coal miner faces a continuing hazard from the fall of roof. At the root of many injuries and fatalities are weak or defective roof strata. Throughout mining history, millions of miles of entry have provided exposure of every conceivable geologic roof hazard. This report describes the geologic origin, association, and potential danger from the most common hazards. Discussions of weak rock include drawrock, rider coals, head coal, stackrock, and stream valley effects. Discontinuities, or roof defects, are described including, clay veins, slickensides, joints, and paleochannels. A number of examples from U.S. coalfields are used to document geologic structure and associated hazards. Roof fall analysis is a methodology used by NIOSH for hazard recognition and prevention; its application and benefit to the industry are discussed.

An investigation was begun by the Bureau of Mines in 1948 to determine the preparation characteristics of American coals. Results of the investigation were planned to be reported on a county basis and from the data developed, to determine: (a) Which coals either as mined or after beneficiation by conventional preparation are suitable chemically under present standards for producing metallurgical coke. (b) Which coals require special and more intensive treatment in preparation than is now practiced. (c) Which coals cannot be considered potential sources of metallurgical coke regardless of preparation. This report is one in a county series that describes the preparation characteristics of the coals of Mingo County, W. Va.

"Helium has great value to the oil and as industry as a tracer gas, according to tests just completed in the Elk Hills Field, Naval Petroleum Reserve No. 1, Kearn County, California. When used as .a tracer gas, small percentages of helium are mixed with natural gas pumped into a reservoir for conservation, repressuring, or cycling purposes. Because minute quantities of helium added to natural gases can be detected by analytical methods and accurately determined, the variations of the helium content of gas withdrawn from various parts of a field when helium has been added to the injected gas give interesting and long-sought data on the movement of injected gas through reservoirs.The Bureau of Mines engineers began their studies of the use of helium as a tracer material in gas-injection operations in the Elk Hills, California, oil field, Naval Petroleum Reserve No. 1, in response to a request by the Navy Department for assistance in connection with an expanded oil-production program instituted in that field. This report discusses the Bureau's work on the problem of determining the direction and extent of migration of injected gas in the Elk Hills reservoir by the use of helium as a tracer gas,The Bureau appreciates the cooperation and assistance of Commodore W. G. Greenman, U.S.N., director, and Commander R. Walling, U.S.N.R., Assistant director, Naval Petroleum .and Oil Shale Reserves, Washington, D. C., Captain H. P. The United States Bureau of Mines under provisions of Schedule 2C4 issues approvals covering complete operating units such as loading machines, room hoists, and storage-battery locomotives. Certain manufacturers design and build entire machines. Other manufacturers purchase a part or all of the electrical accessories from manufacturers of electrical equipment and make up permissible units by assembling them. Before the assembler purchases electrical accessories for use in such contemplated units he may require certain information from the accessory manufacturer as to whether the particular accessories are suitable for assembly in his proposed permissible outfit. To aid accessory manufacturers in marketing their product, a provision was incorporated in Schedule 20 whereby tests might be made on individual accessories and reports rendered as to the suitability of a given accessory for use in permissible assemblies.

The mode of propagation of explosions through narrow passages is important for understanding flameproofed equipment employed in mines. Narrow channels have been used in this investigation that connected between a small explosion chamber and a large chamber containing fuel-air mixture. The oxygen index of the mixture in the small chamber was determined which caused an explosion in the outer chamber. Preliminary measurements have already been given in Bureau of Mines Report of Investigations 5457 and suggested that) flames do not pass through narrow channels. The hot, burned gases from the explosion in the small chamber, however, are able to ignite the mixture in the large chamber by a process of hot-gas ignition. Systematic measurements are reported in the present paper that cover the influence of channel length and diameter and the properties of the gas mixtures in the large chamber on the transmission of explosions. The influence of such properties as quenching diameter and flame temperature is also discussed. This paper concludes the work on this problem and presents a theory that describes in detail parameters that influence transmission of explosions through narrow channels. Mineral resources in the Silver Creek study area of the Nez Perce National Forest. Idaho, were investigated during the summer Of 1989. The study area includes the 36,100-acre Silver Creek-Pilot Knob RARE II area (No. 1-849) on the north side of the South Fork Clearwater River, about 11 miles west of Elk City, 10. Mines in and near the study area in the Tenmile and Newsome mining districts produced about 100.000 02 of gold, mostly from placers. Gold production had an historic value estimated at 52 million, equivalent to nearly $40 million at today's prices. Lode mines produced about 19,000 oz of gold, along with smaller amounts of silver, copper, lead, and zinc. Of 34 mines and prospects examined, ten lode properties are considered to be significant by virtue of their past development or production and the presence of possibly ore-grade mineralization. There are no identified mineral resources in the study area; however, samples that contained gold and anomalous arsenic delineate a three-mile-long area from the Sentinel mine, north to the Blue Quartz prospect where exploration might disclose resources. One mining company is conducting geophysical studies and drilling within the delineated area. In addition, six placer sites may contain enough gold to be of possible interest for future exploration and development.

"INTRODUCTION The Bureau of Mines, United States Department of the Interior, with the cooperation of the University of Alabama and coal producers of Alabama, is making a series of washability studies to obtain technically and commercially important data from the productive coal beds of the State. Based on the system followed in these studies, this report consists of screen-sizing and sink-and-float data on the America and Pratt beds at Gorgas, Ala.SAMPLING AT THE MINESAlthough operations were discontinued in 1929, the accessible openings of the old Gorgas mines of the Southeastern Fuel Co. made possible the taking of samples from the America bed at three openings and from the Pratt bed at two openings. A sample was taken from the America bed at the Klondyke opening; a second was taken about 1 rile south of the Klondyke at the Musgrove America opening, and a third sample was taken about 1-1/2 miles south of the Musgrove-America at the Cricket Lodge opening. A sample was taken from the Pratt bed at Musgrove-Pratt No. 1, which is about 3/4 mile east of Musgrove-America, and a second sample was taken at Musgrove-Pratt No. 2, which is about 3/4 mile west of Musgrove-America. The samples ranged in weight from 1/2 ton to 1 ton and were equivalent to approximately a 2-ton sample from each bed. Figure 1 shows sections of the beds at the places sampled.In addition to the samples for washability study, a seam sample for analysis was taken at each of the places sampled. So as to give a representative seam sample for each of the two beds, these samples were combined in the laboratory in proportion to the thickness of the bed at the places sampled."

This report describes the construction and calibration of two ice calorimeters and includes results of high-temperature heat-content measurements, made by the Federal Bureau of Mines, on rubidium fluoride, hafnium tetrafluoride, cesium chloride, and cesium iodide. The heats and entropies of fusion of rubidium fluoride, cesium chloride, and cesium iodide have been calculated at their respective melting points using equations derived from the experimental heat-content data. Hafnium tetrafluoride did not melt within the range of temperatures investigated. Heat and entropy of transition of cesium chloride from the alpha to the beta form were also determined. INTRODUCTION Free-energy data usually afford the cheapest and quickest means of determining the feasibility of experimentally untested reactions. For known reactions, free-energy data show the variation of the equilibrium constant with temperature and make it possible to calculate, without experiment, the maximum ratio of product to raw material for a given chemical process.

On May 15, 1936, Congress authorized the Bureau of Mines to conduct certain studies, experiments, and. investigations of subbituminous coal and lignite.4/ Appropriations were made in July 19 7, and since that date an active investigation has been underway to complete the provisions of the act. Part of the investigation has included a comprehensive survey of the known properties of the lower-rank non-coking coals, and provisions were made to obtain more data on certain varieties. In line with this plan, a typical subbituminous coal was selected for an extended series of tests in the standard. Bureau of Mines-American Gas Association unit,5/ at the Central Experiment Station. This particular noncoking coal was the first one of its rank that had been tested in the apparatus; for this reason the results are of particular interest because the testing apparatus was originally designed for use in studying the coke- and gas-making properties of coking coals. The test as described below has been developed by the Bureau of Mines since 1927 through a cooperative agreement with the American Gas Association.6/ Ninety to 180 pounds of coal is heated in a circular retort, 13 to 18 inches in diameter, at wall temperatures ranging from 500°C. to 1,110°C. in 100°C. steps. All products are collected and measured; their physical and chemical properties are then carefully determined to ascertain the gas- and coke-making properties of the coal. During the last 10 years approximately 50 representative American coals have been tested in the Bureau of Mines equipment. The results on the first 30 coals and a complete description of the test procedure are contained in a joint publication of the Bureau of Mines and the American Gas Association.7/ The remaining twenty coals have been reported in Bureau of Mines reports as Technical Papers and Bulletins.

Air compressor explosions that are caused by the ignition of combustible vapor mixtures cannot be explained by a single reaction mechanism or sequence of events. Explosions have been caused by the sudden release of large quantities of lubricating oil, by the rapid vaporization of oil that had accumulated slowly in high-pressure piping, and by the production of decomposition products from carbonaceous deposits. Ignitions can be caused by the heat produced in a catalytic reaction, in a compression process, or when a shock wave is propagated through a combustible vapor-air mixture. The frequency of these ignitions can be minimized by establishing proper maintenance and cleaning schedules. Further study is needed to satisfactorily correlate the various factors involved in compressor explosions.

Coal mines that undergo self-heatings, and specifically mines that sustain both floor heave and self-heatings, would benefit from the use of sealants to minimize air ingress to susceptible areas. The U.S. Bureau of Mines(USBM) evaluated three sealant systems for this purpose, bentonite-water mixtures, silicate gel, and guar gum gel. The guar gum-based gel was the only sealant that possessed the desired properties of elasticity, ease of preparation, adaptability to the mine, and a long life. In addition, since the gel consists mostly of water, it could quench or cool nearby heatings. Optimal formulations were determined in laboratory tests, and then tested in the USBM Safety Research Coal Mine. Two formulations resulted in stable gels that lasted for at least 12 months in the mine. Semi continuous preparation of gel using an eductor was evaluated and appears feasible. Although guar gum gel is expensive, selective use to prevent heatings in specific areas would be cost-effective, both interms of productivity and enhanced mine safety.

The flame safety lamp with metal-gauze enclosure was invented by Sir Humphrey Davy more than a century ago, primarily for its safe light; however, it soon became the standard device for detecting the presence of methane in mine atmospheres. It still is the most widely used device for this purpose and is also the most practicable means of detecting deficiency of oxygen in coal mines. A permissible flame safety lamp is similar in all respects to one that, after a series of tests, has been approved by the Bureau of Mines as safe for use in gassy mines. However, safety depends largely upon the way lamps are maintained and used.

The U.S. Bureau of Mines studied the interaction of longwall shield supports and adjacent strata at the Meigs No. 31 Mine in southeastern Ohio. Twenty-three legs of twenty shields at midface were instrumented with pressure transducers and monitored for 11 weeks. During the project, leg setting pressures were reduced twice to determine the effect of setting pressure on shield-strata interaction. No correlation was observed between setting pressure and leg loading rates. The shield loading profiles were consistent with a model in which the roof consists of two zones, a thin immediate roof loading the shields well below the typical setting force and a main roof zone essentially supported by the coal and gob and loading shields through its convergence. This model was used to develop an equation for estimating average loading rates at the site. The only variable of the equation is time, and the equation consists of an exponential term to account for the immediate roof loading and a linear term to account for main roof loading. The equation gave good correlation with average loading rates, but the variation in loading from cycle to cycle was too great for the equation to give good predictions of individual cycle loading rates.

Preliminary results of an explosive fracturing-solvent injection heavy oil recovery experiment conducted by the Bureau of Mines at a shallow oil reservoir near Bartlett, Kans., are given. Three wells 35 to 50 feet apart were drilled to a depth of 360 feet, and an open hole interval from 300 to 350 feet in the Bartlesville Sandstone Formation was explosively fractured with 3,000 pounds of pelletized TNT in each well. Laboratory tests were made on cores obtained from these wells to confirm the suitability of using an aromatic-type solvent. Injection of a 74-percent aromatic solvent was begun into one well and continued intermittently for approximately 2 months. Crude oil production amounted to 29.6 bbl, or 11.7 percent of the total oil con¬tained within the three-well interwell zone.

The work covered in this report was done to meet the requests from many Government agencies for information on alleviating sludge difficulties in No. 6 (Bunker C) fuel-oil storage tanks. Accumulated sludge at times caused serious loss in tank capacities; pumps became overloaded or lost suction; strainers often required very frequent cleaning; fuel-oil heaters in some instances became fouled and inefficient; and gobs of sludge that passed the strainers interfered with good combustion. The requests also included questions regarding the usefulness in general of oil "additives" for preventing sludge and the relative merits of the many trade-named additives being marketed. Realizing that preventing such difficulties would result in substantial savings to the Government, an investigation was begun with the limited funds avail-able. Although various claims are made for No. 6 fuel-oil additives other than preventing sludge, only an investigation as regards the storage tank-sludge problem has been possible.

This U.S. Bureau of Mines (USBM) report summarizes a field demonstration of pneumatic backfilling technologies conducted at the abandoned Hillside Coal and Iron Slope in Vandling, P A. Researchers demonstrated two pneumatic backfilling technologies recently developed under the USBM's Abandoned Mine Reclamation Research Program, the Pneumatic Pipefeeder and the High-Efficiency Ejector. Both systems had previously been evaluated at the USBM's subsidence abatement investigation laboratory near Fairchance, P A. The objective of the demonstration was to fill 100% of the abandoned tunnel with backfill stone to prevent further subsidence. The Pneumatic Pipefeeder was used for 21 days, at a rate of 63 to 124 t/ d (69 to 136 st/d), to fill 88% of the tunnel. The High-Efficiency Ejector was used for 2 days, at a rate of 125 to 132 t/d (138 to 146 st/d) to fill the remaining 12% of the tunnel. The backfill placed by both systems was tightly compacted. The major problem encountered was wear on the polyethylene pipeline from the abrasion of the high-velocity backfill. The use of heavier steel pipe minimized the problem. A cost analysis for the entire project is given.

The Bureau of Mines has devised a procedure to recover chromium chemicals from low-grade domestic chromites, which contain silicon and aluminum impurity levels that are too high to permit processing by present industrial processes. The Bureau procedure consists of reacting chromite with molten sodium hydroxide (NaOH) under oxidizing conditions to form sodium chromate (Na2Cr04). The reaction product is leached with methanol to remove the majority of the unreacted sodium hydroxide, then with water to remove the sodium chromate and the remainder of the sodium hydroxide. The sodium chromate product is recovered by evaporative crystallization from the aqueous solution. This report presents results of laboratory tests to determine the optimum fusion conditions and the chromium extractions obtained from several domestic chrotdte concentrates. These concentrates are from a variety of sources, including the Stillwater Complex in Montana, Kanuti River-Caribou Mountain, Red Bluff Bay, Kenai Peninsula, and Kodiak Island areas in Alaska, deposits in northern California, and a nickel-cobalt laterite from southern Oregon. All of these concentrates were successfully treated by the Bureau procedure. The best chromium extrac-tions obtained for each of these materials ranged from 69.5 to 98.9 pet.

A pilot - scale fluidized feeder was developed for continuously feeding up to 1 ton of pulverized coal per hour to a pressure gasifier . Fluidization in the 3 - foot - diameter by 34-1 / 2 - foot - high feeder is effected by two streams of inert gas , a technique called zone fluidization . A stream of inert gas through a drilled plate in the base of a central column near the bottom of the feeder fluidizes the coal . Another stream through a drilled plate in the annulus between the central column and feeder wall provides a source of semifluidized coal for the central column . Fluidized coal from the central column discharges through an extraction funnel and discharge line . Zone fluidization provided good fluidization with moderate requirement for fluidizing gas . Instruments were developed for metering and recording the flow rate of fluidized coal . A system was developed for storing , and weighing pulverized coal , and then delivering it in fluidized form at about 1 to 8 tons per hour .
